DURING the past year the Cadillac-Malanie area in northwestern Quebec has been catapulted to the front as one of Canada's most active gold mining districts. Late in 1934 the area was lolling along in the doldrums, with one producing mine and a handful of active prospects. 1935 passed with only slightly increased activity, but saw the start of production at Canadian Malartic mine. Lightning struck in April, 1936, when a new and phenomenally rich ore-body was found in O'Brien Gold mine, and by midsummer the camp was ablaze with activity. An important new discovery on the Pan-Canadian property, and pleasing underground developments at Sladen Malarric, East Malartic, and Lapa Cadillac, in addition to other new developments, lent fodder to the flame, and at present several dozen properties are being actively developed. For the past three seasons, the Geological Survey of Canada has been engaged in a fairly detailed study of the geology and mineral deposits across Cadillac, Malarric, and Fourniere townships. Ir is the purpose of this paper to present a brief preliminary statement of the structural and economic geology and to discuss some of the more important problems that have been found to exist. The reader is requested to remember that the paper is a preliminary one and that therefore the conclusions presented are open to revision. It is impossible to make full acknowledgment for help received, for the writers are indebted to practically every operator and prospector in the area for generous co-operation in the work, and to several private, provincial, and federal geologists for data and frank discussion of problems encountered. Over a score of student assistants from McGill, Queen's, and Toronto have given excellent service. Published reports by Wilson, Cooke, James, Mawdsley, L. V. Bell, and J. J. Specifically, the paper aims to answer the question of how national and regional governments, industry and civil society can work together to seek an optimal outcome while pursuing their diverse objectives. The paper begins by defining local content and its scope at the subnational level. Specific recommendations for the design of local content policies to mitigate social, economic and governance risks are developed. The document then offers some recommendations regarding the role of partners in design, implementation, monitoring, and enforcement of local content policies.

"INTRODUCTION The 2014 SME Guide for Reporting Exploration Results, Mineral Resources, and Mineral Reserves (the SME Guide) has been adopted by the Society for Mining, Metallurgy, and Exploration, Inc. (SME). The SME Guide is recommended as a minimum standard and a basis for developing industry best practices in the classification of Mineral Resources and Mineral Reserves for public and private purposes. The Guide is therefore strongly recommended to be used by members of this organization. The SME Guide was updated in 2014 to include CRIRSCO (Committee for Mineral Reserve International Standards) core definitions, and it is envisioned that the U. S. Securities and Exchange Commission (SEC) will adopt the SME Guide in 2016. However, as of the end of 2015, the SEC Industry Guide 7 remains the standard for the U.S. reporting of Mineral Reserves. This paper will cover the classification of Mineral Resources and Reserves, a discussion of Modifying Factors, and the classification definitions and guidelines. The definitions and guidelines contained in this report are from the SME Guide. FRAMEWORK FOR MINERAL RESOURCE AND MINERAL RESERVE CLASSIFICATION Figure 1 illustrates the classification of Mineral Resources and Mineral Reserves using the Guide. Mineral Resources are divided into three classifications of Inferred, Indicated, or Measured while Mineral Reserves include Probable and Proven classifications. These classifications reflect improved knowledge and confidence of the deposit from the top of the figure to the bottom. In other terms, the deposit risk also decreases from top to bottom.The relationships in Figure 1 reflect different levels of geoscientific knowledge and different degrees of technical and economic evaluation. Mineral Resources can be estimated on the basis of geoscientific information with input from other disciplines to establish reasonable prospects for eventual economic extraction. It was not too many years ago that the classification of a Mineral Resource was based on the evaluation of a limited set of factors that included spatial drill hole and grade distribution (kriging variance, as example), distance to the closest hole, and number of samples used to estimate a block grade. These are still important considerations, but classification following the Guide must also take into account sample integrity, sample QAQC, database integrity and completeness, geological understanding, and geological and grade or quality continuity. In addition, a general consideration of the Modifying Factors, to establish reasonable prospects for eventual economic extraction, adds complexity to the classification."

Ultimately, these tools have the potential to automate the design and construction processes and boost productivity, safety, quality, and operational stability. This paper presents ongoing research and applications of artificial neural networks (ANNs), robotics, and 3D technologies in ground characterization, tunnel ground support prediction, risk projection and reduction, and productivity enhancement in TBM operations. The paper further investigates potential uses of AI, robotics, and 3D technologies in the underground construction industry

The City of Santa Cruz Water Department is replacing the existing Newell Creek Dam inlet/outlet works at Loch Lomond Reservoir in the San Lorenzo Valley. The project will improve the City’s overall operational efficiency, improve system performance, and improve the safety and reliability of storage for the City’s drinking water supply. The project comprises new inlet works* (three new inlets that control and convey flows into and out of the reservoir, and an intake control building), an inlet/outlet tunnel with a 48-inch conduit to convey flows into and out of the reservoir, and a new outlet structure at the toe of the dam. The outlet structure includes a release point for energy dissipation of emergency drawdown flows, a connection to Newell Creek Pipeline, and beneficial releases into Newell Creek. The project also includes a new dam seepage collection and monitoring system and appurtenant structures such as a culvert bridge over the spillway plunge pool to improve access to the new outlet. Notable complex project components include in-water work to connect the new intake shaft pipes to the three new inlets. The project includes one major milestone with a work window regulated by environmental permits that could only be amended/ extended with approvals from those agencies. If not met, the milestone work would have caused significant delays (potentially up to one year) to the project.

"Abstract - The Mount Fronsac North volcanogenic massive sulfide deposit is the most recently discovered massive sulfide body in the Bathurst Mining Camp. The deposit occurs within a sequence of intercalated fine-grained felsic tuff and sedimentary rocks (Little Falls member), at the top of the Nepisiguit Falls Formation. Aphyric to sparsely feldspar-phyric rhyolite and related volcanic rocks of the Flat Landing Brook Formation overlie the host sequence. The massive and semimassive parts of the deposit have a north-south strike length of 525 m and a dip of ~45°E; the deposit is continuous downdip for 600 m, and thickness varies from 2 to 20 m. The deposit contains an estimated geologic resource of 14 Mt of low-grade, semimassive (>60%) to locally massive sulfides, and includes a high-grade zone of 1.26 Mt grading 7.65% Zn, 2.18% Pb, 0.14% Cu, 40.3 g/t Ag, and 0.40 g/t Au. The semimassive to massive sulfide intersections occur in an envelope of quartz-sericite±chlorite schist, which is interpreted to be intensely deformed felsic tuff. This sequence has a maximum thickness of 140 m and contains significant (up to 50%) fine- to coarse-grained disseminated pyrite. The pyritic envelope has a strike length of 900 m and extends over 1000 m downdip. Massive sulfides are found throughout this alteration envelope, but more commonly occur at or near the upper contact. The significance of the discovery of this deposit is that it represents a near surface discovery of a large tonnage sulfide body in a mature mining camp, one in which the possibility of discovery of a new shallow deposit had been all but discounted. This opens the possibility for future discoveries in this part of the Bathurst Mining Camp. Le gisement est situé dans une séquence de tufs felsiques à grains fins interlités de roches sédimentaires (membre de Little Falls, au sommet de la Formation de Nepisiguit Falls. La partie massive et la semimassive s’étendent du nord au sud sur 525 m et ont un pendage de ~45°E; le gisement est continu sur 600 m en angle de chute et son épaisseur varie de 2 à 20 m. Le gisement contient une ressource géologique évaluée à 14 Mt de sulfures semimassifs (>60%) localement massifs à basse teneur, incluant une zone à haute teneur de 1.26 Mt titrant 7.65% Zn, 2.18% Pb, 0.14% Cu, 40.3 g/t Ag, et 0.40 g/t Au. L’importance de cette découverte tient à ce qu’elle est un exemple d’un gisement à fort tonnage nouvellement découvert à une faible profondeur dans un camp minier mature, i.e., un camp ou l’on ne croyait plus qu’il était possible de trouver un gisement près de la surface. Ceci ouvre la porte à la possibilité d’autres découvertes dans cette partie du Camp Minier de Bathurst."

Study on Iron Ore Sintering with High Proportion of Specularite Concentrates Specularite iron ores have poor hydrophilicity and ballability as well as bad high-temperature reactivity, which restricts the large-scale application in the sinter and pellet production. In order to make the best use of the specularite concentrates, a novel process of Composite Agglomeration Process (CAP) is applied in this research. By the CAP, the percentage of specularite concentrates in the sinter mixture is increased to no less than 40 per cent as well as the coke breeze dosage is reduced by 0.3 per cent~0.6 per cent. Moreover, all the sintering indexes are obviously improved compared with the traditional sintering process. Researches on the metallurgical performances shows the finished composite agglomerates are high-quality burdens for blast furnaces. This investigation can provide an effective route to utilize the inferior specularite concentrates in the sintering.

Uncertainty and debate currently pervade the mining industry in New Zealand. The operational uncertainties, whether external (eg gold prices, the exchange rate), or internal (eg coal expansion difficulties), are large. In addition, many wider factors which influence mining are in a state of flux. State Coal Mines, the operating branch of the Mines Division of the Ministry of Energy I may be made a state corporation, with the remaining Mines Division functions being revamped. The agencies administering environmental legislation are to be restructured. Mining legislation amendments have been proposed and then dropped, and the area is now to be reviewed (The Press, 31 July 1985). Some mining licences have been withdrawn, and become the subject of heated debate in the community (The Press, 19 July 1985, and subsequent letters to the editor).

This reflects the current concern about damage inflicted on the environment by our growing and increasingly affluent society. Mine Health and Safety research, along with investigations related to all other aspects of coal extraction and use, also continued to be implemented and expanded.

This report describes the materials flow of mercury in the United States. It examines the mining and production of mercury and the manufacturing, uses, and ultimate disposal of mercury. Materials flowcharts were prepared for 1989 and 1990. An effort was made to include estimates for all major anthropogenic sources including fossil fuel combustion, waste incineration, and nonferrous metal mining operations. Mining and mineral processing released about 100 mt/yr of mercury to the environment in both 1989 and 1990. The combustion o ii fu1s released 175 mt/yr in the same years. The manufacturing, use, and disposal of products containing mercury accounted fix the release of 1,037 mt of mercury in 1989 and 938 mt in 1990. The manufacture of chlorine and caustic soda was a major source of recycled mercury, but it was all reused within the industry. Recovery from all waste products accounted for 36% of reported consumption in 1989 and 42% in 1990. The losses from manufacturing and end use have been declining, whereas mercury emitted from combustion sources has not been strictly regulated and will likely become the largest source of mercury releases to the environment.

AT various times during the past quarter century proposals have been made that the basic Federal mining law of 1872 be repealed or amended, and that in its place a new and simpler law be enacted to provide for the entry upon, working, and the taking up of claims on the unallotted Federal mining lands in our western states and in Alaska. Serious discussion and study have been given such proposals but little has resulted there from, except perhaps a lively interchange of opinion and the conclusion that though the Apex law of 1872 is in many ways highly unsatisfactory and frequently a fomenter of strife and trouble, it still bids fair to remain with us. Under this act a greater part of the non-ferrous mining industry of the United States has developed. With all its short-comings it is the legal bridge that has carried over the innumerable caravans of adventurers and prospectors who explored our mining frontiers. For without any amendments of substance this act has for fifty-eight years been the guide in the location of our western Federal mineral claims and has stood unchanged during the most important period of our mining history. While Federal and state acts and amendments have been ground out by thousands and tens -of thousands the mining act of 1872, with a :strange tenacity, has remained as constant as the Rock of Gibraltar, and under it states, mining districts, and local customs have developed different codes for its application but its fundamentals have been unaltered. "Use doth breed a habit in a man"; until now the application of the law of 1872 has become a second mining nature.

A trigger action response plan (TARP) provides a structured response to escalating levels of risk. In mining, TARPs are typically applied to primary hazards such as inrush, strata failure or heating. Necessary for the creation and deployment of a TARP is a monitoring system capable of detecting deviations from normal conditions. The advent of real-time instruments capable of measuring diesel particulate matter now permit decision-making within shifts to address possible overexposure. Deploying a TARP for diesel exhaust emissions can lower the probability of a person’s average exposure (over a full shift) exceeding the exposure standard by detecting deviations of diesel particulate concentrations from normal conditions. This enables pre-emptive action to mitigate or protect. Another goal is to drive ambient air concentrations lower through the application of corrective actions as a result of instances where concentrations exceed ‘normal’.CITATION:Knott, P G, Evans, C, Velge, F and Jeffery, J, 2015. Rare Earths: Understanding The United States complete failure of status and relevance in Rare Earth Oxides, Elements and Alloys. Although rare earth oxides are strategic and critical in their own right, elements and alloys are even more important for the development of "Green Technologies" and advanced weapons systems. America does not have an active domestic source of rare earth oxides. America does not have any Heavy Rare Earth Elemental or Alloy capabilities. The magnitude of this failure continues to become more apparent as the manufacture of REO based electronics and magnetic components moves eastward towards China. China has succeeded in outmaneuvering The United States and the world in its quest to control the Rare Earth Oxides, Elements and Alloys, and the many industries dependent upon REO. FOR the mineral industry, as for many others, the year 1944 brought to fruition the seeds planted in previous war years. Accomplishment in attaining ends in the production of minerals has given more time for the consideration of postwar problems, such as plans for resuming production for civilian uses and measures to prevent possible mass unemployment. The hectic atmosphere in production circles lessened during the latter half of 1943, conditions becoming static during 1944 as peak production rates were reached. Withdrawal of deferment of young men from the mining districts by Selective Service connotes that man power at the battlefronts became more important than the persistence of pressure for metal production. This is in contrast to the return of soldiers in 1943 to augment the labor ranks in the mining districts. The year ended in the midst of changing needs. Over-all metal production in the United States in 1944 will record a lessening, compared with the previous year owing to labor shortages which affected both development work and ore output.

"The level of scientific knowledge about the effects of contaminants is increasing and changes in environmental monitoring are likely to allow for the assessment of environment effects particularly to the aquatic environment. This paper provides an overview of recent developments in this area which include the environmental effects monitoring program for pulp and paper operations, the assessment of the Aquatic Effects of Mining (AQUAMIN) program, the Aquatic Effects Technology Evaluation (AETE) program, and the review of the federal Metal Mining Liquid Effluent Regulations (MMLER). The paper also provides a look forward at the direction of environmental monitoring of mine projects in Canada. IntroductionEnvironmental monitoring programs provide a wide range of data to environmental management systems, regulatory authorities, and stakeholders. The data obtained are used to demonstrate that operations are in compliance with regulatory environmental protection requirements, and provide the scientific basis for assessing the effectiveness of environmental protection measures. Environmental monitoring requirements for mine projects are established based on the type of operation, site specific issues and concerns, and the requirements of regulators and mine proponents.The level of scientific knowledge regarding the potential effects of contaminants on the receiving environment is increasing, and in particular with regards to the receiving aquatic environment. Regulatory controls regarding the protection of fish, fish habitat, and fishery resources are being reviewed with regards to their adequacy, and the environmental effects monitoring program on the pulp and paper industry is expected to provide useful data relevant to those types of operations. These developments are of interest to mine proponents as it is presently expected that an environment effects monitoring program will be developed specifically for the metal mining industry under a regulated environmental effects monitoring program as part of the Fisheries Act. This paper reviews recent developments in this area, and provides a look forward on the future directions of environmental monitoring programs."

This paper discusses the design of long panels for longwall mining at Twentymile Coal Company (TCC) from conception to implementation. The case study of the long panels at Twentymile includes extensive mine plan reengineering in the early 1990's to world record production months in 1996 and 1997. The obstacles of subsidence engineering, environmental regulations, conveyance, ventilation, equipment design, and continuous miner (CM) development timing had to be overcome to successfully begin longwall production within a 4 year time frame. The background and some detail for each of these areas listed will be discussed to show how the coordination of many facets must be pulled together to implement a successful long panel mine plan.

Rehabilitation of the Henry Hudson Bridge is nearing completion, connecting Spuyten Duyvil in the Bronx to Inwood Hill in Manhattan, New York. Constructed in 1936, the Henry Hudson Bridge spans 840 feet over the Hudson River. Challenging geotechnical aspects of this Project required a team of innovators to overcome. Rehabilitation of the existing bridge involved the replacement of sixteen bent pedestal substructures, two abutment pilasters and installation of new deep foundations at the skewbacks. However, the Bridge, roadways, adjacent Metro-North Railroad (MNR) structures and New York City (NYC) Parks land were to remain open to the public for use, with minimal disturbance. In addition to physical constraints, geologic site conditions varied widely across both sides of the River, with varying bedrock quality and depth, greatly impacting the proposed design and construction. Extensive analysis of bedrock conditions was conducted to locate areas of potential wedge failure. The implementation of anchors was used to reinforce rock stability where pedestals and pilasters were replaced. This paper describes several challenging technical and natural aspects overcome in the rehabilitation of the Henry Hudson bridge foundations, including varying geologic site conditions, access restrictions, construction limitations, project specifications and design requirements.

In 1984 and 1985, at the request of the U.S. Bureau of Land Management, the U.S. Bureau of Mines studied part of the Meadow Valley Range Wilderness Study Area (NV-050-156) in order to evaluate its identified mineral resources. The study area is located in Clark and Lincoln Counties, NV, about 50 miles northeast of Las Vegas, NV. The Johnston and Fitchett prospect, in the northern part of the study area, has more than 3 million tons of marginal perlite reserves suitable for many commercial uses. A preliminary mining feasibility estimate suggests perlite could be profitably mined from the study area; however, it is unlikely these perlite deposits will be developed in the foreseeable future because of unfavorable market conditions. Zeolite minerals occur in alteration zones adjacent to perlite deposits at the Johnston and Fitchett prospect, but high quality material is closer to potential markets. A metalliferous black shale unit containing 800,000 tons of subeconomic resources may extend into the study area at the Bradshaw vanadium prospect on the northwest boundary. Limestone, stone, sand, and gravel occurrences are wide-spread, but other suitable deposits in the region are more accessible to potential markets. Seven prospects in and near the study area were examined. The entire study area is leased for oil and gas exploration. A group of perlite placer claims covering more than 480 acres was located in the 1940's in the northern part of the study area. A small group of lode claims was located in the mid 1950's in the southwest part of the study area. No mining claims are currently (1985) held inside the study area. No mineral production is known from within the study area.

Obtaining funding for construction relies on a positive Feasibility Study and a host of other related activities. This paper looks at the financing process and work required to support it, during and after the Feasibility Study, and bring it to a successful closing. It will include comment on the significance of permits, environmental plans, construction contracts, offtake arrangements, hedging, insurance, and others requirements to support a financing plan.
