The first form of a surety bond was an honest handshake between two or more parties agreeing to a decision, and their personal guarantee of following through to completion. This has all changed. In 1895, the United States Treasury Department disclosed that $35 million worth of personal surety guarantees on file had become worthless. A law was then passed requiring all surety bonds, in favor of the United States, must be corporate surety bonds. Today, a surety bond is one of the nation's leading fi¬nancial instruments used to guarantee the completion of an obligation. One hundred-fifty years before cor¬porate surety bonds, outcrops near Richmond, VA, were being mined. These surface mines became under¬ground mines. Today, both are still being used to obtain a leading energy source, coal. Since that time, more than 5956 km2 (1.47 million acres) of coal mined lands have been reclaimed in the US (Coal News, August, 1987). More than 25,000 state and Federal mining permits cover¬ing 14,164 km2 (3.5 million acres) have been issued during the last 10 years. Coal production has exceeded 7.2 Gt (8 billion st). More than 5665 km2 (1.4 million acres) of mined land has been reclaimed by active coal mining opera¬tions and 267 km2 (66,000 acres) of abandoned mined lands have been re¬claimed by others. Reclamation bonds were freely writ¬ten in the 1970s. So why are they almost extinct today? Contract bond losses have been severe in the past several years, sureties reporting losses exceed¬ing 110%. But the same proof is not provided on coal reclamation bonds. A surety bond is generally required when one party has an agreement with another party, and that party wants a guarantee from a third party that a job will be completed according to the terms and conditions of a written contract. In the case of a reclamation bond, the surety company (surety) is the financial party. It extends the credit and a guarantee to the obligee (the State, Commonwealth, or Office of Surface Mining) that the principal (the coal operator/company) will complete the terms and conditions of the contract (the rules and regulations governing mining and reclamation). The Surety Association of America defines a surety bond as an agreement providing for monetary compensation should there be a failure to perform specified acts within a stated period. Webster's Dictionary defines surety in the following ways: "l: the state of being sure; 2a: a pledge or other formal engagement given for the fulfillment of an undertaking and; 3b: one who has become legally liable for the debt, de¬fault, or failure in duty of another." Banks never make accommodation loans. Either the loan is good or no loan is made. Surety companies feel the same way about surety bonds. In fact, the average person does not realize the dangers of becoming surety for another. How does a surety determine if a company is worthy of receiving surety credit? How is a coal account under¬written today for an obligation that may not be released for many years? When a surety company executes a reclama¬tion bond, it financially puts its name behind the coal company and its guaran¬tee that should the coal miner default on the obligation, the surety will fulfill the contract. How is the surety to determine if a coal company may still be in business five, 10, 20, or 40 years from today?

The Furnish mine, Caharrus County, W. C., was operated intermittently until 1905 as a gold mine. Scheelite was discovered by A. L. Mash in the mine dumps of the Furniss and Phoenix mines, and he later informed the Bureau of Mines of his discovery. The Bureau of Mines, in two projects at the deposit in 1948 and in drilled 12 holes totaling 1,706.6 feet, examined and sampled the underground workings, excavated by bulldozer and hand, 3,155 linear feet of trenches and collected numerous samples for assay. The best scheelite shown; was found in the underground exposure of the Furniss mine.

An underground limestone mine in eastern Ohio was experiencing significant floor heave and roof falls, attributed to high horizontal stresses. Areas of the mine showing floor heave were monitored with roof-to-floor extensometers and photogrammetry surveys to determine the rate and magnitude of heave. Extensometer data were recorded hourly at four locations across adjacent entries while photogrammetry surveys of the floor were performed at the same locations every two to five weeks. A final survey was performed using an I-Site 8200 laser scanner. Following instrumentation, floor heave up to 10.1 cm (4 in.) was measured by the extensometers, photogrammetric reconstructions and laser scanner over a six-month period. The extensometers were biased by the location where they were placed, failing to consistently capture the location and extent of floor heave and cracking. The photogrammetry surveys were not precise enough to capture small magnitude movements. Mining in the area was halted and within several months the floor movement and incidence of roof falls were significantly lessened.

Revegetation success on surface mined lands is dependent upon the nature of the plant growth media. Soil physical and chemical properties dictate the needs for specific reclamation and subsequent management practices. Field experiments were conducted at six coal mine sites in Oliver and Mercer Counties, North Dakota to determine the subsequent effects of a single application of selected amendments on spoil and topsoils over the five year period, 1974-1978. Considerable variations in the physical and chemical properties were found in mine spoils from site to site. The texture of spoils ranged from sandy clay loamy at North Beulah I to loamy at Glenharold, and from sandy loamy at North Beulah 3 and South Beulah sites to loamy sands at the Center site. The pH of the sites ranged from 6.5 at South Beulah to 8.2 at North Beulah 3. In many cases, the pH values of mine spoils were not significantly different from the topsoils. The electrical conductivity (ECe) did not exceed 6 mmhos cm-1 at the test sites even though in other studies much higher values were recorded in the same vicinity. The spoils from Glenharold and North Beulah test sites can be classed as moderately saline, and those from Center and South Beulah as non-saline. The sodium adsorption ratios (SAR) varied from less than 1 to 32, with highest values in the spoils of North Beulah 3 followed by Glenharold; all other sites were nonsodic. Lowest SAR values (less than 1) were found in the topsoiled sites at South Beulah and Center. Spoils of North Beulah 3 test site were highly calcareous, followed by North Beulah 2 and Glenharold. Center mine spoils which were the least calcareous of the test sites, showed the calcium carbonate equivalent three times higher than that of the topsoil. The average calcium concentrations in the spoils of North Beulah 3 and South Beulah test sites were -13 and 14 me 100g -l while at North Beulah 2 and Glenharold test sites 25 and 22 me 100-1-1 were recorded, respectively. The overall magnesium concentrations ranged from an average of 4 to 16 me 100g 1. Sodium concentrations in all sites never exceeded 10 me 100g-1. Phosphorus concentrations on the average at North Beulah 1, North Beulah 2, and Center were 10.2, 4.6, and 22.2 µg g -1 spoil, respectively. Concentrations of potassium ranged from 200 ppm at South Beulah site to more than 375 pp in at the Glenharold site. High concentrations of sulfates (239-2778 µg g-1) seem to contribute to the salinity in these spoils. Chloride concentrations of spoils were low and never exceeded 40 µg g-1 spoil. Based on established critical levels of deficiency for micronutrients in agricultural soils, it seems that none of these were deficient. However, controlled environment experiments did reveal increased plant growth responses when some micronutrients were added to the mine spoils. Treatment effects were highly site specific depending on the nature of the soil/spoil characteristics and, of course, the properties of the various treatments. While slack coal amendment to the spoils at North Beulah 2 site affected significant increases in a large number of variables (both major and trace elements), amendment of the topsoils at the South Beulah test site with leonardite resulted in significant decreases in a number of variables, particularly trace elements. Spoils at Glenharold and North Beulah 3 demonstrated the fewest significant changes due to amendments. Calcium, magnesium, strontium, organic matter and nitrogen were consistently increased from site to site with the addition of lignitic materials. Other spoil/topsoil physical and chemical properties (30 variables) as affected by amendments and time are discussed.

"The primary objective of any mining business unit is to make profit by extracting, processing, and selling minerals from a particular mineral deposit. It is important to optimize extraction of the mineral resource given time, capital, and space constraints. Mineral extraction is often associated with uncertainty due to variable technical and human factors. Technical factors such as grade distribution, ground conditions, and equipment reliability influence the performance of a mining production system (MPS). The performance of the MPS is also impacted by human factors such as employee skills, health, and attendance. Uncertainty associated with technical and human factors often leads to actual output differing from what was planned. Therefore an in-depth analysis of the significant causes of deviations from the planned outcomes is relevant.In this paper we investigate the empirical relationships between inputs and outputs in a MPS in order to assist management in directing efforts at key production drivers. Once a MPS has been empirically characterized, more effort and resources can be focused on the key decision-making variables (DMVs) in order to meet the planned outcomes.For a typical underground, tabular, narrow-reef conventional drill-andblast platinum mine the face advance, face length mined, number of teams, team efficiencies, and team size have a statistically significant relationship with the centares (m²) produced, which is a key performance indicator (KPI). The production function derived in this study can be used to align the physical, technical, and human factors together to predict the optimal output level. The most significant production lever of the MPS is the face advance. IntroductionA mining production system (MPS) is a result of an iterative process of design, planning, and optimization of mining input variables and decision-making variables (DMVs). The MPS exists within the mineral extraction link of the complete mining value chain. It represents the stage where mining companies have the opportunity, through production, to start generating returns on the investments undertaken. The surface zone of nickel laterite ore is generally considered as residue. However, because of the depletion of ore sources and the increase in demand, this previously discarded zone may now be processed economically for nickel and cobalt. After leaching and removal of the impurities, the solution contains cobalt, magnesium, manganese and nickel. Solvent extraction is a hydrometallurgical technique used in the separation of metals from aqueous solutions. Cyanex 272 and D2EHPA are extractants used to separate nickel from cobalt. The mixture of extractants can change the performance during the metals extraction. This work aims to evaluate the solvent extraction of nickel and cobalt when Cyanex 272 and D2EHPA are mixed. The results showed that the increased concentration of D2EHPA in the organic phase increased the extraction of nickel and magnesium. However, cobalt extraction was reduced and the manganese extraction was not altered.

"IN APRIL, 1965, the employee relations department (then called the personnel department) was established as a separate function within the company. Its aims and objectives were to hire an effective work force to operate the open-pit mine and the mill, which were at that time under development and construction. It was also directed to develop a sound policy for employee relations to assist the company in maintaining a stable and properly motivated work force, which included the establishment of satisfactory wage rates and fringe benefits, safety, fire protection and security. During the 8 years that the department has been in existence the scope of the company's operations has expanded to include a zinc plant and an underground mine. The work force has enlarged accordingly and now totals 1,680 employees working at the two sites, separated by 34 road miles. To cover the employee relations functions the department has a total of 29 members at the two sites. The department is organized under a superintendent, who has an employee relations supervisor, a safety director and a fire chief reporting directly to him. The employee relations supervisor, with 2 employment officers and 2 clerks, handles hiring, first-stage employee grievanoos, terminations, employee records, and the organization of company-sponsored functions and meetings. Safety, training and security are the responsibility of the safety director, who has 3 safety supervisors, 16 security men, 1 first-aid attendant and one hearing conservation technician to service the two sites. "Battery grade Mn ore is not found in India except in Dongri-Buzurg Mine, Dist. Bhandara, Maharashtra. The mine located in central India is operated by a premier company viz. Manganese Ore India Ltd., under Central Government Public Sector Undertaking. The company is not selling the product as battery grade material but instead primarily catering to the needs of the iron and steel industry in the country. However, a part of the ore is being used in-house for the production of electrolytic manganese-dioxide in their EMD plant, which is located near the mine.The production of lumpy ore for steel industries generated through multi-stage crushing and screening has resulted in accumulation of about 50,000 tonnes of low grade fines over the year, which contain low of Mn values. Further, the generation of fines is still on going process due to the production of lumpy ores. These fines are stacked in the form of unconsolidated dumps, which create environmental problems like air and water pollution and siltation in the adjoining fields. Besides they are occupying large space, which is scarce in this mining area. The Indian Bureau of Mines under one of its statutory functions has suggested the company to explore the possibility of recovery of additional values under conservation and environmental aspects. Hence the company has sponsored a bulk sample for beneficiation studies in the Modern Mineral Processing Laboratory and Pilot Plant of Indian Bureau of Mines at Nagpur, India. The main manganese minerals present in these mine rejects have been identified as pyrolusite and psilomelane. The purpose of this study was to explore the possibility of evolving a suitable beneficiation flowsheet to obtain manganese concentrates assaying over 72% MnO2 to be used as raw material for the manufacturing of dry cell batteries."

Deposits are global, said Barrick Gold's Smith. This means that the mineral industry, by necessity, is global. "Manufacturers have considerable freedom to decide exactly where they wish to produce whatever it is that they sell," he said. "What we sell, on the other hand, must be produced where nature chose to lay it down. The question is not so much, whether to go global, as when to do it and how to go about it." The timing of international expansion depends on external factors, often political, Smith said, and on internal ones that relate to the company's size and stage of development. "In deciding how to expand, a company is largely deciding how to adapt its existing business strategy to activity on the world stage," he said Barrick entered 1997 with 1.58 kt (51 million oz) of reserves, Smith said, annual production of 93.3 t (3 mil- lion oz) and cash flow of $463 million. Reserves in- creased 40% in 1996 and production will begin to rise again significantly in 1999. "We believe our fundamental strategy is responsible for our early development and subsequent success," he said. Barrick entered the gold-mining industry in 1983. Its corporate mandate was to create shareholder value, Smith said. From the beginning, the company took a different approach - businesslike, entrepreneurial, strategic and focused. "Many mining companies start out with a technical team and develop business and financial expertise thereafter," Smith said. "In 1983, Barrick had the business people, and then moved into mining." First, it acquired part interest in two small operations, one in Alaska and one in Ontario. Then, in 1984, it merged with Camflo Mines, which operated a low-cost underground operation in Quebec.

Work places of an underground coal mine are required (30 CFR 1719) to be illuminated while self-propelled equipment is used. Permissible machine mounted systems have been developed and applied satisfactorily to many mining operations. However, some low seam and thin seam equipment has been difficult to illuminate because reliable, direct current systems and compact, low output, low glare luminaires were not available. This program resulted in the design and prototype construction of compact, low glare luminaires and AC and DC power systems, particularly suited to resolving illumination problems on low and thin seam mining equipment. Design objectives were based on enhancing the prospects for thin seam illumination solutions through definition of a product which could challenge markets enjoyed by higher glare luminaires and through reduction of technical risks associated with any new product development as well as the MSHA certification process.

Carbonatites are generally competent rock masses with rock mass rating class II rating 60–74. In spite of their competency, they tend to be affected by weak features like manganese-iron veins and/or in situ rock damage due to brecciation associated with carbonatite complexes. Rock slope failure in such hard rocks is complex since such structures within the rock mass form weak links that could potentially control slope instability. In this contribution, a numerical simulation using phase2 v 7.0 was carried out to investigate the influence of in situ rock damage on the stability of mine pit walls. The outcome reveals that, the existence of breccia in the competent rock mass has the capability to reduce the slope stability performance particularly at gentle dipping angles of emplacement in close range to the slope toe. However, as the emplacement position of breccia moves away from the pit wall, the stability performance increases at gentle dipping angle <50º. On the contrary, at the dipping angle of 50° the performance of slope reduced, and at steeper angles >50° the impact becomes negligible. Thus, from a series of analyses, mine design in brecciated rock masses, the ratio of 1:5 between the breccia distance from slope toe and pit depth should be implemented to counter its impact, and if the breccia is within or close to the pit limit, a deliberate effort must be made to mine it out.

New Zealand contract mining has been well established for close to 50 years. The opencast industry has grown from mining quantities of less than 1 million bcm per year in the 1950s to around 20 million bcm in the late 1990s. Trends here are following those in other countries with mining companies looking to contract out more of the so called traditional mining work. The key driver behind this trend is not unique to the mining industry, but is simply a matter of concentrating on doing a few things well. In the case of the mining company this has come to mean owning and developing orebodies and where appropriate, marketing mining products, and leaving owning and operating of mining fleets to the contractor. This has the effect of reducing risk to the mining company as well as lowering costs. Both can be achieved without losing control of the key elements of the operation. Optimising performance is simply a matter of identifying the key drivers behind performance, having the right plant and the right people at the right place and providing these people with the information they need to manage the operation.

"This report describes a research project for evaluating the applicability of the widely accepted 80 percent criterion for elongation of ground anchors to anchors with unbonded lengths exceeding 100 feet. This issue is driven by several recent projects involving ground anchors for landslide stabilization in which a significant percentage of the anchors did not meet the criterion that requires measured elongation during proof load testing of at least 80 percent of the theoretical elastic elongation. The projects involved anchor unbonded lengths in the range of 85 to 220 feet, which is outside the range traditionally used in practice, although anchors of this length are being used more frequently for landslide stabilization. The principal objective of this research is to address whether the widely accepted criterion of 80 percent elongation is applicable for such applications, and whether other factors affect the ability of anchors to meet the criterion.Analytical methods for predicting transfer of load along the length of steel strand due to friction loss are used routinely in the prestressed concrete industry. These analytical expressions provide a rational framework for quantifying changes in load due to friction along the length of a ground anchor in terms of a ‘wobble coefficient’ (K) as defined in Aalami (2004). Values of the wobble coefficient for ground anchors can only be determined by back-calculating from load tests, i.e., fit the value of K to the appropriate analytical expression based on the known test load and measured percent elongation. The analytical basis is first developed and shown to provide a tool for evaluating results of anchor load tests to determine the magnitude of expected elongation as a function of unbonded length. Next, a database of anchor load tests is used to back-calculate values of K for anchors with unbonded lengths in the range typically used in geotechnical applications (< 100 feet). These values of K are then used to calculate expected friction loss for anchors with high unbonded lengths (100 to 250 feet) to evaluate whether the 80 percent criterion is reasonable."

A method has been developed to remove calcite from the leaching circuit in the uranium in situ leaching system. The process involves injecting the leachate and a pH control agent tangentially into an inverted cone reactor containing calcite seed catalyst. The leachate can be treated at high throughput to obtain clear effluent containing 5 ppm or lower Ca. Both lime and ammonia are effective pH control agents and consumed according to stoichiometry.

The performance of commercially available portable instrumentation for detecting nitrogen dioxide, sulfur dioxide, and hydrogen sulfide was evaluated. Length-of-stain detector tubes from several manufacturers were included in the study. The instruments were evaluated in atmospheres with 50-and 80-percent relative humidities at 75° F and containing test gas concentrations of 0.1, 0.25, 0.50, 1.0, 1.5, and 2.0 times the threshold limit values. The results from the gas analyzers were correlated with the known contaminant concentration by calculating and plotting an estimated line of regression, confidence limits, and correlation coefficient for each detector system. An increase in the relative humidity from 50 to 80 percent at /5° F changed the instrument response to the contaminants. The uncertainties in detection precision reported are for the observer-instrument system. The main difference or inconsistency in toxic gas concentrations determined with length-of-stain tubes resulted from the observer&apos;s interpretation of the results rather than from a predominant difference in the tubes.

"Despite the manpower shortage and other difficulties of operation in war time, the National Safety Competition of 1943 for the promotion of safety in the mineral industries of the United States was notable for having a larger enrollment of mines and quarries than in any other year except 1941 and 1942 since the yearly safety contests were inaugurated in 1925. The competition was also notable for having a larger number of man-hours represented by the competing companies than in any previous contest except that of 1942. The ratio of accidents and days of disability resulting from accidents to the number of man-hours of work performed was more favorable than in 1942; the accident-frequency rate was lower and therefore better than in 13 of the 19 years during which the annual safety competitions have been conducted, and the accident-severity rate was better than in 16 of the 19 years.The National Safety Competition is a yearly safety contest conducted by the Bureau of Mines, United States Department of the Interior. Companies that win first place in their respective group in the contest are awarded a bronze trophy, ""The Sentinels of Safety,"" which is provided by THE EXPLOSIVES ENGINEER magazine. Competing companies are segregated into six groups: Underground bituminous-coal mines, underground anthracite mines (in Pennsylvania), underground metal mines, underground nonmetallic-mineral mines, open-cut mines (without regard to kind of mineral produced), and open quarries (without regard to kind of stone produced). The bronze trophies are retained by the six winning companies for 1 year and are then transferred to the winners of the succeeding year's contest. On the pedestal of each trophy is engraved the names of the winners of the trophy. With the award of the trophies for 1943, therefore, the pedestal of each trophy bears the names of 19 winners."

Deep seabed mining requires technology to collect materials and transport them to the surface. An international patent search was conducted to define the state of the art in seabed mining technology. Over 350 patents were identified from 12 patent systems. The majority was from the United States, Japan, and the former USSR. Patent activity in this field peaked in 1983 when 34 patents were issued. Since 1984, on average 6 patents have been issued annually. The technology represents ten major classifications. With the exception of Deepsea Ventures, Kawasaki and International Nickel, it appears that much of the technology developed and tested in the 1970s by consortia active in seabed mining was never patented. Over the past two decades, identifiable trends in marine technology could influence seabed mining application such as more sophisticated communication systems, advances in hydraulic manipulators, improved computational technology in navigation, modeling of vessel ? ocean interactions, and improved materials. The most significant recent activity has been in European applications, which disclose remotely controlled subsea vehicles for mining diamonds.

As the result of a study of an area comprising some 100 square miles in the Missouri-Kansas Zinc district known to have produced zinc Ore from horizons below the Grand Falls formation, it was concluded that these horizons could become an important future source of zinc. To test this conclusion and to ascertain the general conditions associated with these lower-horizon ore deposits, the Bureau of Mines undertook detailed drilling of localities thought to be favorable for deposition of ore in the Reeds Spring and. Fern Glen formations. Two sites in the Galena, Kans., mining camp were chosen for this purpose. Ninety churn-drill holes totaling 19,338 feet of bore were completed by the Bureau in two campaigns that extended from October 1944 to June 1946. Approximately 25 percent of the holes encountered ore and indicated three separate ore bodies containing substantial tonnages. Observations made during the course of the work revealed that certain structural conditions are common to ore deposits in the Reeds Spring and. Fern Glen formations.

In order to reduce waste and improve resource conservation, mine planning, and development, the U.S. Bureau of Mines is investigating the effects of multiple seam interactions associated with longwall coal mining. Field investigations were conducted at a mine located in Boone County, WV, where a longwall panel was operating subjacent to room-and-pillar workings in an overlying seam. To assess the effects of overlying workings on longwall headgate stability, the Bureau gathered various geotechnical information at this minesite. Headgate pillars and entries were instrumented and monitored to study their behavior during side-abutment loading as the longwall panel approached and passed beneath the overlying room-and-pillar developments. The two operations are separated by 800 ft of interburden, and although interactions between operations separated by this distance are uncommon, geomechanical measurements indicate the occurrence of an interaction. These measurements show that convergence on the headgate entries was most adverse subjacent to barrier pillars in the overlying mine. Pillar measurements indicate that side-abutment pressure increases were slightly greater than predicted values. Several factors related to both geology and mine design, believed responsible for this large interactive distance, are discussed.
