NATURE endowed the Niagara Frontier with great resources but it was the molding of these resources by the early pioneers that assured its future development. This great industrial district of New York stretches along about fifty miles of shore line on the eastern end of Lake Erie and the Niagara River, embracing the two counties of Erie and Niagara, with the city of Buffalo about in the center. This location at the junction of the eastern end of the Great Lakes and the western boundary of the State, a great focal point of land and water, transportation, guaranteed the development of the Frontier. Although the first white settlers came to this section in 1784, it was not until after the turn of the nineteenth century that real development started. Perhaps the most significant influence in the early days was the completion of the Erie Canal between Buffalo and Albany in 1825. Kaiser Aluminum & Chemical Corporation's (KACC) entrance into the alumina market began in 1946 with the purchase of a small plant in Baton Rouge. Louisiana. Since that time KACC has been involved with the design, construct; on, and operation of many alumina plants around the world. One of these plants is located in Gramercy, Louisiana. The Gramercy Works is a multiplant installation consisting of an alumina plant, a caustic-chlorine plant, a petroleum coke calciner and a fluorochemicals plant. Each of these plants require their own specific environmental control programs to abate pollution. Kaiser has made significant progress through the years on their own initiative in pollution control. But many new challenges have been and continue to be created with the enactment of environmental laws. The 1970 Clean Air Act Amendments, the resurrection of the old "Refuse Act" in 1970 and finally the 1972 Federal Water Pollution Control Act Amendments prompted the formulation of our current philosophy towards the abatement of pollution. Since the formulation of these complicated pieces of legislation, others equally complicated, have come to being. The Federal Insecticide, Fungicide and Rodenticide Act as amended by the Federal Environmental Pesticide Control Act of October, 1972, the Toxic Substances Control Act of 1976, the Solid Waste Disposal and Resource Recovery Act of 1976 and the Safe Drinking Water Act sighed in December of 1974 have all contributed to the challenge for an alumina plant to meet regulatory constraints. However, this paper will only discuss the alumina plant?s environmental programs designed to meet compliance with air and water pollution legislation. At the Gramercy Alumina Plant, over $25 million has been spent for pollution control since 1969. The Gramercy Plant is a prime example of KACC's commitment to meeting the environmental challenge.

An understanding of how health and safety management systems (HSMS) reduce worksite injuries, illnesses and fatalities may be gained in studying the behaviors of health and safety leaders. These leaders bear the accountability for identifying, understanding and managing the risks of a mining operation. More importantly, they have to transfer this knowledge of perception, recognition and response to risks in the mining environment to their workers. The leaders’ efforts to build and maintain a mining operation’s workforce that consistently executes safe work practices may be captured through more than just lagging indicators of health and safety performance. This exploratory study interviewed six leaders in occupations such as site-level safety supervisors, mine superintendents and/or general managers at surface and underground stone, sand and gravel and metal/nonmetal mine sites throughout the United States, with employee populations ranging from 40 to 175. In exploring leaders’ perspectives on how they systematically manage health and safety, examples such as approaches to task training, handling near-miss incidents, identifying future leaders and providing workers with feedback offer insights into how leaders translate their knowledge and management of site-level risks to others.

Exposure to respirable crystalline silica (RCS) can cause serious and irreparable negative health effects, including silicosis and lung cancer. Workers in coal mines have the potential of being exposed to RCS found in dust generated by various mining processes. The silica content of respirable dust in one single mine can vary substantially over both time and location. The current monitoring approach for RCS relies on the use of traditional air sampling followed by laboratory analysis. Results generated using this approach are generally not available for several days to several weeks after sampling, and this delay prevents timely and effective intervention if needed. An alternate analytical method is needed to reduce the time required to quantify the RCS exposure of mine workers. The National Institute for Occupational Safety and Health (NIOSH) has developed a new method using commercially available portable infrared spectrometers for measuring RCS at the end of the sampling shift. This paper will describe the application of the new field-based RCS analytical process for coal mines, including the use of the new method with the existing Coal Mine Dust Personal Sampler Unit. In a case study conducted by NIOSH with a coal mine operator in West Virginia, field-based RCS analysis was completed at a mine site to evaluate the new technique. The RCS analysis results obtained by the field-based method in this case study showed sufficiently strong correlation with results obtained by the MSHA standard laboratory analysis method to allow the mine operator to use the field-based method for evaluating process improvements.

This report describes the preparation characteristics of the three significant coal beds in Greene County, Pa. It is one of a series planned to determine which coals are suitable for the production of metallurgical coke, either as mined or after beneficiation. Over 12.5 million tons of coal was produced in Greene County in 1956, of which approximately 10 million tons was cleaned mechanically in 8 cleaning plants. The Bureau of Mines has estimated that 3.5 billion tons of recoverable coal remained in the county as of January 1, 1954.

I WOULD like to spend a few minutes describing to you the present condition which exists in the oil industry and then point out some aspects of this deplorable situation in which I think petroleum engineers can be helpful. As you know, the oil business at this time is in a very critical condition, .due to the tremendous potential production in excess of current demand. This is a world-wide condition as well as a national problem, as it is estimated that the surplus production available for the market in foreign countries is of about the same proportion as that existing in the United States. Due to the inability within the United States to hold production within the bounds of demand prices have been slumping for the last four years and at this time have reached the point where the sales value of the average barrel of crude oil in the United States, is far below the cost, of production. In addition to the large amount of potential production available for the market in excess of demand we have in storage in the United States about six hundred fifty millions of barrels 'of oil. Unless something can be done to limit the amount of oil coming onto the market to a point well below the demand, which point will permit the reduction of stocks, it looks as though the 'oil business is facing demoralization.

Environmental considerations are a key driver within the marine mining consenting process across different national and international legislative regimes and are critical in shaping the global public perception of the industry. As a result, it is vital that mining companies seeking to operate within marine environments establish a robust understanding of the sensitivities of the seabed environments in which they are active, the impacts of their activities and the ability of the environment to recover from these impacts. The significant risks of failing to do so include an inability to either obtain or maintain operating permits. The risks can be mitigated by the common application of existing seabed biological expertise in baseline assessment and monitoring. The key ingredients of a fit-for-purpose, cost-effective seabed ecological assessment include early consideration of ecological issues within the project life-cycle through undertaking detailed desk-top studies as-wellas the multiple-use of data that have been acquired as a consequence of prospecting processes, with such data including remote acoustic data, seabed imagery and sediment samples. These data can be used to inform the design of robust benthic baseline surveys which provide adequate information on the ecological character of the environment in question and habitats and species of conservation importance - decreasing project risk and increasing the likelihood of securing consent.

Patterns of species colonization, biochemical interaction among species, and competitive phenomena were studied in four reclaimed areas in western North Dakota ranging in age from one to four years after mining, along with a site from a native mixed grass prairie for comparison. Early successional changes in floristic composition and soil chemistry were quantified. The mined sites had been contoured, topsoiled, fertilized and seeded. Despite seeding of agronomic species, initial colonization was by fugitive species; analysis of the seed bank in topsoil showed that the most dominant colonizers immigrate after topsoiling. Of the 95 species encountered, Kuchia scoparia was the most dominant in the first two years following mining. Kochlo had relatively low densities in the first year (50-80 plants m-2), but was robust and attained heights of 88 cm with a biomass of about 400 g m-2 In the second year, the plant densities increased to over 10,000 plants m"2 but the height and biomass were reduced to 15 cm and 90 g m-2. However, during the third and fourth years Kochia density declined and was practically non-existent by the fourth year, while the planted Agropyron grasses had concomitantly increased. Other pioneers like Amaran thus retroflexus, Chenopodlum album, Helianthus annuus, Salsola spp. And Setaria spp. showed a less abrupt but similar decline. Chemical analysis of the soils over the same time period showed decreases in electrical conductivity (E.C.), and in the concentrations of P, Ca, Mg, Na, Li, Sr, and SO4 (due to leaching), while N increased. Field studies were conducted on the competitive relations between the dominant species - Kochia scoparia and Agropyron spp. - during early succession. It was found the Kochia acted as a "nurse" crop for several months during the first year of Agropyron spp. establishment, but then began to shade heavily by late July, thus reducing grass tillering. Field and growth chamber experiments on the intraspecific competition relations of Kochia demonstrated that its density and dry matter production, per plant and per unit area, conformed to several laws of plant population biology. Autotoxicity or the depression in growth of a species by its own degradation compounds, in Kochia, appears to be the main factor causing the decline in its growth. Results from a field experiment indicated that thinning dense second year Kochia stands to the density of first year stands did not alter the growth of Kochia, providing strong evidence for autotoxicity. Similarly, several growth chamber experiments demonstrated that small amounts of decaying Kochia leaves and especially roots were toxic to Kochia growth, but not Melilotus officinalis or Agropyron canlnum, Chemical analysis of the soils and plant tissues indicated nutritional im¬balances as shown by P/Mn and P/Zn ratios may be responsible for autotoxicity. In addition to Kochia, a bioassay experiment showed allelochemics to be important in several other colonizing species. Although our results indicate that later stage species generally have greater toxicities than first year colonizers, autotoxicity in the very initial stages seems to be accentuated by harsh habitat conditions. Several practices (mowing. fire, etc.) are used to manage grasslands. Mowing of the first year erect, annual, colonizing vegetation was shown to be beneficial in the growth and establishment of wheatgrasses after mining in western North Dakota. Plots containing Kochio predominantly were mowed in mid-and late-July, and in mid-August, during the first year of growth after recontouring, replacing topsoil. seeding and fertilizing. It was found the Kochia densities were reduced to two percent of the control and its biomass reduced to less than one-third when the area was mowed in mid-August. On the other hand, wheatgrasses showed increases of 23% in stem density and 860% in biomass production over the controls when mowed in mid-August. The mowing of Kochia just before seed-set apparently reduces interspecific competition between Kochia and Agropyron spp. during the following growing season. The method is highly recommended for use in hastening the establishment of planted grasses.

We send them ahead into the lone 'places-the wilderness, the jungles, the great watery expanses, to build the highways necessary for civilized man. The engineers must deal with Nature, with that mysterious dynamic thing we call "force," with materials. It is their function to direct the human activity necessary to coordinate these forces and material in order to make them serve the needs and aspirations of men. Because of my high conception of the engineering profession I was glad to accept the invitation to address The American Society of Mechanical Engineers to voice my understanding of the possibilities of your work as engineers of industry, and to suggest what seems to me the responsibility of the-engineer to the whole modern industrial system.

"The design/optimization of the pump and cyclones to maximize grinding circuit efficiency first requires a concise understanding of, and clearly defined specifications for, desired grinding circuit performance. Subsequently, the pump and cyclone performances that provide the desired grinding circuit performance can be defined. Once the performance requirements of each process unit are determined, selection of physical equipment parameters that will deliver those performances can be carried out.The Functional Performance Equation shows that there are two distinct efficiencies in closed circuit ball milling. One of these, “Circuit Classification System Efficiency” (CSE), is the fraction of “coarse” material inside the ball mill upon which grinding energy is deliberately expended, versus the remaining fraction of “fines” or finished size material inside the mill, upon which grinding energy is wasted (on over-grinding). The role of the pump and cyclones is to maximize CSE, which is the desired grinding circuit performance. The obtainable target CSE for any given circuit can be estimated, for example, by referring to a plant data base of CSE’s. Design/optimization guidelines then allow us to specify the pump and cyclone performances that will achieve the target CSE.This paper outlines the step-by-step, systematic method of pump and cyclone selection which maximizes CSE. Numerous examples of its successful application are provided.THE FUNCTIONAL PERFORMANCE EQUATIONObservation of the feed and product size distributions going into and discharging from the mill in grinding circuits with low versus high circulating load ratios initially led to the definition of “Circuit Classification System Efficiency” (or CSE, McIvor, 1988a), and subsequently the discovery of the Functional Performance Equation (McIvor, 1988b; McIvor et al, 1992). The CSE is the fraction or percentage of “coarse” (usually in reference to the plus P80) size material inside the mill, versus “fines” or product size material finer than the circuit P80. It can be readily calculated by taking the average of the percentage of said coarse material in the mill feed and mill discharge streams. As this also represents the percentage of the mill energy expended on targeted, coarse size material, it is directly proportional to overall grinding circuit efficiency and production rate. This is all clearly expressed in the Functional Performance Equation for ball milling circuits, for which the derivation has often been presented (e.g. McIvor, 2006)."

This report describes and discusses present-day leaching technology employed to recover copper from low-grade mine and dump materials derived from the exploitation of copper ore deposits in the Western United States. Illustrations of the integral parts of the leaching, precipitation, and recovery operations at several copper-producing companies are presented. Schematic drawings are included to present typical flowsheets of leaching and precipitation operations. Operational problems common to most copper leaching and precipitation plants are discussed. Areas of present and future research to improve leaching techniques are cited.

A cooperative research project supported by the taconite industry and the Minnesota DNR was undertaken to establish quality standards for carboxymethyl cellulose (CMC) based organic binders. The objective of this study was to identify the effect of CMC quality parameters such as degree of substitution, molecular weight, and purity as well as the effect of inorganic extenders such as sodium carbonate on performance. These factors have been evaluated by green-ball testing with two taconite concentrates followed by pot-grate tests. Balling tests with bentonite and Peridur were conducted to provide baseline data. At a constant DS the molecular weight as measured by viscosity had the greatest effect on green-ball drop strength. Dry-ball compression strength was most dependent on CMC addition rate and sodium carbonate content. DS was not found to have a major effect on green-ball quality for medium molecular weight CMC.

"The future of the uranium industry in Canada during the next twenty years will be very dependent on political and social issues on a world scale. Technology, as such, will tend to be of lesser importance. Nonetheless, some technical changes can be anticipated.This paper deals with milling of uranium ore, leaving further processing and nuclear power production to specialists in these fields. An attempt has been made to look at uranium production technology in Canada in relation to that in other countries, and to draw interference regarding future changes that seem probable in the Canadian context. In particular, recent advances in mill equipment are considered.The chemistry of uranium and its relatively low concentration in most ores has been responsible for a completely hydrometallurgical approach to mill processing, and this should continue. In spite of little commercial success to date, pre-concentration of lower grade ores will be researched further in order that these ores can compete with higher grade deposits in Canada.The discovery of the relatively high-grade ores of the Athabasksa region will undoubtedly influence choice of mill processes and equipment. In early June 1986, an underground fire of unknown origin erupted in one of several entries of a coal mine located in southwestern Colorado. For a time, mine personnel aggressively fought the fire. However, control of the fire was later lost. To prevent further damage and reduce the possibility of an explosion, all portals and shafts to the mine were sealed. The mine operator requested the U.S. Bureau of Mines' assistance in obtaining and analyzing mine fire gases taken from sampling ports placed through the mine seals, as well as down boreholes drilled after the fire. This report recounts activities within the first 2 years of the mine being sealed. It includes a description of gases analyzed and mine atmosphere status equations generated from the analyzed gases. The gases were analyzed by chromatography and included standard atmospheric gases as well as higher hydrocarbons that are found in postfire atmospheres. Nine equations were used to evaluate what was occurring within the sealed mine. Following a description of the rationale behind each equation, the 2-year trend is briefly analyzed.

Introduction It is the purpose of this paper to review the subject of roasting as preparation of refractory gold ores and concentrates for cyanidation, with particular reference to operations at the mill of Beattie Gold Mines (Que.), Ltd., Duparquet, Quebec. Two earlier papers relating to the Beattie roasting operations are cited as background to the ? present discussion, and more general reference is made to other publications relating? to geology and metallurgy at Beattie. The Beattie roasting plant was built in 1937 as an addition to the existing flotation and cyanidation plant to permit complete processing of the ore at the mine property. Previously, the flotation concentrate had been cyanided, yielding 70 per cent of the gold values, followed by re-flotation of a concentrate from the cyanide residue. This re-floated residue was shipped to a smelter for recovery of gold values unavailable from direct cyanidation. The roasting plant itself is of interest through application in its design of multiple-hearth roasters and a Cottrell plant for separate recovery of dust and arsenic. In the laboratory and plant studies that accompanied development of the plant into a dependable and efficient working unit have been found principles and ideas applicable to other roasting 'problems. Before enlarging on these aspects relating particularly to the Beattie problems and plant, brief consideration is given to roasting in general.

Information regarding the occurrence and severity of the accidents, the type of equipment involved, the primary and contributing causes, and preventive measures is included. The goal of this report is to provide information that will aid mine operators and safety managers in the recognition of hazards associated with operating mobile mining equipment in an underground mining environment.

An evaluation is presented for a process designed , on the basis of published work , to extract alumina as potassium alum from clay using sulfuric acid and potassium sulfate . The silica residue is separated by filtration . Ferric iron is reduced to ferrous iron , and the alum is crystallized from the solution , leaving the ferrous iron in solution . The alum crystals are separated from the solution and redissolved for feed to autoclave decomposition . In an autoclave the alum is partly decomposed to a basic alum , recovering five - ninths of the sulfuric acid and two - thirds of the potassium sulfate without using an acid plant . The basic alum is decomposed by calcining , and the potassium sulfate is then removed by washing with water . Operating costs for a plant producing 1,000 tons of alumina a day are estimated at $ 96.15 per ton of alumina . The fixed capital cost is estimated at $ 155 million . This process is not competitive under current economic conditions with the production of alumina from bauxite by the Bayer process . Improvement in leaching , basic alum decomposition , and washing could reduce the costs and improve the product which contains some potassium .
