In order to use metallurgical grade silicon (MG-Si) as a starting material for solar cell, phosphorus has to be removed from silicon because phosphorus is a n-type dopant. On the other hand, silicon, ferrosilicon, and silicomanganese are widely used as deoxidizers in steel refining processes. Since most of the phosphorus introduced during the deoxidation process is brought into final products, it is important -to lower the phosphorus content of these alloys. Hence, thermodynamics of phosphorus in such metals is important for the evaluation of dephosphorization processes. In the present study, thermodynamic properties of phosphorus in molten Si-P alloys at 1723- 1848K and those of Si-Fe-P and Si-Mn-P alloys at 1723K have been determined by equilibrating respective metals in a controlled phosphorus partial pressure. These problems are certainly not lightened by that familiar monster lurking in the shadows-taxation! Recent taxation trends in Canada, and the existing tax regimes for the mining industry, continue to be a major bugaboo.This examination by ""Tax Notes"" of the impact of current taxation trends on the mining industry is based on a speech delivered recently by Robert D. Brown, senior tax partner of Price Waterhouse, Canada, to the annual meeting of the American Institute of Mining, Metallurgical and Petroleum Engineers in Dallas.IntroductionThe purpose of this paper is to tell a story-and it is a story with a moral. The first thing to recognize is that, with depressed metal prices and weakening western economies, high taxes, in and of themselves, are not really the cause of the Canadian mining industry's present doldrums. However, the character and level of mining taxes in Canada has had a profound influence on the development of the industry over the past decade, and the expectations of what the future holds for mining men in Canada will equally play an important role in the future development of the Canadian industry. Our tax system has, in the past, served as a negative and destabilizing influence in the mining industry: it has contributed to a major short-fall in investment commitments and hence in the contribution which the mining industry can make to the Canadian economy, and the adverse effect on the industry of previous high marginal tax rates was made far worse by the confusing, contradictory and perverse nature of the tax system itself."

Both history and physical examination are unreliable in the diagnosis of silicosis. In some studies 25 per cent of individuals with silicosis have been found to have no symptoms whatever. The positive physical findings that may be produced by this disease include diminished chest expansion, diminished lung resonance, distant and harsh breath sounds. However, many workmen of a short stocky type have diminished chest expansion without any lung disease. In a study of rockdrillers made by the author more than half of the men without silicosis were limited in chest expansion to 2 in. or less instead of the "normal" 6. In a study of stonecutters the average chest expansion in the negative group was found to be only 2.4 inches. Changes found upon physical examination of the lungs themselves are so inconstant as to be of little diagnostic value. In the studies of rockdrillers and stonecutters already referred to, approximately 25 per cent of those with advanced silicosis apparently had normal lungs. The usual functional tests of lung performance are likewise of little value because of marked individual variation. Average vital capacity will be reduced in a group of silicotics below what might be expected in a group of normals, but certain individuals of the former group may have an entirely vital capacity, giving no indication of the underlying presence of silicosis. It follows that the X-ray examination is absolutely indispensable in the diagnosis of this disease. X-ray findings characteristic of silicosis have been described innumerable times. They consist essentially of a mottling of the lung fields due to the presence of fibrous nodules which develop as a reaction to the presence of the irritant silica.

Up to a certain limit, the increase of pressure on the diamond-drill increases the rate of progress in drilling. That limit is set by the resistance of the diamonds to compression; and beyond it, the destruction of the stones will involve an economic loss, both in time and in money. It is, therefore, important to all diamond-drillers to know what is the resistance mentioned. In Europe, operators usually follow an empirical rule, which directs the maintenance of a pressure, on the area of the bottom of the drilling-tool, of 12 kg. per sq. em. For the tools in ordinary use, this is equivalent to 1 kg. per sq. mm. of the diamonds set in the tool. So far as I know, American drillers are using pressures as high as 50 to 60 kg. per sq. em. of the total area of the drill, and the consumption of diamonds (on Denny's authority, 0.2 carat per meter bored) is greater in America than in Europe. But the reason for this diffrence may be the comparatively larger size of the diamonds commonly used by American drillers. With the assistance of my friend, the late S. Woisslaw, who was the pioneer of diamond-drilling in Russia, I selected from his stock a number of black diamonds, which I subjected in my laboratory to compression-tests, To prepare regular cubes for such tests, as is generally done with other stones, would have been not only costly, but, what is more important, practically useless. I therefore determined, in order to assimilate as nearly as possible the conditions of actual use, to place each sample between a hard plate (corresponding to the rock) and a softer plate (corresponding to the bottom of the tool), into which it would be pressed during the test.

This brief resume of events, transpiring in Mexico, culled from the daily New York newspapers, since the last Bulletin went to press, does not indicate any degree of improvements in the situation. GENERAL ALVAREZ COURTMARTIALED AND SHOT General Francisco Alvarez of the anti-Government forces was captured in the battle in which General Aureliano Blanquet, Minister of War in the Huerta Cabinet, was killed, and was sentenced by a courtmartial and shot in spite of a specific order of the Supreme Court in Mexico City that the execution should not take place. General Alvarez was a member of the staff of Felix Diaz, and was a veteran of the old regular army of Mexico. MEXICO WILL NOT RECOGNIZE MONROE DOCTRINE Failure of the Allied Powers to invite Mexico to participate in the conference of neutrals at Paris aroused President Carranza to bitter resentment, which was enhanced by the incorporation of recognition of the Monroe Doctrine in the covenant of the League of Nations without consultation with Mexico. Statements were issued by the Mexican Foreign Office disavowing adherence to the Monroe Doctrine and announcing the withdrawal of the Mexican representative in France. Carranza had been awaiting an opportunity to get his agent away from Paris for the real reason that he had been unable to secure recognition from either the French or the British Government. Mexico announces, says the New York Times editorially, that "she has not recognized and will not recognize the Monroe Doctrine." "Nobody has asked her to recognize the Monroe Doctrine," continues the editorial. "The enforcement of the principles enunciated by President Monroe does not depend upon Mexico, upon anybody's recognition or non-recognition. The countries concerned in the Monroe Doctrine are the United States on the one hand, and countries not of this hemisphere on the other."

The three basic ingredients of fertilizers are nitrogen, phosphorus, and potassium. Nitrogen comes from natural gas or other sources and is usually a "manufactured" ingredient. Phosphorus and potassium come from mineral sources which are mined in open pit and underground mines all over the world. Phosphorus is one of the 15 chemical elements needed to sustain life. Along with nitrogen and potassium, it is essential to the fertility of the soil and to the growth of plant life. Plants require phosphorus for proper soil conditions, early root formation, and crop maturity. Humans and animals require phosphorus for bone and tooth development. The primary raw material for phosphorous fertilizers is phosphate rock. It is found and mined in many areas of the world. Morocco, the United States, USSR, Tunisia, and some Pacific Islands are the leading rock producers. Other sources of phosphate are guano, bone meal, and other natural organics, but these comprise a very small percentage of all phosphate used. Phosphate rock in the United States is mined in Florida, North Carolina, Tennessee, Idaho, and Montana. Florida alone produces about 70% of all the rock mined in this country, mostly from a 20 X 30 mile area in Polk and Hillsborough Counties in central Florida known as the Bone Valley district. There are phosphate reserves in many parts of Florida, and within the past three years mining has begun in north Florida in Hamilton Country (see Fig. 1). In 1967, world phosphate rock production was about 75 million short tons (st). Applications of rock mechanics to the design of engineering structures in rock involve the assumption that the stresses are due entirely to the present applied loads. For instance, it is assumed that the vertical normal stress in undisturbed rock free of topographic effects is equal to the weight per unit area of the overburden. In fact, vertical dilatational strains associated with stresses of more than 100 times the present overburden pressure have been measured by strain-relief methods on outcrops. 1,2 The notion of residual strain (stress) or latent stress3 seems unassailable; and indeed this has long been recognized by metallurgists. It is difficult, however, to assess the residual component of the in-situ state of elastic strain with conventional strain relief methods employed in mines or down boreholes. That is, in principle, the in-situ state results from the superposition of present applied loads (natural or man- induced) and potentially recoverable elastic strains (stresses) that exist in a given volume of material even though there are no external forces across the boundaries of the body (Voight,4 and Fig, 1). Accordingly, only in unloaded blocks can the true residual strains be measured by strain relief methods. Using X-rays, the elastic strains locked within the quartz grains or crystals of a rock can be measured. These strains are known to persist even when the rock is reduced to small chips but to vanish when the rock is disaggregated and the grains are powdered. Although we have just begun to investigate the mechanisms by which the strains are stored (see Preliminary Results), we believe that "pressure solution'' at grain boundaries, secondary cementation under load, permanent ("plastic") deformation, and temperature changes are possible processes. PLASTIC flow in metal crystals and the changes in orientation resulting from it are generally understood to take place by the following funda-mental mechanisms: (1) slip on crystallographic planes, (2) homogeneous crystal rotation resulting from the slip, (3) bending of the lattice between the planes of slip, and, under certain circumstances, (4) twinning. This paper and a preceding one on iron subjected to uniaxial compression1 concern two additional processes that must now be added to this list: (5) the formation of deformation bands, and (6) the bending and rotation of these bands. The present investigation yields a new understanding and definiteness to the common terms so loosely used when speaking of cold-worked metals -"grain fragmentation," "elongated grains," and "deformation twins," "deformation bands," "etch bands," or "X-bands." Bands have been noted on the polished and etched surfaces of cold-worked metals by vari-ous investigators for more than 25 years, ? yet their nature and their significance have been so little understood that they are not treated in the most comprehensive modern texts on the deformation of crystals. The experiments in this series show that they are one of the fundamental processes in the deformation of metals, of importance in the development of preferred orientations, in work-hardening (since they have the effect of reducing the effective grain size and interfering with slip), and in the recrystallization process. The present experiments were performed on the same stock of mate-rial that was used in the earlier compression experiments1-hydrogen-purified mild steel in which the carbon content had been reduced to the limit detectable under the microscope and in which single crystals could be grown by a strain-anneal treatment.2

THE Committee on the Elimination of Waste in Industry, of the Federated American Engineering Societies, in its report says that "Waste in -industry is attributable to four causes: 1. Low production, caused by faulty management, of materials, plant, equipment, and men; 2. Interrupted production caused by idle materials, idle plants, and idle equipment; 3. Restricted production intentionally caused by ,owners, managers, or labor; 4. Lost production caused by ill-health, physical defects and industrial accidents. The committee sent out elaborate questionnaires, and in them divided the responsibility into Manage-ment, Labor, and Outside Contracts. These question-naires showed that in the different industries examined the responsibility of Management was from 50 to 80 per cent. and of Labor from 9 to 28 per cent. The percentage of responsibility that Management was held accountable for was much larger than any of us supposed. However, when this question is studied, we realize how necessary it is to select, in the first instance, suitable personnel, in the form of directors, managers, heads of departments, experts, etc. We would like to -believe that the percentage of responsibility of Management for waste in the mining business was less than that quoted above, but there are so many mining properties started up and operated by men of no experience in such lines, and there have been so many improvements in late years in mining and metallurgical methods not taken advantage of, that we can not believe that. the percentage will vary much from that already quoted. As early as 1824, Haidinger' described crystals of native copper that were, according to Dana,2 " probably twinned parallel to the octahedral plane and normal to this axis." In 1837, Rose3 very clearly demonstrated that native copper crystals were commonly twinned on the octahedral plane. Lasaulx,4 in 1882, described polysynthetic octahedral twins and stated that enclosed twinning lamellae were observed. Even on crystals formed artificially by electrolysis, twinning was observed as early as 1886, by Brown.5 Many other descriptions of twinning in native copper and in gold and silver are to be found in the literature, and in every case with which we are acquainted the twinning is conformable to the spinel law; i. e., the octahedral plane is both twinning and composition plane. Metallurgists have long been familiar with the straight-sided bars or bands that commonly occur within the irregularly outlined grains of metallic crystalline aggregates. They are certainly found in nearly all metals of the face-centered cubic type after cold working and annealing. If a specimen showing these bands is rotated, keeping the angle of incidence of the illuminating beam constant, they usually exchange color contrast periodically with their respective matrix crystals. Also slip lines, when produced in these specimens, nearly always show a change in direction upon passing through the bands, giving rise to the "stairway" effect often illustrated in metallurgical textbooks. Apparently the only quantitative observations on bands of this sort were made by Osmond and Cartaud6 on austenitic steel. They selected,

"A recent pilot-plant program carried out at Rio Algom's Quirke uranium mine at Elliot Lake, Ontario is described. The goal of the research was the production of tailings basin effluents which were low in total radium-226. The process tested involved precipitation of radium with barium chloride and sedimentation in plastic-lined settling ponds. Adjustment of the tailings basin overflow from its normal value of pH 9.5 by addition of sulphuric acid to about pH 7.5 was found to give approximately a five-fold improvement in total radium-226 removal. A five-month demonstration test resulted in an effluent with a mean total radium-226 activity of44 pCi/L after 2.5 days settling time and 29 pCi/L after 5 days. The results from the demonstration program are used to propose a schedule of achievable total radium-226 activities where precipitation and sedimentation are employed. The maximum suggested values for 5 days nominal settling time are: 30 pCi/L in an annual mean, 45 pCi/L in a monthly mean. 60pCiIL in a weekly mean and 80 pCi/L in any single grab sample.IntroductionRadium-226 has been removed from effluents at the Elliot Lake uranium mines since the introduction of the first barium chloride treatment system in 1965. Current practice, which has changed little over the years, consists of radium-barium sulphate precipitation by the addition of a low do se of barium chloride to the clear overflow from the tailings basin(l·2l. Provision is made for the precipitate to settle in large natural or constructed ponds and lagoons. The residence time in these ponds, which depends on the site, ranges from 3 to 35 days, with varying degrees of efficiency being achieved."

AFTER shock loading, mechanical twinning has been observed by several authors1-4 for a variety of fcc metals and alloys. It has been shown2,3 that low stacking fault energy materials deform primarily by the formation of mechanical twins and stacking faults during dynamic loading. Further, Inman, Murr, and Rose2 have shown that a correlation exists between the average hardness and the volume percent of mechanically twinned material in stainless steel. It has been observed in nickel' that mechanical twins are produced during shock deformation if the peak pressure associated with the shock wave is greater than 350kbar. It is the purpose of this work to discuss shock-hardening mechanisms in nickel and to determine to what extent the initial condition influences the final response. The "flying plate technique" was used to generate planar shock waves with peak pressures as high as 710 kbar. The details of the technique5" have been discussed elsewhere and will not be repeated here. The material used in this study was polycrystalline nickel of 99.98 pct purity and had an initial grain size of 0.18 mm. Prior to any deformation, all samples were given a stress-relief anneal of 6 hr at 600°C in a vacuum furnace. After annealing, the initial condition of the samples was changed by cold rolling individual samples from 0 pct to a maximum of 80 pct reduction in thickness. This provided samples with controlled initial histories for shock deformation. Immediately after shock loading, the specimens were slowed and quenched by suitable arrangement of buffer material and water bath. This technique minimized specimen damage and the effects of shock heating on the samples. Since deformation twins in high stacking fault energy fcc metals are only produced at high stress levels, the initial defect configuration prior to mechanical twinning should greatly influence the number of twins formed. In fact, Zukas and Fowler7 have found that prestraining in iron and steel greatly suppresses the formation of mechanical twins during the shock deformation process. Following the methods of Warren and warekois8 and Cohen and Wagner,9 X-ray diffraction profile analysis was performed to determine the incidence of stacking faults and mechanical twins in the deformed nickel. Analysis was made on samples in the annealed, cold-rolled, shock-loaded, and cold-rolled—shock-loaded states. The estimated accuracy of the peak position measurements is *0.01 deg in 2?. Therefore the accuracy in the measurement of the relative peak shifts between the (400) and (222) diffraction line profiles is on the order of *0.04 deg in 2?. None of our measurements indicated peak shifts greater than 0.04 in 28. This would correspond to a fault density of -1 pct and sets the limit on the sensitivity of our instrument. Similarly, analysis of the shift in the center of gravity of the diffraction line profiles yields the minimum measurable value of the twin fault probabilitya to be -0.002. "The uranium deposit Curilo located in Western Bulgaria for a long period of time was a site of intensive mining activities including both the open-pit and underground mining techniques as well as in situ leaching of uranium. The ore was rich in pyrite and, apart from uranium, contained some non-ferrous metals. The mining operations in the deposit were ended in 1990 but since that time the deposit is a permanent source of acid drainage waters. The generation of these waters is connected mainly with the oxidation of pyrite and other sulphide minerals by the indigenous acidophilic chemolithotrophic bacteria.Laboratory and pilot-scale studies revealed that an efficient clean-up of the above-mentioned waters was achieved by means of passive systems of the wetland type. In 2001 a wetland was constructed in the deposit to treat a portion of the acid drainage waters which were discharged to a small ravine. This ravine reaches into the Teina, a small river that is a tributary of the upper reaches of the Iskar river.The wetland was constructed in the ravine and its bottom was located on intrusive rocks with a very low permeability. The rocks were covered by a 30 – 50 cm layer consisting of a mixture of soil, plant compost and crushed limestone. The wetland was characterized by an abundant water and emergent vegetation and a diverse microflora. Typha latifolia, Typha angustifolia and Phragmites australis were the prevalent plant species in the wetland but species of the genera Juncus, Eleocharis, Carex and Poa as well as different algae were also well present.The acid drainage waters treated by the wetland had a pH in the range of about 2.5 – 4.1 and contained uranium, radium, some heavy metals (iron, manganese, copper, zinc, cadmium, lead), arsenic and sulphates in concentrations much higher than the relevant permissible levels for waters intended for use in the agriculture and/or industry. The watercourse through the wetland covered a distance of about 0.2 – 1.0 l/s."

We have listened to many papers describing mechanical loaders, and systems of mining planned to increase their efficiency. We have become familiar with the various types and in a general way, their capacities and limitations. Messrs. F. E. Cash and E. H. Johnson in Bulletin 17 of the Carnegie Institute of Technology, subject Coal Mining Investigations, have a very complete review of the loading situation then. Mr. A. W. Dickinson, in a recent paper before this Institute, gave a later illustrated review of mechanical loaders. On page 28 of Cash & Johnson's paper is a list of loading machines to which might be added to bring the list down to date, the following: Under Digging and Loading Machines The Goodman Power Shovel Under Scraper Loaders The Goodman 436-G-3 125 H. P. three drum Scraper loader The Goodman 35 H. P. Entry loader and the Two Drum 125 H. P. Hoist built by Vulcan of Denver for scrapers Under Shaking Trough Conveyors The Eickhoff Conveyor The Link-Belt Conveyor The McCarty Duck-bill which is really a digging and loading element built to attach to the end of and operated by a reciprocating conveyor. The outstanding feature in this line of work in the past few years is the fact that a few very successful operations have been worked out on a large scale; the officers and staff in charge of this work have gone into details very thoroughly and altered and improved, in many cases, their mine equipment and mining methods, and by the exercise of persistent energy and intelligent effort, in the face of frequent difficulties and discouragements, they have attained results that are far ahead of the average loader operation. The coal mining industry owes much to these men for the pioneering and development of mechanical loading; their investigations in transport, shooting, shearing, snubbing, cleaning, and production costs, the results of which they have given freely and frequently to the public, are of great value. Foremost among the pioneers in this work are the Union Pacific Coal properties, the Quealy properties, the Sheridan Wyoming Coal Company and in the Central West, the Union Colliery Company of Illinois. On the other hand, in the great majority of installations, one loader, or possibly two or three loaders have been started in a given operation and through failure to make the proper effort to improve their transportation and work out the systems to utilize their loading machines, the loaders have not shown appreciable savings and in many cases, the installation has failed. It has been frequently stated in many meetings where loading has been discussed, that the idea of mechanical loading must first be sold not only to the operating staff but to the entire personnel of any company where installations are made. The problems involved in the successful application of this equipment are such that it requires enthusiastic and wholehearted teamwork on the part of everyone connected with the work and when difficulties arise, they must be ready to exercise initiative and try new ways oftentimes of overcoming impediments. The closest attention now is given to the question of economics how much will a loader reduce the cost of coal in any particular situation? Without fear of successful contradiction, I believe that experience up to date has unquestionably shown that where the shovel type of loader can be properly used, it produces in wide work, the cheapest coal of any loading device yet brought onto the market. Naturally there is a considerable difference between the results from different makes of shovels.

The main reasons leading to the development of pelletizing in these countries, alternative pelletizing methods and feed materials utilised, are illustrated with typical examples. The major factors which may influence the future growth are discussed and trends of development in the immediate future, till 1978, examined. The probable pelletizing capacity by 1985 is projected.

Rocks of all geological ages are present on the Australian continent. As a result of its geological heritage, Australia is richly endowed with mineral and energy resources. Due in part to its enormous mineral wealth, the nation is in the position of being a wealthy country surrounded by less developed countries of the Asian and Pacific region. Over many years Australia has developed and gained valuable experience in the exploration, mining and processing of a wide range of mineral and energy resources. In an interdependent world community, it is obviously in Australia's interest to cooperate and provide assistance in geoscience education and training to developing countries of the region.

Laser-Induced Breakdown Spectroscopy or LIBS can be used to provide exploration companies with precise and accurate chemical analyses in the field, in real-time, resulting in major time and cost savings. Using a Field-Portable Analyzer(FPA), anomalies can be followed up immediately while crews are still in the field. Lower limits of detection (LLDs) are element dependent, but many are sufficiently low to be useful in exploration. LLDs in ppm for selected elements of interest are: Be-2, Cu-3, Zn-20, As-200, Sb-500, Pb-30, Ag4,Mo-100, B-33, Ti-500, V-350, and Cr-l. LIBS analyses require little or no sample preparation.

A discussion is given on the ionic equilibria and precipitation reactions in seawater based on thermodynamic analysis, in order to understand the solubility of nutrient salts from dephosphorization slag for marine phytoplankton. Solubility of constituent ions in aqueous solution in equilibrium with solid phases are determined using thermodynamic data. It is proposed that CO2 potential defined as log Pco2 should be considered as an additional parameter to the Eh- pH diagram for the ionic equilibrium of slag components in seawater, since magnesium and calcium carbonate precipitation reactions determine the solubility of ligand ions in nutrient salts, such as phosphates, silicate, and sulfate.

"The ways of the world be many and most of the ways be tried, you follow in the footsteps of others till you come to the great divide". These words, written by Robert Service a long time ago, come to mind when I think of our original attitude upon entering into a contract with the International Nickel Company to sink the deepest shaft in the world outside of the Union of South Africa. This shaft was to be sunk to a depth of 7,137 feet from surface, and while it was recognized by all concerned to be a somewhat unusual undertaking in our part of the world, the fact that quite a few shafts had already been sunk to this depth in South Africa probably gave us the feeling that we were following in the footsteps of others. In retrospect, because this shaft was being sunk under entirely different conditions than those existing in South Africa, we were in fact venturing into an entirely new area of endeavour without properly recognizing this fact. It has occurred to me that others considering a similar type of job could benefit from our experience, especially in an assessment of the risks involved and how they compare to those encountered in an ordinary shaft. For comparison purposes, I would define an ordinary shaft as being sunk to a depth of 5,000 ft or less, and a deep shaft as one being sunk to a depth of between 5,000 ft and 8,000 ft. This brief resume of events, transpiring in Mexico, culled front the daily New York newspapers, since the last Bulletin-went to press, does not indicate any degree of improvement in the situation. RECORDS OF 217 MEXICO KILLINGS SUBMITTED BY AMBASSADOR FLETCHER Henry P. Fletcher, the American Ambassador to Mexico, called as the first witness before the Rules Committee of the House which has begun a preliminary inquiry into conditions in Mexico, which, it, is believed, will lead to a thorough and far-reaching investigation by a joint Senate and House Committee of the entire Mexican problem, submitted a list of the names of Americans officially known to have been killed in Mexico, a majority of them murdered in cold blood, since the overthrow of Porfirio Diaz by Maderoin 1911. The list contains 217 names and in comparatively few instances do the records show that arrests were made by the particular Mexican faction that happened to be in power where the crime was committed. In only one instance, that of John B. McManus, who was killed in March, 1915, was reparation made. It is significant that McManus was killed by Zapatistas, and Zapata officials apologized for the crime and paid to Mrs. McManus a voluntary indemnity of $20,000 in gold. Of the 217 persons listed as victims of the Mexicans, .137 perished since Carranza came into power. The list, it was admitted, is not complete. It was evident, says the New York Times, that the Ambassador considered the situation very serious.
