In the economic evaluation of any Australian mining project, changes in taxation can significantly affect viability. Australian tax laws, particularly in the period since early 1973, have undergone many changes which have led to shifts in the profitability of mining companies. This paper examines the sensitivity of a selected, broadly based sample of Australian mining companies to the changes that have occurred, or are reasonably likely to occur, in taxation legislation. In the past, tax systems have been altered for a variety of reasons, such as 1. reduction'in the impact of inflation 2. neutralization of incidence between different sections of the economy 3. as an incentive to encourage expansion and growth in a particular industry or area, and 4. increase in the real "take" of government. In this paper, conventional rate of return analyses are applied in a study of how profitability is affected under various taxation systems.

For many years practicing geotechnical and structural engineers in Texas and Louisiana were reluctant to include augered cast-in-place (ACIP) piles as a viable deep foundation alternate. Three primary concerns were the lack of a final driving resistance to confirm adequate capacity, the inability to inspect ACIP piles prior to installation, and the fact that pile integrity is highly dependent on the skill of the ACIP pile contractor's field personnel. The Deep Foundations Institute (DFI) Committee on Augered Cast-In-Place Piles has responded to these quality control concerns by establishing standards of practice for ACIP pile installation and ACIP pile inspection. Regional areas of the country have different subsurface soil and rock conditions and many times this will influence local installation and inspection requirements. The best way structural and geotechnical engineers can address quality control concerns is to be familiar with the DFI standards of practice, to know the special requirements for a particular project site, and to incorporate them into a well-written ACIP pile specification. The purposes of this paper are to: 1) review the main fundamentals of a successful quality control program, 2) describe how these fundamentals can be applied to the installation of ACIP piles, and 3) add personal experiences from ACIP pile projects in Texas and Louisiana. Nondestructive test methods are frequently used as a quality control tool to evaluate questionable piles. An additional brief discussion of two nondestructive test methods is presented to complete the paper.

(Canal Zone Meeting , October , 1910.) INTRODUCTION. IT is a curious fact that while in our Transactions there are papers dealing with mining-districts in all parts of the world, in Europe, Asia, Africa, and Australia, there is not one which describes the mining possibilities of Nicaragua; our near neighbor. To be most interested in distant objects, like the moon, .and to neglect what lies at our feet, appears to be a trait of human nature. The neglect of Nicaragua is not confined to the American Institute of Mining Engineers. In no other transactions am I :able to find papers dealing with mining in Nicaragua, some parts of which are as much in need of discovery and research as the North Pole.. I hope this paper will be the precursor of many others to be printed in our Transactions, dealing not only with the mining possibilities of Nicaragua, but with the whole of Central America, where there are vast areas awaiting skill and capital for their development. Much of this capital and skill should come from the United States in the future, although it is probable that European capitalists, when they appreciate fully the possibilities, will investigate more and more the mining-resources of Nicaragua and other Central American republics. Fig. 1 is a sketch-map of Nicaragua showing the principal mining-districts. II. HISTORY. Mining in Nicaragua did not begin yesterday. It was commenced by civilized man when the Spanish conquerors penetrated into the interior and forced the natives to procure the precious metal for them. It is strange that the Spaniards did not find more gold, and work on a scale as extensive as in Colombia and other parts of South America. "ONE OF THE FIRST DOCUMENTED APPLICATIONS of soil geochemistry in the Canadian Shield was that carried out by Chisholm in the Kenora district in 1949. This survey proved successful in outlining sulphide-associated gold veins utilizing cold-extractable metals. Since then, mining companies, government agencies - both provincial and federal - and universities have conducted soil investigations. Some of the results are documented in publications, others are on open file in provincial and federal mines departments and, unfortunately, many other investigations with both successful and unsuccessful results are buried in company files or have been discarded. This paper deals with soils within the scope of chemical studies of overburden in the Canadian Shield. The subject is a broad one and some definition is required. The soil investigations discussed herein are those aimed at the testing of specific targets more or less in the source area. This definition distinguishes soil investigations from other overburden studies which commonly monitor metal accumulations at some substantial distance from the metal source. Naturally this distinction is relative, because in many instances there is overlap."

The environmental status of underground mining operations is critical to the health and safety of the miners; particularly in a large mine, the multitude of interacting parameters that can favorably or adversely affect the environ-mental status makes the manpower requirement of the routine checking of specific areas and conditions a formidable one. While the concept of environmental monitoring for miners has been considered for some time, until recently the availability of sensors to reliably measure the parameters of interest severely limited the utility of such systems. The status of sensors for mine use and the evaluation of environmental monitoring systems is reviewed.

During the calendar year 1927 the United States Bureau f Mines conducted, for the third consecutive year, a safety contest among more than 250 mines and quarries. Aside from its underlying purpose to promote safety, the object of the contest was to learn which mine or quarry had completed the year's work with the smallest proportionate loss of time from accidents to its employees. Competing companies were grouped into five classes, namely, anthracite mines, bituminous teal mines, metal mines, nonmetallic mineral mines, and quarries and open-pit mines. To the winning company in each group was awarded the bronze trophy "Sentinels of Safety," the gift of The Explosives Engineer magazine. The winner in each group was the mine or quarry whose record showed the smallest loss of time from accidents in proportion to the total amount of time worked by 411 employees. This proportion is designated the "accident-severity"3 rate; it indicates the number of days of disability resulting from personal injuries per thousand man-hours of work performed by all employees. Each company's standing was determined by the Bureau of Mines from detailed records furnished by the contestants. Records of the leading companies were made known to a committee of seven men well known to the mining industry but not connected with the Bureau of Mines. This committee selected the winning companies in accordance with rules governing the Competition. According to the contest rules, the competition for the trophy was restricted to mines employing at least 50 men underground and to quarries and open-pit mines employing at least 25 men in the pit. As several plants fell below these figures during the year, their records could not be considered in connection with the award of the trophy. Figures covering these plants are, however, included in the attached tables.

"All milling operations would like to achieve the best possible recovery in combination with the highest achievable throughput. Unfortunately, many operations have problems with low recovery, low throughput or both. In the majority of these cases investigated by the author, the solutions to improve recovery and throughput were simple. The solutions did not include implementation of new technology or major capital, but rather a return to fundamentals. In most cases, problems occurred because the operation was not following their own operating procedures, because the design of the circuit was changed without adequate change management or understanding of the implications of changes, or because basic metallurgical measurements and control were not taken or ignored. In this paper, examples of these problems and their solutions derived from long and varied experience will be discussed. The objective of this presentation is to provide the milling operator with practical and readily implementable solutions to common milling issues to improve throughput and recovery.INTRODUCTION Mill operations can be evaluated by many operating parameters, but the two best indicators are recovery and throughput. These two parameters summarize the wellbeing of an operation. The grade to the mill is also a good indicator, but this is usually controlled by the mine. The best recovery and throughput are achieved through a team work involving operators, maintenance workers and metallurgical staff. The milling operations include many unit operations, such as crushing, grinding, flotation, leaching, carbon in leach, Merrill Crowe, roaster, autoclave and refinery. The tools available to the operations are plant design, process measurements, assays, metallurgical balance, and operating strategy. Twelve real life examples of improvements of recovery and throughput are presented in this paper. EXAMPLE 1: CRUSHING CIRCUIT WITHOUT FINE ORE BIN At this operation plant throughput could not be maintained at a high rate because feed to the mill became coarse during the day. The cone crusher was feeding the ball mill directly. As the day wore on, the gap on the cone crusher would slowly increase, which would cause the product size to increase. This would increase the re-circulating load on the ball mill. The throughput would decrease accordingly. Furthermore, the throughput would decrease more with high frequency of maintenance on the cone crusher."

A surface of a magnesium slab (hereinafter, referred to as Mg slab) or magnesium alloy slab (hereinafter, referred to as Mg alloy slab) becomes black with the use of conventional manufacturing methods. The methods also involve a danger that an explosion of the molten magnesium occurs through contact with cooling water. Thus, it has been impossible to produce a slab having a smooth surface. In the present method, a molten magnesium alloy is supplied into a mold, which is sheltered from the surroundings, from a pool in tundish, which is shielded from the surroundings. AZ31B slab formed in the mold is drawn horizontally out to the outside from an outlet of the mold by revolving of the pinch rolls. A cooling water is jetted at an acute angle onto the slab on the outer side of the mold outlet. Further, an inert gas is sprayed at the inner side of the mold outlet in order to seal in a gap between a free surface of the molten magnesium alloy and a sheltered board surrounding an upper surface of the mold. As a result, oxygen and droplets of the cooling water are prevented from running back to the mold side through the gap. AZ31B slab has a smooth surface condition and high quality without a gas porosity, a segregation or the like. Further, the slab has a size of a width of 100 to 120 mm, a thickness of 5 to 20 mm and a span of 10 m or more.

The permeability and flow capacity in unsaturated media are investigated by the U.S. Bureau of Mines for application to in situ copper leach mining. Moisture retention properties are derived and combined with scanning electron microprobe data to characterize the mineralogy, texture, pore size, distribution, and permeability of the host rock. Finite-element modeling is used to derive a saturated permeability, ambient degree of saturation, and assess various injection-recovery schemes. Recommended design modifications for optimization of solution distribution and maximum recovery from the rock matrix requires either (1) the injection pressures on the order of 1,500 psi and recovery wells operating in a suction mode, or (2) performing permeability enhancement, through in situ rubbling. Injection pressures can be reduced to 500 psi with improved recovery and containment of solutions.

The analysis of equipment trends in The AusIMMÆs revision of Monograph 19 - Australasian Mining and Metallurgical Operating Practices (AMMOP) (in prep) in the paper by Graham Lumley raised some interesting, and in parts disturbing, trends in the Australian open cut mining industry. According to the Australian Bureau of Statistics (2011) the productivity of the whole mining industry is down by 34 per cent since 2001. In terms of open cut equipment, median output for draglines is down by 15 per cent since 2003, electric rope shovels are down by 41 per cent since 2003, hydraulic excavators are down by 39 per cent since 2008, front-end loaders are down by 39 per cent since 2007 and trucks are down by 41 per cent since 2006. Clearly e boom has not been good for the efficiency of the mines. During this same time, best practice (defined as the average of the top ten per cent by annual output per unit of input) has declined, but not by as much as the median (eg shovels down by eight per cent, excavators down by 19 per cent and FELs down by five per cent). This paper will build on the analysis of AMMOP to understand the differences occurring between median and best practice and identify the factors contributing to the decline in performance. As the industry enters a period of potentially lower prices for commodities and reduced margins, pressure will be brought to bear on mine sites to start moving more with the equipment they have. An understanding of where efficiency has been lost will be a key component in that. The information contained in AMMOP, and the subsequent analysis of that information in papers such as this one, will be crucial to reversing the decline in open cut equipment performance.CITATION:Lumley, G, Trott, T and Lewis, M, 2012. The Akita Zinc Company is the only refinery which produces hematite from the iron content in the zinc leach residue. The Akita Hematite Process consists of five stages, which are SO2 pressure leaching, the first neutralization stage, the de-arsenic process, the second neutralization stage and pressure hematite precipitation. In order to strengthen its cost competitiveness and stabilize its operation, the Akita Hematite Process has been modified continuously. Most recently, two process modifications were carried out. The first was an improved ability to maintain a lower arsenic concentration in the de-arsenic process, and the second was an increased throughput in the hematite precipitation autoclave. The details of these recent changes in the Akita Hematite Process are presented in this paper.

Tests with a high-pressure water jet were conducted in the steeply pitching Roslyn No. 5 bituminous coalbed in the Roslyn No. 9 mine, Roslyn, Wash., to determine the feasibility of extracting coal from pillars and from a solid coal face in development without drilling and blasting. During pillar mining, using a hand-held monitor, the best results were obtained with a 0.150-inch- diameter nozzle, a water pressure of 3,500 psi, and a flow rate of 38.5 gpm.3 The rate of mining and productivity were 0.74 ton per minute and 16.6 tons per man-shift, respectively. During development mining, using a monitor mounted on a roof jack, the best results were obtained with a 0.148-inch-diameter nozzle, a water pressure of 4,500 psi, and a flow rate of 40.0 gpm. In one section of the mine where the coal was relatively hard, the rate .of mining and productivity were 0.10 ton per minute and 5.7 tons per man-shift, respectively in another section of the mine where the coal was relatively soft, the rate of mining and productivity were 0.51 ton per minute and 8.3 tons per man-shift, respectively. The tests showed that hydraulic mining methods were more productive than conventional mining methods in pillar mining. In development the productivity of hydraulic mining depended primarily upon the coal hardness. Compared with conventional methods, hydraulic mining methods were less productive where the coal was relatively hard and equally as productive where the coal was relatively soft.

By 2045, carbon-neutral mines will be economically producing products that are vital for the world’s transition to renewable energy. After overcoming significant technical challenges (and the investment of significant capital), leaders have successfully eliminated the use of diesel and other fossil fuels by introducing a wide range of new decarbonisation technologies. These leaders will be reaping the benefits of lower production costs (resulting from elimination of diesel), stable and predictable operations, and easier access to capital for their future projects. This paper describes a future scenario of how a net zero carbon and zero-entry mine could operate by taking maximum advantage of technologies in development or already proven in other industries. Some miners have been unsuccessful in their efforts to reach decarbonisation targets. Instead, they have been forced to close or offload their assets to be acquired by operators with better sustainability credentials, or, in some cases, to indigenous or community-based enterprises with vested interest in making operations viable and sustainable. Regardless of ownership structure, all successful mining operations will have fostered strong and positive community relations that bring education, health, security and economic development opportunities to the communities while respecting their traditions, land-uses and culture. As shallow, easy to mine deposits have become scarce, the majority of new mines are underground. Advancements in electric underground technology and the feasibility of ‘zero entry mining’ (with no personnel in active mining zones) has made it increasingly possible to economically operate underground mines, even at shallow depths. The newest mines have a near zero footprint on the surface, produce no harmful by-products, and are employing in-place or in situ methods of extraction that are efficient and low impact. Surface land-uses, such as agriculture and renewable energy generation, continue in the immediate vicinity of the mine, with no significant ground disturbance, community impact or environmental footprint.

Solvent extraction of cobalt from an ammoniacal ammonium sulphate medium was carried out using Di(2-Ethyl Hexyl) phosphoric acid in kerosene as diluent. The effect of ammonium chloride and ammonium sulphate on the extraction efficiency was studied. The extracted species in the ammonium chloride and sulphate systems were CoAz2HA.NH4CI and CoA3.HA.2(NH4)2SO4, respectively. Ammonia scrubbing and cobalt stripping studies were carried out from loaded and ammonia free organic Respectively.

Iluka Resources Ltd developed the Jacinth-Ambrosia Mine (Jacinth) in the Eucla Basin during 2009 and 2010. In this arid climate the operation relies on hyper-saline groundwater from a palaeochannel for process and potable water supplies. The water is hyper-saline, acidic and mildly reducing, with high ferrous iron concentrations. Ferrolysis commences on exposure of water to oxygen, resulting in increased acidity and the conversion of dissolved ferrous iron to insoluble ferrihydrite. The unstable groundwater forces a careful balance between interventions relating to maintaining pipeline efficiency, corrosion protection and processing aspects. Providing an oxidising environment at the head of the pipeline will result in the precipitation of akaganenite and goethite in the pipeline, which over time reduces pipeline efficiency. However, sending too much ferrous iron forward may reduce processing performance.The processing plant experiences changes in water chemistry in response to the variability of iron concentrations and pH within the pipeline, and the spatial and chemical variability of ore. As the main orebody at Jacinth contains little buffering capacity a source of carbonate in the overburden is carefully used to allow the cost-effective control of process water pH.This paper highlights the importance of understanding the chemistry of saline make-up water, ore, and overburden when designing water treatment facilities and heavy mineral processing facilities.

The South African gold mining industry has a legacy of abundant tailings dams, which have attracted the attention of investors because of their potential as a cheaper secondary gold resource. In this we investigate study gold recovery from a refractory calcine tailings dam. Bulk mineralogy of the tailings silicates and iron oxides to be the most abundant phases. Scanning Electron Microscopy (SEM) showed gold to exist in submicrometre and micrometre sizes, as free gold, and associated with arsenic, sulphur, and silicates e.g. quartz and talc. Gold recovery by direct cyanidation was low at 17.3%. Mechanical (ultra fine grinding P80 -16μm) and chemical (alkaline, NaOH) pre-treatment and microwave roasting and microwave-assisted cyanide leaching were investigated to increase gold recoveries. Ultrafine grinding was the most effective, producing recoveries of 66.5%. NaOH pre-leaching of ultrafine milled material increased recovery to 71.5%. Alkaline pre-leaching overall increased recoveries for non-pretreated material, making this process the most preferred because it is less costly than ultrafine grinding. Microwave roasting and microwave-assisted leaching did not achieve higher recoveries than alkaline pre-treatment or fine grinding. The investigation highlights and confirms that chemical treatment with NaOH is a powerful tool for gold extraction from refractory tailings.

Utah Development Company (UDC) operates five large opencut coal mines in the Bowen Basin of Central Queensland, Australia. In total, over 20 million tonnes of coking coal are exported annually from the five mines. Typically, the coal seams dip at 5 percent, are 2 to 10 metres thick, and sub-crop some 20 to 40 metres below surface. In the main, the operations are single seam, but multiseam (2, 3 or 4 seams) operations do exist and will form an increasing proportion of the mining activities as depths increase. Draglines are used as the major stripping equipment, highwall depths currently ranging from 20 to 65 metres. Whilst project feasibilities were based on stripping to a 60 metre highwall, it is now proposed to continue opencut mining to depths exceeding 100 metres. This will entail large quantities of prestripping (ahead of the draglines) and overcoming problems associated with steepening seam dips, including haulage of coal from the pits.

INTRODUCTION The honor of being the recipient of the Mining Society's Daniel C. Jackling Award for 1966 imposes on me the responsibility to search for the subject that I would be best qualified to discuss. It seems that my experience in the mineral industry — nearly 15 years in private and 30 years in public employment — should uniquely qualify me to comment upon the relationships between the mining industry, mineral engineering as a profession, and government, and the changing economic, technologic, political and social changes that dictate their relationships. Such conditions, the increasing knowledge of the world mineral resource base, the greater demands of an expanding population with a rising standard of living, shall be evaluated with respect to our profession — mineral engineering. In all of these forty or so years, I have been in close touch with many phases of the mineral and energy resource industries, especially those of the United States. Particularly during the past 10 years, I have had a ringside seat at the "goings on" in Washington. During all of this period I have observed and analyzed many of the problems of the industry and its relations with the government. During the past few years, I have had increased opportunity for doing research and have found a need to learn something about the mathematical techniques that are undergoing such a revival since electronic computers were developed. One of these techniques is multivariate analysis, which is a system for correlating a large number of complex variables. By applying this technique to the seemingly chaotic present-day situation, there emerges a course of steady improvement in the minerals resource industries that wars, depressions, and political strife have failed to obstruct for long. In short, I advocate a need for new concepts in mineral engineering to cope with the changes, pos- sibly adding many more specialized areas on one end of the spectrum, and broad engineer-generalist approaches at the other. The meeting place shall be where the intricate mineral resource problems at the frontier of knowledge merge into the socio-techno-logical problems of the world. HISTORICAL INVOLVEMENT OF GOVERNMENT IN MINERAL RESOURCE PROBLEMS Involvement of government in mineral resource problems undoubtedly is as old as government itself. But passage of the Mining Act of 1866, superseded by the Act of 1872, was the first major entry of our Federal Government into the problems of mining. Passage of the law was necessary to resolve many conflicting claims and disputes in mining. The General Mining Law of 1872 and the Mineral Leasing Laws of 1920 apply to millions of acres of public lands and to certain privately owned land on which the mineral rights have been reserved to the Federal Government. The extensive involvement of government in the mineral industry business today often comes as a shock to the mineral engineer who has begun to climb the ladder to the top in his company. He is often poorly prepared to cope with the situation and becomes frustrated and even hostile. Better knowledge of the role of government perhaps would ease his situation. In our political system, private industry is responsible for producing minerals. To make certain that the production is adequate for a peace-time economy, and to guarantee the Nation's security in an emergency, the Federal Government finds it expedient to develop policy and engage in regulatory, educational, and research activities. A few examples will illustrate the varied role of government in relation to mineral problems. In varying degrees many agencies of the Executive Branch of Government have responsibilities that influence the functioning of the mineral and energy industries. In addition, of course, Congress, the Judiciary, and State and local governments exercise great influence. Industrial minerals play a central and dual role in the sustainable development (SD) of natural resources. Over the past decade the mining industry has increasingly focused on sustainably extracting and processing industrial minerals. This trend has been driven by higher energy costs, diminishing water resources and sensitivity towards environmental stewardship. Industrial minerals have been used throughout human history as low cost, naturally occurring, materials. Today they are critical components of recycled packaging, energy efficient building materials, light weight paper coatings, and other products critical to the responsible utilization of global resources. As industrial minerals become more widely used in ?green? products, mining companies have established best practices for the sustainable management of industrial minerals mining and processing. These management practices include reducing energy consumption, minimizing water usage, increasing waste recovery through recycling and process optimization, and maximizing the amount of ore extracted per acre of disturbed land. With the commitment to SD principles, quantitative methods for objectively measuring SD performance have become increasingly important. Measuring sustainability impact is a valuable tool for effectively applying SD principles and for making choices that balance sustainable development against other business objectives. SUSTAINABLE DEVELOPMENT AND MINING Sustainable development is a term that has become a common part of our lexicon; however, it has multiple meanings and interpretations leading to a sometimes confusing and contradictory array of definitions. The absence of a single, precise definition reflects the fact that SD is a broad concept or paradigm that offers guiding principles as opposed to a specific set of criteria or regulations enforceable by government or other oversight agencies. While a principle based conceptual approach allows businesses to broadly apply SD practices that are tailored to their specific situation, it has also led the public to sometimes view voluntary corporate SD programs with a degree of skepticism (Walker and Howard 2002). This is particularly true in the mining industry. One reason for this skepticism is that the relationship between SD and mining is misunderstood and to many, sustainably developing non-renewable mineral resources is a contradiction (Rajaram et al. 2005). However, this view takes a very narrow interpretation of the tenets of SD. The second is that mining carries a legacy of poor environmental stewardship that does not accurately reflect current corporate environmental practices Many minerals companies have adopted the Brundtland Comission?s definition of SD (United Nations 1987): ?? development that meets the needs of the present without compromising the ability of future generations to meet their own needs?. This definition is very broad and can be interpreted in a number of ways. It provides a general context for sustainable development and is not intended to provide detailed guidelines addressing specific aspects of sustainable development. To fill this gap the following SD principles were drafted by the international minerals community in 2003 (ICMM 2003): 1. Implement and maintain ethical business practices and sound systems of corporate governance. 2. Integrate sustainable development considerations within the corporate decision-making process. 3. Uphold fundamental human rights and respect cultures, customs and values in dealings with employees and others who are affected by our activities. 4. Implement risk management strategies based on valid data and sound science. 5. Seek continual improvement of our health and safety performance. 6. Seek continual improvement of our environmental performance. 7. Contribute to conservation of biodiversity and integrated approaches to land use planning. 8. Facilitate and encourage responsible product design, use, re-use, recycling and disposal of our products. 9. Contribute to the social, economic and institutional development of the communities in which we operate. 10. Implement effective and transparent engagement, communication and independently verified reporting arrangements with our stakeholders. These guidelines insure that SD concepts are applied equally across the industry while setting a clear performance standard and benchmark against which to evaluate success. By adopting these principles and issuing the Milos Statement (http://www.sdimi.org/milos_decl_October%206_2003.pdf), which provides a more detailed vision for integrating SD into everyday business operations, the minerals industry has embraced SD as a core corporate value. The unifying and holistic approach embodied in SD principles impacts the entire mine to market life cycle and addresses the economic, environmental and social consequences of mining. INDUSTRIAL MINERALS The world economy relies heavily on minerals; they are essential to economic prosperity and the quality of life. Industrial minerals are non-metallic, non-fuel minerals that provide the raw materials for a vast range of products used in most every aspect of daily life. They are mined and processed worldwide and they span the spectrum from relatively low value, high volume commodities (e.g. common clay, crushed stone) that are usually mined locally to high value, low volume specialty materials that are sourced from unique one of a kind deposits (e.g. barite, talc, mica). High volume commodity mining operations are often located near the end use market which, in most cases, means areas of high population density where construction and other urban activities drive demand. In these situations the strict adherence to SD principles is particularly critical as these are highly visible operations that must meet the public?s demand for good corporate citizenship. These operations are similar to chemical or other manufacturing facilities that operate near population centers.
