The transport network in Europe is probably one of the most important systems for the European economy and society. Trans-national transport routes play a vital role in the traffic of goods and the supply of the population. In this respect, critical road infrastructures, like bridges, tunnels or control centres, can have a bottleneck function. Any disturbance of these structures could lead to negative consequences for the population and the economy as a whole.Project SecMan – Security Manual – is a simple four-step procedure for the identification of critical road infrastructures; assessment of these infrastructures regarding various man-made threats and the determination of effective protection measures was developed. These methodologies are summarised and combined into a comprehensive best-practice manual that allows for a trans-national structured and holistic security-risk-management approach for owners and operators of road infrastructures in Europe.Currently no common processes, methodologies or standards exist in Europe regarding the consideration of security relevant events for critical road transport infrastructures, eg tunnels, control centres and bridges. Attacks on the former can have severe short- and long-term effects with high media attention. A trans-national risk management approach would increase the possibilities for prevention as well as mitigation. A trans-national emergency response strategy would increase preparedness, as well as facilitating and accelerating the reaction in the case of an event.The main objective of the project is to develop a practical process for the identification of critical road infrastructures based on generally accepted security aspects. Wastewater treatment systems, both industrial and municipal, produce large quantities of sludge which require disposal. Sludge disposal poses significant environmental liabilities, logistical problems, and economic burdens. Minergy Corporation has developed and implemented several new technologies for the recycling of such high volume wastes as sludge, ash, and foundry sand. These technologies perform mineral recovery from the waste material, converting them into construction material and industrial feed stocks which are inert, marketable products. With a continuously operating processing system installed at the waste source, these technologies reduce handling, eliminate downstream liabilities, and reduce disposal costs.

The control of sulfur dioxide and fly ash in the emissions from coal-fired boilers is a significant segment of the national environ- mental protection program. Developing technologies to accomplish this objective presently emphasize aqueous scrubbing techniques. Should circumstances require aqueous scrubbing for fly ash control only, provision must nevertheless be made to counteract the presence of sulfur dioxide which can create an acidic and potentially corrosive environment. Major technologies for sulfur dioxide control by aqueous scrubbing include, l), recovery processes yielding sulfuric acid or elemental sulfur and 2), throw-away processes which produce a sludge consisting essentially of calcium sulfite or varying amounts of calcium sulfate.1/ Recovery processes are more sophisticated and best suited for locations where there are markets for sulfuric acid or sulfur, or where sludge disposal is an overriding consideration. Throw-away processes are generally less sophisticated but have a problem in that gas scrubbing systems may not operate for practical time periods without failures due to corrosion and to plugging by particulates and precipitates. To overcome this difficulty, some throw-away systems employ an aqueous solution of caustic in the gas scrubbing device to assure maximum water solubility of sulfur compounds, followed by the addition of lime to the scrubbing medium in a system external to the scrubber to produce the throw-away sludge and regenerate the caustic for recycle. Such systems are referred to as double alkali systems.2/

The U.S. Bureau of Mines, through an Interagency Agreement with the U.S. Army Tank-Automotive Command (TACOM), has successfully developed a steel expendable pattern casting process (EPC) for the manufacture of armorplate. The new armor is lighter and more ballistically effective than conventional rolled homogeneous armor (RHA), and costs less. An applique armor spinoff from the program was field-tested during the Gulf War. The applique armor withstood direct impacts from enemy munitions without failure.

Today, the coal mining industry is more knowledgeable on the potential negative economic consequences associated with improper management of hazardous substances and various types of solid waste. The practices evaluated during environ-mental audits are discussed and example situations are shared from previous audits of coal mines and analogous situations. The importance of assessing and understanding purchasing, warehousing, safety, maintenance, electrical, operations, and environmental management practices and procedures is highlighted as a key to a successful and practical program. A waste minimization approach is presented including strategies for screening product purchases, product substitutions, and testing and record keeping.

The U.S. Bureau of Mines has designed and built an inexpensive, weatherproof, temperature-controlled cabinet to provide temporary housing for analytical instrumentation. The cabinet consists of an inverted Styrofoam ice chest, an electric fan for air circulation, and a proportional temperature controller equipped with a thermistor sensor and a light bulb as the heater. The cabinet provides a constant-temperature environment for a moisture analyzer and a strip chart recorder when outside temperatures range from -SO to 21° c.

"Recent fluid inclusion and stable isotopic studies in the Bousquet mining district have identified spatial and temporal trends in mineralization temperatures and isotopic compositions of vein forming fluids. These studies indicate that mineralizing temperatures were lower during sterile vein formation (T=200-300°C) than during auriferous vein formation (T = 300-400°C), and that 8 80 values of minerals in sterile veins are lower by 1-3 %o than in associated auriferous veins. In addition to these small differences in 8 80 within individual mineralized zones, a trend of increasing 8 80 values of vein minerals is identified from west to east across the district, with 8 80 of vein minerals increasing by4-6%o. Quantitative evaluation of potential causes of the observed oxygen isotopic shifts suggests that the best explanation for these trends is the derivation of the mineralizing fluids from an isotopically inhomogeneous terrain in which the fluid isotopic compositions are controlled by the isotopic compositions of the host lithologies due to high rock/water ratios in these source terrains. This inhomogeneous source terrain is interpreted as consisting of the Blake River Group volcanics (low 8 80 component) and the adjoining Kewagama and Cadillac Group sediments (high 8 80 component).The genesis of the hydrothermal fluids is attributed to crustal heating during metamorphism, with the fluids representing metamorphic dewatering products and/or fluids incorporated during deposition and burial of the host lithologies. Ductile deformation of the fluid source regions impeded fluid migration during metamorphism; the ultimate release of the mineralizing fluids is attributed to the penetration to depth of vertical structures (fault and shear zones) during brittle deformation of the crust under waning metamorphic conditions. Release of fluids caused by this puncturing of the closed hydrologic source regime produced a localized zone of lowered pressure, drawing fluids from adjacent lithologies toward the fault zones, feeding further hydrothermal fluid upwelling. Au mineralization resulted from chemical processes related to cooling of the hydrothermal fluids and/or interaction with lithologies encountered during fluid migration; the level of crust at which Au deposition occurred likely migrated upward with the thermal anomaly caused by hydrothermal fluid upwelling, eventually reaching the level of current exploitation. Cessation of fluid flow along the vertical structures is attributed to inadequate recharge of the hydrothermal systems as fluid contents were depleted in the lithologies proximal to the vertical structures and/or sealing of the structures by mineral deposition."

Mining regulations pertaining to the use of diesel engines were solicited from foreign countries with mining operations by the Bureau of Mines. Responses were received from 27 countries; the information received and U.S. regulations were reviewed, and those parts pertaining to the use of diesel engines in underground mining were synopsized according to the following subject categories: types of engines permitted, testing and certification procedures, fuel quality specifications, emission control requirements, procedures and frequency of testing exhaust gases, mine air quality and quantity (ventilation) requirements, procedures for testing mine air quality and quantity, and noise standards. All categories except the types of engines permitted and testing and certification procedures are summarized in tables. Contacts are provided for each country to facilitate inquiries concerning regulation revisions or interpretation.

WET processes for the extraction of copper from its ores have of late attracted much attention, especially in Europe, where the use of oupriferous iron-pyrites as a' source of sulphur prevails. These processes present an additional interest, when, as is often the case, the copper-ore's to be treated contain one or both of the precious metals, since the complete separation of these from copper, either in the dry or the moist way, is, as is well known, one of the difficult problems of metallurgy. The principal wet processes hitherto in use for the extraction of copper from its ores, may be included under three classes : I. Those in which the copper in snlphuretted ores is rendered soluble in water by calcining them, after a preliminary roasting which removes the greater part of their sulphur, with a portion of common salt, by which the copper is converted into a chloride (Long-maid and Henderson), or with sulphate of soda, by which sulphate of copper is formed (Monnier). Allied to these is the method by which a portion of the copper is got as soluble sulphate by roasting without addition, a process which is sometimes modified and rendered more complete by re-roasting the lixiviated residues with the addition of a portion of raw sulphuretted ore (Bankart). II. Those methods in which free chlorhydric or sulphuric acid is used to dissolve the copper- from oxidized or roasted ores. These, while simple and efficient, are too costly, except in certain localities where chlorhydric acid is a waste product. Related to them is the plan which consists in exposing the oxidized and moistened ores to the slow action of sulphurous acid mixed with air, by which a soluble sulphate of copper is formed. It has been proposed to decompose the solutions of sulphate or chloride of copper by sulphuretted hydrogen, thus separating the copper as sulphide, and using the liberated acid to dissolve fresh portions of oxidized copper. It is, however, the almost universal practice to throw down the copper from its solutions, however obtained, in the metallic state by the use of iron, either scrap-iron or iron-sponge; although in some instances

The thermodynamic model for species distribution in aluminium chloride (AlCl3) and 1-butyl-3- methylimidazolium chloride (BMIC) system was developed. The experimental thermodynamic data, considering a range of aluminium chloride species, such as AlCl4-, Al2Cl7-, Al3Cl10-, Al4Cl13-, and Al2Cl6 were used in developing the model. When the XAlCl3 was in the range of 0 to 0.50, only anion species Cl- and AlCl4- were existing in the solution. As the XAlCl3 value increased more than 0.50, the available anions were Al2Cl7-, Al3Cl10-, Al4Cl13-, and Al2Cl6. Specifically, the concentration of Al2Cl7- increased in the composition range from 0.50 to 0.67 XAlCl3, after which it decreased. This change in the concentration of Al2Cl7- was due to its reaction with excess AlCl3, leading to the formation of Al3Cl10-. The average cathode current density was determined by the electrochemical experiments varying XAlCl3 from 0.50 to 0.71 in the AlCl3:BMIC solutions. The average cathode current density increased as the XAlCl3 increased from 0.50 to 0.67. However, it decreased when the XAlCl3 > 0.67. This trend can be attributed to the electroactive species Al2Cl7-. The Al2Cl7- promotes the reduction rate at the cathode, resulting in an increase in the average cathode current density.

The U.S. Bureau of Mines investigated column flotation for recovery of a high-grade fluorite (CaF2) concentrate and byproduct concentrates from the Fish Creek fluorite deposit in Eureka County, NY. The recovery scheme consisted of (1) grinding the ore to minus 48 mesh, (2) fluorite rougher and cleaner flotation, (3) desliming the rougher fluorite flotation tailings at 20 Jjm, (4) mica flotation, and (5) silicate rougher flotation. Acid-grade fluorspar, mica, free silica (Si02) sand, and low-grade beryl (Be3Al2S~018) concentrate were produced in a 100 lb/h continuous column flotation unit (CCFU). The highest results achieved were %.6-pct CaF2 recovery in a fIrst cleaner concentrate containing 99.7 pct CaF2. Beryl recovery was as high as 92 pct at a grade of 5.3 pct BeO. The silica sand, which assayed 98 pct Si02, was recovered as the rougher beryl flotation tailings. Collector reagent consumption was reduced 45 pct for fluorite and 58 pet for silicate flotation in comparison with bench-scale conventional flotation. All products were signillcantly improved in both grade and recovery over conventional flotation results, and the recovery scheme was simplifIed by removal of several stages of flotation in the fluorite and silicate flotation steps.

Component failures in the electrical control circuits of mining machines account for a large percentage of the total downtime of the machine, Once a failure has occurred it is always a tedious and usually a time-consuming task to locate the failed component. Moreover, the pressure to quickly locate the cause of a delay can lead to compromises in safety. Thus an onboard diagnostic system, essential for an automated machine, would be a very useful addition to existing machines. This report details U.S. Bureau of Mines development of a generic procedure for synthesizing diagnostic systems for electrical-control-circuit failures in mining machinery. A continuous mining machine is used as the testbed to illustrate the application of the developed methodology. Substantive differences among mining machine control circuits made it impossible to achieve a generic diagnostic system, but a generic approach for the synthesis of the diagnostic system was possible. As the research progressed, it became apparent that an algorithmic approach was better than an expert-system-based implementation. A prototype system was constructed and used to evaluate the diagnostic system. Prototype implementation issues are also examined.

The Bureau of Mines investigated the potential availability of magnesium from 45 properties in market economy countries (MEC's). The 38 significant deposits evaluated have demonstrated resources of approximately 29 billion short tons (st) magnesium-bearing material containing 416 million short tons (MMst) magnesium oxide (MgO). Using data it gathered, the Bureau determined the magnesium production potential for each property including a 15-pct rate of return on invested capital. Total and annual availability assessments for the next 30 yr were completed for magnesium (Mg) metal, deadburned MgO, and caustic calcined MgO. At a January 1984 market price of $1.34/Ib Mg metal, the properties evaluated could economically produce an estimated 13 MMst Mg metal. At a market price of $400/st nonmetal magnesium product, these properties could economically produce 109 MMst deadburned MgO and 43 MMst caustic MgO. These properties could produce approximately 301,000 st Mg metal, 3.0 MMst deadburned MgO, and 430,000 st caustic MgO annually at current full production levels and 1984 market prices until at least the year 2000. Total 1984 MEC production assessed in this study was 153,000 st Mg metal and 4.3 MMst nonmetallic MgO products.

Contributions made by mining have played a much more significant role in the development of civilization than is generally conceded by historians or recognized by ordinary citizens. In modern society, mined products pervade all industry and the lives of all civilized people. Early man relied largely on stone and ceramics, and eventually metals, to fashion tools and weapons. Civilization was advanced by discoveries such as abundant supplies of high-quality flint in northern France and southern England and firesetting to break rock. Middle Eastern cultures flourished not only because of agriculture and trade, but also because of mineral-rich deposits nearby. The earliest miners date back perhaps to 300,000 BC; their quest was for nonmetallic minerals (chert, flint, obsidian) suitable for utensils and eventually for weapons. Other rocks and minerals (ceramics, clay, salt, meteoric iron) attracted the miners for jewelry, cosmetics, construction materials, food seasoning, and coinage. At first, their excavations were confined to the surface, either pits or placers. But by about 40,000 BC, mine workings had been extended underground as short adits or shafts, and by 8000 BC as elaborate interconnected openings 300 ft (90 m) in depth. The dregs is a waste from the cellulose production, and its reuse is an effective way to reduce environmental impacts. Researches have already been done to incorporate it into building materials. The present work aimed at incorporating dregs in the production of mortar to replace hydrated lime. The methodology adopted was the Simplex network with ten sampling points, varying the amount of cement, sand, and dregs. Each mix was submitted to flexural strength, compressive strength, apparent mass density and water absorption by capillarity tests. The results were analyzed by the software Minitab, obtaining the influence of each component in the mixture. The best results were observed in mixes with a higher proportion of cement and less of residue when it was analyzed the flexural and compressive strengths. Larger rates of apparent mass density and water absorption were noticed with a greater amount of dregs. The experimental design also allowed the obtainment of mixture ratios from predetermined values of the tested properties and indicated that the addition of dregs in mortar could be an alternative to civil construction.

Knowledge of the state of stress in the Earth?s crust is very important to the safe and efficient development of underground excavations in mining and civil engineering projects. A number of methods have been developed over the past 40 years to assess the stress field in the rock mass. These range from local estimates derived from compilation of regional stress databases to back-analysis of field observations to dedicated in situ measurements. The Geomechanics Research Centre (GRC) at MIRARCO has a long history of undertaking in situ stress characterization and measurement. In this paper, the stress measurement techniques used by the GRC, including overcoring and undercoring in addition to borehole breakout back-analysis, are briefly reviewed. The limitations and application of each technique for different ground conditions and the challenges involved during the field work and in interpretation of the results are discussed. A successful stress measurement campaign is not limited to acquiring valid local measurement, but must include a careful interpretation and integration of the measurement with other geological and geotechnical context information. Based on our experience, it is suggested that all available stress indicators and data are combined and integrated with the local geological and geomechanical conditions to derive a consistent stress characterization for a given site.

"The use of Ishikawa cause and effect diagrams in an analysis of requirements for improving safety and productivity at Falconbridge's Strathcona Mill is presented. The analysis lead to numerous small improvements being made with the cumulative effect being a significant improvement in both areas.INTRODUCTIONMill management in the 90's involves the major requirements to improve both safety and productivity in the workplace. These objectives, once seen as unrelated or even mutually exclusive, are now accepted as being complementary. Managers, trained either on the job (coming up through the ranks) or in an engineering discipline followed by first and second line supervisory experience are now turning to methods developed in consumer product manufacturing to ensure that all the components are in place to ensure the ore processing facilities are safe and efficient.This paper shows how management at Falconbridge' s Strathcona Mill used the Ishikawa ""fishbone"" diagram ( 1) , a method further developed by Deming(2), to put into place a comprehensive safety and productivity process. The Ishikawa/Deming concept is that no one element or program will itself continually improve a process or service. It is only by examining and then improving all the elements that are involved in the process or service that continuous improvement is obtained. The process was built on the Deming principle of worker ownership where management is the facilitator for putting into place the mechanisms whereby workers can themselves improve the operation. The process is illustrated mainly by examples of the changes made in the hope that these may be of direct help to other operations."

Tin production and export from the Far East are still a long way off from the prewar figures. The Malayan Peninsula, which had a rather good start directly after the war largely because of stock piles found in Singapore and elsewhere, has since been hampered in the rehabilitation of its tin mines and dredging operations by material shortages and, more recently and more severely, by revolts and attacks of communist elements and gangster bands. These hindrances make working in the mines dangerous and form a daily threat against the valuable and highly vulnerable dredges. Contrary to the conditions in Malaya are those on the tin islands of Billiton, Banka, and Singkep-all in the Netherlands East Indies-where the Dutch have re-established peaceful relations with the population. Dutch efforts since the fall of 1945 have been rewarded by continuously increasing production, extension of production facilities, and return of moderate prosperity, complete safety, and all-out co-operation among the population ? native and Chinese ? to the benefit of all concerned.

India does not possess any soluble potash reserves and depends completely on imports. In this study, an attempt has been made to recover potash (K) values from the mica sample employing thermal and mechanical routes followed by leaching. Direct leaching of mica in different lixiviants is found to be ineffective with very low K-dissolution (1–5%). Heat treatment with different fluxes, such as NaCl, NaOH, and CaCl2, is carried out and almost 85% K-values are recovered. Mechanical activation of mica and with different calcium additives is carried out to recover potash values. K is recovered in leach solution in the form of soluble salts, such as K2CO3, K2SO4, and KOH, and leach residue consists mainly of calcium-alumino-silicates. Using mechanical activation with flux, it is possible to recover >95% K-values from mica sample. Mechanical activation with calcium-based flux is found sustainable in the recovery of K-values from mica.
