As part of the first-order assessment of potential manganese nodule processing reject waste materials, the Bureau of Mines estimated the physical and chemical characteristics of reject waste materials that would be generated from each of five potential process flowsheets. These processes were chosen because of their economic and technical feasibility for first-generation nodule processing. A brief description of the five processes is given to show process inputs and outputs, The physical characteristics are predicted based on land-based laterite processing where applicable, and where no land-based analog exists, on the basis of process chemistry. The probable chemical characteristics such as element content and compound form are tabulated for each process for 16 elements: As, Ba, Be, Cd, Go, Cr, Cu, Fe, Mn, Mo, Ni, Pb, Sb, Se, TI, and Zn. These elements were chosen based on their presence on the toxic substance list of priority pollutants, EP toxicity criteria, and major and minor elements of economic importance (Co, Fe, Mn, and Mo). Physical and chemical analyses as well as results of the EP toxicity test of one industrially supplied pilot plant reject waste material are presented.

This presentation will describe the process by which the Quebrada Blanca (QB) copper project in northern Chile was financed. It will also show how a relatively junior mining company addressed the problems created by its inability to provide its share of the equity funding and the guarantees required by the project lenders. QB is located in the semi-arid Andean highlands of northern Chile, 170 kilometres southeast of the port of Iquique and 30 kilometres west of the border with Bolivia, at an altitude of about 4,300 metres (14,000 feet). Figure 1 depicts the project's location. The QB orebody is a secondarily enriched porphyry copper deposit containing reserves of 85 million metric tons grading 1.3 percent copper. Underlying the enriched zone is a significant primary ore zone containing several hundred million metric tons grading about 0.5 percent copper. In the late seventies and early eighties Falconbridge and its affiliates spent $20-30 million dollars exploring the deposit and conducting feasibility studies. For a variety of reasons they decided not to develop the property which was returned to its owners, Empresa Nacional de Mineria (ENAMI), which is a Chilean state mining corporation. In 1988 ENAMI announced its intention to privatize the property through a public bidding procedure.

Man has been engaged in the construction of tunnels in. rock for several thousand years. During that time, methods of tunneling have changed drastically. Hordes of men chipping away at the tunnel face have been replaced by mechanical drills and explosives and by tunnel boring machines. Spoil is no longer carried on the backs of humans, but is now removed by trains, trucks or conveyor systems. These and other changes have had the effect of greatly increasing the rate of tunneling, while at the same time, greatly decreasing the potential dangers to workmen. Although the techniques, equipment and material used for tunneling are being continually improved, rock tunneling is still a slow and expensive process. Significant improvements and innovations are needed to reduce the cost and time required for tunneling if we are to fully utilize the subsurface to aid in the solution of urban problems and in the conservation of resources. This report is intended to facilitate the orderly development of tunneling technology by focusing attention on the inadequacies of rock tunneling and the improvements that are needed. The data presented were derived from the results of a comprehensive questionnaire that was completed during the summer of 1969 by more than 600 individuals and organizations in 17 countries. Table 1 lists the countries and the number of replies from each. Appendix A contains a summary profile of the national responses, while the text presents the results and a brief analysis of the conclusions that might be derived from the data in the questionnaire. The data shown in Appendix A represent the consensus opinion of each of the 17 nations without regard to the number of individual replies or the amount of tunneling activity that is represented. The national consensus was determined for each country by a plurality of the individual responses, in some cases modified by the opinion of the rapporteur. Tire above procedures can lead to situations which are misleading. For example, experience and activity arc a rational basis for analysis; but, if national replies are weighted on this basis (i.e., number of responses), informed and valuable opinion of less active countries would probably be overwhelmed and lost. In analysing the data on the basis of national responses without weighting, it becomes apparent that many of the same problems exist under a given set of conditions regardless of the number of tunnels that have been driven.

Mr. Chairman; honored guests; ladies and gentlemen: The subject assigned me today by your committee, according to the program, is "the mineral industry and the public land law I have preferred to title the talk, "you can't mine here", for that is the essence of the message we, as an industry, have been getting from so many agencies of the federal government for so long. And, unfortunately, we can expect to hear the same message even louder and clearer -- with increasing frequency in future, unless. Every segment of the industry devotes the necessary time, energy and creative thought to combat successfully the forces that are writing and broadcasting that message. I said that agencies of the federal government are sending the message --- and this, of course, is true, the forest service, for example, and some bureaus of the department of the interior as well as others have appeared in recent years to be abiding by a policy designed to block mineral entry to as much of the public lands as possible and to wipe out existing mining claims.

The South Australian mining regulatory framework has adopted a performance based approach to the management of risk. This approach has been in place in South Australia for more than 10 years and is increasingly being implemented in mining jurisdictions in Australia and around the world. Performance based regulation focuses on setting appropriate environmental outcomes to be achieved based on an assessment of the potential impacts associated with the development, operation and closure of mining projects. Measurable compliance criteria, including completion criteria, are set to demonstrate achievement of the outcomes. It is the responsibility of the proponent to propose designs and strategies that will achieve the regulated environmental outcomes and to demonstrate the implementation of their designs and strategies will achieve the outcomes into the future. Tailings Storage Facilities (TSFs) are significant elements of many major mines and each is unique with site specific factors such a materials to be stored, design, size, location, climate, sensitive receptors, operating history of the facility (i.e. changes to design), site culture and company capability amongst a range of other factors. Consequently a fit-for purpose approach is a key principle of best practice regulation of tailings management as it takes the site specific factors into account in setting appropriate outcomes for mitigating the identified impacts associated with a proposed development. Achievement of those outcomes through fit-for purpose, well designed management strategies would ensure safe, stable and economic storage of tailings in a manner that complies with all legislative requirements and presents negligible public health and safety risks. Tailings storage must also have acceptably low social and environmental impacts, both on and off site, during operation and indefinitely post closure. Achievement of environmental outcomes during operations and at mine completion can then be demonstrated to the regulator and community through public reporting of compliance with measurement criteria which establish the appropriate level of impact for each individual operation. A number of new mining proposals including tailings storage facilities (TSF) have recently been assessed and approved in South Australia. The location, size, design, sensitive receptors, public interest and therefore risk profiles of these TSF’s have varied substantially between these new mining proposals. These considerations were reflected in the assessment of the TSFs and the resulting mining lease conditions of approval including the environmental outcomes to be achieved over the life of the facilities. There is a natural resistance to change in any form. When it comes to implementing a game-changing technology like autonomous haulage on an operating mine site, the resistance can at times appear insurmountable. Whether based on real information or misguided preconceptions, it?s essential that we don?t underestimate the effort it will take to overcome this resistance, while clearly recognizing when it?s worth the effort. These realizations did not happen overnight for sites where autonomous haulage has been implemented. Nor did they happen overnight for manufacturers of autonomous mining equipment. Caterpillar, for example, began building toward autonomy more than 30 years ago and had a truck operating in the mid-1990s. Lessons learned during those early years led to the realization that there was much more to be learned ? not just about the machines themselves, but about the systems and knowledge that must be in place for a successful implementation. Working closely with customers, initiating real-life demonstrations on mine sites, having discussions with regulatory agencies and other stakeholders ? these and many other activities were necessary before autonomy could be fully and successfully launched. After decades of effort, Caterpillar?s first official commercial autonomous mine site went to work in 2011 in Farmington, NM.

"Ferrous and Non-ferrous industry in India is undergoing a transition to meet the growing demand and a new thrust to Research & Development (R&D) is mounting. On one hand, to meet the target laid by the policy in the Iron and Steel sector of 110 million tones production by 2020; on the other, innovations taking place in light metal production technology; both have necessitated greater attention to development of industrial ecological framework. Industrial ecology provides a number of new challenges as well as opportunities for the industry. The development and growth in a particular industry should have a trend towards reduced energy consumption, reduced resource consumption, thereby reducing the cost of production. Technology management strategies will have a key role in achievement of these targets. The paper describes recent developments in technology management, importance of R&D and case studies on adoption of energy efficient & CO2 reduction technologies in metal industry in India. In the end suggestions for future are made.IntroductionInternational Energy Agency [1] has assessed that nearly one third of the World’s energy consumption and 36% of CO2 emissions are attributed to manufacturing industries. In case of ferrous and non-ferrous metals, the resource equality and product quality finally determine the energy share across the countries. In the overall, Iron & Steel industry accounts for about 19% of total industrial energy used. The saving potential for non-ferrous metals is estimated to be anywhere between 13 to 25 % of the energy consumed depending on the level of resource quality. The projections are that energy consumption worldwide in Industry sector would increase 1.8% per annum up to 2030 on average, and up to 2.5% in developing countries."

Firstly, to drawn attention to recommendations which have been accepted by the International Atomic Energy Agency concerning radiometric reporting methods and calibration in uranium exploration, and secondly to emphasize the benefits that- will stem from adopting them. These recommendations are contained in an IAEA Technical Report, No. 174, which has been prepared with the intention of serving as a general guide to the subject. The existence of this specialized report is likely to be unknown to most of those who can benefit unless it is given some publicity by an organization such as the CIM. The recommendations were prepared by a small international committee consisting of Dr, P. H. Dodd , U.S .A. , Dr. R. L. Grasty. Canada, Dr. L. Levborg, Denmark, Dr. M. Matolin, Czechoslovakia , Dr. S. D. Simov, Bulgaria, and the writer.The fact that there are standard scientific units of mass, distance and time is taken for granted, It is also accepted that the type of instrumentation used to measure one of these parameters is irrelevant to the way the measurement is reported. Geophysical parameters such as magnetic field strength and gravity have generally accepted units, the gamma and milligal, which are defined in SI terms. These units are employed irrespective of the operating principle, or manufacturer or organization involved in the measurement."

"Abstract- The NERCO Con Mine is situated in the amphibolite facies aureole of the Western Plutonic Complex overprinting the Yellowknife Greenstone Belt. Metamorphic grade of the upright monoclinal basaltic succession decreases from hornblende-amphibolite facies along the border of the batholith to greenschist facies. Metamorphic isograds, subparalleling the faulted margin of the batholith, transect volcanic stratigraphy and coincide with major gold­ bearing shears.Gold mineralization is confined to north-striking, west-dipping shear zones where hanging­ wall amphibolite facies mineral assemblages retrogress to chlorite-carbonate-sericite-sulfide bearing schists hosting multiple generations of quartz-ankerite veins. The gold-producing portions of the Con and Campbell Shears occur where these structures transect an east trending thermal corridor. The corridor is defined by granitic plugs and a number of related breccia bodies, that can be traced outwards from the batholith across the greenstone belt.Prograde reactions of greenstone during amphibolitization effectively liberate fluids that partition metals. With retrograde reactions at shear zones, gold is precipitated with quartz due to the destabilization of sulfide and arsenic complexes. The coupling of regional prograde metamorphic and restricted retrograde metasomatic overprints suggest mineralization is temporally related to emplacement of the Western Plutonic Complex. Economic gold concentrations within the intrusive corridor indicates enhanced metamorphic overprint of hornfelsed greenstones enveloping satellite intru sives peripheral to the main batholith."

"INTRODUCTION There is no doubt about the time and effort companies put in establishing and maintaining their equipment. However, the question about how these companies can map the benefits comes up. Neither do they have the tools to quantify the benefit of their action, nor do they have the tools to know the actual quality of their current maintenance system. The resources used in the process seem futile to observers. It seems impossible to trace improvements and to get information about the impact of actions in retrospect. Improvements in maintenance performance cannot be recognised by management or shareholders. Thus the necessity for measuring the performance of maintenance systems is given. In this paper ConMoto is systematically showing the strengths and weaknesses of many companies' maintenance management and is providing field-tested proven design elements for measuring maintenance systems and implementing Value Oriented Maintenance. Considering only business assets in production facilities and related machinery out of all investment goods in Europe, you reach a value of around 9.7 trillion euros in 2008. In Germany alone the equipment replacement value amounted to about 1.9 trillion euros [8,10,11,13]. If you calculate a cross sector maintenance costs rate of 4.8 % (corresponding to the average value identified in this study), direct maintenance costs in European production locations add up to over 450 billion euros per year [3]. These figures speak for themselves. Yet maintenance is not only of enormous significance for European enterprises. Our experiences show that maintenance and asset management, particularly sustainability issues, are also increasingly moving to the forefront in the BRIC states, in the Middle East and in many emerging countries. First of all, in order to meet the resulting high quality and cost related requirements of maintenance systems, a comprehensive overview of the issue is needed. This overview is provided by a detailed analysis of 83 companies and production plants from various sectors – with amazing results. SIGNIFICANCE OF MAINTENANCE Current studies show the high financial significance of maintenance and asset management. According to the market study in the Asset Manager [9], in industrialised countries about 10 to 15 per cent of the labour force are employed in maintenance and facility management tasks. In Europe about 40 to50 million people are directly and indirectly involved in retaining the value of machinery, plants, buildings, transport systems and infrastructure facilities. A glance at the costs side also demonstrates the great relevance of maintenance. EU-wide annual direct maintenance costs amount to a total of more than 1,500 billion euros. In Germany alone they are about 250 billion euros. This impressive total is considerably exceeded by indirect maintenance costs caused by technical failures. Indirect costs are estimated to be five times higher (Figure 1). [7,12,14]"

The U.S. Bureau of Mines has tested cyanide leaching for recovery of palladium (Pd) from spent petroleum processing catalysts. Three different catalyst samples were supplied by a spent-catalyst processor. These catalysts consisted of a zeolite base and contained 0.4 to 0.7 pct Pd. During alkaline cyanide leaching, the catalysts exhibited ion-exchange properties due to their zeolite matrices. Hydrogen ions were released from the zeolite in exchange for sodium ions in solution, resulting in a significant decrease in solution pH. This could present a safety hazard because of the potential for release of toxic hydrogen cyanide gas. A pretreatment step where the catalysts were contacted with a 1.0M sodium hydroxide solution was found to prevent the pH shift from occurring. Following the sodium hydroxide pretreatment, two stages of leaching at 160 °C with solution containing 1 pct sodium cyanide and 0.1[M] sodium hydroxide gave at least 75 and up to 95 pct Pd recovery. The Pd was quantitatively recovered from the leach solution by thermal decomposition in an autoclave at 250°C for 1 h. The Pd content of the precipitate was over 50 pct. Thermal decomposition also decreased the total cyanide content of the barren solution to less than 0.2 mg/L. The catalyst leach residues passed the Federal Toxicity Characteristic Leaching Procedure and the California Waste Extraction Test, indicating that landfill disposal of the leach residues would be acceptable.

The U.S. Bureau of Mines conducted research to develop an accurate, real-time, position monitoring and warning system for the vehicles used in surface mining. The product of this research will be technology to reduce accidents and injuries associated with the operation of surface mining haulage equipment. The position monitoring system should reduce accidents related to vehicle position and also increase the efficiency of haulage operations. This research was conducted in preparation for development of an accurate, real-time position monitoring and warning system, which notifies equipment operators when they deviate from a known safe course and are approaching a fixed hazard. A radar positioning system designed for marine applications was evaluated and a series of tests was run to determine the accuracy of the radar positioning system when used in a land vehicle. The radar position determination was compared to surveyed values. Both static and dynamic (moving vehicle) tests were conducted. The static test results were marginal and the dynamic test results were not accurate enough for the position monitoring and warning system. Although a promising technology, the system tested needs to be modified to meet the accuracy requirements of mobile mine equipment.

This Bureau of Mines report deals principally with the resources and economic aspects of feldspar in the United States east of the Mississippi River. Although in a strict sense, all phases of the feldspar industry affect its economic structure, emphasis in this study is on supply, demand, and marketing. Although feldspar was originally mined for use in the manufacture of pottery and other ceramics, the glass industry, which began to use feldspar in the mid-1920's, now consumes more than half of the annual output. Most mining is open cut, and the methods used are similar to those used in mining crushed stone. Excess plant capacity has been chronic, and production is usually about 50 percent of capacity fur the industry as a whole. Since 1947, feldspar consumption has grown more slowly than the average for all U.S. industry. This has fostered intense competition, especially for the glass market. Prices have not kept pace with inflation, and profits are small. The trend of consumption through 1.970 for glass feldspar is expected to be upward; less rapid growth in consumption of ceramic feldspar is anticipated.

Ocean mining has a number of problems which are critical to its development: ? Political hurdles on national and international stages ? The worldwide economic situation, with the possibliity of a recession ? Financial difficulties in funding further work ? Technical problems for the development of ocean mining and transport subsystems ? Demands for technology transfer This paper touches the last two points and provides some thoughts for discussion and creative objectification. The many technical problems of ocean mining will be identified and some proposed solutions will be investigated relative to the state-of-the-art technology of ocean mining and nodule transport. An outlook into the future attempts identification of the steps necessary to eventually develop components for workable systems that are not only technically but also economically feasible.

This study proposes a new approach to reduce the environmental impact during surface mining by improving environmental factors through the incorporation of carbon footprint into strategic mine planning. Two key variables were analysed by contrasting and comparing the baseline and optimised models generated. These variables include net present value, which helps determine the financial feasibility of the mining models and their carbon emissions. The variables were analysed by using linear regression, Spearman’s correlation, a P-value hypothesis, and an exponential decay test. Results show that at Mine A the projected net present value was 62% higher than when running a baseline model. Furthermore, the net present value from the baseline model portrayed a high rate of decay at 0.667 versus 0.118 from the optimised model. This indicates the baseline model’s sensitivity to long-term project timelines and fluctuating markets. The optimised method presents an opportunity to manage emissions during the high operational costs phases. It is represented by a 31% improvement in carbon emissions during the periods of high operational costs, whilst maintaining a positive net present value when compared with the baseline model. It was shown that the optimised model presents a better chance of achieving financial feasibility and balancing environmental impact, thereby ensuring that Mine A can align with the environmental aspect of economic, social, and governance principles through lowering the carbon footprint resulting from its hauling operations.

Refuge chambers may potentially save the lives of miners during a mine emergency. For this reason, it is crucial that miners know how to operate them. Unfortunately, because refuge chambers provide so many services, they can be very complicated and difficult to operate. Therefore, NIOSH has created this document with suggestions for developing manuals and educational materials. A multidisciplinary team comprised of NIOSH engineers, sociologists, psychologists, health communication professionals, and geologists developed the recommendations contained in this document. These recommendations are based on an evaluation of manufacturers? instruction manuals from both the U.S. and globally, interviews with over 20 mining and safety experts, and an extensive literature review. This research, focused on the best practices for refuge chambers, led to the formulation of this document. It is intended to offer suggestions to manufacturers and mine operators on how to create effective and easy-to-understand training manuals for miners as well as tips to create the most comfortable and usable refuge chambers. It should be noted that these recommendations are not meant to substitute for manufacturer-supplied materials but rather to be used in conjunction with manufacturer?s materials. Manufacturers should always be consulted for up-to-date information about their chamber. Although different states and different mines refer to underground refuges by different names, this guide will simply refer to underground refuges nearest to the face as refuge chambers, whether inflatable from a skid or constructed from steel. Other popular terms for refuge chambers are rescue chambers, rescue shelters, and refuge shelters. Refuges that are nearer to the shaft, whether a prefabricated refuge chamber or one built into a crosscut, will be referred to as outby refuges because of their location in the mine. Outby refuges can be permanent, semipermanent, or portable and are usually located at every other SCSR cache. Outby refuges are sometimes called hardened rooms, outby shelters, and in-place shelters. When discussing outby refuges and refuge chambers collectively, this guide will refer to them as underground refuges. Other terms for underground refuges include refuge alternatives, locations of safety, and safe havens. This document is designed to be read either cover to cover or by specific section. It is recommended that on first read, this guide be read cover to cover. In subsequent readings, manufacturers and mine operators may find it easier to use the table of contents page to locate specific information on parts of the refuge chamber.

"Boliden Harjavalta Oy has a long tradition in the Finnish metal industry starting from the 1930's. The Smelter consists of copper and nickel flash smelting lines. Off-gases are captured in the acid plant to produce sulfur products. During the early years of production, the surrounding environment suffered from high SO2 and dust emissions. The first acid plant started in 1947, a few years after commissioning of the smelter. The flash smelting method was developed and commissioned in 1949. This created the basis for today’s environmentally sound metal production. Recent air emission reductions are related to treating lean ventilation and granulation gases. Emissions from the stacks are monitored with continuous measurement devices. SO2 and PM10 concentrations are also measured from the residential area and reported online in cooperation with Harjavalta community and other local industry.INTRODUCTIONProductionBoliden Harjavalta Oy smelts copper and nickel concentrates and refines copper in the western part of Finland. The copper concentrates come from external copper mines mainly in South America and Europe. Concentrates are unloaded at the Pori harbor and transported to Harjavalta by train from a distance of about 60 km. Boliden Harjavalta Oy has operations in Harjavalta and Pori. The smelter in Harjavalta produces copper anodes that are transported via railway to the copper refinery in Pori. The anodes are electro-refined into copper cathodes and by-products like Se, Ag, Au and Pt/Pd concentrate. In the Harjavalta smelter SO2 containing gases are delivered to a sulphuric acid plant where sulphuric acid and liquid sulphur dioxide are produced.Our nickel smelter smelts nickel concentrates on a tolling basis to produce nickel matte for customer needs. SO2 containing off-gases are delivered to the sulphuric acid plant for sulphur capture and modification into products.All our operations are certified according to the Quality, Environmental and Occupational Health and Safety Standards ISO 9001, ISO 14001 and OHSAS 18001. Boliden Harjavalta Oy was the first company in Finland operating in the metal and technology industry to be certified according to the Energy Management Standard EN 16001, currently this certification is done according to ISO 50001."

The Pinkerton Tunnel open cut project is part of the National Gateway Clearance Initiative improvement project to achieve a minimum of 21 feet of vertical clearance along CSX Transportation rail corridor so that double-stacked intermodal railcars can be transported between mid-Atlantic states and their ports to midwest markets in the U.S. This project involved drilling and blasting of 1.2 million bank cubic yards of rock over a 14 month period while maintaining rail traffic of two passenger and 38 freight trains daily. The United States Bureau of Mines contracted Norecol to prepare a report identifying the regulatory processes associated with metal mine development in British Columbia using the Snip Mine as a case study. The intent of this study is to assist industry and regulatory agencies in developing understanding as to differences in objectives, perspectives and operating methods. The case study will be incorporated into a larger report summarizing the comparative advantages and disadvantages of metal mine permitting in British Columbia and Alaska. The purpose of the report is to identify the development schedule and permitting process at Snip which will assist the U.S. Bureau of Mines in suggesting improvements in environmental review and permitting processes for mine developments. The report provides an abstract of the environmental assessment review processes in Canada and the Mine Development Review Process in British Columbia and provides an understanding of the linkages between policy, legislation, and environmental review.
