To secure a sustainable competitive advantage some smelters may need strategies based on flexibility in feed and product ranges depending on immediate future projections of profitability. This paper explores the technical requirements for strategic diversity in smelting, leaving procurement, marketing and contractual considerations aside. The days when a smelting operation is tied specifically to say only processing zinc concentrates are perhaps drawing to a close. While internationally traded mineral concentrates are available, attractive business opportunities must exist for fully diversified custom smelters. Certain new and emerging technologies have inherent characteristics that are evaluated in this context. The paper identifies the basic building blocks that will permit such a scenario and assesses the technical feasibility. The ability to respond flexibly to environmental pressures is highlighted as being of paramount importance.

Particles finer than 10 um often cause problems in flotation. The current under- standing of the nature of the following effects is discussed: slime coatings on particles, carrier flotation, increased froth stability, entrainment of ultrafine gangue, excess reagent consumption, slower rate of flotation, more reactive surfaces. The review emphasizes the principles underlying these effects rather than details of progress in practical solutions to the problems they cause. The princi- ples of selective flocculation and floc flotation and the various approaches to achieving selectivity are discussed. Hydrodynamic effects on floc growth are reviewed. The evidence suggests that satisfactory performance in the ultrafines fraction will be achieved only by simul- taneously increasing the rate of flotation of the ultrafine valuable mineral and de- creasing the rate of entrainment of ultra- fine gangue.

In 2006 McNally International Inc. in a Joint Venture partnership with Aecon Constructors was the successful bidder on two York Region Tunnel Projects: Bathurst Collector/Langstaff Trunk Sewers; and YDSS Interceptor Sewer 19th Avenue Project. These projects comprise a total of 13 kilometres of 2.74 meter finished diameter tunnels and are both part of the York Durham Sewer System (YDSS). Both contracts require the use of EPB tunnel boring machines with a precast concrete segmental liner. The following provides an overview the two projects.

A lower moisture content for a clean coal product means increased Btu content, or increased yields at the same Btu content, and lower operating costs. The conventional surfactant-based dewatering aids effeciently lower the moisture content but often the presence of residual surfactant in the filtrate and recycle water causes problems downstream. ACCOAL-DRI 1000, a surfactant-based dewatering aid, was developed to solve this problem by minimizing the downstream effects while efficiently lowering the moisture content. The theory of the use of surfactants in filtration will be discussed as well as the development and field evaluation of this new product.

Establishing the link between the solid, cold rock of dikes, sills, plutons, and lavas and hot, active magma chambers is the quest of igneous petrology. Differentiation of Earth, the diversity of the igneous rocks, and the spectacle of volcanism are ample evidence that magmatic processes are fundamental to our understanding of planet formation and evolution. Single gabbroic plutons, on the other hand, often show intricate and abundant evidence of the effects of crystal growth and sorting. It has not proven simple, however, to establish the basic principles of magmatic behavior leading to this crucial evidence. Because of their abundance, exposure, simple geometry, large range in size, and often straight-forward petrology, sills are excellent examples of the magma chambers. Physical and chemical processes operating in sills can be recognized that also routinely operate in many other bodies. Understanding the dynamics of sill solidification is essential to understanding the genetic links between lavas and plutons.

Sulphur is derived from both 'voluntary' and 'involuntary' production. The former category includes sulphur obtained from elemental sulphur deposits and from pyrite and gypsumanhydrite deposits. Sulphur in the latter category is produced by pollution abatement at fossil Juel plants and from treatment of metallic sulphides. Canada is the world's largest sulphur exporter and third largest producer. Main resources of Canadian sulphur are sulphurous fossil fuels, metallic sulphides and native sulphur. Only the first two sources have produced sulphur in Canada 10 date; the first source accounts for over 85% of total Canadian production. Future sulphur sources will be derived increasingly through pollution abatement and decreasingly through voluntary production.

The problems of magnetite build-up have plagued the non-ferrous pyrometallurgical industry for many years. To better understand these problems, a study was undertaken to determine the thermodynamic variables that affect the behaviour of magnetite under different smelting conditions. Equilibration studies were performed in the nickel smelting systems of matte-gas and matte-slag(silica saturation)-gas. The relationship of thermodynamic variables such as temperature, sulphur and oxygen partial pressure and matte grade on iron and magnetite activities were calculated and the significance on smelting parameters such as metal losses and partition coefficients were defined. The experimental data from this study were employed to develop practical methods which could be used to control the build up of magnetite, as well as to obtain additional metallurgical benefits. In general, a lower sulphur partial pressure and higher temperature operation was shown to enhance the metallurgical benefits of nickel smelting by decreasing the magnetite activity. Operating in this manner can also have added benefits such as higher metal recoveries, more efficient vessel utilisation and efficiency and lower smelter emissions at equivalent or higher primary furnace matte grades.

MINING taxation is a subject which bears definitely upon-the welfare of the mining indus-try. Every government must have a revenue but that revenue should be raised in such a way as to hamper as little as possible legitimate enterprise or industry. A mining tax should be fair, and one which appeals to the natural sense of justice. Our present system is a tax on net- profits after all expenses are met. On profits in excess of $10,000 the Mining Tax Act takes three per cent., one-half of which goes to the Govern-ment and one-half to the municipality in which the mines are situated, to meet local needs for roads, schools, etc. On profits from one to five million dollars", the tax is five per cent.; over five million, six per cent., and so on. The first $10,000 profit is exempt. The result is that if a mine is worked at a loss, it pays no tax at all; if it makes a small profit, it pays a small tax; if profits are large, the tax increases accordingly. It is difficult to imagine a fairer or less onerous method of taxation, or one better adapted to meet fluctuating conditions from year to year as profits rise or fall. A just and fair tax should be levied on profits, never on capital. There is, one branch of the mining industry upon which is levied a higher tax than upon other branches, namely, the nickel industry. I see no good reason why any branch of the mining industry should be discrim-inated against on a profits tax basis. A mining tax should not discourage development. The present tax meets this requirement. In the early years of a mine, when it is all outgo and no income, the mine pays no tax. Not until it reaches a productive and. profitable stage does the tax take effect, and then the mine can afford to pay it. Further, a tax on profits does not operate against the opening up of low-grade deposits, or those in which the chance of success is to a certain extent speculative.

Arizona leads all other states in the value of gemstones produced with an annual production which exceeds $3,000,000. Gemstones are an important component of the mineral wealth of the State. Turquoise, peridot, chrysocoll a, petrified wood, fire agate and crystallized mineral specimens are among the gemstones commercially mined. Numerous additional deposits are operated by hobbyists. The State's reputation as a source of gemstones and specimens for the collector and lapidary adds to the economy of the State by attracting tourists. Production of gemstones further adds to the State's economy through employment in the value added gemstone processing industries and by employment of Native American craftsmen.

The mining industry depends to a large extent on the availability of high performance equipment. For drilling this means a requirement for well engineered, reliable machines with mechanised handling and widespread utilisation of automatic control. Such machines enable performance optimisation of drilling operations and integration into a high productivity mining system. A review is presented of the current status of drilling technology as applied to the mining and minerals industry. This covers developments in: drill bit materials and design; drilling techniques; machine design; mechanisation; automation; and drilling control. It also covers the ways in which current and future mining methods and practices will influence the applications and demands placed on drilling activities. The probable impact of current research on the industry is discussed.

The pioneers in pressure hydrometallurgy have provided a solid foundation during the past four decades. The pressure techniques are now capable of being used to push back the frontiers in the winning of metals. Pressure hydrometallurgy has been used to meet the objectives of extracting metals; purifying metal solutions, recovering metals; and rendering waste streams acceptable for disposal to waste repositories and the environment. Some examples of each of these functions are briefly reviewed. The applicability of pressure techniques to the recovery of precious metals is discussed.

THE downward trend of metal prices seems to act something like a reagent that precipitates selfishness in most business men's hearts; in the same way the upward trend precipitates altruism. Operators do not say: "I continue working my mine without curtailment because I can afford the present prices while my neighbor cannot and thus will give me way." They say: "I continue working my mine because 1 consider it a service for consumers. They will get better prices on a free market. Any curtail¬ment would be an attempt to raise prices artificially, that is to say, bad economics." Copper producers have learned how fallacious is such an opinion. It perhaps was not fallacious in olden times when all mines were worked on a small scale even if operating on a big deposit. At that time the supply and demand law played fair. When prices were too low and profits were vanishing for many mines, they would. shut at once, then little by little the metal scarcity would induce prices to climb up again; finally these prices would reach the point when it became profitable to again work the closed mines. Re-opening and shutting down mines was then a normal custom. Workers and operators weakly deplored this unstability, but there was nothing effective they could, do about it.

AN entirely new type of classifier is being put on the market by The Dorr Co., following three years of development and the experimental use of thirty machines of the improvement design in various parts of the world. It is known as the Multizone classifier. Compared with the older type the lower or overflow end has been decked over and is surmounted by one or more circular overflow columns. Feed is introduced near the middle of the machine and passes downward and under a vertical baffle, then along the underside of the deck to the base of the overflow columns. WHEN I first received the kind invitation extended to me by the Mining Society of Nova Scotia, I read over very carefully the suggested title-"The importance of long-distance planning and budgetting in modern methods of mining, and the advisability of working to some definite plan". I came to the conclusion that I might as well confess my inability to handle properly such a vast and intricate subject within the scope of any one paper. More properly, I think a round-table discussion should be indulged in-a sort' of symposium carried on in similar fashion to the World Power and Coal Conferences- you know, a committee for this, a committee for that, and, finally, a committee to see what the committees are doing. Weil, your Secretary's suggestion is just like that- much too comprehensive for any half-hour's presentation. As a paper, also, it either becomes too general and therefore uninteresting, or i.t descends into detail and describes means and methods to the end desired, which have little attraction because they were designed to meet quite different conditions than those my audience would mentally be considering. Of the two evils facing me, I have chosen the one that sticks to the generalities. Your Secretary's query almost automatically divides itself into two distinct phases: First, the importance, and second, the advisability, of planning. Let us dwell for the moment on the second, because, if we can prove advisability, that leads to desirability and, finally, to doing. Proving is the difficult part of the little problem. Here was something I, personally and as a mining engineer, had been battling for all my corporate life without being able to prove it to anybody. Then I saw the way out of that. I perceived I could put that little question of advisability on another basis altogether-:put it in the class of "coming- some day- soon" whether you or l or anybody else liked it or not; call it, if you please, mandatory, certain, necessary, enforceable planning. All of which means that the problem of advisability has rather suddenly become the very practical one of "how to do it". Why?

Open pits and quarries are the major sources of all hard rock tonnages mined today. Normally, ore is fractured from the pit bench face by blasting and then truck-hauled to a primary crusher on the pit rim for conveying to the concentrator; overburden (or waste) is generally truck- hauled from the pit to dump areas. This system of truck haulage of blasted ore and waste accounts for some 25 to 50% of total mining costs in a typical open pit operation and commonly is the largest single cost factor. In an effort to reduce these costs mining companies are continually replacing their older and smaller trucks with larger ones and at the same time are studying conversions to conveyor haulage, since this method of transport seems to offer possibilities of lower costs per ton of material handled. In these studies it seems logical to consider installing these conveyors as close as possible to the mining face for maximum use of conveyors and minimum use of trucks, since a conveyor is much less labor intensive than a trucking system. However, direct loading onto a conveyor near the retreating bench face is impractical because of excessive lump size. Consequently, it is conventional practice to load the blasted rock into trucks at the face for haulage to the crusher. After crushing, the rock is fed onto a conveyor. The closer the crusher is to the mine, or if it is in the mine, the shorter the truck haul and the greater the potential for cost saving. At first appearance, in-pit conveying might seem to be an obvious solution, yet many mining companies have considered such a move while few have implemented it. To determine why, it is necessary to consider the factors influencing such a decision. A conveyor system tends to be capital intensive but can have a lower operating cost per ton than trucks. Trucks, on the other hand, tend to cost less to buy but more to operate; thus, economics tend to favor the conveyor if it can be operated close to capacity and if a sufficiently large tonnage can be passed over the system to mitigate the effect of its high capital cost. In a typical hard-rock, open-pit mine it is necessary for a variety of reasons to mine several faces of both ore and waste at the same time; and any mining system must have sufficient flexibility to permit loading from one face or another at short notice. This makes it impractical to place small mobile crushers and their consequent network of conveyors at each working face. To date no alternative has been found to using trucks for bringing all rock of the same class to some convenient marshalling point from which it may be crushed and conveyed from the pit. Another advantage of trucking when compared to conveying is flexibility. Many mines wish to deliver their shot-rock to different locations, depending on the mineral content. Cobalt mostly occurs as a minor, but valuable, constituent in most nickel and a few copper ores, however it is not generally found alone in commercially viable deposits. Its concentration and extraction are therefore intimately linked to the recovery of the primary metals and the major task for the metallurgist is to extract cobalt of commercial grade from a much larger mass of either nickel or copper and sometimes both. With a particular focus on Vale Inco?s operations, this paper provides a brief overview of the mineralogy of the main deposits being currently exploited that contain cobalt as a co or by-product. The concentration and then extraction to metal are reviewed and some advances released into the public domain are discussed.

At the turn of the century the U.S. had a gross ALVIN KAUFMAN Mineral Economist U.S. Bureau of Mines area slightly in excess of three million square miles, a population of 76 million, a gross national product of $37 billion (constant 1929 dollars) and a mineral production valued at $2 billion (1929 dollars). Some 60 years later its area had increased by 600 thousand square miles, population had risen 140%, gross national product was seven times greater and mineral production had grown to a value five times that of 1900. Of perhaps greater significance, however, were the changes wrought by technology. It was during this period that the "American Way of Life" was revolutionized by the introduction of the airplane and the automobile; man also took his first probing steps in the utilization of nuclear energy and pre- pared to unlock the secrets of space. It was during these six decades, also, that he learned to create additional new materials, some of which were from old sources such as plastics from petroleum and coal. These new materials have created competition and attendant problems for the traditional materials such as iron, copper, lead and zinc. Additional problems undoubtedly will be created by technologic advances in the future.
