Canada's only current tungsten producer started up in 1962 with a small open-pit mine on the Flat River , 180 air miles north of Watson Lake, Yukon Territory. The orebody was in a contact-metamorphic skarn zone and contained about 1.5 million tons of ore grading an estimated 2.47% W03 and 0.5% copper. Near the end of the open pit , a new zone was discovered on the lower limb of the same structure, and the decision to go underground was made in 1972. The new "E Zone" contains over 4 million tons of ore grading an estimated 1.6% W03 and 0.28% Cu , and has been supplying the concentrator at about 175,0 00 tons/ year since late 1974. A continuing program of change and up-grading is necessary in the conversion from a seasonal open-pit mine with limited life to an underground operation with twenty years of reserves. Changes are necessary in plant and services as well as the mine. Also, environmental protection requirements have changed from rudimentary to rigorous over the life of the operation. This paper sums up the changes in the operation since 1971 and outlines the changes yet to come.

The oxidation kinetics of Ni-Y alloys in the range 0.04 to 8 weight-percent Y, and of high-purity Ni, were compared by the use of a sensitive volumetric apparatus. The reactions followed approximately the parabolic rate law; for oxidations in 02 at 0.5 atm and 1,200° C, the parabolic rate constant was about 0.37 + (0.064) (Y-2.11) mg cm-2 min-1/2, where Y represents the weight-percent Y in the alloy. Internal oxidation of Y occurred in the alloy specimens and the resultant Y203 particles, which were in patterns related to the eutectic structure of the alloys, served as markers showing that the subsequent oxidation of the surrounding Ni was by inward diffusion of O. The scale consisted in each case of NiO, but the inner parts of the scale on the alloy specimens included the patterned Y203 particles. The thicknesses of the inner parts of the scale depended directly on the Y concentration, and the thicknesses of the Y2O3-free outer parts of the scale were inversely related to the Y content of the alloys. There is thus a relationship between the thickness of the outer part of the scale and the protectivity of the scale. Outward diffusion of Ni and inward movement of 0, from the inner boundary of the Y2O3-free part of the scale, is proposed as a mechanism for these results.

At its College Park Metallurgy Research Center in Maryland, the Bureau of Mines has installed and is operating a 5-ton-per-hour pilot plant for continuous mechanical separation of values contained in raw urban refuse. The entire sys tern was assembled using commercially available equipment. The process relies on multistage processing including shredding, air classification, screening, gravity concentration, and electrostatic separation. Compactor trucks deliver raw refuse collected along typical routes in metropolitan Washington, D.C., to the pilot plant. The loads are separated into concentrates of (1) light-gage iron, (2) massive metals, (3) glass, (4) putrescibles and waste combustibles, (5) paper, and (6) plastics. While some refinements remain to be made in the processing system flow-sheet, the data obtained to date have been highly encouraging, indicating favorable economics for commercial-size plants.

"Energy efficiency in mining and minerals processing forms part of Mintek’s long-term research strategy which includes a specific programme designed at overcoming the challenges faced by the South African pyrometallurgy industry.The electric smelting industry is currently severely constrained by the global economic downturn as well as by the availability and increasing cost of electricity. Efficient utilisation of electricity through energy recovery systems and improved smelting process flowsheets can significantly contribute towards creating sustainable operations.Apart from efficient engineering design and solid process control, smelting of either cold or hot pre-reduced ores has been shown to decrease furnace electricity consumption by more than 40%. Various methods of solid-state reduction tests have been carried out at Mintek in order to select the most appropriate process option in the context of the South African industry. This paper summarises a subset of the results obtained, specifically on pre-reduction tests done on South African chromite and manganese ore pellets.In this set of tests, it was found that the use of an organic binder, together with B2O3 as flux, promotes manganese ore pre-reduction, but retards the pre-reduction of chromite. By pre-reducing the manganese ore feed, significant cost savings can be achieved in subsequent smelting processes and there is potential to minimise manganese losses as a result of fuming, due to possible lower operating temperatures."

The value addition potential of ilmenite was examined using several characterization techniques. Raw ilmenite is composed of 93.65 wt.% of FeOTiO2, 3.55 wt.% of SiO2, 1.22 wt.% of Al2O3, and the remainder being other minor oxides. Ilmenite and powdered carbonized coconut shells were mixed in the weight ratio of 4:1. A separate fraction of the same mixture was added with powdered seashells in the weight ratio of 4:1:0.5. Six fractions of each mixture were distinctly milled from 1 to 6 h in a planetary ball mill. XRD spectra (broadened and diminished reflections of ilmenite) and FTIR observations (Ti―O―Cbonding) of milled samples indicate the possible incorporation of carbon into the ilmenite structure. Any clues of an occurrence of new rutile peaks were not observed in XRD spectra of milled samples. Consequently, the carbothermic reduction has not been initiated during mechanical activation. In this case, samples powdered for 6 h in a mill were isothermally annealed for 2 h under normal airflow at temperatures of 800 °C, 1000 °C, and 1200 °C, respectively. According to the X-ray diffractograms, the annealing temperatures of 1000 °C and 1200 °C exhibited almost similar trends with rutile (R), pseudobrookite (PB) and elemental iron (F), and a very few ilmenite (I) peaks. Consequently, 6 h of milling and 1000 °C annealing were concluded as the optimum conditions for the carbothermic reduction. Moreover, this study indicated seashells as a potential rate raiser for the carbothermic reduction of ilmenite at 800 °C. Therefore, this process is applicable to upgrade ilmenite into a mixture of synthetic rutile and elemental iron.

The effect of grain refinement on the tensile and fatigue crack propagation behavior of sand cast magnesium alloy AM60B has been investigated in the present study, C2Cl6 in the amount of 0,3% was used to grain refine the melt, The fracture toughness tests were conducted in laboratory air at room temperature (25°C) using a sine-wave cyclic frequency of 20Hz and a load ratio of R = 0,1, The response in the Paris's regime and the critical stress range were determined, Preliminary findings have shown that C2Cl6 has a significant effect on both the tensile properties and fatigue crack propagation of the alloy tested, Grain refinement increased both the yield and ultimate tensile strength by more than 46%, and decreased the crack growth rate from 2,7 to 1,4 MPa Vm , However, the grain size seems to have a smaller effect on threshold stress intensity factor range. The fracture surfaces of specimens were examined optically and under the scanning electron microscope (SEM) to determine the relationship between grain size and fatigue properties.

"Abstract -The zone of economic interest at H.J . Joel Gold Mine is the VS5/Beatrix Composite Reef, a quartz-pebble conglomerate of Archean age. The reef occurs at the base of the Eldorado Formation, Central Rand Group, of the Witwatersrand Supergroup. At !east three stratigraphically distinct conglomerates form this economic zone. In order of deposition these are the Footwall, Beatrix, and the VS5/Beatrix reefs. The Footwall and Beatrix reefs are equated with the Aandenk Formation with transport directions toward the northwest, whereas the VS5/Beatrix Reef is of Eldorado age, with transport directions toward the south. The change in the drainage direction was caused by a major basin-wide tectonic event that occurred prior to the deposition of the Eldorado Formation. The Beatrix Reef was formed in a proximal, braided, fluvial environment by a process of aggrading gravel bars between channelways. The VS5/Beatrix Reef was formed by the desegregation of pre-existing Beatrix Reef with the introduction of new material containing much shale detritus and is seen to have been deposited in a more ·distal, braided, fluvial environment, similar to the Beatrix Reef.The average gold concentrations are different for each conglomerate; the Beatrix at 32.1 ppm Au, the Footwall at 24.4 ppm Au, and the VS5/Beatrix at only 12.4 ppm Au. A sedimentary gold concentrating process related to higher energy braid channels was primarily responsible for these high gold grades. Not only the basal unconformity surface, but also, internal degredation surfaces, were prime sites for concentration. An understanding of the spatial distribution of these differing conglomerates and their braid channels forming the economic reef zone is necessary in predicting ore grades for future mining."

ALFRED WILLIAM GAUGER ??Al" or '?Doc" to his many friends in the coal and chemical industries- is known for his research talents and organizing ability. Appropriately the first public recognition of his technical ability was by the A.I.M.E. in the publishing of a paper by George A. Burrell and Alfred W. Gauger in the "Transactions" for the year 1916. "Al" Gauger was born at St. Paul, July 31, 1892. He graduated in chemistry at the University of Minnesota in 1914. A year later he began his initiation into the mysteries of coal mining when he joined the safety division of the U. S. Bureau of Mines at Pitts- burgh, serving from 1915 to 1917.

Meso-2,3-dimercaptosuccinic acid(DMSA) was studied as an additive for thiosulfate leaching of gold. DMSA was added to solutionscomposed of either sodium thiosulfate or calcium thiosulfate and the solutions were tested for their ability to leach pure gold samples as well as a calcined gold ore from Barrick Gold Corp. Results showed prolonged leaching of pure gold samples when DMSA was added at a concentration of 5µM; however, higher concentrations were shown to inhibit leaching. Differential capacitance measurements of the interface indicated that DMSA adsorbed as a defective monolayer on the surface of gold at low concentrations and formed a more compact monolayer with increased concentration. It is proposed that a concentration of 5µM DMSA produces a defectivemonolayer on the surface that still allowsthe transport of oxidants to the underling metal while inhibiting the formation of polysulfide passive layers that arise fromdecomposed thiosulfate.The 5µM DMSA/CaS2O3 system was also studied using calcined ore. Results showed that the initial leaching rates in the presence of DMSA are lower than those obtained in thiosulfate alone. However, after 10h, prolonged leaching is again observed when DMSA is included.

This study focuses on the environmental characterization and assessment of long-term neutral mine drainage (CND) potential from waste rock piles at the abandoned Erdouz mine in Morocco. The study involved metallographic analysis, static tests, and column tests. Results indicate that the waste rock is not an acid mine drainage generator but produces CND, mainly with sulfates exceeding Moroccan standards. The waste rock is relatively stable and could be reused after pretreatment.

Utah statute defines sovereign lands as "those lands lying below the ordinary high water mark of navigable bodies of water at the date of statehood, and owned by the state by virtue of its sovereignty." The lands within the bed of Great Salt Lake (GSL) are, by this definition, sovereign lands, acquired at statehood in 1896 in accordance with the "equal footing" doctrine, granting each state control and ownership of navigable waters and the lands underneath those waters within its borders. Under public trust doctrine, the state, as trustee for the people, bears responsibility for preserving and protecting the right of the public to use of the waters for navigation, commerce, fishing, recreation, and wildlife habitat. Also by statute, sovereign lands are defined as "state lands," to be managed by "multiple use sustained-yield principles." The Division of Forestry, Fire and State Lands is given management authority for sovereign lands and, as manager, has responsibility to prepare comprehensive plans, initiate studies of the lake and its resources, implement comprehensive plans through state and local entities, and coordinate the activities of various divisions within the Department of Natural Resources (DNR). The Division of Forestry, Fire and State Lands also has responsibility for management of mineral leasing on sovereign lands. The many resources on the lake--water, minerals, wildlife, recreation, archeological and historical values--are managed by as many state agencies which occasionally creates conflicts. The brines of GSL contain several ions that crystalize into valuable minerals during evaporation. The major ions in the lake are, in order of relative abundance, chloride, sodium, sulfate, magnesium, and potassium. Mineral products which are currently extracted from lake brines are sodium chloride, magnesium chloride brine which can be sold as flake magnesium chloride or further processed into magnesium and chlorine gas, and potassium sulfate. Mineral products which have potential for extraction include gypsum, sodium sulfate, and trace amounts of lithium, boron, and bromine. The GSL contained an estimated 4.3 billion short tons (st) (3.9 billion metric tons [mt]) of dissolved salts in 1998. Utah Geological Survey (UGS) estimates of the dissolved salt content in GSL have fluctuated from 4.0 to 5.5 billion st (3.6 to 5.0 billion mt) due to the dynamic conditions in the lake as salts are precipitated and redissolved, and due to the diversion of brines from GSL, such as the West Desert Pumping Project. The lake has four areas of varying salinity, separated by dikes or other man-made structures: north arm and Stansbury Bay brines at near saturation (25 to 27 percent total dissolved solids [TDS]); the main body of the south arm with concentrations ranging from 7 to 15 percent TDS as lake elevations fluctuate; the waters in Farmington Bay at approximately 3 to 5 percent TDS; and Bear River Bay at <1 to 7 percent TDS. The percent TDS in Bear River Bay fluctuates with lake level, and changes in Bear River inflow. The transfer of salts from the south arm to the north arm has raised questions about the viability of the mineral and brine shrimp industries. The UGS and the U.S. Geological Survey (USGS) continue to monitor salinities at designated sites on the lake to document changing lake salinity. A recurrent theme is that placement of dikes and diversions can have significant and rapid impacts on various conditions in the lake. Hydrocarbon resources on the lake are significant, but presently undeveloped. The hydrocarbons are low gravity (4 to 9 degree API) and tar-like, contain high nitrogen concentrations, and up to 12 percent sulfur. The unusual characteristics of the oil have been the subject of studies by chemists at Weber State University and University Louis Pasteur de Strasbourg. However, these resources are difficult, and at present, uneconomic to extract using current technology because of the nature of the hydrocarbons, and production in "an offshore, highly saline environment." Oolitic sand deposits make up many of the beaches and shorelines around the lake. Because of their high calcium carbonate content, oolites have been used by Magnesium Corporation of America (MagCorp) and its predecessors for acid neutralization and dike construction. Oolites are also used in very minor amounts in flower drying. The Utah Division of Oil, Gas and Mining reports up to 130,000 st (118,000 mt) mined annually by MagCorp from U.S. Bureau of Land Management (BLM) lands adjacent to GSL. Currently, there are twelve producing mineral leases which generated slightly more than $1,000,000 in royalties during calendar year 1998. IMC Kalium Ogden Corp. (IMC Kalium) produces potassium sulfate and magnesium chloride from brines concentrated through solar evaporation in Bear River Bay and Clyman Bay. By-product sodium chloride is transferred to IMC Salt, which packages and sells the salt. MagCorp produces magnesium metal from brines concentrated in Stansbury Bay. Cargill Salt produces sodium chloride from brines provided by MagCorp under a lease agreement. Morton Salt produces salt at the southeast end of Stansbury Island. Lastly, North Shore Limited produces cocentrated brines for use in dietary and mineral/vitamin supplements near Spring Bay in the north arm of the lake. Producers of magnesium, potash, and salt from GSL contribute significantly to the value of metals and industrial minerals in Utah. Together these companies contribute approximately $240 million in gross value, or 18 percent of the value of the state&apos;s nonfuel mineral production. Most of this production is exported.

Oil-field brines have been collected and analyzed from Jurassic and Cretaceous rocks in the Mississippi Salt Dome Basin, from Jurassic and Lower Cretaceous rocks, southwestern Arkansas, and from Ordovician and Silurian rocks, southern Michigan. All of these brines are genetically related to evaporites and appear to be brines expelled from halite-bearing rocks, presumably during compaction. The brines in rocks closest to the halite-bearing rocks are uniformly low in lead and zinc suggesting that the metals in metal-rich brines are not acquired within evaporite sequences. The metals in metal- rich brines in Mississippi and in Russia appear to be derived from red beds and may have been originally associated with ferric iron oxyhydroxides. Reduction of these compounds by migrating hydrocarbons appears to release lead and zinc to the associated brines accompanied by the fomation of authigenic ankerite.

Prospectivity modeling of seafloor massive sulphide (SMS) deposits has been completed over the Kermadec Arc-Colville Ridge area using the GIS based weights of evidence and fuzzy logic modeling techniques. SMS deposits are the current equivalent of ancient onshore volcanogenic massive sulphide (VMS) ore deposits. These high-grade deposits are formed on the seafloor and commonly consist of a black smoker and metal rich sediment mound complex resulting from the discharge of hydrothermal fluids (up to 400°C) from fractures on the seafloor. Metal sulphides are continuously precipitated in response to mixing of high-temperature hydrothermal fluids with ambient seawater. Accumulation of metal sulphides has led to SMS deposits being potentially major sources of copper, zinc, lead and other metals such as gold, silver, which to date remain untapped. Modeling of SMS deposits was undertaken to illustrate the power of GIS modeling for seafloor resource evaluation and how it can be used to quickly identify and rank in terms of the most likely prospective areas of the seafloor where new SMS deposits might exist. The mineral deposit modeling was constrained by the mineral systems concept which defines those parts of a mineralisation system that are critical to the ore-forming process. The deposits are typically formed in extensional tectonic settings, including both submerged tectonic margins and sea-floor spreading. Volcanic vent systems and underlying dykes, stocks and sills are the sources of heat that are responsible for converting sea water drawn down through fractures in the oceanic crust into an ore-forming hydrothermal fluid. This fluid is then capable of leaching metals and elements from surrounding footwall rocks, which are then transported upwards via the convection of hydrothermal fluids. The ore materials are then precipitated within the black smoker field as massive sulphides due to the mixing of high-temperature (250-400°C), metal-rich hydrothermal fluids with cold (about 2°C) oxygen bearing seawater.

Strategic planning, including the process of developing competitive strategy, is an integral part of all organizational management; from one person operations to multi-national Fortune 100 firms. The structure of that process varies from decisions and direction based upon one person&apos;s intuition to the integration of multiple strategic planning groups from each of a firm&apos;s many business units. Everyone has heard interesting strategic planning stories such as the railroad industry&apos;s long term failure to realize that they were in the transportation business and not the railroad business, the decision to "give away the razors and sell them the blades", Caterpillar&apos;s "SOQ NaP" campaign (Sell On Quality, Not On Price), or the tanker industry&apos;s eventual realization that by better managing turn-around the firm could control their largest single cost: depreciation. It is important to remember that very few strategic planning decisions are going to become Harvard Business Review case studies. That fact does not, however, diminish the need for understanding the firm&apos;s business, and actively planning how it is going to remain in business in the future!

The sorptive and impervious nature of clay materials was recognized long before modem technology allowed us to understand the physiochemistry of clays. In Cyprus, around 5000 BC, sorbent clays were used for fulling woolen cloth. One of the earliest recorded uses of clays as an impervious liner was more than 3200 years ago in the construction of a bitumen-sand-gravel-clay liner built along the embankment of the Tigris River at Assur. Today one of the most common applications for clay minerals in the environmental industry is for use as impermeable barriers to fluid transport. Clay minerals are fine in particle size and thus have large surface areas, which, as a result of intermolecular forces and ionic substitutions, make them excellent materials for both ion exchange and ion sorption. Therefore it was logical to consider certain clay materials for applications in the environmental industry, where they can act as physical and chemical traps for potential contaminants. Certain bentonites have historically been used as sealants for fluids (Grim, 1962), and other clays have been used as sorbents for both water and oil (Haden, Jr., 1972). Prior to the 1980s, disposal of the nation&apos;s municipal, commercial, chemical, and nuclear wastes was largely indiscriminate and poorly regulated. This created environmental pollution problems, especially with respect to groundwater contamination. Promulgation of federal regulations like the Resource Conservation and Recovery Act (RCRA) and the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA - commonly known as Superfund) have forced a more careful and costly approach to waste disposal. The US Environmental Protection Agency (EPA) is the government body charged with enforcing and ensuring compliance with federal regulations governing toxic waste production, storage, and disposal. Widespread application of geotechnology to the design and construction of waste containment systems and to pollution remediation has become necessary due to such laws and because of increasing use of the subsurface environment for the disposal of hazardous wastes. In the United States nearly 1.8 kg of trash is disposed of per person per day, which amounts to nearly 181 Mt per year. This amount is more than double the waste produced in 1960, and these numbers are expected to continue to increase. Canada produces approximately 1.68 kg of waste per person per day. The EPA estimates that in the United States 64% of our garbage is landfilled, 18% recycled, and 18% incinerated. Even with continued increases in recycling and incineration efforts, the EPA projects that the United States will still need 82% of today&apos;s landfill capacity in the year 2000. Data on the exact number of landfills in the United States and Canada is conflicting in part because of changing definitions of what constitutes a landfill and because of inadequate record- keeping by some states and provinces. An estimate of the number of municipal solid waste (MSW) landfills in the United States in 1990 to 1991 ranged from 4 462 to 10 467 with an average estimate of 6 600. In Canada the number of MSW landfills reported varied from 5 493 in a 1982 survey to 1 766 reported in a 1991 National Solid Wastes Management Association (NSWMA) survey (Repa and Sheets, 1992b). A properly operated MSW landfill on average requires 1 hectare of land per year per 25 000 people (Coates, 198 1). In addition to MSW facilities, there are also waste disposal facilities needed for hazardous waste and low level and high level radioactive waste. In 1983, approximately 266 Mt of hazardous waste was generated in the United States, almost 50% of this by industrial production. About 68% of the hazardous waste generated in the United States and Canada and almost 50% generated in Europe are still landfilled (Egger, 1987). In 1985, approximately 51 000 m3 of commercially produced low level radioactive waste was disposed of in radioactive waste disposal sites across the United States (Jungling and Greeves, 1989). By 1987, the US defense program had produced approximately 10 000 t of high level nuclear waste. In addition, there were approximately 14 000 t of spent fuel assemblies from commercial nuclear power plants in temporary storage; the amount is expected to nearly triple by the year 2000. Presently most commercial spent fuel assemblies are stored in water-filled pools at nuclear power plants. Defense waste is stored on federal reservations in surface and underground steel tanks (Anon., 1987). Under federal law nearly all waste disposal and containment sites are required to have a liner or barrier and a cover system design that meets federal- or state-approved hydraulic conductivity requirements for the type of waste that the site will receive. When approved materials, necessary for constructing the waste containment structure, are not available on site, one of the most economical ways to meet these requirements is through the use of clay, soil/clay, or clay/geotextile materials. In a 1991 survey by NSWMA of its members and other select private sector facilities, 81% of the surveyed landfills had some type of liner system. About 75% of these liners were clay materials (either recompacted or natural). The remaining 30% were using flexible membrane liners as part of a liner system. Clay liner materials are most commonly used in the South, Midwest, West-central, and South-central regions of the United States. About 93% of the landfill facilities had closure plans, and of these 91 % were using clay materials in some way for the final cover material (Repa and Sheets, 1992a). Waste barriers and containment structures take several basic forms, and they are used in a variety of different applications: 1) cutoff walls, 2) soil or soil/clay-admix liners, 3) geosynthetic bentonite-clay/geotextile membranes, 4) radioactive waste containment barriers, and 5) synthetic geomembranes. The disposal of mine waste continues to be one of the main controlling factors in the economics and feasibility of project development. Particular to gold and precious metal mining, waste disposal is further complicated by the environmental and political implications of the use of cyanide. Regulatory compliance criteria have partially dictated and can be anticipated to further dictate the approach and methods of tailings disposal. To develop practical, economic, and environmentally acceptable tailings disposal systems within these criteria requires the use of common sense approaches and the application of available technology. Waste disposal is typically considered during the pre-feasibility stages of project evaluation. At this time, the main emphasis is on the economics and practicality of extracting the metal values from the ore. Frequently, the result of this is that the nature of the tailings and the ability to dispose of the tailings is prejudged. It is also frequently the case, however, that during the feasibility stage and project permitting, the requirements for tailings disposal become paramount.

A bar of solder of a grade even as low as 30 per cent. tin and 70 per cent. lead, passed through a buffing machine, will show a surface practically identical with that of a bar of second-quality or reclaimed tin. The buffings, on chemical analysis, will prove to be almost pure lead. According to the best practice, solder is made in the following manner. Virgin pig lead is first melted, and when it is thoroughly liquefied, virgin pig tin is added, together with a small amount of flux; the latter is for the purpose of bringing to the surface the so-called "liver," consisting of impurities that may have remained in either the lead or the tin as a result of incomplete refining. The combined material, when completely liquid, is thoroughly stirred for some hours, and is then cast into small pigs. Just before casting, and continuously during this operation, the molten metal yields dross, consisting largely of the oxides of lead and tin; this should be carefully skimmed off. After the pigs have cooled, they are taken to a smaller kettle, remelted, and cast into the desired shape for use; or if wires, ribbons, etc., are to be made, the solder is cast into slugs suitable for extrusion and rolling. During this second operation, the skimming of dross should be even more carefully done than at first. Hand mixing has proved to be the only reliable method for the production of the best quality of solder, irrespective of its percentages of lead and tin. Understanding the future availability of critical minerals requires a global perspective. It is essential to know where deposits are located, their reserves and resources, the technologies necessary for production, and the costs of producing and transporting the products to consumers. ? As mining companies look to maintain or increase their operating capabilities and increase their mineral resource bases, the search for commodities expands beyond developed terrestrial regions of the world, to include marine resources. (Figure 1) Operating challenges in these locations include finding skilled workers, building infrastructure, improving recovery technologies and practicing sustainable development.

The operation of the U .S Metals Refining Company, USMR Co. is defined below by the description of a variety of unit processes and operations the author encountered during his tenure with the operation, 1955 - 1978. The operations discussed include: sampling and sweating of radiators, processing of Indian Coin, treatment of insulated wire, baghouse and converter dust treatment, blast furnace and converter operation, the electric arc furnace, antimony control, selenium and tellurium products, electrolyte liberation with soluble anodes, and the precious metals refinery. These operations, although peripheral to the primary copper production circuit, were critical to the company's technological and economic base.

"The government o f Canada has, since 1981, been under intense political pressure to modify its foreign direct investment (FOI) regulatory regime(1). To date the government&apos;s response has been limited to administrative and ""cosmetic"" changes: substantive issues have been largely ignored(2). However, as long as the economy continues to flounder , the Foreign Investment Review Agency (FIRA), as it is presently formulated , will continue to be an easy target for government critics . This phenomenon, in conjunction with the virtual certainty of a federal general election within two years, suggests that changes to the FIR Act will be seriously entertained by the present government.Recent events indicate that if change s are made, they will likely entail the adoption of a special-sector approach within the existing framework of a general screening system(3). Since this approach is currently employed in Australia(4), it would seem to be appropriate, from a public policy perspective to study that country&apos;s experience in developing and operating such a scheme. In doing so, I shall focus on the mineral sector; the rationale for doing so is as follows. First, this sector served as the focal point of the Australian FOI regulatory debater(5), Second , with the exception of the oil and gas industries, the non-petroleum mineral sector is one of the few areas of the Canadian economy wherein the Trudeau government has adopted an explicit domestic ownership target(6). Third, the non-petroleum mineral sector is, undoubtedly, a prime candidate to be denoted a s a special-sector if such a framework were to be utilized by the Canadian government!"".Although international comparisons are fraught with danger , a Canadian/Australian comparison is particularly appropriate(8). Both countries have reasonably similar economic, political and social structures . Furthermore, as noted above , Australia is the only other western country which employs a general screening mechanism for FOI. In addition, it utilizes a special area approach ; within this scheme, an explicit target of a minimum of 50% Australian ownership of all new resource projects has been formulated and clearly promulgated to all of the relevant interest groups. This policy, broadly defined, has been in place for more than six years and during this time the Australian mineral sector has, by world standards, prospered(9). Hence, the Australian experience in designating the mineral sector as a key area within a general screening system, should be of interest to Canadian policy-makers."
