Potential air emission impacts to federal Class I areas from distant sources are receiving increasing scrutiny by federal land managers (FLMs). This paper provides summary results of the impact analyses conducted for FLMs and PSD permitting of a proposed expansion for a taconite processing facility. Results from air quality increment, acid deposition, mercury deposition, and visibility analyses for Class I areas located 50 to 162 km from the facility showed the project would meet the respective regulatory and guideline values for the specific analyses. During the course of the air quality analyses, potential new requirements from the FLMs’ Air Quality Related Values Workgroup (FLAG) efforts and USEPA’s Regional Haze Program were brought into the PSD discussions. The implications for these future guidelines and regulations as they may affect future expansions at other mineral processing facilities are also discussed.

Kyanite. andalusite, and sillimanite are anhydrous aluminum silicate minerals, and they have the same chemical formula, Al2SiO3. Dumortierite and topaz are also classified as aluminum silicates although they contain boron and fluorine respectively. Mullite (a rare mineral named for its discovery site, the Scottish island of Mull) is produced when kyanite, andalusite, or sillimanite are heated. Synthetic mullite, also classified as an aluminum silicate, is formed by melting alumina and silica, bauxite, and kaolin or alumina, kaolin, and kyanite, depending on the type of synthetic mullite desired. These materials are either sintered in rotary, periodic, or tunnel kilns, or fused in an electric arc furnace. The world's largest producer of kyanite is the United States. Domestic kyanite is presently produced from one company at two sites in Virginia; Kyanite Mining Corporation mines kyanite from Willis Mountain and adjacent East Ridge in Buckingham County in the central Piedmont province of Virginia. Internationally, kymite is produced in Australia, Brazil, India, Kenya, Sweden, and Zimbabwe; the former USSR also produces kyanite (Fig. 1). Andalusite is produced by Piedmont Minerals Company, Inc. in the Piedmont province near Hillsborough, NC. Andalusite is also produced in France, India, the Republic of South Africa, and Spain (Fig. 1). Sillimanite is produced in Australia, Brazil, India, Spain, and the Republic of South Africa; the former USSR is also thought to be a major producer (Fig. 1). Some of the countries produce only for domestic use. Synthetic mullite, made by sintering and by electric arc fusion, is produced by Mulcoa (Mullite Company of America) in Andersonville, GA, and by Washington Mills Electro Minerals Corporation in Niagara Falls, NY. Annual world production of kyanite, andalusite, sillimanite, and synthetic mullite is approximately 672 727 tons (Potter, 1988). GEOLOGY Mineralogy Kyanite is a blue to light-green, triclinic mineral that occurs in long, thin-bladed crystals and crystalline aggregates in gneiss, schist, and pegmatites. The mineral has a hardness of 5 parallel to the long axis of the crystal and a hardness of 7 across the crystal. Andalusite is a yellow, brown, green, or red orthorhombic mineral that occurs in thick, almost square prisms in schist, gneiss, and hornfels. Gem quality andalusite exhibits a strong pleochroism; brownish-green in one direction and brownish-red perpendicular to it. Andalusite also occurs in placer concentrations where it has weathered out of rock. Sillimanite is a brown, pale-green, gray, or white orthorhombic mineral that occurs in long, slender, needlelike crystals in schist and gneiss. Chemical and Physical Properties Chemical and physical properties of kyanite, andalusite, and sillimanite are noted in Table 1. Kyanite is the only mineral that irreversibly expands when heated (calcined to produce mullite) and may offset the shrinkage of most ceramic or refractory ingredients when heated.

The use of phosphate depressants in the cationic flotation of silica from francolite in the Florida phosphate industry is rarely practiced. The occasional use of gelatinized starch derivatives and pH adjustments to assure a slightly alkaline flotation feed slurry pH have been used in some processing plants to improve selectivity. This paper presents a preliminary laboratory comparison of several potential phosphate depressants for use with the flotation of siliceous phosphates. It was found that starch is ideal for floating fine (-35 mesh) silica from phosphate, while sodium tripolyphosphate may be the best for coarser (+35 mesh) feeds.

Roger A. Markle was sworn in as director of the US Bureau of Mines on September 27, 1978, ending a 20-month period during which the Bureau was without a leader. Some Bureau observers wondered out loud if this delay was a signal that Interior was slowly pulling the rug out from under the agency. When Markle was finally tapped for the director's position-coal industry executive to lead an agency that had been stripped of its fossil fuel R&D functions as well as its safety and health enforcement role--the speculation was fast and furious: One camp had it that Markle was brought in to phase out the Bureau; others said that Markle's directive was to revitalize the organization by charting a new Bureau course. In March, with the proposed Department of Natural Resources making headlines, ME went to Washington to interview Markle about his first six months as director and the goals he has set for the Bureau's future.

Over the past few years developments in heavy minerals processing have concentrated on the mineral separation portion of the business. The best example of this would include new developments in rare-earth magnetic separators and associated flowsheet modifications. Except for some minor modifications in spirals, the æwetÆ side of the separation business has lagged behind the ædryÆ side. Basic concentrator design has not changed in 20 years. Recent pilot trials by Outokumpu Technology have shown the benefits of a new gravity flowsheet that combines density separation and spiral concentration on a variety of heavy mineral deposits. This concept is already well utilised within the iron ore industry. The synergistic combination of these two technologies allows smaller, simpler, and controllable gravity concentrators to be built while providing equivalent or better grade and recoveries of valuable heavy mineral. This is contrasted to the all spiral flowsheet characterised by the diminishing returns of multiple stages of spirals and associated recirculating loads. Examples of the flowsheets and associated benefits will be presented from a variety of cases.

Research has shown that an ergonomics process that identifies risk factors, devises solutions to reduce musculoskeletal disorders (MSDs), and evaluates the effectiveness of the solutions can lower worker exposure to risk factors and MSDs and improve productivity. A review of the Mine Safety and Health Administration (MSHA) injury/illness database indicated that 46% of illnesses in 2004 were associated with repetitive trauma and 35% of nonfatal lost days involved material handling during 2001? 2004. Even though these statistics show that MSDs significantly contribute to occupational illnesses and injuries in the U.S. mining industry, few mining companies have implemented an ergonomics process. Despite the many unique challenges in the mining environment, three mining companies partnered with the MSD Prevention Team at the National Institute for Occupational Safety and Health?s Pittsburgh Research Laboratory to demonstrate that an ergonomics process could be systematically implemented and effectively integrated with existing safety and health programs. Because these three mining companies were very different in organization, culture, and size, the ergonomics processes had to be modified to meet the needs of each company. A description of how these three companies applied ergonomics and the tools and training used to implement their processes is given. Prior to discussing the case studies, general information on the elements of an ergonomics process is provided.

The papers contained herein summarize results of various recent Bureau of Mines investigations in the area of mine power distribution systems. They are based on information from Bureau personnel, contractors and grantees, and Mining Enforcement and Safety Administration. Conclusions drawn from a series of parameter measurements on mine power systems, taken over a 3-year span, are presented. Personnel and equipment hazards due to faults on isolated, solidly grounded, and resistance grounded three-phase systems are discussed. Two papers cover dc applications of circuit breakers, including a novel protection scheme for trolley lines. The methods of suppressing induced arcing currents and voltages in a-c machines are evaluated. An evaluation program for ground monitors is described. Acceptance test procedures and the importance of various paparameters for trailing cable splice are covered. A number of techniques for locating faults in trailing cables are described.

THE Bureau of Mines has received many requests for Information concerning the methods its laboratories use for analyzing coal and coke and determining their heating value. The fuel investigations now conducted by the Bureau of Mines are an outgrowth of the work undertaken at the Government coal-testing plant erected in 1904 at the Louisiana Purchase Exposition in St. Louis, and the methods for proximate and ultimate analysis of coal used by the Bureau of Mines are based on those originally adopted by the chemists of the coal-testing plant and followed in the subsequent chemical work of the Government fuel-testing plants at St. Louis, Mo., Norfolk, Va., and Pittsburgh, Pa. The many valuable suggestions and criticisms received from N. W. Lord, director of the School of Mines, and from E. E. Somermeier, professor of metallurgy, of Ohio State University, at that time, are greatly appreciated; development of many of the methods for the proximate and ultimate analysis of coal now used by the Bureau of Mines is chiefly clue to these men.

"Experimental heats of reaction for the formation of several Al3Ti + TiB2 intermetallic composite formulations have been determined utilizing bomb calorimetry. To overcome the kinetic constraints and achieve ignition in these formulations, a boron (B)/potassium nitrate (KNO3) initiation aid was incorporated within the blended reactant compact. The heat contribution from the initiation aid was regressed to provide estimates of the heat of reaction of the nominal formulations. Powder x-ray diffraction was utilized to identify the products of the reaction and discern any differences between the predicted equilibrium products of the formulation and the actual products.IntroductionReaction synthesis is a technique for the creation of ceramics, intermetallics, and in-situ composite materials [1]. Reaction synthesis is defined by its self, propagating mechanism, where the energy liberated from a localized reaction within a green powder compact is enough to carry the bulk reaction to completion. Achieving a self, propagating state can be achieved in variations of two primary methods of initiation: uniform volumetric heating and directional propagation [2].Uniform volumetric heating involves subjecting a green compact of the unreacted formulation to uniform heating in a furnace to encourage diffusion to initiate the reaction (Figure 1a) throughout the bulk material. Directional propagation utilizes a point heat source at one section of a green compact of unreacted formulation (Figure 1b). The localized exothermic reaction at one point in the compact then initiates the reaction in the section of the compact adjacent to it and fully propagates throughout the entire compact until completion. Initiation of the localized reaction is generally associated with the melting of the constituent with the lowest melting point, with instantaneous initiation of the reaction usually occurring close to that melting point [1]. This melting point can be high in some systems of interest, such as the titanium (Ti) and boron (B) system in equation 1:"

That there is wide interest in the preparation and properties of metallic zirconium and its salts is indicated by the many articles recently published in scientific and technical journals and the many patents issued. The compounds of zirconium have numerous important uses and more uses will doubtless be found. In the course of the special work on rare metals that were of military importance during the war, the authors of this bulletin were detailed to the Golden mining experiment station of the Bureau of Mines to prepare metallic zirconium and to investigate its properties. A number of investigations in recent years have indicated that sintered or coherent zirconium metal is very resistive to acids; that it can be used for electrodes, and it probably will find metallurgical uses. A steel containing zirconium has been proposed for use in armor plate and automobile parts, and nickel-zirconium alloys have been suggested for high-speed cutting tools and for cutlery. Numerous articles in scientific journals have recommended the use of zirconium oxide as a refractory, an abrasive, a pigment in paints, and as an opaquing agent in enamel ware. The salts have been used in the textile industry' as a mordant and also for weighting silk. When the authors began their investigation, they found it necessary to collect all of the available literature on the general subject of zirconium and its compounds. Pure salts could not be obtained on the market, and in order to get these, as a preliminary step to the preparation of the metal, the literature had to be classified and the methods of preparing the salts investigated. Also, there was much difficulty at first in making satisfactory analyses, and this phase of the work received careful attention. As it was necessary to begin with a historical review of the literature, such a review is given as Part I of this report, and a bibliography is included as Part IV. References to the numbered items in this bibliography are made throughout the text, the usual footnote references being omitted. Analyses of the products and conclusions as to their purity are given under the descriptions of methods of preparation. A table showing the properties of the amorphous metal, and another showing the properties of the coherent metal, will be found under appropriate headings in Part II. No attempt has been made in the historical review to discuss fully all the published information about zirconium and its compounds, but only such material has been assembled as has a direct bearing upon the present work. Considerable difficulty was experienced in collecting this material because of the confusion of terms by various authors who perhaps did not thoroughly understand the chemistry of zirconium.

When most people think of explosives transport they think of a hazardous operation. We all know that we aren’t allowed to transport explosives through tunnels and are discouraged from traveling through heavily populated areas. Popular opinion suggests that explosives transport is a very risky operation. The authors decided to look into this a little more thoroughly and found just the opposite to be true. While there have been some disastrous world-wide accidents involving the transport of industrial explosives, this is not the case in the U.S. Over the past 10 years, accidents related to the transport of explosives used in mining and construction have resulted in 5 major injuries, 11 minor injuries, and no fatalities. Explosives and ammonium nitrate (AN) transport outside the U.S. has not had such a good record; there have been 4 major explosives or AN transport accidents resulting in a total of more than 300 deaths. Most of these fatalities could have been prevented if the accident site had been evacuated once the explosive or AN cargo began burning. The safe history of explosives and AN transport in the U.S. is due to diligent efforts by government, labor, and industry. However, accidents will become more common and disastrous if we become complacent.

The early records of coal in Kentucky by Walker and Gist have already been mentioned. Thomas Hutchins was aware of it in 1778, or perhaps several years earlier, as in writing of the Buffaloe, now Green, River, he said, "several persons who have ascended this River, say, that Salt Springs, Coal, Lime and Free Stone etc. are to be found in a variety of places."1 The next record found is an entry to Ellis and Marshall, of 878 acres on Coal Bank Creek, in the, then Fayette County on July 14, 1784.2 The settlement might have been made, or the name given, some time before. Hermeline, in 1783, mentioned iron ore and coal on the Green River,' although he had not been west of the Susquehanna River; his knowledge of coal might have come from Hutchins, although the latter made no mention of iron in that locality. In November 1790, coal was mined on Sturgeon's Creek in Lee County and floated in three barges down the Kentucky River to Cleveland's Ferry, where it was hauled to Lexington. The results were not equal to the expectations, and it was 1793 before the experiment was. repeated 4 In 1791, the estate of Samuel Wharton advertised for sale 31,000 acres "in the county of Jefferson, on the North Side of the Green or Buffaloe river, in the State of Virginia."5 In November 1795 three patents were issued for land in the then Lee County, aggregating 130,000 acres. These patents cover much of Harlan County. The descriptions of these surveys mention passing stone coal. on Rough Branch of Martin's Fork, a "great deal of stone coal" on Blacksnake Branch of Pucketts Creek, and "a quantity of stone coal" probably on Crummies Creek.6 Jedediah Morse, in The American Gazetteer, 1798, said that in Kentucky "in many places there are appearances of potter's clay, and coal in abundance." INTRODUCTION The method of heat removal during a casting process strongly influences the crystal morphology of the cast product and hence the metallurgical and mechanical properties of the solidified materials. In this paper, the Ohno Continuous Casting Process (OCC) is described in terms of the casting conditions and the type of structure observed in the cast product. Significant improvements are observed in workability, fatigue strength and corrosion resistance of castings produced by the OCC method, Ohno (1988). Applications of this technique to low melting point nonferrous metals and alloys are discussed. The feasibility of the application of this technology to high melting point materials is outlined. THE OCC PROCESS The OCC process involves delivering liquid metal into a heated mold, the temperature of which is held just above the solidification temperature of the metal to be cast. This is the key point which differentiates the OCC process from the conventional continuous casting method. A schematic illustration of the OCC process is shown in Figure 1. The Formation of a Single Crystal When the mold is heated above the solidification temperature of the metal to be cast, nucleation on the mold surface is prevented and solidification takes place only at the mold exit. The heat is extracted through the product being cast by a cooling device located near the mold outlet. Crystals are formed only at the tip of the dummy bar at the start of casting, and as the dummy bar travels away with a progressively increasing speed from the mold, the position of the solid liquid interface will align with the mold exit, producing a unidirectionally

Introduction It is estimated that nearly 40% of all the gold ever mined in free world countries has been produced by South African operations. There is concern that this immense productive capacity will soon decline. Such a decline could reduce world gold supply and lessen the ability of market economy countries (MEC) to exert the major influence upon the world gold market. This paper addresses three general issues concerning South African gold production: • How much gold remains to be recovered from the demonstrated resources of the 44 evaluated South African mines; • How long can production at current levels continue; and • What will be its cost. Table 1 provides production data on the world's 10 largest producers for the years 1971, 1981, and 1983. As shown, South African gold production declined significantly from 1971 through 1981. As of 1981, annual South African gold production had dropped by more than 311 t (10 million oz) in 10 years. Despite this, its mines still produced 656 t (21 million oz) that year, about half the world total. From 1981 through 1983, this trend was reversed. Annual South African gold production increased by more than 21.8 t (700,000 oz). The trend reversal was also evident in the US, Canada, and Australia. This illustrates the general, inverse relationship between gold price and gold production. In South Africa especially, as gold prices increased substantially during the 1970s, the average grade of ore mined (pay limit) was lowered as new, lower grade areas and materials were exploited. Gold production declined in volume. But gold revenues increased, and the lives of the operations were extended. The 1981-83 period was one of declining (US dollar-based, average annual) gold prices that resulted in increasing South African production as average ore grades were raised. South Africa currently accounts for 50% of world production (Fig. 1). Figure 2 illustrates South Africa's contribution to total MEC production in 1971 and 1983. Although South Africa's relative share of production has declined, it still represents the single most important source of new gold supply. In 1983, it supplied more than 65% of total MEC production. South Africa currently produces more than twice as much gold as the Soviet Union (ranked second in world production), and 11 times more gold than the US (ranked fourth in world production). The planning of an underground mine for successful extraction of a bedded deposit in sedimentary rocks requires the integrated evaluation of many interdependent problems. The development and coordination of feasible solutions are the responsibility of the mining engineer. One of these problems will be discussed herein; this is the design and .layout of mine workings to secure effective control of the strata above and below the deposit. The objective is the simplest possible repetitive system permitting safe maximum recovery at optimum cost. Mining conditions to be encountered must be predictable. The best mining equipment is ineffective unless strata are controlled. Conversely, a mining layout is only of academic interest, if equipment can not be adapted to work it with adequate provision for ventilation, compliance with mining laws, proper ingress and egress and other practical requirements. Strata control, then, is but one of the mining engineer's problems, and the solutions must be worked out concurrently with solutions to other problems. Dr. Karl F. Fetters in his introductory remarks before the Fourth International Conference on Strata Control and Rock Mechanics at Columbia University said that mining engineering ?has come from the stage of empiricism backed by intuitive reasoning, to where it is based on fundamental scientific and engineering principles?. The standard curriculum in mining engineering now reflects such a change. In common with other branches of engineering education, less and less emphasis is placed on practical skills and more and more on broad scientific education. Science, research and the quest for basic truth are stressed, while descriptive courses and the teaching of specific skills are limited.

To simulate brittle rocks, a mixture of glastone, sand and water was used as a model material. Thin galvanized sheets were used to create joints in blocks made out of the model material. To investigate the failure modes and strength, both the intact material blocks as well as jointed model material blocks of size 35.6 × 17.8 × 2.5 cm having different joint geometry configurations were subjected to uniaxial and biaxial compressive loadings. Results obtained from the intact model material blocks are used to validate a new intact rock failure criterion for biaxial loading. Results obtained from both the intact and jointed model material blocks are used to develop a strongly non-linear new rock mass failure criterion for biaxial loading. In this failure criterion, the fracture tensor component is used to incorporate the directional effect of fracture geometry system on jointed block strength. The failure criterion shows the important role the intermediate principal stress plays on rock mass strength. Zur Simulation spröder Gesteinsarten wurde ein Modellmaterial aus Dentalgips, Sand und Wasser hergestellt. Daraus wurden Blöcke gegossen, in denen mittels dünnen, galvanisierten Blechen Trennflächen erzeugt wurden. Die Blöcke mit Abmessungen von 35.6 × 17.8 × 2.5 cm wurden in einaxialen und biaxialen Druckversuchen belastet. Es wurde das Versagensverhalten und die Festigkeit von intakten Blöcken sowie durchtrennten Blöcken mit unterschiedlicher Trennflächengeometrie untersucht. Aus den Ergebnissen der Versuche an intaktem Material wurde ein neues Versagenskriterium für biaxiale Belastungen validiert. Die Ergebnisse der Versuche an intakten und durchtrennten Blöcken wurden verwendet, um ein neues stark nicht-lineares Versagenskriterium für geklüftetes Gebirge unter biaxialer Belastung abzuleiten. Darin wird der Bruchtensor verwendet, um den Einfluss der Trennflächengeometrie auf die Festigkeit zu erfassen. Das Versagenskriterium stellt heraus, welche Bedeutung die mittlere Hauptspannung für die Gebirgsfestigkeit hat. Un mélange de platre dentaire, de sable et d’eau a été utilisé pour développer un matériau analogue des roches fragiles. De fines feuilles galvanisées permettent de créer des discontinuités représentatives des discontinuités naturelles dans des bloques fabriqués avec ce matériau analogue. Les modes de rupture et la résistance, tant pour le matériau intact que pour le matériau avec ses discontinuités, ont été étudiés sur des blocs de 35.6 × 17.8 × 2.5 cm soumis à des efforts de compression uniaxiaux et biaxiaux. Différentes configurations de géométrie de discontinuités ont été considérées. Les résultats obtenus à partir des blocs intacts permettent de vérifier un nouveau critère de rupture pour les roches intactes soumises à des efforts biaxiaux. Les résultats obtenus, tant avec les blocs intacts qu’avec les blocs avec discontinuités, sont utilisés pour développer un nouveau critère de rupture, fortement non linéaire, pour les massifs rocheux soumis à des chargements biaxiaux. Dans ce critère de rupture, un tenseur de fractures est introduit pour caractériser les effets directionnels de la géométrie des systèmes de discontinuité sur la résistance des blocs avec discontinuités. Ce critère de rupture démontre le rôle important de la contrainte principale intermédiaire sur la résistance des massifs rocheux.

In the U.S., flexible metal pipe culverts are designed by ring compression theory because the pipes are capable of deflecting and deriving side support from surrounding ground. For economy, tunnel liners are often designed as flexible structures that depend on the lateral pressure of the surrounding ground to maintain stability. In this paper, simple formulas are presented to determine the maximum deflection a concrete tunnel liner may assume and the ring compressive strength of the deflected liner. A tunnel can then be constructed to work within these limits. Similar techniques may be used to design concrete pipes.

"The development of means to maximize the selectivity between galena and sphalerite in lead zinc ores is extremely important to the lead-zinc industry. Two challenging studies recently undertaken by Cominco will be reviewed. The first required an unusually fine grind to achieve liberation between galena and sphalerite. The second contained partially altered galena which resulted in unusual early activation of sphalerite under normal flotation conditions. Means by which lead and zinc separation were optimized in these two ores will be discussed.There are two important factors in the separation of minerals by froth flotation: particle size distribution (grind) and pulp chemistry. Pulp chemistry includes a number of factors including pH, Eh, collector type and concentration, inorganic depressants, organic depressants and activators.Grind is important for two reasons. A sufficiently fine grind is required to optimize liberation. However, if the mineral dissemination is too fine, mineral selectivity in the flotation process is impaired. Due to the hydrodynamic constraints of conventional mechanical flotation cells, flotation works best over the single decade size range between 10 and 100 microns. The majority of new ores treated by Cominco until relatively recently were comparatively simple. The major factor in their treatment was defining optimum grind size. Accordingly, the focus within mineral processing at Cominco was on grind and supporting liberation studies. The relationships between grind, liberation and flotation response are intuitively easy to understand. An idealized relationship is shown in the first figure."
