"Carbon addition in the oxide pelletizing process is a big concern at the Sidbec-Normines pelletizing plant since 1976.Laboratory pot-grate testing carried out before the initial start-up of the Port-Cartier plant indicated that the nominal pelletizing grate capacity could be increased by fifteen per cent with a suitable carbon addition. Also an improved induration cycle offered the possibility of a significant energy reduction within the process with no adverse effect on pellet quality. A one-month plant scale program duplicated the lab test results and confirmed the anticipated cost saving by using these techniques. Since March 1980, Sidbec-Normines used coke addition as a current operation.This paper reviews briefly earlier laboratory and in-plant test work carried out to investigate the effects of adding carbon materials to the Fire Lake hematite concentrate, and presents operation techniques and plant results of carbon addition in the Port -Cattier pellet plant.IntroductionThe Sidbec-Normines pelletizing plant at Port-Cartier, Quebec, is designed to produce six million ton s per year of oxide pellet s. THE present program of increased production of armament and lend-lease material for mechanized war has created a problem for the shops that must do the machining. They have naturally turned to the steel producers to provide them with a steel that can be accurately machined with the greatest possible speed. The adding of sulphur to steel as an aid to machinability has long been practiced; however, it may cause red shortness in rolling and may result in billets with seams and cracks, which must be removed before rolling can be continued. This conditioning of billets slows down production and adds to the cost of making steel. Experience with various grades of sulphur steel made to different specifications has shown that Bessemer sulphur steels roll better than similar grades made in the open hearth, and also that low-carbon steels that are open or semi-killed as tapped roll better than completely deoxidized or killed steels. This has led to the belief that oxygen plays an important part in the rolling qualities of sulphur-bearing steels. It is generally held that the red shortness of sulphur steels is due to the low melting point of the sulphide compounds that separate out at the grain boundaries when the steel solidifies. At the rolling temperature of steel these sulphide compounds melt and cause cracking. ADDING SULPHUR AS A SULPHITE These difficulties can be avoided if sulphur is introduced into the steel by means of an anhydrous sulphite, such as sodium sulphite or sodium bisulphite, which-upon decomposition-forms sulphur dioxide. It is assumed that, in this case, the oxygen of the sulphur dioxide forms part of the sulphide inclusions in the steel, and raises their solidification temperature enough so that the formation in the steel of a low-melting eutectic is prevented. The result is the prevention of hot shortness and a more uniform distribution of inclusions. Fig, I shows photomicrographs of steels made with sulphur, while Fig, 2 illustrates the structure of steels made with sodium bisulphite. These samples were cut from the steels as cast-that is, before rolling and were polished and lightly etched to bring out the grain boundaries. Fig. I shows that sulphide inclusions segregate more or less at the grain boundaries, and it can be seen how the continuity of these low-melting inclusions would cause red shortness. Fig. 2 shows that the sulphide inclusions are more or less uniformly distributed throughout the matrix. This arrangement of inclusions has no apparent effect on the rolling qualities of a steel. This statement has been substantiated by the observation of the rolling of over 6000 tons of steel made with a sulphite addition. Companies mining for coal, oil shale, and minerals in the western US must often complete extensive geotechnical studies to satisfy federal and state regulations. The modern mining process is further complicated by the legal problems and liabilities associated with mineral rights and land leasing. Yet the study of water rights-unique to the West is often incomplete or ignored until the latter stages of mine planning. Water rights in the West are not adequately understood by many mining companies and their geotechnical consultants. Some firms, headquartered outside the western US, have not had to contend with the water supply problems of a semi-arid region. Water problems encountered by eastern mining companies, for example, are primarily water quality, drainage, and flood control. Even when water quantity is a problem in these areas, ownership and/or use of it is governed by entirely different legal and administrative concepts than in the West. Both legal and engineering issues have to be considered when studying western water rights. Legal issues, such as existence and title, must be addressed to insure that a particular water right is properly established and maintained. The exercise of a water right, however, often requires engineering analyses that focus on preventing injury to the properly established water rights of others.

In 1997 Chile was the world's largest copper mine producer with around 3.4 million metric tomes of copper. Conventional technology (conminution-flotation- smelting-converting-electrorefining) for copper sulfide ores was used. For copper oxidized ores hydrometallurgical processes (heap leaching-solvent extraction- electrowinning) were employed. Consequently, the most important waste effluents include flotation tailings, gaseous emissions, smelter slags, acidic and alkaline wastewater, electrolytic sludges, solid residues from leaching, etc. The introduction of stricter environmental regulations are forcing the Chilean industry to minimise the generation of waste and promote cleaner production. Gas emissions such as SO2 and arsenic from smelters and process wastewater are the major problems at this stage. The environmental impact assessment of gas emissions in all six largest smelters namely Chuquicamata, Caletones, Potrenllos, Ventanas, Paipote and Chagres led to design a "decontamination plan." The implementation of this plan resulted in (i) the installation of sulfuric acid plants for SO2 abatement and (ii) the installation of electrostatic precipitators to remove arsenic oxides condensed from cooling gases. The aim of this paper is (i) to describe the type of waste associated to the various stages of the metallurgical processes and (ii) review the main abatement technologies used in medium and large size companies.

INTRODUCTIONDuring the past few years there has been considerable interest in developing the so-called direct reduction processes for treating iron oxides. The various methods proposed were recently reviewed by Scortecci and Palazzi (1960).In particular the application of fluidized bed techniques received considerable attention and, on first examination, this seems to be the ideal method 'of dealing with fine iron oxides. Several difficulties (e.g. product agglomeration) require the method to be investigated further before its potentialities can be fully assessed.PROPOSED FLUIDIZED BED REDUCTION PROCESSESBrassert and De Jahn (1951) were among the earliest to suggest the use of fluidized beds for the reduction of iron ore to metallic iron. Their patent was followed by many others proposing similar concepts, mainly from Lewis (1955), Ogorzaly (19.56), Shipley (1956), Agarwal (1960'), Osborn (1958), Texaco Development Corporation (1956) and Stelling (1957).The H-iron process (Squires and J ohnson, 1957; Lubker and Bruland, 1960) is the only scheme that has been an economic success. CUSHMAN, Middletown, Ohio (written discussion*).¬ This subject is one to which I have given much thought and study and which I have frequently discussed informally with Mr. Cain and others. I have long been convinced that the gaseous elements, either combined or entrained (occluded), in steel play a much more important role than is ordinarily admitted. This is probably due to the difficulties encountered in the accurate quantitative estimation of gases, some of which Mr. Cain has referred to, as well as to the fact that, considered from the weight-percentage basis, gas content is measurable only in hundredths or even thousandths of 1 per cent. Volumetrically, however, the results ob-tained by modern research are startling, to say the least. Baraduc-Muller,1 as cited by Mr. Cain, pumped out of 1000-lb. ingots of basic Bessemer steel 2100 l. of gas. or about 75 cu. ft., at normal temperature and pressure, per ton of steel. In other words, we are to understand that Bessemer steel normally carries about fifteen times its own volume of gas. In the conventional approach, the separator feed incremental masses are assumed to be concentrated at the midpoints of the density or size intervals and subjected to a model partition function. The resulting separation predictions would change if the locations of the incremental masses were changed. As a result. the predicted results depend on the choice of locations where the feed incremental masses are concentrated in the density or size intervals. A technique that utilizes the cumulative-mass-distribution of the circuit feed and the derivative of the partition (separation) function relative to density or size variables is proposed. The proposed technique eliminates the dependency of the predictions on choice of where the feed incremental masses are concentrated within the density or size intervals. Since the proposed technique is based on the cumulative masses at the upper limits of the density or size intervals, the technique produces a single prediction whereas the existing techniques produce predictions that depend on where the incremental masses are concentrated. In fact, it has been demonstrated that the existing conventional technique, in which the incremental masses are concentrated at the midpoints of the density or size intervals, is a first-order approximation of the technique proposed.

The recovery of apatite from the phoscorite ores occurring in the Transvaal, Republic of South Africa, involves a flotation process that is particularly difficult to characterize from a fundamental point of view. However, the reagents used, (tall oil fatty acid, nonylphenyltetraglycol ether, sodium silicate, and sodium hydroxide) can successfully bring about a separation of apatite from dolomitic calcite, which is the most troublesome gangue component. Recently, it has been demonstrated with some flotation feeds that the addition of certain polysaccharides can improve the flotation significantly. It has been shown that the metallurgy obtained is closely linked to the nature of the froth, and this, in turn, is influenced, often dramatically, by the presence or absence of certain of the reagents. The character of the froth depends less on the inherent frothing ability of these reagents than on the presence or absence of fine mineral particles in the froth, and on their surface characteristics and state of aggregation. The polyglycol ether and the polysacchar- ides have been shown to affect these properties, and it is suggested that a major function of these reagents is to modulate the properties of the fine particles in the pulp, thereby changing the character of the froth and giving rise to improved results.

INTRODUCTION R&D activities are needed, at a minimum, for a company's competitive survival followed in importance by the growth and diversification of the company. For most industrial companies, however, R&D is the business area that has been the most difficult relative to confident long-range financial commitments and effective control and relative to its value as a long-term investment. Investors look not only at the current profitability of the company but increasingly at the plans, actions, and quality of the personnel in position to improve the market position and profitability of an organization. "The strongest predictor of investment value is the degree of innovation of the 'company.' I believe this is true of both strategic planning and R&D activities." R&D is the lifeblood of a company's future. If this basic premise-R&D for survival and growth-is believed to be true, why is it necessary to "Sell R&D in your organization? My personal experience, in a number of organizations, is that R&D budget is perceived as a business element area that could be delayed or reduced to improve the bottom line during difficult business conditions. I believe the following quote speaks volumes about this subject-"There is only one thing I know for certain about research, and that is it costs money-lots of it." -Unnamed, Hard- headed Financial Executive. A business must make money and be profitable in order to maintain and create jobs, pay taxes, cover working capital and costs of goods sold, and most importantly, create value for its shareholders. The foremost element of selling R&D, therefore, is to consistently demonstrate the R&D group's contribution to the bottom line.

"The electro-deoxidation process for ilmenite concentrate in molten salt was studied by cyclic voltammetry and AC impedance spectroscopy. The results from cyclic voltammetry are consistent with those of AC impedance spectroscopy. The results showed that the electro-deoxidation process for ilmenite concentrate consists of two steps. In the first step, Fe is reduced from the ilmenite concentrate. The second reaction is the decomposition of TiCh. CaTiCh is an intermediate product. At low voltage, the electrochemical reaction is the main step. With the increasing potential, the diffusion of ion is the main rate controlling step for the electro-deoxidation of FeTiO3.IntroductionTitania and titanium-rich products are mainly prepared from ilmenite concentrates (FeTi03), which contain about 40%-60% T1O2 after ore dressing and other physical or chemical processes [1]. At present, the main methods to prepare titania are the sulfuric acid process and the chloride process, but the sulfuric acid process consumes a large amount of sulfuric acid and the materials requirements for the chloride process are strict [2], Since the Electro-Deoxidization in Molten Salt (FFC) method was put forward in 2000, many researchers have successfully extracted the metal and alloys by this method, such as Ti, Cr, Tb, Si, Al-Si, TiV, FeTi, etc. [3-7], FeTi alloy is a typical hydrogen storage material, and because of its favorable properties, the preparation of FeTi alloy has become a hot research topic [7-9]. However, the mechanism of electro-deoxidization has not been studied thoroughly [10-11]. Therefore, in this study, the electro-deoxidation process for titanium concentrate was investigated by electrochemical methods, and the study makes a contribution to improving the current efficiency of the electrolysis."

Let it be emphasized on behalf of the industry that coal opera- . tors, individually and collectively, have given primary consideration to the appointment of a mine or community physician who is charged with the responsibility of caring for the sick and injured. However, it too frequently happens that with the selection or appointment of the camp doctor many operators wash their hands of further responsibility toward the health and the working efficiency of their employees. The coal industry is so organized in most of the coal-producing areas that not only is the health of the individual miner an important production problem but the collective health of the entire mining community is a fundamental operating problem. This is particularly demonstrated when epidemics of communicable diseases attack entire communities, with resultant loss of life and production and general community distress. The problem and responsibility of maintaining high health standards among miners and their families should be given as much consideration as safety, economical production and efficient distribution are given in the successful operation of coal mines. Company Policy In the inauguration or administration of a medical program for a large mining operation or for an individual mine, the first question to be solved is what the company policy is to be with respect to the following factors pertinent to a medical program: 1. On what basis will the company and the employees finance the program ? 2. Should a contract doctor or a full-time doctor on salary be employed ? 3. What measure of service is to be rendered the employee and his family in return for his monthly contribution to the medical program?

Reduce the costs associated with conventional treatment of acid mine water. Approach Conventional treatment of acid mine drainage consists of plants requiring large mixing and aeration tanks, mechanical aerators and large, shallow settling ponds. Such plants are usually very costly to construct, maintain and operate. The Bureau of Mines has developed a simple, low-maintenance, highly efficient system to treat acid mine drainage which mixes, aerates, and neutralizes mine water Simultaneously in the existing discharge pipeline by using the pressure generated by the deep mine discharge pumps. The mixing and aeration action of the in-line system significantly increases oxidation rates of ferrous iron. Iron and manganese are removed, even at near neutral pH levels, due to the high efficiency of this system. How It Works The In-line Aeration and Treatment System (ILS) consists of two commercially available components, a jet pump (ejector) and a static mixer. The jet pump is simply a nozzle that converts water, already under pressure, into a high-velocity stream that entrains air by Venturi action. If neutralization is required, sodium hydroxide or lime is added along with the air at the Venturi opening. The aerated and neutralized water then enters the static mixer, which is a length of internally spiralled pipe that mixes air and water together. The two components, which are both about 8 feet in length, replace the last section of discharge pipe at a point before the mine water is emptied into a pond. Along with the settling pond, these components treat the water so that it meets discharge criteria. The system has been used at surface drainage treatment facilities as well, but in such use a pump is required to provide the necessary pressure drop across the Venturi opening.

The presence of iron in base metal leach solutions complicates nickel and copper recovery processes. Leach solutions are commonly purified by precipitating iron as hematite, jarosite or goethite. Fast oxidation of ferrous to ferric is an important step to remove iron by precipitation at low pH values. This study reviews the ferrous oxidation mechanism and reaction rates in chloride media using molecular oxygen. This work contributes to the development of a better understanding of iron precipitation processing steps, which continues to be an important matter in hydrometallurgy. The specific objectives were to investigate (1) the effect of key process variables (acid concentration, copper concentration, and temperature) on the rate and extent of ferrous oxidation by dissolved oxygen and (2) the oxidation mechanism by varying chloride and hydrogen ion concentrations separately. Batch oxidation tests were performed using synthetic chloride solutions containing 45 g/L Fe and 3 g/L Ni at 50 and 80°C, dissolved Cu concentrations (0.3 to 3 g/L) and HCl concentrations (2 to 4.6 M). Regression analysis indicated that the significance of the effect of different variables on the extent of oxidation achieved after five hours decreased in the following order: HCl concentration > Cu concentration > temperature. Increasing the HCl concentration from 4 M to 4.6 M caused the degree of oxidation achieved after two hours to increase from 58.3% to 98.1%. The catalytic effect of dissolved copper on ferrous oxidation was more significant at low acid concentrations. Experimental data suggest that rapid oxidation of ferrous is possible at high HCl concentrations for two main reasons. First, the formation of ferrous chloride complexes allows ferrous oxidation to proceed without the formation of superoxide as an intermediate product (the rate limiting step in dilute acid solutions). Second, the formation of ferric chloride complexes stabilises the oxidation product.

"Mass stabilization (MS) is a ground improvement technique that can prepare areas of low bearing strength soil for subsequent infrastructure development. The technique involves mixing binding agents such as portland cement, fly ash, slag, or lime into the subject soil while the soil remains in-place (insitu). The binders “cement” the soil grains together to form a cement modified soil or a soil cement. The MS-treated area now has improved bearing capacity to support infrastructure or to prevent movement of the material such as landslides.The same insitu soil mixing technique can be used to address contaminated areas. Binders or reagents are mixed into soil. The treatment protects human health and the environment by immobilizing hazardous constituents within the treated material. When used for the purpose of environmental remediation the technology is called Insitu Solidification/Stabilization (ISS).Both Mass Stabilization and ISS treatments require laboratory studies to develop a mix design of soil and binder(s) that produce the desired physical and/or chemical properties. The mix design is then transferred into the field. Successful MS and ISS treatments rely on reproduction at full-scale of the mix design and the thorough mixing attained at laboratory scale. Fifty to 70% of the cost of a MS or ISS project is in the cost of the binding agent that is to be mixed into the subject soil. Under-dosing, overdosing, non-thorough mixing, and mixing in the wrong areas all create cost over-runs.This paper will discuss recent innovations in mass stabilization systems that improve the cost effectiveness of the treatment technology. Specialized equipment can impart greater mixing shear thus improving the thoroughness of mixing. Dry powder pressure feeders can conserve the “drying capacity” of binder resulting in higher strengths at lower binder dosages. Global Positioning System (GPS)-based systems can guide the mixing operator for complete mixing coverage. An integrated tracking and feeding system can record that proper dosing and mixing was accomplished and generate construction QA/QC reports for the client.INTRODUCTIONNew or expanding infrastructure projects may encounter areas of low bearing capacity soil or areas where marginal materials such as waste, dredged material, or sediment have been placed. Mass stabilization is a geotechnical method that can be used to improve the bearing capacity or stiffness of soil. Mass stabilization involves mixing binding agents into soil subject to treatment while the soil remains in-place or insitu.Mass stabilization technique can also address contaminated soil therefore, the same technique can be used to attain both civil and environmental engineering goals. In this environmental application the technology is known as insitu solidification/stabilization (ISS). ISS protects human health and the environment by immobilizing hazardous constituents within the treated material."

Metso Minerals Process Technology Asia-Pacific and South America (MMPT) has been working with operations around the world to increase their efficiency through æMine-to-MillÆ or Process Integration and Optimisation (PIO) projects. These projects have delivered significant improvements in mine efficiency, mill throughput and reduced operating costs at mines around the world. The MMPT methodology involves rock characterisation, site auditing, data collection, modelling/simulation and implementation of integrated operating and control strategies on site. This results in significant benefits to the operations û for example, 5 to 20 per cent increases in concentrator throughput have been measured. MMPTÆs rock characterisation utilises simple and inexpensive measurements that can be performed by trained site personnel. The advantage of these measurements is that a large amount of data can be collected in a very short timeframe, as the samples do not require shipping to an outside laboratory. Typically, a PIO project starts with a site visit to perform blasting and process audits, collect high quality data including measurements of run-of-mine fragmentation and survey data around all crushing and grinding circuits. These measurements are combined with rock characterisation and the definition of strength and structure domains to model the complete production chain. Site-specific models of the blast fragmentation, crushing, grinding and flotation processes can then be developed. This proven methodology has applications ranging from greenfield projects to long-standing operations with AG/SAG or conventional grinding circuits. Process improvements can be higher mining productivity, higher mill throughput, decreased overall operating costs and higher flotation or leach recovery. This paper discusses a recent application of PIO conducted at a large open pit operation in South America and emphasises the potential that every operation has to ædo more with what they haveÆ.

Fracture grouting is a particular technique which can be used in soils and rocks with low permeability to increase groutability and penetration rates and to solve some special foundation problems by inducing limited and controlled zones of hydrofracture surrounding the injection source. The present paper describes the basic principles of hydrofracture and its application to grouting in deep foundations, and indicates some recognitions about the mechanisms and effects of fracture grouting.
