"11.1. INTRODUCTIONA royalty is the most common form of interest retained by an owner who is disposing of his property or by a joint venturer who ceases, voluntarily or otherwise, to participate in the joint venture.1 Rarely does a non-participating party have a direct interest in the property and/or assets of a project, except during the period when a non-participating joint venturer may be having his interest diluted.2 In fact, it is most unwise to permit a non-participating party to have such an interest. It may give rise to significant problems that could prevent or substantially delay the development of an orebody and require a considerable amount of time, effort, and money to correct.3In negotiating a royalty, it is important to be aware that there is no law or convention that says, “You just don’t do that in a royalty agreement.” As with any agreement, inventiveness and flexibility on the part of the negotiator are not just assets, but virtual necessities. It is also for this reason that it is essential to read the royalty provisions, particularly the definitions, fully and carefully, especially if you are the recipient. On the other hand, if your inventiveness and flexibility cause your accountant to question the advisability of one of your ideas, pay close attention to him.4 He will, no doubt, have had experience with many royalties, and no competent professional adviser disparages a client’s ideas without good reason. Besides, he will probably be the person who will be determining the royalty or certifying the determination of it. At the very least, he will be auditing your general financial statements, which must, of course, reflect the royalty determination. Heeding his advice not only may make the determination easier but also will probably save you money in professional fees later on. Nevertheless, do not simply accept his comments or recommendations without understanding what they mean, why they have been made with respect to your royalty agreement (sometimes professionals have comments that they make as a matter of course and, even though they may be valid, you should require them to be justified to you), and how they will affect your royalty determination.It is surprising how many corporate payors insist that their standard royalty provisions5 be used as a matter of policy, thereby effectively tying the negotiator’s hands. It is even more surprising, and to professional advisers frightening, how many of the senior employees who insist that such a policy be adhered to, virtually without variation, do not know what is in the standard provisions and would be hard-pressed to explain them to a property owner. If standard provisions are appropriate, by all means use them, but do allow experienced and sensible negotiators some flexibility and make sure that everyone within the corporation who may have to use such provisions – negotiator and supervisor alike – knows what they contain and why they are as they are. For example, there are often good and convincing reasons to describe a deduction in a certain way or to include a certain specific type of deduction. On the other hand, quite often the answer to the question “why?” is that “it has always been there”; this is, or should be, an unacceptable answer. In any event, if you, as the negotiator, appear to know what you are talking about, are familiar and comfortable with your royalty provisions, and are backed up by your boss with the same words or reasoning, a property owner cannot help but be satisfied that you are knowledgeable, even if he still does not agree with your provisions. Finally, if you do use standard provisions, make sure that they are reviewed and updated regularly."

Three Federal programs exist for identifying significant environmental chemicals, including minerals, that should be tested for toxicological effects. Two programs are mandated by law and can lead to industry-funded studies; they are administered by the Environmental Protection Agency and the Agency for Toxic Substances and Disease Registry, respectively. The third is the National Toxicology Program, a Federally-funded testing initiative. This paper summarizes the three programs, describes their similarities and differences, and discusses their applicability to minerals.

DR. BANOWSKY: Thank you very much. That was the shortest introduction that I have had lately, and I didn't have time to get my coat on. But I appreciated it, and I'm delighted to be here with an industry with which 1 feel strong affinity. At the University of Oklahoma we have an energy history. We are a little more currently involved in oil and gas, and those of you who know the history of our state would be aware we have an early coal development back really before the turn of the century in the southeast part of our state what we call Little Dixie. How many of you have spent anytime in Oklahoma or are from the state of Oklahoma? I'm not going to ask how many are from OSU or the University of Colorado. We did send you a football coach here from Oklahoma, and 1 see you have exchanged him. Several of you were only interested in the lobby in asking about our football team this year. 1 would like to go somewhere where we can talk about something besides football. I'm just trying to build a University that our football team can be proud of. We're going to be strong again. 1 can assure you. We've got the best football team money can buy. It's not quite as bad as the college president who called the coach in and said, "Coach we're in trouble, you're losing games and the alumni is very unhappy." "What can we do?" the president asked. The coach said, "Well the football team is flunking the admissions test. We can't get them in with the standard achievement and SAT tests." The president said, "What can we do?" The coach said, "Well the coaching staff has substituted for the American College Test the simple fill in the blank questionnaire." The president said, "Let's use it. We have got to get the team in." The first question was, Old MacDonald had a (-). And a couple of the big tackles were taking it and one of them said, "Hey, what did Old MacDonald have?" His friend said, "Stupid, Old MacDonald had a farm." "Well how do you spell farm?" He said, "Stupid, e i e i 0." Now the gentleman who met me at the registration line from Lakewood, Colorado, was asking me about one of our great big tackles; and he is doing well. We call him Doctor Death; he is also a wrestler and that gentleman said, "1 don't know how bright he is." 1 said, "He is bright enough for our academic tutoring that he is going to get through all right." So I'm delighted to see you and be here with my very dear friend, Carl Terzian. Carl and 1 were in Los Angeles together for 10 or 12 years when I was president of Pepperdine University. He and I are exactly the same age. Born in 1935 and 1 a month or two later in 1936. Fewer children were born in that period than in any other period of time in this century. For those of you who remember anything about that period, you will know why no one was having babies during that period. But Carl called and said, "Bill do you know where Vail, Colorado is?" Well when you live in Oklahoma, you learn where Colorado is in a hurry. 1 not only know this beautiful area, but have made too much of an investment here at a place called Beaver Creek. The real estate is cheap over there. 1 play regularly in the Gerald Ford Invitational Golf Tournament here. Hope you will visit Beaver Creek. It's just 10- 12 miles to the west. The sight of the 1976 winter olympics until the people of Colorado voted them out. And now Vail Associates and I are good Oklahoma families. Bass family, Harry Bass of course, many of you know this story, who is chairman of the Board of Vail Associates, is making quite an investment in that year-round resort area. The current version of the JORC Code was issued in 2004 and since that date the Australian Securities Exchange, in collaboration with JORC, has issued a number of companies? updates to provide guidance on various reporting issues. An interim review will be undertaken during 2010 to meld these updates with the current 2004 Code. This will be followed by a full review during 2010/11 covering all aspects of the Code and focusing particular attention on: ? clauses / guidelines relating to Exploration Results1, exploration targets and the reporting of historical estimates; ? issues relating to the Public Report2, including definition, the requirements for Competent Person sign-off, level of disclosure and mandatory requirements; ? guidance on techniques to quantify resource / reserve estimation uncertainty; ? the level of study required to convert Mineral Resources to Ore Reserves, and disclosure of prices and economic factors; ? expansion of the requirements for reporting of marketable material for bulk commodities; ? the use of language and tone that anticipates new and emerging technologies and techniques for the qualitative and quantitative measurements of data; and ? linkages to valuation and the valuation code (The VALMIN Code). Although the Canadian and Australian reporting regimes for public statements on Exploration Results, Mineral Resources and Mineral (Ore) Reserves are similar in intent and coverage, they differ in detail, sometimes substantially. Canadian requirements are generally more wide-ranging and prescriptive than Australian requirements, including in the need in many situations to publicly lodge a Technical Report, a requirement that does not exist in Australia. Australian-listed companies seeking to list in Canada, and Competent Persons seeking to act as Qualified Persons in Canada, need to ensure that they are fully conversant with Canadian regulations and how they differ from those in Australia.

Over the last few years as the coal industry has seen an increase in the price of coal, a renewed interest in the additional mining of pre-law highwall sites has occurred. Much premium coal and property remains behind these pre-law highwalls but access to mining is limited because prior mining used auger machines to remove coal from under the highwall. Older augers seldom reached more than 200 feet and often no more than 100 feet but this zone of auger holes destabilizes the highwall to where additional mining is often unsafe. If the reserve is large enough, the highwall can be stabilized with common flyash and cement grouts to form a face-up for an underground mine but this expensive method is usually not practical for continuous use with a highwall mining machine. It is estimated there are hundreds of miles of highwall riddled with auger holes where the coal reserve available is ill-suited for deep mining for a variety of reasons. However, these same properties are ideal for additional mining with state-of-the-art highwall mining machines that have a reach up to 1200 feet, except to the relatively thin auger mined de-stabilized zone. The renewed interest in highwall mining these properties has driven research into finding an economical way to stabilize the highwall so the highwall mining machine can recover additional coal. This research discovered and fine-tuned a process that is economical and is successfully supporting the highwall at a highwall mining operation. This paper discusses the research involved in determining the strengths need, the methodology used to place any grouts, the effect on mining plans and the increased recoveries. ARMPS-HWM is used extensively in this research. The failure of the highwall, when not grouting, and the success, when grouting using the new materials and equipment utilized, confirmed the ARMPS-HWM method.

Abstract -The Molopo Farms Complex is a major, layered ultramafic/mafic, early Proterozoic intrusion which is totally covered by sediments of the Karoo and Kalahari Formations and situated in southern Botswana and northeastern South Africa. The approximately 3000 m thick, generally fine- to medium-grained ultramafic and mafic cumulates are intrusive into equivalents of Transvaal Supergroup sediments and lavas. Multiphase deformation resulted in tilting and segmentation of the Complex into individual tectonic blocks. Sr isotopes document at least two chemically distinct parental liquids which interacted in a complex manner to form an approximately 1000 m thick rhythmically layered succession which straddles the ultramafic/mafic boundary. Repeated mixing resulted in a complex cryptic layering pattern and numerous sulfide-enriched layers which contain significant PGE +Au concentrations.

This paper discusses the design of small head frames that will fill the needs of prospectors and small operators whose operations are conducted through shafts. The head frames considered were designed to handle relatively small tonnages. It was assumed that the shafts in which buckets are used would not exceed 300 feet in depth and that not over 60 tons of rock would be hoisted, in, 14 hours. In the design of the larger head frames, a hoisting capacity of about 250 tons per 6 hours from a depth of 300 to 500 feet was assumed. Under these conditions, hoisting speed, rate of acceleration, and weight of rope have a negligible effect on the head frame design and, therefore, have been ignored in the following, discussion. Because timber is relatively cheap and easily obtained in most mining areas, the discussion has been confined to timber construction.

Longwall caving, one of the most economical and attractive mining methods, is yet one of the most difficult and hazardous.1 This dualism is inherent in a method which manipulates the mine supports themselves to aid in excavation. The difficulty is further compounded by the lack of an analytical method to predict and control results. This paper is intended to meet this need by providing a first approximation to the mechanics involved. The analysis will be limited to materials which are linear-elastic, homogeneous and isotropic. The rock structure is assumed to consist of beds of uniform thickness with no interbed bonding.2 Consequently, the mine roof can be likened to a beam, in which the action characteristic of longwall caving is the controlled deflection of the barrier supports. This deflection causes load to be intentionally transferred from these barrier props to the working face.3 Two of the requirements of this method, shared in common with other mining methods, are the provision of (1) adequate and (2) safe working space. The third requirement is the one characteristic of longwall caving and is somewhat in conflict with the second; (3) the development of near-failure static loads at the face. Requirement (1) is handled by spacing the barrier props sufficiently far from the working face for efficient operation. Requirement (2) limits the static stresses in the structure to predetermined allowable values. This means that it is not desirable to induce a maximum load on the working face as requirement (3) may imply. Such a condition could produce collapse in the whole structure. It is the purpose of the undercut to limit the depth, and thereby control the failure of the face. Therefore, requirement (3) really means the development of an optimum, not maximum, load which, in conjunction with undercutting, produces failure at the working face, with minimum powder consumption. Stress analysis requires an exact delineation of the structure and loads. The structure will be defined as the immediate roof and its supports. Since the roof is severed at the caving line, the supports reduce to the barrier props and the working face, as shown in Fig. 1. The mechanics of failure within the working face itself are complex and beyond the scope of this study, since the face represents a typical mine invert structure.4 However, this lack can be made good by the judicious collection of field data. The primary load on the structure is its own weight or body load which can be considered uniformly distributed over its upper surface. Additional loading occurs due to interference of overbeds with the structure. Wherever this occurs, the effect can be approximated by a load uniformly distributed on the upper surface of the structure.5 When this interference is intermittent, as with a much thicker overbed, the elastic curve for the overbed is superimposed on that for the structure and the extent of interference noted, as Fig. 2 shows. However, for simplicity, this study will ignore such intermittent loads without impairing the generality of approach. Consequently, the free-body diagram is that of a uniformly loaded cantilever beam with an inter-mediate support, as shown in Fig. 3. Knowledge of the physical and chemical properties as well as the behaviour of the mould fluxes during melting, important in order to improve continuous casting operations. Lubrication and control of heat transfer in the mould are the more relevant functions of these materials. Values of physical properties like viscosity and surface tension at melting range temperatures are required, as much as the thermal behaviour under process conditions. The heat extraction from the liquid steel has an important effect in the final quality of products. Mould fluxes are constituted by different oxides, and may form glasses and crystal phases during cooling. The solidification rate and the chemical composition determine the proportion, type and crystalline morphology, which are responsible of the thermal transfer processes. In this paper, viscosity values are reported in the melting range temperatures calculated by means of the Riboud model and compared with fluidity results obtained by the inclined plane technique. Also the linear expansion of the mould fluxes at high temperatures was determined by dilatometry. The crystallization in two different fluxes was determined by DTA tests and correlated with the basicity index. Crystal phases were evaluated by scanning electronic microscopy on quenched samples at 1300°C. This information is relevant to increase the knowledge on the peritectic steel grades casting process in order to improve its quality. The electrowinning (EW) circuit involves using DC current in the electro-deposition of metal ions dissolved in an electrolyte solution. This paper reviews a method to generate an electrical model of an EW circuit and the resulting DC current flow and voltage distribution within the circuit. Topics include: calculations of electrolyte conductivity and the equivalent electrical resistance of the electrolyte within the electrolyte pipelines connected to the EW circuit; the breakdown and classification of the EW cell voltage into thermodynamic and ohmic potentials; methods to calculate current flow and voltage distribution throughout the EW circuit; and the development of an interactive visual computer model to simulate an actual EW circuit. Stray current can pose an electrical shock hazard to employees in electrolytic tankhouses. Increased awareness and understanding of the voltage distribution and potential stray current in an EW circuit can help mitigate the risk of tankhouse workers becoming exposed to electrical shock hazards. INTRODUCTION Copper electrowinning tankhouses include rectifiers that deliver large amount of DC current to a series of electrolytic cells consisting of electrolyte solution and electrode pairs. The design also includes metallic conductors in the circuit which include the rectifier’s positive and negative busbar, inter-cell busbar, and the anode and cathode frames. The electrolyte acts as an electrical conductor that transfers current via ions between the anodic and cathodic electrodes within the cell. Electrolyte, as a conductor, is also capable of conducting DC current outside the main EW circuit through the connected electrolyte feed and return pipe systems. DC current that follows a path other than the intended path through the series of electrolytic cells is referred to as “stray current”. Developing an electrical model enhances understanding of voltage distribution and current flow in an EW circuit. This paper discusses the derivation of the various representative components of the model as well as the output from the model. An interactive visual computer simulation incorporates the model output in order to aid in the understanding of voltage distribution and current flow throughout the EW circuit.

Construction of foundation piles or diaphragm walls through rocky or boulder containing formations has been long-standing difficulty. It has been widely understood that the down-the-hole hammer is the most capable mechanical means but is restricted in drilling diameter by the unavailability of drillhead sufficiently large diameter and the difficulty of disposal of cuttings. A great number of submersible motordrills have been used for the construction of cast-in-place piles and diaphragm walls and the reverse circulation system employed has demonstrated its advantage of the prompt removal of cuttings. The development of multi-head down-the-hole hammer drill combined with reverse circulation system presents a powerful engineering choice for those "hard-to-drill" ground formations. This paper will introduce the features of the system and some actual operation results in the foundation engineering through those hard rocky ground formation in some countries.

This paper is a summary of the work carried out by an international team of specialists in the successful explosive compaction of the sand fill core of the Molikpaq offshore oil production structure. The sand fill core is an essential element for the stability of the structure. The sand core must resist liquefaction forces caused by heavy wave action, ice loading, and earthquakes. Explosive compaction methods were used to improve the stability of 220,000 cubic meters of coarse dredged sand placed in the core area. This project was challenging for a number of reasons. It was performed offshore in Russia, seven kilometers off the East Coast of Sakhalin Island. Logistics were a challenge, not just in getting the men and materials to the site, but also working with restricted headroom inside an operating oil drilling platform. This project called for the use of specialty explosives, strict blast vibration controls requiring a complex sequential blast design, and use of custom designed drill rigs. As Russian equivalent explosives were not available, the project involved getting approval for use of North American explosives in Russia, and use of a combined Russian - Canadian blasting crew. The blasting program was carried out successfully, meeting the required densification target _in a safe, effective manner, with no damage to the structure.

This paper contains a review of the development of blast furnace? slag handling and processing technology in the Ironmaking industry over the past 30 years, with an emphasis on economic and environmental factors. The requirements and practice of air-cooling slag for use as aggregate and of pelletizing and granulating slag for use in cement manufacture are described. The operation of slag pits, slag pots or ladles, the slag pelletizer and early granulation systems are compared with the new continuous .granulation, dewatering and handling systems developed in the past decade.

Numerical simulations using the discrete element method (DEM) were carried out to investigate the flow patterns and stress field redistribution at the hopper and feeder interface. The influences of different filling heights, belt speeds and clearances between the hopper bottom and feeder surface on feeder loads were studied. Meanwhile, experiments were conducted by utilising wedged plane-flow hoppers with different configurations and horizontal feeders with various clearances. The simulation results were compared with theoretical values and experimental measurements. In terms of the cases presented in this study, simulation results reveal good agreements with experimental observations regarding the flow pattern. Being similar to the theoretical values, the simulations provide close predictions on vertical feeder loads for steady flow states, but they may show significant overestimations for initial states. IN August 1954 a low altitude test geophysical survey was made in the Green Pond area of Morris County, New Jersey, with a Gulf Research and Development Co. Model II total magnetic field variation magnetometer mounted in a Sikorsky S-55 helicopter. The test was made in this area to compare the results of a high precision, very low altitude magnetometer survey with an existing ground magnetic survey in this area having known magnetite concentrations, so that the method could be used in areas of difficult access for the detailing of airborne magnetometer anomalies of interest in place of ground surveys. The load capacity of the Sikorsky S-55 permitted installation of a recording scintillation counter so that a radioactivity survey would be made simultaneously with the magnetometer survey. The area surveyed is located at approximately 41°00'N and 74o28'W, just south and east of the town of Green Pond, N. J. The outstanding topographic feature of the region is Copperas Mountain, a well defined ridge, maximum elevation 1222 ft, which runs the entire length of the survey. The lowest point in the survey, 810 ft, is in the extreme eastern corner. Topography of the area is shown in Fig. 1. The three major rock units outcropping in the area are all metamorphic: the Pochuck gneiss, which has been divided into two metamorphic facies; the Byram gneiss; and the Green Pond conglomerate. The relative ages of the Pochuck and Byram formations, both pre-Cambrian, are in doubt, but it is believed that the Pochuck is the older of the two.' The Green Pond conglomerate is Silurian.' Distribution of the outcrops and mine locations is shown in Fig. 1. Two facies of the Pochuck gneiss can be distinguished locally—the Copperas Mountain and Kitchell members. The Copperas Mountain member is a hornblende gneiss, and all the mines and prospects in the area are in this unit. The Kitchell is a quartz-plagioclase feldspar gneiss. The Byram gneiss is a relatively nonresistant valley formation which is high in the potash feldspar. The Green Pond conglomerate is a well indurated quartzite-conglomerate which forms the Copperas Mountain and the Green Pond Mountain's ridge to the north. It overlies the gneisses with a strong angular discordance that may be a fault. The geologic structure of the Green Pond area is relatively uncomplicated. The foliation planes of the gneisses dip steeply to the southeast, and the Green Pond conglomerate dips steeply to the northwest. Additional faulting in the area is indicated at the contact between the Kitchell member of the Pochuck and the Byram along the base of the topographic spur extending to the southeast from Copperas Mountain. The magnetite mines of Pardee, Winter, Davenport, Green Pond, Copperas, and the Bancroft shaft are described by Bayleyl and Stampe2.' The ore is in the Copperas Mountain member of the Pochuck gneiss. The magnetite veins are 10 to 50 ft wide and up to 300 ft long, dipping to the southeast at angles ranging from 40" to 75". The locations of these mines are shown in Fig. 1. Dip Needle Survey: The dip needle survey shown in Fig. 2 was taken from a U. S. Bureau of Mines Report of Investigations." The figure numbers below the local, individual map area outlines refer to the figures in the aforementioned reports which were not contoured. The area of the dip needle survey was confined almost exclusively to the outcrops of the Pochuck gneiss. The separation between survey profiles was 100 ft and the distance between stations on the profiles was 25 ft in highly anomalous zones to 100 ft in magnetically flat areas. A total of 16 1/2 miles of traverse was surveyed over an area of approximately 1/2 sq mile with 2050 stations. The magnitude of the magnetic anomalies is difficult to determine due to the lack of information concerning the type of dip needle used and the procedure followed in making the dip needle survey. This latter would include the method of "zeroing" the dip needle and the procedure of reading at the stations, whether on the swing or statically. Calibrations made of the Gurley dip needle, Lake Superior type, show a static sensitivity of 385 gamma per degree in the range from —25" to +35o, corresponding to a variation in the total field of —9600 gamma to +13500 gamma in a total field of 57000 gamma, inclination 72". The sensitivity increases to 16 gamma per degree from a deflection of 60" to 76", and from 76" to 172" the sensitivity decreases continuously to a low of 260 gamma per degree. From the above it may be seen that it is difficult to assign an arbitrary sensitivity for the dip needle used on this survey. However, an estimated value of 100 gamma per degree may be assigned. On this basis, the majority of the magnetic anomalies, whose deviation is +20°, would be 2000 gamma. Locally, west and northwest of the Pardee mine the magnetic anomaly is +50°, or 5000 gamma; in the Green Pond mine area deviations of +75" are observed that would correspond to anomalies of 7500 gamma. The areal extent and width of the dip needle magnetic anomalies is comparable to profile and station spacing. Hence it is concluded that part of the detail may be due to control, and the probable cause of the magnetic anomalies is at or near surface exposures of magnetite concentrations in the form of veinlets and disseminations whose locations correspond to the local magnetic anomalies. About 15 per cent of total electricity (400 MkW) was generated by nuclear power plants in the world (2009) and about 36 000 tons of uranium has been mined in uranium mines annually. Radioactive waste material is produced from uranium mines and nuclear power plants. The wastes must be disposed or stored safely for long-term. If they leak and/or move from disposal or storage sites due to air/groundwater flow, then a serious environmental pollution can occur. Hence, multi-layer system has been proposed and employed in order to seal off these radioactive waste materials from biosphere. Basically, bentonite is now used for establishing absorbing and sealing layers in this system. However, the amount of high quality betonite is very limited and in some cases it is hard to be obtained.On the other hand, a great deal of refuse from coal burning plants is produced every year and the amount of it is expected to be higher each year, especially in developing countries. More than half of flyash is utilised and the remaining is disposed at the disposal sites. However, the life of the disposal site is limited and it is diff cult to find a new disposal site. It is requested that the percentage of the utilisation of the flyash be increased in every field.From the above two points of view, a flyash-based barrier layer/cover system is considered in this research and this paper discusses the applicability of flyash as a content of barrier layer/cover material based on the results of a series of laboratory tests.

Mineral exploration is a critical step for success in mining. However, small-scale mining often ignores exploration best practices. This paper introduces the Tichauer-DeTomi Matrix, a tool for assessment of geological uncertainty in small-scale mining. This matrix, which measures the level of compliance of exploration programs in small deposits with industry best practices, has been applied to three small mining projects in Brazil: an artisanal gold mine in the Amazon, a small-scale manganese mining venture in the Northeast, and a small manganese deposit in the Southeast. The application of the matrix resulted in indexes that reflect the actual level of maturity of the mineral exploration program in each project. Therefore, the matrix has shown potential to be an effective tool for assessment of the geological uncertainty remaining in small-scale mineral projects, as well as to identify priority exploration activities for reduction of risks associated with the geological uncertainty. As a risk assessment tool, the TichauerDeTomi Matrix may be helpful in promoting investment and sustained development in and around small mines.

One of the requirements for the successful waging of war is an unlimited supply of iron ore. In the spring of 1941 the demand for iron ore was expected to exceed the supply. This was particularly so in the case of high-grade lump iron ore, essential to the open-hearth process of making steel. The bulk of Canada's iron ore was imported from the United States. At this time, Canada was making every effort to conserve United States funds for more vital purchases. For these reasons, the development of Canadian iron ore resources became of prime importance. Several companies undertook investigations and one of these examined the old Josephine deposit. Location The Josephine property is in the district of Algoma, in the Michipicoten area of the Sault Ste. Marie mining division of Ontario. It is 120 miles north of Sault Ste. Marie and 20 rail-miles east of Michipicoten harbour, on lake Superior (see Figure 1). Transportation in the area is furnished by the Algoma Central and Hudson Bay railway. The Michipicoten branch of this line passes within a mile of the Josephine mine. Michipicoten harbour provides a port through which iron ore is currently shipped. Power in the area is supplied by the Great Lakes Power Company, with generating plants on Michipicoten river, on Montreal river, and on St. Mary's river at Sault Ste. Marie. A series of transmission lines cover the district and one of these is connected to the Josephine mine by a 3 ½-mile branch line. History The Josephine property was staked by Alois Goetz in 1899. Before the claims could be recorded, the township in which they are located was given to the Algoma Central & Hudson Bay railway as part of a land grant. As a result, the ownership remained in dispute until August 24th, 1906, when a settlement was arbitrated by the Honourable Frank Cochrane. His ruling is interesting and is quoted in part.

"A coal outburst is a severe safety hazard in room-and-pillar mining under deep cover. It is more likely to occur during pillar retreating. Multi-seam mining dramatically increases the risk of coal outburst within the influence zones created by remnant pillars and gob-solid boundaries. Though coal outburst is generally associated with heavy loading of coal pillars, its occurrence is difficult to predict. Risk management provides a proactive tool to minimize coal outburst in room-and-pillar mining under deep cover. Risk assessment is the first step in identifying and quantifying outburst risk factors. The primary risk factors for coal outburst are overburden depth, roof and floor strength, geological anomalies, mining type, multi-seam mining, and panel width. A risk assessment chart can be used to proactively screen out mining sections with high risk of coal outburst for further analysis. Gob-solid boundaries and remnant pillars are critical factors in evaluation of the coal outburst risk of multi-seam mining. Risk identification, risk assessment, geologic influence mapping, geotechnical evaluation, risk analysis, risk mitigation, and monitoring are essential elements of coal outburst risk management process. Training is an integral part of risk management for risk identification and communication between all the stakeholders including management, technical and safety personnel, and miners.INTRODUCTIONA coal outburst is a sudden violent burst of coal from a pillar with broken coal or blocks of coal forcibly ejected into open entries. A coal outburst is a severe safety hazard as the mining crew is highly exposed at the site when the event occurs. Though deep cover and strong roof and floor are underlying geologic conditions of a potential burst incident, its real occurrence is also the result of additional mining factors. In room-and-pillar mining, a coal outburst could occur during both development and pillar retreating, but the latter greatly increases the risk of outburst. The other risk factors of coal outburst also include mining layout, multi-seam mining, presence of adjacent gob, cutting sequence, and local abnormal geologic conditions. Over the years, the cases of coal outbursts have been studied by many researchers and mining practitioners(Peng, 2008; Newman, 2008; Iannacchione and Tadolini, 2008; Gauna and Phillipson, 2008; Hoelle, 2008; and Newman, 2002). It is commonly believed that the coal outburst is the result of a sudden release of elastic strain energy stored in coal pillars and is highly associated with cutting into heavily loaded coal pillars, but its occurrence is a rare event and is difficult to predict. A number of engineering controls have been recommended to mitigate outburst potential. For room-and-pillar mining, sufficient pillar sizes have been the primary control for coal outburst prevention. The pillar design tools such as ARMPS and AMSS developed by NIOSH have played an important role in the design of stable pillars to prevent pillar collapse and squeezing as well as coal outbursts. In fact, with the implementation of pillar design using proper stability factors, pillar collapse and squeezing have been almost eliminated, and the number of coal outbursts has been greatly reduced in the US over the past decade. However, after a few outbursts occurred during pillar retreating in the US over the past a few years (MSHA, 1996; MSHA, 2014; MSHA, 2013), it has been realized that sufficient pillar size is still not enough to prevent coal outbursts. The investigations of the incidents showed that other factors such as multi-seam mining, panel layout, cutting sequence, and local geologic factors also seemed critical in causing the events. Therefore, it has become imperative that additional proactive measures beyond proper pillar design be implemented to prevent coal outbursts."
