The 29th annual American Mining Hall of Fame Awards Banquet and Fundraiser sponsored by the Mining Foundation of the Southwest (MFSW) will be held at the JW Marriott Star Pass Resort, Tucson, AZ on Saturday, Dec. 3, 2011. Each year, one living inductee, two recipients of Medals of Merit, and up to five honorees from mining history are chosen by the MFSW for their outstanding contributions to the mining industry. Chilean Minister of Public Works and former Minister of Mining, Laurence Golborne Riveros will be the guest of honor, featured speaker and inductee into the American Mining Hall of Fame. Golborne Riveros was instrumental in managing the rescue of the 33 Chilean miners in October 2010 and in the coordination/management of the ?townsite? for family members, rescue support and the media. His engineering background and executive management skills made him ideally suited to assist in both a technical and managerial role in this emergency.

Nuclear detonation data were accumulated, studied, and evaluated by the Bureau of Mines to visualize how nuclear explosives might be used in a shale?-oil industry, The evaluation shows that the Green River Formation at the semi-isolated locale of Piceance Creek Basin, in northwestern Colorado; is thick and widespread enough to warrant consideration of nuclear mining in lieu of conventional methods, Because cost data for nuclear explosions are limited; cost comparisons are made largely by assumptions. As most of you have probably surmised from the title of my paper, I am here today to talk with you about the use of diesel engines in the American mining industry and whether or not the free choice to use such equipment will continue to be available to mine operators. Of course, I will present to you my prepared remarks, however, these remarks may be essentially academic in light of a news release, parts of which I would like to read to you. Washington, D. C., The Department of Health, Education, and Welfare today announced proposed new regulations to reduce occupational health risks to workers in the U. S. mining industries by requiring the removal of all diesel powered equipment from American mines by December 31st "While we do not have complete and conclusive information to quantify these health risks we feel it is prudent to undertake this restriction on the use of diesel powered equipment without waiting for the completion of studies that are currently underway to identify and quantify these health risks," said a Department spokesman. HEW has been concerned about the health risks of diesel emissions in the underground coal mines for some time and have investigations underway designed to conclusively demonstrate the nature and magnitude of any health risks. However, HEW has decided to proceed with these regulations without waiting for the final results of these investigations. Further, HEW feels there is sufficient probability that diesel health risks do exist in all mining applications and consequently, the proposed regulations will apply to all surface and underground mining operations. It goes on a little further and indicates that due to the necessity of finalizing these regulations without delay, a period of fifteen days has been provided to receive comments regarding these proposed regulations.

This report discusses current research by the U.S. Bureau of Mines on the effects of whole-body vibration (WBV) and shock on underground mobile equipment operators. The highlights of a comprehensive literature review of WBV, shock, and seating are presented. Factors discussed include health and physiological effects, comfort, performance, and fatigue. Vibration data were collected from shuttle cars and ramcars at several underground coal mines in Pennsylvania, Ohio, and Illinois. The data were formatted so that they could be used to drive the Bureau's motion platform, and to compare them with ANSI S3-1979, Guide for the Evaluation of Human Exposure to Whole-Body Vibration. Human subject testing in the Bureau's vibration research laboratory evaluated the effects of two different seat angles and of the presence or absence of vibration and of foam padding on heart rate, blood pressure, and subjective discomfort. Only vibration significantly increased heart rate and systolic and mean blood pressures. Vibration and a steel seat had a significant effect on subjective discomfort. The apparatus used for these tests and the experimental procedures are described in detail. Recommendations are made for additional research on the exposure of underground mining machine operators to WBV and shock.

THE property of Cochenour Willans Gold Mines, Limited, is in Dome township, Red Lake area, northwestern Ontario, a hundred miles north of Kenora and close to the Manitoba border. 'Planes of Canadian Pacific Air Lines, Limited, serve the district daily, except Sundays, from Kenora, Ontario, and Lac du Bonnet, Manitoba, passengers being trans-ported from Winnipeg to Lac du Bonnet by car. Freight is handled by the Patricia Transportation Company. It is brought in from Hudson, Ontario, on the Canadian National railway, in summer by water and in winter by tractor trains over the frozen lakes. The first staking on the property was done during the 'rush' of 1926 and 1927 by William M. Cochenour, and on April 30th, 1928, a syndicate was formed, taking in claims of W. M. Cochenour and Dan Willans and H. G. Young. Surface trenching was carried on almost continuously until 1934. In October, 1932, Ventures Limited took an option on the property, and in December of that year they carried out an extensive diamond drilling programme, but considering the results did not justify further work, they relinquished the option. In July, 1934, further surface work was carried out under the supervision of W. P. Mackle and, on the strength of his report, Noah Timmins Incorporated took an option on the property and agreed to make an initial expenditure of $100,000 on development work. This was carried out under the direction of Hollinger Consolidated Gold Mines and included the sinking of a shaft to a depth of 165 feet, establishment of a level at the 150-foot horizon, and some 1,900 lineal feet of drifting and cross-cutting. The results obtained from this work were not considered of sufficient promise and the option was terminated in August, 1935. Mr. Cochenour then approached Alex Mackenzie and associates, and the present Company, Cochenour Willans Gold Mines, Limited, was organized on April 9th, 1936, and sufficient money was raised to continue operations. Under the direction of W. P. Mackle, the shaft was deepened and a second level was established at the 275-foot horizon; but, due to several adverse reports by outside engineers, it was found impossible to raise sufficient money to carry on the work and operations were suspended in December, 1937. In January, 1939, an agreement was entered into with Gold Eagle Gold Mines for the milling in their plant of some Cochenour ore. A total of 4,959 tons was treated, and the results were so encouraging that further finances were raised by C. A. Gentles & Company, of Toronto. Following further development in the mine, it was decided to erect a mill. Construction was started on September 1st and the mill was turned over on November 29th. The first gold brick was poured on December 23rd.

Underground mine development begins with the positive investment decision to mine and ends with the inception of full-scale exploitation. It incorporates all activities, personnel, and equipment required for creation of underground access to a mineral deposit. Because of the depletion of near-surface mineral resources, the reduced mobility of large surface mining equipment, increasingly stringent environmental constraints, and the introduction of promising innovations to rock penetration and rock excavating equipment (e.g., continuous miners, rock borers), under-ground mining is projected to account for an increased share of worldwide mineral production in the foreseeable future. Without proper engineering during the mine development phase, failure of the underground mining project is axiomatic. A frustration attendant to coverage of the complex area of underground mine development lies not only with the need for treatment of the many disparate specialties within the area but even with the lack of systematization of these specialties in what is recognized as a vital precursor to successful mining. The purpose of the panel's examination of coal mining research and development is to explore how the various groups that make up this research community might work together more efficiently and be more productive. The community, as defined here, includes federal and state governments, coal producers, manufacturers, unions, universities, and industry sponsored research organizations. The framework chosen for these discussions consists of brief presentations by the panel members on their views of the proper role and function of the group they represent. The panel members were also asked to highlight the economic, technical and institutional constraints that affect the performance of research and development and the use of the results. Following these presentations, a number of prepared questions will be discussed by the panel, and audience participation is invited. These questions were given several weeks ago to the panel members for their study. Before proceeding with the panel member reports, a brief review of the importance of R&D to the coal mining industry would be helpful to setting the stage for a constructive dialogue. It is appropriate to begin this review by mentioning that there is complete agreement among the research community that the major goals are: Improve health and safety Protect the environment Increase capital and labor productivity Increase resource recovery Since the basic functions of the academic, industrial and government sectors are different, we should expect that the research and development objectives and priorities, roles and responsibilities under each major goal will be different for each research group. The differences do not represent problem areas. However, problems will arise if the objectives are not properly interfaced at the appropriate time. The consequences of railing to understand the need for integrated programs will be the classic result, best described by the phrase --"a technical success but a commercial failure."

The Rincon del Tigre (RdT) complex is one of South America’s largest and best-developed mafic-ultramafic layered intrusions. It is set in the SE Bolivian lowlands, about 50 km from the Brazilian border.The BGS (British Geological Survey) and GEOBOL (Servicio Geologico de Bolivia) carried out an initial investigation of the RdT complex from 1976 to 1986. In this sense, the paper point out the geology background of The Rincon del Tigre, economical potential, typical ore secuence in laterite nickle deposit and pega pega erosional surface (Oligocene).

In October 2005 Phelps Dodge mining, a US based company, visited several Australian mining companies and mine sites to ascertain the current applications of risk management methods in the organisation. The results of this review, documented by the author, indicated a ælayeredÆ approach from high level site or major hazard analysis through to face level, æstop and lookÆ, methods. The approaches of several companies were summarised in one simple layered model. This model is helpful to other sites and companies to identify potential improvements but also offers an image of best practice that may assist with the governance of OH&S by both company boards and community regulators. The issue is particularly relevant as we discuss national consistency in mining regulation. This paper examines the layered model, the company and site approaches that helped define the model, as well as the suggested implications of the layered model to governance.

"Once every four years, the global mining industry gathers in Las Vegas, NV for MINExpo International. According to the show’s organizer, The National Mining Association (NMA), about 44,000 people attended the three-day show from Sept. 26-29. It was a show that featured the latest and greatest in equipment and technology. It also served as the backdrop for a snapshot of the state of the industry and while the picture of a global industry is never completely clear at any one time, one thing that is evident is technology has become a major force in the way mining is done.Had it not been for the awe-inspiring “iron” that was on the show floor in the form of haul trucks and shovels weighing hundreds of tons, one could be forgiven for thinking that they were at the Consumer Electronics Show. From training simulators designed to give a realistic experience of operating mining equipment to virtual reality technology that can take the user into the depths of an underground mine or the middle of a mapped ore deposit, an overriding theme of MINExpo 2016 was that the mining industry is connected like never before.In the north hall of the Las Vegas Convention Center was the GE Mining booth that was designed to showcase its efforts to help create a mine that will be connected from the front office to the face of the underground wall or bottom of the openpit. GE Mining called its booth a digital mine, and it included a suite of technologies that can improve performance, reliability, safety and operations. GE Mining said it views each mine as a mini-city, requiring power, water and transportation. Intelligent, real-time monitoring across the mine allows operators to make data-driven decisions that improve equipment reliability and optimize mine operations for substantial savings. And GE Mining was just one of many exhibitors showing off software that allows various types of equipment to communicate. Its booth sat in the shadow of the Komatsu booth with its new 360-t (400-st) 980E-4 haul truck that included GE’s 360-t (400-st) electric wheel motor. This is just one example of how technology is connecting machines, operations and people around the world and how mining is moving forward."

The project investigated regional impacts of mining on the ground water system of the Powder River Basin by: 1) establishment of a regional ground water monitoring network, and 2)development of , set of digital computer models to simulate ground water flow and quality, ground water contributions to surface water flow and quality (i.e., baseflow), and watershed run-off and recharge. Over 100 wells were monitored for physical and chemical parameters. Data were used as input to the model; and for the development of a comprehensive data base. The basin was modeled on a regional and subregional scale using a finite -difference model employing an alternating difference technique. Two water-shed models were evaluated for their ability to provide runoff and recharge inputs to the basic ground water model. Application of the regional and subregional models using conservative mining scenarios showed that drawdowns may extend west from the mines as far as ten miles but that impacts would be insignificant on a regional scale. The watershed model could be effectively applied to small watersheds only.

At the same time, an attempt is made to format the details of federal and state exploration, mining, and reclamation regulations such that point-by-point comparisons can be made and updated as revisions occur. Thus, Volume III should provide both an executive overview and a user's manual of legal controls of surface coal mining.

This report documents a preliminary hydrologic investigation of an area where longwall mining methods are to be used. The scope of work includes: determination of physical and chemical characteristics of major soil types in the area; determination of physical and chemical properties of surface water bodies; collection of geologic characteristics, including stratigraphy, structure, and detailed aquifer descriptions; collection of 10 years' meteorological data and installation of a weather station; and a detailed ground-water investigation that includes completion of observation wells, aquifer testing, water quality sampling, and analysis using a 3-D computer model. The Trescott model developed by USGS was used to simulate steady-state aquifer conditions. Input data from 8 multiple-completion monitor wells were used to model an area of approximately 10 square miles. Two layers, coal and overburden, were simulated, both confined. Model results showed good agreement with know piezometric data, desaturated areas, and flow from springs. The study area was found to have very low-yield bedrock aquifers with transmissivities ranging from 5 to 320 ft2/day for the coal (depths from 500 to 1,200 ft) and from 499 to 576 ft2/day and fractured sandstone units (depths less than 100 ft). Annual precipitation and recharge are very low, 10 to 11 inches and 0.25 inch respectively. The area has very high relief and large areas of rock outcrop. No perennial streams are present on the site.

"Pressure oxidation (POX) leaching of copper (Cu) concentrates continues to be explored as the next generation of leaching processes to sustain existing Cu Solvent Extraction/Electrowinning (SX/EW) operations as easily leachable ores become scarcer. The leach liquors produced, particularly from total pressure oxidation, contain elevated concentrations of Cu and acid, making solvent extraction processing more challenging. Addressing this challenge will require innovative processing techniques and continuous improvement to be successful in achieving satisfactory physical and metallurgical performance in the SX plant. The ability to efficiently process these feeds via SX plays an important role in the continued success of POX technology. Characteristics of a concentrate leach pregnant leach solution (PLS) are discussed, along with best practices that should be considered for processing by SX. Findings discussed in this paper will shed light on ways to reduce process risk and bring additional improvement to the industry with minimal change to the SX plant. INTRODUCTION Hydrometallurgical processing of copper concentrates continues to gain interest from the industry. Treatment by smelting and electro refining continues to dominate, accounting for ~80% of global copper production, but is faced with its own challenges. The case for increased hydrometallurgical processing has been discussed as high grade ore deposits are diminishing, capital costs for smelting are high, and the environmental aspects present challenges for sustainable practice. The hydromet copper industry is also turning a corner as easily leachable copper oxide deposits are depleting, and excess SX-EW capacity exists in certain regions. The transition to hydrometallurgical processing of copper concentrates will take a bit of effort as leaching of copper sulfides is difficult and byproduct credits must be considered. Various POX leaching processes have been studied and proposed to the industry as viable practices. Of the many processes, commercial use has been practiced with the Mount Gordon Copper Process, total and partial pressure oxidation by Freeport-McMoRan at their Bagdad and Morenci, Arizona complexes, the Sepon Copper Process in Laos, and the bioleach BIOCOP™ process in Chile. The experience related to the current paper centers around Cu concentrate leaching performed by Freeport McMoRan (known as CLP). The patented process was developed as an alternative to smelting and refining in 1998. The technology applies to both molybdenum and copper concentrates. Commercial CLP research and development began with Phelps Dodge in 1999 to 2001. The first commercial plant was commissioned in 2003 at the Bagdad operation. Initial operating conditions of the Bagdad CLP were under high temperature conditions before converting in 2005 to medium temperature conditions. In 2007-2009, the CLP technology was commissioned in Morenci, operating medium temperature and high temperature lite conditions until shutting down due to the economic downturn. The Morenci CLP restarted operation in April 2015 due to acid production benefits for the Morenci leach operations. Renewed solvent extraction test work initiated well before restart and has been an ongoing focus for further SX plant optimization."

CLIMAX ore is an altered and highly silicified granite, about half of the gangue being quartz. Molybdenite is the only mineral recovered and most of it is intimately associated with the quartz in fine veinlets. Other minerals are molybdite, pyrite, and chalcopyrite. Although the molybdite may be readily extracted by hydrometallurgical methods, its content is too low to make this profitable. The pyrite ranges from 2 to 5 per cent and the chalcopyrite from 0.03 to 0.05 per cent. There is not enough copper to make its recovery attractive and one of the problems is its elimination, and that of pyrite iron, from the final product. On account of the high degree of dissemination of the molybdenite and the necessity of eliminating the iron and copper, fine-grinding followed by flotation is the only known feasible method of concentration. When explosions have occurred in mines where rock dust has been used to some extent, generally to a very limited extent, the press has immediately characterized those mines as "rock-dusted." To persons familiar with the method of rock-dusting, it is apparent that if rock-dusting is done properly, if all mine surfaces are rock-dusted to within at least 40 feet of the faces of rooms and entries, and if the incombustible content of the dust is more than 65 per cent, there is little likelihood that an explosion of coal-dust will occur. The report that an explosion has occurred in a "rock-dusted" mine immediately conveys to the mind of the alert safety advocate the information that the mine is inadequately rock-dusted or that either dust sampling of the rock-dusted surfaces has not been done or, if done, the mine has not been redusted with sufficient promptness. Rules for Collection of Samples Collection of dust samples is by no means intricate, but a few simple rules must be kept in mind if the results are to be dependable. A sample must represent the true average conditions of the dust in the section or zone in which it is taken, and therefore 'the point at which the sample is to be collected must be selected with care. During an explosion much if not all of the dust on the ribs, roof, timber, and road in the affected region is blown into the air; the sample, therefore, should contain all loose dust and material on: the surfaces to a depth of about 1 inch, if that amount is present. If there is considerable sand locally along the track, care must be taken not to include enough of this material to vitiate the sale and distort the results; however, if the sand is distributed throughout the region being sampled it should be included. Dust should not be collected from recesses in the ribs, such as hitches cut for timber, as the character of the dust in such places is often different from that on the ribs proper. Samples should not be collected at points where the dusting machine has been loaded or at a point where the machine has stopped and discharged for a longer period than at other points on the entry or in the rooms. In short, the sample must represent AVERAGE CONDITIONS, and if there is any doubt as to the character of the dust it is far better to have too much combustible matter than too much incombustible matter in the sample, as it is best to err on the side of safety if it is necessary to err.

This paper reviews the trends in the past two years in autogenous grinding throughout the world. It covers rock grinding in South Africa, Sweden, Canada, the United States, Finland and Germany. To properly orient the discussion on this subject, the paper attempts to define and classify the scope of autogenous comminution. As this is a relatively new subject, there is often considerable confusion regarding the various practices, which sometimes differ widely. By clarifying the types and forms, we hope to help clear up this con-fusion. Autogenous grinding is being carried out, throughout the world, either in mills grinding in water or solution or in dry mills using air classification to remove the finished material. The wet grinding, particularly, can be divided into: (1) (2) (3) Primary autogenous grinding, or "run-of-mine" grinding. Secondary autogenous grinding or semi-autogenous grinding or rock pebble grinding. Combination processes. -This covers plants in which pebbles made in the primary mill are re-moved and used as grinding media for fine grinding in secondary mills.

This U.S. Bureau of Mines report on U.S. and Canadian 1iterature pertaining to soil characterization and the use of soil amendments as a part of the reclamation process of coal surface-mined lands contains 1,280 references. The references were published during the 1977 to 1988 period. Each reference is evaluated by keywords, providing the reader with a means of rapidly sorting through the references to locate those articles with the coal mining region and subjects of interest. All references are annotated.
