"Pressing environmental and energy security concerns have brought much needed attention to economic production of hydrogen as the secondary energy carrier for non-electrical markets as well as to meet increasing demand for crude upgrading and desulfurization. While steam reforming of natural gas is currently the dominant method of hydrogen production, it is depleting a valuable fossil fuel while emitting green house gases. Thus, in the long run, efficient, environmentally friendly, and economic means of hydrogen production using nuclear and renewable energy needs to be developed. High temperature electrolysis using solid oxide electrolyte cells is an exceptionally efficient means of generation of high purity hydrogen. It is also capable of directly converting steam and CO2 into synthesis gas. This co-electrolysis process enables conversion of CO2 recovered from concentrated industrial sources into a feedstock for synthetic fuels production. Use of CO2 provides a means of storing hydrogen in a concentrated and convenient form – a hydrocarbon. This is also an effective storage medium for intermittent renewable energy sources such as wind and solar.Ceramatec, Inc and the Idaho National Laboratory are applying solid oxide fuel cell technology to the production of synthesis gas by high temperature co-electrolysis of steam and carbon dioxide. This technology utilizes solid oxide fuel cell stacks to electrochemically remove oxygen from steam and CO2, leaving a clean stream of hydrogen and carbon monoxide suitable for fuel synthesis. By varying the relative concentrations of carbon dioxide and steam, the hydrogen to carbon monoxide product ratio can be controlled as required by the desired type of synthetic fuel being produced from the syngas. The resultant synthesis gas has been used as the feedstock to produce synthetic methane and Fischer Tropsch liquid fuels.Alkaline and proton exchange membrane electrolysis cells typically operate below 100°C, while solid oxide electrolysis cells operates in the 750-850°C range. This higher temperature improves the efficiency significantly. Practically, it translates into a lower cell operating voltage, 1.1-1.4V for high temperature electrolysis vs. ~1.8V for water electrolysis. Hydrogen production is stoichiometric with current in all types of electrolyzers.Carbon dioxide is a valuable resource as a feedstock for energy storage as a hydrocarbon. There is a vast amount of renewable energy that cannot be effectively utilized as grid electricity, but which could be used to convert CO2 to hydrocarbons, offering a solution to the even more difficult (than supplying grid power) challenge of production of sustainable, domestic transportation fuels. Conventional electrolysis and chemical processes could be deployed to accomplish this conversion. However, high temperature co-electrolysis of CO2 and steam to produce synthesis gas using solid oxide fuel cell technology has the potential of improving the efficiency by nearly 50%. A domestic synfuel industry will enable a much larger reliance on intermittent renewable energy than can be accommodated by conventional electric demand profiles while increasing our energy security."

Recent laboratory studies show that several bacteria, known to be human pathogens, die when they come in contact with copper and copper alloy surfaces. The amount of live bacteria drops by several orders of magnitude, to zero, on copper alloys in a few hours. In contrast, no reduction is seen in the concentration of live organisms on stainless steel during the six-hour test period. Aluminum painted and coated surfaces and plastics would show behavior similar to stainless steel and show no effect. Coatings and other surfaces claiming to be antimicrobial showed little to no effect. These results suggest the selection of copper alloys for surfaces exposed to human touch can materially assist in reducing the transmission of infectious organisms. In order to make antimicrobial claims in the United States, the approval of the US Environmental Protection Agency (EPA) is required. The EPA-required efficacy testing is described and the test results are summarized. It is anticipated, that once regulatory approval is obtained, that this will facilitate the introduction of antimicrobial copper alloys in hospitals, nursing homes and other healthcare facilities, as well as schools, and public buildings. Some of the application and barriers, to entry into the healthcare markets are mentioned.

"The economics of developing gold deposits containing elevated levels of cyanide soluble base metals is often challenged by high cyanide consumption and increased operating costs. SART is a chemical process that enables cyanide consumed by base metals to be recovered and recycled for gold leaching. The process also provides concurrent recovery of the base metal to generate incremental revenue from the sale of high-grade base metal sulphide concentrates. Although SART was developed and successfully piloted by Lakefield Research and Teck Corporation in the late 90’s and is now a public domain technology, the adoption of SART has been relatively slow due to concerns about implementation costs and the reliability of metallurgical performance. Through extensive experience in selective metal sulphide precipitation applied to mining wastewater since 2007, BQE Water has provided process know-how, design along with operations and maintenance experience to a number of projects involving the integration of SART into various metallurgical flowsheets on an industrial scale. This paper presents the commissioning experience and operating data from a SART plant treating up to 500 m3/hr of leach solution at a heap leach operation in Mexico. INTRODUCTION One of the current trends in the gold industry globally is the increasing importance of complex polymetallic gold deposits as discoveries of large Carlin type gold deposits become increasingly rare (Sceresini, 2005). The presence of cyanide soluble copper and zinc in complex gold deposits necessitates changes to the traditional gold extraction metallurgical flowsheet. A tool available to the industry to help manage the interference of cyanide-soluble base metals in gold extraction is the SART (sulphidization-acidification-recycling-thickening) process. SART breaks the weak acid dissociable (WAD) base metal-cyanide complexes, precipitates the metals as high-grade sulphide concentrates and makes the freed cyanide available for recycle."

Steel is produced in a basic oxygen furnace from hot metal obtained from a blast furnace. A sintered iron ore with good hightemperature properties (strength and permeability) should be used as feed to the blast furnace. The quality of this sintered ore depends on the reactivity of the iron ore used as feed to the sinter plant during the lime assimilation step in the sintering process. The penetration test is the standard method for evaluating the reactivity of iron ore with lime. It is, however, difficult to determine the exact depth of penetration from the standard test. A new test method is proposed that allows automatic evaluation of iron ores in terms of lime assimilation with increasing temperature. A comparison of the coefficients of variation for the new and standard methods for each ore type demonstrates that the results of the new test are more reproducible and more precise than those of the standard method. The test is also less time-consuming and easier to implement.

Several studies concluded by various agencies (Coal Outlook, 1982; Malhotra, 1977) indicate that both the national and international markets for utility coal, which have been growing in recent years due to the uncertainties in petroleum supplies, will continue to grow in the foreseeable future. The areas where the Gemand for utility coal is projected to increase sub- stantially lie close to the midwestern coal fields, in the southeastern US, and in western Europe. Illinois has all the elements necessary to become an important exporter of thermal coal (Library of Con- gress, 1981) provided the coal is desulfurized to meet the environmental restrictions. Because of its high energy content, Illinois Basin coal, if desulfurized, has great potential for competing in the utility markets both nationally and internationally. Sulfur in coal occurs in organic and inorganic forms. The inorganic sulfur in Illinois coal is almost exclusively pyrite. The pyrite can be liberated by grinding and removed from the coal by such techniques as froth flotation. The Illinois Basin coals reportedly contain (Gluskoter and Simon, 1968) an average of 3.57% sulfur. Out of this, 2.06% is pyritic, 0.08% is sulfate, and 1.46% is organic sulfur.

PROGRAM DEVELOPMENT While Holmes & Narver is better known in other fields, the company has been active in many phases of underground excavation for over twenty years. In the 1950's, H&N participated in design and construction of nearly twenty miles of waste disposal tunnels in Southern California. As Architect-Engineer for the Atomic Energy Commission, we had design and management responsibility for many miles of tunnels and for thousands of feet of exploration and big hole drilling, from coast to coast in the States, and for gas well completions and exploration drilling for the Navy and the National Science Foundation from Pt. Barrow to Byrd Station in Antarctica. In my ten years with the company, we contributed to the development of big hole drilling techniques at a number of sites and analyzed the capability of boring machines for many of the tunnel projects. Subsidence due to coal mining is poorly understood by non-specialists. This has led to numerous misconceptions and myths based on limited observations and lack of knowledge. The three most common are: 1. Mine maps are inaccurate. 2. Deep mines are not a problem. 3. If no subsidence has occurred for many years after mining, there is no risk of future subsidence. Maps are important during mining and most are carefully prepared. Future use to evaluate conditions at mine level often includes drilling to confirm what the map shows. Usually, little or no effort is made to tie the surface survey of the property to the mine survey, to conduct a well designed drilling program to confirm the mine map, or to drill test borings vertically. When a mine entry is encountered rather than a coal pillar, or vice versa, and conditions at mine level appear different than anticipated, the first reaction is the mine map is inaccurate. The idea of a safe depth from subsidence is often based on the false premise that mining results in sufficient breakup of the overlying rock strata that bulking compensates for the coal extracted. The safe depth idea first appeared in the literature about 1880 and remained prevalent well into this century. Sadly, it is still encountered. The modern understanding of fragmentation of the immediate mine roof with the overlying beds sagging down on the broken roof rock was first described in 1900. With full extraction mining, either longwall or retreat room and pillar, surface subsidence occurs regardless of the depth of the mine. Subsidence over longwall mines at depths of 2000 feet can be 90 percent of the mined seam thickness. Numerous studies of undermined sites conclude that mining occurred many years ago and since no subsidence has occurred, there is no risk of future movement. This is true if sufficient coal pillars have been left to support the overlying strata. However, every year subsidence occurs over mines that have been closed for 100 years or more. In a study of subsidence incidents over the Pittsburgh Coal, the senior authors found that 50 percent of the incidents occurred above mines that had been closed for at least 50 years and 10 percent over mines closed for at least 80 years.

Production scheduling is one of the most important factors affecting mine planning. A program -Mine Scheduler -that aids mining engineers with the setup of an optimum open pit production scheduling algorithm has been developed. A mathematical model for open pit scheduling that optimizes the Net Present Value of the cash flows was formulated. A simulated data is formulated as a Mixed Integer Linear Programming (MILP) problem. What's Best by Lindo Systems is used as the MILP solver in Microsoft Excel. The implementation of the algorithm focuses on problem setup, allowing users to easily evaluate, simplify, and develop the model that best fits their production scheduling.

Introductory At the Annual Meeting of the Institute, held two years ago, I had the privilege of presenting a paper on Recent Mineral Discoveries in Western Quebec. In it were pointed out the areas favourable for prospecting in that section of Quebec adjoining the mining camps of northern Ontario; the discoveries that ?had been made were recorded; and some of the developments up to that date were reviewed. Since then, two full years have elapsed, during which a considerable amount of serious work has been performed with such results that western Quebec has today six properties about ready to mine commercial ores of gold, copper, and zinc. These results have been brought about after large sums of money had been invested to bring the district to a producing stage. A smelter has been built, and is already producing copper; two railways have extended their lines into Rouyn; and the Provincial Government has shown faith in the future of the district and has spent large sums of money in the building of highways and for other public works. The purpose of the present paper is to review the developments of the last two years, and the work that has been performed in various spheres of activity in that section on western Quebec covering the county of Abitibi and the northern part of the county of Temiscamingue.

Mississippi Valley Type Pb-Zn deposits are widespread in the midcontinent U.S. and have been mined from the 1800's to present. Some tens of thousands of acres of mined land in the Tri-State District have been designated as Superfund sites as a result of surficial mine wastes and ground waters with elevated levels of metals. EPA considers the surficial mine wastes to be hazardous and a major source of acid mine drainage fAMD) that degrades water resources and threatens human health and the environment. To mitigate potential risks at one site near Galena, Kansas, a group of mining companies who had been identified by EPA as Potentially Responsible Parties IPRPs) proposed subgrade disposal of the mining wastes in shafts and subsidence features. However, this proposal was challenged by the Agency on grounds related to AMD and the potential for degradation of ground water quality. The PRP team developed a program of materials characterization, laboratory-scale leaching, and finally large-scale, pilot testing in the field. Static and dynamic leaching tests at both laboratory scale fusing artificial rainwater under both variably and fully saturated conditions) and field scale (using pH 4.5 ground water) showed that the surficial wastes do not produce acidic leachate and are not a long-term source of metals. Laboratory chemical and mineralogical tests show that the mine wastes contain substantial carbonate, but very limited iron sulfides, consistent with the leach test results. EPA "characterization" tests fEP Toxicity and TCLP) compare very poorly with tests simulating the expected leaching conditions. While these tests would classify the surficia1 wastes as "hazardous, they do not characterize the behavior of the high-volume, low-concentration, coarse-grained materials with respect to environments and disposal options of interest. To be meaningful, characterization of mining wastes must be performed in a manner that simulates the environmental conditions that are actually of interest with respect to a specific decision, such as subgrade disposal in the saturated zone.

In 1987, the International Agency for Research on Cancer designated crystalline silica as a 2A probable carcinogen. As a result, crystalline silica is regulated under the Hazard Communication Standard as a probable carcinogen at a concentration of 0.1% or greater in the workplace. Crystalline silica will be listed as "reasonably anticipated to be a carcinogen" by the National Toxicological Program. This designation of crystalline silica as a probable carcinogen has created major issues for the mineral and chemical producer, including labeling, hazard communications, marketing a material with potential hazard exposure, and potential liability. The State of California also regulates crystalline silica under Proposition 65 in products as a carcinogen, based upon the IARC determination that it is a probable carcinogen. More federal and state regulations are anticipated as a result of the IARC classification of crystalline silica and its subsequent federal regulation. Respirable crystalline silica has been regulated as a hazardous dust for many years by OSHA. This regulation was initiated to prevent silicosis, another occupational disease. OSHA has established monitoring devices for determining the concentration of airborne respirable silica in order to measure exposure to this substance. The accurate determination of the crystalline silica content is critical to dealing with these health risks and regulations. In the past, crystalline silica was considered to be safe and, because of its ubiquitous nature, little effort was made to determine or quantify its presence in most materials. The Hazard Communication Standard requires that a1l products containing 0.1% or greater crystalline silica must be properly labeled for this material and its hazard. Unfortunately, the 0.1% threshold was not chosen on the basis of established analytical capabilities for crystalline silica, but results from general limits for potentially carcinogenic chemicals and substances. Numerous methods have been developed for the determination of crystalline silica in a variety of products. However, these methods are not generally applicable since they must be specific for silica in any of its crystalline states and not just for total silica content. Chemical tests for silica are not difficult and quite accurate at the 0.1% level; however, in addition to its crystalline phases, it occurs in amorphous phases and in a wide variety of crystalline and amorphous silicates. In general, there is little correlation between total silica content and crystalline silica.

The Grand Isle sulfur mine is located in the Gulf of Mexico, approximately seven miles off the coast of Grand Isle, Jefferson Parish, La. The deposit is on acreage covered by oil, gas, and mineral leases originally issued in favor of Humble Oil & Refining Co. by the State of Louisiana which were continued, maintained, and redesignated by the U.S. Department of the Interior after passage of the Outer Continental Shelf Lands Act. The sulfur deposit was discovered in 1949 when Humble Oil & Refining Co. penetrated more than 200 ft of sulfur-bearing limestone in a zone between 1813 and 2075 ft below sea level. In 1954, Humble drilled ten more sulfur prospect holes, eight of which encountered sulfur ore. On September 19, 1956, Freeport Sulphur Co. acquired from Humble Oil & Refining Co, the sulfur rights underlying the tracts, and the actual design of the installation began the same month. The first structural contract was awarded in December 1957 and offshore erection began in June 1958. The initial phase of construction has been completed and production by the Frasch process commenced in April 1960. The estimated total cost of the project is $30 million, of which $8 million is the extra cost incurred by the necessity of offshore operations. More than $22 million was expended before production was started. GEOLOGY OF DEPOSIT Grand Isle is the third largest sulfur deposit in the U.S. The orebody embraces several hundred acres, but its outer limits are yet to be defined to the northeast, east, and south. Most Gulf Coast sulfur deposits occur in a caprock mantle of calcite (referred to as limestone), anhydrite, and occasionally gypsum, which covers the apex of an intrusive mass of salt. Commercial quantities of sulfur are usually confined to the calcite or limestone member. Most often such limestone is completely enclosed by dense anhydrite below and impervious sediments above, which effectively form a closed reservoir. The depth of the Grand Isle orebody ranges from 1800 ft to 2500 ft below sea level. Within the present boundary, the sulfur-bearing limestone varies in thickness from 220 ft to 425 ft, while the sulfur content varies an average of about 15 pct in the leanest hole to an average of about 30 pct in the richest. Rock containing less than 5 pct sulfur is not classed as ore, and holes assaying less than 20,-000 long tons per acre of sulfur in place are not considered commercial offshore. The sulfur enrich-

During the first half of the year 1935, the oil industry in California was on a fairly profitable basis, owing mainly to the operation of the Petroleum Marketing Agency. Coincident with the discontinuance of enforced curtailment, California production surged upward from an average of about 500,000 bbl. per day (over the first five-month period) to approximately 625,000 bbl. per day (over the last seven-month period). On Dec. 9 the state production had reached a peak of over 700,000 bbl., a figure that had not been approximated since the early days of voluntary curtailment (Fig. 1). A price cut was instituted during the last half of August, but had no deterring effect on operators that were determined to take advantage of the breakdown of curtailment and produce to capacity. New reserve figures, compiled from actual potentials, available after cessation of curtailment, revealed the startling fact that California reserves were rapidly declining. This situation, coupled with the desire among operators to obtain a more equitable price for their dwindling reserves, caused a restoration in November of a portion of the August price slash. A further rise in price was effected in early December, and crude quotations at the end of the year closely approximated those in effect during the first right months. At the close of the year, the industry felt confident that the production situation was under control. In all fields where competition is keen because of close spacing, production is gradually declining. In the Los Angeles Basin especially there is no likelihood of a large amount of overproduction, unless a new pool is discovered or deeper drilling reveals a prolific source of crude. As long as the fields that are operated by a few companies, such as Kettleman Hills, North Belridge, Ventura Avenue, West Coyote, Dominguez, and some others, can be controlled, it is believed that the overproduction problem in California will be solved.

Kudremukh Iron Ore Company Ltd, a wholly owned Government of India Enterprise, was established in the year 1976 to develop mine and plant facilities to produce 7.5 Mtpa of high-grade iron ore concentrate at Kudremukh. The mine and plant facilities were commissioned in 1980. In view of high demand for iron oxide pellets in iron and steel industry worldwide and as a diversification activity, a pelletisation plant of 3.0 Mtpa capacity was commissioned in the year 1987 at Mangalore for production of high-quality blast furnace and direct reduction grade pellets for export. The pellet plant capacity has been increased to 3.5 Mtpa by technological improvement which included installation of roll press for quality and productivity improvement. In addition, the pellet capacity is being increased to 4 Mtpa by the addition of Shaft Pelletising Furnace plant.

Evolution over decades and progress over last five years have been made in many topics of interests to rock mechanics, geosciences, physics, and multi-disciplinary interactions in underground research laboratories and development facilities, as well as in underground energy recoveries and environmental assessments. Rock mechanics and geotechnical engineering advances are associated with quantifications of disturbed/damaged zones and rock alternation and bursting processes and creation of underground spaces and accesses associated with deepening of shafts and lengthening of tunnels. Geophysics and earth sciences advances are associated with continuing collections of seismic, electromagnetic, and gravitational data and conducting various thermal, hydrological, mechanical, chemical, and biological investigations, both separately, simultaneously, and in different coupled ways. Astroparticle and underground physics advances are associated with many long term experiments to detect rare events and needs for increasing larger and deeper halls to accommodate next generation detectors, shielings, and isolations. There are also increasing interesting in underground settings to explore multidisciplinary and inter-disciplinary sciences and technologies. Energy and environmental sciences and assessments have evolved from traditional oil and gas focuses to recent activities associated with green resources and alternative recovery/disposal strategies. The evolution and progress of these interdependent and related fields are discussed in this quadrennial Congress.

This paper is a case history of an exploration venture for base metals, begun by the Rocky Mountain District of Bear Creek Mining Company in 1952 and completed in 1954. The project was based on the idea of W. S. Burbank, U. S. Geological Survey, that commercial deposits of base metals might occur in Paleozoic sediments beneath hydrothermally altered volcanic rocks in the Southern Bonanza mining district, Colorado. Here, an area of andesitic rocks, four square miles in extent, has been argillized, pyritized, chloritized and silicified. Geological, geophysical and geochemical studies were followed by the diamond drilling of three holes totalling 6,220 feet. Further alteration ang geochemical studies were made on the cores from these holes. A brief review of the alteration and geologic mapping, colored aerial photograph interpretation, geochemical soil and rock sampling, magnetic, gravity and radio-metric surveys are presented together with some conclusions regarding this work. This paper is a case history of an exploration venture for base metals, begun by the Rocky Mountain District of Bear Creek Mining Company in 1952 and completed in 1954. Important contributions were made to the project by personnel of the Rocky Mountain District and the Geophysics Division. Individual acknowledgements to these people are made at the end of the paper. BASIS FOR THE PROJECT The project was based on the idea of W. S. Burbank (1947, p. 444) that commercial deposits of base metals might occur in Paleozoic sediments beneath hydrothermally altered volcanic rocks in the Southern Bonanza mining district, Colorado. Paleozoic sedimentary rocks, including the favorable Leadville limestone, are exposed three miles south of the altered area, and reason exists to believe that they might underlie it within a reasonable depth. Alteration of pre-mineral volcanic rocks has been used successfully as a guide to concealed orebodies in the Main Tintic and East Tin tic mining districts, Utah (Bill-ingsley, 1933, p. 120-122; Lovering et al, 1949; Howd, 1957, p. 124-134; Cook, 1957, p. 73) and could be a useful guide here. GENERAL GEOLOGY AND STRUCTURE The Northern and Southern Bonanza mining districts are northwest of the San Luis Valley in southern Colorado, just within the northeastern edge of the San Juan volcanic province. The districts are1ocated on the southern extension of the Sawatch uplift, a prorninent northwest-trending structural high. A recent drilling programme, however, at Williamtown, near Newcastle, carried out by the Joint Coal Board on behalf of the Electricity Commission of New South Wales, emphasized deficiencies in existing equipment when particularly diflkult coring conditions were encountered.Spurred by unacceptably low recoveries in coal seams in this area, the Joint Coal Board devised and developed, with the assistance of the Electricitv Commission, a new typc core lifter and a special 26 ft triple tube core barrel, designed to operate in conjunction with it in bad coring conditions.The core lifter, whieh is propped open clear of incoming core during drilling, is activated by fluid impulses generated inside the core barrel. It can be used with double tube barrels when drilling firm rocks whichdo not change diameter by compaction inside the barrel.Softer rocks. such as clayey types, require the use of a rriple tube barrel.Results from testing carried out to date in difficult areas in New South Wales coalfields have shown that greatly improved results can be obtained with the new equipment. Although developed essentially for coaldrilling, the new core lifter and barrel could be adapted to other fields of diamond drilling. Even in areas where no great coring difficulty is encountered the cost advantage deriving from the greatly inereased life of the core lifter and the adaptor in which it is housed could justify its use.

Otago Schist in the Mount Patriarch, High Burn and Cameron Creek areas of northwest Otago grades from textural grade IIA in the east to textural grade III in the west. The entire region is of the actinolite-pumpellyite metamorphic facies. Lithologies in the area are interbedded turbidite sequences comprising pelite and psammite together with pebble conglomerate, greenschist and metachert horizons. The mineral assemblage of the schist is typically quartz-albite-epidote-actinolite-pumpellyite-chlorite-stilpnomelane-calcite. A good foliation is well defined in the area and is predominantly parallel to bedding, except in hinges of mesoscopic isoclinal folds. The structure of the area appears to be defined by a large southwest plunging isoclinal fold defined by bedding with a steeply dipping axial planar foliation. Kink folding and dextral strike-slip faulting in the area postdates the ductile phase of deformation. Pods of rhodonite, rhodochrosite, spessartine garnet, coombsite, caryopilite, Mnstilpnomelane and Ni-Cu-Zn sulphides were found in concordant metachert layers in the Mount Patriarch area. Metachert was also found in float in the Cameron Creek area. Malachite occurrences relating to copper mineralisation were also noted in a green metachert horizon on the eastern flank of Mount Patriarch. The coombsite, in only the third observation worldwide, is the most Fe-rich variety reported.
