Many ore reserves are harvested by a combination of open pit and underground mining methods. In these cases, there is often material that could be mined by either method, and a choice has to be made. The area containing this material is referred to as the transition zone. Deciding where to finish the open pit and start the underground mine is referred to as the transition problem and it has received some attention in the literature since the 1980s.In this paper, we provide a review of existing approaches to the transition problem encompassing: graph theory-based optimisation employing an opportunity cost approach, heuristics and integer programming. We also present a novel opportunity cost approach, that takes into account a crown pillar, and show how the new approach can be best applied through the unconventional application of an existing mine optimisation tool.CITATION:Whittle, D, Brazil, M, Grossman, P A, Rubinstein, J H and Thomas, D A, 2016. "Without conscious effort and understanding, a number of factors unique to mineral exploration often hinder building sustainability in host communities. These include the episodic and transitory presence of an exploration team in the community and the inherent uncertainty of outcomes— most projects fail from an exploration perspective. Experience in rural communities across Mesoamerica, however, has shown that it is possible to go beyond pragmatic philanthropy and infrastructure improvements to promote positive, sustainable outcomes in communities. Examples are provided of lessons learned and proven practices that improve quality of life and support a strong social license to operate.RÉSUMÉ Sans une compréhension et un effort réfléchis, de nombreux facteurs uniques à l’exploration minérale nuisent souvent à l’établissement d’un développement durable dans les communautés d’accueil. Ces facteurs comprennent la présence épisodique et transitoire d’une équipe d’exploration dans la communauté et l’incertitude inhérente des résultats – la plupart des projets échouent après l’étape de l’exploration. The Sago Mine Disaster, on January 2, 2006, placed renewed focus on several different aspects of safety in the underground coal mining industry. One area which received increased attention since Sago and other underground coal mining events is the concept of Safety Culture. This report describes the results of a pilot Safety Culture Assessment implemented at a small Appalachian underground coal mine, hereafter referred to as the Mine. The purposes of this pilot assessment were to (a) evaluate the feasibility and usefulness of a methodology for assessing safety culture that had previously been developed for use within other industries, (b) to initiate an investigation into the understanding and defining of the existing safety culture of the underground coal mining industry, and (c) provide meaningful and useful recommendations for the participating mine for their consideration in their ongoing quest to enhance their existing safety culture. This pilot assessment was conducted in July 2007. The report provides information regarding the presence or absence of safety culture characteristics within the Mine. Observations regarding the characteristics of the Mine?s safety culture that should be sustained are presented. Areas in need of attention and management focus to improve the Mine?s safety culture are presented as well as recommendations for moving forward. Safety culture characteristics that are important for the existence of a positive safety culture have been identified to include: - Safety is a clearly recognized value in the organization. - Accountability for safety in the organization is clear. - Safety is integrated into all activities in the organization. - A safety leadership process exists in the organization. - Safety culture is learning driven in the organization. - A process for establishing a strong and effective Safety Conscious Work Environment (SCWE) is in place. Performance objectives are associated with each of the safety culture characteristics and particular behaviors and attitudes have been identified that can be measured to evaluate these objectives. Using a methodology originally developed with the support of the U.S. Nuclear Regulatory Commission, an assessment of selected organizational behaviors and attitudes was conducted to evaluate the Mine in terms of these safety culture characteristics and their associated performance objectives. The methodology involves obtaining a variety of quantitative and qualitative information, using multiple data-gathering methods. The information collected is largely based upon the perceptions of the individuals in the organization. The evaluation is a ?point in time? snapshot of the Mine, but cultural beliefs and assumptions do not change quickly. The feasibility and usefulness of the methodology was successfully demonstrated during this pilot assessment. Quality assurance and quality control (or QAQC) plays a key role in safeguarding the level of confidence of the data generated during mineral exploration and mine development, and is also part of the reporting code requirements for resource estimation and reporting, as well as mining investment. Implementation of good policies and working protocols in quality management will result in the generation of reliable information, which is critical for decision-making on the future of the mining project. The use of certified reference materials, i.e., standard, blank, and duplicate samples, proves effective and efficient for ensuring the level of data confidence in terms of precision, accuracy, and sample contamination. This is well demonstrated by the practice of QC in the exploration programme for the chrysotile tailings storage facilities of Havelock Mine, using 1254 samples from 53 drill-holes. Different statistical tools were applied to analyse the assay results from these samples. The outcome substantiates that the QC practice established during the Havelock exploration project is aligned to best practice guidelines in the industry. The resource delineated indicates that the tailings material at Havelock could potentially become a significant source of supply to the global magnesium market.

The proper transfer of roof loads from props and bolts to ribs and pillars can result in appreciable savings. The author shows how to plan such load reduction in underground mines. For openings in bedded rocks, analyzed by simple beam theory, it has been shown that roof loads can be shifted from one support to another.&apos; This transfer is effected by controlling the relative deflection of adjacent supports. If this action is used to reduce loads in the props or bolts and increase them in the ribs or pillars, it could be productive of economies averaging 30 pct. Such savings can be realized by: 1) using smaller artifical supports such as props and bolts, and 2) increasing loads in the rib to induce eventual failure for longwall caving. Since the rib is relatively load-insensitive, it provides a natural load sink. However, caution must be used in applying such permissive deflections, for while the supports are being handled properly, the stresses in the roof itself are very sensitive to such manipulations.1 An underground opening overlain by a relatively thin immediate roof, and a thick main roof, is usually laid out as shown in Fig. 1. The total open span (T) between pillars or ribs is calculated on the basis of the main roof, and the secondary spans (L) on the basis of the immediate roof, so that a complete accounting of the existing loads is made. For this purpose the immediate roof is treated as a uniformly loaded continous beam, which is an indeterminate structure as shown in Fig. 2(A). The term systematic supports places the following two restrictions on the continuous beam: 1) Spans between all supports are equal: uniformity of spans. 2) Loads on all supports (excepting ribs) are equal: uniformity of supports. The usual mode of analysis of such a structure by beam theory is to divide it up into a series of simply supported beams with end moments as shown in Fig. 2(B)2 The problem now is to transfer a maximum roof load to the rib from the span immediately adjacent to it by permitting its support to deflect, and yet not fail the roof. Once this has been done, the load can be equalized on all other supports by permitting further degrees of relative deflection. It is necessary, therefore, to determine an expression for the constant load on each support, and the required deflections, in terms of properties of the roof. For decades, natural fibers have been studied as an economical and environmentally viable alternative to use instead of some types of synthetic fibers, for example fiberglass. To find the best way to make composites, the investigations shall be under various configurations, which is extremely important to understand the potentialities and facilities. To aim the comparison of impact performance of epoxy matrix composites reinforced with ramie fabric, the composites were produced by two different methodologies: under pressure and vacuum. The results show that the composites produced under pressure have greater resistance to both the Charpy and Izod Impact than under vacuum conditions.

This Bureau of Mines report analyzes data on the physical properties of quartzite rock from the Crescent mine, Coeur d?Alene mining district, Kellogg, Idaho, to demonstrate the use of multivariate techniques. After regression, factor, component, cluster, and discriminant analyses are discussed, these techniques are applied to the Crescent mine data. Three appendixes contain some of the required mathematical and statistical detail plus heuristic examples of three multivariate techniques --component, cluster, and discriminant analysis.

The application of various bydrometallurgical, pyrometallurgical and electrochemical processes in the extraction, purification and production of radioactive metals as well as the use of various materials, eg. metals and alloys, ceramics, polymers, etc. in the process, construction and handling equipment in the nuclear industry has generated a large stockpile of radioactively contaminated waste material and scrap metal which can not be directly discarded, recycled or considered for long-term storage due to its volume and potential hazards, without the separation of radionuclides. This paper reviews the emerging methods that have been &apos;investigated and suggested for dealing with some of these wastes&apos; and scrap material. The separation technologies studied for the recovery of radioactive components from the pyrometallurgical and electrochemical processing wastes have been discussed in details with results from some of the recent theoretical and physical modeling work as well as the data obtained? from the actual waste treatment. Specific processes shall be described in terms of its advantages and limitations. These emerging separation technologies are being considered by the US Department of Energy as alternatives for dealing with the issues of environmental management [EMI&apos; and decontamination and decommissioning [D&D].

The U.S. Bureau of Mines operated a 2,000-g (4.4-lb) batch process development unit for recovering platinum-group metals (PGM) from automobile catalysts. Virgin monolith, used pellet, and used monolith catalyst samples were tested. Leaching twice with 1-pct sodium cyanide (NaCN) solution at 1600 C for 1 h dissolved more than 95 pct of the PGM from virgin catalysts and more than 90 pct from used pellet catalysts. More than 85 pct of the PGM was dissolved from used monolith catalysts when a third autoclave step was added. Solid PGM concentrates containing more than 99.8 pct of the dissolved PGM and analyzing greater than 70 pct PGM were recovered by heating the pregnant leach solutions from virgin catalysts to 2500 C and used catalyst to 2750 C for 1 h. The solution after heating contained less than 0.2 ppm. total cyanide. The virgin residues passed the EPA Extraction Procedure Toxicity Test (EP Tox Test), the EPA Toxicity Characteristic Leaching Procedure (TCLP), and the California Waste Extraction Test (WET) for all elements except Ba. Adding sodium sulfate (Na2S04) to the virgin leach residues reduced the amount of Ba dissolved to an acceptable level. The used leach residues passed the EP Tox Test for all elements but failed the WET and TCLP for Pb.

The Bureau of Mines undertook a bench-scale study of three different types of oxidized taconites3 from the Lake Superior district to improve the dispersion-selective flocculation-desliming process for beneficiating these materials. The response-surface contours of the effects of dissolved ionic species in the water and of three dispersion systems on the selective flocculation process were studied. Results of metallurgical data and chemical analyses of the aqueous phase showed that the water quality affects the performance of the selective flocculation process.

With more than 20 major mines extracting copper, gold, coal, molybdenum and lime, Arizona is recognized as one of the better mining jurisdictions, not just in the United States, but in the world. However, that is not to say the road to production is always paved with gold, or in many cases, copper. Earning the license to mine in Arizona is a complex process with years of paperwork and permitting before the first tons of ore are ever processed. Now, get the federal government involved and the process becomes even more complex, and the path to production can become even longer.

The purpose of this Bureau of Mines study of U.S. roof and rib (roof- rib) accident statistics and related accident costs is to define current accident trends (1980-84) associated with fatal and nonfatal roof-rib fall accidents. Data were retrieved from a data base containing all recorded U.S. mining accidents, then sorted and normalized utilizing a computer software program. The statistics indicate that roof-rib accidents have significantly declined in the 5-yr study period. Moreover, they indicate that there have been increases and/or patterns of roof-rib accidents associated with specific mine characteristics, such as seam height, mine size, geographic location, and seasonal variations. Also, roof-rib injury characteristics produced pattern changes involving worker activity, lost workdays, types of injury, and severity of injury. A conservative estimate indicates that there has been a 30% adjusted increase in the cost of a roof-rib accident over the 5-yr study period.

The composition and volume of geothermal fluids in New Zealand offers considerable potential for the extraction of various metals and minerals, as well as being a source of heat energy, steam and gases, and for use in generating electricity. While extracting products from geothermal fluids is technically feasible, positive economics is the key driver for commercial success; however, there is no assessment of this opportunity that identifies simple, cost-effective processing technologies and provides a greater understanding of the economic viability and barriers for implementing such technologies. Treatment of industrial wastewaters generally advances with specific chemical concentration and mass-flow targets, established by National Pollutant Discharge Elimination System (NPDES) permits. Treated discharges must also address toxicity to test and receiving water organisms. Various parameters might need consideration during treatment design and planning, such as the known toxicants, hardness, alkalinity, solids, nutrients, metals in both the dissolved and particulate state, and even flow. Since toxicity is used as a "catch all" regulatory monitoring tool, design of treatment systems should focus on the various factors contributing to toxicity.

"The Griffith Mine is located 200 miles northeast of Winnipeg and is 30 miles south of Red Lake, Ontario. Owned by The Steel Company of Canada Limited and managed by Pickands Mather & Co., it has an annual rated capacity of 1.5 million tons of high-grade iron ore pellets with an analysis of 66.3 per cent iron and 4.5 per cent silica.Development of the mine and construction of the plant got underway in January of 1966 and operations began in February of 1968. The orebodies outcrop on the shore of Bruce lake and run under the lake. The ore in its crude form is a metasedimentary low-grade magnetite and occurs in a highly folded banded formation. The average iron analysis of the crude is 29 per cent and the over-all weight recovery is 32 per cent.In order to mine the portion of the orebody under the lake, the soft varved clay on the lake bottom was hydraulically dredged and a dyke constructed of rock, with till used to provide an impervious seal on the lake side of the dyke, prior to dewatering.Mining is carried out by conventional open-pit tech-niques. Ore dressing is achieved by combining one crushing stage and a two-stage grinding system, with beneficiation by magnetic separation, hydroseparation and flotation. Agglomerating is done with conventional balling drums and pelletizing is carried out in shaft furnaces.Of interest and discussed in detail are the 32-foot autogenous cascade mills ."

Modem mineral exploration and development takes place within a data-rich context underpinned by a wide range of data acquisition, processing and interpretation technologies. This leads to requirements for consistent and explicit methods by which the relative risks - or success probabilities - of exploration programs can be assessed and communicated. Bayesian risk assessment methods are outlined which provide a starting point for this more rigorous approach to exploration investment. &nbsp; Effective governance of information technologies becomes a core function of the modem competitive Board. As such it becomes a component of any business audit and any assessment of the quality and success potential of a company. Limited data however suggest that the average Board may be under-represented in this increasingly critical skill area.

In 1990, the Bureau of Mines (BOM) conducted a mineral investigation of the mines and prospects in the East Mojave National Scenic Area (EMNSA). San Bernardino County. California During field work. BOM identified 701 mines and prospects in EMNSA for which the geology, mineral resources, and mining history were compiled and summarized. Analytical results for 1.188 rock samples collected are tabulated. Total value of identified resources in EMNSA is $5.0 billion. Twenty-four mines and prospects were deemed profitable under current economic conditions. Development could generate considerable economic benefits to San Bernardino County. Potential economic benefits from mining the deposits were evaluated under the following access restrictions for EMNSA: 1) fun access, 2) HR 3460, and 3) S 11/HR 780. Under the full access scenario, cumulative mine revenues are $3.0 billion, cumulative personal earnings at mines and supporting industries are $0.94 billion, and annual jobs at mines and supporting industries are 2,379. Under HR 3460, mine revenues, personal earnings, and annual jobs are $2.9 billion. $0.88 billion, and 2,165, respectively. Under S 11/HR 780, mine revenues, personal earnings, and annual jobs are $1.0 billion, $0.32 billion, and 936, respectively.

The U.S. Bureau of Mines summarized injury data for independent contractor employees working at all locations of coal and metal-nonmetal mines from 1983 through 1990. During the eight years, the greatest contrast in degree of injury between independent contractor and operator employees was in fatalities. From 1983 through 1990, there were 132 independent contractor employee fatalities in the mining industry. In 1988 though, independent contractor employees accounted for nearly one-fourth of all mining fatalities. The fatality incidence rates of independent contractors were consistently higher than those of operators during the eight years. For instance, in 1990, the contractors&apos; rate was twice that of operator employees in coalmining and nearly five times that of operators in metal-nonmetal mining. Three other salient facts highlight the independent contractor employees&apos; fatality injury data during these years. First, 82% of the independent contractor employee fatalities occurred at surface locations. Second, two job classifications?truck driver and equipment operator?represented 37% of the fatalities throughout the 8-year period. And finally, four accident classifications?powered haulage, slips and falls, machinery, and electrical?accounted for 71% of all independent contractor employee fatalities.

Nitro-glycerine is produced by the action of nitric and sulphuric acids on glycerine, and is a heavy liquid of oily appearance, of specific gravity about 1•6, varying from colourless when quite pure to a yellow or brownish yellow. It is of a very sweet taste, and without odour, and is an active poison. Mere handling of it will in most persons induce sickness and headache. It explodes when heated to about 360° F. or from shock, but in small quantities it ignites and burns with some difficulty by the mere contact of flame.
