The organization and operations of the information gathering system, and examples of the products prepared for the commodity phosphate rock by the Division of Nonmetallic Minerals, U.S. Bureau of Mines, are used to describe the Bureau's commodity program. Selected examples from publications about phosphate rock are used to illustrate the program. The Commodity Divisions reporting to the Office of the Assistant Director-¬Metals, Minerals and Materials, have the responsibility in the Bureau of Mines to maintain commodity records, understand the present supply and demand status of the commodity, and forecast future supply, demand, and problems. Within the Divisions, commodity specialists have the broad charter of acquiring as much information about a commodity as is necessary to characterize its history, current status, and future. This information and understanding are the base for the development of mineral policies. To accomplish these objectives, the commodity specialists acquire data and information about each commodity and produce a number of standard publications each year. In addition, as circumstances dictate, each specialist will prepare or participate in the preparation of special documents for specific purposes or problems associated with his commodity. In the preparation of reports and publi¬cations, he may communicate with industrial organizations and other Government agencies.

"Education is the one thing which is unanimously regarded as valuable. The growing complexity of modern life, with its intricate organization, the manifold kinds of mechanical equipment that are used, and the constantly growing, necessity for the speedy and accurate interchange of information and ideas, make education an asset that constantly increases in value. The number of things that may profitably be known has grown so large that the field of education has been divided, and attention is often directed to only those things that are most immediately valuable. Modern educational facilities are often directed to what may be called corrective, work; the, providing of people with information that they teed in the conduct of their daily lives, but which for various reasons they have not previously had facilities for acquiring. The value of special education in the industrial world has been so thoroughly demonstrated that far-seeing managers of mining enterprises are always interested in the educational facilities existing in the community where their work is carried on.The educational facilities of a modern community may be classified in several ways. They may be divided into;1. Facilities for general education, for the purpose of increasing the whole field of knowledge of the student.2. Facilities for special education, which are intended to remedy a specific defect, or to give proficiency in some special field. This may be divided as follows;a. Training for work, intended to fit an employee to adequately perform the task assigned to him, this ranges from brief instruction by a foreman or fellow-worker up to definite training courses in which the employee dose nothing but study for a period of several weeks or months, being paid during this period a wage that may range from a nominal amount up to practically full time salary. The student's educational preparation may already be fairly advanced. Some of the manufacturers of electric machinery maintain, a school similar to that just described for graduates of engineering colleges. In other cases the only pre-requisite may be a common school education, as in the schools for operators, maintained by the telephone companies."

ENACTMENT of Public Law 290 by the 78th Congress authorized the U. S. Department of the Interior, Bureau of Mines, to conduct an experimental program to develop the technology for obtaining oil from oil shale. In adopting and later extending this legislation, the Congress recognized the impending necessity of supplementing ground petroleum reserves with synthetic fuels. Under the provisions of this legislation, the Bureau of Mines, among other things, was charged with the responsibility of developing mining techniques, methods, and equipment for mining the oil shales of the Green River formation of Colorado, Utah, and Wyoming.

"The earliest known use of cobalt was to make blue glass in Mesopotamia before 2000 B.C.E. Since then, innovations across many diverse industrial sectors transformed cobalt into an essential commodity for contemporary society. The physical and chemical properties of the element cobalt and its alloys and compounds make them indispensable for a variety of applications, including aircraft engines, hybrid electric vehicles, machine tools, missile guidance systems, petroleum refining and smartphones. As a major industrialized nation, the United States is a leading consumer of cobalt and cobalt-containing products. However, with few exceptions, U.S. cobaltcontaining ore deposits are of low cobalt grade. Historically, U.S. cobalt mine and refinery output have not met domestic cobalt demand. As a result, U.S. cobalt chemical and alloy producers need to procure most of their cobalt from the international market, which can become susceptible to supply risk.The 1978 Cobalt Crisis illustrates supply risk. At that time, the Democratic Republic of the Congo (DRC) (then known as Zaire) was the world’s leading producer of mined and refined cobalt. An insurgent invasion of the country’s copper-cobalt mining region during a period of high cobalt demand and low producer inventories caused a temporary supply shortage in the international market. The monthly average cobalt spot price increased from $18/ kg ($8/lb) before the crisis to $99/kg ($45/lb) seven months later. The high price and concern about potential disruptions in supply prompted manufacturers to reduce or substitute for cobalt where possible, and encouraged increased recovery of cobalt from scrap. The DRC has regained its position as the leading producer of mined cobalt globally and continues to be characterized by high governance risks (U.S. Central Intelligence Agency, 2015; World Bank, undated). This article will present current and historical world cobalt production trends, which can help inform discussion about the variety of international supply chain risks consequential to its trade."

In Japan, the municipal solid waste, which amounts to 50 million tons, is generated every year and most of it is incinerated. The fly ash from the municipal waste incineration (the primary fly ash) contains heavy metals, such as lead and zinc, etc., and dioxins. In case of melting, the fly ash from the process (the secondary fly ash) contains high concentration of heavy metals (e.g., Zn; 1-20%, Pb, 1-10%). Metal Mining Agency of Japan launched a four-year project in 1999 to establish the integrated technologies to recover the valuable metals from, and to decontaminate, the primary and secondary fly-ashes in the practical scale by utilizing the existing metallurgical processes and facilities, along with the energy saving. The segregation, flotation and chemical treatment are applied to the treatment of the primary fly ash. The secondary fly ash is treated with MY (Mitsui-type blast furnace) Process after the chlorine removal to recover the heavy metals in the ash, In this paper, the segregation and flotation process for primary fly ash and MF process for secondary fly ash are explained. The main results of experiments done from 1999 to the mid of 2001 to design the pilot plants and to optimize the operating conditions are described. The main results of the experiments are as follows: - The segregation reaction of Cu was confirmed by the experiment on the treatment condition of 800 and 900`C with adding oil cokes and water to the primary fly ash, and 99.98% (toxicity equivalent) of the dioxins were decomposed by the treatment. - Washing tests of secondary fly ash to feed MF resulted that more than 70% of chloride were removed, but still lower than expected, and agglomeration tests were successful by the results of the sufficient strength of briquettes produced though a little more binder for the agglomeration is required than usual operation. - Smelting experiment by downsized MF showed that valuable metals, such as zinc and lead, are recoverable in the furnace dust. Recovery ratios, Zn: 58% and 67%, Pb: 74% and 83%, are accomplished.

"Large-scale mine reclamation has taken place recently in response to the implementation of mining regulations in China. Effective monitoring of the progress of reclaimed land is a critical procedure to assess the quality of reclamation program and to ensure that mining enterprises fulfill their reclamation responsibilities. The present paper reports a preliminary study that examines the situation of mine land reclamation monitoring. Based on the monitoring, some general requirements for mined land reclamation have been proposed, including: the monitoring should be systematic and comprehensive the monitoring should be adapted to specific local conditions the monitoring should be reasonably optimised via scientific methods and technology the monitoring should stick to a variety of national technical criteria.The aim of land reclamation monitoring is to evaluate changes of critical indicators closely reflecting the development trend of the reclaimed mined land, to develop or improve the criteria and technical parameters specific to the site, and to prevent secondary environmental degradation. Based on these requirements and aim, the monitoring should cover the progress of reclamation, establishment of vegetation and plant community development; and recovery of land and water quality in the reclamation area. Titanium sponge, which is almost pure titanium, is extremely ductile and not easily processed into titanium powder. One method of producing powder is the hydride-dehydride (HDH) process, where titanium sponge is hydrided to form brittle titanium hydride (TiH2). Titanium hydride is easily milled to produce powder and is then dehydrided to form Ti powder. In this work, titanium hydride powder obtained from titanium sponge was used as a starting material for blending and mechanical alloying with elemental powders. Firstly, titanium hydride powder was blended with aluminium elemental powder to produce a homogenized powder, which was then compacted and sintered to produce powder metallurgy compacts. Secondly, titanium hydride powder was mechanically alloyed with aluminium elemental powder and then compacted. The mechanically alloyed powder was characterized in terms of particle size distribution, morphology and microstructure. In both blending and mechanical alloying, the green compacts were characterized by assessing the green density, while the sintered compacts were characterized by their sintered density, microstructure, and hardness. The two processes have resulted in the formation of TiA13 intermetallic compound. It was established that by simple mixing and homogenizing, titanium hydride can be used as a starting material to produce powder metallurgy components in which porosity is a benefit rather than a problem, much akin to metallic foams. From the products obtained in the TiHz-Al system, it appears that titanium hydride can be used as a precursor in mechanical alloying. However, the possible formation of complex hydrides may introduce detrimental properties, and needs to be further investigated. For the production of non-porous components, it would be advisable to dehydrogenate the TiH2 powder before milling i.e. producing titanium powder by the hydride-dehydride (HDH) method. Major producers posted 25¢-per-pound increases on cadmium, raising their domestic quotes to $2.75 per pound. COBALT: Cobalt consumption in February, exclusive of salts and driers, increased by 21 percent compared with consumption in January. Significant increases in consumption occurred in cutting and wear resistant materials, welding and alloy hard-facing rods and materials, magnetic alloys, and other alloys. The major sales agency for cobalt in New York reportedly announced price increases, effective April 15, 1976, for cobalt metal, powders, and oxide. The new price for 250 kilo (551 lb.) drums of cobalt metal (granules or electrolytic cathodes), f.o.b. Port of New York, was quoted at $4.40 per pound. This is the first cobalt price increase since January 23, 1975, and is the result of a price increase by Sozacom, the official Zairian sales agent. Other cobalt producers are expected to raise their prices in line with the new quote.

"This paper provides a critical review of the development and application of advanced controls in mineral processing at the industrial level. These algorithms can be sub-divided into four broad categories: Kalman filter, self-tuning, extended horizon, and knowledge based or expert systems. Applications from each category are described outlining the benefits derived, the relative advantages of that particular controller, and potential limitations of the controller which may inhibit their more widespread application. The paper will conclude with a description of control algorithms which are currently in the rudimentary design stage, but may hold tremendous potential for mineral processing control systems in the next decade. INTRODUCTIONThe Canadian mining industry has a large installed milling base and many plants are run with manual or low level automatic process control. The competitive pressures imposed by the market will not allow these operations to ignore the significant increase in efficiency that can be achieved through the effective application of advanced process control. These improvements will come in the form of better quality, higher productivity and reduced costs.There have been quite a number of reports of successful applications of advanced control in mineral processing applications. As this trend continues, and more of the work is documented, the technology will be more effectively transferred to process and control engineers. It is the authors' opinion that the most difficult problems facing process control are not really technical in nature. Rather, they lie more in process control education. This extends from management, through engineering to the operators.The purpose of this paper is to provide a tutorial type overview of some of the more frequently encountered advanced control algorithms. The assumption is that the reader has a superficial knowledge of this technology. In the discussions which follow, several techniques are explored within the framework of simple process examples. Industrial examples are cited for each and an evaluation of the expected longer term potential is given."

When you think of the state of Maine, you probably think of lobsters or lighthouses. The last thing you would think of is metallic mineral mining, and that is for good reason. According to the Maine Geological Survey?s website, ?no metals have been mined in Maine since 1977.? Moreover, Maine?s metallic mineral mining laws and rules, which were last rewritten in 1991, have effectively made mining in the Pine Tree State impossible. Statutory changes enacted in 2012, however, put Maine on a path to make metallic mineral mining part of the local economy in the near future. History of metallic mineral mining in Maine Currently, Maine is not a metallic mineral mining state, though that has not always been the case. The 1800s saw various mining operations in Maine, including what the Maine Geological Survey calls a ?mining boom? from 1879 to 1882, where mining of iron, silver, copper, lead and zinc expanded rapidly. Mining and mining activity in the more recent past, however, drove the debate before the state legislature when this issue was debated in 2012.

Analysis of AI, As, Ba, Be, Ca, Cd, Co, Cu, Fe, K,. Mg, Mn, Mo, Na, Ni, Pb, Sb, Se, Sr, 11, V and Zn in various types of samples collected at Van Stone mine (a Pb-Zn deposit in Washington) and surrounding areas indicates that the concentrations of several elements in water, soil and sediment are higher than their background. values. Concentrations of metals in water decrease sharply downstream and are below the maximum contaminant levels specified for drinking water. Under present physico-chemical conditions, contamination of water is insignificant but the enrichment of heavy metals is found in soil and sediment.

Large quantities of phosphate rock are mined and processed in Central Florida (Figure 1). The phosphate rock from the mines is further processed in "chemical plants" to produce phosphoric acid (Figure 2). A by-product of the processing' of the phosphate rock to produce fertilizer chemicals is an impure form of gypsum referred to as phosphogypsum. For each ton of phosphate rock processed, approximately 1.5 tons of phosphogypsum is produced (Figure 3). The typical method to dispose of this by-product gypsum is to stack it in large piles, locally referred to as gypsum stacks or gypsum fields (Figure 4). These gypsum stacks have been the focus of many studies in recent years in an attempt to identify the potential for ground water and/or air pollution associated with the stacks. This paper attempts to discuss some of the ground water impacts and current attempts to minimize these impacts.

Within these jurisdictions, primary attention is given to requirements that must be met in each country for acquisition of rights to permit development of mineral resources. Coverage includes: First, identitication of the controlling laws or statutes governing minerals acquisition and reference to the administrative authority; second, analysis; of the laws governing mines and quarries and their products; third, analysis of laws applicable to natural gas, petroleum, and related materials; and fourth, mention of laws regulating offshore operations. Where pertinent, sections dealing with historical background or administration have been added in countries where minerals are subject to control of States or Provinces, those areas are considered separately from the central government.

Mitsui Aluminium Co. of Japan announced that it would finance 25 percent of the construction costs for the 217,000 ton-per-year primary aluminum smelter being built by Alumax, Inc. at Holly, SC. Mitsui would receive 25 percent of the plant's production in return. Construction on the smelter began early in 1978, and is scheduled to be completed in 1981. The Aluminum Company of America (Alcoa) announced plans to restart a third potline at its Point Comfort, TX primary aluminum smelter in July. The company previously announced plans to restart two potlines at the facility in May. Reynolds Metals Co. began preparations to restart primary aluminum production in May in one of two 57,000 ton-per-year potlines at its Corpus Christi, TX smelter. The plant has been closed since 1975.

The effects of air quality regulations passed in the last few years have been felt in a more pervasive way by the electric utility industry than by perhaps any other industry. I'm referring especially to those regulations dealing with the control of air emissions from stationary sources, and those specifying the quality of fuel used. Particularly, I would like to describe some of the effects that these regulations have had on the Commonwealth Edison Company. To put the subject into perspective, a brief descrip¬tion of the company will be presented first. Then, a historical outline of some of the efforts at control of electric generating station emissions will be described. Following this will be an indication of the Company's response to early State and local regulations prompted by the growing pressure for stringent envi¬ronmental control. Finally, the Company's plans to achieve com¬pliance with the most recent, Federally approved, State of Illinois regulations will be summarized.

In vol. xxxviii. (1889) of the American Journal of Science, under the heading " Pseudomorphs of Native Copper after Azurite from Grant County, New Mexico," Mr. W. S. Yeates describes a most interesting mineral form. His account is, that a material having the appearance of native copper, but brittle and much lighter than native copper (its specific gravity being but 4.15), was submitted to him by the United States National Museum for examination. The substance was reported to him as occurring in masses, varying in weight from one ounce to seventy pounds, and composed of tabular crystals, variously grouped. The specimens, when submitted, ex hibited on the outride a covering of clay; and they were subse quently found to consist of particles of the same clay, intimately mixed with others of native copper, producing the aspect, without the weight, of pure copper. The forms of the azurite crystals, found at Bisbee, Arizona, having been suggested by the specimens, actual goniometer-measurements were made; and the two crystallizations were thus proved to be identical. To these statements I may be permitted to add some further in formation, derived from personal examination, and illustrated with a suite of characteristic specimens collected by myself (Fig. 2).* Grant County, New Mexico, in which these specimens were found, is a region noted for variety of mineral species. The sixth edition of Dana's Mineralogy mentions many of the silver, copper, and lead minerals, and also turquois, aragonite, wulfenite, barite, fluorite, vanadinite, etc. I have noticed also green and red garnet, molybdenite, native alum, smithsonite, bornite, etc., some of which presented peculiar modes of occurrence. Mine-drainage and the ever-increasing demand for water on the plains have within the past few years necessitated the driving of a great number of adits and tunnels, including many of considerable size and great length. In most instances, existing conditions have called for extreme rapidity of execution; and this necessity, coupled with the high altitudes at which most of the work has been carried on, excessive freight-rates, and difficulty of access, has involved many complex and interesting problems. One of the most rapidly executed undertakings of this class is the Laramie tunnel, recently completed for the Laramie-Poudre Reservoirs & Irrigation Co. This tunnel is driven through Green ridge, a spur of the Continental Divide, which separates the Laramie river from the Cache-la-Poudre in Laramie county, Colo. Green ridge is extremely persistent, and further northward in Wyoming is known as Sherman hill, the highest point on the Union Pacific railway. At the point where the tunnel is driven, two opposing bends bring these streams within 2.5 miles of each other, with a difference in elevation of 500 ft. The rock exposed on the banks of the two rivers does not differ materially in hardness; and, without a geological study of the conditions involved, it would appear that the difference in the depth of erosion of the two streams is due principally to the greater volume of water at this point in the Cache-la-Poudre, which has a drainage-area above the tunnel-portal of 110 sq. miles, as against 30 sq. miles of natural drainage for the Laramie. To increase the water-supply at the tunnel, however, this latter amount has been augmented by two side collection-canals, which bring the available drainage-area up to 84 square miles. London Underground Limited are currently constructing an extension of the Jubilee Line. The approximately 16-km long Jubilee Line Extension Project connects the existing Green Park Underground Station with the Canary Wharf area and Greenwich. Being a part of the project, the London Bridge Station (Contract 104) was built using a combination of the New Austrian Tunneling Method (NATM) with Compensation Grouting. NATM was successfully applied in softground and urban areas under restrictive requirements regarding settlement limitation. Information on the flexibility of the method and the influence of Compensation Grouting on ground and tunnels are given.

In November 1969, New Zealand Steel Ltd pioneered the commercial use of the SL/RN solid fuel direct reduction process to make sponge iron as a feed material for electric arc furnaces. Serious process problems with the use of green balls and coal injection were progressively overcome. The process was developed by New Zealand Steel along a radical route, of feeding the fine grained raw ironsand concentrate and coal directly to the kiln. Contemporaneously with this development of direct reduction, steelmaking process innovations were made that enabled the arc furnaces to operate successfully with the high volumes of acid slag.
