The purpose of this paper is to provide general information about the bioaccessibility of metals and specific information about the use of bioaccessibility in risk assessments (human health risk assessments [HHRA] or ecological risk assessments [ERA]) and a list of sites where regulatory agencies have approved the use of bioaccessibility data in risk assessment. The memorandum also cites current U.S. Environmental Protection Agency (USEPA) guidance as well as state specific guidance where applicable. BRIEF HISTORY OF METAL BIOACCESSIBILITY TESTING AND METHODS The bioaccessible fraction of a constituent is that fraction that dissolves or desorbs from its matrix (e.g., soil) in the gastrointestinal tract and is available for absorption (USEPA 2007a; ITRC 2011; ITRC 2017). This is different from the bioavailable fraction, which is the percentage of the amount of an element that an organism is exposed to that is absorbed by that organism during a given time under defined conditions (USEPA 2007a). The bioaccessibility factor is the percentage of a metal that is potentially available for absorption and, therefore, is a conservative estimate of the bioavailable fraction since all that is available for absorption may not ultimately be absorbed into the organism’s system. Currently, there are two main techniques for estimating bioavailability of metals within a medium: in vivo animal studies (time-consuming and often cost-prohibitive), and in vitro tests that simulate human, or animal digestion in a laboratory setting. In vitro and in vivo test methods and protocols have been extensively evaluated by numerous researchers (Ruby et al. 1996; Rodriguez and Basta 1999; Sips et al. 1998; Sips et al. 2001; Molly et al 1993; Oomen et al 2002; Kelley et al. 2002; Oomen et al. 2003; Furman et al. 2006; Drexler and Brattin 2007; Basta et al. 2007; Wragg et al. 2009; Wragg et al. 2011; Chaney et al. 2011; Bradham et al. 2015; Bradham et al. 2018). The most recent scientific literature demonstrates that protocols used to estimate the bioavailability of metals to mammals also predict bioavailability of metals to birds as well (Beyer et al., 2016).

An avalanche is a snow slide. A simple explanation is that the snow on a slope will slide (avalanche) when the snow strength can no longer support its own weight. Snow avalanches happen when the load from snowfall or ram on a snow slope increases faster than the stre n g t h of the bonds between snow crystals. Avalanches can also happen when the strength of a buried layer decre a s e s . Active avalanche control is the intentional triggering of slides. Washington State Department of Tr a n s p o r t a t i o n (WSDOT), does avalanche control to minimize the chance of natural avalanches into traffic. Avalanche control work is done all over the world by: highway departments, ski resorts, railroads, mining operations, utility companies, and other activities threatened by avalanches. The majority of active avalanche control is done with skis, by explosives, or exploding projectiles. Blasting techniques and practices have evolved to fit the specific needs of avalanche contro l . Passive avalanche control is the use of engineered s t r u c t u res such as snow sheds, bridges, or snow supporting devices, to permanently protect a specific location from avalanches. The problem is that these struct u res are extremely expensive. There are a variety of passive avalanche control measures as well as the active m e a s u res used to protect the highway over Snoqualmie Pass. As traffic volume and use expectations incre a s e , m o re extensive passive measures will be needed to keep avalanches from affecting the highway.

As part of a continuing study of mechanisms of breakage, the grinding at Nairne Pyrites Pty. Ltd. was traced by the addition of barytes and the results compared with parallel small scale laboratory tests. It was confirmed that the same basic mathematical functions described the behaviour of the full scale ball mill as those established in the small scale mill. However, an additional classification function was required to define the behaviour for the rod mill and was evaluated as a function of size from the experimental data. The classification and grinding of the pyrites ore was assessed from steady state size distributions around the circuit.

Today’s world relies upon advanced green technologies that are made of critical elements with unique properties. Examples include rare earth elements (REEs) that are critical in the manufacturing of wind turbines and electric/hybrid vehicle batteries, key components of a greener future that face supply uncertainty and near zero recycling. To tackle their supply challenges, activities have begun for urban mining from waste electrical and electronic equipment (WEEE) that contain considerable amount of REEs, but their current level of recycling is less than 1%. Current recycling practices use either pyrometallurgy, which is energy intensive, or hydrometallurgy that utilizes large volumes of acids and solvents and generates large volumes of hazardous waste. In this study, we developed a novel and sustainable process to recycle REEs from WEEE, NiMH batteries in particular. The developed process relies on supercritical fluid extraction (SCFE) utilizing CO2 as the solvent, which is abundant, safe, cost effective, and inert. The effect of seven operating parameters, namely temperature, pressure, residence time, sample to chelating agent ratio, agitation rate, complex formulation, and methanol addition on REE extraction efficiency was investigated, and optimum operating conditions were determined. This work is the first to utilize a very efficient and safe process that runs at low temperature to extract metals from postconsumer products with minimum hazardous waste generation, while offering about 90% leaching efficiency for REEs. We expect our process to find widespread applicability in urban mining of REEs using green chemistry.

Mining in the state of Western Australia (WA) formally commenced in the 1840s, and over the ensuing 180 years has evolved to be the epicentre of the Australian mining industry and a significant contributor to the national economy. The lithology of WA is replete with mineralisation that hosts uranium and ‘critical minerals’ required for the global renewable energy sector. The state’s first uranium mine is under development, and high levels of activity are occurring in the state’s nascent critical minerals sector, with 168 WA-based companies pursuing rare earth-bearing minerals, 51 of which are actively drilling on their tenements. WA’s mineral deposits typically contain levels of the naturally occurring radionuclides (NORs) thorium-232 and uranium-238 that are elevated above the global crustal average. Workers are exposed to NORs during the mining and mineral extraction processes, and radiation doses that exceed applicable exposure standards may eventuate. The research traces the history of worker radiation doses from 1977 to 2020, finding the maximum dose was 163.4 mSv, more than eight times the current derived annual dose limit. Whilst 93.5 per cent of all workers received doses of less than 5.0 mSv per annum, the potential for elevated doses is ever-present as witnessed by 10.3 mSv reported in 2009/2010. The increase in activity coincides with a revision of the dose coefficients (DCs) associated with the intake of radionuclides. The research evaluates the revised DCs and forecasts doses from inhalation of radioactive dusts will nearly double, and lead to workers receiving doses exceeding 5 mSv for the first time since 2009/2010. The research finds that the current regulatory framework is fit-for-purpose. However, inter-agency relationships, and the capacity of the regulator to effectively regulate the current and future number of mining operations is questioned. The mining industry is vulnerable to capability and capacity constraints – but has failed to respond to issues in relation to competent radiation safety officers first raised by the Winn Inquiry (Winn, Mathews and Tough, 1984). Disconcertingly, monitoring of worker exposures to NORs reached a nadir in 2021, raising questions as to the veracity of worker doses reported to the regulatory agency. The research recommends personal dust sampling be prioritised.

Sanitary land filling has become one of the most widely used methods of disposing of solid refuse. A principal concern of regulatory agencies and the public itself is that landfill operations do not degrade the physical environment, including water resources, and the ground-water reservoir in particular. Knowledge of ground-water and engineering geology can guide landfill operations into suitable terranes or develop measures to compensate for natural limitations at a particular site. Experience and research in Illinois suggest four activities relating to landfill disposal that warrant attention by geologists and engineers: (1) regional delineation of favorable and unfavorable hydrogeologic conditions to facilitate planning and preliminary screening of potential landfill sites; (2) site evaluations, with considerations of geologic materials, topography, water levels, flow systems, and local occurrence and use of water resources; (3) research on aspects of the hydrogeologic environment that control effects of, or are modified by, landfills; and (4) formulation of practices in the siting, construction, and operation of landfills that prevent, mitigate, or isolate deleterious effects. The first two activities are basically in the domain of earth science, requiring the application of fundamental concepts of geology and hydrology and conventional site-exploration methods. The third activity, research, requires contributions from geology as well as other disciplines, including soil physics, sanitary engineering, and chemistry. The fourth calls for policy decisions by regulatory agencies and elected officials, using the contributions of scientists and engineers. Throughout history, man has disposed of unwanted materials by dumping. As urbanization has increased, haphazard dumping practices have given way to disposal under more controlled conditions because of increasing congestion of population and production of waste and greater concern for public health and environmental amenities. Many states and communities have already outlawed open dumping and open burning of refuse. The only practical methods of disposal of large volumes of refuse, therefore, are contained, high-temperature incineration, or burial in a sanitary landfill. In Illinois, regulation of solid waste disposal has been delegated to the Environmental Protection Agency. Each session of the legislature since 1965 has passed increasingly strict laws regulating waste diposal. As a result, the work of evaluating sanitary landfill sites has increased significantly for both the Department of Public Health, now the Environmental Protection Agency, and the Illinois State Geological Survey, which advises the Agency on matters of ground-water geology and pollution. In fact, our ground-water staff spends as much time on studies relating to waste disposal, primarily sanitary landfills, as on ground-water resource studies. Many other geological agencies are experiencing similar demands for increased assistance in solving waste-disposal problems. This paper summarizes some of the salient features of the sanitary landfill concept, describes activities of the Illinois Geological Survey in ground-water and engineering geology relating to landfills, and suggests policies that need consideration. A sanitary landfill is located and operated in such a way that vermin and pests, nuisances, and degradation of air and water are kept at acceptable levels. Some of the physical requirements of a sanitary landfill are all-weather roads for year-round access, fences to retain blowing paper, a daily cover of at least six inches of suitable earth material, and a final cover of at least 2 ft of earth material. Dumping into or adjacent to standing water generally is not allowed. Two common operating techniques are used. In the first, trenches are dug, the refuse is placed in them, and the earth removed from the trenches is used to cover the waste. In the second method, area fill, refuse is placed in low ground and covered with earth from adjacent high areas. The hydrology of the site is a prime consideration in locating sanitary landfills. Putrescible refuse, if saturated above field capacity, produces a leachate that usually has a high concentration of dissolved solids.2 As the leachate also acts as an agent for transporting bacterial pollutants, it constitutes a potential pollution hazard. To reduce the production of leachates, the topography of the landfill area should be such that surface water will not flow into or through the fill. Operations that will result in refuse disposal below or near the highest known water-table elevation may be required to take corrective or preventive measures to protect the ground water. In practice, under humid conditions such as prevail in Illinois, locations where disposal can take place above the water table are relatively few because surficial materials are commonly fine-grained, which permits slow gravity drainage and results in high degrees of saturation (100% moisture content) near the surface. At some sites, although disposal has taken place above the water table, ground-water mounds have developed, resulting in permanent saturation of the refuse. Siliceous float sampled in the Wafi River by CRA Exploration in 1977 assayed 22 g/t Au and 89 g/t Ag. Follow up in 1979 led to the discovery of outcropping mineralisation now known as Zone A. Soil sampling in 1980 and 1982 outlined a 350 m by 400 m area of >1 g/t Au at Zone A and smaller areas at Zones B, C and D. Thirty-one diamond holes were drilled between 1983 and 1986. Elders Resources continued evaluation of Zone A under a farming agreement between 1988 and 1990. Mineralised diorite porphyry was discovered in 1990 by drilling conceptual targets 500 m to the NE of Zone A. Evaluation of this copper-gold porphyry became the main focus of exploration for the next five years and a substantial resource was outlined within a single, discrete body. A review of the paths to project development in late-1995 highlighted the need for increased resources via a second mineralised porphyry and/or an additional resource of Zone A size to make the project viable. It was concluded that the greatest immediate potential for increasing the resource inventory was at Zone A itself where the mineralisation was open in all directions. Detailed mapping and drill core logging lead to the geologic and structural models being revised in early-1996. The objectives of the 1996 drill program were to extend the Zone A resource, to test for continuity of mineralisation westwards to Zone B, to better define the controls on gold mineralisation and to delineate high-grade blocks amenable to selective mining by infill drilling and 3D orebody modelling. The last drill hole of 1996 intersected 30 m at 4.6 g/t Au from 273 m in WR147, deep in the western limit of Zone A. This intersection gave impetus to continue drill testing towards Zone B. In April 1997, hole WR154 was drilled 100 m to the west of WR147 and intersected 20 m at 8.5 g/t Au and 70 m at 11.0 g/t Au at similar depths near the diatreme contact. Drill hole WR155 was then drilled 100 m to the west of WR154 and intersected 86m at 5.7 g/t Au and WR159 drilled 100 m to the south of WR154 intersected 36 m at 9.2 and 50 m at 4.4 g/t Au. A significant zone of essentially blind, high-grade gold was discovered beneath the dipping flank of a poorly mineralised diatreme in what became known as the Link Zone. The long history of evaluation has been driven by the conviction of a dedicated team that a mineralised system of the size and complexity of Wafi with strongly anomalous gold in outcrops over the entire Mount Golpu area must contain economic mineralisation hidden within it. The keys which redefined the direction of exploration and lead to the discovery of the blind, high-grade gold Link Zone were, in our view, the critical review of the project status, detailed geological and structural studies to define clear exploration targets and the necessary funding and persistence to carry this through.

"Packaged fuel" is the trade name applied by the industry to a product consisting of coal screenings and a binder compressed into 3 -or 4-inch cubes and wrapped (six or eight in a package) in sturdy paper and sealed with gummed tape. Parry describes the product in greater detail and distinguishes clearly between packaged fuel and briquettes. The industry developed from the desire of retail coal dealers to improve utilization of the relatively large quantities of slack sizes that result from the degradation, during shipping and handling in the yard, of friable coal, particularly Pocahontas coal. During the war an attempt was made to apply this technique to anthracite fines, and a recent publication of the U. S. Bureau of Mines reported the results of physical and combustion tests on packaged fuels containing anthracite fines. References made in this report to the previous investigation on packaged fuels containing anthracite represent data or conclusions presented in Report of Investigations 3882. This investigation was conducted as a continuation of the previously reported studies and consisted of physical and combustion tests of packaged fuels made from high-volatile bituminous coal, as well as the low-volatile bituminous coal ordinarily used in the industry, to determine their relative suitability for domestic firing. Particular attention was given to the smoke-producing properties of the packaged fuels because of the increasing importance of the prevention or reduction of smoke from hand-fired domestic heating plants resulting from the widespread enactment of smoke-prevention ordinances.

The Bureau of Mines is sponsoring a variety of long-term, high-risk research to advance state-of-the-art technology in U.S. underground coal mining. This report reviews the status of many Bureau projects that support fundamental underground coal mining operations; the project areas include cutting coal from the solid (extraction), hauling coal from the face (transport), and activities that sustain daily operations (logistics). Innovative equipment and technology have been developed, with these major objectives: to significantly improve coal mine productivity, to further advance coal recovery and personal safety within the mining industry, and to reduce the time needed to develop longwall panels. The majority of the prototype equipment covered in this report either has undergone or will undergo comprehensive evaluation at Bureau surface test facilities so that performance and reliability can be improved before the equipment is tested and evaluated in a working section underground.

This U.S. Bureau of Mines publication presents a case study of the processes used in permitting the Nome Offshore Placer Project, a gold mining project offshore Nome, Alaska which operated from 1985 through 1990. The mining project, developed by Western Gold Exploration and Mining Company, Limited Partnership (WestGold), used the BIMA, which was at the time the largest bucketline mining vessel in the world, to dredge gold from the ocean floor. This case study reviews the permitting process from the regulators' and industry's perspectives, as well as characterizing the efficiencies and inefficiencies associated with this case. The Federal, State and local laws applicable to the Nome Offshore Placer Project are identified, agency jurisdiction and interagency relationships are explored, and the chronology of the permitting process is examined. The regulatory authorities for both environmental monitoring and post-mining monitoring are delineated. Significant milestones affecting the project and required regulatory submittals are also included. The case study of the Nome Offshore Placer Project is detailed with respect to agency involvement and coordination, approaches to permitting from both the regulators' and developer's perspective, environmental issues, and permit stipulations which were unique to the project. The advantages and disadvantages of these topics are discussed.

THIS PAPER gives results of an investigation of the composition and carbonizing properties of coals from the Beckley bed, Caretta No. 5 mine, Susanna, McDowell County, and Glen Rogers No. 2 mine, Glen Rogers, Wyoming County, W. Va. The investigation included BM-AGA carbonization tests at. 800° and 900° C. and various chemical and physical tests designed to evaluate agglutinating, plastic, and expanding properties of coal. Both coals were of low-volatile bituminous rank, and each was blended with 70 and 80 percent high-volatile A coal from the Pittsburgh bed, Warden mine, Allegheny County, Pa. The Beckley bed was 39 to 58 inches thick at three points in the Caretta No. 5 mine, and the coal was 39 to 49 inches thick. The carbonizing sample contained 83.0 percent fixed carbon on the dry, mineral-matter-free basis. It contained 3.1 percent moisture, 15.8 percent volatile matter, 72.4 percent fixed carbon, 0.7 percent sulfur, and 8.7 percent ash, as carbonized. The ash softened at 2,680° F. The free-swelling index was 7;i, and the agglutinating value was 7.7. This sample fused weakly in the Gieseler plastometer; its blends with 70 and 80 percent Pittsburgh coal attained maximum fluidities of 830 and 600 dial divisions per minute, respectively. The single coal yielded 83.0 percent coke at 900° C. Yields of other carbonization products per ton of coal at 900° C. were: Gas, 9,950 cubic feet; tar, 3.5 gallons; light oil, 1.36 gallons; and ammonium sulfate, 16.3 pounds. Blending with Pittsburgh coal lowered the yield of coke and raised the yields of other products significantly. Caretta coal yielded strong, blocky coke at 900° C., 89 percent of which was plus-2-inch size. Strength indexes of 900° C. coke from 30:70 blends of Caretta No. 5 and Pittsburgh and of Pocahontas No. 3 and Pittsburgh coals were, respectively: 2-inch shatter, 68 and 53; 1%-inch shatter, 90 and 85; 1-inch tumbler, 50 and 53; and %-inch tumbler, 62 and 65. The specific gravity of the 900° C. gas from Caretta No. 5 coal was 0.272, and the heating values were 491 B. t. u. per cubic foot and 2,440 B. t. u. per pound of coal. The blends yielded much richer gas. Yields of tar acids and bases (0.09 and 0.04 gallon per ton, respectively) were within the normal ranges for low-volatile coals. Caretta No. 5 coal expanded 7.5 percent in the sole-heated oven at a charge density of 55.5 pounds per cubic foot. The blends containing 70 and 80 percent Pittsburgh coal contracted 4.8 and 7.5 percent, respectively.

A nickel-copper sulphide concentrate was treated in a pilot plant at Warren Spring Laboratory during 1961, by a hydrometallurgical roast-leach- solvent extraction process devised to cleanly separate the metal values, and produce acid sulphate liquors containing the metals. It is shown that 86 percent of the nickel and 95 percent of the copper could be leached from the calcine, after a sulphatizing roast on finely ground flotation concentrate. Iron was removed from the leach liquor by limestone neutralization with a small loss of values. Copper and nickel were separated by solvent extraction with naphthenic acid in kerosene after partial neutralization of the iron-free liquors with ammonium hydroxide. Hydrogen sulphide and chlorine were used to remove zinc (and residual copper) and cobalt impurities respectively. The recovery of pure copper and pure nickel, by electrowinning, from the acidic solvent extract strip liquors finally produced, appears technically feasible.

The Environmental Protection Agency (EPA) is in the early stages of developing a national mining waste program. Our goal is to develop a mining waste program that will be state implemented, multimedia in nature, flexible, utilize and enhance existing state programs, and protect the environment. The Agency appreciates the cooperation the mining industry is providing through its participation in the Policy Dialogue committee on Mining and by providing the Agency with technical data. The following is a discussion of what led to the development of a national mining waste program, the agenda initiative to evaluate Toxic Substances Control Act authority in phosphate manufacturing, and the important steps being taken through the Policy Dialogue process to frame and discuss issues. EXTRACTION AND BENEFICIATION OF ORES The Resource Conservation and Recovery Act of 1976 (RCRA) and subsequent amendments created a framework for the regulation of hazardous wastes under Subtitle C and nonhazardous waste under Subtitle D. In 1978, initial regulations were proposed for hazardous waste management units under RCRA. These identified a universe of special wastes that were large volume, low hazard and less amenable to Subtitle C control techniques. EPA noted that waste materials from the "extraction, beneficiation and processing of ores and minerals m fit these criteria. In October 1980, Section 3001 of RCRA was amended. This Bevill amendment excluded solid waste from the extraction, beneficiation and processing of ores and minerals from regulatory control under RCRA's hazardous waste Subtitle C. This was done pending a report to Congress and a regulatory determination regarding the Subtitle C status of these wastes. Thus in November 1980, EPA published an interim final amendment to the RCRA Subtitle C regulations to reflect the Bevill amendment. RCRA requires EPA to perform studies and make reports to Congress regarding the management methods and potential hazards of managing waste. RCRA also calls for a regulatory determination regarding whether Subtitle C (hazardous) or D (non- hazardous) controls are warranted for these wastes. In December 1985, EPA submitted a report to congress entitled, “Wastes from the Extraction and Beneficiation of Metallic Ores, Phosphate Rock, Asbestos, Overburden from Uranium Mining and Oil Shale." In that report, EPA found that some mining wastes exhibit hazardous characteristics, that the range of risk from mining waste is broad, and that waste management practices have caused environmental damage. In July 1986, EPA published a regulatory determination based on information gathered in the 1985 report to Congress and comments from interested parties. In the report, EPA concluded that RCRA Subtitle C regulation of extraction and beneficiation wastes was unwarranted because mining wastes tend to be disposed of in arid climates, waste volumes are high, and facilities and wastes are located in sparsely

In this paper, improving the pelletization of Brazilian hematite by adding a boron bearing additive was carried out, and the pelletization parameters were also optimized. The mechanism of boron bearing additive was revealed in the kinetics of crystal grain growth by using LEICA microscopy and its software to measure hematite grain growth. Good qualities of green balls are manufactured with drop numbers above 5.7 times/0.5m, compressive strength higher than 13 N/pellet and thermal shock temperature over 620? under the following conditions: 1.2wt% bentonite, 0.4wt% boron bearing additive, 7wt% moisture and pelletizing in disc for 15 min. When the green balls were preheated at 1000? for 8 min and fired at 1280? for 15 min, the compressive strength of the fired pellets containing boron bearing additive is about 3096 N/pellet, which is far beyond the standard requirement for good quality pellets. Compared to the fired pellets without adding any boron bearing additives, the compressive strength of fired pellets containing boron bearing additive is increased by 1225 N/pellet. It is revealed that adding boron additive into the hematite pellets help to form more liquid phases, lower the activation energy of the hematite grain growth by 135.2 kJ/mol and increase grain growth rate by 33.6%, leading to higher strength of fired pellets due to forming more coarse and dense recrystallized hematite and energy saving by firing at lower temperatures for shorten time.
