The heat-treatment of steels will not pass from the stage of an art into that of a science until the mechanism of the phase transformations associated therewith is thoroughly understood. Such an understanding will involve two distinct types of inquiry: (I) the direction of the transformation, (2) the speed of the transformation. The first type of inquiry, which involves only the equilibrium relations between the various phases in steel, is the subject of the present and of a succeeding article; the second type, which involves the kinetics of transformations, will be the subject of a later article. In order that a theory of equilibrium relations may give useful information, certain experimental data must be put into the theory. It is customary for these data to be of a thermal nature. In the system discussed herein—steel—such thermal data are very scarce. In medium-alloy steels another type of data might possibly be used. In these steels the concentration of solute is so low that it may be possible to use the approximation of dilute solutions, an approximation that leads to linear relationships. The unknown functions, or constants, may then be determined in some cases from the binary iron-alloy system and in other cases from the ternary iron-carbon-alloy system. From the functions, or constants, so determined may then be computed the equilibrium relations in more complex medium-alloy steels. In the present article this second approach is used, the necessary experimental data 'being obtained from the simple binary and ternary equilibrium diagrams. Fundamental Equations In this article are derived the equilibrium relations between the gamma, alpha and cementite phases. In these three phases all important alloying elements except carbon form substitutional solutions, each alloying atom occupying a potential site for an iron atom. Carbon, on the other hand, forms an interstitial solution. In the face-centered cubic gamma phase, the interstitial positions are at the center of the unit cube and at the centers of the cube edges. There are therefore four interstitial positions per unit cell, or one per iron atom. In the body-centered cubic alpha phase, the interstitial positions are probably at the face centers, and also at the centers of the edges, which are crystallographically equivalent to the face centers. There are therefore six interstitial positions per unit cube, or three per iron atom. In cementite, (Fe, Alloy)3C, the carbon atoms may. be regarded as filling all the lattice positions of a given type. The introduction of the fundamental the of equilibrium has presented the author with a quandary. These equations are formally so similar to other equations that have been derived1,2 for related systems that they may appear to some readers

The Federal Bureau of Mines and the Alabama Power Company conducted an experiment in underground gasification of coal at Gorgas, Ala. involving the use of hydraulic fracturing to increase the air acceptance of a coalbed for the introduction of combustion air and removal of product gases. Air acceptance is defined as the flow rate of air which can be injected into the coalbed at 65 p.s.i.g. This was the second time the hydraulic-fracturing technique was used at Gorgas. Sand suspended in a heavy oil served as the fracturing fluid in the first experiment; in the second the sand was two to six times larger and was suspended in a water-starch gel. In addition to providing further tests of the underground-gasification process, the purpose of the second experiment was to determine the effects of the larger sand and greater volumes of a water-base fluid on (1) the extent of the fractured area, (2) the air acceptance of the coal, and (3) the rate at which a gasification path could be carbonized (linked) through the coal, and to compare these results with those of the first experiment. The coal was fractured by injecting 11,000 lb. of sand and 33,580 gal. of water and water-gel at 200 to 600 g.p.m. and 900 to 1,000 p.s.i. The fluid fractured the coal and the sand served as a propping agent to hold the cracks and crevices open. Pressures during the fracturing operation at test boreholes indicated that the fracturing fluid extended only about 150 ft. from borehole H, the point of application of the fracture. Injection of air revealed that the air acceptance of the coalbed within this e t was materially increased. On the other hand, increased air acceptance also was noted at boreholes up to 280 ft. from borehole H and at the electrolinking area 300 to 400 ft. away, indicating that the fracture effects extended considerably farther than was evident from observation. Similar effects were noted at approximately the same distances after the first hydraulic fracture.

DURING the past three years the Surface Preparation Committee of the American Mining Congress Coal Operators' Committees has been collecting data on dewatering and drying washed coal, and on screening coal in representative plants in the Eastern and Central bituminous fields. Because of wide variations in bed moisture, such data can be compared only after deducting the bed moisture. It was found that practically every company used a different routine for moisture sampling and determinations. Some reported the moistures as total moistures, others as surface moistures, cur-dried moistures, or oven-dried moistures. For most of the reports it was necessary to esti-mate, from a consideration of the bed moisture and other data available in a given case, corrections to be made in order to obtain surface-moisture figures as a common basis for comparison. At any plant, and regardless of bed moisture, the percentage of surface moisture remaining in a product when the dewatering, or a given stage of the dewatering, has been completed, is the real measure of what has been accomplished. The descriptions and data given with Fig. 1 show that surface-moisture figures show relationships that would not be shown by total moistures. Therefore bed moisture should be deducted, or, if more practicable, the surface moisture of the. products should be meas-ured direct. A preparation engineer finds one per cent, or even a part of one per cent, of surface moisture a very important consideration in the results of his efforts to find the most effective and economical methods of reducing and controlling the surface moisture in his products within the required limits. Therefore it is important for him to have accurate measurements of surface moisture with minimum uncertainty as to whether they some-times include less than the surface moisture and at others all of the surface moisture plus an unknown part of the bed moisture.

"MOTIVATION Tunnel construction companies must keep costs low, finish projects in less time and still meet the high quality and safety standards. Therefore, their main goal is always to optimize the tunnel excavation process. Traditional geodetical methods are used since more than 100 years to ensure an exact breakthrough of a tunnel. Evolving sensors, sensor fusion and increasing computation resources opened new fields of application for geodetic solutions in tunneling. These solutions offer new ways to reduce costs and risks in tunneling. INTRODUCTION Nowadays in tunneling, geodetical measurement methods are not only used for guidance, but also for various other applications. This paper gives an overview about where geodetical measurements are used today and highlights their benefits for safety and costs aspects. Furthermore, advanced solutions are introduced. In progressive projects, they have already become state of the art technology and are in use daily. STANDARD GEODETICAL MEASUREMENT APPLICATIONS In drill & blast tunnel construction processes, there are many standard geodetical applications used in the different construction phases, each having different requirements regarding accuracy. In the excavation construction stage, guidance tasks and setting-out of various positions is done by the foremen. Thanks to simplified measurement tools, the foremen are enabled to carry out these measurement tasks themselves without requiring deep surveying knowledge. In contrast, deformation analysis and network measurement campaigns need sophisticated planning and a profound education in surveying. Therefore, these tasks are carried out by surveyors. Profile control and as-built documentation is required in each construction phase. Depending on the requirements of the project, this task can be carried out either by the foremen or a specialized surveyor. Table 1 provides an overview over typical surveying tasks in an underground project including information about who is doing the job and the according accuracy requirements. The listed tasks are described in more detail below."

Gold was discovered in the Sierra Nevada by J. W. Marshall on Jan. 2, 1848. The town of Grass Valley soon sprang up and contained several stores in 1849; but the population of the town has always reflected the fluctuations in quartz mining. Gold-bearing quartz was found on Gold Hill in September 1850, and in the next two years most of the quartz-bearing veins in the vicinity were located. At first, the quartz was crushed in mortars with spring poles; the IIuff Co. took out $20,000 in this manner during the winter and spring of 1851. The first mill was put up in January, 1851. In 1866, there were in Grass Valley 248 stamps, crushing 71,420 tons of ore with an average yield of $30 to $35; in Nevada City, there were 142 stamps, crushing 14,200 tons, with an average value of $25. Rut in 1918, only two properties in this region, the Empire and the Korth Star, were producing Since then, there has been a revival of mining in the district and the following properties are being opened up: The Golden Center. Idaho-Maryland Mines Co., while the Su1tana is kept unmatered and work is going on in a half dozen mall propertics Mining Claims At the first meeting of miners in Grass Valley, Jan. 13. 1851, a plot :30 by 40 ft. was allowed for a claim, the boundaries in all cases being perpendicular. In 1852, the quartz miners in Nevada County deeided that "each prospector shall hereafter be entitled to 100 ft. on a quartz ledge or vein and the discoverer shall be allowed 100 ft. additional. Fach claim shall include all the dips, angles, and variations of the vcin." This rule was in force until replaced by the Federal mining laws of 1872; these allowed quartz claims to be 1500 ft along the vein, with all the dips, spurs, and angles, and to have a width of 600 ft. THE Institute met on Wednesday evening, May 22d, in the parlor of the Stanton House, Dr. T. Sterry Hunt, President, in the chair. The President delivered an introductory address on the Brown Hematite Deposits of the Great Valley, after which the following papers were read and discussed : Note on the Result of an Experiment with the Wheeler Process of Combining Iron and Steel in the Head of a Rail, by W. E. C. Coxe, of Reading, Pa. On the Jenks Corundum Mine, Macon County, N. C., by Dr. R. W. Raymond, of New York City. On Wednesday afternoon, previous to the opening session, the members who had already arrived in Chattanooga, were taken by the Local Committee to the works of the Roane Iron Company, and Chattanooga Iron Company, and then to the top of Lookout Mountain, where, at the request of the members present, Dr. Hunt described the geological and geographical features of the Chattanooga region, with the magnificent panorama spread out before them as a map. On Thursday morning an excursion was made by steamboat down the Tennessee River as far as Shellmound. Here cars were taken to the coal mines of the Dade Coal Company, where the members were courteously received by Mr. E. B. Wells, the Superintendent. After a trip through the mines the party partook of a collation provided by the company. South Pittsburgh, on the Tennessee River, was next visited, where the Southern States Coal, Iron and Land Company have a large blast-furnace plant in the course of erection. After conducting the party through the works, shops, etc., Mr. James Bowron, the manager, entertained the members with graceful hospitality at dinner. The second session was held on Thursday evening for the transaction of business. The President, Dr. T. Sterry Hunt, appointed Messrs. W. E. C. Coxe, R. H. Richards, and F. J. Slade, scrutineers, to examine the ballots for officers for the ensuing year.

What was perhaps the first attempt at basic converting in the Southwest was made by the late Charles F. Shelby at Cananea early in 1907, when he removed the acid lining from one of the 8 by 12-ft. barrel-type converters then in use at the reduction works of the Cananea Consolidated Copper Co. and substituted a lining of one course of magnesite brick. In this shell, he blew 21 taps (about 180 tons) of matte to white metal before the brick gave out along the tuyhre line. In every case, the white metal so made was transferred and blown to copper in other converters. The cost of the lining was $700 and Mr. Shelby gave up the experiment as impracticable. No further serious effort to bessemerize copper mattes in a vessel having a more or less permanent lining of basic brick was made by any of the large copper smelters in the Southwest until some months after Messrs. Peirce and Smith had brought the question permanently before the public, and had proved it to be a metallurgical and financial success by their work at Baltimore and Garfield. Early in 1911, the Cananea Consolidated Copper Co. had in operation at its reduction works at Cananea, Mex., several 8 by 12-ft. barrel-type converters lined with magnesite brick which had previously been operating with acid linings. In the 18 months following, these converters produced 50,000 tons of copper. In June, 1912, this company installed the first of its new equipment of six stands of electrically operated 12-ft. Great Palls type converters, and shortly afterward discontinued the use of the smaller shells. In September, 1911, the Consolidated Kansas City Smelting & Refining Co. had installed at its El Paso plant two 10 by 26-ft. Peirce-Smith converters. Later, in March, 1913, one standard Great Falls type converter was added. About the time the Peirce-Smith converters were going in at El Paso, the Calumet & Arizona Mining Co. was experimenting with basic linings in 7-ft. by 10-ft. 6-in. barrel converters at its plant in Douglas, Ariz. These efforts were sufficiently successful to enable the plant to "handle the total output of copper in these small shells until the standard Great Falls converters were substituted in June, .1914.

The need for mechanization in coal mining wherever it can be successfully introduced is evident when we take into account the fact that during recent years the coal-mine employee's wages have increased and his hours have been shortened. Coal is no longer King, and a brief study of statistics covering the production of coal, petroleum and natural gas and the development of water power will convince anyone that coal has had very powerful competitors during the past 10 years. Petroleum production in the United States between 1918 and 1936 increased from 100 per cent to 309 per cent. Water power increased from 100 per cent in 1918 to 270 per cent in 1936. Bituminous coal slipped from 100 per cent in 1918 to 75 per cent in 1936. The anthracite industry slipped from 100 per cent in 1918 to 50 per cent in 1932, but climbed to 55 per cent in 1936. In 1918, the State of Washington produced a little over four million tons of coal and the production of California oil, at that time, was a little less than one hundred million barrels per year. By 1929 the production of California oil had increased to a little over 292,000,000 bbl. or nearly 300 per cent as compared with 1918. By 1934 the production of coal in the state of Washington had dropped to about 1 1/3 millions of tons per year. Our neighbors in British Columbia had their coal production reduced from a little over 2 1/2 million tons in 1920 to less than 1 1/3 million in 1933. The North western Improvement Co., a subsidiary of the Northern Pacific Railroad Co., owns coal properties in various parts of Washington and Montana. The Northern Pacific is one of the very few railroads using any considerable quantity of coal in its operations. Practically all of the American railroads in the Pacific Northwest, except the Northern Pacific, are using cheap California fuel oil or electricity. This problem, of course, is not a new one in coal mining, and all of the progressive coal companies in the country have tried to meet competition from an overproduction of petroleum and an overproduction of natural gas as well as enlarged developments of hydroelectric plants.

The Building Products Company is Phoenix based and owned by Mission Clay products of California. Building Products is the only manufacturer of vitrified clay pipe in Arizona. The marketing area includes Arizona, Nevada, Utah, New Mexico, and California. Building Products, promoted by Arizona Public Service, was formed in 1970. Raw-materials prospecting was undertaken for 2 years, after which a $5-million plant was built. Initially, a satisfactory vitrified product could not be made with the raw materials then in hand. Subsequent prospecting and testing led to an acceptable raw-materials mix. Testing to upgrade the final product is a continuing process. The basic raw-materials supply must be adequate, secure, and capable of sustaining close tolerances in the final product. These needs are met by mining four geologic materials at three different localities: (1) refractory aluminous shales (two horizons-one pit) Colorado Plateau Province (Mogollon Rim); (2) less refractory aluminous materials from late Cenozoic lacustrine materials near Dewey in the Transition Zone (TZ); and (3) Precam¬brian "slate" from near New River along the southern edge of the TZ. Other additives include grog (ground-up, broken pipe) and barium carbonate that ties up what gypsum there is. Calcium magnesium carbonates are deleterious components that are minimized by careful selection of the mined products. The raw materials are blended and mixed, ground to 12 mesh, mixed in a pug mill, depleted of air, extruded into pipe ranging from 6 inches to 42 inches in diameter, transported to a hot-air drying room, fork-lifted to an appropriate kiln, and fired at a 1900-2000° F range. The "Rim" kaolinitic shales, being the most refractory ingredient, stabilize the pipe during the firing process. They are very plastic, and therefore facilitate extrusion. The Dewey clay fuses at a low temperature and forms an impervious glasslike binder. It also is plastic. The "slate" forms platy particles that tend to orient themselves during laminar flow. This provides strength for both the green and dried product. It doesn't absorb water, which helps the drying process. Grog remains stable during firing, and therefore helps to control shrinkage. The development of appropriate raw materials and proper mixtures has been done empirically.

Studies are reported on the structure of coal and coke with the graphical , statistical densimetric method based on the relation between the molecular volume per carbon atom ( M / C ) and the atomic hydrogen - carbon ratio ( H / C ) . Previous work , mostly from chemical and physical investigations , is critically reviewed . Difficulties in evaluating the ring increment are demonstrated for coal and coke for the statistical densimetric method based on the additivity of atomic volumes of constituent elements . A new diagram is presented for the graphical method . Methods are introduced for correcting M /C and H/C for the presence of minor constituents in coal and coke . With the graphical method , the fractions of aromatic carbon atoms in the total carbon atoms are estimated for a coal , a resin , and 5 petrographic components ; the types of condensed structure in the fundamental units of molecules are discussed for these substances , 28 coals , and 6 " average " cokes at 500 ° to 1,000 ° C. It is also shown that the number of rings in the fundamental units of coal generally increases with increasing rank and that of coke , with increasing carbonization temperature .

I speak to you today on the subject assigned to me, "Subsidence - a Real or Imaginary Problem", as a representative of Consolidation Coal Company (a wholly owned subsidiary of Continental Oil Company). The information I relate to you is our experience in the Pittsburgh Coal Company Division of Consol and covers the Pennsylvania properties and mines with particular emphasis on the mines in the south- western portion of the State or in the immediate vicinity of Pittsburgh, Pa. Mining of Freeport and Pittsburgh seams of coal in the Pittsburgh vicinity dates back over one hundred years. Consol, or its predecessor, Pittsburgh Coal Company, has been actively engaged in mining in the area since Pittsburgh Coal Company was organized in 1900. Pittsburgh, Pennsylvania came into prominence as the Steel City largely because of the vast reserves of high grade metallurgical coal readily available in the immediate vicinity and also because of its favorable river transportation. Early in the 1900's we operated over 100 small coal mines, with operations located in the Counties of Allegheny, Fayette, Washington, Westmoreland. We have also operated mines in Somerset and Greene Counties. Titles in Pennsylvania can be in three estates: (1) title in fee, (2) title to the mineral, (3) mining rights permitting the removal and extraction of the mineral with or without waiver of surface damage. Consol has over the years acquired good legal title to the coal lands purchased from individual farm owners, with good broad mining rights, and in 98% or more of its title has a complete waiver of surface damage or the right to subside the surface land. In the early days of our Company, individual coal farms were purchased from land owners. Many of these titles severed the coal estate from the in fee title and good mining rights with waiver of surface were conveyed in the original severance deed. Thus, minable coal reserves were put together by the purchase of the coal under many individual farms in an area. In the early years, the mines practiced hand dug mining - later going to mechanical cutting with hand loading of the coal. Systems used were entry driving with room and rib panels. We have practiced full recovery mining as far as practical during the years of hand loading, as well as in the later years when the mines were mechanized. Mining system layouts, methods and procedures have changed from time to time to keep pace with improved mining machinery and new inovations, such as roof bolting and rubber tired haulage.

Most of the future phosphate resources in Florida, which accounts for 70  percent of production in the United States, are contaminated with too much dolomite that is difficult to remove with existing industrial practices. The low-grade ore quality coupled with increased phosphate demand is of concern to the Florida phosphate industry. In order to resolve the dolomite issue, various beneficiation technologies were designed and evaluated, but none have been sufficiently successful [1].

It was a flexible 4-in. pipe line that supplied the voracious appetite of tanks, trucks, jeeps, and planes across the North African desert. and it is the 1800-mile pipe line from Calcutta to Kunming, Yunnan Province in China, the longest in the world, that supplied oil and 100-octane gas for the trucks, tanks, Jeeps, and planes fighting on the Assam-Burma-China front in recent months. The softening temperature of coal ash, as determined in the laboratory, has been used for years as an indication of the tendency of coal to form clinker and slag. It has not, however, provided an index of unfailing and complete reliability for forecasting the relative performance of different coals, even in the same plant and under the same conditions of operation. A large amount of investigation has been done in attempts to account for this, but practically all of this has been in the direction of studying the chemical constitution of coal ash. Much has been learned, but without much progress toward a better practical application of knowledge to the selection of coal. There has always seemed to be an important factor that eluded discovery. It has long been recognized that the ash-softening temperature as determined in the laboratory had one weakness, in that it represented the temperature at which a thorough mixture of the whole ash of the coal would melt, the mixing having taken place before the heal was applied. This does not, of course, simulate what takes place in practice. With certain exceptions, which will be noted later, almost all of the investigations that have been made, especially the chemical studies of coal ash, have likewise dealt with a mixture of the whole ash in the coal. The present investigation differs from these fundamentally in its approach to the problem. It started from the observation that some clinkering and slagging obviously takes place in a boiler furnace at temperatures below the laboratory-determined ash-softening temperature of the coal. The softening temperature of coal ash, as determined in the laboratory, has been used for years as an indication of the tendency of coal to form clinker and slag. It has not, however, provided an index of unfailing and complete reliability for forecasting the relative performance of different coals, even in the same plant and under the same conditions of operation. A large amount of investigation has been done in attempts to account for this, but practically all of this has been in the direction of studying the chemical constitution of coal ash. Much has been learned, but without much progress toward a better practical application of knowledge to the selection of coal. There has always seemed to be an important factor that eluded discovery. It has long been recognized that the ash-softening temperature as determined in the laboratory had one weakness, in that it represented the temperature at which a thorough mixture of the whole ash of the coal would melt, the mixing having taken place before the heal was applied. This does not, of course, simulate what takes place in practice. With certain exceptions, which will be noted later, almost all of the investigations that have been made, especially the chemical studies of coal ash, have likewise dealt with a mixture of the whole ash in the coal. The present investigation differs from these fundamentally in its approach to the problem. It started from the observation that some clinkering and slagging obviously takes place in a boiler furnace at temperatures below the laboratory-determined ash-softening temperature of the coal. KNOWLEDGE of the Cu-Zn constitution diagram was critically examined in 1944 by G. V. Ray-nor,1 who suggested the diagram reproduced in Fig. 1 as the best evaluation of available data. No pertinent work on the constitution has been published since that time, although a number of authors have discussed transformation kinetics and theory. Despite the large amount of work that has been done on the constitution of these industrially important and scientifically interesting alloys, minor uncertainties still exist. For example, it is still not possible to say definitely whether a two-phase region exists between the ordered and disordered forms of the 8 phase. A careful re-examination of the phase boundaries in this part of the diagram was therefore undertaken. Two methods were selected for the new investigation—quantitative metallography for the higher temperatures and precision lattice parameter measurement for lower temperatures. Because of the relatively narrow two-phase regions flanking the ß phase in these alloys, quantitative metallography is particularly suited for their examination, since the relative amounts of the two phases are very sensitive to their compositions. The method, however, is useless below about 350°C because of the inadequate resolution of the two constituents. Below 400°, however, the X-ray diffraction method is applicable, although it is of somewhat lower sensitivity in this system. The changes of composition that occur during quenching from above about 500°C entirely vitiate X-ray measurements at room temperature though they do not affect metallographic area measurements. The two methods overlap and supplement each other admirably. Both methods depend on the attainment of equilibrium composition of the two phases in a more or less intimate mixture and thus avoid the difficult problems of nucleation and long range diffusion involved in the conventional metallographic bracketing method. The alloys were melted from a master alloy made from re-electrolyzed cathode copper and Horsehead 99.99 pct Zn. Melting was done under a cover of either borax or charcoal and the alloys cast into a 7/8 in. sq graphite mold for the a-ß alloys or a 3/8 in. diam cylindrical graphite mold for the ß-? alloys. The a-ß alloys were rolled at 750°C to 5/8 in. sq; annealed for 24 hr at 800°C and quenched; then rolled and swaged at 200°C to 3/8 in. diam rods, annealed 24 hr at 200°C, quenched and cold rolled 2 pct reduction. This treatment was intended to obtain a small grain size and to produce many nuclei of the minor phase for growth on subsequent heat treatment. The unworkable ß-? alloys were given preliminary treatment by sealing in Vycor tubes in vacuum and annealing for 4 hr at 800°C followed by cooling in air. Samples of homogenized alloys were checked spectrographically for impurities, but the principal components were determined on samples subsequent to heat treatment. The impurities analyzed averaged approximately as follows: Ag, 0.0002 pct; Fe, 0.004; Si, 0.0008; Cd, 0.005; Mg, 0.0002; and Pb, 0.002. For metallography, samples of appropriate composition were cut into rods 5/8 in. long, sealed in pyrex tubes in vacuum and annealed for eight weeks at temperatures of 470°C and below, two weeks at 480°, 500°, and 600°C, and 4 hr at 700°C, followed by quenching in cold water. Temperatures were accurate to ±2°C. The cylinders were then machined to 8.7 mm diam and a slice weighing 1.5 g cut with a thin saw transversely from the center of each. This

This paper concerns a pragmatic approach to a problem that is common to many operations in the mining industry: how, over the short-term, to grasp the extent and distribution of long-term financial risk from environmental causes and reduce these risks strategically, in order to maintain stability and flexibility in the operations. Surprisingly, many companies operate without an environmental master plan or tools that can help managers measure and reduce financial risks. Such companies may be subject to unknown unacceptable financial risks from environmental causes. While many companies have some kind of internal system of environmental standards, it is often the case that such systems have uneven or limited effect, and offer no opportunities for visualising, measuring or managing aggregate financial risks from environmental causes. `Aggregate risks' are defined here as the calculated total expected financial costs to a company, or a subdivision of a company, from environmental causes at nominated operations over a defined time period. Aggregate risks take into account the type and magnitude of an environmental problem set, the likelihood of occurrence, and the time frame during which the problems will develop or solutions are required. For the large corporation, the 'amount of' aggregate environmental risk is a statistic that can be managed, along with other financial parameters, at the corporate level to improve the stability and predictability of operations, and protect the interests of shareholders. This paper concerns development of a management framework and a tool for the large corporation that responds to the need for managing aggregate environmental financial risks. The logical framework proposed to overcome the need for strategic vision is the Environmental Master Plan, and this is described in the next section. The analytical tool proposed to measure aggregate risks and provide relevant data and insights to managers, is called an Environmental Risk Management Information System, and its mechanics are described in a subsequent section.

The Eastern fields comprise a distinct geological and geographical unit, located in the northern part of the Appalachian geosynclinal prov-ince. In this area are the fields of New York, producing from rocks of Devonian, Silurian and Ordovician age; the fields of western Pennsylvania, where oil and gas occur chiefly in rocks of Mississippian and Devonian age; the fields of eastern Ohio, where oil and gas are obtained from rocks of Pennsylvanian, Mississippian and Silurian age; and the fields of West Virginia, where oil and gas are produced from rocks of Pennsylvanian, Mississippian and Devonian age. Many of these fields are of great antiquity in comparison to the age of the producing areas in a greater part of this country, and consequently in most instances it is impossible to obtain accurate historical statistics. In addition, the records of many of the more recently discovered fields are either unobtainable or are not sufficiently reliable to justify their incorporation in a review of this character. Rather than overemphasize certain fields and areas, where complete records are available, when there are many other fields of equal importance for which statistical data are not available, the authors have made a tabulation of development that does not take into consideration past operations and production. The records utilized in preparing this paper were derived largely from the scout reports of several of the larger companies, which generously made them available to the authors. These were independently tabulated by counties and townships, in order to eliminate as far as possible duplications and, excepting the Clinton fields of Ohio, where many of the smaller wells have not been individually reported, they represent the most accurate information available. Market conditions in both the oil and gas industry were far from favorable during 1932 and in consequence there was a total decline in drilling in the Eastern States, which is 22 per cent less than the number of completions in the preceding year. This decline was not constant over the entire area, as is shown in Table 1. The oil fields of both New York and western Pennsylvania were the scene of renewed drilling activity, which was largely restricted to the water-flooding operations in the Bradford and Allegany fields.
