The inherent difficulties of zinc smelting arise from the fact that metallic zinc is volatilized at the reducing temperature of zinc oxide and thus is liberated in the form of a vapor. This vapor must be subsequently condensed to obtain metallic zinc, first in molten and eventually in solid form. Zinc vapor is sensitive to oxidation not only by air but by combustion gases containing carbon dioxide. It is, therefore, necessary to carry out both the reduction and the condensation operations in a closed system consisting of an externally heated muffle with attached condenser from which extcrnal oxidizing agencies are excluded. However, the reoxidation of zinc vapor cannot be entirely prevented by excluding external sources of oxidation. Internal sources of oxidation are necessarily present when oxidic zinc ores are reduced by a carbonaceous reducing agent. The reduction reactions themselves involve, first, the production of carbon monoxide in an amount at least equal in volume to the zinc vapor produced in the reaction, and, second, the formation of carbon dioxide. Not all of the carbon dioxide is reduced again to carbon monoxide by the excess carbon in the time available, and the slightly oxidizing condition, which results, seriously affects the efficiency of the condensation of the zinc vapor to the metallic state. In the past the difficulties arising from these causes have limited practical zinc smelting on an industrial scale to the use of small retorts equipped with small condensers. The retorts had to be small, because a closed refractory container capable of excluding oxidizing gases from the heating chamber surrounding the retort could not be built in large dimensions. The size was also limited because ordinary refractories when thin enough to conduct heat readily are not capable of sustaining a heavy load of charge at high temperature. Moreover, a loose charge of zinc ore and carbonaceous reducing material such as fine anthracite coal or coke breeze is a poor conductor of heat, thus limiting the cross section of the retort. The River Island mining site is located at approximately river mile (RM) 15 on the Clackamas River, a large gravel-bed river in northwest Oregon. During major flooding in February 1996, rapid channel change occurred. The natural process of meander cutoff, slowed for several years by dike construction, was accelerated by erosion into gravel extraction ponds on the inside of a meander bend during the flood. In a matter of hours, the river cut off a meander and began flowing through a series of gravel pits located on the inside of the meander bend. The cutoff resulted in a reduction in reach length of approximately 1,100 m. Erosion by bed lowering, knick point retreat and lateral erosion of upstream river banks occurred quickly. Within two days of the peak flow, 3.5 hectares of land and 105,500 m3 of gravel were eroded from the river bank just above the cutoff location. Much of this gravel moved a short distance downstream into the excavation. Reach slope increased from 0.0022 to approximately 0.0035 in the cutoff reach. Between 1996 and 2003, the knick point from the meander cutoff has migrated 2,290 m upstream, resulting in increased bed load transport, incision, and local lowering of the water table. In 1993, prior to the meander cutoff, transects were surveyed in the River Island reach upstream of the cutoff location. Resurvey of these transects and aerial photo analysis indicates that 96% of the knick point migration occurred during the first winter following meander cutoff. Connection of the flowing river to the off-channel ponds has had minimal effect on water temperatures in the mainstem Clackamas River. It is likely that this minimal change in temperature will decrease as ponds are isolated from active river flow by gravel bar deposition. Fish net-ting in spring 2002, suggests that salmonid use of the pond in the spring is minimal. The most abundant native species netted were large-scale sucker and northern pikeminnow. The most abundant non-native species netted was brown bullhead. Early regulation by state and federal agencies did not adequately evaluate potential impacts to the river and the floodplain; nor did it evaluate future impacts related to geomorphic processes and sediment transport. New permit evaluation methods, currently implemented by both Oregon and Washington, incorporate 1) river dynamism through historic river migration analysis; 2) stability of human structures in light of river dynamics; and 3) sediment transport and its impact on channel stability and dynamics. The gravel pit capture at River Island highlights the potential risks of mining in an active secondary channel of a large gravel-bed river. Mining deeper than the depth of the adjacent channel, within the active migration zone, may increase off-site impacts. In locations where multiple gravel excavations are present within the meander zone, a comprehensive reclamation and restoration plan should be developed which provides long-term channel stability within the natural variability of the entire river reach.

Introduction It has long been known that there are extensive deposits of phosphate-bearing deposits in the Coastal Plain of Georgia in many locations that are similar to those being mined commercially in central Florida. A major drilling program was conducted in 1966-67 by the Georgia Geological Survey (GGS). The economic potential of some of the material uncovered was evaluated at that time by a team at Georgia Institute of Technology led by Dr. J.E. Husted. There were some promising results. Since then, there has been little commercial interest in pursuing this matter, though the potential for development remains. In the long term, Georgia's phosphorite deposits could be a major source of income to the state if they were commercially processed. Phosphorite deposits contain significant levels of uranium and thorium. Uranium concentrations in Florida phosphate aggregates have been found to be 120 to 140 ppm. The presence of high concentrations of uranium means that there is a small but finite concentration of radium, which subsequently leads to radon gas emanation. It is the radon emanation and its progeny that may pose the largest health problem in many types of mining. Surface mining operations can possibly elevate the radon and radon daughter concentration in the vicinity. There is always some public concern whether any increase in the radon concentration in the atmosphere by mining (surface mining in the phosphorite case) could elevate the risk of cancer in the nearby population. At the present time, a great deal of attention has been devoted to the possible health effects of radon and its decay products in the inhaled air in mines and inside buildings built on mill tailings or uranium-bearing rock (Gesell and Lowder, 1980). Several evaluations have been published on the potential health effects of the Florida phosphate operations (Guimond and Windham, 1975; Roessler et al., 1980; Travis et al., 1979) and for buildings incorporating phosphate slag aggregates (Kahn, Eichholz, and Clarke, 1983; Roessler, Roessler, and Bolch, 1983). They all indicate that such potential effects are small, but tangible, compared with other radiation effects, for instance in the nuclear industry (Cohen, 1981). In view of the current concern, especially by the US Environmental Protection Agency (EPA), with the radiological consequences of large-scale mining of uranium-bearing phosphate rock (Guimond and Windham, 1975), it was decided to assess the potential radiological consequences if the Georgia deposits were developed. This paper presents an attempt to estimate the magnitude of any radon-based health effects that might arise from future mining operations in selected areas of the Georgia coastal region. To do this, a calculational model was developed that took into account the mining operations themselves, the atmospheric dispersion of the radon released, and the radon daughter concentrations in nearby towns. The model was applied to both extremes. The first application was a hypothetical mining operation in Echols County. Echols County is very sparsely populated and, unless living very close to the site, a person would probably experience little radiation exposure, if any. The model tries to prove this point. The second application was at a site near Savannah, Georgia. Both sites contain economically feasible phosphorite deposits and were not entirely hypothetical in that sense. Site selection In the course of the South Georgia Minerals Program (Furcron, 1967), an extensive series of drill core samples had been collected from various mineral occurrences in the coastal plain. It was found that the cores from the previous drilling program (Furcron, 1967), though carefully preserved, were not readily accessible. But the GGS reports did contain gamma logs of all the holes surveyed. With the cooperation of Dr. Neal Shapiro of the Survey, some core samples were selected and assayed, and used to calibrate the gamma log data. Samples from locations known to have detectable radioactivity were screened and counted. Their measured uranium content was used to calibrate the gamma log profiles for those same holes as obtained by the GGS. On this basis, two of the higher-level sites were selected and the calibration was used to obtain integrated uranium concentrations over the length of the borehole. It is customary to describe radon and radon-daughter concentrations in "working levels" (WL), where one WL represents a concentration of radon daughters capable of releasing 130 000 MeV of alpha particles, equivalent to 100 pCi of radon in equilibrium with its daughters per liter of air. A representative concentration is 0.15 WL, below which radon levels are widely considered to be negligible. For the mine sites selected, the surface area and rock volume were determined to estimate their radon content. Working-level values were then estimated for the assumed radon release from the crushed ore and the exposed surfaces of the mine pit. According to Kisielewski (1980), 93.4% of all radon released from open-pit operations is released from the ore zone; thus, the calculations assumed that those surface areas were the main sources.

INTRODUCTION Since the occurrence of the first oil crisis, coun-tries of the world, especially oil-importing countries have made sustained and vigorous efforts to lessen the dependency on oil as a source of energy supply. The adoption of "Principles of Coal Policy" by the IEA Ministerial Governing Board Meeting in May, 1979 was the first formal action taken by major energy consuming countries. At the Venice Summit in June, 1980, it was agreed that production and use of coal should be doubled over the next ten years. In fact, the world coal use in 1980 showed around a 10 percent increase over the previous year. Recently, we have seen an indication that the balance of oil supply and demand in the short term have eased. But I believe that it remains vital that we continue to encourage the development and introduction of alternative energy sources. Because, from the medium and long range viewpoint the recovery of the worldwide economy will lead us to increased oil requirements and thus we will be faced with the cyclical, structural tightening situation between the supply and demand of oil. Moreover, we are still convinced that the constraint of the supply capabilities of the Middle-East nations may be increasing in the long-term, since there still remains political uncertainties among these nations. Consequently, above all, coal is viewed as an alternative energy resource available for immediate expansion of use and is given as high a priority as nuclear power. In Japan, we regard coal as the most reliable alternative energy resource to replace oil. According to the "Alternative Energy Supply Targets" approved by the Cabinet in November, 1980, the level of coal imports is estimated to approximately double by 1990, while our domestic coal production will remain nearly at the same level. The transition from oil to coal is found in the recent import levels of coal---73 mil¬lion tons in 1980, a 23 percent increase over the 59 million tons imported in 1979. There was an upsurge in steaming coal imports, reflecting the transition in feedstocks---7.2 million tons in 1980, four times over the previous year's amount. Henceforth, from the medium to long range view, the demand for coal, especially that of steaming coal is forecast to continue to grow. The timely expansion of supply capabilities is our utmost concern and should be one of the most significant goals of our comprehensive policy. The Overseas Coal Investigative Committee, a privately organized advisory panel to the Director-General of the Natural Resources and Energy Agency of the Ministry of International Trade and Industry (MITI), investigated means to secure a stable supply of overseas coal. The panel presented its interim proposals in August, 1981, recommending the diversification of coal import sources, extensive use of low rank coal, as well as enhanced international cooperation between coal producing and importing countries. THE CONTENTS OF THE COMMITTEE'S REPORT Four Points for Major Consideration In order to ensure a stable supply of overseas coal, Japan needs adequate policy measures consistent with the characteristics of coal resources and environmental requirements, giving consideration to Japan's status and the role she is expected to play in the areas. From the above, great importance should be attached to the following four points: All the components of the "Coal Chain" (Namely, the development of mine sites, construction of railroads, port loading facilities, coal shipping vessels, port receiving facilities, including coal centers and international transport facilities etc.) should be reviewed and reformed with steps taken to assure efficiency consistent with the entire coal chain system. The complete formation of a coal chain system requires such lengthy lead times and huge amounts of investment that necessary measures should be undertaken well in advance utilizing long-range projections of future demands and various economic surveys. Policy planning should be conducted taking into account of harmonizing stability and economics of the supply structure. For ensuring the long-term stability and expansion of the coal trade, international cooperation on a bilateral and multi-national basis should be encouraged. Mutual understanding and close relationships are essential to facilitate the formation of the supply system and to promote the extensive use of coal. Direction and Problems Related to Supply Stability Expansion of Supply Capabilities. World coal imports in 1979 amounted to 229 million tons, of which Japan's share amounted to 59 million tons, or one fourth of the entire amount. The imports of European and Asian countries accounted for 83 million tons and 7 million tons respectively. According to the examination of the Investigative Committee, Japan's coal requirement is estimated to be between 140-150 million tons by 1990, nearly the same level as announced in the Provisional Long-Term Energy Supply and Demand Outlook in 1979. This fore¬cast is-to be revised in April, 1982. Japan's demand is expected to be met through fiscal 1985; however, by 1990, the supply is estimated to fall short of demand, particulary, in the field of steaming coal. Development of the Greenvale orebody, containing 40,000,000 tonnes of nickel ore, began in 1971 and production commenced in 1974. Annual capacity is 2,800,000 wet tonnes. The variations in ore grade and physical characteristics which occur throughout the ore- body had a major influence on the selection of mining methods, grade control procedures, and equipment. After removal of overburden by scrapers, ore is excavated by draglines sidecasting into windrows. Feed to the crushing plant is .reclaimed by front end loaders into rear dump trucks according to a grade selection pro- gramme. After crushing, ore is stockpiled into blended units of ore of required quality. Ore is stacked and reclaimed for train loading using techniques designed to give maximum mixing of ore characteristics through Bach unit. These procedures are repeated on discharge at the plant site at Yabulu. The railway, constructed by Queensland Nickel Pty. Ltd. to Q.G.R. standard, and operated by the Q.G.R., is 216 km long and includes eight major bridges and three tunnels. Two trains per day, one of four locomotives and 92 waggons, and one of three locomotives and 69 waggons, haul crushed ore to Yabulu. Train loading is semi-automatic. A small township and associated services have been constructed for employees at Green- Vale.

This surveillance report summarizes data on work-related fatal and nonfatal injuries, illnesses, and hazardous exposures in the mining industry for the 10-year period 1986-1995. The term "surveillance," as used in public health, may be new to many readers of this report. With regard to occupational safety and health, the goal of surveillance is to describe the occurrence of work-related injuries, illnesses, and known hazardous exposures; to identify new hazards that may occur due to the introduction of new technology or other factors; and to assess the effects of preventive measures designed to improve worker safety and health. Surveillance provides an overall picture, which can be used to focus resources on areas most in need of prevention programs or further research. Surveillance generally requires the use of multiple sources of data, all of which have their own strengths and limitations. Surveillance in the U. S. mining industry is complicated by the fact that U.S. national data systems that provide information on mining are based on two different definitions of the mining industry. One is established by the Mine Safety and Health Administration (MSHA), the other by the Standard Industrial Classification (SIC) System [Office of Management and Budget 1987] and the 1980 U. S. Bureau of the Census (BOC) Classification System [U.S. Bureau of the Census 1982]. The mining industry as defined by MSHA is based on the regulatory jurisdiction of that agency. Reporting requirements for injuries, illnesses, and workplace exposures are stipulated under the Federal Coal Mine Health and Safety Act of 1969 and the Federal Mine Safety and Health Amendments Act of 1977. Of note is that the oil and gas extraction industry falls outside of MSHA jurisdiction. The Occupational Safety and Health Administration (OSHA) was charged with enforcement in the oil and gas industry under the Occupational Safety and Health Act of 1970. Under the SIC, the definition of mining covers the extraction of naturally occurring minerals, including liquids (petroleum), gases (natural gas) and solids (coal, metal, and nonmetallic minerals). Exploration and development of mineral properties are also included in the SIC definition of the mining industry. The SIC was developed by the Office of Management and Budget for use in classifying establishments based on the type of economic activity in which they are engaged and serves as the industry classification standard for all establishment based Federal economic statistics. This classification is important for occupational safety and health surveillance because it also serves as the industry classification system for all data on work-related injuries and illnesses collected by the U.S. Bureau of Labor Statistics (BLS). The U.S. Bureau of the Census uses an industry coding scheme similar to that used by the SIC. For the mining industry, the categorization is identical in both systems. Death certificate data made available by the National Center for Health Statistics (NCHS) are categorized under this system. Death certificate data are particularly important for surveillance of mortality from work-related illnesses. Key differences between the SIC/BOC categorization system and the MSHA system can be summarized as follows: • MSHA excludes the oil and gas industry, which is classified as part of the mining industry under SIC/BOC. • MSHA excludes work that is done off of mine property; work off of mine property is included under SIC/BOC if it is performed by an establishment falling into one of the SIC/BOC mining industry codes. • MSHA includes mine-associated mills and processing plants; these are classified under the manufacturing industry, rather than mining, according to the SIC/BOC coding structure. Since the data collected by MSHA and the data collected by BLS and NCHS using the SIC/BOC classification system are both important sources of information on the mining industry and in many cases serve different purposes, data from both systems are presented in this report. In general, data using the SIC/BOC system are comparable across U.S. industries and should be used when comparing mining to other U.S. industries. Much of the data in this report are presented in the form of frequencies or rates. A frequency provides only a count of the number of cases without providing any information about the risk of occurrence. Rates provide an estimate of the risk of injury or illness. The reader is cautioned, however, that rates based on small numbers can be unstable; thus, any inferences should be drawn with care. In this report, no rates are presented for groups in which there were fewer than three cases. The incidence of most injury and illness conditions differs by age, sex, and race. For this reason, data in many surveillance reports are adjusted for these demographic factors. It was not possible to do this for most of the rates in this report because information on demographics was not available. With the exception of the proportionate mortality ratios (PMRs), all data presented are unadjusted. A detailed account of the sources of data is in appendix A. The methods used in data selection and analysis are described in appendix B.

Garnierite mineralogy in saprolitic ore of the Goro lateritic nickel deposit, New Caledonia , was investigated using X-ray diffraction (XRD), optical and scanning electron microscopy (SEM) and electron microprobe (EMP) analyses. These conspicuously, green-coloured phases occur either as submillimetre to centimetresized veins or as æbookletsÆ arranged in, macroscopic (subcentimetre sized), accordionlike structures supported in an undifferentiated matrix of mixed ÿ7+ and ÿ10+ phases. Within the veins, nickel for Mg solid solution increased from ten wt per cent NiO at the edge to 34 wt per cent NiO at the core, with vein edges comprising Ni-kerolite with <1.5 Ni per formula unit (pfu) grading to pimelite containing >1.5 Ni pfu at vein cores. The æbookletsÆ comprised nTpouite of formula, (Mg0.67Ni1.59Fe3+0.05)(Si2.17Al0.22)O5(OH)4 and averaged 30 per cent NiO. SEM element mapping highlighted the distribution and mineralogical association of Ni and Mg and emphasised the inverse relationship between Ni and Mg at the macroscopic (thin-section) scale. The U.S. Bureau of Mines investigated the use of organic binders as substitutes for bentonite in agglomerating iron ore concentrate. Over 30 organic binders were evaluated at several dosage levels in laboratory tests. The binder groups producing the greatest green pellet strengths were natural gums (guars carboxyl methyl celluloses) and gelled starches. The nongelled and alkalized starches, starch acrylic copolymers) wood-related products, and dairy products were less effective but better than bentonite. The highest wet pellet drop numbers were obtained with binders that had a medium plate water absorption value (>500 and <10)000) in distilled water and a high slurry viscosity (>75 cP) at 6 pet solids. The highest dry compressive strengths were obtained with binders that gave the highest adhesive tensile strength (>4 kg/ cm2) on iron oxide lap-joint substrates. Pellets with 0.1 pct organic binder had lower compressive strengths and reduction disintegration indices than those with 1 pct bentonite, but higher reduction rates. Pellets with carboxyl methyl cellulose and gelled starch had higher softening temperatures than those with bentonite. Overall, the most promising binder is gelled starch. Its price makes it more cost effective than carboxyl methyl cellulose, and its pellets have metallurgical properties superior to those of bentonite pellets.

THE copper-mining district of Jerome, Ariz., is of such economic importance that the following brief notes may be of interest. The ore deposits are said by Ransome1 to be pre-Cambrian, and are contained in the pre-Cambrian schists of the region. In the vicinity of the mine (the United Verde) the schist stands nearly vertical .and strikes a little west of north. At least three varieties are distinguishable-(1) a green rock, schistose, on its margins but grading into massive material, which is evidently an altered dioritic intrusive; (2) a rough gray schist with abundant pheno-crysts of quartz, apparently an altered rhyolite; and (3) a satiny, greenish gray, very fissile sericitic schist that may be a metamorphosed sediment. The ore occurs in varieties (2) and (3), the main belt of dioritic rock (1) lying just west of the orebodies. The ore is said to follow as a rule the layers of fine sericitic schist. T. A. Rickard2 says that the ore at the United. Verde Extension mine is found at the contact of diorite and schist, that both diorite and ore are earlier than the regional metamorphism, and that the quartz porphyry (" rhyolite" of Ransome) is of post-Cambrian age.

The fourteenth National First-Aid and Mine Rescue Contest we;; held at the State fairgrounds, Columbus, Ohio, October 2, 3, and 4, 1951. The meet, the first such event in 21 years, was under the auspices of the Bureau of Mines, United States Department of the Interior, and the Joseph A Holmes Safety Association and was sponsored by the National Coal Association, the United Mine Workers of America, and various State mine-inspection departments. The cooperating agencies that contributed to make the meet a success, in addition to the National Coal Association and the United Mine Workers of America, were the Kentucky Department of Mines and Minerals, Ohio Division of Mines, West Virginia Department of Mines, Pennsylvania Department of Mines, and the Columbus Convention Bureau. SUMMARY Fourteen teams from 6 States participated in the mine rescue contest, and 55 teams from 9 States competed in the first-aid contest. Only one of these teams entered as a combination team, that is, participating in both the mine rescue and first-aid contests. The States represented and the number of teams from each State are listed in table 1.

The 64th Texas Legislature passed the "Texas Surface Mining and Reclamation Act," Chapter 131, Texas Natural Resources Code (subsequently referred to as "the Act"), at a point in time when little surface mining had taken place within the state. Thus, enactment of regulatory control governing mining operations in our state has, for the most part, preceded widespread, intensive mining activity. I should point out that the statute applies only to the extraction of coal, lignite, uranium and uranium ore. A recent opinion rendered by the Attorney General&apos;s office has stated that extraction of the named elements, when it occurs incidental to the extraction of other materials, e.g., clay, is not not an activity subject to the Act. An important theme of the Act, frequently overlooked in other environmentally oriented legislation, is recognition of the Act&apos;s affect on the mining industry. The Act states that "the extraction of minerals by surface mining operations is a basic and essential activity making an important contribution to the economic well-being of the state and nation" and, in reference to reclamation being accomplished contemporaneously with mining, provides a recognition that "the extraction of minerals by responsible mining operations is an essential and beneficial economic activity." This legislative recognition is, of course balanced against the need for proper mined land reclamation, the rights of surface owners, the need to guard against unreasonable degradation to land and water resources and numerous other actions or events that the Legislature wanted protected. Another rather pervasive general theme that is established in the Act is the concept that the agency is entitled to obtain whatever information, or take whatever action, that appears reasonably necessary to effectuate the purposes of the Act. This concept, coupled with the detailed requirements placed on mining operations in the portions of the Act dealing with Permit Applications, Reclamation Plan and Reclamation Standards, easily insures that surface mining activities can and will be regulated to the extent necessary. Section 131.102(b)(2) is probably the most relevant provision in the Act which deals with the preclusion of mined lands becoming waste lands. This portion of the Act states that the surface mining operator shall: ". . . restore the land affected to the same or a substantially beneficial condition. ." In this language the Legislature had made it abundantly clear that the abandoned or orphaned lands found in some of the Eastern states, will not be tolerated in this State, and provided the Commission with a degree of latitude to determine what condition would be appropriate in each individual mining situation. I bring this area of the Act to your attention because it is the area which has received the most inquiries and concern by operators, i.e. what does "substantially beneficial" constitute? The Commission&apos;s staff has spent a considerable amount of time wrestling with the statutory language "substantially beneficial" to determine the legislative intent and provide operators with guidance of what they can expect. In this regard, the most definitive criteria in our opinion lies in the Act&apos;s legislative hsitory. The Legislature had before it basically three reclamation standards namely: House Bill 656, considered to provide the most stringent reclamation standard and identical to Senate Bill 66; House Bill 1717 which was supported by industry spokesmen and was considered to contain the least stringent reclamation standard; and Senate Bill 55 which was adopted by the Legislature. During the Bill&apos;s initial hearing before the House Environmental Affairs Committee, the House sponsor of the Senate Bill 55, which was the Bill eventually adopted, made the following statement: (I am quoting verbatim from the Committee&apos;s transcript although substituting the speaker&apos;s reference to the authors names with the Bill&apos;s numbers.) "An example of the differing approaches of the four bills can be seen in the area of reclamation standards and this is critical. House Bill 656, talking about restoring the surface of the land, House Bill 656 has this statement: &apos;At least fully capable of supporting the use to which it was capable of supporting prior to any mining or any higher or better use.&apos; In other words you have to restore it to the level it was prior to the mining. Senate Bill 55: &apos;Restore the land to the same or substantially beneficial use.&apos; Substantially beneficial use. (Emphasis his) House Bill 1717 says: &apos;Restore insofar as practical to appropriate beneficial post-mining use.&apos; So that House Bill 1717 said to, &apos;restore insofar as practical to appropriate beneficial use. I think that&apos;s too weak, whereas I think the House Bill 656 that would call you to restore it to at least the use it had prior to the mining may also be too tight the other way. I think the Senate Bill 55 approach is down the middle of the road which says that you do restore it to the &apos;same or substantially beneficial use,&apos; is a proper way to go there." Therefore, the conclusion that we have drawn from the legislative history of the bill is that the extent of reclamation required by "substantially beneficial" may be something other than the use it was prior to

In the pelletizing plant of Hoogovens, Estel BV, a varying mixture of hematites and magnetites is used for the production of acid and (occasionally) fluxed pellets. Optimum results regarding productivity, quality and process control are obtained with mixtures containing 30-40 % magnetites. A decrease of the magnetite ratio or an increase of the basicity has a great influence on both productivity and heat and power consumption. Tests have been carried out to find the extent to which magnetite can be replaced by b.f. dust, mill-scale and coke breeze. Pilot plant tests show that about 80-100 % of the production loss due to a decrease in magnetite content or to the increase in basicity can be regained without damage to the quality by adding coke breeze. The amount of coke breeze should be limited tot 1,5 %; if this percen¬tage is chosen higher, the quality of the pellets deteriorates rapidly. The amount of coke breeze to be added should be about 30 % above the theoretical value, based on heat balance considerations. The results achieved by incorporating b.f. dust and mill-scale into the pelletmix were also encouraging, but as some types of mill-scale are very difficult to grind and the supply of b.f. dust is limited, the research has not been carried out extensively in this field. The pilot plant tests on replacement of magnetite by coke breeze have been followed by industrial tests, during which the breeze was added to the ore feed before the dry-grinding system.

The solubility of rare earth (RE) salts in aqueous solutions depends on many factors including the type of cations and anions in solution, their concentrations, temperature and the type of solid precipitated. Experiments were conducted using anhydrous La2(SO4)3 and Ce2(SO4)3⋅8H2O as solids and lanthanum(III) perchlorate prepared by dissolving La2O3 in HClO4 solutions as RE-sources. Solutions of H2SO4, H3PO4 and their mixtures in the presence or absence of Na+, Ca2+, Fe(III) or Al(III) as perchlorates served as test solutions. Saturated solutions and precipitated solids were assayed and characterized using standard techniques to show that the La(III) and Ce(III) ions precipitate as hydrated sulphates, phosphates or double salts with sodium, depending upon the solution composition. The change in solubility of RE-salts with solution composition and temperature is the result of the composite effect of changes in solubility products (pKSP) of salts, pKa of acids and other equilibrium constants for ion-association.

INTRODUCTION Uranium mining operations release radioactive materials into both air and water and generate large quantities of solid wastes containing low levels of radioactive materials. Solid wastes produced by mining operations remain on the surface at many inactive mining sites in the Western United States. These mining effluents may present a potential health and environmental hazard. Therefore, Congress, in Section 114(c) of the Uranium Mill Tailings Radiation Control Act of 1978, instructed the Administrator of EPA to prepare a report identifying the location and potential health, safety, and environmental hazards of uranium mine wastes and to recommend a program to eliminate these hazards. Several facts and limitations helped shape the method and approach of the EPA study. Little information on uranium mines was available; measurement information that was available on uranium mine wastes was frequently influenced (biased) by nearby uranium mills; time and resources did not permit comprehensive field studies to provide additional data; and there are inherent variations between uranium mines and sites that complicate generic assessments of mine wastes. To accommodate these facts, the EPA developed conceptual models of uranium mines and made health and environmental projections from them. The models were based upon available data from the literature, supplemented with information from discussions with persons inside and outside the EPA, and by doing several short-term field studies in Texas, New Mexico, and Wyoming. When necessary, conservative (maximizing) assumptions were employed. This paper presents a brief account of a part of the EPA study dealing with the potential health and environmental effects caused by active surface and underground uranium mines. Airborne contaminants are emphasized, although solid and liquid effluents are also included. Due to the limited space, only the methods and parameters used and the results of the assessments will be presented here. Anyone interested in the source of the data used and the development of the parameters should refer to the EPA report (Blanchard et al., 1981). The occurrence and emissions of stable elements were included in the EPA report, however, due to space limitations and their apparent small impact, except for possibly at some specific mines, only radioactive sources will be included in this presentation. MODEL URANIUM MINES The model surface mine was located in the South Powder River Basin of Wyoming and the model underground mine was located in the Ambrosia Lake area of New Mexico. These are the prevalent type mines in those areas. The model mines were based on the average production parameters of the 63 open pit mines and the 256 underground mines that were operating in the United States in 1978 (Department of Energy, 1979) and on a report of an extensive study of open pit mines in Wyoming (Nielson et al., 1979). Information contained in environmental impact statements and in reports from federal and state agencies was also used. Parameters for the model mines are listed in Table 1. The surface mining scenario is that 7 pits are opened in the 17-year mine life with overburden from each successively mined pit used to backfill a previously completed pit, resulting in an equivalent of one pit of overburden (2.4 year production) stored on the surface. No backfilling is assumed at the underground mine. Overburden or waste rock, ore, and sub-ore are separated into separate piles that are either rectangular in shape with length twice the width or in the shape of a frustum of a regular cone. Both shapes have 45 degree sloping sides. To account for bulking, the volume of the material comprising the piles was considered to be 25% greater than the volume of material removed from the ground. It was assumed that dewatering was required at both mine sites. Wastewater discharge rates at the surface and underground mines were assumed to be 3.0 and 2.0 cu m per min, respectively. SOURCE TERMS The following radioactive contaminants at active uranium mines were assessed in the EPA report: 1. Radioactive particulates in a) wind suspended dust from waste rock (overburden) pile, sub-ore pile, ore stockpile, b) suspended dust from mining activities (rock breakage, loading and unloading ore and wastes), and c) vehicular dust, 2. Rn-222 emanation from waste rock (overburden) pile, sub-ore pile, ore stockpile, and mining activities, 3. Rn-222 emanation from mine surface areas, and 4. Radionuclides in wastewater discharged to land surface. Estimated average annual dust emissions (item 1 above) from the model mines are listed in Table 2. Emission factors and the assumptions used to estimate these dust emissions are described in detail in the EPA report. Radioactive source terms were computed for each of the sources; dust emissions were multiplied by the concentrations listed in Table 1

The size and accessibility of the Minnesota manganiferous iron ore deposits make them attractive as a potential source of ferromanganese, which is essential in the production of steel. For several years the Bureau of Mines has been conducting experiments to determine the feasibility of producing ferromanganese from these ores by a three-step process which involves (1) the smelting of the ores in the blast furnace to produce a high-phosphorus spiegel; (2) the treatment of the spiegel produced from step 1 in an electric or open-hearth furnace to separate the manganese from the phosphorus and the iron; and 3) the smelting of the high-manganese slag from step 2 to produce ferromanganese. The details of the first two steps of the process and the results of tests with the experimental furnaces have been given in previous reports.

There are many problems faced by ventilation engineers in deep underground mining operations, not the least of which is controlling miner exposure to radon gas and its daughter products. Radon gas is commonly found in uranium mining operations, but may also be present in other deep metal mines. For example, tin mines in England, iron ore mines in Sweden, gold mines in South Africa, and molybdenum mines in the U. S. have potential radon exposures. This is because uranium and accompanying radium ore are ubiquitous to the earth&apos;s crust albeit at low levels. The fact that the activity represented by one WL can be caused by a relatively low concentration of radon gas increases the difficulty of control. Since the source of the radon gas is usually widespread throughout a mine, local exhaust ventilation is not a viable control schema. The technique used to control exposure is then dilution ventilation and, in fact, huge amounts of air must be moved in order to reduce potential exposures to an acceptable level. An interesting comparison can be made of ventilation rates in different types of mines. It is estimated in modern coal mines, which are generally acknowledged to have high rates of ventilation, that about eleven tons of air are moved for each ton of ore mined. A typical operating uranium mine may have ventilation flows of 14-15 tons per ton of ore mined. This provides an idea of the scope and importance of ventilation in modern mining operations where radon is a hazard. Further pressure is put on ventilation engineers by the steady downward trend in exposure limits set by national and international standard setting agencies. Much of this tendency toward lowered standards is based upon longitudinal mortality studies of miner populations. Another important factor is the limited number of experienced miners available in the labor pool. For optimum production, it is important to have as many experienced miners underground in each shift as possible. However, the average daily exposure in a U. S. mine must be less than .3 WL to permit the miner to work underground for a full year. The ventilation system then must provide enough uncontaminated air to maintain the WL below the .3 TTL level to maximize production efficiency and minimize personnel turnover and the problems associated with it. Ultimately, the goal of the ventilation engineer and health physicist is to protect the working miner from harmful exposures based upon currently acceptable standards. U. S. Federal regulations require that in uranium mines all active work sites must be monitored every two weeks if they measure above .1 WL. Areas that have .3 WL ratios or higher must be monitored on a weekly basis until five consecutive weekly samples show the level has dropped below .3 WL. Also, exposure records must be kept for all individuals exposed to levels exceeding .3 WL. These requirements provide a strong economic incentive to have a ventilation system that minimizes exposure of any personnel. A good ventilation system requires careful planning, operation and backup in order to fulfill its mission of providing adequate clean air. Its proper operation also requires coordination with production personnel so it can be adapted as new areas in the mine open up and old areas are sealed off. The ultimate indicator of ventilation efficiency to control radon daughter exposure is, of course, monitoring working levels. Historically, this has been done using the Kusnetz, Tsivoglou, and Rolle&apos;s methods, among others. These methods all require cumbersome equipment and tedious calculations to obtain the measurements that results in WL. More important, however, they require a significant time lag between sampling and counting, typically 40-90 minutes. This time lag is, in fact, what can cause significant economic losses due to unnecessary downtime as well as high WL exposures. In a typical mining situation, a sampling technician using the Kusnetz method takes a sample, moves to the next location and takes another sample and so on. Forty to ninety minutes after the first sample, the technician will stop, run the activity count on the filter and calculate the WL. The technician may be one-half mile away or several levels removed from where the first sample was taken when it is counted. If the WL ratio is high the technician must then backtrack to the sample position. There are then two options. If the sample area is a working stage, it can be shut down or a second sample can be taken. If the first alternative is chosen; i.e., shutdown and correction of the ventilation, then another sample must be taken, followed by a forty minute wait for results. If the ventilation adjustment didn&apos;t correct the problem, then the whole process must be repeated with a minimum of forty-five minutes per sample cycle when using the Kusnetz method. It has been estimated from operating uranium mines that the cost per hour for downtime on a production slope is about $1,50O/hour. The time lag between sampling and resultant data can be very costly. If the second alternative is chosen to verify the first reading, the miners may be unnecessarily exposed to high levels while waiting for the result. Clearly, such a sampling system can be markedly improved by eliminating the excessive time lag between sampling and analysis.

Recent findings by medical workers on the association of certain zeolite minerals with the high incidence of pleural mesothelioma in two small Turkish villages have caused considerable excitement both in medical circles and in the synthetic and natural zeolite businesses. The 42 cases diagnosed between 1970 and 1977 in one community of 600 population in a region of altered volcanic tuff represent a virtual epidemic of this rare malignancy which normally strikes only about one person in a million. Cancer workers around the world expect that detailed environmental and epidemiological studies of the disease in these areas will shed considerable light on the cause of this particularly lethal form of lung cancer. Scientists and engineers developing uses for zeolite materials in industry and agriculture, however, are justly concerned that the preliminary results available on this situation will be used by environmental and regulatory organizations to label an entire group of miner- als as carcinogens on the basis of what is little more than circumstantial evidence. Although there is no question as to the large number of cases of mesothelioma in these areas of central Anatolia, the work to date has suffered from a lack of sound geological and mineralogical input. Ataman (1) stated that a "correlation" exists between mesothelioma and zeolites in this region; however, the geological data needed to document a direct relationship between the presence of zeolites in the volcanic tuffs surrounding the villages in question and the rate of malignant lung disease in the inhabitants have g been obtained, nor has evidence that suggests a cause-effect relationship between zeolites and cancer been reported. To provide fundamental information on the distribution of zeolite minerals in areas of central Turkey where high incidences of pleural mesothelioma have been reported and to evaluate from first-hand knowledge the published reports and news releases of medical workers engaged in assessing the problem, the following investigation was made.

INTRODUCTION The passage of Comprehensive Environmental Response Compensation and Liability Act (CERCLA/Superfund) as well as the Resource Conservation and Recovery Act (RCRA) and state laws, have placed added regulatory pressures on the mining industry. These laws which focus on the regulation of hazardous substances and wastes for the protection of the public health and welfare and the environment, present the potential for tremendous financial impacts and liabilities on existing mine operators and owners and/or potential mine operators/owners. This paper takes a brief look at these laws and presents an environmental audit procedure to identify environmental liabilities prior to mine land transactions. The environmental audit approach presented is an overview of the procedures that could be used to document, evaluate and inventory existing and/or potential environmental concerns. This audit procedure can be applied to developed or undeveloped properties and at active or inactive mining sites. REGULATORY OVERVIEW Mining environmental liabilities have been addressed in RCRA, Superfund, the Clean Air Act (CAA) and the Clean Water Act (CWA). Even though the U.S. Environmental Protection Agency (EPA) has determined that mining wastes will be treated as solid wastes under RCRA and not as hazardous wastes, these wastes could still bring about a great deal of financial liability under Superfund. The catch is if the mine wastes generated contain hazardous substances such as the heavy metals arsenic, beryllium, cadmium, chromium, copper, lead, mercury, nickel, selenium, silver, thallium, zinc and others as well as cyanide. Thus, it is not only important for a mine operator/owner or a potential mine operator/owner to know if the mine wastes generated are hazardous, but it is important to know if the wastes contain hazardous substances. Following is a brief overview of RCRA and Superfund and their potential implications. RCRA RCRA, which provides the basis for the regulation of solid and hazardous wastes, is applicable to active mining and milling sites. Within RCRA the definition of a hazardous waste is provided. This definition applies to owners and operators of mining and milling sites if the operator has stored, disposed or treated hazardous wastes on-site. If this is the case and if strict process control and waste management activities are not adhered to, environmental liabilities may be associated with the site. Superfund The 1980 Superfund law can be applicable to inactive mining sites or to inactive sections of an active facility. The provisions of Superfund call for the regulation of hazardous wastes and hazardous sub- stances disposal and release not only by the existing owner, but also for any previous owner. This concept of joint and several liability means that one party, as among many, can be held totally responsible for the costs of hazardous waste cleanup (Haller, 1987). Furthermore, liabilities under Superfund have also been applied back to past acts; thus, several mining properties, active or inactive prior to the 1980 Superfund law, are at risk of being placed on the EPA&apos;s National Priority List (NPL) for cleanup. Last years amendments to Superfund, known as the Superfund Reauthorization Act of 1986 (SARA), provided some significant developments for the mining industry. The major requirement of the amendments as it pertains to owners or operators of mining sites is that the EPA must revise its present Hazard Ranking System (HRS). This is important be- cause in most cases the primary reason for several mining sites having been included on the NPL was due to the large volume of wastes generated. As is typical at most mining sites, large volumes of low toxicity wastes are generated and the current HRS model prejudices against this. It should be noted that this provision only applies to sites that are not already on the NPL or have not been proposed for inclusion on the list.

"A helicopter-borne geophysical survey was flown in 1978 over selected areas on Kyushu Island, Japan. The principal sensors were a moving source electro-magnetic system and a magnetometer. Maps of apparent resistivity were generated from the EM data. Based on the resistivity signature of known deposits within the survey areas, targets were selected for ground follow-up. Drilling of one such target in late 1980 resulted in the discovery of a gold deposit from which full production will begin in the summer of 1985. The deposit contains a minimum 120 tonnes (3.86 million ounces) of recoverable gold and is the largest in Japanese history. The deposit is in a geological setting previously unsuspected of hosting precious metal deposits. The case history suggests a preferred exploration strategy which might be employed in other similar geological environments.IntroductionThe Hishikari area is located some forty-five kilometres north of Kagoshima city, Kagoshima Prefecture, Kyushu Island, Japan (Fig. I). The area and its environs is one with a number of gold deposits which have been worked with varying results since the late 1800s. The large st deposit in terms of recovered gold is the Ohkuchi (or Oguchi) Mine (Fig . 2) which was recently closed due to exhaustion of reserves. The Ohkuchi Mine started production in 1896. A total of 22.2 tonnes (714 ,000 ounces) of gold, with an average ore grade of 13.6 grams/tonne (0.39 ounces/ton), was extracted over the Life of the mine.In an attempt to discover new deposits , the Metal Mining Agency of Japan (MMAJ) carried out a regional geologic mapping program of the area between 1975 and 1977. This was followed by a helicopter-borne electromagnetic and magnetic survey. The airborne survey was flown by Scintrex and the compiled results presented to MMAJ in early 1979."
