Investigation of the costs of industrial accidents dates back to the 1920s. The Bureau of Mines was one of the pioneers in accident cost investigation with numerous studies published between 1928 and 1933. The bulk of these early investigations dealt only with costs which appeared as payouts on company books; that is, the direct cost of insurance premiums and the costs of medical expenses which resulted from industrial accidents. These early investigations, especially the Bureau's study of accident costs in Pennsylvania and Indiana coal mines provided the first real evidence that promotion of industrial safety pays back in dollars as well as in human life and wellbeing. In the 30s and 40s, investigations began to accumulate evidence that industrial accidents impacted more than just the direct operating expenses of a company (i.e., higher insurance premiums). The work of Heinrich pioneered these investigations, and produced strong evidence that the un¬insured costs of accidents far outweighed those costs covered by insurance. Heinrich developed and published a ratio of insured to uninsured costs of 1.4. Despite his cautionary statements about blanket application of this ratio it is used even today to estimate total costs of accidents. Simonds, in the late 40s and early 50s, extended the definitions of uninsured or indirect accident costs and developed what is now regarded as the principal method for estimating the total economic impact of industrial accidents. Simonds' method served as the basis for development of the logic of the Accident Cost Indicator Model (ACIM). However, several departures from Simonds' method were made to satisfy certain requirements imposed by the Bureau of Mines, and because information gathered during the course of our investigation justified a departure. These departures are noted in the discussion which follows.

The problem of removing hydrogen sulphide from natural gas has become within the last few years one of major importance to the natural gas and petroleum industry. Several gas fields in the United States produce natural gas containing hydrogen sulphide, and a number of oil fields produce gas which contains hydrogen sulphide. 3 The percentage of hydrogen sulphide in natural gas produced in these fields varies from a fraction of 1 per cent t6 as high as 20.5 per cent by volume. 4 Hydrogen sulphide is probably the most toxic gas associated with natural gas,5 and from the standpoint of health and safety it is important that the hydrogen sulphide be removed if the gas is to be used for domestic purposes. Hydrogen sulphide, besides being toxic and therefore a hazard to animal life, is under certain conditions an active corrosive agent and very destructive to equipment. 6 The annual loss caused by the corrosive action of hydrogen sulphide on equipment amounts to hundreds of thousands, perhaps millions, of dollars. 7 The largest percentage of natural gas produced in the United States comes from wells which also produce oil. This associated gas invariably carries with it light fractions of petroleum, which when separated from the gas, condense to the liquid form at ordinary temperatures and pressure. Commercial application is made of this natural condition, and "wet gas" is processed to obtain so-called natural gasoline by employing the principles of absorption, adsorption, or compression and subsequent expansion accompanied by cooling. This report describes a program to develop, design, fabricate and subject to environmental testing three prototype collection-sensing devices of an eventual mining-machine mounted automated monitor for the measurement of the respirable fraction of coal mine dust to determine both short-term as well as average mass concentrations over typical 8-hour shifts. The design of this instrument is based on collection by filtration and mass sensing by beta-radiation attenuation. The emphasis of this development program was to evolve a rugged, stable and reliable collection-detection head compatible with the environment to which An eventual monitor will be subjected. Laboratory testing of this prototype instrument was performed over a representative range of temperature, humidity, dust concentration and composition, shock and vibration. The results of this testing program indicated that the operation of the prototype version His compatible with these environmental conditions and that further development of this configuration into a field operational device is justified.

The occurrence of fracturing due to high stress levels is a major factor in hangingwall stability in deep level gold mine stopes. However, rock falls cannot be the result of these fractures alone. Rock falls can result only from the occurrence of unstable rock blocks defined by the interaction of the stress induced fractures and naturally occurring geological planes of weakness. These planes include bedding planes and joint set planes. However, there is a general lack of information on the characteristics of these planes (orientations, spacings and lengths)?it does not appear that any such systematic and quantified information, if collected, has been published. To remedy this situation to some extent, joint mapping exercises have been carried out in several geological environments in two gold mines. The data collected on joint geometry included orientation, spacing and length, and this information is included in the paper. Reynolds Metals Company announced plans to increase its rate of production of primary aluminum by 17 thousand tons per year by the end of February. Other producers were expected to increase operating rates during the first quarter of 1976 (see table 10 pg. 29). CHROMIUM -Under the Trade Act of 1974, a petition was filed July 16, 1975, with the U.S. International Trade Commission (ITC) by the Tool and Stainless Steel Industry Committee for Import Relief and the United Steelworkers of America, AFL-CIO, for import relief for certain stainless and alloy tool steel products. The Commission determined on January 16, 1976, in a report to the President, that increased quantities of imports of stainless steel sheet and strip, plate, bar, and rod and alloy tool steel except ingots, blooms, billets, slabs, and sheet bars were a substantial cause of serious injury or threat thereof. The Commission recommended import quotas for the period 1976 through 1980. The President has 2 months in which to act, with his decision subject to a Congressional override.

Paper presented at Mineralisation in the Caledonides, the Mike Gallagher memorial meeting held in Edinburgh, 27-28 June 1996. Quantitative point analysis and microchemical mapping identified 52 different types of mineral in inclusions, usually ranging in size from 5 to less than 1 micrometre, inherited from source bedrock. A combination of grain chemistry, heterogeneity and inclusions provides a grain signature reflecting the type and history of source mineralisation. Several grains from an alluvial site are needed, to allow for bedrock variation and the presence of inclusions in only 10-20% of grains. A total of 1 530 grains obtained from 30 localities in Scotland were of ten types, two of them minor variants. Two types in the Highlands may be related to centres of Caledonian igneous activity, but the most widespread is likely to have been of deep-seated origin and structurally controlled. Gold in the Ochil Hills is probably from a source associated with Devonian andesitic activity. In the Southern Uplands, grain types reflect two separate episodes of mesothermal lode gold mineralisation and relationships with Permian red beds/mafic volcanics and with Tertiary dykes

"Co-Directors, Generic Mineral Technology Center for Respirable DustEarly in the 1980s, the U.S. Bureau of Mines initiated the concept of the Generic Center, incorporating it into its mining research program, and in 1983, the Generic Mineral Technology Center for Respirable Dust was established. The Generic Center concept was first envisioned by the U.S. Bureau of Mines as a way to bring together the various different scientific, engineering and medical research interests in the respirable dust area to effect a coordinated and efficient organization for advancing knowledge in that field. The result was a combination of the collective talents and skills of more than 100 scientists, engineers, medical personnel and graduate students, through the formation of a consortium of five major research universities, including medical facilities, to perform respirable dust research. The Generic Mineral Technology Center for Respirable Dust consortium comprises The Pennsylvania State University (with its Hershey Medical Center) and West Virginia University (with its Medical Center) as the lead universities and the University of Minnesota, Massachusetts Institute of Technology and Michigan Technological University as affiliates.Although respirable dust-related disease remains the nation's worst industrial hazard, the fundamental understanding of all aspects of respirable dust associated with the mining and milling industries, including the interaction of dust and lungs, has grown significantly over the past near-decade toward the larger effort to reduce the incidence and severity of disease caused by respirable dust. Continued progress toward making the mine work environment cleaner and healthier remains the immediate objective of the Respirable Dust Center.The Respirable Dust Center's research program and technology transfer activities, described in this paper, exemplify the Generic Center concept first envisioned by the U.S. Bureau of Mines. Interdisciplinary and interactive studies continue to result in significant progress toward making mine atmospheres cleaner and healthier."

The earliest industrial application of high pressure grinding rolls (HPGR) at comminution was in 1984 in the cement industry. Since then, the equipment has been widely applied in mining activities. Despite the rapid spread across the industry, several challenges are still present in the equipment’s application, especially considering the complex ore breakage behaviour reported for this process. The pellet feed’s HPGR comminution was recognized as fundamental to efficiently increase the particle surface area (e.g., blaine specific area, BSA) at a lower energy and water consumption level (Chapman et al. in J Southern Afr Instit Mining Metall 113:407–413, 2013). The present study considers a novel milling process applying only HPGR as a re-regrind stage after concentration. The amount of successive ground product recirculation into the machine to achieve the required particle size for the pelletizing process was investigated. The study compared the ball wet milling process with the innovative processing technology for hematite–goethite ores. Green pellet balling and induration processes were simulated in bench and pilot scale. The milling results showed a considerably steep increase in BSA after each recirculation step into the HPGR, although compared with the ball-milled product the size fraction <45 μm% increased a modest five percentage points after three recirculation cycles, remaining steady until the last recirculation step. As a result, the green pellet generated presented higher concentration of pellets between 10 and 16 mm (%10-16 mm), with a higher drop number than typically observed when produced with ball-milled feedstock. Consequently, on the induration process, a higher pellet deformation was observed during the pot grate loading. Despite that, the fired pellets still presented an outstanding performance in cold crush strength (CSS) considered suitable to an industrial application.

Profitable marketing of most minerals is dependent upon the total delivered cost to the user. Transportation costs are often greater than the value of the mineral f.o.b. the mine or processing facility. In some cases, transportation costs are three to five times the mineral cost. For many years, transportation costs were controlled by a complex system involving the transportation companies and supervised by regulatory agencies. This paper will deal with the effects of deregulation on rail costs and outline the major changes in transportation economics.

A blast monitoring program conducted at Chemical Lie Company’s new lime calcining facility near Ste. Genevieve, Missouri is discussed. The purpose was to develop blasting criteria for the construction and operation of the lime plant within the quarry operated by Tower Rock Stone. Further, it was imperative to accommodate production requirements into the blasting criteria. The major concern was the effect of blasting on the curing of green concrete during the construction of the storage silos and kiln stacks. In addition to discussing the susceptibility of curing concrete to blast vibrations, the paper also details how this varies with time.

Magnesium-rich olivine is used as an additive in LKABÆs iron ore pellets in order to improve the high-temperature properties of the finished products. Olivine is only added to the pellets that are manufactured for ironmaking in the blast furnace process. The olivine comes from Minelco/LKABÆs mine at Seqi in Greenland. This dunite complex of Archean age contains about 95 - 98 per cent olivine. The grain size is typically 1 - 3 mm but much larger euhedral olivine crystals are common in the porphyritic type. The serpentinisation is absent or weak. The most common minor minerals are chromite, chlorite, talc, phlogopite, amphibole and pyroxene. The crushed olivine is transported to LKABÆs pelletising plants in Northern Sweden. After grinding, small amounts of olivine are mixed with the magnetite concentrate. The concentrate is rolled into green balls, about 10 - 14 mm in diameter. The moist green balls are transferred into the pelletising machine where the maximum temperature is about 1250¦C. The residence time in the pelletising machine is about one hour. Olivine is used in order to get pellets with better high-temperature properties. This paper deals with the olivine alteration during the pelletising process and the behaviour of magnesium following the decomposition of magnetite. The reactions are quite complex in the pellets because the physico-chemical conditions vary considerably in the process from one process step to another, and in the pellet bed from the top to the bottom. Some olivine particles in the finished product show very slight alteration, some particles are completely decomposed. The formation of the iron-rich coronas around the olivine particles is the most typical alteration. In the finished pellets the magnesium is mainly distributed between the following phases: unaltered olivine, coronas, Mg/Fe-ferrite and silicate slag.

"Cutoff walls are the most common seepage improvement measure for levee flood control projects throughout California’s Central Valley. Cutoff walls are widely used because they can be implemented within an existing right of way in either heavily urbanized areas with limited access, or in high-value crop agricultural areas. The most commonly used seepage cutoff wall types are soil-bentonite (SB), soilcement- bentonite (SCB), and cement-bentonite (CB). Contract values for cutoff wall rehabilitation projects in the Central Valley range from several millions of dollars to hundreds of millions of dollars, and play a significant role in the reduction of flood risk in urban and rural areas. However, recentlycompleted construction of several levee improvement projects has shown limitations and inconsistencies among the commonly used technical specifications for construction of seepage cutoff walls. These limitations were evaluated by practicing engineers involved in different stages of cutoff wall design and construction. This paper describes the specification areas that typically generate design and construction issues. Recommended improvements to specifications are suggested to address these issues. The paper’s topics include: the applicability of the different types of cutoff wall materials and construction methods, quality control testing requirements, backfill gradation requirements, mixing procedures, and settlement criteria for backfill.INTRODUCTIONFlood control projects on the Sacramento and San Joaquin rivers in the Central Valley region of Northern California consist of a large system of reservoirs, bypasses, and levees. The thousands of miles of levees within the system were largely constructed and raised by local entities as need arose; this construction occurred prior to the development of modern design and construction techniques. The majority of these levees were initially constructed to protect land for agricultural development; however, a significant portion of these areas have become or will soon be urbanized. This urbanization has historically occurred in locations right up to the levee footprint. This expedient form of historical levee construction, when combined with adverse riverine geomorphology, urban development, and productive agricultural regions, has led to a levee systems with severe seepage performance issues in a real-estate-constrained setting."

A critical issue associated with mining operations has been the stability of tailings impoundments. Some breach events have produced catastrophic tailings flows that have caused significant economic damage, mass casualties and long-lasting environmental impact in the downstream environment. This paper reports independently estimated values of runout distance, inundation area and fahrboschung of 16 tailings flows. The adopted methodology involves the geospatial analysis of satellite and aerial imagery to classify each tailings flow into a primary impact zone (Zone 1: main overland flow) and a secondary impact zone (Zone 2: along-creek diluted flow) to characterise runout. Only Zone 1 runout values are reported herein given the greater significance in relation to downstream impact. The fahrboschung is calculated using elevation data from global 30 m digital elevation models (DEMs) and source literature. The results show that all the selected tailings flows travelled long distances (2.4 km to 98.5 km) and inundated large areas (0.35 km2 to 27.0 km2) over very low fahrboschung values (0.04° to 4.8°). This indicates very high flow mobility that is largely governed by the high water content sourced from interstitial waters and, in many cases, supernatant ponds. Scatter plots display poor correlations owing to the complexity and variability in travel path characteristics (confinement, slope angle and obstructions) and the inherent properties of the flowing mass. The slope angle of the travel path exerts a strong control over the flow velocity which has implications on kinetic energy and downstream geomorphological impact. Mean tailings flow velocities may range from ~6 m/s on near-flat, open terrain to over 30 m/s in relatively steeper, channelised travel paths, indicating that tailings flows fall within the extremely rapid and high mobility spectrum of global mass movements. The presented work forms an inceptive part of the CanBreach tailings project, a major component of which is to develop a comprehensive database of case histories to examine the role of geotechnics, failure modes and downstream terrains in influencing tailings flow behaviour.

"In Hanaoka Mine, which was one of the major ""black ore"" (Kuroko) mines in the north part of Japan, mining has finished in 1994, and only mineral processing plant is available now. Recently this mineral processing plant has been applied to the soil washing. Soils contaminated with heavy metals are excavated and transported to the plant. The soils are separated to cleaned soil and metal enrichment through the process which consists of scrubbing, classification, extraction, insolubilization, flotation, and so on. The process is flexibly designed for each contaminated soil, in order to the products can be recycled as cleaned soils or metal sources. . Soils contaminated with arsenic and lead were treated in 1999, which were entrusted from Environmental Agency of Japan.IntroductionDowa Mining has had the mine site named ""Hanaoka Mine"" and ""Kosaka Mine"" in the north part of Japan. Those mines consisted of some ore deposits and produced ""black ore"" (Kuroko) and ""yellow ore"" (Oko), which are complex sulfide ore. The ""black ore"" mainly consists of sphalerite, galena and barite with accessory chalcopyrite, tetrahedrite and Au, Ag minerals. The ""yellow ore"" mainly consists of powdery and clayey ore containing chalcopyrite and. pyrite, with a little sphalerite and galena. Each mine site had mineral processing plant respectively, ""Hanaoka Mine"" had two and ""Kosaka Mine"" had one plant. Those plants were operated by flotation process to separate each mineral, and produced concentrates of copper, lead, zinc, pyrite, barite and so on.Unfortunately, the mine had closed one by one because of change in economical circumstances and the lack of ore reserves. Mill plants were also closed and dismantled, but the last ""Matsumine mill plant"" of Hanaoka Mine was remained to be utilized usefully. In the circumstance like that, we came across with soil remediation business. Recent reports say that subsurface contamination in Japan is being grown substantially and that it can be a serious matter beyond the imagination of our society. So nowadays we have a tendency to pay attention to the environmental issues including subsurface one."

A full-length paper was not prepared for this presentation.The recent and active magmatic arcs of eastern Papua New Guinea (PNG) and the Solomon Islands are well endowed with sulfide mineralisation and include deposits such as Ladolam, Panguna and Solwara 1. The majority of the mineral systems in this belt are younger than four million years old, with some deposits remaining active to the present day as exemplified by active hydrothermal systems on the island of Lihir. The geodynamic setting that led to the formation of these deposits is still unresolved, with, for example, both the Pacific and Solomon Sea plates considered responsible for the formation of the Ladolam deposit on the island of Lihir under different models. In order to understand and characterise the formation of south-west Pacific mineral deposits, we must first reconstruct the complex geodynamic evolution of the region. New kinematic reconstructions show that while mineral systems in eastern PNG and the Solomon Islands are hosted within a single arc related to subduction at the New Britain and San Cristobal trenches, variable and discrete geodynamic settings exist within both the upper and lower plates throughout this region, which give rise to distinct mineralised corridors. Most notably, this region is host to: the Solwara 1 deposit, which occurs within a major transtensional corridor in the eastern Bismarck Sea the Ladolam deposit (Lihir), which is interpreted to have formed above but in relation to tearing of the subducting slab the Panguna deposit, which is related to structure in the subducting slab marginal to the actively spreading Woodlark Basin.An evaluation of the nature and variability of these diverse geodynamic settings through time can provide us with a better understanding of the relationship between the active south-west Pacific magmatic arcs and mineral deposit formation. This &apos;90s &apos;Public Relations spin&apos; approach, usually backed up by scientific data, technical reports and graphs outlining risk probability and the impact potential on people and communities, is being challenged. Challenged by communities who have greater access to information, demand greater levels of transparency and corporate responsibility of large corporate operations and possess greater awareness of the communities they live in. &nbsp; The growth of the environmental movement, of anti-globalisation, anti corporatism, apprehension of a large corporate&apos;s ability to deal with community issues, and a lack of faith in the abilities of regulators to regulate corporate activities, means our industry faces challenges on multiple fronts. It must now be able to address these from a personal/community perspective if it is to remain relevant within communities. &nbsp; One of the keys to this is linking the internal activities and responsibilities to the externals concerns and demands for higher levels of operation and care. &nbsp; This presentation draws on Corporate Public Affairs trends, functions and approaches and the application to External Affairs activities within Newmont Waihi Gold&apos;s operations in Waihi and regional exploration activities throughout the Hauraki Goldfields. &nbsp; The approach presented works on the philosophy that communities don&apos;t necessarily have to like what we do, but should be able to identify and recognise the way in which we involve them in decision making, communicate our intentions and respond to issues.

It has long been recognised that knowledge of the conditions existing in a mine after an incident is essential in deciding whether to deploy responders as part of the incident recovery process. Applying this knowledge in a structured manner to the assessment and the acceptability of the risks likely to be faced by those teams during response activities before authorising their deployment is an onerous task incumbent upon the person controlling the incident response. The Mine Event Management System (MEMS) provides structure and coordination in the management of mine events. It assists with the skills and knowledge for incident control teams to effectively manage any emergency or non-emergency event, be it large or small. In cases where multiple organisations are involved, the MEMS promotes effective joint operations through the use of common terminology and structure to provide seamless communication between agencies at all operational levels. The SQL-based software developed by Queensland Mines Rescue Service (QMRS) assists decision-makers to make considered options; it does not make decisions for you. When set-up, it allows the information that already exists within a mine’s Safety Health Management System that is relevant to the incident to be accessed and considered rapidly within the pressured environment of an emergency. Additionally, the incident specific questions contained within MEMS focuses the management team on gathering and assessing information relevant to the incident as it progresses. The software’s event log can be utilised as an auditable document for post incident investigation. The MEMS provides a process to properly consider the adequacy of the information available upon which decisions have to be made, to consider and acknowledge the hazards of the environments within or adjacent to which responders will need to work and to acknowledge and authorise the entry of responders into or to remain within a mine either during or post an incident occurring, once an acceptable level of risk is achieved.

At the 19th International Conference on Ground Control in Mining, a paper was presented detailing new types of Jennmar INSTáL tensionable cable bolts (Stankus and Taylor, 2000). Since that time, significant testing and trials of the various types of tensionable cable bolts have been conducted. Several MSHA districts and state regulatory agencies have now approved these systems as primary support This paper will detail the use of tensionable cable bolts as primary support at two longwall mines in Virginia (MSHA District 5).

Demand for arsenic exceeded supply in 1980, and the major domestic and foreign producers allocated available supplies to customers. Major demand was about evenly divided between industrial chemicals and agricultural chemicals. Legislation and Government Programs.-In June 1980, the Environmental Protection Agency (EPA) listed inorganic arsenic as a hazardous air pollutant.2 Proposed regulations on arsenic emissions were to be announced on an industry-by-industry basis at a future date, and public comment on the listing and on specific regulations was to be heard.
