This volume- summarizes mining and petroleum legislation in 18 European jurisdictions. Within these jurisdictions, primary attention is given to requirements that must be met in each country for acquisition of rights to permit development of mineral resources. Coverage includes: First, identitication of the controlling laws or statutes governing minerals acquisition and reference to the administrative authority; second, analysis; of the laws governing mines and quarries and their products; third, analysis of laws applicable to natural gas, petroleum, and related materials; and fourth, mention of laws regulating offshore operations. Where pertinent, sections dealing with historical background or administration have been added in countries where minerals are subject to control of States or Provinces, those areas are considered separately from the central government.

IN a recently reported investigation, J. B. Clark and F. N. Rhines1 used a diffusion couple technique to determine the number of intermetallic phases which should be present in the Al-Mg equilibrium phase diagram. Their method was an application of the following generally accepted principle. If a diffusion couple made up of two metals is annealed at a given temperature for a long time, all the phases of the binary system which exist under equilibrium conditions at the diffusion temperature will form intermetallic layers. It is important that the diffusion temperature be high enough and the diffusion time be long enough to permit the nuclea-tion of all thermodynamically stable phases at the interface of the couples and their growth to observable thicknesses. These simple time-temperature criteria are at times difficult to satisfy, and it is the purpose of this note to point out a situation in which this is the case. Mr. Grammer says that he "found the electric pig-breaker at Duquesne, if used in connection with the iron-chill, less expensive and more satisfactory " thau the casting-machine. The cost of handling the iron over the Duquesne casting-niachine is about double the average cost of the other Uehling machines at the several Carnegie plants. It is nearly as expensive to run as the Hey1 & Patterson machines, and while Mr. Grammer's statement is, no doubt, true, as applied to that particular machine and breaker, it should be borne in mind that the machine at Duquesne had embodied in it several new features, which were not improvements; also that it was taxed beyond its economic capacity. There was little change in the oil and gas industry in Mississippi during the year 1938. No new fields were discovered and the production from the Amory field was nil. In the Jackson gas field six wells were drilled and production was obtained in each instance, but none of these wells increased the area from which the gas is produced. Outside the Jackson gas field nine wells were drilled, of which details are given in the accompanying table. The seeming lack of activity in Mississippi belied what was actually happening, for a great many geophysical crews of the major companies were active in all parts of the state. There were approximately 65 structures mapped and for the most part these have been leased. It is believed that 1939 will see an increase in wildcatting over a large part of the state.

Closure is an inevitable part of the life cycle of every mine. Successful closure outcomes critically depend upon early and ongoing integration of closure planning and mine planning. Early and holistic integration minimises residual risk and maximises opportunity to leave a cost-effective, positive legacy for the company, investors and future land users. Both disciplines are inherently interconnected and aim to maximise ‘value’ via trade-offs. Historically, integration of closure into mine plans has been poorly implemented across the industry. There is still a perception that closure planning only starts as the end of a mine life approaches. This inevitably leads to tension when making business decisions, with progressive closure often being deferred due to short-term drivers and incentives. To create a positive legacy after production has ceased, this tension can be managed by transparently and fully informing business decision-makers, such that the impacts of short-term decisions on long-term closure objectives are understood. BHP recently updated a business-wide standard ‘Our Requirements for Closure and Legacy Management’ designed to strengthen collaboration, education and integration of closure across the entire life cycle of the asset. Concurrently, the ‘Life of Asset’ definition was refined to include the postproduction phase, until closure objectives have been met. This paper discusses the criticality of mine planning integration with closure and how updates to Our Requirements sharpen the focus from transactional to transformational planning. These concepts are applicable to any mining operation aiming to achieve successful closure across the full asset life cycle, from exploration to post-production.

The problem relating to the use of insoluble anodes in acidic and highly aggressive environments has still not been definitely solved, and it is therefore a recurring subject of discussion. The fields of application in which insoluble anodes play a fundamental role are mainly in the electrolytic extraction of metals, in cathodic protection with impressed current, and in the production of oxidized halogenated salts. Based on the foregoing, B.U.S Engitec Servizi Ambientali (BESA) developed an electrode suitable for the use in the above-mentioned system. The basic component of the BESA anode is a bimetallic wire made of a copper rod (core) covered by a thin layer of valve metal, to be chosen between tantalum (Ta) and niobium (Nb). The wires, coated with suitable catalyst (PbO2, Pt or others) are inserted in a plastic frame and fixed to a current feeder by means of a screw, ensuring an optimal contact. Experimental data on the operating conditions, such as kind of electrolyte, current density, electrode potential, corrosion tests and fields of possible application, are described.

Dredging and Flooding was completed on the Falconbridge Limited "New Tailings Area" in the period from 1996 through 1998, as part of their site closure measures. Part of the decision making process and closure planning was water quality prediction, including oxidation and diffusion modelling. The purpose of this modeling was to define the potential water quality that would result during and after dredging. A significant body of research on the geochemistry and oxidation kinetics of this site had been compiled. The results of the modeling provide practical insight on the potential water quality that may be expected. Water quality in the pond has steadily improved since flooding was completed with the exception of short term peaks during spring runoff. Aquatic vegetation is appearing through natural recovery and transplanting of local species, and colonies of minnows are now observed in the ponds.

Traditional mechanised resin rock bolting in hard rock underground mines requires the installation of resin capsules into a pre-drilled hole prior to the rock bolt being spun into a hole to mix the resin and set the bolt in place. In poor rockmass conditions, especially at depth or in highly altered faults and shears, the condition of the holes often deteriorates as the poor ground around it unravels and falls into the hole. This results in partially or fully blocked holes that either damages the resin capsule when they are being inserted into the holes or prevent it entirely until the hole is continuously cleaned of debris. This deterioration of the hole condition, and continuous need to clean and re-drill holes, also increases the diameter of the hole which in turn affects the continuously mechanically coupled anchorage mechanism of the rock bolt to the rockmass as there is simply not enough resin in the hole to fill the annulus between the bolt and the rock. This results in a large increase to critical heading cycle time and, more importantly, results in the rock reinforcement not performing as per design specification and increases the risk of instability. To overcome the quality control issues with resin bolt installation in poor ground, a single pass drill, install, inject and tension self-drilling resin bolt application was designed and implemented for use in such conditions. This system allows the operator to inject a two part polyester resin through a self-drilled hollow bolt to mix and fully encapsulate the rock reinforcement. The self-drilling bolt allows for post injection of the hole after the bolt has been installed into the rock and gives the operator manual or automated control on the amount of resin used in the hole to ensure complete encapsulation and continuously mechanically coupled anchorage to the rock. This allows the reinforcement to work as designed and provide the Geotechnical Engineer extra quality control confidence in these conditions. The implementation of this single pass resin bolting system resulted in significant decreases to the resin bolting cycle time and rock bolt quality control failures. In this paper the design, implementation and embedment into the development cycle will be discussed and the in situ quality control checks used to validate the increase in rock bolt installation quality will be shared. "In most of the coal washeries, Dense Medium Cyclone’s (DMC) are deployed to treat coarse coal fraction in the range of 50-0.5 mm. DMC’s are very popular due to its ability of high tonnage, ease of operation and effective separation at high near-gravity material (NGM) in feed coal. The ease or difficulty of washing is merely depending on the NGM fraction present in run of mine coal. However, the quantitative effect of NGM on DMC performance was not explored in the literature. Hence, in this investigation, the influence of NGM on DMC performance is focused. With the help of synthetically prepared coal mixture, the effect of NGM mass fraction on separation efficiency is studied in three different approaches. Firstly, by increasing the NGM coal fraction systematically from low to as high as possible; second by varying the distribution of NGM coal; and third by varying distribution of particles lying just above and below the near-gravity zone. Washability studies are also carried out to establish the theoretical yield for the prepared synthetic mixtures. Pilot-plant experiments are carried out in a 4-inch DMC with 1.4 operating separation density treating coal in the size range of 4 - 0.5 mm. From results, the partition curves are constructed by both density and size wise distributions. It is observed that at higher NGM coal fraction i.e above 60%, the performance of DMC is very poor with significant coal particles misplacement. In second approach with increased distribution at higher density fractions, the separation efficiency reduces. In third series the distribution of fraction in near-gravity zone doesn’t much effect the separation except the shift in separation density. It is observed that smaller size (-0.5 mm) coal particle having high NGM content seems have a profound effect on DMC performance leading to significant fines misplacement to wrong products."

The flotation cells used to upgrade ultrafine metallurgical coal (-250 µm) are usually poorly controlled leading to unnecessary loss of combustibles from the flotation system. This is mainly because coal flotation cells are typically controlled for process stability rather than optimisation of flotation performance. This is especially true for a flotation device commonly used in coal applications in Australia – the Jameson Cell. This then provides an opportunity to improve the flotation performance by shifting from a stabilising control strategy to a proactive optimising control strategy. For an optimising control strategy, the control system will require a means of relating and then measuring in real-time, the effect of changing operating conditions on the coal flotation performance. Hence, the major aim of this work is to propose a possible model-informed process control strategy that could be used for real-time performance optimisation. In this study, industrial site work was conducted on an industrial-scaled Jameson Cell at a Coal Handling and Preparation Plant (CHPP) in Central Queensland, Australia where superficial gas velocity was controlled to six different levels. At the same time, other process variables such as froth depth and flotation feed properties were measured. The empirical models developed from this study suggested that combustible recovery is a function of superficial gas velocity, froth depth, feed solid content and feed ash content and that a peak in combustible recovery existed as a function of superficial gas velocity. This led to the development of a model-informed control strategy that aimed to maximise the combustible recovery by determining and then operating the cell at the superficial gas velocity at which the peak occurs. This peak superficial gas velocity was found to be only a function of feed solid content. Based on these findings it would seem possible to operate a Jameson cell at peak performance by online measurement of feed solid content, prediction of the optimum superficial gas velocity and stabilising control to maintain operation at that superficial gas velocity set point. The development of this modelinformed control strategy can serve as a basis for the development of a more sophisticated modelpredictive control (MPC) system. However, more work will need to be done to improve the predictivity of the combustible recovery model by measuring and modelling performance over a wider range of operating conditions.

The principles and utility of in-situ coal gasification are discussed, and a first field test conducted by the Alberta Research Council in 1976 near Forestburg, Alberta, is described. The test was carried out in a 12-ft subbituminous coal seam under 60 feet of cover. Within this seam, a 30 by 60-foot block , containing approximately 650 tons of coal, was delineated by four injection/production holes which were oriented to take advantage of the natural fracture system in the coal. Linkage between holes was established by reverse combustion and gasification was accomplished by injecting air into the ignited coal. No steam was injected but operating pressures were adjusted to utilize formation waters for partial carbon -steam gasification. The coal gasification runs lasted six weeks and gasified an estimated 900 tons of coal ,' during sustained periods of gasification, a fuel gas with heating values of between 110 and 150 Btu/scf was obtained. Plans are now being developed for excavating the test site and inspecting the subsurface cavities created by gasification.

"Consumer products are a complex man-made mixture of sometimes in excess of 50 elements. In order to recover these complex mixtures of elements either as metals, compounds or energy requires versatile technology in physical separation but also smelting and energy recovery. This paper explores this by referring to the innovative application of Top Submerged Lance (TSL) technology and associated theoretical and environmental aspects to process (recycle) post consumer materials and industrial intermediate products and residues. A diversity of applications has been tested in Ausmelt’s pilot plant in Dandenong and many have gone to commercial scale globally. This paper reviews the varied applications ranging from e-waste recycling, lead and NiCd battery recycling, metals recovery from slags, zinc leach residue processing, electric arc furnace (EAF) dust, Municipal Waste Incinerator bottom ash processing, carbon containing residues such as retort ashes and spent pot liner from the aluminium production process as well as use of the technology for materials such as automotive shredder residue (ASR) and plastics. Introduction The modern resource cycle is a link between primary production of metals linked to the recycling of post-consumer goods. The sometimes complex combinations of materials and metals in consumer products such as televisions depicted by Figure 1, does require a range of technology to recover materials, metals and energy for reuse and/or recycling in an economically feasible as well as environmentally friendly manner."

The paper "Copper Smelting to the Year 2000" was presented at the CIM Conference of Metallurgists in Sudbury, August 1979. That paper predicted, in part, that high matte grade, high oxygen smelting - particularly in flash furnaces - would dominate copper smelting until the beginning of the next millennium. The present paper re-evaluates that prediction and examines the changes that have occurred and will occur in copper extraction in the 1990's. Of particular interest is the question as to whether major competitors are on the horizon for flash smelting and Peirce-Smith converting. Recent results with direct-to-blister smelting, lance smelting and submerged-tuyere smelting are reviewed and their roles in future copper smelting are predicted. Requirements for H2SO4 plants which handle the off-gases from modern smelting/converting processes are also examined.

A distinguishing feature of tunnels in squeezing rocks is that a large deformation of the surrounding rocks takes place slowly and gradually, often called squeezing phenomenon. It is different from the rocksbursting phenomenon during which the deformation of tunnels occurs instantaneously when the resulting stresses exceed the strength of the surrounding rocks. The squeezing phenomenon has received great attention in the field of rock mechanics and tunnelling recently. The mechanism and various factors related to the large deformation and failure of tunnels in squeezing rocks are discussed in this paper on the basis of field investigations and laboratory model tests. The relationship between the deformation of surrounding rocks and support of the tunnels in squeezing rocks is presented in the form of numerical modelling.

Historically, there have been many occurrences ofmine fires and explosions recorded in the United States and other countries that have demonstrated the existence of explosivemethane–airmixtures, herein referred to as explosive gas zones (EGZs). The risk of mine explosions can increase if the EGZs migrate out from the gob into the surrounding mine entries. Fluctuating barometric pressure is the common cause for EGZs outflowing or outgassing from the gob. Numerical analysis using a 3D computational fluid dynamics method was developed to fully understand the outgassing phenomenon. A number of simulations using various magnitudes and periods of barometric pressure changes indicated that the EGZ outgassing potentially occurs due to lags in pressure, which are strongly influenced by mine conditions and ventilation systems. An early warning system with a real-time pressure monitoring and the application of gob ventilation boreholes are recommended to detect and mitigate explosion hazards from gob outgassing.

"The Sistema de Potabilización Área Norte project (Northern Area Purification System) was a major expansion of the potable water system in Buenos Aires Province, Argentina. The aim of the project was to transport and purify raw water from the Paraná River to provide potable water for five communities in the northern part of the province, benefitting up to two million people. The project was constructed by a joint venture (JV) of four South American contractors and consisted of the following key components:• Treatment plant: A 16-ha (39-acre) area was cleared for the construction of a treatment plant to purify 900,000 m3/day (1.2 million cu ft/d) of raw water from the Paraná River and distribute it to the surrounding communities.• Bored tunnel: Nearly 15 km (9 miles) of 3.6 m (12 ft) inner diameter tunnel, ranging from 18 to 22 m (59 ft to 72 ft) below grade, was bored with two earth pressure balance (EPB) tunnel boring machines (TBM) to draw the raw water from the river. The TBMs started from a central launch shaft and proceeded in opposite directions. Cristina advanced northbound to the Paraná River Intake System, and Liliana advanced southbound to the new treatment plant.• Access and ventilation shafts: Five access shafts and eight ventilation shafts were installed along the length of the tunnel. The access shafts were designed to provide entry points for inspection and maintenance of the final tunnel. The five shafts consisted of one central launch shaft in the middle of the tunnel alignment, one retrieval shaft at each end of the tunnel (intake and treatment plant, respectively) and two intermediate shafts. The intermediate shafts were installed before the TBM passed, with a final liner to be installedafterward."

he Metropolitan Water District of Southern California (MWD) supplies water to some 16 million people in a semi-arid region. Most of this water is imported. Some of the supply lines cross over the San Andreas fault, one of the most notorious and active faults in the U.S. There was a serious need for emergency water in case normal supplies should be interrupted. To fill that need, MWD had to find a reservoir site on the west side of the San Andreas fault, west of the mountains. Because of the distinctive nature of the location, it was necessary to construct a huge “bath tub” by building a dam at each end of a valley, requiring some 115 million cubic yards (88 million cu.m) of fill. In effect, two large-scale surface mining operations have been under way simultaneously. The $2.2 billion project is known as the Eastside Reservoir Project. Because of space limitations, this paper will be limited to those topics which are expected to be of primary interest to explosives engineers, principally related to large-scale rock fill production. There is not sufficient space to discuss the many diverse geotechnical questions related to site selection, geological and geophysical field testing, laboratory testing and design considerations. This brief overview may assist those who might be interested in making a tour of the project site following the ISEE conference.

Prior to initiating construction of a new mineral development project, sponsoring organizations must be convinced that the operation will be viable. Proof is typically provided by the feasibility study. Considerable man hours will be spent in assessing and evaluating data on the deposit, its environment, and the means of development. Impact studies must be made for various scales of operation, inclusion of by-products, new methods of treatment, deferent levels of integration, and infrastructure configuration. Examples of current materials handling cost estimates are provided from the ongoing investigation in which Amoco is a participant at Ok Tedi in Papua New Guinea and Gag Island in Indonesia.
