This report, sponsored by the U.S. Bureau of Mines, presents the results of an examination of the safety of the impactor shaft sinking system in comparison to conventional shaft sinking technology. Detailed study of the impactor system was also performed to identify and recommend design changes for optimum safety conditions. A comparison of the impactor machine and its support systems with conventional shaft sinking was made on the basis of relative risk levels. Risk incorporates measures of both the frequency and the potential consequence of accidents. A safety evaluation of the component operations of the impactor shaft sinking system was performed using a Failure Modes and Effects Analysis (FMEA) methodology. The results of this analysis show generally that the impactor shaft sinking system is safer than conventional shaft sinking. The potential risk of conventional shaft sinking operations could be reduced by an average of over 35 percent with use of the impactor shaft sinking system. Design change recommendations to further improve the safety of the impactor system include a revised fire suppression system, improved access to and from the operator cabs, reliable noise attenuation measures, and improved communication systems. An operational safety manual was also developed for the impactor shaft sinking system.

INTRODUCTION The inactive uranium mill tailings investigated in this study are located in two mining districts, Elliot Lake and Bancroft, Ontario, Canada. The sites exhibit a mixture of surface features consisting of dry areas, with or without vegetation and areas covered with water. On the edges of the water bodies, indigenous vegetation has invaded the tailings beaches [ Typha] spp. (Tourn.) L. a dominant plant on these tailings beaches, has been studied for the uptake of radium-226 and lead-210 (Kalin and Sharma, 1981b) from the tailings. It was found that most of the radium-226 remains in the roots of the plants, and that the solubility of radium-226 in control soil differs from that in tailings. The uptake of radium226 by vegetation and other biota is related to the solubility of the element in water. Factors controlling the solubility of radium-226 in uranium mill tailings are of interest in assessing the environments effects of these wastes. Rusanova (1962) found that the soluble or extractable amount of radium from the soil is inversely related to the total concentration of calcium and magnesium in the soil. Experimental work has clarified some aspects of the leachability of radium from uranium mill tailings (Levins, et al., 1978; Wiles, 1978, and others). Halvik, et al., (1967) studied the effects of pH and chemical composition of surface water on the liberation of radium from uranium mill tailings and uranium ore. He found that an increase in pH, up to a value of pH 9, decreases the amount of radium released from the tailings and the ore. A positive effect of calcium chloride was noted on the leachability of radium. Benes (1981) reviewed the physicochemical forms of radium and its migration in water. Based on experimental work, he identifies primary factors which determine leaching of radium from uranium mill tailings. The ratio of the volume of the leaching solution to the weight of the leached sample; the composition of the leached solids and the leaching solution, and finally the pH of the leaching mixture are of importance. He emphasized that a scarcity of field data exists, which would relate experimental work to the actual situation in the tailings ponds. Inactive tailings ponds in Ontario are 16 to 23 years old, and processes which are of importance in evaluating the long term effects of uranium mill tailings in the environment can be studied. The objective of this work was to investigate the leachability of radium-226 from the tailings under field conditions. MATERIALS AND METHODS Sample Collection A description of inactive tailings sites in Ontario, where the tailings and the water for this study were collected, can be found in a report by Kalin (1981). [Typha] spp. specimens were excavated from 16 different locations along with the tailings attached to the roots of the plants. A tailings sample from the surface area, around the plant, was secured before the excavation. Tailings samples were also collected from dry areas free of vegetation in the vicinity of the wetland stand. Surface samples (depth 0-5 cm) and samples at a depth of 20-25 cm were secured. Water was collected from the shallow tailings beaches around the vegetation stands. Sample Preparation The roots of the plants were washed free of tailings with distilled water. The resulting thick slurry of tailings was allowed to settle in the wash basin for five minutes and the supernatant water was decanted. The remaining saturated tailings were brought to 400 ml volume with distilled water in a beaker. The slurry was mixed with a magnetic stirrer for two 24-hour periods. After the first 24-hours, the slurry was allowed to settle for 20 minutes and the supernatant water was removed. The remaining sediments were suspended again in distilled water (400 ml total mixture) and leached for a second 24hour period. The tailings slurries from the different locations had a solid to liquid ratio, which ranged from 0.5 to 1.4 grams of dry tailings material per millilitre. The variations in the ratios are the result of differing fractions of coarse and fine tailings on the sites. In the final leachates, the solid to liquid ratios of the samples were 0.17 (±0.1) g/ml. The fly-in-fly-out (FIFO) mining model has significant implications for the industry as it plays an important role in fulfilling the economic, social and workforce needs of the contemporary mining industry. It has increasingly been adopted in countries such as Canada and Australia, but is the current nature of the FIFO model challenging the place women have achieved in the mining workforce? Research in the mining and oil and gas industries reveals that major sources of stress for fly-in-fly-out mining workers are the times of parting and of reunion, the challenges in defining roles within the family, parenting, and conflict between spouses over the use of the leave time and money. So how are women in the industry coping with the FIFO schedules and consequent intermittent relationship with families and partners? How is the mining industry adapting to recruit and maintain female employees in FIFO operations? This paper describes an exploratory study conducted in Canada, which intended to provide some initial insights that might help us answer the questions above. There are several inferences made from this exploratory study. It is clear that FIFO poses significant challenges for both female and male workers. It is largely seen as rigid, extremely challenging for employees with young families and workers who are single mothers, and it is generally incompatible with starting a family and caring for small children. FIFO creates severe stress on relationships and on workers psychological well-being. It seems to be indeed harder for women, since they are often in lower paying positions and therefore have less financial reward for the FIFO lifestyle. On the other hand, FIFO creates the opportunity for young women, including Aboriginal women, to jump-start their careers, as well as opportunities for mature women to work while pursuing other personal interests during their time off. This paper concludes with recommendations to improve the FIFO system in order to increase the ability of mining companies to hire and retain women

Of late considerable experimental and theoretical interest has been shown in the rates of transformation from a single phase, usually a supercooled solid solution, into one or more phases. Such reactions may involve both diffusion and transformation of the major constituent, as in iron alloys, or it may simply involve diffusion, as in superstructure formation and in age-hardening systems. Most of the work has been confined to ferrous alloy1-9† although two investigations have been made on copper alloys10*". That such work may be of considerable practical importance has been demonstrated by Bain12, by the workers at the Kaiser Wilhelm Institut fur Eisen-for~chung'13, 14, and by the everyday use of precipitation and age-hardening principles15. Experiments in this country have generally followed Davenport and Bain's technique of rapid supercooling followed by isothermal treatment. In Germany16, 17 the work has been extended to the study of the influence of accurately controlled and measured rates of cooling. The work on steel indicates that there are two subcritical temperature ranges where reaction starts sooner after quenching and proceeds at a more rapid rate than at other temperatures. At suberitical temperatures above Ar" (temperature of martensite formation) where reaction is dependent upon atomic migration there is a period of time of which the length depends upon the alloy content and the temperature, before which no reaction has been detected. Davenport and Bain' find that different sorts of atoms in solid solution in gamma iron affect the length of this " prereaction" period differently, manganese probably being the most effective in lengthening it. It is very difficult to believe that nothing occurs within these "prereaction" regions, for if this were so there is no reason why any reaction at all should be observed. Abstract -There are a number of sedimentary exhalative massive sulfide (SEDEX) deposits in the Proterozoic Langshan-Zhaertai rift at the western segment of the northern margin of the North China platform in China, including more than ten large, medium and small deposits located in a belt of 300 km EW by 50 km to 100 km NS, with large Cu, Pb, Zn, Ag, and S reserves. In several representative SEDEX deposits in the rift, the mineralizing elements are prominently zoned, horizontally or vertically, with Cu decreasing but Pb increasing from west to east, Cu decreasing but Zn increasing from bottom to top, and Zn restricted to the bottom half. The ore-hosting rocks, characterized by a clear manganese halo, have developed a polymetallic mineralization in positive relation with their carbon contents. Their isotopic aspects are: ?34S has relatively large positive values, fluctuating between +5‰ and +35‰, compared with Pb isotopic compositions which are less variable, with a model age of 1600 Ma to 1800 Ma, showing that they are mantle-derived. The mineralizing materials were associated undoubtedly with the contemporaneously faulting events in the rift. The deposits owe their origin to seafloor exhalation, with sedimentary rocks as their hosts.

Liquidus temperatures in the Cr-Fe-Si system in the composition range representative of ferrochromium-silicide produced in South Africa J. C. M. Wethmar, B.Se. (Eng.) Rand D. D. Howat,U B.Se. Strydom, M.Sc., Ph.D. Alloys in the composition range of chromium, 20 to 50 per cent, iron, 10 to 30 per cent, and silicon, 25 to 55 per cent, were subjected to both differential thermal analysis and the classical quench method so that the liquidus temperatures of ferrochromium-silicide alloys could be determined. The results are presented as liquidus curves on pseudo-binary sections at various ratios of chromium to iron and as liquidus isotherms in the ternary section.

The slag in iron ore pellets allows wet sintering during firing and leads to suitable bounding. The process of slag formation differs whether it takes place in the core or in the external zone of a pellet. In the core, hematite can be reduced to secondary hematite, depending on the temperature and on the carbon monoxide/dioxide partial pressure ratio. The reaction rim that appears at the outskirts of a silica particle in contact with the FeO bearing magnetite is considered as the slag precursor in the core of the pellet. By contrast, in the external zone of a pellet, where O2 is available and CO partial pressure is very low, the first step towards slag formation is flux decomposition, mainly dolomite and limestone. The CaO liberated through this reaction will be available to react with hematite by solid diffusion to form calcioferrites, which play an active part in the slag evolution process. These two slag formation paths will be explained.

"For a high hazard USACE facility, the Center Hill Dam in Tennessee, several disparate streams of data were compiled into a single geospatial and relational enterprise data management system to store, analyze, visualize and distribute the data collected during installation of a deep cutoff wall. These data streams included historical drawings and pre-construction plans and grouting records; geological data from boreholes; attributes of barrier wall elements; element verticality data analyzed from multiple measurement methods; and concrete field and laboratory analytical data. A previously developed data management system developed by the authors, WallTracker, was extensively modified to also include manually collected and real-time measurements from several types of dam monitoring instruments. The system now uses enterprise database technologies with Geographical Information Systems capabilities to manage and relate these data streams into a common platform and allows access to the raw and interpreted data via web and desktop-based interactive tools, including interactive map and cross-sectional viewers and other graphical and tabular reporting tools. One of the primary benefits of this system is the neartransparent interaction that is possible with the Nashville District of USACE on the project. These techniques can now be effectively incorporated into systems that address the unique construction and data management tracking requirements for dams, dikes, and levees.IntroductionThe Center Hill Dam rehabilitation, as with other deep foundation installations, requires the contractor to collect a substantial amount of information over the course of the project, both for internal quality control of construction progress and methods, and for demonstrating compliance with owner specifications. This paper discusses techniques used at Center Hill Dam for consolidating, visualizing and analyzing construction and instrumentation data using relational database and Geographic Information Systems (GIS) technology, collectively referred to as an Information Management System (IMS).The remainder of this paper presents the needs and objectives of the IMS, the components and data flows involved, the capabilities and user interfaces of the systems, and the benefits for the end users."

Abstract -The Changning-Menglian metallogenic belt in western Yunnan, China, is characterized by the occurrences of both Pb-Zn-Cu and Cu massive sulfides in Permo-Carboniferous mafic volcanic sequences. These deposits were formed in a back-arc basin at a rifted continental margin in the Paleozoic Tethys Ocean. Pb-Zn-Cu deposits are associated with alkalic basalt, andesite, and lesser felsic volcanic rocks intercalated with limestone, which probably formed along an immature rifting segment on a continental basement. These volcanic rocks are enriched in K, Ti, LREE, and other incompatible elements, and have the attributes of alkalic within-plate basalt. An extensive unit of sulfide- carbonate-silica shale in proximity to massive sulfides contains high values of Mn, As, Mo, W, Sn, Sb, and Hg, and has REE patterns that are similar to the volcanic rocks. This, together with the graded bedding in the footwall volcanic rocks, suggests that the sulfides precipitated in a shallow, unstable, and carbonate-saturated volcanic basin. A stringer zone is traced downward for 500 m below the massive sulfide orebodies. It is characterized by an upper sericite-quartz zone and an extensive lower skarn alteration with enhanced W, Sn, and Bi. Lead isotope data show both continental basement and magmatic sources may have supplied the ore metals. Cu deposit and occurrences are hosted by tholeiitic units that represent the mature spreading segments in the back-arc basin. The tholeiitic lavas have LREE-depleted or flat REE patterns similar to MORB or back-arc mafic lavas. The cupriferous massive sulfides are overlain by an extensive unit of chlorite-magnetite or ochre, suggesting a relatively oxygenated oceanic basin. Ni and less Co mineralization is found in dolomite veins of the stringer zone. Enhanced concentrations of Ni, Co, Au, and As are found in the massive sulfides and in sulfide-rich tuffites. The geological setting and mineralization of the Changning-Menglian belt has similarities with modern back-arc basins such as the Manus Basin in the western Pacific.

The first report gave data on motor gasolines sold during the winter of 1935-36.3/ The second report gave the same data for motor gasolines sold during the summer of 1936)4/ As was the case with the first cooperative gasoline survey, reports were received for some areas from only one company and in other areas from two companies that did not in all instances report on the same brands of gasoline. In still other areas reports were received from five or six companies on the same brands of gasoline. Thus, it can be seen that data on gasolines are unequal in regard, to the number of reports that were averaged in calculating the data shown in table 1. The data from the Pacific Coast were averaged by the Pacific Coast technical group before submission and are published exactly as they were submitted.

This report presents a design and cost investigation for several alternative versions of a field-worthy mining machine-mounted respirable dust monitor. Three main design variations are considered: (a) light scattering sensing, (b) Beta-filter tape sensing, and (c) a combination of the two preceeding methods. Eventual instrument production coats as a function of design complexity are tabulated. Cost estimates for the development and field testing of field-worthy prototypes are also presented. A general discussion on the technical aspects of these design alternatives is included following a modular-hierarchical approach of progressive complexity. The technical background to this report has been provided by the experience and results derived from the work performed under U.S. Bureau of Mines Contracts Nos. H0166097 and H0377092.

Laboratory performance of mercury filled current limiting devices (CLD) used for high speed switching of DC circuits (600 volts and below, up to 1000 amperes) using a system involving a parallel connected vacuum switch with CLD and an additional series connected vacuum switch was verified in USBM Contract #HO 357079. This report details analytical work and field experimental tests to predict and control voltage surges associated with the high switching speed associated with the switching system. It also details tests conducted to demonstrate the fault current limiting ability of the CLD. Problems associated with designing a fault current limiting system are discussed.

It is interesting to study the noise standards that have been promulgated in the US over the last decade or so. These regulations are likely to have long-lasting impact. The Occupational Safety and Health Administration (OSHA) Hearing Conservation Amendment (March 1983) continues to have influence not only in the workplace but in the debate over new regulations. Both the Mine Safety and Health Administration (MSHA) and Federal Railroad Administration (FRA) regulatory preamble documents state the desire to be consistent with OSHA. An examination of Table 1, which compares the major components of the three regulations and the 1998 NIOSH “best practices” criteria, depicts the extent to which that intent is met. There has been some regulatory activity in the last decade which may give some hope for evolution and updating based on the wealth of science that has occurred during the last quarter of a century since the OSHA regulation was enacted. However there has also been some “back-sliding” toward more lenient standards. The MSHA noise standard made regulatory progress in September 2000 by emphasizing engineering and administrative controls, followed by personal protective equipment, in the hierarchy of noise intervention. MSHA’s requirement for technician certification (today only available from CAOHC) strengthened the training requirements for audiometric testing in hearing conservation programs and MSHA also added the requirement of dual hearing protection at 105 dB TWA. There were many subtle differences between OSHA and MSHA based on comments and a desire to clarify some of the vague aspects of the OSHA noise standard, and meet the needs of the regulated mining industry. One example pertains to the ceiling for exposures. OSHA says, “no exposures >115 dBA,” which is interpreted to mean no unprotected exposures above that level, giving credit for the assumed effectiveness of hearing conservation programs, hearing protection devices and administrative and engineering controls. MSHA specified that a “P” code1 violation be issued for any protected or unprotected exposures >115 dBA. The Federal Railroad Administration (FRA) noise standard for railroad operating employees, which went The Modern Evolution of Hearing Conservation Regulationsinto effect February 26, 2007, was expressly based on the OSHA standard but also uses MSHA for comparison. The preamble states that the FRA defers to OSHA as the “primary regulator of noise in the workplace,” but also acknowledges the need for some departure from the OSHA regulation (FRA Preamble II.B). As an example, FRA requires testing at 8000 Hz “because it will allow employers to identify hearing loss sooner.” The FRA rejected MSHA’s hierarchy of noise controls in favor of requiring specific engineering interventions and focusing on appropriate hearing protection which would still allow communication and audibility, and identification of excessive noise through employee-filed “excessive noise reports.”2 Where OSHA has no specific mandate requiring employees to take advantage of the employer-paid audiogram, it has been traditionally a condition of employment and is generally accepted that OSHA-covered workers require an annual audiogram. MSHA addressed this issue in its preamble; however, they made no significant change. MSHA employers are required to offer annual audiograms but MSHA stopped short of requiring employees to comply with annual audiometric testing. [Study and development of sensing techniques and sensors were performed to aid shuttle car drivers in detecting, obstacles and in guiding the car along the face haulage route. Microwave, acoustic, and optical sensing techniques were considered as part of the feasibility study for obstacle detection. Various guidance techniques, including wire-following and rib-ranging were investigated. Active optical sensing was selected for obstacle detection to obtain the bear overage and sharp angular cutoff characteristics required within the packaging limitations defined by the shuttle car configuration. Rib-ranging guidance was selected to achieve completely self-contained shuttle car system which responds to the mine geometry without need for wires, stripes, or other path defining devices. Extensive hybrid computer simulation runs were performed to valuate various guidance techniques during the feasibility study. Subsequent simulation rues were performed to establish parameter values for the rib-ranging guidance system. The obstacle detection and guidance system was designed, fabricated and installed on a standard shuttle car. The system satisfied all applicable permissibility requirements of Schedule 2G. An experimental permit was issued to Bendix for operation in an underground coal mine. System evaluation tests were performed first above ground at the Bendix Research Laboratories. The simulation model was validated by these runs. Final testing wan performed underground in an operating mine with an experienced shuttle car driver. All sensors successfully demonstrated Chi predicted performance capability during underground face haulage tests. Dust did not Impair system performance and lens cleaning was not required during working shifts. Further development is required to achieve the desired obstacle detection performance Closed loop steering control with manual override is recommended o: mended for the lateral guidance e system. Shear tests were performed on several prepared samples of granular and powdery bulk materials to investigate the following parameters: Particle size and distribution, particle movement, moisture content, consolidation of material, bulk density, void ratio, porosity, volume change, and strain rate. A series of shear tests was performed with weight-percent-ratios of minus 0.185-inch tertiary sand and 1-1/2-by l/2-inch tertiary gravel mixtures, and weight-percent-ratios of minus 200-mesh limestone (rock dust) and minus 200-mesh bituminous float coal dust. A comparison was made for shear test results obtained with rectangular and circular shear cells utilizing the large and small direct shear testers. Specifically, the shear results obtained include the angle of internal friction or shear strength of the tested material under known consolidating pressures, and the kinematic angle of friction or coefficient of friction between the interface of a bulk material and a sample wall material. The experimental procedure, tests, and results are given for each parameter investigated.

This report deals with the feasibility of the use of vocoders as an integral part of a mine electromagnetic voice communication system. Limitations imposed by the nature of the transmission path, background noise and equipment are examined. Some properties of vocoders and apparent advantages of the use of vocoders in a mine communication are discussed. The conclusion is reached that the man-made noise level will ultimately determine the workability of such a system.

The value of nonfuel raw mineral production in the United States for 1977 increased over that of 1976 by 5%, from $16.7 billion to $17.5 billion. Metals declined by 5% from $6.1 billion to $5.8 billion, chiefly because of strikes in the iron ore industry and a depressed copper market. Subsidization of mining industries in some foreign countries accounted in part for the excess of copper and some other metals on world markets. Weak metal markets and continued slowdowns in the world economy were the main reasons of the virtual absence of new mine projects. Increasing domestic governmental involvement affecting mineral industry activities, such as pricing controls, public land withdrawals, and the Surface Mining Control and Reclamation Act, effective August 3, continued to be controversial and to be criticized by various segments of the industry.

This report presents engineering drawings for six material handling devices for underground coal mines. The devices were designed under a U.S. Bureau of Mines program to reduce injuries from material handling during mine and equipment maintenance. The six devices are (1) scoop-mounted 1411: boom, (2) swing-arm boom, (3) heavy-component lift-transport, (4) mine mud cart, (5) container-workstation vehicle, and (6) timber car. Each device is described briefly, and recommendations are made concerning the design of new devices.
