In addition to the geologic risk of a particular project, the criteria that an international exploration company (æIECÆ) utilises when making an investment decision in a particular country should also include a critical analysis of the political, judicial and fiscal regime of the host country. A key investment criteria of an IEC is mineral tenure and the security and continuity of that mineral tenure under the host countryÆs existing legal system as well as the host countryÆs overall legal, political and fiscal framework, the latter of which can affect the projectÆs overall economic viability in a number of ways. The authors, Steve Vaughan and Michael Bourassa of Aird & Berlis, Toronto, Canada, have taken the position that developing an understanding of a countryÆs legal tradition is a crucial first step in analysing the mineral regulatory regime of a particular country. This paper continues their efforts to overview the most recent legal trends affecting the worldÆs mineral industry and attempts to analyse, categorise, compare and contrast differing legal systems, cultural backgrounds and economic philosophies relating to the development of mineral rights in Pacrim countries and the resulting commercial, legal, and political framework which ultimately drives the relevant mineral legislation. For the convenience of organisation of this analysis, the authors have divided the Pacrim countries into four smaller groups, firstly, on the basis of their legal tradition and, secondly, by their geographic location:Common Law Countries: USA, Canada, Australia and New Zealand; Spanish Civil Code Countries: Mexico, Central America (Panama, Nicaragua, El Salvador, Guatemala), South America (Chile, Peru, Ecuador, Colombia). Communist or Former Communist Countries: Mongolia, China, Russia. Countries of the Pacific Southwest: Phillippines, Indonesia, Malaysia, Indo-China (Vietnam, Laos, Cambodia, Thailand), Papua New Guinea. The discussion starts with an analysis of the various types of legal regimes, attempts to classify or categorise them, reiterates the necessity for the rule of law and those factors which encourage mineral exploration and development and discusses and recommends the expansion of a practical country competitiveness rating system developed by the Fraser Institute. In addition to the fundamental issue of mineral tenure û what it is and how secure it is û the paper discusses how different legal systems have shaped different approaches taken by individual nations to attract foreign mineral investment. The paper analyses the best practices and experiences accumulated in different Pacrim countries with varying legal traditions and identifies a practical country competitiveness rating system which the authors believe should be expanded to cover all minerally endowed countries. This rating system will permit countries to identify their mineral regime weaknesses and adjust their legal systems to better attract mineral investment and will also permit exploration and mining companies to compare their jurisdictional choices with those selected by their competitors.

This manual is for use by mine operating personnel and vehicle manufacturers in the selection and proper use of automatic fire protection systems for underground metal and non-metal mining vehicles. Most of the currently available systems are manually operated, dry chemical fire suppression systems. When properly designed, installed, and maintained these systems have proven to be effective both in fire suppression and in withstanding the rugged mine environment. Portable fire extinguishers and manually actuated systems have provided adequate protection for most of the reported fire incidents. However, there have also been incidents where injuries and property losses would not have occurred if the vehicle had been protected with an automatic fire protection system. The need for reliable automatic systems exists when the operator is not present, especially when the vehicle engine is running without the operator in the cab; and also in cases where the operator leaves the vehicle to fight a small fire with a portable and is then forced to abandon the vehicle because the small fire becomes uncontrollable. In the later cases manual systems on the vehicle are never actuated. Although these incidents have been relatively few in number in the past, the increasing use of mobile diesel powered equipment and the related importance of personnel safety, high costs of the mining vehicles, and high cost of down time warrant consideration of automatic fire protection systems. The fire history data and the design concept discussed in this manual were developed under the Bureau of Mines Contract H0252038 which is part of the government's mining research safety program. The purpose of the contract was to develop a low cost, reliable, prototype automatic fire control system for underground vehicles. The industry needs were determined through an extensive mine visitation program, and the prototype system was demonstrated on a vehicle in an underground mine fire test. The system developed under this contract was specifically designed for a load-haul-dump. However, the design concept is applicable to the full general class of mobile underground mining equipment.

On July 30, 1979 New Council on Environmental Quality (CEQ) regulations for implementing the procedural provisions of the decade-old National Environmental Policy Act went into effect. These new regulations replace approximately seventy different sets of agency regulations, providing some uniformity throughout the Federal government in the conduct of environmental reviews and preparation of environmental impact statements (EIS). This attempt by the Federal government at a general improvement in the preparation and quality of EIS's presents an opportunity for the mining industry to evaluate how the EIS process for mining proposals can be expedited. The environmental impact statement is often a key element on the critical path of a major mining project. Preparation of the EIS is ordinarily the responsibility of the Federal agency with primary decision-making authority over the project. Still, the proponent, i.e. the mining company, can play a major role in the process and have a major impact on the timeliness and adequacy of the effort. Typically, the Proponent will conduct (or will hire consultants to conduct) environmental baseline studies of, for example, air quality, wildlife, geology, water quality, vegetation and archaeology. These studies are then compiled into an environmental report and submitted to the agency. The agency verifies the data and incorporates them into the environmental impact statement.

The Diesel Emissions Evaluation Program (DEEP), a research consortium formed in 1997 by Canadian mining companies, labour unions, and provincial and federal government departments, completed its work by mid-2006. This program, in which Vale Inco participated with both direct funding and in-kind contributions, investigated the ability of currently available technology to significantly reduce underground concentrations of diesel particulate matter (DPM) with high efficiency and low maintenance over a long-term period (years of life).While DEEP?s testing showed that engine maintenance is a critical component for lowering DPM, it was clear that reduction of DPM to the very low target levels of ~0.05 mg/m3 was not possible with maintenance alone. The best candidate technology for achieving low DPM levels was particulate filter systems. Furthermore, successful deployment of such systems was highly dependent on removing them from having to rely on human intervention for their regeneration. The search continues within Vale Inco to identify a reliable and rugged system.

The story now unfolding on the Mesabi Range is more than just another chapter in the continuing history of iron mining. It is an epic of foresight, research and pioneering instinct just now culminating in the rapid growth of a new industry hardly more than ten years old. And that growth has been impressive. In the decade that has passed since Reserve Mining Co. blazed a trail as the first successful large- scale commercial taconite operation, the number of plants now existing or soon to be operating has grown to six. From Reserve's initial capacity of 3 million tons of pellets per year, total production capacity on the Range has surged to 31.5 million tons while capital investment has leaped from $300 million in 1955 to almost $1 billion today. During the past year alone, more than $500 million has been committed to these projects, an amount probably greater than that going into any other single mining area in the world. There is more yet to come.

"This paper discusses energy use and conservation in the primary copper industry and illustrates eco-efficiency considerations, using select examples of practices at ASARCO LLC, an integrated primary copper producer and others in the industry that promote eco-efficiency. The World Council for Sustainable Business Development first publicized the concept of eco-efficiency at the Rio Earth Summit in 1992. Eco-efficiency is a management concept linking environmental and economic performance and is aimed at generating added value for a business through, among other things, increased resource and energy conservation and reduced environmental impacts throughout the life cycle of the product or service. This concept differs from sustainable development in that focus is only on economic and environmental factors and does not include social considerations. In the metal mining and processing context, this added value can be realized by implementing practices that promote conservation of water and mineral resources, conservation of energy, minimization of waste, reduced emissions and effluents and increased recycling. The examples from the primary copper industry used to illustrate eco-efficiency considerations include: water and energy conservation in mineral processing, adoption of flash and bath smelting processes, emission reduction and process improvement associated with fire-refining, implementation of green chemistry in electrorefining, promoting product stewardship initiatives and fostering renewable energy project on disturbed mined lands.INTRODUCTION ASARCO LLC (Asarco) was organized in 1899 as the American Smelting And Refining Company. Originally a consolidation of several lead-silver smelting companies, it evolved over the years into an integrated producer of primary non-ferrous metals, including copper, lead and zinc and associated co-products. Grupo México, S.A.B. de C.V acquired Asarco in 1999. Today, Asarco is a vertically integrated producer of primary refined copper and associated co-products such as gold, silver, molybdenum, selenium and tellurium. Asarco operates three open-pit mines and mills, two leach, solvent extraction-electrowinning (SX-EW) plants and a copper smelter in Arizona and a copper refinery in Texas."

The paper describes the geology of the gold deposits of the Yanacocha district, Northern Perú. The Yanacocha District is located 20 km north of the city of Cajamarca, whose deposits are located in the Andes of norther in Perú. Gold production may have occurred as early as Incan times, but modern exploration that began in the 1960’s targeted only copper and silver. Current mining is entirely by open pit methods with heap leach recovery. Production in 2003 was from the Cerro Yanacocha deposit and the La Quinua fluvioglacial deposit. La Quinua is not discussed in detail in this report. However, Yanacocha is described as a high-sulfidation epithermal deposit occurring in pyroclastic rocks. The success of Yanacocha has made this type of target among the most sought after by exploration companies worldwide. The important characteristics of the geology of Yanacocha are reviewed below, along with some specifics of exploration techniques used in the district.

"The National Safety Competition covering the calendar year 1934 was the tenth yearly safety contest conducted by the United States Bureau of Mines. Participating in the competition were 334 mines and quarries in 38 States. Five mining or quarrying companies, each the leader in its group for having established the best safety record during the year, were awarded the national safety trophies ""Sentinels of Safety.""Since these annual contests were begun 10 years ago by the United States Bureau of Mines the scope of the competition has been broadened materially, both as to the number of plants participating and as to the number of man-hours of exposure to accident hazards. Moreover, marked progress in the prevention of accidents has been achieved, as is indicated by an almost constant downward course in toe accident-frequency rates for the contest group as a whole during the past 10 years. On the other hand, the accident-severity rates for the group showed an upward trend during the first part of the decade and a downward trend during the latter part of the period except in 1930 and 1934; in each of those years a disastrous explosion with abnormally heavy loss of life occurred at the property of one of the participating companies.Because of the abnormal nature of the major disaster in a bituminous-coal mine in 1930 and 1934 the accident-severity rates for the bituminous group for those years are not strictly comparable with the rates for other years. The rates for bituminous mines for 1934 in the present report have therefore been computed on two bases; first, to exclude the record of the company that suffered the disastrous explosion and, second, to include the record of this company. The first rate represents the normal experience of the bituminous coal companies unaffected by the disaster and is therefore more indicative of the real trend of the accident rates for this class of mines from year to year. The latter rate shows the actual experience of all bituminous mines in 1934. The report of the competition of 1930 likewise showed the rates for the bituminous group as computed both with and without the disaster that occurred that year.The National Safety Competition is conducted by the United States Bureau of Mines in the interest of safety in the mining and quarrying industries. This object is accomplished directly through the efforts of the competing companies and their employees to win first place in the competition and thereupon receive well-merited and national recognition for their achievement. Indirectly the purpose of the contest is accomplished through studies by the Bureau of Mines of the facts contained in the accident reports which the competing companies furnish to the Bureau to enable the Bureau to compute the accident rates that are the basis for determining the winners of the contest."

This work is a codification and annotation of the Congressional enactments relating to minerals, mineral lands, and mining. It covers every enactment of Congress from the original ordinance of 1785 to the present time, as well as all sections of the Revised Statutes of the United States relating to these subjects. These laws are grouped according to their general subject matter, and are arranged thereunder in numerical or chronological order. Many of the mining statutes include matter not pertinent to the subject, and only those parts of such acts are quoted as will properly show their relation to minerals and mineral lands and indicate how they should be construed. Some mining acts have been repealed or have become obsolete, and others have become incorporated substantially in sections of the Re- vised Statutes; but these are retained in order to show the changes made, and the constructions placed thereon by the courts are given as aids in construing the new or repealing acts. The annotations consist of legal propositions abstracted from the decisions of the various courts and executive officers of the Govern- ment that have interpreted the sections and statutes so codified. These legal propositions are arranged under the different sections and acts with appropriate headings, titles, and subtitles, in logical order, exhibiting the present status of each particular section or act and its application to the subject of mines and mineral lands. The annotations do not purport to be abstracts of decisions on the sub- stantive law of mines and mining generally, but are limited strictly to the interpretation placed on a given section or act definitely re- ferred to by a court or executive officer by the number of the section of the Revised Statutes or the volume and page of the Statutes at Large in which the Congressional enactment is found. "This paper outlines a comprehensive, cost-effective testing program for the acid-ferric sulfate heap leaching of oxide, supergene and primary copper ores. It is based on extensive experience in copper heap leaching and uses the many technological advances in the field developed over the past several decades. The approach described requires firstly a detailed resource evaluation, then a hydrodynamic characterization of representative samples and, finally, a focused metallurgical testing program. The principles communicated here can be applied to other acid leachable minerals. The program varies considerably from conventional testing in its disciplined, orderly, step-by-step approach, its application of hydrological and chemical principles to leaching, and its reliance on fewer, more tightly controlled column tests. The purpose of the test program is to optimize the financial, time and other resources devoted to the program, while minimizing the financial risks to the development company or companies and the project funding providers. IntroductionThe major goal of any process development testing program should be the successful implementation of the project. With respect to heap leaching, the metallurgical testing program plays a critical role in the larger objective, as described in Scheffel (2013, 2014). McNulty’s series of papers (1998, 2004, 2014) confirm that the success of any project is directly proportional to the extent and quality of the testing program on which the process is designed.Therefore, a key development objective is to conduct a well-focused metallurgical test program. While the primary focus of this paper is copper, the acid leaching of any substance would benefit from a similar approach.This paper addresses primarily the sulfate system, which is compatible with the bioleaching of sulfide minerals. Nicol et al. (2011) described the advantages of the chloride leaching of copper sulfide minerals. United States patents Nos. US 2009/0173188 A1, US 8,597,933 B2 and US2015/0232963 A1, assigned to BHP Chile Inc. and BHP Billiton S.A. Ltd, describe methods for both the oxidative and nonoxidative leaching of primary and secondary copper sulfides. Reyes (2013) and Ipinza and Flaquer (2014) described commercial applications of chloride-based heap leaching. The testing disciplines discussed in this paper will also apply to the development of an acidic chloride leaching system."

ABSTRACT Fierce market competition and demand have made it imperative for mining companies to achieve higher productivity and operational efficiency. The selection of the best mining method and equipment combinations will enable companies to meet production and efficiency targets. Continuous mining is increasingly preferred by companies for its high efficiency and low unit costs. We developed simulation models for two continuous mining systems: the continuous surface miner (CSM) system and the at-face slurrying (AFS) system. Considering two different case studies, the paper discusses application of developed models to determine the optimal number of trucks and equipment capacities for the two systems.

Following the Sago Mine accident, the Mine Safety and Health Administration (MSHA) asked the U.S. Army Engineer Research and Development Center to study several possible methane explosion scenarios in the Sago coal mine. The study used a 1-ft resolution map of the mine to produce a 3-dimensional (3-D) model of a portion of the mine, including the sealed area where the explosion occurred. An advanced 3-D computational fluid dynamics (CFD) code was used to calculate the explosion pressures within the sealed area, on the mine seals, and in nearby regions of the mine. Based on the best available information on methane concentrations and assumptions on homogeneity and on layering and mix composition, three separate initial conditions of methane-air concentrations and location were studied. This paper discusses the CFD modeling technique, the results of the calculations, the challenges of conducting this type of modeling, and the advantages and limitations of CFD modeling of accident investigations of mine explosions.

"The concentration of the fourth production line at Golgohar includes 66% iron with Blaine number of 500 cm2/g. For pelletizing process, the feed iron grade should be greater than 68% with minimum Blaine number of 1800 cm2/g. In this study, the low intensity magnetic Separators, particularly the feed particle size distribution of LIMS were considered. The feed particle size distribution of the separators was optimized to prepare an appropriate concentrate (as mill pelletizing feed). The samples were performed from the LIMS feed and after grinding, four d80 (64, 103, 132, and 15 3µm) were prepared. Then, laboratory magnetic separation experiments were conducted on these samples. The best results obtained using d80 of 132µm. In this particle fraction, the iron grade and Blaine number were 70.3% and 1571 cm2/g, respectively. Therefore, it seems necessary to include a grinding and classification systems before LIMS stage. According to the presence of a high amount of -132 µm particles in the initial feed, an inverse closed circuit was selected. The hydrocyclone was designed in three units as the classification system with 62 cm (diameter), 22 cm (overflow outlet) and 11 cm (apex diameter). By simulation of hydrocyclone with USIMPAC software, the size distribution of underflow was determined. Based on these results, a ball mill with dimensions of 6.7 m (length) and 5 m (diameter) was designed as grinding system.INTRODUCTIONGole-Gohar iron ore concentration plant No.4 (Polycom Plant) in Gole-Gohar Industrial and Mining Complex was installed to increase production capacity as well as treating the circulating load from AG and SAG mills of the main concentration plant of the complex. The load from the mine is crushed using jaw and cone crushers. The crushed ore is then combined with the circulated load and the combination is then grounded using HPGR and ball mills respectively.After comminution, there is a magnetic separation plant which includes a medium intensity magnetic separator (MIMS) followed by three low intensity magnetic separators (LIMS). Final concentrate dewatering is done using three belt filters. After the primary magnetic separation, the ore is upgraded to 62% Fe content and final concentrate which is the product of LIMS has 66% Fe content."

Recently, a new hybrid geopolymer/biopolymer (GP/BP) cementitious material was developed for improving the performance of pumpable roof supports in underground mines. This study demonstrates the application of the hybrid GP/BP cementitious material and validates its effectiveness in full-scale. In this regard, eight (8) full-size (0.61 m diameter and 1.52 m height) cribs were produced in collaboration with Minova International Ltd and tested at the National Institute for Occupational Safety and Health (NIOSH) Mine Roof Simulator (MRS) Laboratory. These full-size cribs were produced with different material configurations to evaluate the effect of water to solid (W/S) ratio, Portland cement (PC) content, and BP dosage. The results demonstrated and validated the effectiveness of the hybrid GP/BP cementitious material in increasing the peak and residual bearing capacities of pumpable cribs and eliminating the issue of deterioration when exposed to air compared with the conventional Portland cement/fly ash (PC/FA) cementitious material currently used in practice. On average, the peak uniaxial compressive strength (UCS) and the highest residual UCS after peak of the full-size cribs produced from the hybrid GP/BP cementitious material are 1.90 and 1.33 times of those of the PC/FA-based full-size cribs by one company and 2.32 and 1.66 times of those of the PC/FA based full-size cribs by the other company, respectively.

The results of a laboratory investigation of coal cutting mechanics and noise is presented. These experiments were performed using a linear cutting apparatus that operates over a broad cutting speed range. The influence of several coal cutting parameters on the noise, force, productivity, and specific energy associated with linear cuts is ascertained. Some basic theoretical aspects of coal cutting mechanics and noise generation are discussed, and the results of the laboratory experiments are used to Formulate analytical models of the coal cutting forces and noise. The analytical model For coal cutting noise is then generalized to account for the more important effects of rotary cutting. Based on the generalized model, an estimate of the sound pressure level at an operator's position is made for a typical continuous mining machine. It is concluded that by employing linear rather than rotary cuts, using deeper depths of cut, slower cutting speeds, and more efficient cutting tools, it is possible to reduce the level of coal cutting noise, as well as Provide benefits to other important areas of underground health and safety.

"A general computer program has been written to calculate material balances using multiple regression techniques. The program can handle metal assays or size distribution data obtained in multiple surveys of the flotation circuit. The ""best fit"" weight split is calculated between the input and product streams by minimizing the sum of squares of the residual errors using all of the available data. The program includes an assay adjustment feature in which each assay is recalculated to fit the ""best fit"" mass balance. Thus assay or sampling errors can be easily identified. Also the assays can be statistically weighted so the most precise measurements are given the most influence on the material balance. The computer output reports the mass balance, the actual and corrected assays, the percent metal recoveries and the significance and confidence levels for the weight splits.The program enables a rapid and accurate evaluation of mass balances from large masses of data obtained in multiple surveys around a flotation circuit. The effects of changing process variables can be quickly evaluated with statistical confidence."

GEOCHEMICAL investigation of trace elements in surface materials was begun near Ely, Minn., in 1953 along the basal contact of Duluth gabbro with Giants Range granite (Fig. 1). This article presents data on the distribution of copper and nickel in till and in stream sediments in the area and proposes an explanation for the types of distribution found. The Duluth gabbro, one of the world's largest basic intrusives, intrudes rocks which range in age from Keewatin to middle Keweenawan. Within the test area the gabbro is in contact with granite except for short sections where it is in contact with remnants of iron formation. Sulfide mineralization occurs within the gabbro, near and parallel to the basal contact for a distance of several miles. Schwartz and Davidson' have described the geologic setting of the mineralization. The sulfides, believed to be syngenetic, include chalcopyrite, cubanite, pentlandite, pyrrhotite, and minor amounts of bornite. They occur disseminated in the silicates and as small interstitial masses. The ratio of copper to nickel is about 3.8:1, based on 66 chemical analyses of rock samples from various outcrops (Ref. 1, p. 702, and Ref. 2). Test Procedures: With specified exceptions, all nickel and copper tests were made by the chromo-graph method,:' which measures the intensity of a colored spot formed by a reaction between the metal being determined and special reagent paper. The intensity is then compared to the intensity of spots prepared from samples of known metal content. Details of the test procedure are outlined in another article (Ref. 4, pp. 77,78). All soil samples tested in this investigation to date have been weighed on an analytical balance. However, a volumetric scoop designed to provide about 0.1 g of soil adds to the speed and ease of testing and has been found to give satisfactory results (Ref. 5, p. 531, and Ref. 19). The size of the samples used for the tests was 0.1 g. Whenever such small samples are used there is some question as to whether they are representative of the several grams in the field sample. Many repeat tests of the samples used in this investigation demonstrated that results can be reproduced within the limits of accuracy of the method without formal mixing beyond that inherent in screening the soil fractions. Furthermore, the 0.1 g is probably as representative of the field sample as the field sample is of its area of influence. Hawkes and Lakin (Ref. 6, p. 291), who considered the general problem, compared ground and quartered bulk samples of 500 g with 5-g grab samples. They concluded that "there is no significant loss in accuracy of data by substituting grab samples for bulk samples." The term soil implies somewhat different things to the geologist, engineer, and soil scientist.' For convenience the term as used in this article refers to unconsolidated material (the mantle) overlying bed rock. Sampling Procedure: Samples were taken at 100-ft intervals along north-south traverse lines across the gabbro-granite contact. The soil (till) samples were taken at an average depth of 1 ft, which was below the high-humus surface layer and into clean till. Samples taken at 1-ft intervals down to ledge showed as high a metal content at 1 ft below the air-surface as at greater depths and in two instances were slightly higher. The till at 1-ft depth did not appear to differ from material at greater depths. Total depth to bedrock has been tested at only a few points and where measured varied from 1 to 10 ft. Aerial Distribution Contours and Profiles: Plotting of copper, nickel, and cobalt content in contour form (Fig. 2) shows that anomalous amounts of these metal ions occur in till over and closely adjacent to mineralized areas of the gabbro. Contouring nickel content alone, or the copper content, outlines the same target area. Contours of the copper content provide a more distinct anomaly than nickel because of the higher copper concentration. The traverses are rather widely spread for interpolation; however, drilling has confirmed the target area essentially as shown.
