The Pennsylvania Department of Environmental Protection (PaDEP) has been issuing surface mining permits since 1984 that authorize remining in areas that will affect preexisting pollutional discharges. These permits require the mine operator to employ best management practices to reduce pollution loading from abandoned mine discharges. A total of 110 completed mining operations with 233 discharges were evaluated to determine the impact to water quality. Overall, acid loading from these discharges was reduced by 7, 200 kg (15, 900 lbs) per day or 61%. Metal loadings were also reduced. For acidity, 49% of discharges improved or were eliminated, 52% showed no significant change and fewer than 1 % got worse. Loading reductions resulted from a combination of reduced concentrations and lower flows.

Within the first full year of BarrickÆs Cowal Gold Mine operation, the Lake Cowal Foundation Limited (LCF) has already been delivering results consistent with its goal to protect and enhance the natural environment of Lake Cowal and its catchment area. The LCF is a non-profit Environmental Trust established in June 2000 in conjunction with the development consent process for the construction of BarrickÆs Cowal Gold Mine. Its primary goal is to protect and enhance Lake Cowal, a nationally significant ephemeral wetland located 350 km west of Sydney, New South Wales, Australia. Significant concentrations of water birds visit the lake and the Australian Heritage Commission listed Lake Cowal on the Register of the National Estate in 1992. The LCF is managed by a Board of Directors from representative member organisations including the Total Environment Centre, National Parks Association, Nature Conservation Council and Barrick Australia Limited. Although largely funded by Barrick, the Foundation also attracts external funding and works in partnership with a diverse range of other groups and organisations, beyond the mine fence. The total value of currently approved projects is estimated to be in excess of $7.1 million, which includes æin-kindÆ contributions made by the local community and in particular the Lachlan Catchment Management Authority (LCMA) and local farmers. To date, LCF has been involved with the development and implementation of 30 projects with a total of 34 project partners. LCF has worked with over 60 landholders to improve Lake Cowal and its catchment, with 6180 ha of land now being managed for conservation or sustainable farming in the local area. Many landholders have been, or are involved in property planning or participating in other training opportunities. Sustainability of LCF programs and outcomes will be assured by commitments to projects within four key themes: conservation, research and research support, sustainable farming and community education and training. The LCF works independently from the mining company and has no responsibility for the environmental management within the mining lease. It is about capitalising resources generated by the mine to enhance environmental outcomes in the wider Lake Cowal catchment area by working collaboratively with the local community, industry and government authorities to ensure the long-term protection of a unique wetland ecosystem affected by landscape scale degradation.

In this paper, the forced features and dynamic behaviors of stone-column composite foundation are concisely related. The characteristics of Rayleigh wave method is summarised. This method is proposed in which, the stress ratio of the stone-column to the surrounding soil and the bear­ing capacity of the composite foundation are determined. Through the engineering cases, it is shown that, checking and evaluating the composite foundation in this method, is feasible, with high speed and low cost.

Keywords: Pd-Ni alloys, Pd-Fe alloys, Pd-Co alloys, Magnetostriction, Magnetic Properties The presence of congruent melting minima, the occurrence of ferromagnetic transition over a large composition range, and FCC type crystal structure make Pd-Ni, Pd-Co, and Pd-Fe based systems attractive candidates in our search for materials with no rare-earths, large low-field magnetostriction, and good mechanical properties. The presence of paramagnetic-ferromagnetic transition over a broad range of composition also provides opportunity for fundamental studies. In this work, we have examined the magnetic and magnetostrictive behavior of Pd-Ni, Pd-Co, and Pd-Fe alloys over the entire composition range. Alloy sample rods were prepared by arc melting and casting. X-ray diffractometer was used to obtain lattice parameter data. Magnetostriction was measured along the rod axis using strain gages. Magnetic properties were measured using a vibrating sample magnetometer.

A study was made by the Bureau of Mines to determine the influence of high energy-rate deformation on the structures and properties of low-carbon steel, stainless steel, titanium, titanium-6 percent aluminum-4 percent vanadium, beryllium, molybdenum, and tungsten. The purpose of this study was to determine relative formability, the effect of energy and temperature on metalworking parameters and resulting structures, and the properties of materials formed by this technique. Forming techniques were limited to upset forging and direct extrusion on pneumatic-mechanical forming machines. Results show that considerable grain refinement can be achieved by careful control of deformation and forming temperature by high energy-rate techniques. Significant improvements in strength were observed as a result of this refined structure. Approximate deformation resistance as a function of temperature was determined for a variety of materials.

The close proximity of cobalt and nickel on the Periodic Table and their frequent occurrence together in nature means that their separation in primary hydrometallurgical flowsheets is not only often necessary, but requires the use of innovative chemistry to achieve high selectivity. Today, increasingly stringent demands for the high-purity cobalt and nickel salts required for battery applications in consumer electronics, electric vehicles, and solar applications are again challenging the state of the art. The evolution of cobalt–nickel separations is traced from the basic precipitation technologies employed in 1960s, through commissioning of the first cobalt solvent-extraction plant in South Africa in 1974, to the commercialisation of organophosphinic-acid extractants (which provided a step-change improvement in selectivity) and their eventual widespread use in the 1980s and ’90s. This was followed later by their sulphur analogue, which enabled different possibilities for laterite processing in the new millennium. Separations in chloride media, which take advantage of the different speciation chemistries, and nickel extraction by oximes in ammoniacal systems are also discussed. More recently, chelating and solvent-impregnated resins have added further dimensions to the possibilities for flowsheet design and enabled higher purity products to be attained from both primary and secondary sources. Selected case studies and flowsheets are described.

PROJECT DESCRIPTION The York Durham Sanitary System (YDSS) Interceptor in the Town of Richmond Hill located just north of Toronto, Ontario, Canada will see the construction of a tunnel extending along 19th Avenue for a length of approximately 3.8 Km from Yonge Street, east to Leslie Street and will have a minimum internal diameter of 2.1 m. t to Leslie Street and will have a minimum internal diameter of 2.1 m. The tunnel will connect into four shafts, for which two of the shafts will be constructed using the slurry wall construction method given the high water table and difficult ground conditions encountered at these locations. The two shafts noted as Access Shaft No. 2 and No. 3 were designed and constructed to meet regulatory conditions, which required a sealed shaft construction method. GEOGRAPHICAL PROFILE The ground conditions in the Toronto region consist predominately of glacial till, glaciolacustrine and glaciofluvial sand, silt and clay deposits, and beach sands and gravels. The shallow geological formation found in the project area consists of four types of deposits: Oak Ridge Morain deposits, Halton Till, Glacial lake deposits and Organic soils. The Oak Ridge Morain is the dominant deposit encountered along the tunnel alignment. This formation consists of three deposits: The Upper Till, Middle Sand and the Lower Till. Standard penetration tests (SPT) carried out in these deposits measured N-values ranging from 2 to more than 100 blows/300mm which indicate very loose to very dense soil conditions. The Middle Sand deposit will be the dominant feature within the slurry wall construction at access shafts 2 and 3. Access Shaft 3 The base of the slurry wall will be 20.5 M below the ground surface. Slurry wall excavation will be within peat and organic soils found at the upper 3 M, followed by 5 M of the Upper Till. The remainder of the excavation will be within the Middle Sand. The piezometric head elevation is found at the ground surface. Access Shaft 2 The base of the slurry wall will be 22.5 M below the ground surface. Slurry wall excavation will be entirely within the Middle Sand 2.The piezometric head elevation is found at 7 M below the ground surface.

Part of the U.S. Bureau of Mines mission is to supply the U.S. mineral industries with information that is useful in planning to meet the Nation's critical and strategic mineral needs if a national emergency occurs. The Bureau conducted laboratory research including operating a nominal 100 lblh pilot plant to demonstrate the recovery and concentration of chromite by gravity and flotation operations from three northern California mineral deposits. Gravity beneficiation test results show that concentrates contained as much as 52 pet chromic oxide (CrZ03) with recoveries of about 80 pet. Results from the bench-scale unit operations of mineral liberation, tabling, vanning, spiraling, pinch sluice, work index, and thickener area determination tests are presented in this report.

To study the preparation process of an earthquake, we should get closer to the hypocentre. In co-operation with ISS International, we had an experimental field (~200 m x~200 m) without dykes and faults in a South African deep gold mine. We have monitored more than 20,000 seismic events (M<2) with borehole tri-axial accelerometers. We used a data acquisition system with 15 kHz sampling and 120-dB dynamic range. In a remnant area at a distance of 100?200 m, an earthquake sequence associated with an M~2 event occurred. Significant changes in seismic parameters such as stress drop, b-value, energy index were observed associated with the sequence. We installed Ishii?s borehole strain meters and could monitor as large a strain change as 10-4associated with mining. However, sampling was only 4 times per hour and 12 bit A/D. A distance from the M2 sequence was ~100 m, being not close enough. Therefore, we found another field with several crosscut tunnels excavated across a fault where an M=2-3 event is expected. We installed the strain meter within several metres of the fault to monitor both shear and normal strains on the fault. The strains are continuously digitized with a 24-bit 25-Hz A/D conversion. The Earth Tide (10-8)is clearly detected. Seismicity induced by longwall mining can be compared to earthquake swarm induced by fluid intrusion to vertical dykes. We also found a decrease in energy index in the source area of M>5events a few days before the major events. Currently, there are several techniques and technologies available which are used by mining industry in its attempts to remotely monitor the ground movements both at surface and underground mines. The currently available remote distance meters and distance change monitors mainly use phase change and time-of-flight techniques. The described monitor uses triangulation technique to track position of an optical spot projection and then image processing to measure mine wall movements. The system can be easily automated and poses no obstruction to mine traffic. The position of an off-normal laser spot will shift as the target wall moves. The described ground movement monitoring system has potential for superior accuracy and target monitoring can be made through air (gaseous) or other transparent media. The theoretical accuracy and range of this system depends solely on the resolution and focal length of the camera being used. The remote capabilities of the system make it uniquely suited to applications where monitoring is required in high-traffic, inaccessible, or unstable and dangerous areas of a mine.

An image analysis program can search for gold minerals in polished sections by scanning about 100 x 100 back-scattered electron images at a magnification of x400, allowing gold grains as small as 1 micrometre in diameter to be detected. Typically, a c.15 h overnight search of a product smaller than 45 micrometres will scan c.1 500 000 particles, providing data that are not easily obtained through manual operation of an optical microscope. The program locates grains of the correct brightness, acquires gold X-rays from them by wavelength-dispersive spectrometry, filters the data to remove artefacts and record the images and stage locations for subsequent retrieval. At the end of the run, the program allows the operator to verify and identify the grains found. Industrial studies at Canmet have included determining the nature of gold in cyanidation tailings, checking the mineralogy and size of gold grains in samples from an Indonesian Cu-Au concentrator and locating and measuring gold liberation and grain sizes in an ore

"Concepts of linear elastic fracture mechanics were applied to study two cases of failure, namely an equalizing beam from a tandem rear axle of a highway tractor unit and the main beam of a flat bed trailer. In the first case, the presence of a crack, initiated by stress corrosion cracking followed by significant fatigue crack propagation produced a state of stress which was sufficient to produce brittle failure. Calculation of the fatigue life agreed with the number of cycles that the structure experienced before final fracture. In the second case, it was demonstrated that a combination of low temperature and high loading rate was sufficient to cause brittle fracture.IntroductionFailure analysis of engineering components has generally been carried out without the benefit of fracture mechanics. It is generally understood that real structures inevitably contain internal or surface flaws which under an applied load, may propagate to fracture. Fracture mechanics relates the applied stresses to the crack size in specified geometries. Since its introduction approximately thirty years ago, fracture mechanics has evolved as a design philosophy which can be used to develop fracture-safe designs. It can be also applied in analysis of failures, to ascertain if sound design and fabrication methods have been used."

Currently, mineral producers are suffering through a major downturn in prices for their products, even though it has only been a few years since they were enjoying high prices. From an historical perspective, the current situation is another of the cyclical down-turns that often reoccur every 5 to 7 years or so. This paper uses time trend decomposition techniques to identify the cycles and statistical methods to find the duration of these cycles for a variety of mineral prices. Given some idea of how long and severe these cycles typically are, the mining industry can better plan to weather the downturns and take advantage of the upturns. For example, timing investments in new projects to take advantage of the cyclical upturns can dramatically improve project profitability.

During recent years there has been a marked increase in the use of explosives in Queensland coal mines. Delay detonators have been introduced and their use has extended with the wider application of mechanised methods of mining.The need for careful study of the characteristics of delay detonators is stressed so that the advantages of simultaneous firing, from the points of view of safety and efficiency, may be obtained. With their use new potential hazards are introduced. These hazardsare considered and means whereby the overall safety may be improved are discussed.The increase in the number of misfires since the introduction of delay detonators is shown and the examination of misfired detonators is described. Lessons to be learned! from these misfires are noted and details are given of the essential requirements for safe and efficient blasting using delay detonators.INTRonUCTIONOne of the aims of mechanization in coal mines is to reduce the physical effort applied to the winning of coal. Explosives play an important part in achieving this and, following the introduction of power borers for the drilling of shot-holes in Queensland coal mines, much of the arduous work associated with coal getting has been eased. During recent years there has been a marked increase in the consumption of explosives, as shown in Table 1, and it must be the aim of all to use these explosives safely and efficiently. "OIL EXPLORATION in Western Canada has produced outstanding results in the past few years. From such successes as Leduc and Redwater on the western plains, oilmen are now moving north in the ever-widening search for oil. They are reaching new frontiers and meeting new problems presented by this vast hinterland.One of the least known but most troublesome phenomena which will be encountered is permafrost. This term relates to a thickness of soil or other superficial deposit, or even of bed-rock at variable depths beneath the surface, in which a temperature below freezing has continually existed .for a long time. This permanently frozen ground affects, in many ways, oil exploration and exploitation. Seismic records are changed, pipe lines cannot easily be ditched into the ground, formation of wax is speeded-up in tubing and pipe lines, roads are difficult to build, and foundations of buildings and even of drilling 'rigs may require entirely new methods of construction.Permafrost underlies roughly one-fifth of the entire 'land surface of the world. It covers the northerly portions of Eurasia and North America. In the area that we are here concerned with, the southern boundary of permafrost extends south of east from about latitude 59°N. on the Pacific coast across the Rocky mountains, through Great Slave and Athabasca lakes, to cape Henrietta Maria, at the junction of Hudson bay and James bay (see Figure 1). Geologists generally agree that permafrost first appeared in the Pleistocene or Ice Age as the result of abnormal ground freezing."

The swift decline of coal during the period of unprecedented expansion in the Canadian economy is a phenomenon deserving careful examination, because the underlying forces contributing to this decline may have broader implications in our national economy. At the present level of technology, coal is more difficult to process, transport and utilize than liquid and gaseous fuels. Fundamentally, it is a matter of limitation in technique. Because coal is a vast store-house of energy in Canada, the reduction of these limitations is in the long-term national interest.

In order to meet increasing demands for water supply in the next millennium, the Government of the Hong Kong Special Administrative Region have identified the need for a major new water treatment and transfer scheme. The project now under construction will comprise a 1.2 km long raw water aqueduct, a major new 0.25million cubic metres per day water treatment works (with space for upgrading to 1.2Mm³/d), a 12.1 km long treated water aqueduct and a primary service reservoir.
