"As the influence of governments has become more widely felt, the use of research techniques to analyze policy has increased. Mineral economics, as one of the foundations of mineral policy research, has grown accordingly. Policy research and analysis has been carried out within governments, university departments and the private sector. Each of these institutional environments has characteristics which influence the topics of study, the approach, the methodology and the output of the research. A brief survey of recent research activities provides illustrations of trends and developments occurring within this organizational framework.A radically different organization, the independent research institute, has begun to make an impact on policy research in recent years, and will have an increasing importance in the future. Combining certain features of the traditional research organizations, it nevertheless has important differences which are essential to its effective functioning. An overview of the formation, goals, organization and operation of one such institute is presented."

The Bureau de Recherches Geologiques et Minieres (BRGM) (a French Government-sponsored geological and mining agency), through international experience gained over many years, has become very skilled in alluvial prospection, particularly for diamonds. The research laboratories within the BRGM have also been active in creating new mineral processing equipment, some of which is directly applicable to such prospection. One such development, the mobile prospection unit, is described and its application in mineral exploration is demonstrated by a consideration of the diamond search in Australia and the general exploration of the Massif Armoricain (France). Because this latter study was fundamental in the development of the concept of 'mineral-geochemistry', and its application in mineral exploration, it is also briefly described.

Water-based epoxy sealants were examined during a 2-year period to deter-mine their effectiveness as barriers to radon release in uranium mines. Radon emanation rates from uranium ore samples were monitored for extended periods in the laboratory before and after sealant application. Reduction of radon flux due to the coating of laboratory samples was approximately 80 percent. Test chambers in a dormant uranium mine were monitored to determine both short and long-term barrier effectiveness. These field studies of the seal-ants indicated radon flux reductions exceeding 50 percent relatively soon after application and nearly 75 percent about 1 year later. An unexpected complication to early monitoring in the form of a large radon emanation increase, believed due to added moisture, is discussed.

This paper describes the Contractor’s value engineering design and the construction of the Interstate I-90 highway tunnel sections under the South Station railroad yard in Boston, MA for the Central Artery/Tunnel Project, using tunnel jacking and ground freezing techniques. Three tunnel box sections were constructed and installed, with typical cross-sectional dimensions of 11.6 m x 23.8 m, and respective lengths of 50.9 m, 78.7 m and 115.6 m. A 12-compartment concrete shield was built as part of the front of each multi-sectional tunnel box structure. The jacking systems employed consisted of rear and intermediate jacking stations and up to 87 individual jacks, providing a maximum total thrust capacity of 42,300 t. The tunnel alignments pass through a geologic profile consisting of historic fill, which contains remnants of old waterfront structures, building foundations and a forest of 19th century vintage timber piles, underlain by organic sediments and marine clay. Ground cover over the tunnels is in the range of 1.8–7.6 m. The groundwater table is at depths of 1.5–3 m below surface grade. The paper discusses the techniques developed and equipment used to successfully build and install these tunnel box structures with minimal impact on the commuter and long distance railroad operations directly above the tunnel alignments. Dewatering and groundwater control is required frequently for construction projects and needs to be accounted for and dealt with care during design and construction to complete the project successfully. Dewatering can cause changes in porewater pressure, which changes the effective vertical stress in a soil mass. Dewatering can also cause changes in groundwater chemistry which in turn can cause changes in porewater pressure and also dissolution of soluble minerals in the soil and rock. The Guideline developed in this study addresses the engineering issues, approaches to lessen the potential risks associated with construction dewatering, and presents dewatering practices to support dewatering applications regulated by the Municipality of Abu Dhabi City (ADM) in the United Arab Emirates (UAE). The subsurface condition within the city presents significant geotechnical problems due to presence of shallow subsurface cavities and soluble minerals in the soil and rock. Therefore it is critical to develop standards for dewatering practices to provide information for local dewatering engineers and contractors with special emphasis to control and to eliminate the subsidence/collapse problems related to dewatering projects within the Abu Dhabi city. The ADM is also responsible for approval of permit applications for projects that involve dewatering. In order to minimize the risk related to subsidence/collapse problems due to dewatering, construction companies and dewatering contractors need to be informed about possible mitigative measures that can be employed to reduce risks. The guidelines were developed as part of this study based on detailed analysis of the local subsurface conditions. A set of rules and regulations are developed for geotechnical and hydrogeological investigations, dewatering design and monitoring criteria depending on the hazard zones, proximity of excavation to critical structures, excavation depth. The Guidelines include examples of permit application packages for three types of dewatering projects; one involving shallow dewatering, one involving intermediate depth dewatering, and one involving deep dewatering. These Guidelines are considered as living document and will be updated as required, as additional information is collected and additional local experience is gained.

The aim of this work is to simulate the forming process of a green anode. For this purpose, a nonlinear compressible viscoelastic constitutive law is presented. The concept of natural reference configuration is considered. Within an isothermal thermodynamic framework, a Helmholtz free energy is proposed to take into account the nonlinear compressible deformation process occurring between natural reference configuration and current configuration. A dissipation potential is introduced in order to characterize the irreversible aspect of compaction process. Thus, the constitutive law is formulated through two equations: 1) an expression of Cauchy stress tensor and 2) a differential equation characterizing the evolution of the natural reference configuration. Material parameters are assumed to be a function of the bulk density. This allows capturing the micro-mechanical phenomena within the chosen macroscopic approach. An experimental study based on compaction tests is carried out in order to characterize the mechanical behaviour of the anode paste. A user's material VUMAT subroutine for finite element dynamic explicit analysis has been developed and implemented in the ABAQUS commercial software. To evaluate the model predictive capability, numerical simulations of the compaction forming process of anode paste were performed. Simulation results show that the constitutive law predicts the experimental trends and gives interesting physical responses. This constitutes a first step toward making a benchmark with experimental results on the forming process of anode paste.

"Ground movements due to longwall mining operations have the potential to damage the hydrological balance within as well as outside the mine permit area in the form of increased surface ponding and changes to hydrogeological properties. Recently, the Office of Surface Mining, Reclamation and Enforcement has completed a public comment period on a newly proposed rule for the protection of streams and groundwater from adverse impacts of surface and underground mining operations (80 FR 44435). With increased community and regulatory focus on mining operations and their potential to adversely affect streams and groundwater, there is now a greater need for better prediction of the possible effects mining has on both surface and sub surface bodies of water.As mining induced stress and strain within the overburden is correlated to changes in the hydrogeological properties of rock and soil, this paper investigates the evaluation of the hydrogeological system within the vicinity of an underground mining operation based on strain VALUES (calculated through a surface deformation prediction model. Through accurate modeling of the pre- and post-mining hydrogeological system, industry personnel can better depict mining induced effects on ground water flows through the overburden material aiding in the optimization underground extraction sequences while maintaining the integrity of surface and subsurface bodies of water.INTRODUCTIONThe utilization of high-recovery underground mining methods, such as longwall or high-extraction room-and-pillar operations, have the potential to cause adverse impacts to both surface and subsurface bodies of water as strata movement and deformations propagate from the mined seam through the overburden to the surface (Peng, 2008).Previous research has indicated that mining induced strains are the most damaging to surface streams (Singh, 1992) as well as greatly affecting the integrity of subsurface bodies of water and groundwater flow conditions (Booth, 1986). On the surface, adverse effects to the stream can occur due to the development of either tensile or compressive strain in the stream bed. The development of tensile cracks along the bedrock allows for a potential loss of stream flow through developed fissures. In fact, water flow in the Cataract River of Australia ceased in 1994 as a result of mining-induced strains from longwall operations in the Bulli seam 430 meters (1320 feet) below the river gorge (McNally and Evans, 2007). On the other hand, the development of compressive strains within the rock layers can cause rupturing or buckling of the stream bed, blocking stream flow and/or diverting flow into the fractures at the base (Iannacchione et al, 2010). While these localized fractures can contribute to the loss of stream flows, given time, damaged streams have the ability to self-heal through the regeneration of near-surface aquifers as well as the sealing of mining-induced fractures with rock debris, gravel, sand, clay or other soil particles carried from upstream sources and deposited in the river bed (Waddington and Kay, 2002)."

This paper presents the history of uranium procurement and demand, and takes a look at future requirements. The three basic conclusions drawn are: (1) the productive capacity of former and existing producers whose operations may be profitably reactivated is insufficient to meet demand projected beyond 1975; (2) reserves in the $5 -$10 price range do not provide the flexibility to sustain production at the high rates required in the late 1970's; and (3) only higher prices can overcome these deficiencies, as this would provide sufficient inducement for the industry to explore for and develop new reserves and productive capacity.

The Surface Mining Control & Reclamation Act is a complex piece of legislation signed into law on August 3, 1977. It is the culmination of more than six years of debate by the Congress over the need for a national regulation of surface mining as opposed to the prior concept of regulation by each concerned state. It departs from the more normal type of law in that it includes very specific requirements, limitations and performance standards. In its procedural aspects, it is somewhat similar to the Clean Air Act and the Water Pollution Control Act in that it places primary responsibility at the state level, provided the state meets minimum national requirements. At the time of writing this paper, in late December 1978, the Interim Regulatory Program has been in effect for seven months. The proposed regulations for the Permanent Program, the draft Environmental Impact Statement, and the draft Regulatory (Economic) Analysis ware available for eight weeks before the close of the comment period on November 27. We are now awaiting issuance of the final versions of these documents. The states in which coal is mined, for the most part, have made sere revision to their state laws and are in the process of revising their regulations, or have just completed the revision, to comply with the Initial Regulatory Procedures. They are now faced with another new major effort to analyze and plan for compliance with the Permanent Regulatory Program, which is expected to be promulgated by the Office of Surface Mining of the Department of Interior by the time this paper is presented.

The Tambomachay ore deposit (13°28'36.78"S, 71°57'35.98"W, about 6 km north of the town of Cuzco, Peru) consists of Cu hosted in arkosic red beds of the Kayra Formation (Lower Eocene). Bornite, chalcopyrite, chalcocite, covelite, digenite, malachite, and chrysocolla occur disseminated in thin layers and in veinlets. The occurrence of the copper ores in a part of the red bed sequence containing green reducing layers, the presence of organic matter in interstices between the hypogene sulfides, and the sulfur composition of the copper sulfides (δ34S values between -16.9 and -12.4‰ vs VCDT) pointing to bacterial sulfate reduction, are strong arguments to propose that mineralization was caused by copper-bearing oxidizing saline basinal fluids that precipitate copper sulfides when they meet reduced sulfur in an organic matter-rich horizon. Faults parallel to the regional Tambomachay Fault could have acted as feeders for oxidizing basinal copper-bearing fluids. Fluid migration was probably driven by tectonically-induced topography gradient. INTRODUCTION A number of red bed Cu occurrences are known in the Cuzco region in the early Eocene – early Oligocene San Jerónimo Group (Gregory, 1916; Carlotto et al., 1996, 2011; Loza et al., 2004). In the past, copper ores were extracted in several small-scale mines in the surroundings of Cuzco, including Tambomachay, Tipón, and Zurite in the Cusco province and Ushpa, Guilda, Giovanna, and Langui in the Sicuani Province. The abandoned Tambomachay Mine (13°28'36.78"S, 71°57'35.98"W), about 6 km to the north of the town of Cuzco (Romero et al., 2015; Salcedo et al., 2017, Fig. 1) was chosen as the main site for the present research aimed to better study the genesis of these copper occurrences. Results deriving from fieldwork, microscopic characterization of ore and host rock, and sulfur isotope determination suggest that the key factor for the genesis of the copper ores is that copper transported by oxidizing basinal fluids is trapped by reduced sulfur of bacteriogenic origin located in a part of the red bed sequence that shows intercalatins of green reduced horizons.

The per capita energy consumption in India is 510kgoe/year, the global average being nearly 1818kgoe/year. Correspondingly low is the per capita CO2 emission at 1.25t against the world average of 4.39t.65-70%, at times more, of India?s power generation from about 190,000 MW installed capacity, is however coal fired.India therefore has to secure diversified sources of energy and solar power is increasingly being looked as the real alternative to the existing over dependence on coal. To ensure sustainable solar power it is essential to secure its raw material base that is ?silica?, hitherto considered as ?minor minerals?. That calls for immediately addressing the issues of land availability, solar power cost, developing a dynamic inventory of silica containing minerals, appropriate processing technology and strong regulatory framework for sustainable mining and processing of all silica rich minerals. Pelletizing of Indian chromite ores is more challenging due to their high refractory nature. High Cr/Fe ratio and high MgO content in these ores demand high firing temperatures and longer firing cycles but often result in low strength fired pellets. Aim of this study was to develop cold bonded chromite pellets for smelting in submerged arc furnace (SAF) from chromite fines using suitable binder that induce less gangue into the pellets but cures quickly. Different binders were studied through laboratory pelletizing experiments for their suitability for cold bonding the pellets. As result, a composite binder comprising organic and inorganic binding agents was found to be suitable and pellets made from the same were tested for their low and high temperature behavior. High temperature reduction studies revealed that pellets were resistant to disintegration up to 1200 °C.

New South Wales has a successful history of pillar extraction stretching back more than 60 years. Various methods of pillar extraction ranging from the rib pillar methods (such as the Wongawilli system) to the more recent pillar stripping techniques (similar to those used in the USA) are discussed in this paper. These discussions are based on the experiences of the author stemming from a recent research tour of seven underground pillar extraction operations in New South Wales as part of the Coaltech 2020 collaborative research initiative. Some operational issues of each site visited are presented before some general comments pertaining to the overall success of pillar extraction in New South Wales are discussed. Generally pillar extraction in New South Wales is on the decline in favour of longwalling. However, the pillar extraction that is conducted is done so along specific guidelines to ensure their success, and these are also discussed.

For a number of years the Bureau of Mines has been conducting an investigation of crude petroleum from producing fields in the United States and the Western Hemisphere and has published a series of reports on these fields. Analyses of crude-oil samples tom some oil fields of Louisiana are given in Bulletin 291.4/ Analyses of 26 representative crude oils from various producing formations of southern Louisiana are given in is report. These.samples are from 14 field's in 10 parishes in the southern part of the State, usually designated as the "Louisiana Gulf Coast area." The exploitation of the underground is currently undergoing a major transformation process. Besides mining, alternative ways of utilization are playing an increasingly important role. These alternative utilizations include the storage of gases, the disposal of radioactive wastes and the implementation of geothermal storage facilities. In addition, more and more mining operations are being shut down, like the German hard coal mining industry in 2018. But the integrity of closed mines must be ensured in the post-mining phase.

Queensland Pacific Metals (QPM) is developing its flagship Townsville Energy Chemicals Hub (TECH) facility to produce nickel and cobalt sulfates from imported high-grade nickel laterite ore for nickel-cobalt-aluminium and nickel-cobalt-manganese Li-ion batteries. The TECH facility is expected to use a patented leaching, recovery and recycling process called the DNi Process™. It uses the nitric acid leaching process for extracting nickel, cobalt and other valuable metals from laterite ore. Apart from the nickel and cobalt sulfates, the TECH Project will also produce high purity alumina, hematite (~640 ktpa) and other by-products. The hematite by-product precipitated from the DNi Process™ (hematite precipitate hereafter), is high in Fe and particularly low in impurities. QPM is working to identify potential applications for these high-purity by-products to generate additional revenue and to achieve its zero-waste ambition. As such, QPM has engaged CSIRO to evaluate various agglomeration options to produce low-cost, hematitic products suitable as ironmaking feed materials. This paper will first reveal the unique characteristics of the hematite precipitate arising from the TECH Project and then examine the sintering and pelletising processes for preparing the hematite precipitate as an ironmaking feed.

South Africa had a late start with rapid prototyping (RP), with the first system being available in 1991. Up to 1994 only three systems were available in SA. Through active research participation from the CSIR and a number of universities, supported by technology transfer programmes and industry awareness workshops, adoption of RP technologies started to grow. Internationally, RP grew to the extent that several country-based member organizations were formed, and an initiation meeting of the Global Alliance of RP Associations (GARPA) took place during the SME Rapid Conference in Dearborn, USA in 1998. South Africa (SA) was invited under the auspices of the Time Compression Technologies Centre (TCTC) launched by the CSIR, and received an invitation to become a member of GARPA through the launch of a national, inclusive organization. The latter gave rise to a RAPDASA planning/launch meeting held at the University of Stellenbosch, which culminated in the first RAPDASA international conference held in November 2000 at the CSIR, and the election of a first RAPDASA management committee, also at the 1st AGM held during the conference. RAPDASA has been a pillar of strength since then, with an annual international conference being presented. As South Africa?s RP awareness grew through the RAPDASA and independent activities, so did the availability of RP platforms in SA.SA also became a benchmark for other countries/late adopters to follow, as slowly a position of following became a position of leading through innovative applications. The paper highlights SA?s development approach and history, together with the discussion of case studies in various fields. Contribution to the light metals industry will also be discussed. It is now 38 years since the publication of the first edition of "Extractive Metallurgy of Copper" by Professor W.G. Davenport and the late Professor A.K. Biswas. The text book would be issued in a total of five editions, soon became the standard for students and those in industry. Interestingly it was published at the onset of great change in the industry. This was a time when sulphur dioxide controls in the USA were introduced, and almost simultaneously, world oil shocks caused significant increases in the cost of fuel - all leading to efforts to adopt new technology and move away from the reverberatory furnace, which had no potential for sulfur capture and required large amounts of fuel. At the time of publication of the book, new processes such as the Noranda Process and the Mitsubishi Process were in their infancy, while flash smelting (which was first commercialized in 1949 at Harjavalta, Finland) had made significant in-roads in boosting copper output, with some 22 new flash smelters licensed by 1976. Computer technology and associated process control techniques were rudimentary compared to systems today, available physico-chemical data remained largely in tabulated format and needed to be manually entered into the main frame computers of the era, while modeling techniques common today had not yet been developed. The copper industry has therefore seen immense changes since the time of this textbook: world tonnage of smelted copper has risen from 7.34 million tonnes/year in 1976 to 16.7 million tonnes/year in 2012, over a two times increase. Technologies such as the El Teniente Process, or Top Submerged Lance technologies, typified by the ISASMELTTM, not commercialized at the time, now treat large tonnages of copper concentrate in a single furnace. Advanced heat and mass balance software and thermochemical modeling are now used extensively to examine chemical and physical characteristics for process design and to support process optimization. These changes in the industry have been chronicled in subsequent editions of the book. This paper looks at the issues and problems seen in 1976 and over the intervening years, and compares this with the challenges facing the industry with the available tools and technologies today. Some ideas looking into the future are also discussed in the paper.

Pellets market challenging scenario has stimulated pelletizing experts to pursue innovative alternatives to process development in order to increase pellets competitiveness vis-à-vis sinter. When it comes to indurating process, pelletizing productivity is still limited and its OPEX inflated by the lower input of carbon into mixes due to quality impairment caused by magnetite formation in pellets core. This obstacle led to the rethinking of carbon distribution strategy within the green balls. To achieve such purposes, COREM through its precompetitive research program dedicated to its members, has proposed the layered pellets®, a two-stage balling technology. Balling in disc and pot-grate tests in COREM’s pilot plant were carried out to proof the concept, support the arising technology and evaluate its potential. According to first results, while CCS strongly improved, tumble and abrasion indexes as well dynamic LTD must be further investigated. Tests on four classes of equivalent carbon content pellets to evaluate layering strategy gave very good perspectives concerning the increase of productivity, and the reduction of fuel consumption and GHG emissions.
