There is a critical need for effective instructional materials at the university level and for an upgrading of mine safety and health in the mining engineering curriculum. A fundamental approach to mine safety and health is recast into the familiar 3 E's: engineering, education, and enforcement, in that order. Each is briefly reviewed and their interdependence emphasized. A unique philosophy for successfully integrating safety and health principles into the mining engineering curriculum is offered. The concept of textbook ?tailoring? is discussed and defended, permitting rapid assemblage and synthesis of existing educational materials. Final recommendations are made for a u, comprehensive approach to mine safety and health education in the undergraduate curriculum.

The objective of this work was to prove repeated loading capacities and investigate the selectivity of physically stabilized algal biomass from Spirulina platensis and Chlorella sp. for the removal and recovery of cobalt, nickel and chromium from laterite heap leach liquors. The testwork was carried out on a bench scale in small glass columns and proved that it was possible to immobilize the biomass on the highly porous surface of pumice stone (kissiris). Nickel and cobalt could be removed from pure aqueous solutions of each metal by the immobilized cyanobacterial biomass. Nickel and also cobalt biosorption was sensitive to the initial solution pH. Cobalt recoveries up to 80% were achieved after 5 loading cycles, from low concentration solutions, at pH 6.0. Nickel removal was complete under the same conditions, whereas chromium sorption was ineffective. Desorption of the metal loaded columns was effected by dilute sulfuric acid. The algal species giving the best adsorption capacities for the metals under consideration was selected for further experimental work with real laterite heap leach solution produced by column leaching. A statistical analysis of all obtained results was conducted using the fraction of metal removed as response. The ratio "mass of metal removed to mass of protein contained in the immobilized cells" was determined as well. The described method might be applicable for recovery of cobalt and nickel from diluted laterite heap leach solutions, such as heap wash waters, or for their removal from waste streams of a hydrometallurgical extraction process.

The transport network in Europe is probably one of the most important systems for the European economy and society. Trans-national transport routes play a vital role in the traffic of goods and the supply of the population. In this respect, critical road infrastructures, like bridges, tunnels or control centres, can have a bottleneck function. Any disturbance of these structures could lead to negative consequences for the population and the economy as a whole.Project SecMan – Security Manual – is a simple four-step procedure for the identification of critical road infrastructures; assessment of these infrastructures regarding various man-made threats and the determination of effective protection measures was developed. These methodologies are summarised and combined into a comprehensive best-practice manual that allows for a trans-national structured and holistic security-risk-management approach for owners and operators of road infrastructures in Europe.Currently no common processes, methodologies or standards exist in Europe regarding the consideration of security relevant events for critical road transport infrastructures, eg tunnels, control centres and bridges. Attacks on the former can have severe short- and long-term effects with high media attention. A trans-national risk management approach would increase the possibilities for prevention as well as mitigation. A trans-national emergency response strategy would increase preparedness, as well as facilitating and accelerating the reaction in the case of an event.The main objective of the project is to develop a practical process for the identification of critical road infrastructures based on generally accepted security aspects. For a study such as this, which summarizes and amalgamates much information collected, compiled, and utilized by the numerous U.S. Bureau of Mines country specialists and branch chiefs for inclusion in the country and regional reports that comprise the five other sections of 1991 Minerals Yearbook-International Review, it is clearly impossible to cite all sources of information used in its presentation, but some recognition is due. Generally speaking, this study and its related detailed studies on countries and areas would be much more difficult, if not impossible, without the efforts of the personnel of national mining and geological agencies throughout the world. Information that they collect, compile, and then publish, either in their own volumes or those of central statistical agencies in their countries, are the foundations on which this work rests. Thus, appreciation is expressed to the multitude of persons employed by these agencies.

This paper summarises the information about current state of eco-environmental problems, geological disaster and mining waste causing during the process of limestone mining. By comparing the management experiences of limestone mines in other countries, management problems in China have been discussed and improved management options have been proposed here. Mining regulations pertaining to the use of diesel engines were solicited from foreign countries with mining operations by the Bureau of Mines. Responses were received from 27 countries; the information received and U.S. regulations were reviewed, and those parts pertaining to the use of diesel engines in underground mining were synopsized according to the following subject categories: types of engines permitted, testing and certification procedures, fuel quality specifications, emission control requirements, procedures and frequency of testing exhaust gases, mine air quality and quantity (ventilation) requirements, procedures for testing mine air quality and quantity, and noise standards. All categories except the types of engines permitted and testing and certification procedures are summarized in tables. Contacts are provided for each country to facilitate inquiries concerning regulation revisions or interpretation.

Those who use electric detonators in firing blasts will be interested in a new electrical testing instrument known as the ‘Blasters’ Friend’, recently devised by the New York Blasting Supply Co. of New York. Owing to the necessarily delicate construction of the platinum wire bridge in the shell of a detonator, it frequently happens that it becomes broken or disconnected; thus destroying the circuit and rendering the detonator worthless. In many cases, misfires and premature explosions are caused by defective detonators. Heretofore, to detect the deficiencies of a detonator before using has been an impossibility, owing to the absence of a testing instrument adapted to the purpose.

Operational monitoring of slope stability can be achieved by space based InSAR monitoring platforms. Natural and man-made rock slopes are monitored using a novel stack-based InSAR method that exploits both persistent point scatterers (PS) as well as coherent distributed scatterers (DS) such as areas of pavement and sparsely vegetated surfaces. The new method, Homogenous Distributed Scatterer (HDS)-InSAR identifies InSAR targets by using adaptive multilooking of statistically homogenous pixel neighbourhoods combined with thresholding the differential temporal coherence of each target candidate with respect to its surroundings. HDS-InSAR preserves PS and therefore forms a direct generalization to our proven DualScale-PSI method. The density of HDS exceeds that of PS by more than an order of magnitude often providing essentially continuous coverage over urban and industrial landscapes featuring a mix of infrastructure with mostly bare soils or rock surfaces. The improved coverage enables better definition of surface motion and underlying geology, which will lead to superior interpretation of the geophysical mechanisms causing the surface deformation, e.g. through improved integration with 3D deformation modeling. We illustrate the performance of our new HDS-InSAR method compared to DualScale-PSI using displacement results from Vancouver, Canada; Bingham mine, USA; and the Palabora mine, South Africa.

"In response to “Arctic Mineral Wealth —Equitable Participation with Aboriginal Landowners – A slow or fast process?”, this author’s impression is one that, to her, seems obvious — this is definitely going to be a slow process. To question this issue seems ridiculous, unless the mining industry is considering following the same patters of the past, thereby adding to the suppression and injustices to which the aboriginals are so accustomed. To make genuine progress, where trust and good communication has been achieved with time as a factor in proceeding, the author feels, without a doubt, that the triangle of industry, government and aboriginals will seriously have to be restructured or eliminated. Anytime you mix government with progress, along with other problems, you are looking at bureaucracy, and that takes time. Issues such as the settlement of land claims have not been resolved, and in all likelihood could take forty years to finalize. Aboriginals have been suppressed for centuries by governments and industries with ethnocentric ideologies, and now that they are in a position to reclaim their lands, attain their own economies and government, and truly secure a wealthy, self-sufficient legacy for their descendants, how can anyone imagine they’ll move quickly? This author also strongly disagrees to some sections of Mr. Wakefeld’s article and will expand on her objections.We question whether aboriginals under-stand the process of mine development. If we encounter an electrical problem in our home, o we not call an electrician without having to learn the trade ourselves? This comparison seems simplistic, but does convey a point. As cited, “there are now over 100 000 aboriginals who have completed post-secondary education.” Are the numbers revealed in Mr. Wakefeld’s paper there to scare us? Is he suggesting that without the industry’s haste, the aboriginal’s new found intelligence could pose a problem to the mineral explorer. While it is true that not all are highly educated, the aboriginals have specialists in market fluctuations, feasibility studies and the needed skills. They have specialists, such as their representative organization of COPE 1984, (the Committee for Original People’s Entitlement), who under-stand their cultures, language and desires. Their education should expedite the negotiations and end the power struggles equitably. Aboriginal people are not stupid. Once they have reason to be proud, regain their communities and know the direction that they’re headed, their self-determination will return."

"The Metropolitan Water Reclamation District of Greater Chicago (MWRDGC) owns and operates the Tunnel and Reservoir Plan (TARP) system which was adopted in 1972. TARP is a network of 110 miles of deep tunnels and ultimately 3 large reservoirs to combat waterway pollution and flooding within a 350 square mile area served by combined sewers. The original TARP concept included additional tunnels to convey CSOs from the largest storms to the reservoirs. With the initial TARP tunnels complete and the reservoirs nearing completion, MWRDGC commissioned hydraulic and hydrologic modeling studies to analyze the benefits of additional conveyance tunnels. These updated studies optimized the configuration of additional tunnels considering integration with potential future local sewer system upgrades. The alternatives considered several routes of 25, 30, and 35 foot diameter tunnels, ranging from 10 to 18 miles. Alternatives were analyzed based on projected reductions to basement flooding compared to the relative costs. TUNNEL AND RESERVOIR PLAN After World War II the Chicagoland area underwent rapid growth and development. With the Metropolitan Water Reclamation District of Greater Chicago's (MWRDGC) service area becoming increasingly impervious, the flat Chicago landscape was increasingly at risk of significant flooding. In the mid and late 1950's, Chicago experienced multiple extreme storm events that had significant impacts on the city and generated the momentum necessary to initiate what would ultimately become one of the world's largest civil works undertakings. In 1957 a Flood Control Coordinating Committee was formed, consisting of representatives of the MWRDGC, Illinois Department of Public Works, Cook County, and the city of Chicago, to review various plans and develop recommendations for a course of action. With more than 50 alternative concepts being identified, the Tunnel and Reservoir Plan (TARP), which itself is a composite of various alternatives, was adopted the by the Metropolitan Water Reclamation District of Greater Chicago (MWRDGC) in 1972. The need to adopt a long term plan was further influenced by the Clean Water Act, which was enacted only 8 days prior."

An improved method for preparing gravimetric standard gas mixtures of helium-4 in nitrogen has been developed by the U.S. Bureau of Mines. A single-pan 12-kg analytical balance that has a sensitivity of 3 mg is used to prepare the mixture. The balance will accommodate a cylinder having a volume of approximately 4 L that weighs approximately 5 kg. The method has been improved to a precision of ±O.04 pct by performing four successive dilutions, by improved handling of gases in the manifold, and by using an improved analytical method to select high-purity gases.

EVERY producer of crude oil knows what is meant by the Rule or Law of Capture. It means that the ultimate ownership of a migratory substance such as oil is not determined until that substance is reduced to physical possession. Unless, therefore, the producer moves quickly to capture his share from the common pool, he may lose to any neighbor who is drilling and producing more rapidly than he a portion of the oil originally underlying his property. And there is no recourse open to him if his property is so drained. Under this rule it is obvious that the owner of an oil property, if he is to protect his' ownership, must be governed in his development and production policies by the activities of his neighbor rather than by his own business requirements. He must drill as densely and as fast as the other operators in the field or lose part of the oil to which he should be entitled.

"Recent fluid inclusion and stable isotopic studies in the Bousquet mining district have identified spatial and temporal trends in mineralization temperatures and isotopic compositions of vein forming fluids. These studies indicate that mineralizing temperatures were lower during sterile vein formation (T=200-300°C) than during auriferous vein formation (T = 300-400°C), and that 8 80 values of minerals in sterile veins are lower by 1-3 %o than in associated auriferous veins. In addition to these small differences in 8 80 within individual mineralized zones, a trend of increasing 8 80 values of vein minerals is identified from west to east across the district, with 8 80 of vein minerals increasing by4-6%o. Quantitative evaluation of potential causes of the observed oxygen isotopic shifts suggests that the best explanation for these trends is the derivation of the mineralizing fluids from an isotopically inhomogeneous terrain in which the fluid isotopic compositions are controlled by the isotopic compositions of the host lithologies due to high rock/water ratios in these source terrains. This inhomogeneous source terrain is interpreted as consisting of the Blake River Group volcanics (low 8 80 component) and the adjoining Kewagama and Cadillac Group sediments (high 8 80 component).The genesis of the hydrothermal fluids is attributed to crustal heating during metamorphism, with the fluids representing metamorphic dewatering products and/or fluids incorporated during deposition and burial of the host lithologies. Ductile deformation of the fluid source regions impeded fluid migration during metamorphism; the ultimate release of the mineralizing fluids is attributed to the penetration to depth of vertical structures (fault and shear zones) during brittle deformation of the crust under waning metamorphic conditions. Release of fluids caused by this puncturing of the closed hydrologic source regime produced a localized zone of lowered pressure, drawing fluids from adjacent lithologies toward the fault zones, feeding further hydrothermal fluid upwelling. Au mineralization resulted from chemical processes related to cooling of the hydrothermal fluids and/or interaction with lithologies encountered during fluid migration; the level of crust at which Au deposition occurred likely migrated upward with the thermal anomaly caused by hydrothermal fluid upwelling, eventually reaching the level of current exploitation. Cessation of fluid flow along the vertical structures is attributed to inadequate recharge of the hydrothermal systems as fluid contents were depleted in the lithologies proximal to the vertical structures and/or sealing of the structures by mineral deposition."

The U.S. Bureau of Mines investigated the operational characteristics of spliced portable power cables. This research had a dual purpose: (1) to determine the thermal and mechanical performance of repaired trailing cables and compare them with undamaged cables and (2) to gauge the impact of long-term, localized heating on the insulating and jacketing materials contained in cable splice kits accepted or approved by the Mine Safety and Health Administration. The ranges of splice joint resistance and tensile breaking strength were determined from laboratory measurements. The choice of crimping tools affected the strength of the splice under tension. Thermal profiles of energized spliced cables were constructed, which showed that spliced conductor joints operated 5 to 20°C hotter than the intact cable at rated currents. Accelerated life tests of thermally aged samples of splice kit insulation and jacket materials confirmed a deficiency in the thermal rating of the insulating tape. The recommendations in this report may be utilized to revise splice kit design, splice kit approval criteria, and trailing cable loading guidelines. Characterizing the thermal operating limits of spliced trailing cables may help to minimize the associated risks from explosions, fires, personnel burns, and shock.

Introduction The kinetic approach, to understand a process in detail, has been extensively used in the unit operations of many engineering systems. In green pelletization, the kinetic studies have been mainly oriented towards quantifying the growth mechanism (Kapur and Fuerstenau, 1964; Sastry and Fuerstenau, 1977; Capes and Danckwerts, 1965; Kapur and Fuerstenau, 1966; Kapur, 1972) and in a few cases, relating the rate of growth with added liquid content (Kapur and Fuerstenau, 1964; Newitt and Conway-Jones, 1958). Studies on the kinetics of green pelletization, in terms of the order of the kinetics are virtually non-existent. Sastry and Fuerstenau (1970) classified the agglomeration process into "free in-space" (dilute particle system) and "restricted-in¬space" (highly dispersed particle system) and noted that the former is a second-order process while the latter corresponds to a pseudo first-order rate process. The present paper attempts to describe the kinetics of green pelletization, in terms of order of the kinetics, using pyritiferrous shale as the material system. Experimental Pelletization experiments were carried out using -100 mesh pyritiferrous shale, in a laboratory disc pelletizer, at four intervals of pelletization time (15, 20, 25 and 30 min). The green pellets obtained were size analyzed. The size distribution of pellets has generally been represented by a single parameter such as the mean granule diameter, ratio of maximum and minimum pellet diameter, etc. In the present study, the d50 (50% passing size) of pellets has been considered to represent the size distribution of pellet. The control of sulfur dioxide and fly ash in the emissions from coal-fired boilers is a significant segment of the national environ- mental protection program. Developing technologies to accomplish this objective presently emphasize aqueous scrubbing techniques. Should circumstances require aqueous scrubbing for fly ash control only, provision must nevertheless be made to counteract the presence of sulfur dioxide which can create an acidic and potentially corrosive environment. Major technologies for sulfur dioxide control by aqueous scrubbing include, l), recovery processes yielding sulfuric acid or elemental sulfur and 2), throw-away processes which produce a sludge consisting essentially of calcium sulfite or varying amounts of calcium sulfate.1/ Recovery processes are more sophisticated and best suited for locations where there are markets for sulfuric acid or sulfur, or where sludge disposal is an overriding consideration. Throw-away processes are generally less sophisticated but have a problem in that gas scrubbing systems may not operate for practical time periods without failures due to corrosion and to plugging by particulates and precipitates. To overcome this difficulty, some throw-away systems employ an aqueous solution of caustic in the gas scrubbing device to assure maximum water solubility of sulfur compounds, followed by the addition of lime to the scrubbing medium in a system external to the scrubber to produce the throw-away sludge and regenerate the caustic for recycle. Such systems are referred to as double alkali systems.2/

Wastewater treatment systems, both industrial and municipal, produce large quantities of sludge which require disposal. Sludge disposal poses significant environmental liabilities, logistical problems, and economic burdens. Minergy Corporation has developed and implemented several new technologies for the recycling of such high volume wastes as sludge, ash, and foundry sand. These technologies perform mineral recovery from the waste material, converting them into construction material and industrial feed stocks which are inert, marketable products. With a continuously operating processing system installed at the waste source, these technologies reduce handling, eliminate downstream liabilities, and reduce disposal costs.

The thermodynamic model for species distribution in aluminium chloride (AlCl3) and 1-butyl-3- methylimidazolium chloride (BMIC) system was developed. The experimental thermodynamic data, considering a range of aluminium chloride species, such as AlCl4-, Al2Cl7-, Al3Cl10-, Al4Cl13-, and Al2Cl6 were used in developing the model. When the XAlCl3 was in the range of 0 to 0.50, only anion species Cl- and AlCl4- were existing in the solution. As the XAlCl3 value increased more than 0.50, the available anions were Al2Cl7-, Al3Cl10-, Al4Cl13-, and Al2Cl6. Specifically, the concentration of Al2Cl7- increased in the composition range from 0.50 to 0.67 XAlCl3, after which it decreased. This change in the concentration of Al2Cl7- was due to its reaction with excess AlCl3, leading to the formation of Al3Cl10-. The average cathode current density was determined by the electrochemical experiments varying XAlCl3 from 0.50 to 0.71 in the AlCl3:BMIC solutions. The average cathode current density increased as the XAlCl3 increased from 0.50 to 0.67. However, it decreased when the XAlCl3 > 0.67. This trend can be attributed to the electroactive species Al2Cl7-. The Al2Cl7- promotes the reduction rate at the cathode, resulting in an increase in the average cathode current density.

WET processes for the extraction of copper from its ores have of late attracted much attention, especially in Europe, where the use of oupriferous iron-pyrites as a' source of sulphur prevails. These processes present an additional interest, when, as is often the case, the copper-ore's to be treated contain one or both of the precious metals, since the complete separation of these from copper, either in the dry or the moist way, is, as is well known, one of the difficult problems of metallurgy. The principal wet processes hitherto in use for the extraction of copper from its ores, may be included under three classes : I. Those in which the copper in snlphuretted ores is rendered soluble in water by calcining them, after a preliminary roasting which removes the greater part of their sulphur, with a portion of common salt, by which the copper is converted into a chloride (Long-maid and Henderson), or with sulphate of soda, by which sulphate of copper is formed (Monnier). Allied to these is the method by which a portion of the copper is got as soluble sulphate by roasting without addition, a process which is sometimes modified and rendered more complete by re-roasting the lixiviated residues with the addition of a portion of raw sulphuretted ore (Bankart). II. Those methods in which free chlorhydric or sulphuric acid is used to dissolve the copper- from oxidized or roasted ores. These, while simple and efficient, are too costly, except in certain localities where chlorhydric acid is a waste product. Related to them is the plan which consists in exposing the oxidized and moistened ores to the slow action of sulphurous acid mixed with air, by which a soluble sulphate of copper is formed. It has been proposed to decompose the solutions of sulphate or chloride of copper by sulphuretted hydrogen, thus separating the copper as sulphide, and using the liberated acid to dissolve fresh portions of oxidized copper. It is, however, the almost universal practice to throw down the copper from its solutions, however obtained, in the metallic state by the use of iron, either scrap-iron or iron-sponge; although in some instances
