At that time the financial markets were on the verge of collapse and my presentation described the issues. Unfortunately I was correct, and global markets went into a steep nosedive, creating the largest economic downturn since the Great Depression.In hindsight, there were plenty of signs that this was coming. The Supercycle had created massive new wealth. This wealth was largely invested in the United States due to the country’s political stability and credit worthiness. In 2004, the large investment banks convinced the U.S. Securities Exchange Commission (SEC) to allow them to triple their borrowing leverage ratios. This made the banks more vulnerable to market volatility. The banks then lent money to NINJAS - people with no income, no job and no assets. Even worse was the fact that these unqualified home owners used adjusted-rate mortgages (ARMs) which they, of course, intended to refinance prior to interest rates rising. These mortgages were then bundled up by the banks and sold to investors as “safe” investment products. The money flowed into these products because the rating agencies gave these instruments high marks. These same agencies earned their fees from the very same banks seeking high ratings. (No conflict there). Private debt exploded and peaked out in 2008.These mortgage products were sold in an unregulated shadow banking system and the ARMs came due. Toxic mortgage default rates skyrocketed and the mortgage-backed securities collapsed in value. This house of cards had a negative feedback loop that accelerated the market crash and resulted in more than $1.5 trillion being lost in the securitization sector, a 47 percent decline in the Dow Jones Industrial Average, foreclosure rates skyrocketing and housing prices collapsing. The financial markets were in a nosedive."

In the USA the cost of steel ribs for tunnels approximates $100 million each year. European practice has long since abandoned heavy steel ribs for tunnel support, and tunnel coats in Europe (normalized for wages) are about half the costs incurred in the USA. A feeling has existed for some time that the USA practices of supporting tunnels with heavy steel ribs have been overly conservative. The USA practice is based on rock load coefficients by Karl Terzaghi. In 1946, Karl Terzaghi published a tunnel rock classification system (Terzaghi, 1946), with the rock loads on tunnels predicted for each class of rock. No data on real rock loads were presented by Terzaghi and his rock load coefficients may have been largely intuitive. His classification system and associated predicted rock loads have been widely used in the USA. Each rock class, taken from Terzaghi's classification system, is assumed to generate loads of loosened rock resting as dead load. The dimensions of the loosened rock are described by rock load coefficients multiplied by the tunnel diameter. The resulting rock loads are used by design engineers, contractors and agencies to size supporting steel ribs. Terzaghi clearly stated that he had conservatively assumed high rock loads for his classes 4, 5 and 6 to take a presumed effect of groundwater into account. If the tunnel was not affected by ground- water, Terzaghi stated those rock loads should be reduced by 50 percent. Twenty two years later Tor Brekke (1968) wrote a paper clearly showing that based on observation of more than 250 tunnels groundwater does not affect tunnel rock loads. In 1969, Deere, et al., published measurements made on a number of tunnels, and a well-known curve was drawn by Deere to illustrate Terzaghios coefficients graphically. Deere's text stated that Terzaghi's predicted rock loads were too high and should be reduced. Cording and Deere (1972) more recently published data indicating that very large real rock caverns and chambers were being successfully built using rock bolts, which can take only a very limited rock load, thus indicating that real rock load is much smaller than Terzaghi or even Deere predicted.

After OSHA published a Notice of Proposed Rulemaking on August 5, 1983, to revise its standards for Underground Construction, many contractors and their representative associations became concerned by the sweeping changes in the proposed rule. After reviewing all of the evidence and testimony on file with OSHA, the contractors presented extensive written and oral testimony to the Department of Labor in Washington, D. C. to help insure that the final published rule would be effective without jeopardizing the economic viability of the industry. The results of those efforts, the entire OSHA rulemaking process, and the opportunity for the construction industry to participate in that process will be discussed.

The explosives industry is subject to the laws of multiple jurisdictions, which means that several regulatory agencies are responsible for governing different aspects of the commercial explosives industry. Among these regulators are the Mine Safety and Health Administration (MSHA) who implements codes that better ensure both occupational and public safety which is influenced by professional blasting projects and the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), who enforces commercial explosives storage and security, among other responsibilities.

This summary of State laws or explosives was compiled primarily to ascertain what subjects relating to their control have been acted upon by each State legislature and, in general, how they have been treated. It does not include any legislation passed after 1942, or any proclamations, regulations, or administrative orders. It does not purport or attempt to be authoritative. If any problem arises involving interpretation of the statutes of any particular State, the original source must be consulted for the exact words used by the legislature. This summary, however, will be useful In determining whether relevant statutes exist, and In locating them quickly,-with a minimum of effort. It will be of value also in comparing statutes in one State with similar statutes in other States to determine what construction has been placed upon them by the courts of those jurisdictions or to contrast the varying provisions of many States upon a similar subject. To make these comparisons easier, the statutory provisions for each State have been grouped under several major topics in outline form. Although this sometimes has resulted in disruption of the continuity of individual acts, the increased general clarity and availability of comparable sections have more than justified the procedure followed.

This document describes the direction and progress of the Bureau of Mines Oil Shale Mining Environmental Research Program as of January 31, 1979. It is aimed at focusing the Bureau's role in environmental research supporting oil shale development with respect to the activities of other involved government agencies and private industry. Environmental considerations in oil shale extraction, such as ecological disturbances, health and safety hazards, waste management, and socioeconomic impacts, are discussed along with the type of research known to be planned by organizations to ameliorate these problems.

A major domestic aluminum producer raised its price for primary aluminum metal from 44 cents per pound to 48 cents per pound, effective August 5, 1976. Other major producers have increased their list prices by equivalent amounts COAL: The strike which began July 19 in southern West Virginia enlarged by early August to involve approximately 80,000 miners in nine States. As of August 4, the aggregated loss of production is estimated to be 5.8 million tons. Reportedly, at this time, the railroads which serve the struck areas are feeling the largest impact with coke plants and electric utilities relying on stocks which are generally high.

Although vegetation can be successfully established on fine taconite tailings, innovative approaches are needed to reclaim the coarse tailings used for dam construction. Through a series of cooperative projects with various government agencies and industries, EVTAC has been able to develop a unique closure plan. This plan will not only meet current reclamation standards, but also provide mitigation for a disturbed wetland and possibly create a tree plantation in the interior of the basin. By using waste products and exchanging materials, reclamation of the entire basin will be accomplised in a cost effective manner.

Fans delivered to the Russian Federation, and eventually to countries of the former U.S.S.R., for mine ventilation must meet the legislative requirements of local jurisdictions. This paper presents a discussion of these legislative requirements and presents examples of fan equipment designed to meet the requirements. The legislative obligations discussed include four (4) separate requirements, including: ?Technical design requirements ? The Federal Agency for Technical Regulation and Metrology is responsible to issue a GOST R certification declaring conformance to the requirements ?Operational requirements ? A ?License for Application? must be obtained prior to operation ?Explosion risk requirements ? If the area of operation includes potential for explosion a special certificate must be obtained ?Technical condition requirements ? Market segments within the mining industry require special conditions that must be satisfied Examples of fans designed specifically for use in the Russian Federation are also discussed and examples provided. Designs for fan volume flow control will be highlighted.

A PROSPECTOR stood atop a Venezuelan mountain called El Florero just 25 years ago, and shouted to the world that he had found a large, rich new source of iron ore. But his words were lost in the big green South American jungles and besides, the world had more iron ore than it could handle. There were no crises in 1926, no major wars on the horizon, no worries about mineral supplies. In the U. S., the populace was "keeping cool with Coolidge," and the solid foundation of the economy-the steel industry-rested on a still firmer basis, the Lake Superior iron ores.

In rare earth (RE) based phosphors, high luminous efficiency is possible due to their restricted emission limited to specific narrow bands. In general, these phosphor materials consist of RE ions as activators/sensitizers and/or hosts. Development of various phosphor host matrices such as alkaline earth chlorophosphates, aluminates and silicates activated by Eu(2+) as blue component, borates and phosphates of lanthanides and alkaline earth aluminates doped, with Ce/Bi and Tb as green component and Eu(3+) activated yttrium oxide and vanadate as red component has been described. Luminescent characteristics, color coordinates and suitability of these phosphor materials in high efficiency new generation lamps are presented and discussed.

Copper mining operations have increased in Iran in the past decades due to price increases and potential for creating jobs in developing countries. Iran consists of many copper mines. The mining operations have a positive economic impact on the region, but may also be the cause of adverse environmental effects. Environmental aspects and the health impact of respirable particulates on the communities and agricultural production in the immediate vicinities have been under scrutiny by the regulatory agencies to ensure sustainable development. The impact of an open-pit mine on the air quality and extent of particulate pollutant dispersion in different directions and times is the focus of this paper. The results of the modeling have been validated through ambient air monitoring. Monitoring stations were installed in different areas within the mine unit operations and around it including background areas where PM10 values were 7 µg/m3. Outside the Complex, particulate concentrations were monitored in 9 different stations and up to 25 km distance. Modeling of point, area, and volume sources was conducted using a 9- year meteorological database. The results showed that particulate quantity decreases rapidly below local standard value of 150 µg/m3 at 2.5 km around the mine and the main pollution is due to the crusher and tailings dump areas. Model outputs were compared to the actual values measured by the air quality monitoring network including villages and crop fields. High overall correlation of about 76% was obtained for most of the locations but lower values were reported for more complex terrain in the region. Remedial actions recommended included road water spraying and better management practices to avoid overloading trucks.

MFIRE is a computer simulation program that performs normal ventilation network planning calculations and dynamic transient-state simulation of ventilation networks under a variety of conditions. The program is useful for the analysis of ventilation networks under the influence of natural ventilation, fans, fires, or any combination of these. MFIRE simulates a mine's ventilation system and its response to altered ventilation parameters such as the development of new mine workings or changes in ventilation control structures, external influences (varying outside temperatures), and internal influences (fires). Extensive output enables detailed, quantitative analysis of the effects that the alteration will cause to the ventilation system. The program was developed at Michigan Technological University (MTU), Houghton, MI, with support from the Bureau of Mines. A personal computer (PC) version of the program was completed under contract for the Bureau by MTU. The purpose of this report is to document the installation and use of the PC version of the program MFIRE.

Repelling charges are small explosive charges detonated to frighten and drive fish away from a blasting zone just prior to detonation of a major explosive charge. Use of repelling charges has been recommended by natural resource agencies to mitigate the effects of submerged explosives. Blasting companies have used this technique in a "good faith effort" to reduce potential damages to aquatic resources. It has been assumed that noise or pressure generated by the small charge will drive fish from the immediate area, thereby reducing impacts from the much larger and potentially more-damaging blast.

In December, 1934, Mr. R. Sussex extruded some silver lead alloy wires in order to determine their electrical resistance. After the determinations had been made each wire was threaded through a sheet of paper on which the composition was noted. The wires were placed in a more or less tangled mass in a cupboard in March, 1935. It was not until September, 1936, that they were re-examined, and it was found that during the eighteen months some of the wires had corroded very badly. It was not until March, 1938, that the wires and the corrosion product could be examined, and the results are given in the following pages. It is of interest to note that none of the numerous silver-lead alloys which have been used for creep testing in the rolled condition have shown a similarphenomenon. The silver content of the rolled alloys was, however, never greater than 0·1%.GENERAL APPEARANCE OF THE CORRODED WIRESThe wires contained 0·1% up to 28% of silver, and a general examination showed that the corrosion had progressed farther the higher the silver content. This can be seen in Fig. 1, which is a photograph taken in March, 1938, of typical wires at a 'magnification of five diameters. In the early stages the corrosive action seems to be localized and an area of grey, yellow or reddish brown powder appears. The grey corrosion product is by far the one, most frequently seen, and in the later stages the only one visible from the outside. The reddish coloured product is sometimes seen on the residual metallic centre when the grey product has been broken away.The irregular extent of the corrosion can be seen in Fig. 2, which shows (natural size) the 5% silver wire after standing two years. The corroded parts are seen to be much thicker than the slightly corroded ones. The corrosion product, being non-metallic, is quite brittle and falls away from the wire on bending. In the extreme case the' whole wire has corroded and presents a cracked appearance as seen in Fig. 1 (281% silver).An approximate idea of the extent of corrosion can be obtained by measuring the diameter of the corroded part. An improved technique has been developed for the deoxidation of palladium with aluminum which is especially suitable for use in making small castings with an induction-melting and casting machine. The effect of various crucible linings on the efficiency of the residual deoxidizer and accompanying oxide film in protecting palladium against oxidation during remelting also has been examined; the preferred crucible lining consists of zirconia cement. THE objective of this work was to develop a simple method of deoxidizing induction-melted palladium which would be suitable for use by manufacturers of jewelry and other small castings. In a common method of deoxidizing torch-melted palladium a piece of aluminum foil is dropped on the surface of the molten metal. If a film is present, which is usually the case, it must first be removed by oxidizing the molten metal thoroughly because it would interfere with the entry of the aluminum into the melt. Removal of the film is probably facilitated by a mild fluxing action of the silica crucibles which are used for torch-melting. However, removal of an alumina film from molten palladium in the crucibles normally used for induction melting is a much slower process and it became necessary to modify the de-oxidation procedure. In the modified procedure the charge is simply melted and the desired amount of aluminum, crimped to one end of a tungsten wire, is plunged through the film into the palladium and the wire immediately withdrawn. The trace of tungsten which dissolves along with the aluminum can be avoided, if considered objectionable, by using a palladium wire. In view of the persistence of the alumina film under the conditions of induction-melting it also was decided to ascertain the efficiency of this film in protecting palladium against oxidation during repeated remelting and casting. Melting Equipment and Materials The equipment used for melting and casting consisted of an Ecco GC:6, 6 to 8-kva high-frequency converter and an Ecco M34B centrifugal casting machine. This unit is being increasingly used for making jewelry and dental castings and it also has been found useful in making exploratory melts of a variety of nickel alloys, for which purpose it is well suited on account of its speed of melting and economy of material. A description of the machine and its operation will be published elsewhere.' A common palladium jewelry alloy, 95.5 palladi-um-4.5 ruthenium (referred to as "palladium" in the trade), was selected for the deoxidation tests. It was available as melting stock which had been melted in air to free it from oxidizable impurities, and also as clean scrap from previous melts which had been deoxidized with aluminum. The latter was thought to be typical of clean "palladium" scrap to be found in a manufacturing jeweler's establishment and it is also similar to one brand of "casting palladium." By the same token, the oxidized melting stock corresponds to "casting palladium" after the latter has been melted and thoroughly oxidized: Pure aluminum wire (99.9 pet), 0.032 in. diam; 1 in. = 0.036 g. Scrap tungsten wire, 0.014 to 0.020 in. diam. Argon, commercial water-pumped; 99.9 pet pure Experimental Procedure Samples of about 50 to 75 g of the palladium alloy were melted in a crucible lined with a proprietary refractory alumina cement. Some charges were melted in air, others in argon. The oxidized melting stock was melted and solidified a number of times in order to remove as much oxygen as possible before deoxidizing, but this treatment was unnecessary in the case of scrap. "Until recently, liquefaction-related studies concentrated on clean sands believing that only sands are susceptible to liquefaction. However, a few earthquakes like 1976 Tangshan earthquake, the 1989 Loma Prieta earthquake, the 1999 Kocaeli earthquake, the 2010 Chile earthquake, and the 2011 Christchurch earthquake, etc. showed that sand with fines could also liquefy. The research findings on liquefaction of silty soils are limited, and several structures constructed on such soil deposits are damaged during the past earthquakes. Some previous results of research on earthquake events show an increase of liquefaction resistance in silt soils with increase the fines content, but some report the opposite trend. This study presents the results based on undrained triaxial cyclic tests which were carried out on the fine sand with fines (0%, 10%, 20% and 40% fines). The samples were prepared at the required unit weight (Dr = 50%) and saturated by using back pressure and cell pressure increments. Each consolidated sample is subjected to cyclic loading with sinusoidal wave load form at a frequency of 1 Hz. The liquefaction resistance is evaluated in terms of cyclic stress ratio required to cause 100% pore pressure or 20% failure strain occur at 15 numbers of load cycles. Results are presented in forms of pore pressure build up and axial strain propagation plots. As the fines content increased, an increase in liquefaction potential was observed.INTRODUCTIONLiquefaction and related phenomenon have been responsible for tremendous amounts of damage all around the world. In general, the liquefaction may occur in fully saturated sands, silts and low plastic clays. When the saturated soil mass is subjected to seismic or dynamic loads, there is a sudden buildup of pore water within a short duration, and it could not dissipate which leads to reducing the effective shear strength of soil mass. In this state, the soil mass behaves like a liquid and causes large deformations, settlements, flow failures, etc. This phenomenon is called soil liquefaction. As a result, the ability of soil deposit to support the foundations of buildings, bridges, dams, etc. is reduced. Liquefiable soil also exerts a higher pressure on retaining walls.This lateral movement of soil could cause settlement of the retained soil. A sudden build-up of pore water pressure during quake also triggers landslides. Liquefaction damages of structures are commonly observed in low-lying areas near the rivers, lakes, and oceans."

Black Mountain, a polymetallic base metal mine located in the Northern Cape territory of South Africa has been blessed with high grade economic ore for many years. Now that the Broken Hill orebody is nearing the end of its life, a lower grade orebody (Swartberg) is being exploited to supplement production from Broken Hill. In addition, ore from stopes in the upper levels of the Broken Hill orebody is considerably tarnished (oxidized). As a natural result, the remaining ore contains a higher percentage of magnetite, pyrrhotite and pyrite than in earlier years. Bismuth, cadmium and cobalt also occur in the ore in higher quantities. The life of the mine has been lengthened with the discovery of further deeper-lying ore reserves extending from the Broken Hill orebody suitably called the Deeps section. However, to bridge the gap between development of the new reserve and the exhaustion of the old reserve, these lower grade and tarnished (oxidized) ores have to be treated. The mine has had reasonable success in identifying unfavourable or problematic ore types and stockpiling them separately to blend in small quantities with more favourable ore. Bench and plant scale tests have aided identification of the various ore types and significant improvements in flotation metallurgical results have been seen. Copper, lead and zinc metal occur as sulphides in the ore. The mill consists of a differential and sequential flotation process that extracts copper concentrate, lead concentrate and zinc concentrate respectively with silver metal recovered in the copper and lead concentrates. This paper describes the ore blending strategy employed at the mine to maximize the econo-metallurgical efficiency of the operation.

The metallographic structures most frequently encountered in rifle barrels, and which are illustrated by the accompanying photomicrographs, fall naturally into two groups, distinguished by the method used to, produce in the stock a physical condition having the requisite properties. The fist group consists of "rolled" barrels; that is, barrels subjected to hot working by rolling in or near the critical range. In the second group, the stock, which is smaller in diameter than the first, is upset to form the butt end and is then heat treated by giving it a quench and a draw. These barrels will be referred to as " heat-treated " barrels. The structure of the rolled barrels resembles closely that of the same steel after annealing. There is the same network of excess ferrite outlining the grain boundaries, but the grains themselves are composed of sorbite rather than pearlite. The grain size is closely related to the rolling temperature. The critical-point curves of this grade of steel, which is approximately 0.50 to 0.60 per cent. of carbon and 1.00 to 1.30 per cent, of manganese, show a single very pronounced point between 1300" and 1350" F. (704" and 732" C.). Barrels rolled within this temperature range give an exceedingly fine grain, shown in Fig. 1. In fact, the grains may be so fine that, at a low magnification, they may be confused with the heat-treated structure shown in Fig. 6. A magnification of 500 diameters, however, will always resolve a rolled barrel into the characteristic structure shown in Fig. 2. As the temperature is increased, the grains are found to be larger. If, on the other hand, the rolling temperature is below the critical range, the structure previous to rolling will not be obliterated, the only effect of rolling being to elongate the coarse sorbite grains in the direction of rolling, Fig. 3. This distortion is greatest at the muzzle. Heat-treated barrels are quenched in oil from above the critical range, which should give a martensitic structure, Fig. 4, but the presence of some troostite in the martensite is frequently noted when the quench has not been sufficiently drastic, Fig. 5. The structure brought about by the subsequent draw is not so striking, though quite as typical. It is sorbitic or sorbito-pearlitic, and under a low magnification appears almost homogeneous, as in the case of fine grains of pepper and salt well mixed together, Fig. 6. Estimation techniques such as polygonal, triangular prism, trapezoid, isopach maps, and inverse distance methods are often used in ore or industrial minerals deposit evaluation. These techniques do not express the variability of the deposit and do not allow a determination of the reliability of the estimates. However, geostatistical methods can express a measure of the error associated with the estimates, by finding weighting coefficients for a given mining block, and can also help with data configuration that minimizes the error. This work addresses an application study on the quality and reserve characteristics of the cement raw materials of the Adana Cement Factory in Adana, Turkey, based on the spatial distribution and variability of the chemical components (Si02, CaO, A1203, Fe203). The study has been carried out using a geostatistical procedure that is useful for site assessment, characterization, and monitoring situations where data are collected spatially. Directional and omnidirectional experimental variograms of the cement raw material variables showed that neither strong geometric nor severe zonal anisotropy exists in the data. The most evident spatial dependence structure expressing the continuity for omnidirectional experimental variograms were characterized by exponential and spherical variogram models. These models have been used in cross¬-validation analysis, which proved that these models, their parameters, and kriging parameters are applicable for the study area. Quality contour maps of the deposits at given levels underground were estimated using a kriging interpolation technique. Anomalies such as bullseyes and drift were not observed in the maps that were generated. Kriged maps showed the spatial distribution of quality continuity and variability of the deposits. Grade-tonnage curves and total tonnage estimates in the particular grade were determined using ordinary kriging in order to improve the mining operation and planning. Consequently, local uncertainty and the probability of extreme values occurring are tools of prime importance for the mine planning, the optimum mix of raw materials coming from different quarry stopes.
