Environmental regulation in Mexico has matured dramatically and effectively in the last decade. The gap between environmental regulation in the United States and Mexico is rapidly narrowing, so much so that it is no longer necessarily less burdensome to operate in Mexico from a regulatory perspective. This paper is intended to give a general overview of the system of environmental regulation in Mexico. The actual application of Mexican laws and regulations governing the environment to a specific operation will require a much more detailed review of the applicable environmental standards.

"Greenhouse gas emissions—specifically of carbon dioxide—are a concern in Canada, where industrial sectors such as mining are stringently regulated for carbon release. Cumulative emissions are positively related to fuel consumption, which is controlled by several factors. This study investigates one of these factors: the product of vehicle speed and running surface total resistance (TR; sum of rolling resistance and grade resistance). Results show that TR directly affects fuel consumption and emissions—a relationship that is mathematically predictable. Fuel consumption and emissions, which are principally associated with the durability or deterioration of wearing course materials, were analyzed to aid selection of road construction capping material of low rolling resistance. In the oil sands region in the province of Alberta, ground conditions change seasonally. Therefore, the annual fuel consumption for the same wearing course material was also compared. Results demonstrated that haul truck size was a contributing factor, but vehicle speed and TR more strongly influenced fuel consumption and emissions. ¦ KEYWORDS Carbon dioxide, Emissions, Fuel consumption, Grade resistance (GR), Greenhouse gas (GHG), Haul truck, Rolling resistance (RR), Total resistance (TR) RÉSUMÉ Les émissions de gaz à effet de serre (GES), et particulièrement celles de dioxyde de carbone, sont un problème au Canada, où les secteurs industriels tels que l’exploitation minière sont rigoureusement réglementés pour leurs émissions de carbone. Les émissions cumulées sont indéniablement en lien avec la consommation de carburant, qui est contrôlée par plusieurs facteurs. Cette étude examine l’un de ces facteurs, à savoir le produit de la vitesse du véhicule et de la résistance totale de la surface de roulement (la résistance totale, ou RT, est la somme de la résistance au roulement et de la résistance due aux rampes). Les résultats montrent que la RT affecte directement la consommation de carburant et les émissions, un lien qui est mathématiquement prévisible. La consommation de carburant et les émissions, qui sont principalement associées à la durabilité ou la détérioration des matériaux composant la couche d’usure, ont été analysées afin de contribuer à la sélection de matériau de recouvrement pour la construction de routes ayant une faible résistance au roulement. Dans la région des sables bitumineux de l’Alberta, les conditions au niveau du sol changent à chaque saison. Pres-sure on world leaders to quickly reduce their carbon footprint is prevalent, prompting new standards and regulations in various industries, including mining and oil and gas. In 2017, the Government of Alberta implemented a carbon tax. The majority of mining activities in this province are truck-shovel operations, where a large fleet of ultra-class trucks is loaded by shovels. Ultra-class haul trucks, classified as those with a capacity of 218–363 tonnes (t), emit high levels of carbon as they travel to processing entry points and waste dumps as designated by the mine plan and mine dispatcher. Mined ore and waste is typically moved over two 12-hour shifts per day throughout the year."

The DC Water and Sewer Authority's Long Term Control Plan includes tunnels, sewer separation, pumping station rehabilitation and green infrastructure to reduce combined sewer overflow (CSO) discharges to the District waterways. The Northeast Boundary Tunnel is a deep, large sewer tunnel that will reduce CSO discharges; signifi- cantly mitigate known chronic flooding in the Northeast Boundary drainage area and improve the water quality of the Anacostia River. This paper presents the unique combination of Owner and Contractor perspectives of the entire Project from conception through procurement, execution, and contract management, providing lesson learned, chal- lenges encountered, and solutions implemented to deliver the Project successfully.

Data about shipments in this county are more plentiful than in most others. Canal records, although not complete, are available for 1837-1840, 1856-1857, 1859 and 1864. The census figures, and those of the reports of the Secretary of Internal Affairs, are very evidently too .low. Local consumption within the county has always been large, mainly due to the Cambria Iron Company, and other manufacturing plants, in Johnstown; here a large coke supply was made from coal directly from the mines, neither coal or coke being handled by any outside transportation agency. Exploration for ore deposits in southeastern Missouri in the 1950's resulted in the important discovery of lead, zinc, copper and silver in 1955. Further discoveries in the area led to the naming of the Viburnum trend. It has sometimes been referred to as the "New Lead belt" to distinguish it from older lead-producing areas to the east. As presently developed, the "trend" is 35 miles long, running north and south about 50 miles west of the Lead belt. Galena (lead) is the principal ore mined, with lesser quantities of sphalerite (zinc), chalcopyrite (copper) and silver recovered as economic by-products. The ore body is as much as 140 feet thick and 1,200 feet wide, and is found in the Bonneterre Dolomite (Upper Cambrian) at depths ranging from 700 to 1,200 feet. Since its discovery many companies have engaged in exploration and several major companies have developed new mines and constructed mills and a smelter in the area. The first mine in the Viburnum trend came on stream in 1960, but as more mines came on stream and others reached capacity, lead production increased to the point that the Southeast Missouri Lead district produced 432,576 tons of lead in 1970 to become the world's largest lead-producing region (Missouri Geological Survey and Water Resources, 1971). The Viburnum trend area with its rolling, heavily forested hills and numerous clear running streams is in the Clark National Forest of the Missouri Ozarks. Until the recent development of its mineral resources, the area was sparsely populated and nearly unmarked by the activities of man. WITH capacity of 51,000 tpd, the Morenci concentrator produces approximately 49,000 tons of tailing for final deposition. Disposal involves distribution of thickened tailing to dams in such a manner that solids can be used for dam construction and water can be impounded for reclamation. During early operation, although tonnage treated was lower, it was necessary to use orthodox disposal practices in the areas available for tailing. Trestles mounted on a series of dams, constructed of borrow material, carried the pipelines from which tailing were spigoted behind the dams. When adequate disposal areas were finally established, it became desirable to look for more efficient methods. The idea of placing the distribution pipe or manifold directly on the crest of the dam was advanced in 1945. After a period of testing, that procedure in modified form replaced the older trestle arrangement. Marked economies resulted, and time required to prepare dams for succeeding storage cycles was greatly reduced. The tailing disposal area for the Morenci concentrator lies south and southwest of the concentrator building. Ample storage space is available. A wide valley contains three sharply defined ravines lying on an average slope of 4 pct. The more central of these ravines, and the largest of the three, is known as Morenci canyon, which provides substantially more tailing storage area than the other two. Stargo canyon lies to the west; the other is appropriately named East canyon. Total area of the tailing disposal site is nearly 31/4 sq miles, or about 2000 acres. The storage area in use was somewhat more than 850 acres at the end of 1954, or 16 acres per 1000 tons of tailing to be stored daily. At the present time none of the east side dams are in regular use but they are available in emergency. There are five dams on the west side (in Morenci and Stargo canyons) as well as two auxiliary dams adjacent to No. 4 West and No. 5 West. This has made it possible to concentrate men and equipment in a smaller area with consequent savings in both manpower and machinery. Tailing Thickening: Tailing from the flotation process reaches the thickeners with a solid content of about 18 pct. The launder carrying this pulp is subdivided at a central point into seven launders carrying a proportional share to each of seven tailing thickeners, which are located in Morenci canyon close to the concentrator. Five of these thickeners are 300 ft diam and two are 325 ft diam. Thickeners are of the peripheral traction type and rakes travel at the rate of one revolution in 37 to 39 min. The entire installation provides 500,000 sq ft of settling area, or approximately 101/2 sq ft per ton of tailing to be thickened daily.

"Rubber liners at Denison Mines Limited are used in 10 1/2x 24' low discharg0 pebble mills. These were originally 10 1/2 x 13 Dominion overflow type ball mills. Experience here shows that the wear of rubber and ni-hard lifters is approximately the same in the feed end half of the mill, while the wear of rubber lifters is much greater in the discharge half. The wear of rubber plates is considerably less than white iron in the feed end half of the Mill and slightly more in the discharge end half of the Mill. Rubber components are lighter to handle but their installation is time consuming. This leads to the conclusion that a combination of ni-hard lifters a~~ rubber plates is the most economical compromise in Denison's case, for the Mill. "The Montcalm concentrator operation was successfully commissioned in fall of 2004 at the Xstrata Copper’s Kidd Creek Metallurgical Site, Timmins. The start-up met or exceeded the Type 1 profile as defined by McNulty. Since the life-of-mine was estimated at seven years, concentrator optimisation endeavours had to be fast-tracked. These joint endeavours between the Kidd Creek Metallurgical Site staff and Xstrata Process Support were focussed on increasing ore treatment capacity and metallurgical performance. This paper reviews these endeavours. A flotation circuit survey, together with appropriate Process Mineralogy measurements, identified recovery opportunities in both locked and overground pentlandite in final tailings. The bypassing of first rougher concentrate directly to final concentrate was also recommended, given the composition of that stream. A subsequent grinding circuit survey identified a low circulating load due to poor classification performance. Modelling of these data suggested a change to the cyclone nest and pumping arrangements in the grinding circuit. Implementation of these recommendations has led to a 25% gain in milling circuit capacity as well as improved flotation circuit performance. These improvements amount to nickel and copper recovery gains of 2.57 and 1.83% respectively.INTRODUCTIONHistoryThe Montcalm Ni/Cu Ore is processed in a spare division of the Xstrata Copper’s Kidd Creek concentrator, located near Timmins in Northern Ontario. The flowsheet had been specified by earlier work, and the project fast-tracked so as to commission production operations into a time of rising nickel and copper prices. The Montcalm flow sheet starts with on-site ore crushing to - 19 mm. The crushed ore is trucked to the concentrator. This off-site crushing minimizes contamination with the Kidd Creek Cu/Zn ore. In the concentrator, rod and ball mill grinding to a target p80 of 39 µm produces the Rougher Flotation Feed. Flotation to Bulk Concentrate follows as Cu/Ni roughing and two stages of cleaning. Bulk concentrate is subjected to Cu/Ni separation using conventional column cells. Xanthate is the collector and MIBC is used as frother. Depramin C, a CMC (Carboxy Methyl Cellulose) is added to depress ferromagnesian silicates in the flotation process."

Cameroon continued to enjoy sustained economic growth that began with its independence in 1960. Growth in the gross domestic product (GDP) averaged 2.8% per year during the 1960's and the first half of the 1970's. Starting in 1976 and for the succeeding 10 years, the GDP accelerated rapidly owing to the coming on-stream of Cameroon's small but domestically significant offshore oil industry. In 1985, the GDP grew by 7.8%, but in 1986, it was only up 5.5%. The country's sustained economic growth in dollar terms of gross national product (GNP) per capita reached $1,075 in 1986. The ranking in GNP per capita by the International Monetary Fund put Cameroon in the middle-income category for developing countries. The sustained economic growth rate up to 1986 was due to the injection of income from oil into the economy, but crude oil price reductions in 1986 brought a slowdown. In 1986, crude oil production grew to 200,000 barrels per day, an increase of 8.2% from that of 1985. Most of the oil came from the Société Nationale Elf Aquitaine (SNEA) wells in the multifield Rio del Rey complex. Additional output came from the Moudi Field operated by Compagnie Française des Pétroles S.A. Proven oil reserves in Cameroon were 540 million barrels. At 1986 production rates, and in the absence of further discoveries, Cameroon will have exhausted its recoverable oil reserves by the year 1995. Owing to worldwide crude price reductions, the country's oil income fell 60% between 1985 and 1986, from $1.82 billion2 to $0.72 billion. Cameroon's refinery operator commenced operating the Sonara refinery in 1981 at Point Limboh. Sonara's capacity of 43,000 barrels per day was small by most standards. In 1986, natural gas reserves, estimated at 100 billion cubic meters, were not produced commercially because there were no domestic users. Proposals for a multibillion-dollar liquefied natural gas plant at Kribi had been submitted; however, work on the plant had not commenced.

Environmental auditing has evolved rapidly over the last decade — first in North America, then Europe, and most recently in Asia — into a widely practiced discipline designed to provide senior management with assurance that operations are being managed in compliance with established governmental standards, internal company policies, and good industry practices. This paper first examines the evolution of environmental auditing, focusing in particular on three interlocking driving forces: company initiatives, collaborative industry initiatives, and government initiatives. Characteristics of effective audit programs, those that have emerged among the leaders, are discussed, including: objectives, scope, coverage, approach, staffing, and organizational considerations. The author then addresses important future trends and developments for environmental audit program design, content, and coverage.

The value of non fuel mineral production in Alabama in 1991 was $539.9 million, a decrease of $20.7 million, a result of the nationwide recession that was felt throughout the State's economy. The 3.7% decline in mineral sales was due primarily to a slowdown in construction, which had a major impact in the construction minerals mined instate. Production and sales of crushed stone and sand and gravel fell significantly below the value reported in 1990. Despite the recession, Alabama moved from 21st to 20th place nationally in mineral value. Mineral industry developments in 1991 were primarily in the metals manufacturing sector. Reynolds Metals Co., Sheffield, celebrated 50 years of operation in Alabama. During the November celebration, the company dedicated a $121 million expansion that included a new casting facility and sheet rolling operation. Gulf States Steel Corp., Gadsden, completed the first full year of operation of its new multimillion-dollar continuous caster.3 The Foundry of the Shoals Inc., Florence, replaced two coke-fired furnaces with electric furnaces.

Mine seals are necessary in nearly every mine to isolate mined-out areas from the ventilation network. There is a large number of seals in active mines and that number continually increases as the development spreads across the reserves. The recent accident caused by the failure of seals in the Sago mine resulted in new regulations. These regulations have been set based on a principle of eliminating the risk of failure, rather than the sound engineering and understanding of the conditions that may cause seal failure during an explosion of methane in sealed areas of the mine including the probability of such occurrences. This paper discusses the following subjects related to mine seals: The potential causes of methane explosions and the dynamic effects of pressure wave propagation. Seal materials and methods of construction in view of the interaction of the seal with the host rock environment as well as requirements for gathering geotechnical data. The design of seal dimensions is based on loading conditions, therefore the probable ranges of such loading is reviewed. There is also discussion of possible methods for shielding of seals from pressure pulses following an explosion. Particular seal?s types are examined in reference to the conditions at the seals location. A novel design is presented that will be a low- cost solution for the sealing of mined out areas. Recommendations are given for further research leading to a rational engineering system for design of new seals in coal mines.

King County (Seattle, WA) is on a monumental task of building the new Brightwater System complete with a new treatment plant, three main conveyance tunnels, a new outfall into Puget Sound and other ancillary works. This paper will describe the first conveyance tunnel, Brightwater East currently under construction by the Joint Venture of Kenny (Sponsor) / Shea / Traylor that is scheduled for completion in early 2010. The project located in Bothell, WA (north of Seattle) is in both King and Snohomish Counties. It was the first of the major tunnel projects that was scheduled by King County for the Brightwater System. The East Contract consists of the following major elements: 14,000 ft of 19'-2' EPBTBM mined tunnel using 16'-8' ID bolted, gasketed precast concrete segments for a primary liner; installing and encasing 14,200 ft each of 48', 66', 27', 84' in diameter steel pipes inside the tunnel along with three runs of fiberoptic cable; 2,430 ft of 72' in diameter microtunnel including three caisson shafts and associated structures; one Intercepting Structure (IS) shell to mine from that is 74 ft deep and 74 ft finished in diameter with 130 ft deep slurry diaphragm walls, tremie slab and final concrete wall lining; one Influent Pump Station shell (IPS) 83 ft deep, twin 77 ft inside diameter cells, with 160 ft deep slurry diaphragm walls, tremie slab, and final lining; two short 12 ft in diameter inter-shaft connector tunnels; one extraction shaft 40 ft deep by 40 ft wide and 140 ft long for connection to the new treatment plant piping.

The early part of the decade was marked by world-wide problems and economic difficulties. In 1980, President Jimmy Carter ordered the failed military mission to rescue hostages in the U.S. Embassy in Iran, Mt. Saint Helens, WA erupted killing 60 people and the Soviets and Mujaheddin guerrillas clashed in Afghanistan after the Soviet invasion. Later in the year, Ronald Reagan was elected president, defeating Carter. The first launch of a space shuttle (Columbia) occurred in 1981. Also in 1981, the first IBM-PC’s begin to roll off the lines. In 1982, Argentina invaded the Falkland Islands and Mexico’s economy was in collapse. In 1980, the U.S. unemployment rate stood at 7.1 percent, and by 1982 the rate increased to 9.7 percent. 1980 marked SME’s first full year in its new office building in Littleton, CO. The new facility was dedicated in November 1979. Claude L. Crowley was executive director of SME in 1980 and remained in that position throughout the decade. SME’s membership stood at about 26,000 throughout this period (1980-1982).

Carbothermal reduction of manganese oxides and manganese ores in the solid state was studied in hydrogen, helium and argon at different temperatures, ore compositions and carbon to manganese oxide ratios. Wesselsore (South Africa) and two grades of the Groote Eylandt ore (Australia) with different level of impurities were examined. Ores were characterised by XRD, X-ray fluorescence, optical microscopy and scanning electronmicroscopy. Isothermal and temperature programmed carbothermal reduction experiments were conducted in a fixed bed reactor in a vertical tube furnace, with on-line monitoring of gas composition by the CO-CO2 infrared sensor. The reduced samples were characterised by XRD, SEM and LECO analyses. Extent of reduction was calculated using data on the off-gas composition, and LECO carbon and oxygen contents in the reduced sample. Manganese oxides in the ore were reduced to a-Mn and carbides Mn23C6 and Mn7C3 depending on the carbon to ore ratio. "Ecological Engineering, a biotechnological approach to the decommissioning of base metal mining wastes, is being tested on two pits (Gloryholes) in Newfoundland, Canada. Pit #2 has an average pH of 3.5 and flows into Pit #1 where, through additional ground water contribution, the pH is circumneutral, ranging between 5.5 to 7.The AMD in Pit #2 originates from underground workings and exposed massive sulphide on the pit walls. The overflow from Pit #1 averages about 10 L/s with less than 0.2 mg/L of Cu and 40 mg/L of Zn.Ecological Engineering utilizes organic substrate as a source of carbon and nutrients for microbial populations which can generate alkalinity and reduce metals. In 1989, limnocorrals (enclosures of 4 m diameter and approx 3 m depth) were placed in both pits to test the most suitable organic amendment (peat and sawdust). Microbial alkalinitygeneration was evident 95 days after placement of the amendment on July 4, 1989. The pH had increased after 120 days from 3.5 to 4.5 and by day 480 the pH was 7 in limnocorrals in Pit #2. Zinc concentrations in the limnocorrals in Pit #2, dropped from an average of 35 mg/L to about 2 mg/L or less, by day 480.A scaled-up experiment has been under way since August 25, 1990, where 390 m3 are treated in pit #2 and 750 m3 in Pit #1. One hundred eighty days after placement of the amendment, zinc was reduced in the acid Pit #2 from 40 mg/L to 15 mg/L. Research is underway to determine those factors which limit microbial activity."

North American Coal is a subsidiary of NACCO Industries. Originally founded as Cleveland and Western Coal in 1913, North American Coal took its present name in1925. Today, North American Coal is one of the 10largest coal producers in America, mining about 32Mt/a (35 million stpy). The company mines primarily lignite for electric utilities. Its current operations are in North Dakota, Texas, Louisiana, and Mississippi. In addition, North American Coal’s Florida operation provides dragline mining services for quarries that produce more than 18Mt/a (20 million stpy) of limerock. With more than 1.8 Gt (2 billion st)of bituminous and lignite coal re-serves in the United States, North American Coal constantly seeks new technologies to keep its operations modern, productive and cost competitive.

In the United States, respirable coal mine dust exposures are limited to a 2 mg/m3 time weighted average for a working shift. If the silica content of the sample exceeds 5 percent, the 2 mg/m3 standard is reduced according to 10- (% silica) to limit silica dust exposures to 100 µg/m3. Examinations of dust sampling data collected by the federal coal mine inspectorate showed that roof bolter occupations continue to be at risk for overexposure to respirable silica dust. Testing at the Pittsburgh Research Laboratory of the National Institute for Occupational Safety and Health assessed the effectiveness of a canopy air curtain for controlling occupational exposures to respirable silica and coal dusts. Initial testing found that zones of higher velocity airflow shrank as distance beneath the canopy increased. This suggested that protection from occupational dust exposures would likely decrease as distance beneath the canopy increased. Further testing revealed that coal dust reduction efficiencies were most affected by changes in interference air velocity and, to a lesser extent, changes in canopy air quantity. However, respirable silica dust percentages under the canopy were not affected by such changes and, in fact, were not significantly different from silica percentages measured outside the canopy. This implied that the air curtain was equally effective on both respirable coal and respirable silica dust particles.

As drilling and blasting is carried out in an urban tunnel, which is adjacent to an existing building or structure, the balance between blasting-induced vibration reduction and drivage efficiency is a most important issue that must be resolved properly. Therefore, a new cut blast method named Stepped V-cut millisecond blasting (SV-cut) was developed by optimizing the most common used Vertical V-cut blasting method (V-cut). The most significant features of SV-cut lie in the utilization of sublevel interval charging structure and millisecond delay blasting technology in cut hole and the cut-cavity formed from outside to inside sequentially. SV-cut provides advantages of high borehole using ratio, low vibration level, and satisfied advance per attack. Based on the principal of millisecond blasting, the rock fragmentation process and the vibration reduction mechanism of SV-cut are analyzed. Determining methods of blasting parameters, which do have significant effect on vibration intensity and cut-cavity formed quality, are proposed according to the forming requirement of both outer and inner cut-cavity and vibration reduction. In order to compare the performance between SV-cut and V-cut, field blasting experiments were performed in the blasting engineering of Yamalike twin-arc tunnel, which closely passes over aged parallel tunnels. Blasting results show that SV-cut blasting is proven as an effective tunnel blasting method for both increasing blasting effects and decreasing blasting vibration. Comparing SV-cut with V-cut, the SV-cut can increase blasting drivage about 8.5% and reduce the vibration intensity induced by cut hole blasting 30% at least.

Evidence has accumulated indicating that cultural change toward safer workplace behaviors is beginning to occur systematically in the coal industry. Through a range of programmatic mining company successes, enforcement and litigative actions, economic responses to competition and integrated efforts by federal and state agencies, a broader participation of safety and training professionals is being achieved to address prioritized workplace problems at mines. Small steps in workplace-related improvements have been realized already, but the trends in industry safety statistics, coupled with focused programmatic initiatives, indicate that more definitive and systematic steps are occurring to improve safe behavior in the workplace routinely.
