The Canadian Explosives Research Laboratory regularly evaluates the properties of commercial explosives for authorization under the Canada Explosives Act. Propagation sensitivity is normally measured using small scale tests. Relating the results in actual mining practice is difficult. In the mining industry, the propagation sensitivity is a measure of the ability of one cartridge to propagate to an adjacent cartridge in a borehole. They may be separated by a gap of in-filling material. As well the propagation sensitivity will be affected by the explosive type, temperature, degree of coupling, cartridge diameter and other factors.

The Pittsburgh Safety and Health Technology Center surveyed MSHA Coal Mine Safety and Health Districts to monitor the implementation of computer based atmospheric monitoring systems (AMS) in underground coal mines. This survey was first completed in 1984, and has been periodically updated with the latest update completed in 1995. The utilization of computer based monitoring systems has steadily increased over the past 12 years, with over 16 percent of all producing underground coal mines using this technology in 1995. This paper discusses the results of the MSHA 1995 AMS Survey.

In 2003, MSHA initiated a survey of the 11 Coal Mine Safety and Health Districts to develop a database for the implementation of Atmospheric Monitoring Systems (AMS) in underground coal mines. Mine operators continue to realize the benefits of improved fire detection capabilities, as the number of mines using the systems, as well as the percentage of mines, continues to increase. Fire detection data and new technology implemented in underground coal mines is discussed as well as regulatory compliance, diesel exhaust considerations and hydrogen interference in carbon monoxide detection.

THE geophysical methods of exploration employed so extensively in mining and petroleum investigations are now being used in civil engineering. Requirements differ from those of mineral ex- ploration and therefore modified techniques have been developed. The civil engineer is primarily interested in the uppermost soil and rock strata. In highway engineering the materials affecting design and construction may be found within 15 or 20 ft of ground surface, and data on soils and rocks is seldom needed for more than a depth of 100 ft even for the heaviest structures.

Recent accelerated exploration efforts in southwest China have progressively quantified the vast phosphate resources in the Yunnan Province. To date, according to Chinese geologists, potential reserves in the province may be on the order of 4 Gt, which would equal the entire US reserve base. Development of this vast reserve is underway at two sites located 60-70 km southwest of Kunming, the provincial capital of Yunnan. The first, the Kunyang open-pit phosphate mine, produces an estimated 1.5 Mt/a of 22-30% P20,5. The other project located north of Kunyang is the Haikou mine, which the Chinese consider a possible 2.0-Mt/a operation. Because average ore grades run 3% less than those of Kunyang, beneficiation will be necessary. While the latter project has been initiated on a small scale, it is basically still on the drawing board. Brown and Root and the US Bureau of Mines are assisting on the project. Both operations are under the direction a regional administration which reports to the Ministry of Chemical Industries in Beijing. Combined production from both mines could represent some 70% of China's future productive capacity. Ore reserves in the region are estimated at 400 Mt by local officials. Geology of the District The phosphates are considered Cambrian in age and rest on a Precambrian dolomite. The Indian Ocean, Chinese geologists say, may have been the original source. The line of deposition stretches on a trend from Vietnam in the southwest, through Yunnan, into Sichuan Province to the northeast. Because the area is considered very stable from a geologic viewpoint, large quantities of phosphate have been deposited and large outcrops are known to occur everywhere in the province, according to Chinese sources. The Kunyang and Haikou ore bodies are thought to be two wings of an anticline with the former the southern portion, and the latter the northern portion. Each ore body strikes on an east-west axis. While there are many localized phosphate operations throughout the province, the Kunyang mine is the premium producer. Kunyang's Mining Development The Kunyang open-pit mine was opened in 1966. During the early years, operations were considered somewhat disorganized. Systematic mine planning and normal operations were not initiated until just two years ago, according to mine management. In 1979, Kunyang finally reached its design capacity of 1.5 Mt/a. The ore body consists of two phosphate beds separated by a band of shale. The top layer of phosphate varies from 4 to 8 m, averaging 6 m. The middle shale layer is 2 in. The third layer, which is not as rich as the top, is approximately 4 m. In the mining industry, conversion of fine particles into a slurry is often part of the normal processing of the ore. Therefore. from a system's point of view, slurry transportation would be considered as a natural alternative, all the way from the working face to the final processing. In underground mines, there is sometimes a considerable inflow of ground water that has to be pumped out. When the mine dewatering installations are integrated with a hydraulic hoisting system, the cost of power needed to pump out the ground water can be excluded from the cost of hoisting, compared with other modes of transporting the solids to the surface. The chief advantage of hydraulic hoisting is that the hoisting capacity can be increased at comparatively low total cost without necessitating the sinking of new shafts. Alternative examples include deepening of the existing mechanical hoisting system, truck, or conveyor belts transport in ramps to the present level. These often become very expensive. The economic effectiveness of hydraulic hoisting and hydraulic design considerations have been discussed by Kostuik (1965) and Sellgren (1985, 1986) for both small shallow mines and large deep underground mines. Objective and scope The objective of this study was to demonstrate the feasibiliy of hydraulic hoisting in hypothetical examples of mine deepening. Underground grinding to a maximum particle size of about 700 um (about 25 mesh) is considered. The pumping of ground ore products with positive displacement plunger or membrane type of pumps at working pressures of up to 15 MPa (2200 psi) is a thoroughly tested technique (Venton, 1986). Hydraulic hoisting system A hydraulic hoisting system is described schematically in Fig. 1. The ore is mined, handled, and crushed conventionally. It is then ground wet underground. The slurry is then temporarily stored in an agitated tank and pumped to an agitated receiving tank on the surface. The ore is then further processed in the concentrator. The capacity of a pipeline is very high. For example, an annual production of 500 Kt (550,000 st) of ore can be handled in a 100-mm-diam (4-in.-diam) pipeline. Systems layout - economic effectiveness Schematic mine layouts are presented that represent situations where hydraulic hoisting often is the most economical alternative. A situation where the ore is trucked to the level of the existing hoisting system is shown in Fig. 2 (following page). With hydraulic hoisting, only a shaft for ventilation, pipe- line, and personnel are needed. In a first phase (Fig. 2). a hydraulic hoisting installation with crushing and grinding units, storage facilities, and pumps has been located at a level of about 400 to 600 m (1310 to 1970 ft) below the surface. SEVERAL attempts have been made to account for the fact that grains in a fully recrystallized metal will coarsen on annealing Two fundamentally different hypotheses have been advanced; with several variations of each. One school considers that the cause of grain growth is the surface energy of the grain boundary The theory of Jeffries1 that grain size and grain size contrast control growth is an example The second school considers the primary cause to be a difference in the lattice energy on either side of the grain boundary The more perfect grains are considered to grow at the expense of their less perfect neighbors, with a decrease in free energy, and a consequent increase in the stability of the system. Burgers2 presents the case for the strain or lattice imperfection theory of grain growth quite completely The latter theory is attractive, since there is no doubt that differences in lattice energy or lattice perfection can cause grain boundary migration A recrystallization nucleus grows for this reason as was beautifully demonstrated by van Arkel and Ploos van Amstel3 Although it is generally stated that grain growth does not precede recrystallization, several workers4,5 have shown that small strains may induce a single crystal in an aggregate to grow, or at least may cause some' grain boundary migration The origin and nature of the imperfections that are considered to be responsible for normal grain growth have never been clearly described, but it is generally agreed that they are a consequence of the difficulty of atomic reorientation in the solid state, and that they do not seriously differ from the type of imperfection that-can be introduced by mechanical deformation An object of the present work was to determine whether the introduction of mechanical deformation would cause grain growth in a specimen which would not otherwise show it under the conditions used It was also planned to determine the effect of such deformation the rate of growth in a specimen which would show - growth in the unstrained condition Recently Maddigan and Blank6 have indicated that slightly strained specimens of alpha brass can undergo considerable growth prior to recrystallization if annealed at low temperatures French7 has reported that at deformations less than 17 pct it is very difficult to detect the beginning of recrystallization in the same material. "Single phase rubidium jarosite was synthesized by precipitation from aqueous solution. X-ray diffraction and SEM-EDS analyses showed that the synthetic rubidium jarosite formed in subspherical particles with an average particle size of about 35 µm. The chemical analysis showed an approximate composition of Rbo9432Fe3(SO4)2 1245(OH)6. The decomposition behaviour of the jarosite in terms of solution pH was thermodynamically modeled using FACTSage by constructing the potential-pH diagram at 298.15 K. The E-pH diagram showed that the decomposition of jarosite leads to goethite (FeOOH) together with Rb+ and SO42- ions. The experimental decomposition of the Rb-jarosite was carried out in alkaline solutions with five different Ca(OH)2 concentrations. The decomposition process showed an ""induction period"" followed y a progressive conversion period where the Rb+ and SO42- ions formed in the aqueous solution. In contrast, calcium was incorporated in the solid residue and iron was transformed into amorphous ferrihydrite. The kinetic analysis showed that this process can be represented by the unreacted-core chemically controlled model. The reaction order with respect to Ca(OH)2 is 0.4342 and the calculated activation energy is 98.70 kJ mol-1. IntroductionJarosite type compounds are hydrous sulfate minerals containing alkalis and ferric ions, MFe3(SO4)2(OH)6, where M can be H3O+· Na+, K+, Rb+, Ag+, NH4 +, Tl+, ½ Pb2+ or ½ Hg2+. Jarosite-type compounds were formed by the natural ""in situ"" oxidation of pyritic ores leading to the replacement of the original iron sulfides and iron oxides (Dutrizac and Kaiman) [1]. The great interest in jarosites is due to its ability to eliminate or diminish the iron concentration of the acid leach solutions produced in the hydrometallurgical zinc process, with relatively low losses of divalent metals such as Zn2+, Cd2+, Cu2+ or Co . However, the losses of the metal values demand a careful study of the conditions under which the jarosite compounds are formed together with their chemical properties."

There is little doubt that the stability of both highwalls and spoil piles is essential to efficient strip mining. Accurate determination of the appropriate geotechnical parameters will pay dividends during mining, but only if the mine operation closely follows the engineering plans which have incorporated These factors. Productivity is invariably higher in mines where failure of highwalls and spoil piles does not occur. This is the result of the reduced rehandle and better working conditions found in stable mines. Control of the waste piles and highwalls also leads to better coal recover since failures can result in the burial of uncovered coal, which is then lost to mining. Safety is an important consideration. The importance of providing a safe working place for employees and of protecting costly mining equipment is hard to overemphasize. For miners, working in areas where instability exists, the degree of hazard involved in their occupation is increased particularly where night operations are involved. It is true, too, that there have been many cases where loading equipment has been buried and severely damaged by failures.

"In today’s fast paced, globally competitive world, reliability and machine uptime are of the utmost importance to a successful operation. Along with these targets more emphasis is being put on cost reduction and decreasing the environmental impact of the overall system. To achieve these goals, automatic lubricators and lubrication systems have been used in many industries for years and are now becoming a common tool in the mining industry as well. These systems are able to provide proper lubrication amounts at the proper times autonomously, helping to keep the machines running smoothly while minimizing the physical support required. Copper mines in the southwest have begun utilizing auto lubrication to avoid mistakes and unplanned shut downs on critical equipment. This paper will describe the engineering behind these products and review case histories where these tools have been successfully utilized in the mining industry. INTRODUCTION In a dirty, dusty, wet environment, where machine uptime is imperative, proper lubrication of bearings is the only way to survive. With the push for cost reduction and mines striving to lower their environmental impact and increase worker safety according to MSHA guidelines, the old lubrication practices have come under scrutiny. It is no longer encouraged or cost effective to have maintenance personal walk from point to point throughout the entire mine pumping a shot of grease into each bearing once per shift. Automatic lubricators and lubrication systems have been on the market for years but recently, as the market focus has changed and technology has developed, the use of these systems has begun to rise in the mining industry. Automatic lubrication systems can be as simple as a single point lubricator lubricating one (1) bearing or a more complex system lubricating numerous bearings. With system design, the automatic lubricator provides a preset amount of grease to a bearing at regular, predetermined intervals. The systems designed to lubricate more than one bearing contain grease pumps of some design and possibly PLC controllers which can be used to remotely adjust and monitor the system. As can be seen in Figure 1, the right amount of lubrication can be achieved much more reliably with automatic lubricators. Depending on application needs, the market now has products to fit almost every wish list. This paper is going to focus on the single point systems that are lower in cost but are still being effective."

One session of the annual meeting of the American Society of Civil Engineers-the first since this society became a Founder society with representation on the Board of the United Engineering Society-was held on Jan. 17, 1917, in the Engineering Societies' Building. Mr. Charles F. Rand, Past-President of this Institute, and President of the United Engineering Society, welcomed the new Founder society in the following words: "As one who has looked forward very earnestly to this clay, and who has made a modest effort in favor of the new arrangements, it is a peculiar satisfaction to be the representative of the Trustees of the United Engineering Society and to welcome you on the occasion of your first meeting in this building in which you now own' a quarter interest. "'As this is your annual meeting, I cannot take your time for extended remarks, yet it seems proper that I should call attention to a few facts respecting the United Engineering Society, with which you are now identified. "The United Engineering Society exists for the purpose of holding the legal title to certain of the property of the societies of Civil, Mining, Mechanical and Electrical Engineers and to act for them in certain matters. "The value of its property, including real estate, the Library and the Reserve and Endowment funds, exceeds two million dollars, all free and clear. "The total membership of the four Founder societies is 29,000 and the membership of associate societies is 23,000, making a grand total of 52,000 engineers who now have headquarters in this building.

"Occupational health programs and their role in improving the quality of working life in the mining industry are discussed. Attention is directed to some problems peculiar to the Canadian mining industry. Factors affecting program development are reviewed, as well as parameters affecting cost-benefit analyses.IntroductionThe quality of working life in the mining industry is a more important consideration than in many other industrial environments because of the very nature of the undertaking. It was a strange paradox of the 1960s that preventive maintenance programs for machinery and equipment were well accepted, whereas the concept of ""preventive people medicine"" was basically ignored. Fortunately, there seems to be a swing toward the development of occupational health programs in many sectors of the business community; however, there is a noticeable lack of consistency and uniformity for thought among the members of the mining industry. The blame for this lack o f progress in the occupational field cannot be entirely attributed to the industry, but must also rest with (for the most part) apathetic and inadequately trained physicians. This latter problem is slowly improving with the growing recognition that a well-planned and executed occupational health program may improve the quality of working life for mining employees and their families.There are a number of factors which relate to occupational health in mining, and its effect on working life quality. Included among these are:1. Community isolation.2. High accident risks.3. Occupational disease risks.4. Production demands and the state of the economy.5. Government regulatory requirements.6. Travel demands.These, and others, reflect on all levels of the mining industry. To examine how these factors can be moderated by an occupational health program, it is necessary to first review the rationale for such a program and some of the costs related to it."

According to the analysis of surface powered haulage accidents involving off-highway haul trucks in openpit mining, the U.S. Mine Safety and Health Administration (MSHA), reported 1,300 fatal accidents from 1990 to 2005. Of these, 163 were considered off-highway truck haulage accidents, and at least 23 involved collisions of an off-highway truck with a neighboring vehicle or a worker on foot (Nieto and Dagdelen, 2006). In general, an average of 18 nonfatal accidents and three fatal accidents occurred in openpit mining per year when equipment backed over the edge of an embankment, stockpile or dump point (Fessak, et al., 2003). The specific problems that need to be solved can be determined by carefully studying the accidents involving haulage trucks (Marrara, et al., 2004). Solutions to haulage truck safety must consider the human factors affecting each task even when engineering solutions seem most appropriate. In surface haulage, human performance becomes a critical issue because of the unusual demand the vehicle?s places on their human operators: ? Roadways and working areas change frequently in mining operations. ? The sheer mass of mining equipment such as trucks requires control inputs (e.g., braking) far in advance of the desired action. ? Rough roads, loading and unloading impacts can subject the driver to dangerous shocks and vibration. ? Visibility is sharply curtailed by the bulk of the vehicle generating large blind spots. All of the above issues can be attributed partially to the lack of visibility (Pyles et al., 2003). Driver visibility and communications are key issues to reduce mining truck accidents. Analysis of fatalities and injuries involving mining equipment demonstrates the need to develop new intervention and control strategies to mitigate the risks associated with mining equipment operation. Ongoing development of these and other new strategies is required to achieve a reduction of injury in the mining industry

Experiments revealed that quartz could not be floated in conductivity water at any pH with a long-chained sulfonate as collector. Various cations, Fe+++, Al+++, Pb++, Mn++, Mg++, Ca++, are shown to function as activators when the pH is such that the cation hydrolyzes. As the solubility product of the various cation-sulfonates was exceeded at the concentrations involved, precipitated cation-hydroxy-sulfonates, e.g. Fe (RSO3)2OH must be functioning as the collector in these systems. A number of interesting and important phenomena were revealed during a study of the response of beryl to sulfonate flotation.' Perhaps the most important observation is the effect of various cations on flotation response. Experiments showed that in the vicinity of pH 3.0, about three ppm Fe+++ increased recovery of leached beryl from about 60 pct to 100 pct, whereas about four ppm Ca+ + reduced the recovery from 60 pct to 2 pct. With the exception of ferric iron, all of the other cations investigated reduced flotation recoveries drastically at this pH. As postulated in the paper Sulfonate Flotation of Beryl,' even with low concentrations of polyvalent cations and sulfonate (on the order of one ppm), cation-sulfonates are precipitated immediately in solution. That is, blueish-white clouds were noted to form after given additions of salts to known solutions of sulfonate. Furthermore, it was also shown that one-hundred-fold more ferric iron than necessary to form the precipitated cloud had to be added to effect complete flotation. In other words, some form of solid ferric sulfonate was found to function as the collector in these systems. The form of the compound was suggested to be Fe(RCO3)2OH and that bonding to the surface occurs through the hydrogen of the hy-droxyl. As the form of this compound was shown to be dependent on the extent of hydrolysis of ferric iron, it is to be expected that ferric iron will be unique in some pH region. Further, if the presence of hydroxyl in the neutral precipitated compound is of primary importance, then other cations should function similarly but at different values of pH, since they will hydrolyze at different concentrations of hydroxyl ion. To determine whether the premise of hydrolysis is correct, the study was extended to quartz systems in the presence of various cations at various values of pH. EXPERIMENTAL MATERIALS AND METHOD Sodium alkyl aryl sulfonate was chosen as the collector for the experimental work. The reagent, sup plied as a courtesy sample by the Shell Chemical Co., has the following physical properties: Physical form Solid — Finely ground Sulfonate content, pct wt 95 to 97 Molecular Weight 450 to 470 Number of carbon atoms in hydrocarbon chain 25 to 30 Melting Point, OF 250 to 260 Solubility Soluble in water with gel formation at concentrations higher than 25 pct by weight sulfonate This particular reagent was chosen because of its high active sulfonate content, long-chain length, and solid form. With the exception of the frother and sulfonate, all other chemicals were of reagent grade quality. Conductivity water was used in the experimental work. This water, made by passing distilled water through an ion exchange column, had an average measured conductivity of one micromho. Experiments were conducted at room temperature in a small glass flotation cell with the following procedure: 1) A redetermined amount of water and salt solution (e.g. CaC12 . 2H2O) were combined and the pH adjusted to a given value. 2) A given amount of sulfonate was added so that final solution volume was 130 cc. 3) One drop of Dow 250 frother was added. 4) Five g of quartz were added and the system conditioned for five minutes. 5) The pH of the system was measured (termed flotation pH).

INTRODUCTION Scope of Work Tins paper represents the results of an investigation of the presence, amounts, and degree of concentration of heavy minerals found in the pulp of the phosphate flotation plant at Peace Valley, Fla., which is operated by the International Minerals and Chemical Corporation of Chicago. In this paper, heavy minerals are those, excepting collophane, that sink in acetylene tetrabromide with a specific gravity of 2.95. Percentages of heavy minerals at several points of the flowsheet and the species of minerals have been determined. Some information as to the screen size of the minerals has been acquired. Previous Work All previous published reports or investigations of the deposits of heavy minerals in Florida have been limited to present beach sands. The mining operations conducted by the Humphreys Gold Corp. about seven miles east of Jacksonville along an ancient shore line have been described in trade journals, but descriptions of the minerals have been lacking. Commercial grades of ilmenite, zircon, and rutile are produced on a large scale. Papers have been published on heavy minerals found on the Florida beaches.I-6 Location "International's" Peace Valley flotation plant is in south-central Polk County, Fla. about eight miles south of Bartow and along the Atlantic Coast Line Railroad. The mine surrounds the plant and includes about 1500 acres of the phosphatic lands in this area. GEOLOGY General Setting All of the rock underlying the area is almost horizontal. The oldest bed exposed is part of the Hawthorn phosphatic limestone of Miocene age. This outcrops in the stream bed of the Peace River about one mile east of the plant. Elsewhere the Hawthorn is covered except where it has been exposed by mining operations. The Bone Valley formation of Pliocene age, which is the phosphatic stratum extensively mined in this area, unconformably overlies the Hawthorn. Resting unconformably upon the Bone Valley formation are Pleistocene (?) terrace deposits of unconsolidated quartz sand which comprise the overburden of the phosphate ore. Stratigraphy Hawthorn formation: "Bedrock" of the pebble phosphate deposits is a cream to white colored, sandy, dense limestone containing varying amounts of small grains and nodules of collophane. Haulage in tunneling operations generally has been done with electric locomotives. As a rule, on short hauls the source of electricity is a storage battery mounted on the locomotive, which, of course, must be removed and recharged periodically. Where the distance from the recharging point to the tunnel face is very long, and where loads are heavy, trolley-driven locomotives are used. Diesel engines have been used in mining and tunneling operations in Europe for a number of years. The recent reports of studies in Belgium1 and by the Bureau of Mines in this country2-4 have indicated the potentialities of this form of power for haulage, mucking, bulldozing and many other underground operations. The hazards attending the use of Diesel engines in more or less closed spaces have long been known. The exhaust constituents that may create a harmful or objectionable environment are carbon monoxide, oxides of nitrogen and sulphur, carbon dioxide, aldehydes and smoke. Lack of precise information regarding the concentration of these gases and the ventilation requirements to reduce them to safe levels has to some extent suppressed their general acceptance in tunneling and mining work. Not until the work of the Bureau of Mines referred to above, and certain experience gained in the construction of the Delaware Aqueduct, ‡ has there been available the requisite information regarding the conditions under which their use may be permitted. This paper concerns itself with the successful operation of Diesel engines underground in the construction of certain parts of the Delaware Aqueduct, and describes the conditions under which Diesel engines have been found to operate with a minimum production of noxious gases. The test data reported were obtained during the operation of Diesel engines over a period of two years.* Studies by the New York State Department or Labor Exhaustive tests were made by the Division of Industrial Hygiene, of the composition of the exhaust gases given off by a Diesel engine mounted on a test block. The satisfactory ventilation of an extensive coal mine is a subject which requires continual attention from all concerned.It must be remembered that a colliery contains many miles of workings, extending in all directions and throughout which noxious gases may be given off either naturally or by oxidation of the coal; fumes from explosives will be produced, dust will be gathered and carried in suspension, and water will be evaporated, producing a high humidity. Hence a considerable quantity of air in movement must be available to provide sufficient oxygen for men and horses, as well as to dilute and sweep away impurities, and maintain a tolerable degree of coolness.To maintain these conditions a modern colliery is divided up from the main ventilation shafts or adits (as the case may be) into a system of main airways, and in the working districts is further subdivided into district splits. To initiate the air movement, large centrifugal fans with a displacement capacity of up to 400,000 cu. ft. of air per minute are installed, generally in drifts off the upcast shaft, or adit, and at the return end of the ventilating circuit. These fans are thus exhausting fans and by producing a region of low density bring the heavier air at the other extremity of the circuit into movement to correct the difference in density, so far as it is not prevented by the frictional resistance of the airways. A flow of air is thus established, and it is obvious that to enable this volume of air to be as great as possible, the frictional resistance of the mine airways should be maintained at the lowest practicable figure. To this end, main airways should be as large as possible, have sides as smooth as practicable, and be straight, any necessary bends being of large radius.REQUIREMENTS OF THE VENTILATION SYSTEMThe New South Wales Coal Mines Regulation Act contains stringent provisions on requirements of the ventilation system. Haulage in tunneling operations generally has been done with electric locomotives. As a rule, on short hauls the source of electricity is a storage battery mounted on the locomotive, which, of course, must be removed and recharged periodically. Where the distance from the recharging point to the tunnel face is very long, and where loads are heavy, trolley-driven locomotives are used. Diesel engines have been used in mining and tunneling operations in Europe for a number of years. The recent reports of studies in Belgium1 and by the Bureau of Mines in this country2-4 have indicated the potentialities of this form of power for haulage, mucking, bulldozing and many other underground operations. The hazards attending the use of Diesel engines in more or less closed spaces have long been known. The exhaust constituents that may create a harmful or objectionable environment are carbon monoxide, oxides of nitrogen and sulphur, carbon dioxide, aldehydes and smoke. Lack of precise information regarding the concentration of these gases and the ventilation requirements to reduce them to safe levels has to some extent suppressed their general acceptance in tunneling and mining work. Not until the work of the Bureau of Mines referred to above, and certain experience gained in the construction of the Delaware Aqueduct, ‡ has there been available the requisite information regarding the conditions under which their use may be permitted. This paper concerns itself with the successful operation of Diesel engines underground in the construction of certain parts of the Delaware Aqueduct, and describes the conditions under which Diesel engines have been found to operate with a minimum production of noxious gases. The test data reported were obtained during the operation of Diesel engines over a period of two years.* Studies by the New York State Department or Labor Exhaustive tests were made by the Division of Industrial Hygiene, of the composition of the exhaust gases given off by a Diesel engine mounted on a test block. THE mining press, as well as certain federal and state bulletins, refer from tine to time to. the relative hazards that attach to loading bituminous coal by hand when compared with the so-called "mechanical loading" process. Much of the coal coming under the head. of hand-loaded coal is won in part by the use of machinery; the coal-cutting machine is in general use, the electric power drill employed to a lesser extent. Therefore it may be said that the principal difference in the process employed, mechanical loading versus hand loading, lies in the fact that some type of loading machine is employed in the mechanical loading process to lift the coal from the face of the room, place or entry, after it is mined, placing it in the pit cars for transport to the tipple. It is a common practice to compute accident records on the basis of tons mined per fatal and per nonfatal accident, disregarding the fact that it is possible to produce by the aid of coal-loading machines the same daily, monthly and annual tonnage with a much smaller force than is required where the coal is all shoveled by hand. Inasmuch as the men who are released by the substitution of machinery for hand labor must find employment elsewhere, suffering some measure of hazard in their new occupation, we are of the opinion that the true relative hazard that attaches to the processes of mechanical loading and hand loading can be determined only by using as the basis of comparison "man shifts worked" or "hours of exposure" experienced per accident. The Union Pacific Coal Co., beginning with the year 1929, undertook to maintain a true record of man shifts worked per compensable accident, giving equal weight to fatal and nonfatal accidents. Accidents lacking sufficient severity to come under the compensable terms of the Workmen's Compensation Act were not included in the compilation, the Act providing that "no compensation, except the expense of medical attention, shall be allowed for the first seven (7) days of disability, unless the incapacity runs beyond the period of twenty-one (21) days,' in which case the compensation shall run from the time of the injury."
