The relationships between Aboriginal Traditional Owners and mining companies have often been mired in dispute, particularly since the High Court Mabo decision and the Native Title Act of 1993. In the Pilbara region, Rio Tinto Iron Ore (RTIO) impacts the traditional country of 12 Aboriginal Traditional Owner/language groups. Over the past 12 years the company and the Traditional Owners have negotiated and settled several significant land use agreements including the Yandi Land Use Agreement over the Yandicoogina mine in 1997, between Hamersley Iron (now Rio Tinto Iron Ore) and three language groups û the Bunjima, Nyapaili and Innawonga people and the Eastern Guruma Indigenous Land Use Agreement (ILUA) of 2006. These substantive agreements are now being followed by a new generation of region wide ILUAs which are close to conclusion. Arising from these regional agreements is a new framework for engagement which has been informed by the implementation of the previous agreements in the Pilbara and across the Rio Tinto group of companies. They are driven by both a company desire to have a consistent approach to engaging with Traditional Owners and the Traditional Owners wanting to have a similarly transparent and consistent standard of performance by the company in implementing the agreements which can deliver improved employment, cultural heritage engagement and direct and indirect benefits for the life of mining by the company. During the past three years the growth in the Pilbara, Western Australia brought new opportunities with people flocking to the region for employment flowing from the mining boom. Housing was at a premium and FIFO (fly-in, fly-out employment arrangements) was developed as a method to manage the general growth and demand for skills. Despite the recent down turn in the world economy since September 2008, which has reduced demand for minerals, the Pilbara continues to enjoy high levels of employment and as a result there is still significant pressure on housing and services provision. Although there has been vast economic growth in the Pilbara not only by mining companies but also oil and gas companies, the 2006 census data indicated that the direct benefits of improved employment, business development and engagement in the mainstream economy continued to exclude Aboriginal people. Indigenous people constitute a significant proportion of the population in the Pilbara region, some 6000 people û currently 14 per cent of the population rising to 18 per cent by 2015 û yet they remain at the bottom of the socioeconomic scale. More than 40 years of mining has returned relatively little to this group of people who are the permanent residents of the region and are connected through their traditional culture to this country (Taylor and Scambary, 2005). Ensuring local Aboriginal participation in the mainstream economy has been a challenge for resource companies, Traditional Owners and local residents in the Pilbara. The case study explores the relationship between a mining company û Rio Tinto Iron Ore and the Traditional Owners of the Pilbara. It examines two projects that have been developed to engage Indigenous people in the development of their region and through regional representation and business development to build a sustainable future for themselves and their future generations and at the same time ensure social cohesion to support social licence to operate. The case study also examines the process that was followed by Rio Tinto Iron Ore and its operations in undertaking a regional agreement for land access, participation and the integration of local Indigenous people into their business and the local economy.

The restoration of surface mining landscapes requires the (re)creation of ecosystems. In Lusatia (eastern Germany), large-scale open-cast lignite mining operations generated spoil dumps widely consisting of acidified, phytotoxic substrates. Amelioration and rehabilitation measures have been developed and applied to these substrates since the 1950s. However, it is still not clear whether these approaches are sustainable. This paper reports on collaborative research work into the ecological potential of forest ecosystem development on typical minesites in the Lusatian lignite district. At first sight, pine stands on minesites along a chronosequence comprising about 35 years did not show differences when compared with stands on non-mined sites of the general region. Furthermore, with some modification, conceptual models for flora and fauna succession in forest stands on non-mined sites seem to be applicable, at least for the early stages of forest ecosystem development. For example, soil organism abundance and activity at minesites had already reached levels typical of non-mined sites after about 20-30 years. In contrast, mine soils are very different from non-mined soils of the test region. Chemically, mine soil development is dominated by processes originating from pyrite oxidation. Geogenic, i.e. lignitic, soil organic carbon was shown to substitute for some functions of pedogenic soil organic matter. Rooting was hampered but not completely impeded in strongly acidified soil compartments. Roots and mycorrhizae are apparently able to make use of the characteristic heterogeneity of young mine soils. Considering these recent results and the knowledge accumulated during more than 30 years of research on minesite rehabilitation internationally, it can be stated that minesite restoration might be used as an ideal case study for forest ecosystem development starting at "point zero" on "terra nova".

Fluorapatite is an important constituent of the greater part of the basic and ultra-basic rock members of the Complex. The evidence for and role of primary magmatic processes in the development of concentric zones of dunite, pyroxenite, syenite and carbonatite and its consequent bearing on the distribution of apatite are discussed. The presence of at least two generations of each of the latter three rock types indicates the cyclical nature of magmatic activity. Pegmatitic-metasomatic phases corresponding to the major magmatic cycles resulted in emplacement of pegmatoidal assemblages. The abundance of apatite in the pegmatoid can be traced to the composition of its parent magma and its cooling history. Approximately 2.5 million tonnes of phosphate concentrate are produced annually from ores containing from 10 percent to 25 percent apatite.

PRIOR to 1907 nearly all coke was made in beehive ovens, and most of the gas produced was made in the old-style gas retorts, and while there were a few coke plants in southern West Virginia, southwest Virginia and Kentucky operating on high-volatile coals the proportion of the total product made by them was small and was usually used locally. The greater part of the coke made, and the coal gas produced, came from the Pittsburgh seam of western Pennsylvania and northern West Virginia-which was then regarded as the standard coking and gas coal of the coun, try, and the best coal available anywhere for these purposes. With the advent of the by-product oven and the building of coke plants at the furnaces, the restriction of the use of one grade of coal for making coke was removed and the use of mixtures of low-volatile and high-volatile coals began. The change in the locations of the coke plants removed the necessity of using Connellsville coal and also made sources of gas available to the public utilities other than of their own manufacture. Most of the first oven plants were built at points distant from the Connellsville region and this afforded an opportunity for the use of coals from the southern Appalachian fields, which were at approximately equal distances from the ovens. Since that time development has been made on a number of seams of coal of great purity in southern West Virginia, southwestern Virginia and eastern Kentucky, which have been largely used for cokemaking, gas and other metallurgical purposes where low amounts of ash, sulfur and phosphorus are determining factors. These coals are much lower in the objectionable elements than the best of the coal from the Pittsburgh seam, or than any northern coal, and in by-product ovens produce coke that is not excelled for any purpose by any coal mined in this country, and is equaled very seldom. Coal from several of these seams is shipped in great quantities without beneficiation and is lower in ash and sulfur than the best washed product from any seam mined in the north.

The QSL plant in the existing "Betzelius" Stolberg GmbH lead smelter in StolberglGermany was commissioned in August, 1990. Following some modifications to the process and equipment which had become necessary in line with the implementation of this new techno- logy, conclusive operating results are now available. These will be reported together with a short description of the plant design. In May 1992, raw material feeding to the QSL reactor in the new lead smelter of Korea Zinc Co. in OnsanlKorea was started. As all the experience gained up to that point in time in the Stolberg plant had already been incorporated in this plant prior to start-up, it reached stable, satisfactory operating conditions in a short period of time. After an introductory description of the plant important operating results will be reported. The operating experience gained in the two plants fully confirms the correctness of the in- ventors' creative ideas in the 70s. The QSL process meets all demands made on modern, ecologically compatible and energy-saving lead production technology. The paper ends with suggestions on how the QSL process will be optimized further in the future.

Datong coal Mine suffers from delays and sudden caving of its massive competent conglomerate roof. Detailed geological studies of the nature of pebbles and matrix of the conglomerate and its sparse bedding, joint and fracture structure, gave rise to investigation of water injection to destroy its strength and to control caving. Comparative investigations, including porisity, permeability, compressive strengths and water injection of conglomerate and sandstone led to empirical expressions relating various properties and to guidance for effective injection and caving practice. This new safe roof control practice should be even more improved with further research, including Modelling.

The spheroidal form of the temper carbon nodules in malleable cast iron and of the graphite mottles of "mottled" cast iron suggests that in both all the graphite in a given mottle or nodule grew from a single center of crystallization or nucleus. $ There is, however, a distinct metallo-graphic difference between the mottle and the nodule; the area of mother metal impoverished in combined carbon by the crystallization of graphite in a mottle is practically coextensive with the ramifications of the graphite, while the impoverished zone of metal corresponding to a given nodule is always larger, and usually much larger, than the approximately spherical mass of graphite crystals forming the nodules. Furthermore, the mottle probably is formed during freezing and the nodule almost always at a considerably lower temperature. Assuming that the nodules or mottles can be used as a measure of the existing nuclei (capable of germination) we propose to record certain observations as to the graphitizing reaction in the light of the number and habits of growth of these nuclei. The present authors, in cooperation with others'-', have reported upon various cognate aspects of the problem. The fact that temper carbon is a mass of flakes and not a solid granule has become well recognized since the introduction of an improved polishing technique8, 9, 10 for cast iron. The global coal industry has changed significantly in recent years. In this paper we analyse the coal production and consumption, imports and exports, and coal prices in China and other major coal-producing countries during the past four decades. The analysis shows that global coal production and consumption have declined over the last three years, in striking contrast to the continuous growth for most of the past 35 years. Australia, Indonesia, and Russia have become the world’s major coal providers, while China, India, and the USA, and Germany are the major coal consumers. The world’s, and China‘s, coal industry can be classified into four stages of development: the stable growth phase, stable phase, rapid growth phase, and high-quality phase. Coal prices rose in the world’s four major coal markets in 2016 after four consecutive years of falling prices. The elimination of overcapacity and production-optimizing operations in China could assist in achieving a demand and supply balance.

In connection with certain cooperative work carried on between the Ordnance Department of the U. S. Army, the U. S. Bureau of Mines, and the U. S. Geological Survey during the year 1918, it was the writers' privilege to make metallographic examinations of a great many test bars and other pieces of nickel-steel gun forgings. The material studied came from many different steel plants throughout the country and consisted both of forgings that had been accepted by the Ordnance Department and those that had failed to pass the specified physical tests. In general, these tests require a minimum tensile strength of 95,000 lb. (42,091 kg.)! an elastic limit of 65,000 lb. (29,483 kg.), an 18 per cent, elongation, and a 30 per cent. reduction in area. An average chemical composition of the steel studied is 0.38 per cent. carbon and 2.9 per cent. nickel. The steel was of both basic electric and basic open-hearth manufacture. The object of the metallographic work was twofold: to assist in detecting defects in the steel and, if possible, to suggest remedies for the same; and to obtain as much information as possible in regard to the relation of the microstructure of the metal to its physical properties. The grcatcr part of the investigation was devoted to defective metal that failed to pass the ordnance specifications. Many types and kinds of more or less serious defects thus came under observation, but most of these were due to the attempts by the manufacturer to meet the enormous demand for ordnance steel with more or less inadequate equipment, and were soon remedied. Two defects, the so-called "flakes" or "snowflakes" and a certain "fibrous" or "woody" fracture, were encountered so frequently and were so disastrous to the steel that the greater part of the study was devoted to them. As a result much information as to their nature and their effects upon the steel and something in regard to some of the conditions that favor their development has been obtained. The first, profitable, marine placer mining started with tin 100 years ago but no major industry developed until the mid-20th. Century. Dredging at sea yielded cassiterite in both South Thailand and Indonesia, and remains an important state-run industry in the latter country. Malaysia and Russia have also contributed production, and the coastal waters of Tasmania and England have been explored. Marine placer deposits of gold have been examined in New Zealand, Chile, Argentina, Russia and West Africa. Philippino deposits were dredged during the 1930s. Fifty years later, at Nome in Alaska, gold was recovered by dredging from the offshore, and the technical/economic benefits of a seabed-deployed crawler were first demonstrated. Off the coast of Namibia placer diamonds were recovered by airlift mining during the 1960’s, but De Beers effectively started the existing marine diamond industry in 1989. The Wirth drill and a crawler continue to be used by the company, and plans recently have been announced for operations in South African waters. Other commodities such as mineral sands, platinum group minerals, and chromite have been investigated offshore in several worldwide localities.

Martensite transformations in steels and other alloys are characterized in part by the absence of composition changes during the growth of a new phase. Transformation occurs rapidly, and there is insufficient time for long range diffusion or partition of alloying elements to take place; martensite reactions in alloys thus are similar to phase transformations in single component systems. A fundamental understanding of martensite transformations in steels is impossible without knowledge of the free energy change upon transforming austenite (face centered cubic iron containing alloying elements) to ferrite (body centered cubic iron containing alloying elements) of the same chemical composition. The present paper assembles the best information available concerning the influence of temperature and composition on this free energy change. Most of the material has been taken from the work of Johansson,' Mehl and Wells,2 Zener3,4 and Smith;5 and indirectly, through these authors, from the work of Austin.6 In agreement with the generally accepted viewpoint, martensite is assumed to be an ordered solution of carbon in ferrite of the same composition as the parent austenite; only at high temperatures and low carbon concentrations is the carbon in ferrite distributed at random. The properties of the disordered solution are estimated by extrapolating the known properties of iron-carbon solid solutions into the range of supersaturation, and the free energy change associated with ordering is estimated from the theory developed by Zener. By incorporating Smith's recent thermodynamic measurements and Zener's theory of ordering, the present analysis modifies previous estimates of the free energy change associ- ated with martensite transformations. Consider a two component system consisting of a solvent A and a solute B. Let Na and Nb represent mol fractions of A and B respectively, let aa = raNa and ab = YbNb represent activities, and let superscripts 1 and 2 refer to phases 1 and 2. Sulphuric acid of various concentrations has long been used as a reagent in the determination of olefins and aromatics in hydrocarbon oils4 such as gasoline, kerosene, and neutral oils from coal-tar distillates. Despite its long use, however, there is no general agreement as to optimum conditions and concentration of acid, and numerous methods and modifications have been recommended. In most cases, treatment of the neutral oil with 80 to 90 percent sulphuric acid, followed by distillation to the original endpoint to remove olefin polymers, is recommended for the estimation of unsaturated hydrocarbons. The distillate thus obtained is taken as olefin-free oil and used in later stages of the anlysis. Aromatic hydrocarbons generally are determined in the olefin-free oil by suphonation with more concentrated acid (96 to 100 percent and fuming sulphuric acid are recommended), the hydrocarbons not attacked and removed as water-soluble sulphoric acids being considered as saturated hydrocarbons. In some cases the saturates are examined further by differentiating between cyclic (naphthenes) and acyclic hydrocarbons (paraffins), Generally this is achieved by physical methods, although strong sulphuric acid is known to react preferentially with some types of saturated hydrocarbons. It was the purpose of the present work to make a general study of this type of analysis and to investigate the reactions of hydrocarbons under conditions often used in analyses that employ sulphuric acid reagents. Since previous work is not in good agreement, the optimum concentrations of acid for the different stages of the analysis were determined. Several sulphuric acid methods previously recommended and new modifications were compared, two synthetic solutions being used as the reference oil. The results obtained are presented below under separate headings.

The Zistersdorf field, near Vienna, continues to be Austria's only producing area. During the year the field was slightly extended by Rohol Gewinnungs A.G. in its Rag 2, which in April came in for an initial 120 tons daily through an 8-mm. (0.315-in.) bean, from the twelfth Sarmat sand at 1447 m. (4747 ft.). The amount of fluid produced by this well has remained essentially constant, but after the first several months water appeared and increased to some 50 per cent of the total. TWO subsequent extension wells, Rag 3 and Rag 5, northeast and west of Rag 2, found only water-bearing sands, and drilled through the main fault and into the Flysch at 1683 and 1401 m. (5522 and 4596 ft.), respectively. At the close of the year preparations were under way to deviate both wells away from the fault to test still deeper sands. Within the previously proven area of the field Erdolproduction's Gosting VII came in flowing a maximum of 440 tons daily, the highest individual production yet recorded. During the course of 2011 the nationalization of mines emerged as one of the most contentious and emotive political issues under review. Some four years after the African National Congress electoral conference held in Polokwane, which had led to a change of leadership within the country's ruling party, elements within the ruling party's youth league, which had been virulently supportive of the change in leadership, turned on the incumbent President, using the mining question as its rallying call. At issue was the expressed perception that mining has, since the country's democratization, not delivered the anticipated benefits to the population as a whole, continues to be the preserve of the capitalist element of the South African community, and is therefore in need of radical reform. Aspersions were made that transformation within the industry had failed dismally and that mining companies had not delivered against their commitments to the Mining Charter and social and labour plans. The debate became extremely vocal and heated, evoked dramatic and emotive opinions, and vigorous skirmishes on the matter were fought in the media over much of 2011 and into 2012.

The Bureau of Mines Helium Research Center has as a long-range objective the development of an equation of state for helium that will allow all of the thermodynamic properties to be calculated within the accuracy with which they are known. If this objective is to be realized, a method of calculation must be known. This report gives the principles of the method we use in such problems. A computer program was developed for predicting these properties, including those at the critical point, that is perfectly general and applicable to any equation of state. To demonstrate the efficacy of our method, this computer program was used to evaluate thermodynamic properties of a Redlich-Kwong fluid in the two-phase region. Expressions for calculating various thermodynamic functions specific for this particular equation of state are derived. Numerical values are tabulated and graphs are presented for all functions calculated. It is shown that for a Redlich-Kwong fluid there are finite discontinuities in (1) the second temperature derivative of the Gibbs free energy or chemical potential at the critical point, (2) the second derivative of the vapor pressure curve with regard to the temperature on passing through the critical point, and (3) the measured heat capacity at constant volume on passing through the critical temperature when the calorimeter is filled to the critical density. It is also shown that the heat of vaporization is infinite for a Redlich-Kwong fluid at absolute zero.

The restrictions imposed by the Brazilian environmental legislation regarding natural caves lead to a block of substantial amount of mineral reserves. Mining activities can released caves, as long as the company ensures that the activities will not cause any damage to them, requiring profound and time-consuming studies. Since the use of explosives in the mine are potential sources of some damage to any structures, it leads to a deep need for controlling the rock blasting activities. In this context, the maximum charge per delay used in operations close to cave regions must follow some internal blasting assumptions that have been developed during specific tests and mining activities. By the seed wave technique, it is possible to determine the behavior of a seismic wave, which travels through a rock mass and it is generated by blasting a known explosive charge. This technique has proved to be an effective tool because it is able to accurately include the physical characteristics of the rock and different lithologies. This paper discusses about modelling blasting induced vibrations in order to improve caves protection, which surround the mining operations.

An infrared external reflection spectroscopy (ERS) technique has been developed to study the structure of the adsorbed layer of ethyl xanthate formed on copper and natural chalcocite (Cu2S) electrodes. The infrared technique provides information concerning the identity and the orientation of the adsorbed species at monolayer and submonolayer coverages. X-ray photoelectron spectroscopy (XPS) studies have also been conducted to monitor changes at the surface. The results show that the first oxidation peak on the voltammograms for copper and the first and second oxidation peaks on the voltammograms for chalcocite electrodes are not characteristic of a chemisorbed xanthate species, which is contrary to what has been reported by other investigators previously. As evidenced by the XPS spectra, there was an increase in sulfur relative to copper on the copper and chalcocite surfaces over the potential region where these oxidation processes occur. The spectroscopic results (ERS, XPS) indicate that the second and third (on copper) and the third and fourth (on chalcocite) oxidation processes recorded on the voltammograms are due to cuprous ethyl xanthate adsorption. The orientation of the adsorbed molecules of xanthate was observed to change with increasing surface coverage. Therefore, it has been concluded that xanthate can modify the copper and chalcocite surface in two different ways. At lower potentials, xanthate is a source of sulfur for the formation of a sulfur-rich surface. At higher potentials, an adsorption layer of cuprous ethyl xanthate is formed. Contact angle measurements show that both of these processes of xanthate surface modification lead to an increase in the hydrophobicity of the substrates.

Waste waters from mine sites may be screened for all constituents of significance as a first step in establishing water quality criteria for protection of aquatic ecosystems. Inductively-coupled plasma mass spectrometry (ICP-MS) offers the capability to screen water samples and digest solutions for virtually all elements in the periodic table. This technique is therefore able to identify elements whose concentrations are elevated in waste waters and may be rarely present in background surface or ground waters. Such elements may be present in waters at only a few ¦g/L. ICP-MS has sufficient sensitivity to detect sub-¦g/L or even ng/L levels of many elements. Waste waters from most mining activities in the Northern Territory have been examined by ICP-MS. The concentration data provide the basis of a contaminant data base. The data can show specific tracers in the ore or mineral itself, subsequently found in waste water. An example is the presence of rhenium in uranium ore. Such trace elements may be present in soluble or insoluble chemical forms and are more useful as indicators when soluble and exemplifying conservative chemical behaviour. The approach described, based on ICP-MS screening of mine site waste waters, together with general physico-chemical variables, provides the most comprehensive means yet available of selecting variables for monitoring programs and ensures that key elements and/or their chemical species are not excluded from monitoring programs.

GruZLESKI and winegard1 have recently reported on the origin and development of the cellular substructure in Sn-Cd eutectic unidirectionally grown with different amounts of constitutional supercooling (CS). This communication deals with the results obtained in a parallel study on the instability of a plane interface in Al-Cu eutectic unidirectionally grown. Similarities as well as differences with the results of these authors1 will be presented. A1-Cu eutectic alloy ingots of 99.999 pct purity were grown unidirectionally under different G/R ratios where G = thermal gradient in the liquid, R = solidification rate. The ingots were cut in slices perpendicular to the solidification axes and the substructure studied on parallel sections following the sense of growth. It was generally found that the last part of the ingot to solidify presented a well developed colony substructure as a result of impurity build up and constitutional supercooling. The results obtained were: 1) When the structure was observed with low niagnification (of the order of 150 to 300 times) the first instabilities were observed at the grain boundaries and node-like structures formed at the junctions of the growth-induced boundaries, as reported by Gruz-leski and Winegard.1 Inside the grains the first signs of instability appear later and correspond to the type shown in Fig. 1; this is a two dimensional cell substructure. ' 2) Figs. 2 and 3 correspond to the evolution from a two dimensional substructure to a cellular type. In the A1-Cu eutectic the boundaries of the two dimensional cell are always perpendicular to the laniellaes instead of parallel as in the Sn-Cd eutectic. 1
