In the usual volumetric determination of uranium, the solution containing uranium is reduced in a Jones reductor, yielding a mixture of trivalent and tetravalent uranium; the trivalent uranium is oxidized to the tetravalent state by bubbling a stream of air through the solution. The resulting solution of. Tetravalent uranium is titrated with a standard oxidant, generally sulfatoceric acid, dichromate, or permanganate; It seemed likely that the, same general procedure could be used in determining semimicro quantities of uranium if the conditions affecting the variables involved were understood more clearly than at present. In the method described below, the use of ferric sulfate to oxidize tetravalent uranium allows the titration to be made at room temperature in an essentially colorless solution with sulfatoceric acid. The latter oxidant its turn permits the use of the very stable indicator, ferroin, with its sharp color.., change and exactly reproducible blanks. Solutions of uranyl sulfate were prepared by diluting a stock solution that had been standardized gravimetrically according to the method of Lundell and Knowles (8).3/ Solutions of sulfatoceric acid were prepared according to the directions of G. F. Smith (12) and were standardized against arsenic trioxide in the presence of osmic acid according to the directions of Gleu. The cerium solutions were stored in 18-liter carboys fitted with siphon arrangements so that the bottles did not need to be opened and protected from light in a dark cupboard. Under these conditions, even the 0.01 N solution changed by less than 1 part per thousand over a period of about 6 months.

Expressions are derived for the orientation factors associated with dislocation damping due to dislocation motion in the basal slip plane. The results of the calculation of these factors for zinc crystals aye pvesepzted and the relevance of these results to ultvasonic-attenuation measuvements is discussed. In this paper expressions are derived for the orientation factors associated with damping of sound waves due to dislocation motion in the basal slip plane of hexagonal crystals. For zinc crystals, the orientation factors for dislocation motion in one slip direction only, as well as for simultaneous motion in all three basal slip directions, have been calculated at 1-deg intervals. The results of these calculations are presented in the form of contour diagrams in a sector of a standard polar coordinate graph. The calculations have been carried out for both the traveling- and the standing-wave conditions. The relevance of these results to ultra sonic-attenuation measurements is discussed. Associated with the calculation of the orientation factors, the modes of elastic-wave calculation were also evaluated, according to the procedure previously employed by Hinton and Green.' The results of these calculations are not presented here since similar results have been reported earlier by Mus-grave.2 However, it should be mentioned that, although the qualitative features of Musgrave's results are preserved, the quantitative values are somewhat altered since different values for the elastic constants of zinc were used. ORIENTATION FACTORS It is convenient to refer to three different sets of coordinate axes, Fig. 1, in the following calculations. First, there are the Miller-Bravais axes which are used in describing the Miller-Bravais indices of planes and directions in a hexagonal crystal. These axes are denoted in the conventional manner by a,, a,, a,, and c. The second set of axes used is a rectangular Cartesian coordinate system located as shown in Fig. 1. Note that the x axis coincides with the close-packed direction al [2110], the z axis coincides with the c axis [0001], and the y axis is orthogonal to these two lying in the [0110 ] direction. Finally, a form of Eulerian angles is used to locate the position of the specimen axis. The angle between the specimen axis and the c axis is denoted by 0 and the angle between the projection of the specimen axis on the basal plane and the a, direction is denoted by ø. The majority of observations on plastic deformation of metal crystals indicates that such deformation is caused by the motion of dislocations on a limited number of crystalline planes and in a close-packed direction. In crystals with hexagonal symmetry the most prominent slip plane is the basal plane (0001) and the slip directiops- are one of the close-packed directions, [2110], [ 12101, or [ 1120]. To properly set the stage for the following work, several points must be clarified. First, we want to consider the contribution to the attenuation of elastic waves by dislocations only. While the Granato-Lucke, model for dislocation damping is presently the one most quoted, it is not necessary to refer the present work to it. The only assumption that need be made is that the motion of dislocations absorbs energy from the elastic wave and therefore attenuates it. It is immaterial here how this energy absorption occurs. However, because dislocations have been observed to move most freely on the (0001) plane for hexagonal crystals undergoing plastic deformation, it will be assumed that it is the dislocation motion on this plane which attributes to the observed attenuation. The basic orientation factor, Ok, is essentially the same as that used by Green and Hinton for fee crystals,4 defined by the equation

Laser surface alloying was used to develop copper and molybdenum aluminides by injecting premixed copper and molybdenum powder particles into a laser-generated melt pool on an aluminium substrate. Different laser processing parameters were used to produce the composite thin layers on the substrate material. The microstructure and phase constituents of the composite layer were studied by means of scanning electron microscopy (SEM), energy dispersive spectroscopy (EDS), and X-ray diffraction (XRD) techniques. Experimental results show that the matrix structure of the metal matrix composite layer consists of ?-CuAl2and MoAl5. Surface hardness was increased by a factor of 3.

THE BEGINNING of a large enterprise is often as in- significant as a lump of leaven hidden in a bowl of meal or a handful of mustard seed that the wind blows across a field. In 1950 the company known today as the Phelps Dodge Corporation had nearly thirty-two thousand stockholders, paid salaries and wages of about fifty million dollars to some thirteen thousand persons, produced nearly four hundred and ninety million pounds of copper, and possessed net current assets of approximately one hundred and six million dollars. For the origin of this great business, one must go back approximately a hundred and fifty years to an obscure saddle-making shop in the small town of Hart- ford, Connecticut. Anson Greene Phelps, proprietor of the shop and master saddler in his own right, was born in 1781-the year of the Battle of Yorktown, the surrender of Cornwallis, and the close of the Revolutionary War Anson's forebears had come to America in the great Puritan migration that left fields, shops, pulpits, and hearthstones in the reign of Charles the First to transplant the strong, tough roots of their race, culture, and institutions in the New World.

I first met Milton Wadsworth in 1951 as an eighteen year old junior taking his mineral processing course at the University of Utah. He guided my senior thesis, evaluating the then new polymer flocculants on settling uranium leached ore pulps. This was before ion exchange and solvent extraction. After my military service and a brief working stint at Kennecott he supervised my PhD work. He encouraged me to be active in AIME and its constituent societies, where both of us have been directors of AIME and presidents of TMS. He has been a consultant for research groups that I have managed. Above all, he has been my mentor and friend for nearly 45 years. Thus, I am honored and particularly pleased to receive 5MB's Wadsworth Award.

In New York City, on the walls of the library of the United Engineering Societies are these words:"Engineering-the art of organising and directing men and of controlling the forces and materials of nature for the benefit of the human race," but who, reading the schedules of even our best engineering schools, would infer that engineering is an art or that it should always havejn mind the benefit of the human race? While it must be remembered that our engineering schools exemplify the British cult of the amateur, that cult which lets men who have never attended a lecture on "Education" or perhaps nevereven read a book on it, become enginering teachers by profession (and so educators by inference), the root of the matter is to be found in the fact that our educational aims, and consequently our educational practice, seem suited much better to the position engineering held in the community in 1900 than to the position it holds to-day. This civilization of ours has developed, !;loth for good and for ill, into one based largely on engineering achievement; technical progress is so continuous and so rapid that thevalue of descriptive knowledge of current practice is ever lessening; enough must be imparted to make the young graduate immediately employable, and this amount is sufficient for illustrating the principles on which practice is based and on which its advance depends, but the young graduate's technical progress depends much less on his having acquired additional knowledge than on his ability to acquire knowledge, so, paradoxically, the more useful knowledge there is availabJe the less of it the student should be taught.Less conspicuous but fully as important is the enlargement of the field of work of engineering graduates, especially its extension to the initiating of policies and to the broader problems of administration. At present the road to such positions lies normally through a considerable period of professional work, but it is by no means unlikely that the field will soon include much that requires little professional expel'ience. A method is described whereby the relationship of both the "at-pressure" powder compact density and the "zero-pressure" compact density to the applied pressure may be obtained from continuous measurements of punch movement during a single compaction operation. The rate of density increase with applied pressure for the metal powders is found to be proportional to the volume fraction of pores for pressures exceeding a lower limit which varies from 15,000 to 30,000 psi, depending on the powder. 1 HE compaction of powdered materials is carried out primarily to increase the density of the material. If the ultimate goal of the over-all process is the attainment of minimum porosity, compaction is responsible for most of the densification. For example, loose powdered metals have porosities of about 65 to 75 pct. Axial loading in a die or hydrostatic pressure may effectively reduce the porosity of most powders to 20 pct or lower with pressures of 50,000 psi and greater. The relationship between the density of a powder compact and the pressure needed to achieve that density is most commonly obtained by pressing several compacts, each at a different pressure. Measurement of the densities of the individual compacts when they are removed from the die then provides the density-pressure relationship. However, this method suffers from several disadvantages. Because a large number of compacts and pressing operations are required, it is inherently slow. Furthermore, since density measurements are made after the specimens are removed from the die, data obtained refer only to pressures greater than those necessary to form a coherent compact. The third disadvantage is the inability of this method to provide information about the compact density at the applied pressure in the die. Because the determination of density-pressure relationships has been a slow, tedious process, investigators have sought to express the compaction behavior of powders by other means. The general terms "comparability" and L'compressibility" have been used to rank powders qualitatively according to their compaction characteristics. To restore a quantitative nature to the subject and to prevent confusion, Schwarzkopf1 has proposed that compac-tibility be defined as the minimum pressure needed to produce a given green strength, while compressibility should be used to indicate the extent to which the density of a powder is increased by a given pressure. Probably the most widely used of the compaction parameters is the "compression ratio,'' which is generally defined as the ratio of the compact density obtained by pressing at a given pressure to the apparent density of the loose powder.2 However, the description of the compaction behavior of a powder by these parameters provides only limited information about the process because of their applicability to just one specific condition such as a given green strength or a given pressure. The method of obtaining density-pressure relationships which will be described in the present paper was designed to eliminate the shortcomings of the previous techniques while maintaining equivalent accuracy and precision. The Brisbane City Council has implemented a program of continual improvement at its Mount Coottha Quarry in the heart of Brisbane, Australia. The program has been underway for the past 6 years, and has resulted in very significant improvements in terms of both the cost effectiveness of its operation, and in terms of its environmental impact on nearby residents. The work has included a focus, amongst other things, on blasting efficiency and has challenged conventional thinking in terms of the size of blasts fired, the frequency of firing, the diameter of blastholes, and the use of bulk emulsion or slurry explosives.

The Bureau of Mines performed cratering experiments in a homogeneous granite to test scaling laws for charge weights of 0.00476, 0.0220, 0.0900, 0.304, and 1.03 lb. Agreement among the data was best when empirical scaling exponents greater than one-third were assumed. Although the analysis showed that the best empirical scaling exponents were 0.37 for crater volume, 0.38 for crater radius, and 0.39 scaling for crater depth, all three crater dimensions could be scaled with a 0.38 scaling exponent.

A considerable body of literature directed towards optimising the efficiency of gold and silver extraction from cyanide leach liquors has appeared in recent years. A few examples from dissolution to solvent extraction to adsorption in carbon-in-pulp (CIP) and resin-in-pulp (RIP) operations follow. Selective leaching of gold from copper-gold ores using ammonia-cyanide mixtures extends the % copper which may be tolerated in ores (Ruane, 1991, LaBrooy et al., 1991, Costello, 1991). The removal of copper and recycling of cyanide from high copper ores is another important development (Sceresini and Staunton, 1991). Solvent extraction of alkaline cyanide liquors (Riveros, 1990, Mooiman & Miller, 1991) and solvent aided elution in CIP (Muir, et al., 1985) look promising. Recent definitive papers on the mechanism of adsorption of aurocyanide by activated carbon should lead to more efficient use of CIP (Adams and Fleming, 1989, Klauber, 1991). Strong and mixed weak-strong base resins have been applied in RIP for aurocyanide extraction in Russian Plants since the 1970's (see for example Borovskii et al., 1985, and references cited in Fleming, 1988a). Fundamental studies on applications of commercial weak and strong base resins-in-pulp (Fleming & Cromberge, 1984a, b, Fleming 1988a, Hosking 1984, Riveros and Cooper 1987) have generated much interest in RIP. Detailed comparisons of CIP vs RIP efficiencies at Mintek in South Africa (Fleming et al., 1988b), and the inefficiency of CIP in contact with clay led to the commissioning of the strong base RIP Golden Jubilee plant in 1988. Its operation and improvements have been reported (Seymore and Fleming, 1989, Fleming & Seymore, 1990). The use of anion exchange membranes for aurocyanide extraction shows some promise (Mauthoor et al., 1991). However, the development of new gold specific resins at Mintek (Green et al., 1984, 1986, 1990, Johns and Green, 1991) and elsewhere (Asker et al., 1987, Wilson et al., 1987, Harris et al., 1992) should improve the viability of RIP processes. The polydiallylamine gold specific resins (Hodgkin & Eibl, 1988, Fawell et al., 1992a, b) have high capacities for auro cyanide recovery from high concentration liquors. The use of guanidine based liquid and solid ion exchange extractants for gold was recently reported by the Henkel Corporation (Kordosky., et. al., 1993). Such specific resins tailor made for gold and/or silver cyanide extraction should lower overall cost by improving metallurgical efficiency. In the case of strong base resins this selectivity largely eliminates the problems of poor base metal elution and/or poisoning. The work reported here outlines the approach taken at the University of Central Queensland to synthesize sterically hindered strong base anion exchange resins which are designed to have high selectivity for auro- and argentocyanide complexes. It summarises selectivity tests on low grade cyanide leach liquors from several mines. It also examines an RIP vs CIP comparison, and investigates the elution properties and cycling of one such promising resin.

The radial shrinkage during sintering of cylindrical compacts and loose aggregates of copper powder was measured. It was found to be nonuni-form from top to bottom of the samples and to depend upon the method of supporting them. The non-uniformity is due to the effect of gravity forces during sintering. Since gravity has an effect in sintering without externally applied stresses, no sharp dividing line can be drawn between conventional sintering and hot pressing. RECENT investigations of the sintering behavior of compacts1 and of loose powder aggregates2 have indicated that forces, other than those arising from surface tension effects, may play a role in shrinkage. In compacts it was shown that residual stresses from the pressing operation influence shrinkage behavior. In loose powder aggregates gravity forces due to the weight of the powder affect the ratio of shrinkage in the vertical and the horizontal direction. The main effort in the work reported here was to show that gravity plays a role also in the sintering of compacts. A few additional experiments were made confirming the effect of gravity in the sintering of loose powder aggregates. EXPERIMENTAL PROCEDURE Compacts and loose powder aggregates were prepared from irregularly shaped, electrolytic copper powder. Prior to use the powders were reduced 30 min at 400°C in dry hydrogen to remove surface oxides. Then the -325 mesh size fraction was separated from the -100 + 325 mesh fraction. The compacts were pressed at a pressure of 10,000 psi from 50 g of powder in a hardened steel die, 1 in. in diam. The height of the compacts was 0.725 i 0.005 in. An effort was made to get as uniform a green density distribution in the compacts as possible. The walls of the die were lubricated with a suspension of 3 pct of zinc stearate in acetone and the compacts were pressed using double action by first pressing the powder at 1200 psi with the die barrel supported, then removing the sup- ports and pressing to final pressure of 10,000 psi with the die barrel floating. The pressure was maintained for 10 sec. The compacts were sintered at a temperature of 925°C, generally for 1 hr. In order to maintain uniform temperature they were sintered in boats made from cylindrical copper blocks. The blocks were 2 in. in diam, either 2 or 2 1/2 in. long and, split to form the body of the boat and a lid. The body of the boat contained a cavity 1 3/8 in. wide, 1 in. deep and either 2 1/8 or 1 3/8 in. long. The longer cavity accomodated two samples, the shorter one only one sample. The uniformity of temperature distribution within the boats was checked with thermocouples welded to the top and bottom of the samples. The maximum variation between top and bottom temperatures was i 1/2°C. The actual sintering temperature was held constant within ±2°C. In order to determine the effect of gravity forces, i.e., the weight of the compacts, upon shrinkage, they were supported in the following ways during sintering: a) Full Bottom Support. The compacts rested either on a flat alundum disk or on alundum powders. b) Partial Bottom Support. The compacts rested on a graphite cylinder, 0.3 in. in diam which formed a projection on a larger graphite disk. It is difficult to balance the compact on the small projection. To avoid having the compact tip, a small hole was drilled through the compact and through the graphite disk and its projection. The graphite disk was then suspended from the lid of the boat by a thin iron wire which passed through the holes in the disk and the compact. c) Top Support, first type. A hole 3/32 in. in diam was drilled diametrically through the green compact 3/16 in. from the top of the compact. The compact was sintered suspended from an alundum rod (thermocouple protection sleeve) inserted into the hole. d) Top Support, second type. A hole was drilled axially through the center of the compact. The upper part of the hole from the top surface of the compact one fourth of the way down was 1/16 in. in diam; the lower part of the hole from the bottom surface three fourth of the way up was 3/32 in. in diam. The compact was suspended from the lid of the boat by an iron wire passing through the upper part of the hole and then tied into a knot. The loose powder aggregates were made by filling l in. deep, l in. diam cylindrical graphite molds with -325 mesh powder. The Palaeo-Proterozoic Transvaal Supergroup in the Northern Cape Province of South Africa is host to the largest known resources of high-grade hematite ore on the Southern African continent. These ores are currently being exploited at Sishen and Beeshoek. Hematite occurances on the Sishen South exploration project (some 65 km south of Sishen mine), are at present the focus of an intensive investigation. At both the Sishen and Sishen South deposits, mineralisation is found within lithologies belonging to the Transvaal and Oliphantshoek Supergroups. The Transvaal Supergroup comprises a basal, carbonate platform sequence (the Campbell Rand Subgroup) overlain by thick units of banded iron-formation belonging to the Asbestos Hills Subgroup. The Asbestos Hills Subgroup is unconformably overlain by sedimentary rocks of the Gamagara Subgroup. The latter Subgroup has been correlated with the lowermost unit of the Oliphantshoek Supergroup. The Sishen and Sishen South deposits are located close to the western margin of the Kaapvaal craton and have been subjected to intensive, structural deformation. Both localities have undergone folding, faulting and thrusting. Early regional tectonism (2400 - 1700 Ma) played a critical role in the genesis and preservation of the ores from younger erosive events. At both deposits, four similar iron ore occurrences have been recognised. The ores have developed in specific depositional environments and hence display unique physical, chemical and metallurgical properties:The bulk of the high-grade hematite comprises laminated and massive ores, which are found in the upper parts of the Asbestos Hills Subgroup. The laminated and massive ores are best developed in basinal and pseudo-graben structures. Collapse breccia ores of medium- and lower-grade are preserved within deep palaeosinkholes. The sinkholes have developed within the dolomites of the Campbellrand Subgroup. Lower-grade conglomeratic and gritty ores constitute the remainder of the deposits. These ores are found in the overlying clastic succession of conglomerates, shales and quartzites belonging to the Gamagara Subgroup. Although, there are many stratigraphic and lithological similarities between the Sishen and Sishen South deposits, there are also important differences, which will impact on the profitable exploitation of the ores. The most striking contrast between the deposits is their size and geometry. Sishen mine is a single pit operation with an opencast mineable reserve of 895 Mt. The Sishen orebody is thicker, more continous and significantly larger than the Sishen South deposit. The Sishen South deposit has a potential opencast reserve of 228 Mt. It comprises a number of small and narrow, isolated orebodies, spread over an area of ¦64 km2 . There is a significant difference in grade between the deposits. On average the orebodies of the Sishen South deposit have a higher iron content (+0.25 per cent Fe), less potassium (- 0.090 per cent K2O) and less phosphorus (-0.019 per cent P). The Sishen South deposit has less interbedded shale in the laminated and massive ores. The footwall of these high-grade ores is a light-density, intrusive sill, compared to banded iron-formation at Sishen. With a proposed heavy-medium separation plant at Sishen South, the impact of dilution on product grades is expected to be less than that currently experienced at Sishen.

This paper summarises the development t,) date for the Hidden Valley Gold (HVG) Project. It starts with the original exploration work, covers the detailed feasibility study activities and concludes with the current phase of extra exploration drilling. A brief technical summary has been made from the various mining, process and environmental studies that were undertaken as part of the project approval process. A discussion of the influential non-technical factors is included, as well as a view of the future prospects for an operating mine. The project was always seen as marginal, given the low grades, small resource and short mine life. However the capital and operating costs were lowered with aggressive design and it was regarded an acceptable development by CRA. The opportunity was taken to review the project when delays in start-up were encountered. An updated financial evaluation showed a subeconomic resource in 1990 terms and this resulted in a new exploration phase to identify a larger deposit.

Of the optimization techniques proposed in determining the optimum open pit limits, dynamic programming and graph theory have proved most successful. However, publications on these two methods lack a certain amount of rigour and clarity in exposition. Certain ideas in the methods have been clarified and additional features introduced in order to make them more sensitive to practical applications. A case study in the form of an application of these ideas on data from a producing mine is presented and discussed.

Through the generosity of Sir Robert Hadfield, Honorary Member, the Directors of the American Institute of Mining Engineers are enabled to announce the Hadfield Research Prize of $1,000 for the best contribution to the publications of the Institute upon the general subject of The Different Forms and Combinations of Carbon with Iron, including those in Iron Alloys. The prize will be awarded at the Annual Meeting of the Institute in February, 1916, to the best paper upon this subject which is presented to the Institute before Nov. 1, 1915, provided such paper is deemed worthy by the Institute's Iron and Steel Committee. The following suggestions are also added for the guidance of those who may take part in this research. While it is not desired to define closely the exact lines or scope of the proposed research, as it is advisable to make these as broad as possible, the object in mind may be said to be generally as follows: To elaborate and find out the best methods of determining the forms of carbon in steel or iron, including those in iron alloys. A portion of the work would probably be a continuation of the researches which have in the past been carried out by Jullien, Abel, Muller, Ledebur, T. Sterry Hunt, Akerman, Arnold, Stead, E. D. Mine site restoration, involving the re-establishment of original ecosystems, is a far greater challenge than revegetation, which simply aims to stabilise the site and to give it a green appearance. One of the challenges is to establish a simple yet effective measure of restoration success. A potentially useful approach is to focus on particular groups of plants or animals which are likely to provide a general indication of the state of the ecosystem in which they occur. Ants have been used extensively by the mining industry in this context, particularly in northern Australia. Ants are likely to be useful bioindicators because of their general importance in the Australian environment, and because of the many linkages they have with other parts of the ecosystem. Moreover, ant community structure responds to stress and disturbance in predictable ways, and therefore provides an interpretable measure of ecosystem change. This is illustrated by a study of ant recolonisation at Ranger uranium mine. However, the extent to which ants reflect the responses of other ecosystem components is poorly documented. This is currently the subject of a collaborative project between OSS and CSIRO.

M-30, Madrid’s inner ring, covers 42 sq km of the city centre where one million people reside. It was constructed in several phases during the sixties and the eighties. The design criteria applied to those phases were different and were not always homogeneous with urban roads with lighting regulation as well as speedways. These areas had a heavy concentration of access and exits and there had been made many changes on the number of traffic lanes which has caused heavy traffic congestions and high accident rates. The environmental impact and noise pollution in residential areas are also consequences of M-30. The Madrid Major took a decision at the beginning of the present legislation, based on socio economic and environmental evaluation; rebuild the M-30 with the following sustainable mobility principles: Underground transfer of a considerable portion of the main ring and some of its links replacing some parts of the surface with new green areas in order to reduce the environmental impact. Increase the traffic capacity, improving the traffic continuity and fluidity and eliminating the lighting regulation areas, which is one of the main congestion problems currently. Increase the traffic safety with clear signalling information panels and avoiding difficult maneuvering. Redesign the links with the high capacity radial highways and other connecting lanes of the city. The project is worth 3.7 billion Euros. In 2007, when the construction is completed, it is expected will save 14 million of journey hours that represent 4.5 million Euros saved in fuel consumption per annum, There will be a very significant reduction of 35,000 tons of CO2 in terms of pollution and 400 less car accidents. Those values will increase even more in the following years. The areas beside Manzanares River, running parallel to the M-30 on the western side of Madrid, will be highly enhanced. Better water quality and the recovering of the green areas existing in old times will also return for the citizen’s enjoyment. TUNNEL CROSS SECTION OF CALLE 30 SOUTH BY PASS One of the major challenges of the new Calle 30 is actually not only the related to the main road but also to the link with the A-3, with highway to Valencia. This link is currently the most congested area and has one of the highest traffic densities of Spanish roads, with more than 250,000 vehicles/day. The remodelling of this area is the principle objective of the South by-pass. The tunnel is the only answer for this by-pass as the road alignment will go among buildings. Use of vehicles with electric drive, which could reduce our oil dependence, will depend on lithium-ion batteries. But is there enough lithium? Will we need to import it from a new cartel? Are there other materials with supply constraints? We project the maximum demand for lithium and other materials if electric-drive vehicles expanded their market share rapidly, estimating material demand per vehicle for four battery chemistries. Total demand for the United States is based on market shares from an Argonne scenario that reflects high demand for electric-drive vehicles, and total demand for the rest of the world is based on a similar International Energy Agency scenario. Total material demand is then compared to estimates of production and reserves, and the quantity that could be recovered by recycling, to evaluate the adequacy of supply. We also identify producing countries to examine potential dependencies on unstable regions or future cartels.

Introduction Democratic countries are founded on the principle that all citizens have the right to participate in policy setting and decision-making processes. Citizen participation is especially evident in environmental issues and policies. In the United States, there are currently over 10,000 environmental organizations and new ones are being formed each year. Many of these organizations are formed on a watershed basis and are particularly concerned about the impact mining has on the environment. While the environmental issues vary from area to area, most concerns center around mining impacts related to subsidence, water pollution, and water diversion. Citizens have a number of avenues for participating in lawmaking that affects the mining industry. Some of these avenues include participation in litigation and citizen ballot initiatives. In addition, there are less formal methods of participation that include attending public meetings, commenting on agency rules or lobbying on specific legislation. The intent of this article is outline the various public participations mechanisms, highlight the latest legal developments that have affected mining industry through citizen participation, and briefly discuss emerging issues.
