INTRODUCTION The Japanese dependency for mineral raw materials from foreign sources increased rapidly within the 20 years since the Korean war. During this 20 year period Japan has attempted to industrialize and develop her economy while depending mostly on heavy import of nearly all kinds of mineral raw materials. She has fabricated them using energy generated mostly by mineral fuel that are also imported. Fabricated goods are either used domestically to accelerate more fabrication industry or exported after adding more refinement or fabrication. In this paper iron ore as a major raw material for the Iron and Steel industry, three major base metals, copper, zinc and lead, and petroleum as a major energy source have been selected as examples to represent the general features of various kinds of mineral raw materials that are imported. Among other important mineral commodities for which Japan dependa upon foreign sources are: Aluminium, nickel and cobalt, potash and phosphorous 100 percent dependent and tin, tungusten, chromium and molybdenum over 95 percent dependent. IRON ORE Statistics for the important iron and steel raw materials, namely iron ore, coal and scrap iron are shown in Tables 1, 2 and Fig. 1. Iron ore is by far the most important and basic among these three commodities. There has been practically no steel or iron imported as a metal into Japan during this period. Iron ore, including aggregate such as pellets, and metallurgical coal are mostly transported in large ore cargo boats to the port where very efficient port facilities unload them directly at the steel mill site. The U.S. Bureau of Mines performed experiments to determine the embedded hydrogen chloride (HCI) and smoke particle characteristics during combustion of polyvinyl chloride (PVC) and chlorinated mine materials for development of a test parameter. The experiments were conducted in an approximately 20-L furnace at set furnace temperatures of 250° and 1,000° C, for a 14-min duration, with an airflow through the furnace of 10 L/min. The variables studied, as a function of time, were hydrogen chloride embedded on smoke particles, hydrogen chloride concentrations in the gas phase, smoke particle average diameter (dg) and particle concentration (no), and product of smoke particle diameter and concentration (dgno). Other variables included carbon monoxide (CO), carbon dioxide (CO2), and oxygen (O2) concentrations; sample mass weight loss; and furnace temperatures. Results show that there is a correlation between embedded hydrogen chloride, hydrogen chloride gas concentrations, and inverse of the smoke particle diameter-concentration product (1/dgno); the higher the hydrogen chloride gas concentrations, the higher the embedded hydrogen chloride, the higher the 1/(dgno) values. These correlations will enable development of a simple test parameter to assess the toxic hazard that these materials pose during fire.

This Bureau of Mines study estimates typical capital investments, operating costs, and selling prices for two bituminous coal strip mines in the Eastern and Interior provinces and a subbituminous coal operation in the Northern Great Plains province. The annual productions were based on tonnage required to fuel a 250-million-standard-cubic-foot-per-day, high-Btu gas plant. The annual tonnage for the Eastern province mine is 4.8 million tons; for the Interior province mine, 6.72 million tons; and for the Northern Great Plains province mine, 9.2 million tons. It is assumed that the mines have a 20-year life. Wages and union welfare payments are considered as of December 6, 1974, under the terms of the Bituminous Wage Agreement of 1974, and costs for material and equipment are based on 1975 indexes. Initial capital investment varies: $65,137,900 for the 4.8-million-ton-per-year (MM tpy) mine in the Eastern province, $78,514,600 for the 6.72-MM-tpy mine in the Interior province, and $42,050,100 for the 9.2-MM-tpy mine in the Northern Great Plains province. Total capital investments for the Eastern province mine, the Interior province mine, and the Northern Great Plains province mine are $86,969,900, $109,378,500, and $78,543,500, respectively. Corresponding selling prices for the coal, per ton, are $6.94, $6.03, and $3.39, assuming a 15-percent discounted cash flow rate of return after Federal income taxes. These studies are considered typical for the areas involved. Costs will vary depending on specific locations in these areas.

Waste rock extracted from a mine is typically stored nearby on the surface. Such waste rock piles must be designed to ensure their geotechnical and geochemical stability during the mine operation and after closure. The optimal construction of a pile requires detailed planning. Deposition should involve benches of limited height to control the global slope angle, based on the long term factor of safety. It can also be advantageous to compact the top of each bench and to give the surface an outward inclination to control water flow by limiting infiltration and favoring lateral diversion. When part of the waste rock contains reactive minerals, it is also deemed necessary to use selective placement with the non-reactive portion to prevent direct exposure to natural conditions. The construction must be well documented, and include data from the monitoring program. These and related aspects are presented and discussed in the paper.

This paper provides an overview of the concepts of citations and journal impact factors, and the implications of these metrics for the Journal of the Southern African Institute of Mining and Metallurgy (JSAIMM). Two key research literature databases publish journal impact factors; namely, Web of Science and Scopus. Different equations are used to calculate journal impact factors and care should be exercised when comparing different journals. The JSAIMM has a low impact factor compared with some of the more prestigious journals. It nevertheless compares well with journals serving other mining sectors, such as the Canadian CIM Journal. The problems associated with journal impact factors are discussed. These include questionable editorial practices, the negative impact of this concept on good research, and the problem of a few highly cited papers distorting the journal impact factor. As a consequence, there is growing resistance to the use of journal impact factors to measure research excellence. The San Francisco Declaration on Research Assessment is a global movement striving for an alternative assessment of research quality. As a recommendation, the Editorial Board of the JSAIMM should adopt a pragmatic approach and not alter good journal policies simply to increase the journal impact factor. The focus should remain on publishing excellent quality papers. Marketing of the Journal, the quality of the published papers, and its open access policy should be used to counter the perception that journals with high impact factors are better options in which to publish good research material.

On the first of July, 2012, the Australian GovernmentÆs Clean Energy Act commenced. From this point, a price of $23/t of CO2-e will apply to facilities that trip the liability threshold. This first part of this paper concentrates on the mechanics of the Clean Energy Future legislation and how it will be applied to the mining and mineral processing industry.The second part of this paper contains analysis of the data presented for typical mine operations. Methodologies for constructing a carbon strategy are also presented. This will entail determining what the objectives of the carbon strategy are, and defining what the strategic priorities for a business should be. An action plan to address the risks identified from the Clean Energy Act is also developed as part of the strategy.Details such as the advantages and disadvantages of opting into the carbon price scheme for liquid fuels are shown. The U.S. Bureau of Mines performed experiments to determine the hydrogen cyanide (HCN) concentrations and smoke particle characteristics during the combustion of flexible polyurethane foams and other nitrogen-containing materials, for the development of a test parameter. The experiments were conducted in an approximately 2O-L furnace at set furnace temperatures of 250° and 1,000° C for a 14-min duration, with an airflow through the furnace of 10 L/min. The variables studied as a function of time were the gaseous and aerosol HCN concentrations, the smoke particles average diameter (dg) and particle concentration (no), and the product of the smoke particle diameter and concentration (dgno). Carbon monoxide, carbon dioxide, and oxygen concentrations, sample mass weight loss, and furnace temperatures were also studied; analyses of nitrogen and cyanate content of the material were carried out. Results show that dgno correlates directly with the HCN concentrations, which depend on the nitrogen and cyanate contents of the material.

The reclamation of surface land areas disturbed during the course of coal recovery became a major, universal consideration upon the implementation of the Surface Mining Control and Reclamation Act of 1977. This legislation not only established reclamation as an absolute requirement, but also presented guidelines for reclamation standards and required bond-posting procedures to assure completion of the reclamation process. The Office of Surface Mining was established to enforce the provisions of the Congressional mandate by promulgating specifically detailed regulations and supervising the State participation in this regulatory process. The major operational consequences of the reclamation-related provisions of the Act and the OSM regulations are the increased costs and complex procedures necessary to accommodate the regulatory authorities. It is anticipated that many of these costs and procedures have not been adequately evaluated by either the coal operators or the regulatory bodies. It is, therefore, necessary to proceed with an examination of the general reclamation processes, the effect of these processes on product costs, and the methods, if any, which may be utilized to minimize their impact on the overall operation.

Online analysis of metal content can be used to optimise the grade and recovery of a flotation circuit. Compared to conventional laboratory analyses, the benefit of an online analyser is the speed of the measurement, therefore disturbances (eg changes in feed grade and decrease in recovery) can be reacted to in real time by an operator or automatic process control system. In some cases traditional X-ray fluorescence analysers can be applied to silica analysis in iron ore when the SiO2 grades are high enough and have a negative correlation with iron; however, generally a laser-induced breakdown spectroscopy (LIBS) analyser is more suitable for low Z elements.The Outotec Courier 8® analyser is a LIBS based analyser able to measure elements starting from lithium (Z = 3), thus being able to measure impurities; eg silica and aluminium directly in iron ore slurries. Besides online elemental analysis, the analyser can be combined with optical measurements for rapid continuous measurement of each sample line. "“Classification System Efficiency (CSE)” is a powerful, emerging tool that can be used to increase grinding circuit efficiency. It is defined as the percentage of the ball mill energy being used to grind target, oversize particles. The discovery, validation and current use of CSE, including how it was manipulated, are described through seven plant case studies. These resulted in efficiency improvements ranging from 3 to 30 percent, along with major reductions in over-grinding. The achievable CSE for any given circuit is described. This paper demonstrates both how, and how much, every plant can benefit from increasing grinding circuit CSE.DEFINITIONS: BALL MILL CIRCUIT “CLASSIFICATION SYSTEM EFFICIENCY (CSE)”, “EFFECTIVE MILL GRINDING POWER”: “WASTED/OVER-GRINDING MILL POWER”The closed ball mill circuit is shown in Figure 1. The extreme importance of the circulating load ratio in determining circuit productivity was demonstrated by Davis (1925) and re-published by Guadin (1939), as shown in Figure 2. The circuit production rate increases with increased circulating load ratio, rapidly so at first and continuing to increase more gradually with higher and higher values of circulating load ratio.The underlying cause of this relationship was seen when comparing the ball mill feed and product size distributions from two different ball mill circuits, one with a low circulating load ratio, and one with a high circulating load ratio (Figure 3). While the F80’s and P80’s of these two circuits were close to the same, the mill feed and discharge size distributions were quite different. The ball mill in the circuit with the higher circulating load ratio contained a substantially greater fraction of material coarser than the target P80, as indicated by the respective mill feed and discharge size distributions. This fraction represents the fraction of the mill power being expended on “coarse” (in this case, plus P80 size) material, or the circuit “classification system efficiency.” The “effective mill grinding power” is the total mill power multiplied by the CSE. The compliment of CSE, the remaining fraction of “fines” in the mill, is the fraction of the mill power being wasted, and spent on over-grinding of material already finer than the circuit target product size. Musculoskeletal disorders (MSDs) are a group of painful disorders that affect muscles, tendons, nerves, joints, cartilage, and ligaments. They are a serious problem among the workforce in the United States. In the construction industry, high physically demanding tasks expose construction workers to a number of well recognized MSDs risk factors such as repetitive motion, high force exertion, and awkward body posture. Finding ways to effectively identify and evaluate risks of MSDs can significantly alleviate this problem. To this end, this paper reviews state of practice and research in the assessment of risks of MSDs among construction workers, in which a number of biomechanical models have been developed to evaluate joint and tissue loading with the aid of state-of-the-art remote sensing technologies. Findings from the review reveal that despite the advances in tracking human motion and muscle activities, current remote sensing approaches still involve sophisticated instrumentation and expensive experiment setup. These factors greatly limited the applicability of such approaches in real construction settings. How can we detect and evaluate the construction worker?s MSDs risk in real work environments? In this paper, strategies by utilizing video surveillance systems are presented, to set the stage for addressing the above question and discussing future research in real-time, marker-less, and costeffective MSDs risk assessment.

"Rare earth elements (REE) are essential and unique components of many high-technology products without which functioning of modern society would be greatly impaired. Commercial deposits of REE are limited to a few geographical locations. Largely untapped sources of REE are available in endof- life (EOL) magnets, rechargeable batteries, and electronics. Presently, < 1% of REE in EOL wastes is recycled. Conversion of EOL wastes to liquid streams allows use of IBC’s Molecular Recognition Technology (MRT) process to selectively recover, separate, and purify target REE and associated metals at g/L to mg/L or lower concentration levels. The MRT process together with its applications to separations of REE and associated metals in recycling as well as in mining are described. Economic and environmental advantages of MRT are presented. INTRODUCTIONRare earth elements (REE) include the lanthanide series (La-Lu), Y, and Sc. These elements are not rare, but concentrated minable deposits are scarce (Cordier 2012; Haxel, Hedrick, & Orris, 2002). Over 95 % of the world’s supply of REE is controlled by China (Hanson, 2011a) where they are mined, processed, and the pure elements incorporated into a growing number of consumer and military products. The consumer products are marketed worldwide. Since REE are vitally important in consumer and military products, this situation has caused other nations to scramble to develop the capability to produce their own supply (Cordier, 2012).In the U. S., Molycorp has reopened the Mountain Pass REE mine in California and production has begun (Goldenberg, 2010). Development of a reliable internal source of REE is of high national priority in the U.S. (Hanson, 2011b; Hess, 2012: “Obama Announces”, 2012). These elements have in recent decades been incorporated into new consumer and military products that are essential to our economy and defense. These products range from wind turbines, high performance magnets, hybrid car rechargeable batteries, energy efficient lighting electronics, flat screen televisions, and smart phones to advanced weapons systems (Haxel et al., 2002; Levkowitz & Beauchamp-Mustafaga, 2010)."

"In projects involving resource development and plant optimization, the use of in-mine geophysics can deliver considerable benefit. The value proposition lies in using very high resolution downhole measurements to model process-plant outcomes. The calibration procedure used to convert in-situ physical properties into process engineering parameters is illustrated using two iron ore projects. Data correction was related either to orebody structure or mineral formation. The deliverable from this approach is a series of high-definition sections indicating the variability of ore delivered to a front-end separation plant and parameters for mine scheduling and stockpile design needed for maximum product yield.RÉSUMÉ Dans des projets de développement des ressources et d’optimisation de l’usine, l’utilisation de la géophysique minière peut engendrer des bénéfices considérables. La valeur de la proposition réside dans l’utilisation de diagraphies à très haute résolution afin de modéliser les résultats de l’usine de traitement. This paper is one of a series being prepared by the Bureau of Mines on exploration, development, mining methods and costs at various mines in the United States. It describes such methods at the Lincoln tungsten mine of the Wah Chang Mining Corp., Lincoln County, Nev. The purpose of these reports is to promote development and conservation of our mineral resources by disseminating technologic information on mining methods, practices and costs. The Lincoln mine in Lincoln County, Nev., in the southeastern part of the [tate], was acquired by the Wah Chang Mining Corp., in April 1951. Mining methods and costs are of special interest at this property because of the low costs and good production record achieved through a well planned program of exploration, development, and exploitation. Operations were discontinued in July 1957 after the Federal Government suspended the tungsten purchase program.

After a snap-shot survey of water quality of streams draining various coal measures carried out in 2000 - 2001, West Coast Regional Council expanded its monitoring programme to better establish the condition of streams draining coal mining areas and to characterise the variability of water quality with respect to stream flow. Samples were collected for water quality indicators such as pH, sulphate, turbidity, conductivity, temperature and dissolved oxygen as well as macro-invertebrates, fish and assessments of stream habitat. Water quality sampling was carried out at 27 sites on 21 streams located from Page Stream near Seddonville in the north, to Seven Mile Creek near Dunollie in the South, and to Garvey Creek east of Reefton. There was relatively low variability of pH, conductivity and sulphate concentrations at most of the sites sampled. Conductivity and sulphate concentrations reduced with increasing flow and pH generally increased. Significant effects on macro-invertebrate and fish populations were identified at several of the sites where water quality sampling was undertaken. Of the water quality parameters tested, macro-invertebrates were mostly affected by pH. Although not sampled directly (conductivity was used as a surrogate) heavy metal concentration may explain some of the variation in macro-invertebrate communities. Three creeks affected by mine drainage were sampled for fish and no fish were present. Fish appear to be more sensitive to acid rock drainage that invertebrates. Using data from this survey and other studies conducted in the region, the total length of stream that is actually or highly likely to be adversely affected by acid rock drainage was estimated at 125 km. This figure is useful as a gauge as to the magnitude of the issue in this region and for setting of priorities for remediation. However, as it is only an estimate based on limited sampling sites, it should be used with caution.

Results of the study targeted to development of universal acidic-extraction-precipitation technology for gallium recovery from the sublimates are presented in the paper. This will let to utilize a new non-traditional source for gallium production. Phase composition of gallium containing dust was studied. Forms of gallium in the sublimates were determined. The main form is Ga2O3, however, GaP form is also present in the cottrel dust and Na5Ga3F14 form is present in the dust of aluminum electrolysis. The possibility of gallium concentration was established via secondary pyro-selection of the dust. Kinetics of interaction of dust components with sulfuric acid was studied. The products of the interaction subsequently were leached with water. Optimum conditions for direct leaching with HCl and H2SO4 were determined providing gallium recovery from the cottrel dust and the ash carry outs up to 95 %. Gallium recovery from the primary dust and the secondary dust of aluminum electrolysis was at 52; 64 % and 63; 83 % respectively. Effect of Fe, P, K, Na and Al admixtures for gallium extraction from hydrochloric acid solutions was studied. It was shown that gallium chloride complex (GaCl4-) is extracted into the organic phase from the following acid mixtures: HCl + H2SO4, HCl + H3PO4, HCl + H2SO4 + H3PO4, HCl + HF. Kinetic regularities of gallium extraction in the system (tri butyl phosphate) TBP ? HCl - Ga were studied using diffusion cell method with agitation. Optimum conditions for gallium extraction from complex hydrochloric acid solutions with TBP were found providing 99.9 % recovery and separation coefficient for gallium and iron (III) of more than 25 in one stage. Sodium hydroxide and water were selected as reagents for re-extraction of gallium from the organic phase. Different options for disposal of by-products that are formed in the processing of cottrel dust, ash sublimates and dust of aluminum electrolysis were proposed and tested. For handling rough rock, the shovel-train system is unexcelled. The ideal application is a physically large, but not excessively deep, open-pit mine from which the coarsely blasted ore and waste must be transported distances in excess of three miles. If, in addition, a high production rate is to be maintained, railroad haulage will probably afford a lower cost per ton transportation than will any other haulage method. Relatively gentle grades must be employed- usually 3% for uphill hauls and 4% for downhill hauls. The greater the differences in elevation the greater are the railroad track grade space requirements. By way of illustration, a 3% ramp out of a pit only 300 ft deep must be almost two miles long. Mainline track locations should be selected carefully so that the frequency of movements during the life of the mining operation is minimized. This applies both to ore and to waste haulageways. Such moves are not only expensive but difficult to execute without adversely affecting production rates. The large mine affords greater opportunities for judicious location of semi-permanent trackage.

"This paper discusses how elemental analysis of conveyed bulk flows in real time using PGNAA (Prompt Gamma Neutron Activation Analysis) technology has resulted in significant improvements in advancing plant control in mineral processing operations. PGNAA through belt, full stream, continuous, multi-elemental, real time analysis technology is explained. Capabilities and limitations in plant operating environments are discussed including comparison with other real time, on-line technologies through review of published information available for on-conveyor minerals applications. Case studies include an iron ore and copper-gold company, both of which consider the technology an essential component in advanced plant control necessary in new process flow sheet designs, rather than an optimisation tool.INTRODUCTION Process operators rely on supply of a reasonable ore quality and consistency from the mine. Unfortunately neither the mining nor process operators have much control over the ore quality once it has been put into the crusher. Grade control typically stops once the material is designated as ore and the process plant operator needs to process it irrespective of quality. Plant control is most effective when technologies measure process streams directly and preferably in real time. Measuring sampling streams that are not representative of the primary flow will result in incorrect plant control decisions. Sampling coarse conveyed flows is expensive and impractical at many operations, however, this does not mean those flows cannot be measured. Investigations to find techniques suitable for real time elemental analysis have focussed on the application of known laboratory techniques to process streams. For conveyed applications, development of neutron irradiation techniques were most promising and early studies indicated potential success for bauxite measurement (Beurton et al, 1995). Tran & Evans (2001) concluded there was no equivalent technology to PGNAA in terms of material penetration power and that the technology was eminently suitable for basic industries such as cement. Nelson and Riddle (2003) evaluated PGNAA for possible use in the phosphate industry by using a unit installed in a cement plant to test performance on phosphate samples and ultimately recommended its use for further characterisation of the mine’s various ore types to improve stockpile allocation and grade control"

This paper deals with the determination of hydraulic conductivity of the coastal coralline limestone aquifer of Jeddah, Saudi Arabia. This coastal area has witnessed urban development and establishment of towers which requires deep foundations, excavation and dewatering of huge quantities of unconfined groundwater. It is occupied with successive layers of soft detrital and consolidated massive cavernous coralline limestone of the Quaternary age. These layers are encountered at a depth of 1.5m and extend for more than 100m. Hydraulic conductivity values were obtained by analyzing the pumping tests data under steady and transient state conditions. Hydraulic conductivity values help in selecting the proper and safe dewatering system, as well as determination of discharge rates and quantities of groundwater to be withdrawn. Test results obtained from two surveyed sites showed that the values of hydraulic conductivity are greatly variable. It ranges between 118.1 and 1559.6 m/day at the first site, whereas at the second one it ranges between 94.6 and 350 m/day. These high values are attributed to the cavernous nature of the water-bearing formation. Jeddah city could be divided into three different dewatering zones extending from north to south parallel to the coast line. Well point dewatering system could be applied in the first zone while ditches and sumps are the most suitable dewatering method in the second and third zones. Dewatering using deep wells in such highly permeable formation will require withdrawal of huge quantities of water which will be accompanied by washing out fine sediment filling the cavities in the surrounding areas. This will badly affect the nearby buildings through settlement, crakes and other structural damages. Therefore, construction of grouting plug/blanket with thickness of 3.0 m at a depth of 20.0 m is recommended. This depth will be enough to support the plug against the hydrostatic pressure. Moreover, it is highly recommended to transfer the site into closed box, by using diaphragm walls or secant bored piles.
