High-speed stirred milling is a relatively new method of grinding in the metalliferous process industries. However, it has been widely used in the industrial mineral field for more than 30 years. Many existing metallurgical operations are looking to maximize economic return from existing deposits this requires new thinking and technologies. The operating experience of two copper operations is discussed here to show the effect of the introduction of the Metso Stirred Media Detritor (SMD), a new type of high speed stirred mill. Both operations have derived significant metallurgical benefits from this new technology. The benefits and process difficulties are explained. The initial drive in high speed stirred milling technology was toward ultra fine grinding where the mill product has an 80 percent passing size of 15 µm (937mesh) or less. More recently, a number of installations have occurred in a more conventional regrind setting. Few conventional copper concentrators require such fine grinding to attain satisfactory copper grades and recoveries. So other advantages must be considered here rather than just the ability to grind fine with good power efficiency.

This U.S. Bureau of Mines report is intended to assist coal mine operators in the selection of longwall supports by providing advanced guidelines for performance testing and standardized test documentation to facilitate support comparisons. These advanced guidelines culminate in a series of proposed tests to evaluate (1) support resistance characteristics, (2) stiffness characteristics, (3) leg mechanics, (4) stability, (5) load transfer mechanics, and (6) structural integrity. The Bureau has conducted extensive studies on shield mechanics to identify boundary conditions that induce loading in support components, which is often not included in current testing techniques. This report discusses influential parameters that affect support behavior and provides insight into how components are loaded and what conditions produce the most severe loading. Testing philosophies and techniques in both active and static frames are discussed. Proper methods for determining support resistance are described and instrumentation requirements for advanced performance testing are provided.

An in situ gravimetric technique based on wetting and capillary action principles has been used to investigate the wetting and penetration of synthesized alumina samples and commercial magnesia spinel refractories by CaO-SiO2-Al2O3-Fe2O3slags. Synthetic slags of 40CaO-40SiO2-20Al2O3 (in weight per cent) with 0 to 9 weight per cent Fe2O3were used and the experiments were conducted at temperatures 1370 to 1470ºC under argon. The contact time between the sample and the slag was 30 minutes. The results show that the wetting and penetration are enhanced by the iron oxide addition in the slags. Addition of Fe2O3from 0 to 9 weight per cent resulted in a significant increase in the slag penetration into the magnesia spinel refractory by a factor of about 7 and a moderate increase in the synthesized alumina by about 60 per cent. The addition of Fe2O3enhanced the wetting (??cos?, where ? is the surface tension of the slag and the contact angle between the slag and the refractory) by 5 to 18 per cent. An increase in temperature from 1370ºC to 1470ºC resulted in a significant increase in the penetration of a 6 weight per cent Fe2O3slag in the alumina and magnesia samples by a factor of4 to 5 and a decrease in wetting by approximately 30 per cent. Recycling of rare earth magnet wastes is essential to insure the stable supply of rare earth resources. For the development of a novel recycling process, the removal of rare earth oxide from an off-spec alloy magnet was investigated by melting the alloy magnet at 1503 K together with fluoride flux, LiF-50 mol% NdF3 and LiF-?25 mol% NdF3-25 mol% DyF3. After melting, the separation of magnet alloy from the fluoride flux was achieved, and neither suspension of alloy in the flux nor suspension of flux in the alloy was observed. Oxygen concentration in the alloy decreased from 5000 mass-ppm to 160 mass-ppm by utilizing 1.5 times of equivalent amount of flux needed to completely dissolve the oxide. The investigated process is suitable for mildly contaminated waste such as a used (end-of-life) magnet because of its simplicity, low energy consumption and small limitation on location for operation.

This report summarizes Bureau of Mines contract research on the disposal of retorted oil shale. A data base has been developed describing the physical-chemical properties, geotechnical engineering properties, and natural cementation characteristics of spent shale. Results of field compaction tests and seepage pond tests are presented, along with results of a partially saturated finite element seepage model used to predict infiltration and seepage rates. Preliminary engineering analyses are presented for underground disposal systems, which include material transport methods, and for a surface disposal system, which includes stability analyses.

Electric utilities depend heavily on coal as a major fuel source for power generation, annually producing more than 85 million tom of ash, boiler slag and FGD (flue gas desulfurization - "scrubber") materials as by-products. Utilities and others who bum coal have traditionally disposed of these by-products in ponds or landfills. However, in the last 10-15 years there has been a greatly increased emphasis on beneficial utilization of these materials by the producers themselves as well as by customers who purchase the by-products. Regulatory, cost and technical performance issues currently impact the use of coal ash and other coal combustion by-products (CCB).

The final removal of inclusions in the ladle, tundish, and mold in a continuous casting process involves the kinetic steps of liquid film drainage, interface rupture, and absorption of the inclusion into the overlaying molten slag. During this process, oxide inclusions can undergo chemical reactions with the slag. This paper presents recent results on imaging the slag/steel interface and elucidates the evolution of Al2O3and Al2O3-CaO inclusions during their separation from the steel and on their incorporation into the slag. Experimental results, obtained through a Confocal Scanning Laser Microscope, are compared with thermodynamic predictions.

"The Bureau of Mines recently has issued a general information circular covering briefly the origin and occurrence, properties, uses, exploitation, and marketing of diatomite. Since this publication was prepared, additional information has become available regarding one of the newer uses of diatomite — that as a filler in battery boxes. As this market is rapidly becoming one of the important outlets, a brief discussion of such use may be of interest.Diatomite is a mineral substance composed principally of the skeletal remains of diatoms. The skeletons of these microscopic flowerless water plants are made from silica present in the water in which these tiny plants live. The minute shells or ""casts"" accumu¬late in the bottom of lakes, ponds, or inland seas, and eventually become more or less consolidated into beds of diatomite.The uses of diatomite depend largely upon its peculiar properties. Diatomite is a highly porous substance and possesses marked absorptive powers. The large percentage of pore space makes the material very light in weight. It is relatively insoluble in most solutions.The largest deposits in the world are found in California, but diatomite occurs in many other Western States and also is found in a number of places along the Atlantic seaboard. Outside of the United States diatomite occurs in many countries; Algeria and Germany are among the largest producers.Usually diatomite is mined either by underground or open—cut methods. In some instances it may be dredged from lake and swamp bottoms. It must be dried prior to grinding or other preparation for market, and for many purposes must undergo a complex sizing and grading system for removal of such impurities as sand and clay and for classification of the material to the various sizes desired,"

Consents Required for Overseas Persons Overseas Investment Regulations 1974 Foreign investment proposals must be reviewed by the Overseas Investment Commission to ensure that these are in accord with national interests. Consent must be obtained from the Commission for: 1. New investment proposals which include: a. An overseas person acquiring 25 per cent or more of any class of share in a company. b. A New Zealand company issuing shares to an overseas person where this will result in that person owning 25 per cent or more of the company. c. An overseas person acquiring business assets for consideration in excess of $100 000. d. An overseas person commencing business in New Zealand. 2. Borrowing in New Zealand: An overseas person must obtain consent to raise funds in excess of $300 000 in New Zealand. 3. Borrowing Overseas: New Zealand incorporated companies must obtain consent to borrow overseas. Current policy is borrowing will be approved where the loan is for a specified fixed term of one year or more.

In September 2004, Gale Norton, U.S. Secretary of the Interior, presented the Manhattan Mine with a U.S. Bureau of Land Management’s 2004 Hardrock Mineral Environmental Award. The Manhattan Mine is a sustainable development showcase. The reclamation accomplishments at this Nevada gold mine demonstrate how modern reclamation techniques can restore an old mining district into an aesthetically pleasing landscape that can support multiple and sustainable uses. In a collaborative effort that relied on substantial community involvement, Round Mountain Gold Corp.(RMGC) has improved the environment and eliminated a number of public hazards associated with old, unsafe mining features. RMGC’s community collaboration, innovative engineering, creative reclamation design and corporate commitment to environmental excellence show what Secretary Norton’s 4 Cs Initiative looks like on the ground and inaction.

The viscosities and the infrared spectra of the CaO-SiO2-MgO-CaF2(or Al2O3) slags were measured to enhance our understanding of the interrelationship among the thermophysical property, microscopic structure, and chemical thermodynamics of molten slags. The structural role of CaF2and Al2O3in the calcium silicate melts can be explained by a change of the degree of polymerization (DOP). The effect of CaF2on the viscous flow of molten slags is based on a decrease in the DOP by F-as well as by O2-ions and this was confirmed by the infrared (IR)spectra of the quenched slags. The effect of Al2O3on viscosity increase can be understood from an increase in the DOP by the incorporation of the [AlO4]-tetrahedra into the [SiO4]-tetrahedral units and this was also confirmed by the IR spectra. An amphoteric behaviour of Al2O3in the aluminosilicate melts could be correlated to the effect of ionic species of alumina, that is [AlO4]-tetrahedra and [AlO6]-octahedra, on the stability of silicate polyanions by taking the activity coefficients of slag components into account. The use of the National Science Teachers Association (NSTA) regional meetings as a forum to educate teachers on the role of minerals in our society has been immeasurably successful. Each year, on average about 3,500 to 4,000 teachers participate in each of the three regional NSTA meetings. At each of these meetings, nearly 2,000 teachers visit the “Minerals Coalition Booth” and receive free mineral samples and other educational support materials. Some rules of thumb for a successful booth at the NSTA are provided. Considering the level of effort for such a booth, are there alternatives? The NSTA also organizes a national annual meeting with attendance of about 20,000. All who have participated in a regional NSTA agree that the traditional approach of providing a mineral set and teacher materials for a substantial fraction of the 20,000 attendees is not feasible. Conceptual alternatives for minerals education at the national NSTA meeting are introduced and evaluated.

Most metallic materials are produced from their liquid state. In order to control the properties of industrial products, it is very important to understand their solidification path and the resulting microstructures which can be significantly affected by melt undercooling. High undercooling results in rapid solidification and a refined microstructure with minimal microsegregation. This paper reports on the analysis of rapidly solidified Al-Cu droplets obtained by a single fluid atomization process, Impulse Atomization. A quantitative analysis by Rietveld refinement method of the Neutrons Diffraction data was carried out to determine the fraction of the intermetallic Al2Cu. Knowing the fraction of Al2Cu, the eutectic fractions and corresponding dendritic and eutectic undercoolings were estimated using the metastable extensions of solidus and liquidus lines of the Al-Cu system calculated by Thermo-Calc. In addition to this work, a model of microsegregation coupled with ThermoCalc software via TQ (application programming interface of ThermoCalc) and the Wang-Beckerman model for dendritic growth velocities has been developed for binary alloys. This has led to the development of a phenomenological relationship between primary phase undercooling and initial growth velocity. A comparison of estimated primary undercoolings using a coarsening model with the adiabatic undercoolings for each alloy composition has confirmed that solidification occurs under adiabatic conditions during recalescence.

From the perspective of metallurgical processing, gold ores can be classified into freemilling and refractory ores. Their extractive metallurgy is largely driven by mineralogical factors such as gold particle size, association with other minerals, coatings and rimmings, presence of cyanicides, oxygen consumers and preg-robbers, presence of refractory gold minerals, and invisible gold in sulphide and sulpharsenide minerals. Gold process mineralogy helps address issues and problems related to gold ore processing. It is widely used as a predictive and trouble-shooting tool in gold ore processing, and provides useful information on process selection, flowsheet development, recovery improvement, and reagent consumption optimization. By combining classic mineralogical techniques, modern instrumental analysis, and diagnostic metallurgy, the mineralogist is able to balance the various types of gold occurrence in an ore.

Australia’s Minerals Tertiary Education Council (MTEC) has achieved several successes during its first three years of operation. This initiative was developed through the Minerals Council of Australia, in conjunction with three partner universities involved in mining engineering education. The partner universities are the University of New South Wales (UNSW); Curtin University, the West Australian School of Mines (WASM); and the University of Queensland (UQ). The collaboration between these partner universities and industry has led to the development of shared course material, cross-institutional teaching arrangements, and the development of a number of flexible, distance-based delivery programs. This article then discusses future initiatives. Importantly, the challenge is the future initiative planned to cement this collaboration by the formation of a “virtual” national school of mining engineering: Mining Education Australia (MEA). This will provide a common third and fourth year program to all three universities beginning in 2007. The common program will involve innovative teaching and learning arrangements, greater student exchange potential and a more significant input by industry into the education process.

"Safety performance in many companies and even industries has stalled in the few years. Accidents rates are at a "plateau" and yet, serious accidents and fatality rates are not. In more dramatic cases, such as in the BP Texas disaster, organizations that have "exemplary" safety statistics, suddenly have a catastrophic or multi-fatality event occurring. Other classic examples are the Piper Alpha disaster and NASA’s Challenger and Columbia disasters and even the Chernobyl nuclear reactor. Looking into the root causes of these accidents provides an insight into the events and deficiencies that led up to the accident, but what are the common features in the organization’s mindset? What characterizes these organizations’ decision-making, their approach to safety and to risk and are there specific cultural features that can be delineated? The research and review presented in this paper covers a period since 1994, which started in the Australian resource industry and since then covered international events. The features of these organizations are summarized as the seven deadly delusions, based on extensiveresearch since 1997 of organizations that suffered unexpected disasters.The Piper Alpha Oil Rig disaster in the North Sea, on the 6 July 1988, was one of the most pivotal events in safety around the world. It changed the thinking and focus of governments, whole industries and led to numerous books and papers. It resulted in new legislation, textbooks and a critical self-examination by the oil and gas industry.In short, an explosion and fire occurred when a pipe started leaking gas and ignited. A temporary flange, with no safety valve, was used to block off this pipe during a maintenance operation the previous shift. The permit to advise operators not to start the pumps on this line was misplaced and lost. Several deficiencies, problems and system failures coincided. A key factor was that the water deluge system was inoperable at the time and failed to extinguish the large fire that erupted, followed by an even larger gas explosion. The accommodation unit, situated on top of the oil rig, was the main "killing field" - most men gathered here to await instructions (which never came) and where they died from smoke inhalation. Later, a large explosion of the gas pipeline from an adjoined rig exploded and killed more people.The line of events and the associated system failures are all very relevant in the analysis of the accident, and provide the only insight into what caused the accident. But much "further back", inside the organization’s culture, lurks more dark matter. The first inclination is to ask what was "deficient" in the culture. Did they not care enough about safety, or about their people? Did they have a culture where production decisions were more important than safety considerations? Did they ‘coerce’ supervisors and employees to ignore safety precautions or did they just "fly by the seat of their pants"?Not surprisingly, it is very difficult to identify the true nature of the culture in that business because in such an aftermath of death and destruction, no one dare say that the safety culture was a ‘positive one, focused and caring’ or that the company was doing well in safety and that this is only a freak accident. Indeed, there were many deficiencies in the organization’s systems and procedures, such as the permit to work system.But there are some niggling questions: How is then that the Piper Alpha Oil Rig was actually considered the company’s most productive and safest oil rig in the North Sea? Why would this rig win a safety competition, 6 months before the disaster, with the deficient permit as its most outstanding successful system?"

Regulatory processes associated with development of a world class lead-zinc mine, Red Dog Mine, in northwestern Alaska were reviewed and evaluated. Informal interviews with key project personnel, consultants, and agency field and permitting specialists provided perspective on the regulatory successes and failures of the project. Due to potential impacts to air quality, water quality, wetlands, and National Park lands, an Environmental Impact Statement was required. By developing a comprehensive baseline of information on the existing environment to aid in minimizing impacts during project siting/design and through regular coordination of evolving project plans with regulatory agencies, the mine developers were able to acquire necessary permits in a timely and cost effective manner. The only major exceptions occurred when inadequate information was collected on dispersal of airborne particulates, rates of surface water run-off, and groundwater quality. These deficiencies resulted in the need for design changes, unscheduled construction, additional environmental monitoring costs, and delays in issuance of the NPDES permit.
