Papua New Guinea has permitted its first underwater mine. Nautilus Minerals (PNG) Limited is the company permitted to operate the Solwara 1 project. The project is located 30km off the nearest island of New Ireland in the Bismarck Sea. The successful permitting of the activity was due to the existence of a broad legislative framework and the collaborative efforts of stakeholders. Challenges faced included the lack of specific guidelines or policies for underwater mining; lack of existing technology and/or mining method; lack of benefit sharing mechanism for such a project and management of the perceptions of local communities that fear environmental degradation by the mining project. This presentation shares the experience of Papua New Guinea?s first under water mine. A background of the country, the project and the legislative framework are presented. Followed by the challenges and approach taken to permit the project.

The design of most underground support systems has largely been based upon empirical rules. This design method has proven to be satisfactory in most cases as witnessed by the number of successfully completed works. However, the adequacy of this approach to the developing technology of ground support systems associated with deep excavation has not been substantiated. In cases where the material has definite time-dependent behavior parameters, rules of past experience become extremely vague and conservative. The Spokane Mining Research Center is currently engaged in extensive research to develop rational design methods for underground structures which will account for the many interacting factors such as in-situ properties of the rock mass, excavation methods, proposed types of support system, construction sequence, and environmental variables. According to reports received by the Bureau of Mines, Department of Commerce, as of January 1, 1929 there were 413 completed refineries in the United States, with a total daily crude-oil capacity of 3,509,540 barrels. In addition, 14 refineries, with a potential capacity of 99,000 barrels, were being constructed. Of the completed refineries, 341, with a capacity of 3,325,890 barrels, or 95 per cent of the total capacity, were in operation; and 72, with a capacity of 183,650 barrels, or 5 per cent of the total, were shut down. The improved condition of the refining industry in 1928 was indicated in several ways; namely, in an increase in the total capacity of the completed plants, in the opening up of a few plants which were shut down during 1927, in a decrease in the number of plants dismantled, and in an increase in the number of plants under construction. The majority of the refiners have followed a steady expansion program commensurate in most cases with the increase in demand for petroleum products. Obsolete equipment has been dismantled and modern equipment has been installed, with the net result that the total capacity of the completed refineries in the United States has shown a steady increase since January 1, 1918, the date of the first Bureau of Mines survey. Between January 1, 1928, and January 1, 1929, the number of completed plants fell from 423 to 413, but their total capacity increase 259,160 barrels, or 8 per cent. This compares with an increase in runs to stills of domestic and foreign crude petroleum of 10 per cent, and of domestic crude alone of 7 per cent.

WHEN I was honored by being invited to give the Howe Memorial Lecture, I decided to read Howe's book, "The Metallography of Steel and Cast Iron," published in 1916-that is, about 25 years ago-in search of a text. I found the book written in fine, clear, attractive, yet precise style, as I expected, knowing that his father ¬Dr. Samuel Gridley Howe, his mother-Julia Ward Howe, and all of his four brothers and sisters had lived in a New England literary atmosphere and had written books. This leads me to suggest that many authors of metallurgical papers and books could well study Howe's writings with a view to the improvement of their own. I failed to find a specific text, but did find a subject, for in reading his book I was struck by the few instances in which time is considered explicitly as a factor in the phenomena examined, and by the fact that many of the hottest arguments would have been settled had time been taken properly into account. Indeed, Howe hardly mentions time except in a rather incidental way, as in a few references to lag; for instance: The lowering of temperature at which the transformation occurs by rapid cooling . . . is a phenomenon of undercooling or lag. It is in part explained by the fact that the transformation itself is a time-consuming reaction which, setting in during a rapid fall of temperature. is naturally protracted till the temperature has sunk far below that at which it is due. He does discuss, quite fully, the iron-carbon equilibrium diagram, as known at that time, introducing it by stating: As he is a reasonable man who is not deterred from using a hand truck for moving his trunk by the consideration that he has thus to move a trunk plus a truck, so am I reasonable in putting into your hands this useful, indeed indispensable, tool for mastering the ABC of iron metallurgy. Somewhat later, in introducing a discussion of the phase rule, which "it would be hardly proper to pass . . . by without an attempt to outline its meaning," for "a clear exposition of its applicability or jurisdiction is needed to restrain the half-initiated from misusing it and the uninitiated from being misled by these misuses," he writes-and I quote his statement because we cannot properly discuss the influence of time on a process until we know the state of equilibrium which would ultimately be reached by the system under consideration It is a most remarkable and valuable generalization, its conceptions help greatly toward getting a broad outlook on metallography, but its misconception has brought out a flood of obscuring writings. It tells us about the constitution towards which alloys tend, that which they reach when equilibrium is complete, when all tendencies have corrected themselves and have been complied with completely. Its application, in absence of true equilibrium, is like determining density with a telescope or even with a tuning fork; it is like the mad tea party at which the butter put into the works "f the watch was the best butter. "In the present work, two-step heat treatments with preheating treatments at different temperatures (175, 250 and 330°C) as the first step followed by the peak precipitation treatment (375°C/48h) as the second step have been performed in Al-Mn-Mg 3004 alloys to study their effects on the formation of dispersoids and evolution of elevated-temperature strength and creep resistance. During the two-step heat treatments, the microhardness is gradually increasing with increasing time until to a plateau after 24 hours when first-treated at 250°C and 330°C while there is a minor decrease with time at 175°C. Results show that both the yield strength and creep resistance at 300°C reach the peak values after the two-step treatment of 250°C/24h+375°C/48h. The formation of dispersoids is greatly related to the type and size of pre-existing Mg2Si precipitated during the preheating treatments, in which that coarsened rod-like ß’-Mg2Si strongly promotes the nucleation of dispersoids while finer needle-like ß’’-Mg2Si has less influence. Under optimized two-step heat treatments and modified alloying elements, the yield strength at 300°C can reach as high as 97 MPa with the minimum creep rate of 2.2×10-9 s-1 at 300°C in Al-Mn-Mg 3004 alloys, enabling them as one promising candidate in lightweight aluminum alloys for elevated-temperature applications.INTRODUCTION Due to the rapid demand from weight-sensitive automotive and aerospace industrials for the light alloys, such as aluminum alloy on the elevated-temperature applications, Al-Mn 3xxx alloys has been developed to obtain the good properties at both room temperature (RT) and elevated temperature, in which the dispersoid-strengthening mechanism plays a significant role (Li & Arnberg, 2003; Li, Muggerud, Olsen & Furu, 2012; Liu & Chen, 2015, 2015). In our previous works (Liu & Chen, 2015, 2015; Liu, Ma & Chen, 2017), the yield strength and creep resistance at 300°C of Al-Mn-Mg 3004 alloy were further improved by modifying the alloying elements, such as Fe and Mo, to optimize the characters of dispersoids, including the size, distribution and the dispersoids free zone (DFZ). For instance, Mo was introduced in aluminum alloy to further improve the volume fraction of dispersoids and reduce the area of DFZ, leading to increasing on both the strength and creep resistance at 300°C (Liu, Ma & Chen, 2017). On the other hand, the mechanical properties became worse at higher Fe content due to its consumption more Mn to form Al6(MnFe) intermetallics, resulting in less available soluted Mn for the precipitation of dispersoids (Liu & Chen, 2015). Therefore, optimizing the characters of dispersoids is always the key to improve the elevated-temperature properties of dispersoid-strengthened aluminum alloys for elevated-temperature applications."

Two Canadian mining companies, Noranda Mines, Ltd., and Wright-Hargreaves Mines, Ltd., have agreed to buy $500,000 worth of shares each in Anglo-American Exploration Ltd., controllers of thousands of acres of possible oil-rich land in southern Saskatchewan and Manitoba. Samuel Clarence Nickle, Sr., reported as possible president of the newly formed exploration company, said that $20 million in assets have been accumulated by the firm, mainly in the Williston basin in parts of the Dakotas and Montana, aid extending into Southern Manitoba and most of Saskatchewan. The M. A. Hanna Co. reported a record profit for the seventh consecutive year with total 1951 profit reaching $14,081. The company handled a record 16.8 million tons of iron ore in 1951, compared with 14.9 million tons in 1950. The company is also preparing to open four iron ore mines in the Lake Superior district which are expected to produce more than 5 million tons annually by 1954. The company built two new iron ore concentrating plants at Mesabi range mines in 1951,a with a third plant going into, operations soon.

The role of marketing in the development of a new project will be affected by political, commercial and technical pressures. Marketing success will be determined by the ability to predict and react to tomorrow's environment. In the Australian coal industry there is an emerging transition from production to marketing orientation. As a result, greater technical awareness of customer needs will be required. In particular, the industrial product nature of coal markets will need to be recognised. Greater attention will also need to be paid to product options and quality in mine planning. Marketing personnel will become more involved at every phase of the development of a new mine.

A simple gravimetric procedure was developed for the rapid determination of carbon dioxide in coal mine roadway dust samples and the result is used for the subsequent calculation of incombustible matter contentaccording to the requirements of the Queensland Coal Mining Act. The carbon dioxide is determined through loss of mass by a semi-enclosed apparatus, following room-temper.ature hydrochloric acid attack on the sample.With a sample containing 36 per cent carbon dioxide, the achieved standard deviation (ls) of 0·3 per cent CO. is adequate for coal mine roadway dust analysis.This simple procedure enables relatively unskilled labour in mine laboratories, to analyze coal mine roadway dust samples in accordance with the Act. Some 50 analyses can be achieved per day compared with 8 by the Australian Standard Method for coal.

As the problem of inclusions in steel has become increasingly important, more and more attention has been paid to the source of the oxide inclusions in steel. In killed steels the oxide inclusions are traceable to the reaction of deoxidizers with the iron oxide dissolved in the steel during the refining period of the open-hearth heat. In a large class of steel known as "rimming steel" the action of the steel during solidification depends entirely on the gas evolved, and this evolution in turn is controlled by the amount of iron oxide in the liquid steel in the mold. It is therefore of great importance to be able to determine the amount of iron oxide dissolved in steel and to devise methods for the control of iron oxide in any class of steel. The object of the present investigation was to obtain a true value of the oxygen con-tent of liquid steel. If the steel has not been deoxidized, the greater percentage of the oxygen is present as iron oxide in solution.

In the present study, the size distribution, Fo(v), of organic drops produced in a continuous-mixing vessel has been determined experimentally for various conditions. The organic phase used was a 1: 1 mixture of a salicylaldoxime (LIX 860N-IC) and a ketoxime (LIX 64-IC) in an aliphatic diluent (Escaid 103). The aqueous phase was a copper sulfate solution. The results indicated that an increase in stirring speed, extractant concentration, and pH produced smaller drops. The effect of the stirring speed was the most significant, decreasing the average volume of drops by 57 % for a change from 300 to 400 rpm. On the contrary, an increase in the dispersed phase fraction, copper sulfate concentration, and retention time produced larger drops. Changes in temperature from 23 to 30°C did not affect significantly the drop sizes. In all cases, the experimental drop size distributions could be accurately represented by a lognormal distribution.

Advocates of health and safety in mining have found themselves confronted in recent years with what might appear to be contradictory procedures with regard to dust occurrence in mines and what appear to be suitable methods or measures to give the mines and mine workers a maximum measure of protection against dust. A concerted and relatively effective drive has been made to introduce rock dust into bituminous and lignitic coal mines to prevent or limit explosion and fire disasters, while an equally determined effort has been and is now being made to curb rock dust or to eliminate it from air in metal mines to prevent or at least limit the occurrence of miners' consumption and other diseases. Both procedures are logical even though the efforts appear to be of an opposing nature. While rock dusting has not been applied in coal mines nearly as universally or as effectively as could and should be done, nevertheless a careful analysis of the record of the past 10 years indicates that the amount of rock dusting that has been done has resulted in the saving of a minimum? of 200 lives annually certainly no small achievement. Largely but by no means wholly due to the use of rock dusting, the number of fatalities from explosions and fires in our coal mines in the last 4 years haw been reduced more than 75 percent as compared with the 4-year period 1911-15, the first years of the existence of the United States Bureau of Mines, which was brought into existence in 1910 largely to try to do something about reducing the disgracefully high fatality occurrence from explosion disasters in our coal mines. Hence, rock dusting has been given at least a. trial and has proved its effectiveness definitely.

"As part of the Metropolitan Transportation Authority’s $10.5bn East Side Access Project in New York, 3,200 m of tunnel had to be constructed in rock, mix face and soft ground conditions beneath one of the largest passenger railroad junctions in North America, handling over 780 trains per day. The use of risk based decision making tools was essential in developing the bespoke contract framework that was adopted as well as making informed decisions once excavation commenced. This paper will outline the risk management process adopted, discuss the risks and mitigation strategies adopted and comment on the impacts of this approach on the as built Project cost and schedule. In particular, the paper will outline the unique approach used to establish the baseline against which the Contractors performance would be measured as the selection of a Slurry TBM to excavate the tunnels was considered to compromise the effective use of a Geotechnical Baseline Report. BACKGROUND AND CHALLENGES Contract CQ031, Queens bored Tunnels and Structures was awarded in September 2009 to a joint venture of Granite Northeast/Traylor Brothers/Frontier Kemper (GTF JV) for $717.6m following a negotiated procurement process. A robust approach was taken with regard to the management and payment for risks associated with the construction of these tunnels. Risk assessments were carried out during the design phase and a risk register was developed prior to procurement. During the procurement phase close attention was paid to ensuring that the allocation and pricing of known risks, together with mechanisms for managing future risks were clearly defined between the MTA and GTF JV.In comparison to the excavation work in Manhattan, which was performed in competent hard Manhattan schist, the tunnels in Queens were excavated predominantly through soft ground with a high water table and complex environmental conditions. Not only did this require the use of pressurized face TBM technology, a first in New York, but also a re-evaluation of the contractual mechanisms used to manage the hard rock excavation contracts for their appropriateness to the soft ground tunnel work."

Elevation of surface charge density on colloidal particles in the presence of a high potential electrostatic field is demonstrated as a viable technique for preventing the accumulation of solids in solvent extraction circuits. The effect of the technique is manifest by relative turbidity measurements between pregnant leach solution and raffinate, by changes in the character of the sludge accumulations, by alteration of the zeta potential of particulates, and by a general reduction in the mass of solids.

Wind turbines are subjected to complex form of cyclic loadings with variable amplitudes and frequencies. The cyclic loading and the accumulation of plastic strains with the number of cycles will result in degradation of the foundation soil stiffness. The foundation stiffness degradation will result in a shift (reduction) of the fundamental frequency of the wind turbine. Although this issue is recognized in the guidelines for wind turbines foundation design, no specific provisions are provided in the guidelines to consider the long-term stiffness degradation. In this paper, a practical procedure to consider the long-term cyclic loading effects on the stiffness of wind turbine foundations in cohesive soil is proposed. The procedure is based on 3D FEM modeling and reliable empirical methods to estimate the stiffness degradation due to the cyclic loading. Using the proposed procedure, the long-term performance of the P&H tensionless pier foundation with and without a reinforcing collar at the top of the pier is assessed. The numerical results demonstrated that the long-term performance of the P&H tensionless pier foundation with a reinforcing collar at the top of the pier is outstanding with negligible long-term degradation of the foundation stiffness.

During the past two decades, we have witnessed the computer revolution. Like other revolutions, it has been successful in many ways; however, it has not been without difficulties. One of the areas where these difficulties have been more prevalent has been in the application of computers for the purpose of controlling industrial processes. During the early 1960's, many people naively assumed that bridging the gap between data processing and process control was a simple matter of connecting a few wires, doing a little programming, laying off most of the people and watching the plant make great increases in production as the lights on the computer blinked on and off. Unfortunately, it has not been that simple. Instead, a whole new-set of disciplines has been required to overcome the major obstacles that exist. Nevertheless, current successes are proving that the digital process control computer is here to stay, and that through the application of digital computers an attractive return on investment can be obtained in many applications.. The purpose of this paper is to illustrate some of the requirements for successful implementation of computer control systems, with particular attention to the following four objectives: First: Acquaint the reader with the general control problems so that he may more fully recognize the major requirements for successful implementation. Second: To acquaint the reader with the types of control hardware that can be considered for use in the development of control systems. Third: To discuss some of the major obstacles that must be overcome for successful implementation of computer control systems. Fourth: To discuss the systems approach in the development of control systems and to illustrate it in the implementation of an actual control system.

"Drying (water removal) prior to smelting is always economically feasible. Unnecessary heating of vapour can thus be eliminated resulting in savings of5-15 MUSD every year.Thermodynamically removal of one ton of water out of copper concentrate at 100 °C (with 10 % moisture) requires approximately 3150 MJ/tH2o, consisting of heating of the water (377 MJ), heating of the concentrate (509 MJ) and water evaporation (2260 MJ). This is quite independent of the selected drying technology. In reality some more heat is needed as higher temperature is practiced to enhance the drying performance and to reduce the equipment size.Major nominator in drying energy efficiency is amount of gases, which depends greatly on the drying technology. Dryers based on direct heating with fossil fuels have high gas flow rates, and thus they require additional energy of about 1400-1600 MJ/tH2o, compared to indirect modemsteam drying at 250-400 MJ/tH2o.Significant benefits in energy consumption (900-1300 MJ/tH2o) with additional potential for a bonus profit of 2-4 MUSD/y year, together with full elimination of some 40 000 tpy CO2 per mid-size dryer is available by selecting sustainable, energy efficient steam drying.IntroductionRemoval of water from the concentrate is very energy intensive thus having a significant environmental impact. However, drying prior to smelting is always economically feasible and very often viable also from the perspective of process operations. This environmental impact of drying can, however, be decreased or even fully eliminated with proper selection of the drying technology.Energy incorporated in drying consists always of a number of phases like liquid (water), solids (concentrate) and gases (water vapour, purging I dilution air, combustion gases). Each phase is heated to a specific temperature during the drying process.Heating of water, heating of the concentrate and water evaporation consumes more or less the same amount of energy despite of the drying technology (3150 MJ per ton of water). In conventional drying this amount of energy is achieved by combustion of fossil fuels wirg subsequent CO2 emission. Alternatively, chemical energy derived from sulphide smelting can be utilized in a form of steam thus generating zero emission ofCO2, in modem steam drying."

"To minimize ore dilution induced by blast movement in surface mines, it is necessary to quantify such movement. This will enable more accurate location of the grade boundaries beneath the surface of a blasted rock pile before excavation. A method has been developed and tested to accurately measure the direction and magnitude of subsurface blast movement. This technique uses a cesium vapour gradiometer and a real-time, differentially corrected GPS system to locate pre- and post-blast position of magnetically enhanced target objects placed within blastholes inside a bench. The procedure developed does not require the blasted rock to be disturbed, and the movement information is available within a sufficient time to allow for modification of the selective mining boundaries for each surveyed blast. It was found that the maximum depth of target detection was 18 m, with the overall accuracy being measured as ±1 m (horizontally) and ± 1.2 m (vertically). IntroductionOre dilution is a critical concern for many mining operations. In some instances, it may be the cause of considerable mineral loss. Where the mineralization is finely grained, sedimentary and disseminated in nature, and exhibits no clearly defined visual ore/waste boundary, there is a heightened possibility for ore grade dilution. In most modern open pit gold mines, it is economically desirable to minimize dilution in the production process through the practice of selective mining by defining pre-blast ore digging boundaries, called digging polygons, on the preblast bench area. The polygons’ positions are defined by sampling the production drill holes, with the resultant assay and survey data being used to estimate the areas of specified grade content within the bench. Once the ore is blasted in the bench, the pre-blast locations of these digging polygons are flagged as designated areas on the broken ore pile. The purpose is for the loader operator to be able to recognize which areas of blasted rock are to be sent to the appropriate processing facility or to the waste dump."

The California High Speed Rail Authority (Authority) was created by the State of California through legislation in 1996. The purpose of the Authority is to plan, construct, finance and operate a statewide intercity high speed passenger rail system. In 2004 the Authority prepared a programmatic level environmental document in compliance with the California Environmental Quality and National Environmental Protection Acts (CEQA and NEPA).The Authority and Federal Railroad Administration (FRA) were the lead agencies overseeing the development of the environmental documentation. The resulting document includes two volumes and 64 supplemental technical reports analyzing the transportation needs for California and the selection of an approach to meeting the project transportation needs. The Programmatic Environmental Impact Report and Environmental Impact Statement (EIR/EIS) identified High Speed Rail as the most environ-mentally protective, sustainable and economical approach to meeting the state?s projected transportation needs.

"Dimensional changes between a pattern die and its corresponding investment casting part occur as a result of complex phenomena such as thermal expansion/contraction and hot deformation (elastic, plastic, and creep) during the processing of the pattern material (wax), mold material (shell) and solidifying alloy. Determining the pattern tooling dimensions is crucial to the dimensional control of the investment casting process. To date, computational methodologies have not been applied to the prediction of dimensional changes in investment castings.This paper deals with the evaluation of wax pattern dimensions, which is one important factor in determining pattern tooling dimensions in investment casting. Cerita 29-51, an industrial wax, is considered in this study. The wax pattern dimensions are determined by considering its thermo physical and thermomechanical properties, restraint of geometrical features by the metal die, and process parameters such as dwell time, platen temperature, injection pressure, and injection temperature.IntroductionThe investment casting process involves making a disposable wax pattern by injecting wax into a metal mold, building a ceramic shell mold around the wax pattern by the application of a series of ceramic coatings to the wax pattern, dewaxing the ceramic shell mold, and casting the alloy into the shell mold. Dimensional changes between the pattern tooling and its corresponding cast part occur as a result of thermal expansion, shrinkage, hot deformation, and creep of the pattern .material (wax), mold material (shell), and solidifying alloy during the processing [1]."
