The Silver Spring Transit Center is a new three-level transit center that will include bus loops for County, Metro and intercity buses, parking, and retail space. It replaces an existing bus station and connects to a busy metro rail station in downtown Silver Spring, Maryland. Significant site constraints in both plan and profile had to be dealt with in developing a design for support of the structure. Over 90 rock-socketed drilled shafts ranging in size from 3 to 7 foot in diameter were ultimately used to accommodate the limited space and large column loads, and to adapt to the variable rock surface at the site. Site access during design was limited due to the existing active bus station, so contract documents were adapted to include further explorations. Differences in anticipated and actual field conditions regarding the depth, quality, and variability of the rock had to be overcome in construction. Osterberg Load Cell testing during construction allowed for verification and optimization of the shaft design. Additional issues dealt with on this constrained site in an urban setting included construction staging issues, such as working around specialty contractors for tieback walls, blasting operations for rock excavation, productions issues for hard bedrock, as well as coordination issues with third parties, most notably the Washington Metro Area Transit Authority. Aspects of the foundation design and optimization, preparation of the contract documents to deal with the complicated nature of the project, and lessons learned from construction are also discussed.

A significant technological development is discussed for the processing of certain problem power plant flyashes which contain a high water soluble mineral content and which are known to yield inferior flyash based brick. This development is based on the addition of hydrochloric acid to the flyash-bottom ash-sodium silicate blends used for the production of flyash based structures. Favorable changes are evident in (1) sodium silicate consumption, where often approximately one-half of the amount used for making brick from normal flyash is required; (2) processing costs; and (3) strength and appearance of the resulting freshly formed green and fired structural products. In some high cost instances-(above the cost of 30 dollars or less per thousand brick estimated for normal flyashes) hydrochloric acid additions can replace or reduce other costly additives required with problem flyashes to result in a savings of as much as nine dollars per thousand brick. These developments offer promising possibilities for utilizing problem flyashes as well as flyashes which may come into contact with water soluble, sulfur as a result of the eventual application of certain experimental air pollution control processes.

"Under the organic act establishing it, the Bureau of Mines is authorized to conduct investigations designed to improve health and safety conditions in the mineral industry and to promote efficient development and utilization of our mineral resources. The field of the Bureau's activity, therefore, begins with the commercial development of mineral deposits and ends with the production and utilization of the final marketable product.In order to serve more efficiently the various sections of the country, the Bureau has established, in addition to its main offices at Washington, D. C., eleven field experiment stations, three field offices and several mine rescue cars and mina rescue stations. These field branches are so distributed as to cover most of the mining districts of this country, including Alaska. The field service in general deals with specific experimental problems, cooperative work with non-governmental institutions, and mina rescue work, while the Washington office is the administrative head and is responsible for the distribution of general information, the chiefs of the technical and administrative divisions of the Bureau being stationed there.The Bureau is prohibited by law from doing work exclusively for the benefit of any private company or individual. Generally speaking, the Bureau does no assaying, ore testing, or similar service work for the benefit of private companies or individuals. In response to requests for work of this sort a list of assay and ore testing laboratories is supplied. In referring inquiries to com-mercial laboratories or consulting engineers, care is taken to mention several names so as to avoid designating any one establishment or engineer."

The removal of lead and other heavy metals present in an active US Army small arms firing range soil was evaluated in a pilot scale test program at Ft. Polk, Louisiana. Two different acid based extraction processes in conjunction with conventional physical separation methods were used. Physical separation processes consisting of screening and gravity operations removed most of the coarse lead particulates and slugs. Hydrochloric acid leaching followed by precipitation of lead as hydroxide recycled clean soil containing less than 500 mg/L. total lead and less than 5 mg/L TCLP lead. Lead extraction efficiency with hydrochloric acid was 96 percent. The results of lead removal by physical separation in conjunction with acetic acid leaching were not consistent over the whole test period and the total soil processed.

The map includes all counties, significant towns, and major highways in Nevada to aid in mine location. Several geologic trends with which the mines are associated are also depicted. General ore genesis for each deposit, including sedimentary, volcanic, plutonic, and placer-hosted deposits, are also identified. Gold mines are also listed alphabetically, by mine name, on the map. The 1997 New Year’s Day Rogue River flood near Medford, Oregon, USA, entered historic channels, eroded a 150-foot-wide buffer, and captured an inactive gravel pond located within the channel migration zone. Channel redirection caused by pit captures threatened adjacent inactive gravel ponds. In response to this capture, a stakeholders group of concerned individuals and organizations was formed. This group ultimately developed a rehabilitation plan, which conformed to the Rogue River’s geomorphic trends. A two-dimensional model, FLO-2D, was used to evaluate channel splits, flood storage, backwater, and future conditions. Modeling results coupled with trend analysis were used to create a stable design where stream barbs, gravel redistribution, a channel outfall spillway, bendway weirs, bank reshaping, and revegetation were integrated into a single plan for a three-mile reach. The quick action by the stakeholders group averted further damage to the Rogue River system and surrounding environment. The project has preserved three miles of mainstem habitat, one mile of side channel habitat, and protected ten gravel ponds from pit capture.

"As mining reserves continue to be developed in deeper and more complex geological and geometric conditions, there has been an increased demand for underground mine designs to better reflect site-specific conditions, measurements, and observations with respect to ground control safety and stability. Current ground control design software are limited to a given device and data files generated can only contain a single design. However, with the growth of cloud computing and increases in internet access, even underground where permissible, web-based software applications allow for in-the-field calculations, as well as collaborations, from multiple users. webGroundControl (webGC) utilizes a multiple-tier architecture, building upon existing NIOSH ground control design software, more specifically ARBS, ALPS, and ARMPS. By providing operators the ability to access ground control design programs from any device, given an internet connection, webGC allows for on demand calculations to ensure underground pillar and roof stabilities with respect to current site-specific parameters, geometries, and geology. Through the development of new features, which aid in design analyses, as well as project collaborations, webGC provides the modern engineer with a more versatile ground control design tool for the improvement of underground health and safety. With the completion of the ARBS, ALPS, and ARMPS modules, this paper introduces potential users within the mining industry to the navigation and operation of the webGC application, as well as its ability to facilitate collaborations between operational personnel and planning engineers. The purpose of this paper is to raise interest in the web-based application before its official launch in Summer 2018."

The Bureau of Mines analyzed 626 crude oils from 546 oilfields in the United States that produced 2,500 BOPD or more during at least 1 of the last 3 years. Included also are crude oil analyses from eight fields that produced less but which were located in areas having few or no fields that produced 2,500 BOPD. The tables show the geographical and geological source, general characteristics. and determined and computed analytical data for each sample. The analyses were made according to the Bureau of Mines routine method and are directly comparable to other previously published analyses.

Photovoltaic (PV) modules are becoming an ever increasingly larger part of our energy portfolio. As more and more PV modules are installed and come on-line, management of end-of-life (EOL) modules becomes an important issue. Currently, management of overburden EOL PV modules is not an issue, but is anticipated to be by 2030. Recovery and recycling of valuable metals in PV modules presents several environmental and economic advantages. In this brief review, we will describe processes for refurbishing and recycling of PV silicon. These processes involve some combination of mechanical, thermal, and chemical processing, all of which all have their oPV) modules have become wn respective challenges. Also, projections of PV module material streams are also highlighted.

Lake Mead, the largest man-made reservoir in the United States, is located about 30 miles southeast of Las Vegas, Nevada. For the construction of Lake Mead third water intake, which is entirely placed underground, an underwater excavation was needed at a depth of 100 m (330 ft): a large surface had to be deepened by 20 m (66 ft) in basalt.

A 70% excess of mesothelioma, an asbestos-related cancer, has been reported among men in northeastern Minnesota, where iron mining has been the major industry. The Minnesota Department of Health has studied iron miners who developed mesothelioma to identify possible sources of asbestos exposure. A database of all Minnesota residents diagnosed with mesothelioma between 1988 and 1996 was linked to a database of approximately 72,000 current and former Minnesota iron-mining employees to identify cases who had ever worked in the mining industry. The job histories of the cases were examined to determine if any of their jobs could have involved exposure to commercial asbestos. Seventeen individuals diagnosed with mesothelioma in Minnesota between 1988 and 1996 were found to have worked in the iron mining industry. Of the 15 for whom adequate work histories were available, 14 had identifiable sources of exposure to commercial asbestos in jobs held both inside and outside of the mining industry. The time between employment in these asbestosexposed occupations and the diagnosis of mesothelioma is consistent with the 20 or more year latency period that has been observed in other studies of this cancer. © 2007 Elsevier Inc. Remediation of small-arms firing ranges is being investigated by the Naval Civil Engineering Laboratory and the U.S. Bureau of Mines. Scheduled closures of military installations, as well as the management of active ranges, require the development of methodologies for heavy metals removal to prevent their entering the surrounding environment. The impact berms contain high concentrations of metals, and the soil and vegetation surrounding the berms were found to have slightly elevated levels. The heavy metals characterized are in the form of whole bullets, a wide size distribution of free fragments, smeared lead on the surface of the soil grains, and very finely attached particles. Gravity beneficiation can remove liberated metal contamination effectively. Weak acetic acid leaching shows promise in lowering the final metal contamination to allow the ,soil to pass the Environmental Protection Agency's (EPA) Toxicity Characteristic Leaching Procedure (TCLP) criteria.

A concerted effort to determine the quantities and effects of trace elements in the environment requires the application of a number of different analytical techniques in the same or in different laboratories. The interpretation of analytical data is often difficult because of differing results between analysts or even by the same analyst at different times. Standard Reference Materials (SRM), which are certified for their trace element content and are in a matrix similar to the one of interest, can greatly increase the accuracy of analysis and the reproducibility between laboratories. The United States National Bureau of Standards (NBS) has developed a number of SRMs applicable to the determination of trace elements in environmental materials. Two of these, SRM-1571, Orchard Leaves, and SRM-1577. Bovine Liver, are excellent for biological tissue analyses. Several new standards are of value for fossil-fuel analyses. These are: SRM-1632. Trace Elements in Coal; SM-1633, Trace Elements in Fly Ash; SM-1634, Trace Elements in Residual Fuel Oil: and SRM-1635, Trace Elements in Gasoline. In cooperation with the US Environmental Protection Agency, the NBS has recently concluded an interlaboratory comparison involving analyses by more than 60 laboratories on these fossil-fuel materials. The resulu of this intercomparison and the broad range experience with the biological materials will be presented showing both intratechnique and intertechnique variations, and the sensitivities and comparisons with the values certified by NBS.

The large quantities of iron-bearing materials, including taconite, semi-taconite,* and other low-grade ferruginous materials occurring in Minnesota and elsewhere, constitute an important potential source of iron. Satisfactory grade and recovery of iron ore concentrate cannot ordinarily be obtained from these ferruginous materials by simple methods of beneficiation. Iron is distinctive in that the free metal and two of its oxides [magnetite (Fe2O3) and maghemite (gamma-Fe2O3) ] are strongly ferromagnetic. The successful magnetic separation of natural magnetite from taconite has already been established on a commercial scale. The iron in semi-taconite, however, occurs largely as goethite (Fe2O3-H4O) and hematite (Fe2O3) which do not respond to ordinary magnetic separation methods. Magnetic roasting converts these iron oxides to magnetite, which can, after liberation, be magnetically concentrated. MAGNETIC ROASTING Hematite undergoes a stepwise reduction when exposed at moderately elevated temperatures to a reducing atmosphere containing hydrogen or carbon monoxide: Fe2O3? Fe3O4 ? FeO ? Fe Since the desirable product in magnetic roasting is Fe3O4, the conversion is halted after the first stage by controlling the reduction potential of the gas mixture with water vapor or carbon dioxide. The reducing gas mixture must be such that the oxygen partial pressure at the solid-gas reaction interface will be maintained intermediately between the oxygen partial pressures in equilibrium with Fe2O3 and Fe3O4 at the prevailing temperature. Because of the rapid increase in decomposition pressure of Fe3O4 with increase in temperature, the practical upper limit of useful reaction temperature is about 1400°F, above which over-reduction usually occurs in atmospheres containing hydrogen or carbon monoxide. On the other hand, useful reaction rates usually occur only above 800°F. Goethite reacts similarly except that the combined water probably has to be driven off thermally before the reduction to magnetite occurs. Iron carbonate must also be decomposed thermally to an oxide before conversion to magnetite. Iron silicates are apparently not amenable to magnetic roasting. The rate of penetration of the reaction toward the interior of a given ore fragment is dependent on the chemical composition and physical structure of the solid. Most ore fragments tested here reduced satisfactorily to 1/4-in. depth in less than 14 min at 1200°F. Some very dense fragments, however, were reduced to less than 1/32-in. depth under the same conditions. The Millet copper deposit is on the north shore of Iliamna Lake in southwestern Alaska. Copper mineralization occurs in a zone of altered limestone .adjacent to and intruded by a diorite porphyry with some diabase facies. During 1949 and 1950, the Bureau of Mines investigated this prospect as a part of the U. S. Department of the Interior program in Alaska for the development of critical and strategic minerals. Field work was begun August 8, 1949; it was recessed November 28, 1949, because of inclement weather. The work was resumed Nay 28, 1950, and completed July 3, 1950. The program of investigation by the Bureau of Nines included topographic surveying, machine and hand trenching, diamond drilling, and sampling the zones of mineralization. This report outlines the general geology of the area, gives a description of the deposit, and contains the factual data resulting from work by the Bureau of Mines.

The Rush Creek district of Marion County, Ark., has had a more or less continuous record of zinc production over the past 40 years. The ore has come from many small mines working on oxidized and semi-oxidized deposits found in the Everton formation where that formation forms the present surface rock. Prospecting has been restricted to the hillsides above the creek levels, the actual ore outcrops being the guides. Little attention has been paid the possible sulfide zones. In August 1942, the United States Geological Survey and the Bureau of Mines recommended exploration of the Powell and Cotter formations, which underlie the Everton, for which purpose the Survey had previously located 18 proposed drill-hole sites in geological structures that seemed favorable to are deposition.

Many Engineers are skeptical and cautious about skin friction factors for the portion of drilled piers where temporary casing is used. This has led Texas engineers in many cases to eliminate skin friction values for the cased section, which necessitates deepening the drilled shaft to compensate for the loss in the cased section. This paper has provided field test data that supports inclusion of skin friction in the temporarily cased hole section as a contributing factor in total axial capacity as comparable to open hole shafts of the same diameter. Reasons for the resultant friction values are provided including; remolding of the cased clay section and the increased pier circumference necessitated by the oversized casing required for adherence to the engineers shaft diameter specification.

INTRODUCTION Nonfuel mineral markets have always tended to be volatile due to the cyclical nature of demand and the difficulty of fine-tuning capacity and output levels. Experiences over the past two decades, however, have been especially perverse. This short volume attempts to provide insights into this era and some guidance for the future. The papers are linked together by their focus on issues of productive capacity. At the same time, they provide a useful description, explanation and evaluation of the industry's evolution and its implications for the near-term. The regnant pessimism of the 1980s was very much alive during the early months of 1987 when the theme of this symposium was formalized. Indices of real metal prices had only inched-up from all-time lows in 1986. The hemorrhage of corporate red-ink was still a powerful memory. Frustration with the apparent inability of closures and reduced capacity utilization to re-establish market balance was strong. To the more pessimistic, the industry appeared destined to a quarter century of persistent excess capacity and nonremunerative prices. The conditions to support this pessimism were readily apparent. Economic literature tells us that surplus capacity is a complex, usually unexpected and often long-lived phenomenon caused by the interaction of at least three factors. The first is a rising capital-intensity of production. The second is the presence of aggressive new entrants whose capacity additions are typically (1) trade- dedicated because local market absorption is low; (2) cost-competitive for natural or policy-support reasons; (3) heavily burdened by debt-repayment obligations; and (4) viewed as important sources of employment, regional development and foreign exchange. The third, and often decisive, factor is an unanticipated decline or stagnation in demand growth for the sector's output. The first two factors combine to increase competitive pressures and to raise the actual or perceived cost of idle capacity. Market rigidity reduces responsiveness to price signals and distorts the burden of adjustment. Demand atrophy exacerbates these pressures especially on unprotected producers in the higher quadrants of the global supply function. In the mid-1980s, evidence of the existence of all these factors were easy to cite. Culprits were often identified. Claims for protection, global sharing of adjustment burdens, and imposition of disincentives to new capacity regardless of inherent economic status were co-dominant themes with the buzz-words of "competitiveness" and "level playing fields." This, notwithstanding the suggestions of the same economic literature that excess capacity persists longest when interventionist remedies permit it to continue. Today, only eighteen months later, the mood is decidedly more buoyant and most analysts are cautiously optimistic about the next few years. Many informed analysts have concluded that the excess capacity of the recent past has disappeared. For the present, the marketplace seems to have restored a balance between supply and demand. That the adjustment took five or six years longer than anticipated attests to the dramatic structural changes which have characterized the industry. The implications of these changes for the future are unclear. Were the macroeconomic shocks, coupled with industry transitions, so extraordinary in magnitude and timing that experiences were unique? If so, the next years may hold more stable and cautious times for the industry. Alternatively, is the inherently volatile metals industry facing a future of cycles equally perverse in terms of amplitude and duration due to economic uncertainities and inflexible industry response capabilities?
