Several major impediments threaten the successful delivery of tunnel and under-ground construction projects. In addition to technical design and construction risks associated with tunnel projects, many of which are well understood, budgetary pressures, funding constraints and the complexity of procuring, administering and executing multiple concur-rent projects in a large program could also have a catastrophic impact on the program?s objectives. Contributing factors often include poorly managed design, procurement, construction, managerial, organizational, market and stake-holder risks, as well as nonconforming inputs or outputs to the costs and schedule, or any other potential inabilities to deliver the required or desired results. A strategy to prevent ?failure? of a project requires a proactive and holistic approach to risk management. Through planning, identification, analysis, management, monitoring and control of the project?s risks (both threats and opportunities), attention to management of risk will in-crease the probability and impact of positive events and decrease the probability and impact of events adverse to a project?s objectives.

Study on Iron Ore Sintering with High Proportion of Specularite Concentrates Specularite iron ores have poor hydrophilicity and ballability as well as bad high-temperature reactivity, which restricts the large-scale application in the sinter and pellet production. In order to make the best use of the specularite concentrates, a novel process of Composite Agglomeration Process (CAP) is applied in this research. By the CAP, the percentage of specularite concentrates in the sinter mixture is increased to no less than 40 per cent as well as the coke breeze dosage is reduced by 0.3 per cent~0.6 per cent. Moreover, all the sintering indexes are obviously improved compared with the traditional sintering process. Researches on the metallurgical performances shows the finished composite agglomerates are high-quality burdens for blast furnaces. This investigation can provide an effective route to utilize the inferior specularite concentrates in the sintering.

When bronze is melted in open-flame furnaces a considerable amount of slag is formed during the melting operation. This slag may be incidental to the melting practice or it may be formed intentionally by slag-forming constituents added to the furnace charge to provide a covering for the melted metal When this slag is removed from the furnace, it contains, in addition to the free metal carried with it by the skimming operation, a considerable amount of metal as oxide either combined or mechanically mixed with it. By the usual crushing and washing methods this metallic oxide generally goes to the tailings pile, so diluted by other foundry waste that its recovery is economically impossible. If this furnace slag is not inixed with other foundry waste, practically all of the metal oxide as well as the free metal may be recovered by some form of smelting operation. The first side of the problem to be considered is the amount of slag produced. It may not be true that the majority of foundries have no record of the amount of slag made, but it is certainly true that a very great many either have no record or pay little attention to it. Usually the collection of furnace slag for one normal week's run will be sufficient to determine the advisability of its being handled in a different manner from the crushing and concentrating generally employed. If a large representative sample of the accumulation is crushed and concentrated and the recovery compared with the results of a careful assay, it will be found that a large percentage of the total metal content was lost in the washing process. The percentage of loss will be greater than the metallic oxide content, as some free metal in extremely fine particles always is carried away in grains of slag. From such a comparison, it may be determined whether or not the slag should be melted, sold or treated as before. An example of an actual test of this kind is given below. In a foundry melting 50,000 to 80,000 Ib. of bronze per day, a week's accumulation of furnace slag and ladle skimmings amounted to 16,500 1b.—over three times as much as the foundry superintendent estimated before the accumulation was made. Each winter brings its toll of deaths and serious accidents from the deadly gas, carbon monoxide. Newspapers carry warnings to the public of the, dangers of this gas, and frequent news items report the finding of persons dead at unconscious from the effects of carbon monoxide, yet these accidents continue. Either these warnings are not read, or they are unheeded by people who feel that, "It can't happen to me." It can happen to you carbon monoxide is no respecter of persons.

"Abstract - The Mount Fronsac North volcanogenic massive sulfide deposit is the most recently discovered massive sulfide body in the Bathurst Mining Camp. The deposit occurs within a sequence of intercalated fine-grained felsic tuff and sedimentary rocks (Little Falls member), at the top of the Nepisiguit Falls Formation. Aphyric to sparsely feldspar-phyric rhyolite and related volcanic rocks of the Flat Landing Brook Formation overlie the host sequence. The massive and semimassive parts of the deposit have a north-south strike length of 525 m and a dip of ~45°E; the deposit is continuous downdip for 600 m, and thickness varies from 2 to 20 m. The deposit contains an estimated geologic resource of 14 Mt of low-grade, semimassive (>60%) to locally massive sulfides, and includes a high-grade zone of 1.26 Mt grading 7.65% Zn, 2.18% Pb, 0.14% Cu, 40.3 g/t Ag, and 0.40 g/t Au. The semimassive to massive sulfide intersections occur in an envelope of quartz-sericite±chlorite schist, which is interpreted to be intensely deformed felsic tuff. This sequence has a maximum thickness of 140 m and contains significant (up to 50%) fine- to coarse-grained disseminated pyrite. The pyritic envelope has a strike length of 900 m and extends over 1000 m downdip. Massive sulfides are found throughout this alteration envelope, but more commonly occur at or near the upper contact. The significance of the discovery of this deposit is that it represents a near surface discovery of a large tonnage sulfide body in a mature mining camp, one in which the possibility of discovery of a new shallow deposit had been all but discounted. This opens the possibility for future discoveries in this part of the Bathurst Mining Camp. In January of 1966, during the annual session of Georgia's General Assembly, Representative Paul E. Nessmith of Statesboro, Georgia, walked into my office and asked me what I thought of the advisability and feasibility of a law which would require the mining operators to reclaim their mined out lands. My answer to him was, as a one time mine superintendent and operator, that I probably would not think very highly of the added cost which reclamation would impose on the operation; but that since assuming the job of Chief Geologist and Assistant Director of the Georgia Department of Mines, Mining and Geology, and in retrospect, I could recommend it very highly, particularly in view of the increased pressure being applied by the Federal government along these lines. I stated then and still emphatically state that this sort of administration should be done on the State level rather than the Federal level. He asked me if I would conduct him on a tour through some of the mining country in which I had worked and to this I readily agreed. The result of this trip was that he was adversely impressed by the devastation which the mining operations had wreaked on that area of middle Georgia along the fall line known as the kaolin belt. Very little except talk was done for the remainder of 1966.

As environmental laws and regulations become more complex and the economic cost of non-compliance becomes greater, periodic assessment of environmental compliance, identification of potential liability and implementation of any necessary remedial action should be a standard part of the operational methods of any successful business. The title of this paper "Environmental Audits, A Shield, A Sword or A Trojan Horse?" is intended to draw attention to the fact that environmental audits can be used positively to shield a business operations from actual or potential environmental liability; can be used proactively as a 'sword" in both a marketing context ("do business with us because we conduct our business safely and professionally?) and as a mechanism for developing positive relationships with environmental regulators; and, used negatively, as a "Trojan horse", by developing information which those same environmental regulators (or the public) use in an enforcement context against your business or that of your clients. This paper will discuss the concept of environmental audits in general; the pros and cons of conducting the same; and the role of the attorney, as part of the "audit" team, to insure, to the greatest extent possible, that the audit process is productive from both a managerial and legal perspective.

In 1984 and 1985, at the request of the U.S. Bureau of Land Management, the U.S. Bureau of Mines studied part of the Meadow Valley Range Wilderness Study Area (NV-050-156) in order to evaluate its identified mineral resources. The study area is located in Clark and Lincoln Counties, NV, about 50 miles northeast of Las Vegas, NV. The Johnston and Fitchett prospect, in the northern part of the study area, has more than 3 million tons of marginal perlite reserves suitable for many commercial uses. A preliminary mining feasibility estimate suggests perlite could be profitably mined from the study area; however, it is unlikely these perlite deposits will be developed in the foreseeable future because of unfavorable market conditions. Zeolite minerals occur in alteration zones adjacent to perlite deposits at the Johnston and Fitchett prospect, but high quality material is closer to potential markets. A metalliferous black shale unit containing 800,000 tons of subeconomic resources may extend into the study area at the Bradshaw vanadium prospect on the northwest boundary. Limestone, stone, sand, and gravel occurrences are wide-spread, but other suitable deposits in the region are more accessible to potential markets. Seven prospects in and near the study area were examined. The entire study area is leased for oil and gas exploration. A group of perlite placer claims covering more than 480 acres was located in the 1940's in the northern part of the study area. A small group of lode claims was located in the mid 1950's in the southwest part of the study area. No mining claims are currently (1985) held inside the study area. No mineral production is known from within the study area.

This Paper describes a sudden spill of rock waste used for backfilling from a waste pass at one of the underground mine in Canada thus causing a major failure/accident. The mine operator immediately launched a detailed investigation to understand the causes of this accident and develop procedures to prevent any recurrence of such events in future. The investigators from McGill University were invited to collaborate with the engineers at the mine to examine this accident. The events leading to the accident were studied and appropriate measurements were taken and samples of the waste material was collected for further test and analysis. The field visit and the interview of the witnesses allowed a detail documentation of the events. The sequences of events related to the incident together with the experimental results obtained in the course of the investigation is detailed. The waste material was characterised in the laboratory with regard to its behaviour in the presence of water. This information is then discussed and the failure mechanism involved in this accident is identified. The full recommendation as well as the immediate operational measures implemented by the mine to prevent future occurrence of such events are discussed and presented.

"The metamorphosed mineralized Archean Bourlamaque batholith, dated at 2710 +-54 Ma, is a homogeneous body, composed mainly of quartz diorite; it is cut by late dioritic, mafic and aplitic dykes, and contains metasomatized ultramafic xenoliths. A geochemical investigation confirms the calc-alkaline affinity of the batholith, and the REE profiles are similar (Lal Yb = 3.9 to 8.1) to those of the intermediate to felsic metavolcanic rocks at Val d'Or into which the batholith was intruded and to those of the calc-alkaline members of the Blake River Group at Rouyn.Gold distribution within the batholith is heterogeneous and anomalous. Although the background Au content of the batholith is estimated to be 3.2 ppb Au by RNAA , the estimated median gold content of the batholith is 10 pp b (with P84 =32 and PI 6=3.1 ppb), much higher than that of ""normal"" granites (I to 5 ppb A u). The gold mineralization exhibits a close relationship with shear zones (e.g. Belmoral Mine) or with diorite dykes (e.g. Sullivan, Perron and Courvan mines).The following sequence of geological events is proposed: (I) pretectonic emplacement of the batholith, which is cogenetic with its volcanic host rocks; (2) regional metam orphism and deformation with localized shearing; and (3) hydrothermal alteration and quartz veining. We conclude that: (1) the Bourlamaque batholith is a gold-enriched intrusion, and (2) the determination of average gold content may be an effective method f or distinguishing ""sterile"" intrusions from those with potentials for gold mineralization.RESUMELe batholite archéen minéralise de Bourlamaque, daté de 2710+-54 Ma, est une intrusion homogène, constituée principalement de diorite quartzique, qui a été recoupée par des dykes tardifs de diorite, d'aplite et de composition mafique. [For almost 2 decades the Bureau of Mines has been Interested in converting solid fuels to liquid fuels. Small-scale laboratory investigations were carried on for a number of years.4/ This work wad expanded substantially under authority of Public Law 290, approved by the 78th Congress on May 5, 1945. As part of the. broadened program, coal-hydrogenation demonstration plant was designed and erected at Louisiana, Mo., where: hydrogen-manufacturing and compression equipment, shoes, electric power, and other utilities and facilities were available from a discontinued wartime ammonia works . The plant uses the direct -hydrogenation or Bergius process, but the process differs from prewar European practices in many respects. Many noteworthy improvements h eve bean made, particularly by substituting automatic instruments for manual control of process variable's, in line with modern American processing practices. The over-all objective of the demonstration plant is to bridge the gap between laboratory end commercial-scale operation by furnishing cost and engineering data to develop a synthetic liquid-fuels industry when it proves technically and economically justified. Fitting into the over-all program, specific objectives o early runs were to (1) train personnel who had no experience with this type of operation, (2) break in the installed equipment, (3) obtain successfully integrated operation of the entire plant, and (4) work towards obtaining data on the hydrogenation of coal-tar oil and a typical low-ash coal. In beginning fan integrated operation, it is common practice to operate and obtain reaonably smooth performance of each unit before the over-all operation is undertaken. The first part of the plant completed was the refinery, consisting of several fractionating systems, a stabilizer, and a chemical treater.]

The City of Santa Cruz Water Department is replacing the existing Newell Creek Dam inlet/outlet works at Loch Lomond Reservoir in the San Lorenzo Valley. The project will improve the City’s overall operational efficiency, improve system performance, and improve the safety and reliability of storage for the City’s drinking water supply. The project comprises new inlet works* (three new inlets that control and convey flows into and out of the reservoir, and an intake control building), an inlet/outlet tunnel with a 48-inch conduit to convey flows into and out of the reservoir, and a new outlet structure at the toe of the dam. The outlet structure includes a release point for energy dissipation of emergency drawdown flows, a connection to Newell Creek Pipeline, and beneficial releases into Newell Creek. The project also includes a new dam seepage collection and monitoring system and appurtenant structures such as a culvert bridge over the spillway plunge pool to improve access to the new outlet. Notable complex project components include in-water work to connect the new intake shaft pipes to the three new inlets. The project includes one major milestone with a work window regulated by environmental permits that could only be amended/ extended with approvals from those agencies. If not met, the milestone work would have caused significant delays (potentially up to one year) to the project.

THE scope of this paper is the description of two districts in Peru in which deposits of vanadium have been found, and the consideration of much laboratory-work that I and others have done to determine the nature of these deposits. It is with regret that I present some of the data in a state of evident incompletion, particularly the analyses of a few of the minerals, which leaves some doubt as to whether the true nature of the minerals is understood. I make no apology, however, since in this case, as in many others referring to ore-deposits, conclusive opinions cannot be stated until a great amount of work has been done, and the deposit has been thoroughly exploited. I believe that the data and the tentative conclusions here presented indicate a unique and interesting condition which may assist others in work along similar lines; and further, what is of more practical importance, stimulate a search for a metal which, though long considered rare, is probably so merely because proper care has not been taken to recognize it. An excellent bibliography on the occurrence of vanadium in nature is given by F. W. Clarke in his paper, Data of Geo-chemistry;1 and in the preparation of this paper I have consulted many of the references contained in the Bibliography of the Chemistry of Vanadium, by M. Moissan.2 A brief review of the subject having special reference to the metallurgy of vanadium is contained in the small book by P.. "Abstract - Diamond-drill hole DDH-B357, located 1.5 km north of the Brunswick No. 6 Zn-Pb- Cu-Ag volcanic-sediment-hosted massive sulfide (VSHMS) deposit, intersects three exhalative horizons within variably altered felsic volcanic rocks of the Nepisiguit Falls and Flat Landing Brook formations. These three petrographically indistinguishable iron formation intervals (Fe2O3T = 21.4 wt.%) likely represent cogenetic hydrothermal sedimentary units because they display a common geochemical signature: Fe2O3T = 42.9 ± 10.5 wt.%, MnO = 5.4 ± 3.1 wt.%, elevated base metal values (Zn+Pb = 1999 ± 1091 ppm), strong enrichment in additional exhalative components (CaO = 5.3 ± 3.9 wt.%; P2O5 = 1.43 ± 1.00 wt.%), oxidized signature (Fe/Mn = 10 ± 6), as well as a common immobile element signature (Zr/TiO2 = 0.025 ± 0.007) representative of a pelagic source. The calc-alkaline to transitional host volcanic rocks can be discriminated by Zr/TiO2, and to a lesser extent by Th/Nb: Nepisiguit Falls Formation: Zr/TiO2 = 0.053 ± 0.004, Th/Nb = 1.08 ± 0.37; Flat Landing Brook Formation: Zr/TiO2 = 0.107 ± 0.043, Th/Nb = 0.86 ± 0.17. A symmetrical repetition of the footwall-iron formation-hanging wall stratigraphic sequence is observed in DDH-B357, with distinct felsic volcanic rock domains separated by the three iron formations. This is best explained by parasitic F2 folds on the west flank of the south-plunging Brunswick antiform, similar to the fold closures known to host massive sulfide accumulations in the Brunswick No. 6 and No. 12 mines. Iron formation geochemistry and felsic volcanic rock chemostratigraphy from drill core sampling can provide an effective mineral exploration tool for the structurally complex rocks of the Bathurst Mining Camp. There is as yet no accepted method of predicting flotation frother performance in plant processes based on laboratory scale characterisation techniques. This paper investigates the use of dynamic surface tension, using the maximum bubble pressure method, as a means of evaluating frothers and frother mixtures. An adsorption model is presented, which has been used to quantify the role of frother type and concentration during frother bubble interaction, based on the correlation of model parameters to physical frother characteristics. This approach was found to provide useful insight with respect to blending and selection of flotation frothers to meet specified flotation performance criteria.
