In response to the mandates in the MINER Act of 2006, NIOSH conducted refuge alternatives research that included characterizing the utility, practicality and survivability of refuge chambers and outby safe havens. NIOSH also prepared and delivered a report to Congress in late December 2007 that summarized the findings of the research, included recommendations concerning the design and performance specifications for refuge alternatives, and focused on specific information that could inform the regulatory process on refuge alternatives. This document highlights NIOSH's research and recommendations concerning refuge alternatives, survivability evaluations of refuge chambers, and presents a brief review of the current deployment of refuge chambers in underground coal mines in the U.S. The research has lead to the conclusion that refuge alternatives have the potential for saving the lives of mine workers if they are part of a comprehensive escape and rescue plan, and if appropriate training is provided. Maximising margins in today's competitive international commodity markets demands superior productivity. This requires more than simply selecting the best equipment. It requires efficient production and commercial processes together with management systems recognised as international best practice. This paper introduces an integrated way of working that includes management systems for successfully changing work practices and attitudes, developing managers and increasing accountability. It provides an improvement methodology that includes systematic involvement of people in true continuous improvement of processes for maximising productivity and safety while minimising costs. Even though the principles are proven in all industry sectors worldwide, they are not always used correctly. This paper provides examples of traditional performance measurement systems to show how managers miss opportunities to control and improve both production and supporting service processes. It also describes the basic methodology for correct use of the principles and provides examples of correct implementation of modem systems in mining. The charts from actual mining case studies will be elaborated upon in the conference presentation. This paper's main aim is to provide background material for the presentation by introducing integrated principles for building best practice management systems for superior productivity and safety - for higher margins.

Prior to January, 1986, the city of Austin, Texas was on notice by the Federal Government's Environmental Protection Agency and the Texas Water Commission, that they were illegally polluting the Colorado River. The wastewater facilities presently in use in South Austin were inadequate to handle the vastly increasing population. The city of Austin, Texas hired Parsons Brinckerhoff Quade and Douglas, Inc. and Dannenbaum Engineering Corporation to design and supervise the construction of an update to their existing system to alleviate this problem. A major criterion handed down to the Designer and Contractor was that the system had to be completed within a two year time frame. The biggest link to the entire design was a tunnel project consisting of 43,000 linear feet (13,106 m) of tunnel, eight feet (2.44 m) in diameter with connecting structures tying into existing and future facilities. The project was awarded to S. A. Healy Construction Company of McCook, Illinois with a low bid of $24,755,000.00. This article summarizes the techniques used in the construction of this tunnel project.

Although geothermal energy has been used by mankind for thousands of years and has even been used to generate electricity since the turn of the century, it is only in the last few years that the threatened energy crisis has focused attention on this resource. Geothermal exploration and development is being carried out in at least thirty-five countries on five continents. The status of geothermal energy production, however, is rudimentary with about 800 MW installed generating capacity worldwide, equal to about 0.1% of the world's total energy production.' The world's first (1904) commercial generating site at Lardarello, Italy, will soon be surpassed by developments at The Geysers, Calif. There are other successfully operating geothermal power projects in New Zealand, Japan, USSR, Mexico and Iceland with pilot plants planned or under construction in Chile, El Salvador, Nicaragua, Turkey and the Philippines. The preponderance of exploration and development is being sponsored or assisted by individual governments, by the UN or by the U.S. Agency for International Development

Develop a cost-effective diesel aerosol sampler that can be used by industry and regulatory agencies to determine the diesel exhaust aerosol concentration in mine atmospheres. The sampler must be easy to use, wearable by mine personnel, compatible with current personal sampling protocols, and inexpensive. Approach The University of Minnesota (University) and the U.S. Bureau of Mines (USBM) have developed and tested a prototype diesel exhaust aerosol sampler. The sampler, however, was complicated and expensive to fabricate. Consequently, the USBM redesigned the sampler to simplify both manufacturing and use, and the sampler was evaluated to ensure equivalency with the prototype. Background The National Institute for Occupational Safety and Health (NIOSH) has recommended that "whole diesel exhaust be regarded as a 'potential occupational carcinogen,' as defined in the Cancer Policy of the Occupational Safety and Health Administration." In addition, the U.S. Mina Safety and Health Administration (MSHA) has been directed by an advisory committee to establish a diesel exhaust aerosol standard and regulations to minimize exposure to diesel pollutants in underground coal mines.

The Bureau of Mines has been active in promoting the purchase of coal for Government use under specifications that define the requirements in terms of heating value of the coal , expressed in British thermal units , and the composition as shown by proximate analyses . To these , when required , are added the ash- softening temperature , the free- swelling index , and the Hardgrove grindability index . Under most of these specification contracts the bidders guarantee the quality of the coal , and that guaranteed by the successful bidder becomes the standard of his contract . The deliveries are sampled in accordance with instructions 4/ issued by the Bureau of Mines ; the samples are analyzed in the Bureau laboratory to determine whether the coal is of the quality guaranteed by the contractor and , if it is not , a price adjustment is made . Analyses of the delivered coal and tipple samples (samples collected at mine tipples as coal is being loaded into railroad cars or trucks ) provide valuable data for use in evaluating future bids . In addition , the continuous sampling of coal as delivered is a check on the practical results obtained in burning the coal . The Government purchased approximately 5 million tons of coal in fiscal year 1963 . In connection with these purchases , the Bureau analyzed 6,999 samples . These are published ( table 1 ) for the use of Government officials and the public . A series of publications has been completed on coal analyses by States or , where production is small in any one State , by groups of adjacent States . In addition to analytical data showing composition and quality of coals of the States , the publications contain brief descriptions

The Northwest Territories (NWT) of Canada has emerged as a major new province for diamond mineralisation in less than three years. This is primarily the product of a diligent search in the form of a scientifically based exploration effort. However other factors, including positive aspects of the business and the legal environment have also been identified as assisting the exploration process. In my view these have increased the likelihood of diamond mining becoming a major new industry for Canada. The supportive role of various government agencies has been important. In addition, the character of many of the joint venture deals that have been done has provided an attractive setting for the capital intensive evaluation and development work that is now required to bring the diamond discoveries into production. Perhaps of equal importance is that with the recognition that is being given to the success of the NWT diamond ventures, Canadian explorers are continuing to attract new risk capital for further exploration. This paper attempts to model and quantify the probability of exploration success translating into successful mine development.

"Exposure to airborne respirable silica in surface and underground mine operations is known to be the cause of industrial lung diseases. For this reason, silica is a regulated substance and worker exposure must be monitored regularly. Diesel exhaust also contains substances which are potential caricinogens. In an underground setting, diesel particulate may be the main component of what is referred to as respirable combustible dust (ReD). Although diesel particulate or soot is not at present a rigorously regulated substance, new epidemiological data is prompting North American institutes and agencies to regulate diesel soot or RCD exposure. This paper describes a method where by silicaand RCD exposure may be determined using a single personal sample. In this method, an airborne respirable dust sample is obtained and analyzed nondestructively for silica components using an on-filter X-ray diffraction method. Filters are then ashed at 500°C in a muffle furnace over a four-hour period to determine mass loss due to RCD burning. The Bakal (South Ural, Russia) deposit of iron ore bearing iron carbonate (siderite) with the capacity of more than 1 billion tones belongs to the MMK. This ore cannot be fully processed via blast furnace technology because of high content of MgO. According to the investigations carried out in the USA and Japan in 1999-2004 the ITmk3 (Ironmaking Technology mark three) RHF technology is a breakthrough in Ironmaking. Four iron ore types (hematite, magnetite, high and low Al2O3/SiO2) were tested. Reduction, melting and slag removal can be achieved in just 10 min. The main objective of the investigation is to establish optimum operation conditions for the production of iron nuggets from iron carbonate bearing ore via the ITmk3 by means of the lab scale testing. Samples of iron ore and carbon reductant were chemically and physically analyzed. Green pellets were processed via a lab tube furnace to simulate RHF conditions. The nuggets and slag were chemically analyzed. This preliminary test work provides valuable information which may be used for large-scale testing in a commercially sized RHF.

"Ferromanganese (Fe-Mn) nodules and crusts are prime targets for future deep-sea mining ventures due to their unusual enrichment of critical metals, such as Ni, Co, Cu, Ti, Te, Zr, Hf, Nb, Y, and REE. These metals are used in an ever increasing variety of high- and green-tech applications such as alloys, batteries for hybrid cars, fiber-optic cables, or liquid-crystal displays.1 Recovery and processing of these deposits will most likely be cost-intensive and require new solutions.2 Thus, innovative approaches towards the development of sustainable metallurgical processes represent one component that can positively affect the marine mining value chain. Dynamic mineral recrystallization of Fe- Mn oxide phases is a geochemical process that may have notable potential for future hydrometallurgical applications.Our research focuses on Mn oxides – potent trace metal scavengers with high sorptive capacity3 – and biogeochemical mechanisms that control Fe-Mn nodule and crust formation, alteration, and trace element enrichment. Biogeochemical redox cycling of Mn is characterized by microbial oxidation of aqueous Mn(II) to Mn(III,IV) oxides and (a)biotic reduction of these oxides to Mn(II)aq. During this cycling dissolved Mn(II) is in direct contact with solid-phase Mn(III,IV) oxides and can back-react via abiotic pathways (e.g., 4 and references therein). This results in continuous dynamic recrystallization of the Mn mineral substrate through coupled dissolution (trace metal release) – reprecipitation (trace metal incorporation) processes.4 We recently demonstrated in new experiments, that Ni is cycled during manganite recrystallization. It has been shown that, although Ni readily undergoes mineral-fluid repartitioning in the absence of Mn(II)aq, dissolved Mn(II) significantly catalyzes Ni exchange between solid phase and solution. Over a period of 50 days about 30 percent of the Ni atoms in Ni-substituted manganite (natural abundance composition) were exchanged with a 62Ni(II)aq isotope tracer at pH 7.5. Based on these outcomes we employed similar techniques to investigate the impact of dynamic recrystallization on Mn oxide phases in deep-sea ferromanganese nodules and crusts from three circum-Australian locations (South Tasman Rise, Lord Howe Rise, Coral Sea) and the Central Pacific Basin."

Paper presented at Mineralisation in the Caledonides, the Mike Gallagher memorial meeting held in Edinburgh, 27-28 June 1996. The complex exemplifies a class of olivine-rich, platiniferous ophiolite complexes generated by unusually high degrees of hydrous melting above a subduction zone. Crystallisation of abundant olivine from unusually picritic magmas produced an exceptionally thick sequence of crustal dunite cumulates. Significant (1-4 ppm) concentrations of Pt+Pd occur where sulphide-bearing dunites are spatially associated with podiform chromite concentrations. In the area north of the Balta Sound, the chromitites appear to lie in distinct stratigraphic zones. A detailed programme of lithogeochemical and soil-rock interface geochemical exploration led to the intersection by diamond drilling of three stratiform horizons of sulphide-bearing dunites and associated precious-metal mineralisation. Patterns of cryptic geochemical layering, at scales from 200 m to less than 1 cm, suggests open-system fractionation

This paper will discuss bentonite deposits in Texas, Oklahoma, Louisiana, Mississippi and Alabama. The discussion will be re¬stricted to a review of the so-called calcium or non-swelling bentonites. In other words the exchangeable cation is calcium. The term "bentonite" is used to describe a clay material, composed essentially of the clay mineral montmorillonite. In addition, bentonites may contain various impurities such as glass shards, feldspar, quartz, muscovite and biotite mica, glauconite, pyrite, hydrated iron oxide, gypsum, organic material, etc, Most of the southern calcium bentonites contain at least 70% montmorillonite, Bentonite as mined may range in color from dark grayish greens through various shades of grays, reds, yellows and browns to nearly white. It is normally massive and breaks with a conchoidal fracture. When air dried, closely spaced shrinkage fractures occur. Moist bentonite has a soapy feel, with little or no obvious "grit". Bentonite deposits were first discovered in Mississippi about 1925, in southern Monroe County. During the thirties and early 1940's, deposits were identified in Alabama, Texas, Oklahoma, and Louisiana. Perhaps the earliest production of southern bentonite was from a deposit in the valley of the Tombigdee River, south of Jackson, Alabama in 1936. Production commenced in Mississippi during the latter part of 1938 at Pontotoc. The growth and development of the bentonite industry in the southern United States owes its beginning to three events. This work has as its objective to characterize ceramic bodies for vitrified tiles elaborated with the mixture of nepheline-syenite flux and kaolinitic clay. Formulations were prepared with 0, 30 and 50 wt.% of nepheline-syenite incorporated in a kaolinitic clay. To determine the physical and mechanical properties such as dry bulk density, linear shrinkage, water absorption and flexural rupture strength, specimens were prepared by 30 MPa uniaxial pressure-molding and then fired in a laboratory furnace at 1150oC. The microstructure of the fired ceramics was evaluated by scanning electron microscopy. The results indicated that the nepheline-syenite improved the evaluated properties of the clay and attended the specifications of vitrified ceramic tiles.

The use of valuable minerals is a necessity to maintain a modern society. Not only the iron, aluminium, coal and oil that are used in large quantities, but also the uranium, copper, vanadium, tungsten, antimony and many others play an essential role in the bigger picture of our modern civilisation. Minerals occur in a form and in places determined by a long history starting at the dawn of creation. Over billions of years the elements have combined in wondrous combinations and structures. They have been broken up by massive explosions, movements in the earth's crust and erosion by wind and water. They have been restructured and recreated in even more configurations by the application of heat and pressure, leached by and exposed to new chemical compounds. The result is that most valuable minerals are found in impure form and mixed up with other, less useful waste material. 2. Mineral Beneficiation The processes used for the purification and enhancement of an ore, to satisfy the needs of downstream applications, are collectively referred to as mineral beneficiation. Mineral Beneficiation starts in the mine where only that portion of the ore, that can be economically processed, is selectively extracted. It may also include ore blending, to ensure a more consistent feed to the following stage of valuable mineral recovery. The next stage in mineral beneficiation is the liberation of the valuable minerals from the gangue. This is achieved by blasting, crushing, milling and grinding down to an adequately fine grain size to facilitate good separation. Separation can be achieved by a variety of different techniques. ?Screening coarse from fine particles is an easy method if the valuable mineral is dominant in a certain screen fraction. ?Magnetic separators can differentiate minerals on the basis of their difference in magnetic susceptibility. ? Electrostatic separators differentiate on the basis of electrical conductivity. ? The differences in density are exploited in spirals and jigs. ? Particular surface properties provide a separation technique in flotation. ?The selective sorption properties of a collector medium are another option.

It is often necessary for a mining company to extract coal from a seam underlying a previously mined coal seam. The impact of the overlying mine workings on the stress distribution within the underlying mine workings is very difficult to assess without the use of numerical modeling techniques. This paper demonstrates the usefulness of applying numerical modeling to evaluate alternate startup-room locations for a longwall panel considering the effects of multiple seam interaction. MULSIMIPC, a code adapted by the former U. S. Bureau of Mines, was used to compare stress patterns in two proposed startup-room locations. These model results were not only compared to each other, but also to results from a model with no overlying mine workings to provide baseline criteria for evaluation of the two proposed startup-room locations. The numerical modeling study was successful in providing useful information to the coal company and the regulatory agency (MSHA), resulting in a mine design that was both safe and efficient, and prevented the sterilization of a large volume of coal reserves.

The rapid increase in the use of monel metal and malleable nickel in the form of sheet, rod and tube has resulted in a similar increase in the demand for these metals in the form of castings. These castings range in size from small valves and pipe fittings weighing a few ounces to large centrifugal pumps, gate valves and marine propellers, some of the last weighing as much as 24,000 lb. A group of such castings is shown in Fig. 1. A large nickel agitator is shown in Fig. 2. Monel metal castings are widely used in accessories for steam power plants and in a variety of chemical plant equipment where the corrosion resistance, high strength and toughness characteristic of this metal render it particularly valuable. Nickel castings find extensive use in the construction of corrosion-resistant apparatus, and are often used in conjunction with wrought nickel sheet and tube in the fabrication of equipment for handling a variety of chemical and food products, particularly dairy products. In response to this demand for castings, numerous foundries have undertaken the production of castings of these metals and have met with varying degrees of success. "History of Whitehorse Copper BeltThe first discovery of copper on the Whitehorse Copper Belt is reported to have been made by miners on their way to the Klondike in 1897. By 1899 the district had been well prospected and many of the presently known deposits had been staked.The first shipment of ore was from the Copper King property in 1900. This consisted of 9 tons of hand picked ore grading 46.4% copper. It was not until the period between 1912 and 1917, the production years of the Pueblo Mine, that significant ore shipments were made. Total production was 140,000 tons at 3.5% copper. An underground disaster killed six men and closed the mine in March 1917.Although the general area was dormant until after World War II, by 1947 geological mapping, magnetic surveys and diamond drilling had been done on the important showings. In 1954 Mr. Aubrey Simmonds directed the formation of Imperial Mines and Metals, which acquired by option and staking a large part of the Whitehorse Copper Belt. In 1957 Mr. Arnold Pitt reorganized the company as New Imperial Mines. With financing from Sumitomo and Toronto-Dominion Bank, a mill was built and production was started from the Little chief orebody by open pit in 1967."

"1.0 INTRODUCTIONThe uranium industry started in Canada with the reopening of the gravity concentrator at Eldorado's Port Radium mine in the North West Territories in 1942. In 1948, uranium exploration and processing was opened to the private sector, and the Federal government offered special pricing incentives to the industry. Eldorado explored the Lake Athabaska deposits in northern Saskatchewan, and in 1953 opened the Beaverlodge mine. Other mines in the area soon followed. In 1953 also, the deposits in the Blind River - Elliot Lake area and in the Bancroft area of Ontario were discovered. Mines and mills were quickly developed in these areas.Canadian uranium production peaked at 15,900 short tons of U3O8 in 1959. In that year, uranium exports at $300,000,000 exceeded those of all other minerals in value. On October 1, 1959, Canadian uranium operations employed 13,900 people.Up to 1956, it was a seller's market. By 1958, world production of uranium was far ahead of requirements. Accordingly, in November of 1959, the USAEC announced it would not renew it's options for continued delivery of uranium from Canadian mines. This led to the ""stretchout"" of existing uranium contracts, and many mines were shut down (see Table 1) .In the early 1970's, a commercial uranium market seemed to be developing. In Ontario, at Elliot Lake and Bancroft, mines reopened. But competition was coming from the Athabaska basin of Saskatchewan. Currently it is these high grade, open pit deposits of northern Saskatchewan which are in the forefront of Canadian uranium developments. Canadian developments since 1942 reflect the political and market forces, as well as metallurgical progress and changes in environmental standards. This paper attempts to show these process changes in broad perspective."

The Jamestown Mine is a 6.3-kt/d (7000-stpd) open-pit gold mining operation located in the central portion of California's historic Mother Lode district. Most early production from the Jamestown area occurred in underground operations from 1906 through 1916. Pit production began at Jamestown in early 1987 and continued until July 1994. Although additional mineral resources existed, they were deemed to be uneconomic. About 23.3 t (750,000 oz) of gold were produced from pit operations, compared to 31 t (100,000 oz) from early underground mining. Recent operations at Jamestown included two open pits, a flotation mill and a flotation tailings facility. Flotation concentrates were produced in Jamestown and shipped to Yerington, NV for cyanide leaching in a carbon-in-pulp (CIP) circuit.
