This report, the third of a series of annual reports of research and technologic work on coal by the Technologic Branch to be released in this form, covers the fiscal year July 1, 1937, to June 30, 1938. Ever-increasing demands for information on the chemical and physical properties of coals, their proper classification rind adaptability for various uses, their economic evaluation in the complex relationships between the costs of production, distribution, and selling, and their beneficiation and amenability to conversion to more valuable and. new products of commerce have necessitated an appropriate and flexible program. To most these requirements, initiation of new projects and new physical facilities has been made.

"INTRODUCTION In the State of Alabama few mines produce coal clean enough to be marketed directly without being washed. This is particularly true where the coal is to be used for the production of metallurgical coke. In washing plants where single-compartment jigs alone are used to treat a large range of sizes, it has been found that the washed coal finer than 1/4-inch contains a large proportion of free impurities and is much higher in ash content than are the coarser sizes. To reduce the ash content of this fine material with jigs usually entails a greet reduction in capacity and a loss of coarse coal in the refuse. This investigation, conducted by the Southern Experiment Station of the United States Bureau of Mines in cooperation with the University of Alabama and the Alabama By-Products Corporation, was undertaken to determine whether the fine washed coal from jigs could be economically re-treated on coal washing tables.COALS TESTEDThrough,the cooperation of the Alabama By-Products Corporation, samples of fine-sized washed coal were obtained from their washeries at Bradford and Gamma.The Bradford mine, on the Black Creek bed, yields a low-ash, medium-volatile coal with fairly good coking properties. This coal is blended with coal from the Mary Lee bed for coking purposes and compensates for the high ash content of the latter. The Black Creek bed is about 30 inches thick and seam analyses show an ash content of from 2.0 to 4.0 per cent. In the Bradford mine the undercut is about 6 inches high, so that a large proportion of fines is produced."

This is the fourth paper in the series on Australian w,ar materials and the work was undertaken as part of the programme for producing hard carbides. It had been intended to determine the influence of tantalum and columbium' carbides in mixtures with tungsten carbide. Owing to other, urgent developments, it has not been possible to proceed with that programme.1. THE PROCESSING OF A TANTALITE ORE(a) The OreThe minerals in which tantalum and columbium most commonly occur are tantalite and columbite. These two minerals are the end members of an isomorphous series of tantalates and columbates of iron and manganese, but in nature the series grade into each other.Some of the best deposits of tantalum and columbium ores in the world occur in the north-west of Australia. Until recently tantalite low in columbium was the only mine~al in demand but discoveries of extended uses for columbium, e.g., addition of ferro-columbium to high chromium I steels inhibits intergranular corrosion (weld decay), have created a demand for columbite low in tantalum as weB. Both of these types of' ore occur in the Pilbara district in Western Australia and most of the ore mined is exported to America after a preliminary grinding and concentration by gravity.A sample from the Bynoe Harbour locality, west of Darwin, was used in this investigation. The observation method is a design optimization approach for the drill and blast method in tunneling. This method includes first identifying the hazard scenarios through site investigation, formulating suitable solutions, obtaining feedback during construction, and finally using that data to optimize the design methods. This paper illustrates the application of the observational method for T-48, a railway tunnel project in the Himalayas. It is a 10.2 km long tunnel with a parallel escape tunnel and 26 cross passages. The use of observational methods in this project optimized the overall tunnel design and considerably saved the overall project cost.

The mining industry needs to attract and recruit young talented people. An important task is, therefore, to create an attractive mining workplace that engages with, and motivates youngsters who are not particularly interested in working in the industry. This paper aims to illustrate a way forward for the mining industry to form healthy and safe workplaces honouring key components such as knowledge, skill, co-operation, continual development and acceptance of diversity. This is a way to create a vision of healthy and safe mining work. The mining industry must work towards zero vision; a future without accidents and hazardous environments. In this paper the authors discuss different aspects of an ‘attractive workplace’ and summarises lessons learnt in 26 statements dealing with safety, both physical and social work environments, and social responsibility. The authors hope these recommendations will provide some guidance for how attractive workplaces should be designed for future deep mining.The paper is based on lessons from two large European projects, a Swedish-Polish project: The Smart Mine of the Future; and a European Union project: Sustainable Intelligent Mining Systems (SIMS). Manitoba has now joined Ontario and Quebec in providing for new incentives and lower tax rates for the mining industry. A single rate of tax (to replace the former two-tier royalty), an investment tax credit and a relatively straightforward set of rules for calculating taxable mining profits are the main features of new mining tax legislation announced by Manitoba's Finance Minister Donald W. Craik in his May 15, 1979 budget address. On introducing amendments to reform The Metallic Minerals Royalty Act, the Finance Minister indicated that the new tax regime is intended to restore the Manitoba mining tax system to a competitive position in Canada, and should result in renewed investment in the province's mining industry. 1n this regard, the government could be right-there is little question that the new tax regime will produce greater incentives for the mining industry than the two-tier royalty system introduced by the New Democratic government in 1975. The proposed changes, contained in Bill 57, would largely be effective January I. 1979.

THE nation's effort to win the war speedily is reflected in current trends in coal utilization, as in all other fields of our lives. In all industries, wherever coal is used for the production of heat and power the emphasis is on getting the most useful result with the least expenditure of matt.ria1. In addition to carrying its own share of the load, increased as it is by the demands of war industry, coal has had to fill in for the other fuels, mainly petroleum products, whose distribution from their more distant sources has been crippled by lack of shipping. Thus, the outstanding note in the utilization of coal this year is not the development of new methods of burning or handling coal but the extraordinary job that the industry has done in producing enough coal to serve all needs.

Interferometric Synthetic Aperture Radar (InSAR) is a satellite-based monitoring technique that complements other in-situ methods for detecting and measuring surface displacement. Recent advances in data processing algorithms, coupled with the use of high-resolution satellite systems, make it possible to now provide high-frequency InSAR monitoring services, with updated results delivered every time a new satellite image is acquired. The advent of large, continuously updated data sets, however, brings new challenges, including the need to rapidly sift through the data to identify only those points showing relevant ground displacement information. This has been achieved by using trend variation analysis tools, that quickly isolate and highlight only areas of anomalous behavior. The paper focuses on project case studies where continuous InSAR monitoring has proven to be key in identifying displacement trend changes near tunnel alignments.

The Sundance gold mine, located 2.5 km east of the town of Batchelor in the Northern Territiory, has produced over 5300 oz of gold since it was discovered in 1978. Sundance is unique in the Pine Creek Inlier in that the ore is hosted in palaeo-karst detritus and crystalline magnesite of the Early Proterozoic Coomalie Dolomite. This paper presents a summary of the geology of the mine, and describes the methods used during the two periods of mining.

In stamping process, sliding between metal sheet and forming tool leads to wear of tool surface. Maintenance of stamping tools involves polishing the tool edge, or, in case of severe damage, replacement of the tool. Hard coatings have been applied on the stamping tool surfaces in order to reduce the maintenance cost causing a great economic impact in metal work industry. In this work, CrAlSiN coatings were applied by PVD onto SRV2W tool steel. The coating toughness was avaliated by the critical load in scratch tests. The following coating parameters were analyzed: 1- substrate surface finishing process; 2- coating architecture (multilayer or gradient); 3- chemical composition of the coating. AlSi concentration varied from the substrate/coating interface to the surface. Coatings were 3 µm thick. Scratch tests were carried out using a Vickers indenter. The applied normal load was varied from 0 to 13 N for a scratch length of 5 mm. In order to study the effect in the toughness, the substrate roughness was controlled by the finishing process before PVD coating. Samples subjected to polishing presented highest critical loads. Gradient coatings presented higher critical loads than those with a multilayer architecture. Coatings with higher concentration of AlSi near the surface supported higher loads before failure.

The 15,770-acre Worm Creek Roadless Study Area is in southeastern Idaho about 8 miles (mi) west of the northern portion of Bear Lake. U.S. Bureau of Mines personnel examined the roadless, area during the summer of 1984. No mineral resources were identified within the study area. There were no mines or mining claims in the study area in 1984. However, the study area is blanketed with oil and gas leases, but no known productive horizons have been identified within nor nearby. The roadless area is in the Cordilleran fold-thrust belt and is underlain by Paleozoic and Mesozoic marine strata more than 50,000 feet thick. The trace of the Paris thrust fault is 2 to 3 mi east of the study area and has an eastward displacement of about 4 to 7 mi.

Whatever system is devised to control noise and ground vibration from blasting operations must present an effective compromise between the rights of the individual to be undisturbed by the actions of others, and the necessity for society, the whole of the population individually and collectively, to have the services and the products of commerce, industry and transportation along with the relaxation of recreational and cultural pursuits, all at a price within the means of the same society. One of the first jurisdictions in North America to attempt to quantify acceptable environmental limits for specific blasting operations was Ontario, Canada’s largest and most populous province. A process for development of guidelines applicable only to quarries and strip-mining operations was begun in 1974 and culminated with their inclusion in a “Model By-Law” published by the Ontario Ministry of the Environment in August 1978. This paper examines the process of development of the final guideline document and its application over the last 25 years. While acknowledging that the published guidelines for air blast and ground vibration control have provided a useful and generally workable framework for the purposes of land use planning and complaint or damage claim reduction, a number of flaws, weaknesses and misinterpretations connected with their application are identified. Recommendations for amendment of the controversial items are submitted with a view to making these and potentially similar guidelines in other jurisdictions, more acceptable to both government and industry.

The rapid socio-economic growth of Hanoi City coincides with a corresponding growth of the transport demand. Today, the transport in Hanoi is completely dependent on private modes of transport. Because of the lack of an efficient public transport system and the expected rapid increase in traffic volumes, the movement of people and goods in the urban areas of Hanoi will cause congestion in the present city transport network. The solution of the construction of new roads, or the widening of the existing streets, is very expensive in urban areas and usually causes many social problems due to the resettlement of people. From the point of view of the number of inhabitants, Hanoi City is now over one million. Above this number the international experience shows that the public transportation must be a mass transport system with large capacity, commercial speed and also independent as much as possible from the street network. According to the Hanoi Master Plan for 2020, the Hanoi urban population will be over 3.5 million persons. Also, in the next 15 years, the distances between centre-destination points will be doubled by comparison to 1995.

"The International Tunnelling and Underground Space Association (ITA) is a nonprofit organization that represents all aspects of the tunneling and underground space industry worldwide. Next year, the ITA will be holding its annual World Tunnel Congress (WTC) in San Francisco, CA, April 22-28, 2016. The ITA’s mission is to be the leading international organization advancing the entire industry and promoting the use of tunnels and underground space through knowledge-sharing and application of technology. This article updates a series of articles about the ITA prepared in 2007 by Harvey Parker, former president of the ITA, in anticipation of the next WTC in San Francisco.ITA accomplishes its goals through a range of activities that includes organizing conferences, workshops and meetings, working group and committee studies, training, experiments and other activities. ITA is also involved in the publication of proceedings, reports, and guideline documents as well as facilitating interaction among its membership and with sister organizations and decision makers. ITA currently includes 73 member nations and several hundred affiliate members, including 15 prime sponsors and 63 supporters. ITA’s membership is comprised of member nations as well as sponsors and affiliate members.The United States has had a prominent role in ITA since its 1974 inception, when it was formed as a result of a worldwide survey conducted in the early 1970s by the Organization for Economic Cooperation and Development (OECD). Bill Lucke, from the U.S., who was in charge of tunnels for the U.S. Federal Railroad Administration, was a member of the organizing committee that created ITA and became a vice president of ITA. In 1987, at the request of the U.S. Bureau of Land Management, the U.S. Bureau of Mines studied the 6,022-acre Spring Basin Wilderness Study Area (OR-005-009) in order to evaluate its mineral resources. The study area is in Wheeler County about 13 miles southwest of Fossil, Oregon. No mineral resources were identified. The area is underlain by volcanic flows, domes and sediments ranging in composition from olivine basalt to rhyolite of the Clarno and John Day Formations. There are three mining claims in the study area, all apparently located for lapidary material. Samples of agate were of poor quality. Four of 13 alluvial samples, two inside and two adjacent to the area, contained gold; content ranged from 0.0000097 to 0.00416 troy ounce per cubic yard. About 23 percent of the Wilderness Study Area is covered by oil and gas lease applications.

"CANMET’s Mining and Mineral Sciences Laboratories have developed the Canadian Mining Technology Network (CMT-Net), a website to provide industry with up to date information on technologies in several areas. This paper gives background on the Mineral and Metal Processing sector, describes the steps leading to the development of the websites strategy and gives a tour of CMT-Net. IntroductionThe government of Canada is developing a strategy aimed at fostering the development of value-added activities in the area of mineral and metal processing (MMP). Natural Resources Canada (NRCan) and Industry Canada will partner in delivering on this strategy. Instrumental in defining the main thrusts of the value-added strategy was a series of consultations held across Canada with representatives of companies and organizations active in the sector. The objective of the consultations was to identify barriers to the development of activities which add value in the sector, as well as point to positive factors.Following the consultations, a discussion paper was produced, “From Mineral Resources to Manufactured Products: Towards a Value- Added Mineral and Metal Strategy for Canada” (Natural Resources Canada, 1998). The paper reviews the sector’s structure and main statistical information, lists some of the positive factors and barriers to value-added activities and defines a new partnership between industry and government that will lead to more valueadded activities. The main objective of the paper is to serve as a discussion document between stakeholders during the development of the strategy."

Ni-Cd sealed and vented cells have been widely used in the last few years. The environmental hazard related to the heavy metals contained in Ni-Cd batteries is well known. Therefore, a number of scientific studies and commercial processes have been implemented in order to recycle them. Since spent batteries are a heterogeneous and complex material, any kind of recovery process needs some preliminary treatments. The proposed process described in this paper has been tested in laboratory and further developed in a pilot plant. It consists of a combination of mechanical and hydrometallurgical treatment steps, and is able to treat all type of Ni-Cd batteries. In particular, the mechanical treatments have to be done separately on vented and sealed cells, while the hydrometallurgical step is performed on a mixture of the two products obtained from mechanical steps. A fully automated dismantling line would allow the separate recovery of the plastic or metallic casing, terminals, KOH electrolyte, and electrodes to be further processed· for Ni and Cd recovery. The electrodes coming from dismantling line and sealed batteries are submitted separately to an original crushing and elutriation treatment to separate metallic and active paste in the first case and metallic, plastic and active paste in the second case. The hydrometallurgical treatment is carried out on active paste bearing product to produce Ni, Cd, and Fe comn1ercial salts through acidic leaching followed by a multi-step solvent extraction operation to obtain pure solutions.

Creede, one of the younger major mining camps in Colorado, grew spectacularly to a town of eight or ten thousand people in the early 1890's following discovery of rich ore in the Amethyst and Last Chance mines. Gross metal production in gold, silver, lead, copper and zinc rose to a maximum of four million dollars a year in 1893. Annual production dropped to much lower figures and ranged between one hundred and five hundred thousand dollars per year during the period from 1914 to 1940. Production reached a gross of eight hundred thousand to one million dollars per year by the mid-1950's. In the years 1953 to 1957, Steven and Ratté conducted geologic investigations which were carried on as part of a cooperative program of the U. S. Geological Survey and the Colorado Metal Mining Fund Board. In a preliminary report on the Creede District, Steven and Ratté suggested that the Bulldog Mountain Fault Zone appeared to be a favorable structure to prospect. On the basis of that recommendation, augmented by independent work done by Manning W. Cox, the property was acquired, transferred to Bulldog Mountain, Inc. and financed by an O. M. E. loan. Late in 1963 Homestake Mining Company, under a Lease and Option Agreement, backed the venture by furnishing additional funds plus management.

The mineralogical, chemical, microtextural, and particle size character of electric arc furnace (EAF) dusts are being studied by reflected light microscopy, scanning electron microscope-energy dispersive spectroscopic analysis (SEM-EDS) and electron probe microanalysis (EPMA). The dusts consist predominantly of metallic iron, iron oxide, and calcium-iron-manganese silicate phases, together with smaller amounts of iron-manganese-zinc-calcium, iron-calcium-zinc-manganese, and calcium-iron-manganese silicates. The samples vary in their zinc contents. Chlorine occurs in phases containing iron, lead, zinc, manganese, and calcium. The dust particles range greatly in size from 1 to more than 300 ~m, but most particles are about 1 to 6 ~m. Larger particles. about 20-50 um across. also are present. They are predominantly spherical in shape, but some are cenospheres, and others are more angular particles, some of which are broken spheres and cenospheres. Their internal microtextures exhibit evidence of liquid immiscibility, exsolution, skeletal crystal growth, and oxidation react i on rims. Because EAF dusts have been classified by EPA as hazardous wastes, there is heightened interest in the treatment of these dusts to render them non-hazardous. The mineralogy of products of pyrometallurgical treatment of EAF dusts by flash furnace and pyrohydrolysis are currently under study.

In surface mining for coal, common practice for the disposal of preparation plant refuse is to bury it. As with surface refuse piles, these buried wastes can ignite and can also lead to ground and surface water pollution. Steps to ameliorate these problems have been devised over the years. C and K Coal Company, of Clarion, Pa., the largest Pennsylvania surface mining company, has incorporated all of these steps and added of few, of their own in their latest disposal practice. In addition to layering and compacting, C and K practices selective placement and dilution to minimize longterm problems.
