"Large-diameter flotation columns are subject to severe axial mixing which has reduced column recovery and has generally limited it to cleaner applications. It has been assumed that columns with diameter greater than 1 m should be baffled to reduce axial mixing, but little work has been reported quantifying the effectiveness of baffling. Tests were done on a 0.2 m by 2 m column fitted with baffles of different geometry. It was generally found that the inclusion of baffles in the column worsened rather than improved mixing conditions in the column. This is explained in terms of a model for the effect of poor gas distribution on the behaviour of the column; this showed that under typical conditions a 16% excess of gas flux in the one compartment of a two-compartment column could result in one of the compartments being ""dead"" (i.e. with no net flow of slurry through it), resulting in a substantial loss of performance. The quality of mixing in the laboratory column was only reliably improved when the baffle was raised so that its top was positioned above the froth-slurry interface level. It should be possible to increase column recovery substantially with this configuration. The improved residence time distribution also means that columns can be used more effectively in roughing and scavenging applications. IntroductionFlotation columns have generally been used in cleaner applications, starting with their dramatic success at Mines Gaspe(1). Their lack of applications as roughers and scavengers is probably due to their poor residence time distribution (RID) when compared to the conventional cells they would replace. Espinosa-Gomez et al,(2) recently used them in rougher applications but installed three columns in series, presumably to cope with this disadvantage.Dobby and Finch in their seminal papersl(3,4) on the scale-up of flotation columns were the first to quantify the impact of axial mixing on the performance of industrial flotation columns. Laplante et al.(5) collected further data from the literature for column diameter D, ranging between 5 cm and 183 cm, gas superficial velocity Jg ranging between 0.7 cm/s and 2.8 cm/s and per cent solids in the feed S ranging between 3% and 52%. These data were analyzed with reference to the axial mixing model using the boundary conditions for closed vessels (the latter are more appropriate for flotation columns but the model is more difficult to use because analytical solutions for the RID are not available). SEVERAL attempts have been made to account for the fact that grains in a fully recrystallized metal will coarsen on annealing Two fundamentally different hypotheses have been advanced; with several variations of each. One school considers that the cause of grain growth is the surface energy of the grain boundary The theory of Jeffries1 that grain size and grain size contrast control growth is an example The second school considers the primary cause to be a difference in the lattice energy on either side of the grain boundary The more perfect grains are considered to grow at the expense of their less perfect neighbors, with a decrease in free energy, and a consequent increase in the stability of the system. "In making strategic economic decisions, it is important for a mining company to gain insights on the impact of significant political, social and economic issues when planning for present and future mines. The size of any mine, measured by the average number of employees working in the mine, will likely vary according to the pressures generated by the significant issues from one year to another. The objective of this study is to develop a model that represents U.S. underground coal mine size transitions during the period 2002-2012 using data derived from the MSHA databases. Coupled with information on significant issues over the past ten years, this model is used to gain insight on the impact of the issues on mine sizes. Results indicate that the structural impact of the combined driving pressures can be discerned by examining the year-to-year stability of mine-size categories. The effects of The MINER Act, the Obama Administration environmental policies on coal, and the coal market are evident. The lessons learned from these analyses give good insights on what the industry and market responses have been on the structure of the underground coal industry over the period of study. INTRODUCTION It is apparent that key driving issues affect the structure and viability of the coal industry. The driving issues may be political, social, and/or economic in the final analysis, but are generally rooted in reaction to dramatic and publicized events or movements. Mine disasters, an increase in miners’ disease prevalence, strife in the coal fields, and negative environmental impacts on air, land or water can capture the attention of the media and the public. Some of the issues occur over a long period of time, like the current global climate change movement. The coal industry veteran can sense the changes in political and social sentiment, and attempt to react to the economic repercussions; however, the insights from the media and from unique combinations of driving pressures are difficult to fathom. Thus decisions made on inadequate information related to the driving pressures and their likely impacts could lead to missteps in corporate and market restructuring. One way to gain some more insight on the potential impacts is to examine the complicated restructuring of mine operations in reaction to the driving pressures of the recent past. This paper examines an 11-year history of the changes in the underground coal industry structure, as reflected by changes in the numbers of mines in various statuses by mine-size categories. Superimposed on the results of mine-size changes is a mapping of the key driving pressures that occurred over the same period, 2002-2012. It is assumed that using this methodology, some important insights can be gained on the immediate and delayed responses to the driving pressures during that period."

"Responding to market developments, interest in locating deposits of wollastonite has grown significantly. The many occurrences in the Grenville marbles of Quebec can be grouped into disseminated type and discordant vein-type deposits. Disseminated-type wollastonite occurrences have the disadvantages of lower grade, the need for more elaborate mineral separation, and failure to meet ""long grain"" technical specifications. Vein-type deposits have better grades and technical characteristics; exploration should be focussed on these and in the contact-metamorphic aureoles of fluid-rich intrusions. As part of an Australian Research Council project with Newmont and Newcrest mining companies studying the influence of clay minerals on rheology, hydrodynamics and flotation response, the cryo-SEM technique has been used to capture and image the clay (low crystallinity kaolinite Q38) aggregate structures in the flotation pulp immediately after collector and before frother addition. Samples were also collected from the earliest froth phase and the froth overflow corresponding to early and later concentrates. In this technique, a copper tube is filled with the sample during operation of the cell. The tube is immediately plunged into liquid nitrogen vitrifying the water phase before it can crystallise as ice thereby retaining the structures without volume or other physical change. After sublimation of the vitrified water surface, the aggregate structures are revealed and can be compared between pulp and froth phases from clays in different feeds and flotation conditions. The images from both low-clay ore and ore with clay content reveal various levels of aggregation as predominantly edge-edge connected aggregates similar to those found in our previous studies of high-clay tailings. For the samples from the ore with clay content, more extensive edge-edge clay strings are found in the early froth phase as compared to exiting froth overflow and the pulp phase with short edge-edge connected strings. It is suggested that the strings of clay particles result from edge-edge aggregation in the Plateau borders of the bubbles before breakage during sampling and the more extensive edge-edge aggregation in early froth phase is induced by crowding in the bubble borders. The clay strings collected into the overflow concentrate are almost all broken up compared with the Froth before drop-back. The implications for entrainment and entrapment mechanisms of gangue capture in froth will be discussed.

In 1982, the result of a 3-year study was published as "A Guide to the Understanding of Ore Reserve Estimation". The principal conclusions were that computation formed only part, and perhaps not the most important part, of an estimate and that the estimate should recognize that geological, mining engineering and metallurgical judgements formed an essential part of the eventual result. Subsequent expectation/realization studies of several mines have produced case histories which form the principal basis of the paper. These imply that geology is even a larger factor than thought earlier.

The 75th Regular Meeting of The Rocky Mountain Coal Mining Institute convened at The Mark Conference Center, Lionshead Village, Vail, Colorado, and was in session at 10:00 a.m. Past President, Shirl C. McArthur, President and General Manager, American Coal Company, Huntington, Utah, called the meeting to order. The membership was asked to stand and pledge allegiance to the flag. He introduced President Robert E. Murray, President, Western Division and Subsidiary Companies, The North American Coal Corporation, Bismarck, North Dakota. A biographical sketch follows: Since 1974, Mr. Murray has been President of the Western Division of The North American Coal Corporation, as well as President of The Falkirk Mining Company and The Coteau Properties Company, wholly-owned subsidiaries of North American. Previously, Mr. Murray, who has been associated with North American for twenty- three years, served as Vice President-Operations, Vice President - Eastern Division, and Assistant to the President of the Company. In these positions, he was responsible for North American operations in Pennsylvania, North Dakota and Utah.

TIIe milling of talc, as is the case with many non-metallic minerals, until recently, has not received adequate technical consideration, for the talc industry has become of importance only within the last decade. At first, talc was used only in the massive form, for foot warmers, griddles, and so on, and milling methods were unnecessary. As the demand for ground talc increased, producers adopted the machinery used in the milling of flour; in fact, many talc mills were rebuilt flour mills. Improvement has been slow, but today several types of grinding and separating machinery are in use; many of them, however, are still inadequate and inefficient. To determine the best methods of milling talc, it is necessary to understand the essential properties a talc must possess to fit it for a particular use. For toilet purposes, whiteness, freedom from lime and grit, fineness of grain, and good "slip" are essential. As a paper filler or coating, the talc must be white, uniform, and fine grained, have a good slip, and be free from grit and iron; freedom from lime is a disputed point. Fibrous talc is supposed to be superior to massive on account of the interlocking of grains in the paper, thus increasing its strength; this point, though, is in doubt. In general, talc for the paper industry need not be of as high quality or as fine grained as that used for toilet purposes. Talc is usually bought by sample, for which reason it is difficult to state the essential properties for use in paint, rubber, roofing, and so on. The adoption of standard screen tests and standard grades by producers is necessary before an accurate basis for manufacturing or selling standards can be established. Off-color talcs might be utilized, as in Germany and Austria, by the establishment of standard grades of colored talcs. The machinery to be used depends on whether the talc is fibrous, foliated, or massive; hard or soft; of uniform or variable grade; pure or impure. In some cases, it is possible to change the mining practice or to utilize different sections of the deposit in order to vary some of these factors, but in many cases these factors are fixed, so the milling must be designed to suit the conditions.

Conventional underground mapping methods and diamond drilling are being applied in a study to determine the nature of the copper ore occurrences near the footwall of the Osceola lava flow top, commonly referred to as the Osceola Amygdaloid. The work to date suggests that structures formed by relatively impermeable barriers, created by flowage and injection of still-molten lava from the interior of the flow into the solidified, brecciated crust, acted as the ore receptacles. Ascending hydrothermal fluids traveling near the footwall contact were trapped and confined in these barriers which retarded the direct upward movement of the ore fluids and caused deposition of copper. Oreshoots located near the footwall appear to have been formed spatially independently from the hanging-wall oreshoots by fluids traveling simultaneously, but along different channelways. The barrier concept, as advanced by earlier writers to explain the concentration of the ore-bearing fluids into broad shoots constituting entire ore bodies, is found to be equally as applicable for the localization of smaller oreshoots within the Osceola ore body. Recently, the Calumet Division of Calumet and Hecla, Inc. completed the unwatering of the old mine workings on the Osceola amygdaloid. Two shafts were subsequently reactivated and mining commenced on the Osceola lode after an idle period of over 20 years. Early in 1961, the Calumet and Hecla Geological Dept. was assigned the task of locating additional reserves. Accordingly, an intensive mapping and underground diamond drilling program was initiated. Except for a very few years following the first mining on the amygdaloid, the Osceola lode had never been a high grade producer. It was, therefore, recognized from the onset that a concentrated effort would have to be made by the mining, milling, and geological departments to insure success of the project. Company reports contained many references to ore that had been located near the footwall of the Osceola amygdaloid. Information concerning the grade of this ore was meager, but it was known that at least some was very rich. In contrast to ore that occurred near the hanging-wall, however, the footwall copper did not appear to have a systematic distribution and a large amount of poor rock had to be removed in developing this ore. This, of course, resulted in high development costs and discouraged any extensive mining of footwall ore. The possibility of more continuity than had previously been suspected was recognized by other workers, in particular Dr. T. M. Broderick, formerly Chief Geologist of Calumet and Hecla, who suggested attempts be made on a trial basis to follow the footwall contact with the main development drift. As most mining was done on the Osceola lode before a geological department had been established by the company, and almost all of these openings are now caved, very little information concerning the geology of footwall ore was available. It was, therefore, decided that the first step in the exploration program would be to become familiar with footwall ore occurrences by mapping the geology as the openings were driven. It was possible that a mapping program would reveal the features that controlled the localization of the ore. Furthermore, if it could be shown that footwall ore was more continuous, or if its distribution was more systematic than generally believed, it would be possible to produce a high grade ore that could be blended with the lower grade hanging-wall ore. In connection with the geological program, the Michigan College of Mining and Technology Geophysical Dept. under the direction of Professor Lloyal Bacon, is making a geophysical study of the problems of locating footwall ore by electrical methods. GENERAL GEOLOGY OF MICHIGAN NATIVE COPPER DEPOSITS The native copper deposits of Michigan are located in Keweenaw, Houghton, and Ontonagon Counties. The host rocks are Keweenawan in age and are comprised of interbedded sediments and lava flows which form a belt two to four miles wide and over one hundred miles long. The Childe Harold deposit was mined by the Granny Smith Joint Venture (GSJV) from late-March through to early-December 1993. This was a fast-tracked mining project whose history began with an offer to purchase agreement being signed at the end of October 1992. A feasibility study was completed by the end of December 1992 after completion of a reverse circulation (RC) and diamond drilling program. Subsequent additional definition drilling culminated in a remodelling of the reserve by March 1993, by which time all necessary governmental and company approvals had been granted. The crucial aspect of mining Childe Harold quickly was to maintain oxide ore supply to the Granny Smith mill at the maximum possible rate for blending with existing fresh ore stocks. Early attempts to apply superconductivity to the beneficiation of kaolin required very large refrigerators to remove the heat generated during rapid charging and discharging of the magnet. In the early 1990's, Advanced Cryo Magnetics, Inc. developed and patented methods to reduce this pulsed heating by a factor of fifteen. Small, helium refrigerators and cryo-coolers are now used. Along with savings in electric power, superconductivity allows operation at higher magnetic fields and greatly improves separation process efficiency. New designs offer enormous reductions in weight, size and capital cost as compared to older copper magnets. Application of this technology to minerals other than kaolin is emerging.

The stripping of coal with mechanical. equipment has progressed since the introduction of the first steam-powered shovel for the retóval of overburden at a mine in Pittsburg, Kans., in 1877...From the smart steam-powered shovels with dippers of less than a cubic yard capacity, small digging radius, and shovels that required manual moving, the trend has been toward large-capacity machines. Steam as power has been replaced largely by electricity, gasoline, and Diesel fuel, and dipper capacity as great as 35 cubic yards has been attained. Shovels and drag lines are self-propelled and revolve through 360°. The cost of these large-capacity modern machines is great, and in order to assure the return of the investment during the life of the property the reserve of coal in the area to be mined must be large;" Many comparatively small areas of coal suitable for strip mining exist, but these areas probably could not be mined, profitably with this large equip- ment. Therefore, heavy equipment has not been used in small areas because of the high cost in place of this equipment, the time and Atpense required to transport the machines to the mine site, and the construction of power lines if the machines are electrical powered.. Scrapers and light excavating equipment ane mobile, and the investment cost is not high. These units have been used in sirring the coal in small areas. A study to determine the methods in, yogue, and economic considerations involved in the use of such equipment was undertaken, and the information obtained is discussed in this report.

With increasing environmental constraints on the levels of disturbance induced by blasting operations upon nearby residents, there is an increasing need to be able to design cautious blasting with greater precision. Therefore, determination of maximum amount of explosive per delay for a certain distance especially in large blasts is of great importance for the elimination of these environmental problems. Although too many research studies had been carried out in the past in order to eliminate environmental issues produced from blasting unfortunately a general approach or formula has not been established yet because of the complexity of the matter. In addition to the wave and ground motion characteristics, the complexity of blasting parameters and site factors restrict the developing a general criterion. So experimental site-specific studies should be still done in order to predict and control blasting effects. This paper presents the results of ground vibration measurements carried out in Espey Open-Pit Boron (Colemanite) Mine located on the west side of the central Anatolia near Kütahya province in Turkey. Within the scope of this study, ground vibration components were measured for 13 shots during bench blast optimisation studies in order to predict peak particle velocity level for this site. In blasting operations; ANFO and Powergel Magnum 600 (blasting agent), Powergel Magnum (priming) and delay electric detonators (firing) were used as explosives. Parameters of scaled distance (charge quantity per delay and the distance between the source and the station) were recorded carefully and the ground vibration components were measured for all blast events using 4 different types vibration monitors (3 White Mini-Seis and 1 Instantel Minimate Plus Models). Then, the data pairs of scaled distance and particle velocity obtained from the 38 record events were analysed statistically. At the end of statistical evaluation of the data pairs, an empirical relation which gives average line at 95% confidence level and upper bound 95% prediction line with a reasonable correlation coefficient was established between peak particle velocity and scaled distance.

THE recently discovered occurrence of diamonds near Murfreesboro, Pike county, Ark., was brought to. our attention by Mr. Samuel W. Reyburn (Trustee for Messrs. C. S. Stifft, A. D. Cohn, August Zinsser, Jr., and himself, owners of the property), through whose courtesy we investigated the locality of the deposit. Prospecting with the diamond-drill is now in active progress ; but mining operations on a large scale have not yet been ordered. Geology.-The geology as well as the petrography of this interesting locality has been well described by Messrs. J. C. Branner and R. N. Brackett.1 Briefly summarized, the igneous rock in which the diamonds are found is a vitreous peridotite, forming a stock or volcanic neck, which has broken up through the Carboniferous and Cretaceous quartzites and sandstones. After an extensive period of erosion, during which an unknown portion of the neck and presumably a previously existent volcanic cone have been removed, the surface was covered with thin beds of Post-Tertiary conglomerate. The volcanic intrusion was accompanied by the formation of several small dikes of a rock much like that of the main body. One of these dikes cuts across the stock, while another cuts the Cretaceous sandstone, but is overlain by the conglomerate, thus giving a datum for the period of intrusion. So far as known, there was little, if any, metamorphism of the country-rock by the igneous magna, which probably followed an approximately vertical course, so that a more or less vertical extension downward of the igneous body to indefinite depths may be expected.

"SynopsisThe application of the attainable region (AR) technique to the analysis of ball milling is currently limited to batch data. This paper introduces the use of the technique to continuous milling.To this end, an industrial open milling circuit processing a platinum ore was surveyed. Samples were collected and later characterized by means of laboratory batch testing. On site, several milling parameters were varied systematically so as to collect data for modelling purposes. These paramters included ball filling, slurry concentration, and feed flow rate. After data analysis, a simulation model of the open milling circuit was developed under MODSIM®, a modular simulator for mineral processing operations. The mill was then simulated and the data generated was analysed within the AR framework.Initial findings reveal an opportunity to gain valuable insight by studying milling using the AR technique. From an exploratory perspective and inasmuch as this study is concerned, feed flow rate, ball size, and ball filling were identified as being pivotal for the optimization of open ballmilling circuits. Mill speed, on the other hand, had only a limited effect on the production of particles in the size range -75 +10 µm.IntroductionGlasser and Hildebrandt (1997) propounded the attainable region (AR) as a technique for the analysis of chemical engineering reactor systems. Results have since been produced and tested on both the laboratory and pilot scales. The method results in a graphical description of chemical reactions by considering the fundamental processes taking place in the system, rather than the equipment. From the plotted graphs, the process and the reactors can be synthesized optimally into a flow sheet.The use of the AR method still has a long way to go as far as mineral processing is concerned. For instance, several articles have reported the application of the AR technique to ball milling: Khumalo et al. (2006, 2007, 2008); Khumalo (2007); Metzger et al. (2009, 2012); Metzger (2011); Katubilwa et al. (2011); Hlabangana et al. (2012). Their main shortcoming has been the exclusive use of laboratory batch grinding data.To address this deficiency, Mulenga and Chimwani (2013) proposed a way by which the technique could be extended to continuous milling. In effect, the batch milling characteristics of a platinum-bearing ore (Chimwani et al., 2013) were used and scaled up to an open milling circuit. Then, with simplifying assumptions, an attempt was made to optimize the residence time of particles inside the mill. Later, Chimwani et al. (2014a) presented some optimization examples involving various milling parameters. The sequence of published articles then paved the way for the study of industrial milling systems with the AR methodology."

The production of petroleum in New York state in 1942 amounted to 5,410,000 bbl. This represents an increase over each of the four preceding years, and, with the exception of 1937, is the largest production since the peak of over six million barrels in 1882, shortly after the discovery of oil in Allegany County. The oil industry in New York is virtually stabilized and there has been little or no exploration for new sources of supply in recent years. The boundaries of the present fields were established more than 30 years ago and since then no additional reserves have been found. Deep drilling for natural gas during the past 10 years both within and without the oil fields has failed to find oil in quantity below the present producing sands of Devonian age. Oil Since 1882, the New York fields have produced approximately 140 million barrels of oil. Of this amount, 65 million was produced up to the year 1919 by ordinary pumping methods; that is, without flooding by water or the use of other secondary-recovery methods. In the year 1919, when a law was passed making the use of water-flooding methods legal, the oil production, of the state amounted to only 851,000 bbl. In the 23 years since 1919, there have been produced in the state 75 million barrels, or 10 million more than in the previous 37 years, which included the period of flush production. Price.—On March 26, the price of crude oil was raised from $2.75 to $3.00 per barrel, hut this increase had little or no effect on the number of wells drilled. In the Allegany field, which accounts for three fourths of the state's oil production, 1259 wells were completed in 1942, 7 less than in 1941. The smaller number of wells drilled was not only due to the shortage of labor but also was caused by the fact that in water-flooding territory a definite program for drilling wells is followed, and the flush period of an oil well is not usually reached in time to profit by any given price increase. Daily Production.—All of the oil wells in New York state, some 21,000 in number, are small producers. The average daily oil production is 7/10 bbl. per well. Under good flooding conditions, a maximum production of 5 to 8 bbl, a day is reached about one year after the flood begins to act on the well. In 5 years the daily production usually is less than one barrel. Although most of the oil in New York is produced by flooding, an estimated 2500 old wells produce without flooding. Some of these produce as little as 1/20 bbl. a day and are pumped only at intervals. The small producing Wells are mostly on lands leased to the larger oil companies and later will be included in a flooding program. The production of petroleum in New York state in 1942 amounted to 5,410,000 bbl. This represents an increase over each of the four preceding years, and, with the exception of 1937, is the largest production since the peak of over six million barrels in 1882, shortly after the discovery of oil in Allegany County. The oil industry in New York is virtually stabilized and there has been little or no exploration for new sources of supply in recent years. The boundaries of the present fields were established more than 30 years ago and since then no additional reserves have been found. Deep drilling for natural gas during the past 10 years both within and without the oil fields has failed to find oil in quantity below the present producing sands of Devonian age. Oil Since 1882, the New York fields have produced approximately 140 million barrels of oil. Of this amount, 65 million was produced up to the year 1919 by ordinary pumping methods; that is, without flooding by water or the use of other secondary-recovery methods. In the year 1919, when a law was passed making the use of water-flooding methods legal, the oil production, of the state amounted to only 851,000 bbl. In the 23 years since 1919, there have been produced in the state 75 million barrels, or 10 million more than in the previous 37 years, which included the period of flush production. Price.—On March 26, the price of crude oil was raised from $2.75 to $3.00 per barrel, hut this increase had little or no effect on the number of wells drilled. In the Allegany field, which accounts for three fourths of the state's oil production, 1259 wells were completed in 1942, 7 less than in 1941. The smaller number of wells drilled was not only due to the shortage of labor but also was caused by the fact that in water-flooding territory a definite program for drilling wells is followed, and the flush period of an oil well is not usually reached in time to profit by any given price increase. Daily Production.—All of the oil wells in New York state, some 21,000 in number, are small producers. The average daily oil production is 7/10 bbl. per well. Under good flooding conditions, a maximum production of 5 to 8 bbl, a day is reached about one year after the flood begins to act on the well. In 5 years the daily production usually is less than one barrel. Although most of the oil in New York is produced by flooding, an estimated 2500 old wells produce without flooding. Some of these produce as little as 1/20 bbl. a day and are pumped only at intervals. The small producing Wells are mostly on lands leased to the larger oil companies and later will be included in a flooding program. The Arctic is a region of special economic, geopolitical, research, socio-ethnic, and defense interests of both Russia and other countries of the Arctic zone. Introduction of innovation technologies at ore-processing factories is a direct responsibility of the state and this problem should be solved on the basis of coordination of interests of different stakeholders. The task of elaboration of scientific principles of rational state regulation in the North is very topical. Innovations require considerable investments first of all from private capital. However as an investment object innovations are not attractive for investors as they require large expenditures for long-term projects, and they are connected to high risks because market incentives form striving to get quick profits of private companies and result in a certain behaviour strategy while innovations need ?long money?. Under such conditions without state regulation of investment and innovation activities development of the mining sector in the Arctic practically has no prospects. At innovation development of mining enterprises economic growth is provided at the expense of active state innovation activities. The elaborated strategy of ore-processing enterprises should correspond to the modern paradigm of the ore-processing industry development which is not only for extraction of minerals but also for multi-profile structure having comprehensive use of the resources on the rational basis intended for rational complex utilization of mineral resources of the AZR which by the definition includes maximally full use of the whole aggregate of resources on the economically rational basis with obligatory environmental with resource reproductive and socio-economic functions and deterrents. The main principle of creation of innovation technologies is to obtain more products of higher quality with minimal costs. This allows increasing ?productivity of the resources? several times. This principle makes increasing productivity of the resources the most important and in this case efficiency of use of the resources brings extra profits at the expense of lack of new costs such as payment for protection and utilization of wastes. According to the economic theory only ratio between demand and supply is able to fix optimal proportions in economy and to give necessary signals for investment activities of mining enterprises. In this context market for minerals and increase of mineral resources productivity do not create incentives for investment activities without which neither sustainable economic growth nor solution of macroeconomic tasks are possible. Nevertheless countries should not reject this idea in spite of economic efficiency of the enterprises. Extraction degree of useful components and especially oil in the Arctic zone is one of the lowest in the world. This can lead to crisis of oil industry and other mining sectors. The reason for that is lack of a state policy of realization of innovation technologies in the mining sector in the Arctic.

Electrolytic cells are used in electrowinning (EW) and electrorefining (ER) of non-ferrous metals such as zinc and copper, and are a critical part of the purification process. The cell is a large basin and has an electrolyte or aqueous solution, an anode and a cathode, an insulator, and incoming high amperage. Cells are exposed to unfavourable internal and external factors that have a direct impact on their lifespan. Their deterioration can be caused by incorrect polarity, insufficient magnitude, their construction, tension stress, thermal shock, corrosion and other, and their maintenance and replacement can be time-consuming, costly, difficult and environmentally unsafe. Occupational health hazards and dangers posed by the maintenance and removal of the cell should also be taken into consideration. Modifying the design and fabrication method of the cell, using chemical-resistant reinforcement, and increasing tensile and mechanical strength will defer maintenance for a very long time. This can be achieved by a double hull system that comprises full-length composite reinforcement, polymer concrete reinforced with fiberglass pultruded rods and rebars, fiberglass structural layers, and special resin matrices. This will provide protection against thermal shocks, corrosion, leakage, cracks. The design of this cell incorporates a lifting system that will afford quick and easy install without having to move a great number of cells in close proximity, since it is strong enough to stand on its own and not have to be bonded to adjacent cells. As well, the cell can be anchored with ease as it remains stable. This is especially important because space is limited to lift and manoeuver between the cell and the double-girder overhead travelling cranes. The lifting system can also prevent electrocution and loss in product quality, while increasing efficiency and safety in the workplace. Considerable savings in terms of production downtime are also part of the equation. INTRODUCTION Maintenance and replacement of electrolytic cells in electrowinning and electrorefining are operations that pose many challenges, health and safety concerns, and give rise to substantial operational costs. These problems have existed since time immemorial. Electrolytic cells are made of conventional concrete or polymer concrete, and because of the very nature of their composition and their exposure to severe and environmental conditions, their lifespan is short. Although polymer concrete is composed of high-quality materials, and has good thermal stability and resistance to chemicals, nonetheless, maintenance is frequently required in order to maintain the integrity of the cell and to ensure the quality of refined metals. Repairing concrete is a non-permanent solution as cracks will reappear, and every repair weakens the integrity of the cell a bit more, until it reaches a knock- down point and the structure is compromised. The cell needs to be replaced, otherwise the cell will collapse.

Several evaluations were made by Modified Rhyme Test (MRT) word lists transmitted through various simulations of the Trapped-Miner Communication System being developed by the U.S. Bureau of Mines. The tests were performed in a "single blind? situation so that the evaluators would not be biased by knowing the characteristics of the system being simulated. A computer program was developed to provide a simulation of the electrical aspects of the communication system and to provide an evaluation by calculation of the articulation index (AI). The study indicates that communication through the presently proposed system will be somewhat unreliable at depths as great as 300 metre even with the system operating at maximum effeciency.
