The Appalachian coal region of Virginia, southern West Virginia and Kentucky and the extreme eastern portion of Tennessee constitutes a unique area of surface coal mining activities. The area contains a number of contiguously placed coal seams, up to a total of fourteen in some places, which vary in thickness from a few centimeters to 2,5 meters. Much of this coal is of high quality, some being the highest grade metallurgical coal found anywhere in the world. The region may be broadly characterized physiologically as a dissected plateau with a relief above the valley floors of up to 500 meters and a dendritic drainage pattern. Up to six seams may outcrop in the hillsides above drainage, many of which have been subjected to contour stripping operations. Prior to the passage of the surface mining reclamation act, little effort was made to reclaim stripped areas. The passage of the strip mining act, including the controversial requirement for returning the land to its approximate original contour, has forced intensive recla¬mation efforts from the mining industry. The wisdom of this original contour requirement has been the subject of considerable debate and litigation, mainly because of its cost, inconvenience, and value of the land after it has been reclaimed. Regardless of whether recla¬mation is carried out, under current practices slope failures do occur. This in effect circumvents the intent of the law and can expose large unvegetated spoil areas, and contribute to hillside erosion and stream silting. Such failures must be eliminated if further costly reclamation efforts are to be avoided.

The title of this study may fairly lead to misunderstanding unless its basal viewpoint is explained at the start. There is of course no chance of misunderstanding the term strategic minerals-for some years past it has been rather generally used to cover those mineral supplies, important for war use, which do not occur in adequate amount on the territory of the Power under consideration. Even here, however, I might add a note of warning. It is commonly understood that the list of strategic minerals will vary, according to what country we are considering; but it is rarely understood, even in Staff studies, that it varies equally according to the particular adversary we happen to be considering. In the present study I have stated the definition in the broadest possible terms, and have at this stage purposely avoided limiting it to any one country or war situation, with the express purpose of being free to bring out certain implications which are commonly, if not always, overlooked. The more important opportunity for misunderstanding is, of course, that my views on the phenomena war and peace do not coincide with those currently fashionable, particularly in advanced intellectual circles. For we must face the fact that for a decade past the natural reaction from war conditions has shattered the public mentality so completely that our public discussions of such questions have very little relation to fact; they are excursions into ideal rather than Realpolitik. Production control in the petroleum industry may be discussed under three general heads: engineering, legal, and economic. Though the problems that fall under the respective heads of engineering, law, and economics are separate, they are dependent and interrelated. The present study will deal with the economic phases of production control and only incidentally with the legal phases as they affect the economics of the problem. No one of these forms of control is more important than the others. The engineers have performed their service well, and although there are many problems of engineering control yet to be solved, they are not pressing. Legal control is a problem for the legislatures and the courts to solve. The petroleum industry is such a comparatively young industry and the legal problems are of such recent origin that the courts have not yet been called on to settle all the issues and the legislatures still have before them bills concerned with the regulation of the industry. Economic control of production in the petroleum industry is a highly desirable goal but it has not yet been completely achieved. Since the first commercial well was drilled in 1859, there have been recurring periods of overproduction. (Over- production will be used here to describe a condition wherein so much crude oil is available that a satisfactory and reasonable price is not received for the product.) The operation described in-this paper will be confined to the Nemacolin Mine of The Buckeye Coal company, Nemacolin, Pennsylvania.' This mine is-located on the Monongahela River approximately sixty miles south of Pittsburgh. The mining is in the Pittsburgh seam that has an average thickness of 88 to 90 inches. The current practice is to mine approximately 80 inches, leaving 8 to 10 inches of roof coal. All of the coal produced is used solely for by-product coking by the parent Youngstown Sheet & Tube Company, Youngstown, Ohio. Eight to ten inches of top coal are left by the miners to prevent air slacking of the draw slate. In addition, this top coal which will float at the washing gravity has a very high ash and sulphur content, and when mined, seriously affects the quality of the clean coal product.

THE mines operated by the South American Development Co. are located in the Zaruma mining district of southwestern Ecuador. They are near the old mining town of Zaruma, which is the only important city in the canton of the same name. The district is situated in the upper end of a valley lying between two spurs of the Cordillera, one of which may be considered the Coast Range and the other an intermediate range. The mining camp proper, known as Portovelo, and the plant are 2.4 km. south of Zaruma, on the north bank of the Amarillo River, a tributary of the Tumbes River, which flows southwestward through Peru to the Pacific. Portovelo is difficult of access; it is reached from Guayaquil by means of river steamers and muleback. Embarking at Guayaquil, the route is down the Guayas River, across the Jambeli Canal, and up the Santa Rosa River to Santa Rosa, a distance of 177 km. From Santa Rosa, the road or trail follows the Santa Rosa River, then across the summit of the Coast Range into Portovelo, a distance of 74 km.-a two-day trip on muleback. The mining property of the South American Development Co. comprises 297 lode claims and 142 placer claims. The combined lode claims cover an area, roughly rectangular in shape, 9000 m. long from north to south by 4000 m. wide; the northern edge of the rectangle is about 3000 m. north of the central plaza of Zaruma. Mineral lands in Ecuador are held by virtue of an annual tax per claim paid to the central government, no surface rights being included.

The procedures and equipment used for sampling iron ore process streams have generally improved in recent years. However, there are a number of areas where significant issues still commonly occur, including sampling high capacity streams, sample cutter design and operation, division of primary increments at the secondary sampling stage, the performance of crushers installed to reduce the particle size prior to sample division, and the sample mass that is retained at each sampling stage. These issues of non-conformance with correct sampling principles are caused by factors such as increasing the speed and loading of conveyor belts to increase throughput, which changes the trajectory of the ore stream and may result in an inability of the sample cutter to handle the increased flow rate without sample loss. Failure to sample the entire primary increment stream at the secondary sampling stage is also a common issue as well as failure of crushers to provide crushed products of the required particle size due to ongoing maintenance and/or adjustment issues. IN reverberatory smelting, fuel is the chief item of expense, as it commonly is in processes using large percentages of it. Hence the most suitable supply is eagerly sought; that is, the supply which, in the end, yields the greatest net profit. The better grades are not infrequently bought, even at an advanced price, because they are apt to be decidedly more economical. High price, of itself, however, is no merit, for freight is generally the largest part of the cost of fuel, and the nearby supply may yield as high efficiency as that from a greater distance. If a poorer grade is reasonably good, and if its cost is low enough to more than offset the decreased technical efficiency, it is of course the more suitable. Any smelting, operation depends for both efficiency and economy on raising the furnace atmosphere considerably above the "critical" temperature; that is, above the temperature at which smelting is completed. If this temperature is not exceeded, smelting stops, no matter how much coal is burned; and the real value of a fuel depends on the number of degrees that the temperature is continuously kept above this point. For example, if one fuel maintains 2,500° F. and another only 2,100° F., while the "critical" temperature is 2,000° F., the first is worth at least five times as much as the second, although the increase above atmospheric temperature is only one-fifth more in one case than in the other. This "margin of temperature" above the smelting point is much more significant than the total number of heat units developed from the fuel. The case is parallel to that of water flowing from a pipe. The reservoir may contain a billion gallons of water; but, even though the fluid has come to the nozzle, not a drop will run out, where it can be of practical use, unless the level in the reservoir is higher than the nozzle; and the speed and volume of flow depend on how much higher the level is in the reservoir than at this point. If the temperature inn a furnace is not above the critical level there will be no slag to flow over the skimming plate, even though there are enough heat units to bring an unlimited quantity of charge up to the point of slag formation; and just as the value of a water supply for the purpose of putting out a fire depends largely on the effective head, so the difficulties of furnace management

Western mines have had limited choices for standing support. Wood cribs were often too soft and unstable. The introduction of the Can support in the early 1990’s provided a very effective alternative and remains the dominant form of tailgate support. Water-filled prestressing cells are now used to cap the Can and preload it to provide an active roof load. The Cluster Prop, consisting of three timber wedge props bundled together, provides more capacity than an equivalent sized Can support and improves transport efficiency. However, the Cluster Prop is less stable and does not maintain a consistent load throughout its loading profile. Pumpable roof supports are another alternative support, but they have not been proven in high deformation environments. Alternative supports are also being used in longwall recovery operations. These include the Rocprop and Omni Prop, which are extendable support systems. They also provide active roof loading which can be beneficial in these applications. Specialty supports, such as the Sand Prop and Spider Prop, have also been introduced into western longwall operations. This paper compares the performance characteristics of these various support systems.

"CANMET has been operating as a Government Technology Centre for two years. Many of CANMET's programs involve long-term research and require special expertise, often available at Canadian universities. CANMET's involvement with universities ranges from research grants and contracts to exchanges of scientists and joint use of research facililies. Examples of CANMET - university cooperation in mining are presented. IntroductionIn the last two years or so CANMET has undergone a significant metamorphosis, resulting in greater emphasis on applied research to enhance Canada's industrial capability. CANMET's new mandate is reflected in the types of projects undertaken and their categorization, (Fig . I). Emphasis is being placed on two project categories: strategic R&D, to enable CANMET to serve the changing technological needs of the industry; and incrernental R&D, to serve the more immediate industry needs through modifications to existing technologies and knowledge. The balance of CANMET's e ffor t is devoted to providing Mandated and Specialized Services, and to Exploratory Research.CANMET interaction with universities can involve one of several available vehicles : contracts, research grants, exchanges of scientists , student employment and nomination of professors on CANMET's advisory council. Instances of key university technical support to CANMET mining projects are highlighted."

As we enter the new millennium, the South African mining industry has to ensure that it becomes more competitive if it is to survive in the ever more demanding global environment. Traditionally, mechanization in narrow stopes has been limited to the use of scraper winches, and numerous mechanization attempts have been restricted to pilot projects operated on an extremely limited scale (with varying degrees of success). The benefits of hydropower are well documented, and Northam Platinum has shown these benefits to be achievable on a mine-wide basis. However, the equipment originally developed for hydropower systems has followed the traditional labour-intensive approach commonly used in deep level narrow stoping operations. The problems experienced with the hydropower system are discussed and the rationale for developing alternate technologies is explored. The hydropower system has shown to be a versatile powering medium which can be harnessed for a diversity of uses. It (hydropower) enables the mining engineer to change traditional paradigms and to design an entirely new approach for optimizing the mining operation based on explosive techniques. The system developed for Northam consists of the following: ?Purpose-built stope drill rig operated off the hydropower system with special features to ensure accurate drilling patterns throughout the length of the blast hole ?Purpose-built high rate cleaning system for rapid transfer of fractured ore to the stope orepass ?Redesigned stope layout to facilitate in-stope water control and to recover fines from the run-off water ?Purpose-built drill rig for rapid establishment of reef raises and advanced strike gullies ?Purpose-built drill rig for flat end development. On both types of development end rig, emphasis is placed on ensuring accurate drilling patterns throughout the length of the hole to maximize linear advance per blast. The paper discusses the implementation of the Northam system on a large scale as well as current initiatives to further improve on the efficiencies of mining operations. It concludes by emphasizing that mechanized hydropowered stope technologies are in their infancy and thus offer unlimited scope in progressing beyond today?s paradigms to present as yet unthought of solutions for optimizing deep level ore extraction.

This presentation describes a technique under development referred to as Selective Blast Mining. The technique involves millisecond sequential blasting. It applies to mines where the gold bearing conglomerate band is clearly demarcated, and separated from the waste rock in the foot and hanging wall. The width of the conglomerate band should be less than ± 0,7 metres. A research program was initiated in August 1994 by Drs RE. Robinson and I.E. Bock. The objectives were to develop new blasting methods that can reduce: ? the losses of gold in narrow reef stoping. Losses of gold can be as much as 10-15% ? and to introduce selective mining to reduce ore dilution with waste rock.

AMONG the half-dozen major research search projects now being conducted at the Michigan College of Minim, and Technology under the terms of an FERA grant, an important one relates to the use of suspensions in ore dressing. The study has resulted from the constantly widening industrial use of metals and minerals. The modest demands of a few decades ago for these minerals could be easily met from richer deposits. Jet grouting is a viable supplementary measure for NATM tunneling in special softground conditions. In particular it is used as a type of forepoling to maintain face stability and to provide initial support for large openings until the shotcrete lining reaches sufficient strength. For this purpose cement grout is injected under high pressure through horizontal pipes outside of the tunnel perimeter and thoroughly mixed with the soil producing 1 to 3-foot diameter cylindrical beams. Excavation of the tunnel then proceeds beneath this umbrella of 40 to 50 foot long beams. Design and construction experiences from recent projects are presented for tunnels diameters between 30 and 50 feet in fill and alluvial and colluvial deposits.

The generation of microscopic bubbles by cavitation may enhance particle-bubble attachment and improve flotation performance. It is shown in this paper that tiny bubbles or cavities can be generated by strong shear and turbulence in high speed liquid flows. These conditions create the necessary pressure fluctuations in the bulk water to cause the local pressure to drop below a critical value. The formation of bubbles is favored by high dissolved gas contents to promote gas diffusion into the cavities, and by the presence of surfactants to provide some mechanical strength due to the adsorbed film. Experimental results on bubble formation by cavitation and consequent flotation of fine silica (d50 = 1.6 µm) are presented.

During mining, the surficial aquifer and, in some cases, the top of the uppermost confining unit within the mined areas are excavated. Portions are removed from the area for resource recovery. Until the mined areas are reclaimed, the surrounding unmined area continues to dewater. The impact of mining and subsequent restoration of the surficial aquifer on the ground and surface water resources of the watershed affected by the mining will be described. This will be done in terms of ground water recharge, ground water levels, and base flow and runoff to surface streams. Data from actual mining situations will be used in analyses and discussion. Recommendations will be made for further research.

Some developments in copper, lead and zinc extractive metallurgy which have gone in to production or seem to be close to production scale are described with emphasis on why these innovations have been adopted.Mineral processing operations are now using: automated quantitative mineralogy,high capacity fine crushing equipment, ò fine grinding equipment, andcolumn cell flotation.Extractive metallurgy plants are using:ò bath smelting of concentrate at various scales, and ò flash converting of copper.Hydrometallurgical process developments are slower to make a commercial impact. Concerns about ability to handle impurities in the feed and production of saleable by-products are often major hurdles.An expression for the probability of implementing the first example of a new development is presented.

A new era in pressure hydrometallurgy is marked when the roasting - leaching - electrowinning process in the zinc industry was replaced by direct pressure leaching of zinc concentrate. Since then, the technology has received recognition as the technology of the future. Large autoclaves of unprecedented size have been manufactured and installed in a number of metallurgical plants for recovering copper and nickel from their concentrates or liberating gold from its refractory ores. An attempt to recover alumina from clay using pressure technology is underway. Autoclaves lined with acid resisting bricks or with titanium clad may weigh as much as 800 tonnes were transported successfully from the manufacturing workshop to the mine site over long distances.
