"The Northeast Ohio Regional Sewer District (NEORSD) was required under the Federal Clean Water Act and U.S. Environmental Protection Agency’s (U.S. EPA) Combined Sewer Overflow (CSO) Control Policy to develop a Long Term Control Plan (LTCP) to reduce or eliminate overflows from its permitted CSO outfalls. The LTCP was completed in 2002. Key components of the plan include: 26 miles (42 km) of deep storage and conveyance tunnels providing a total CSO storage volume of 325 million gallons (MG) (1.2 billion liters); over 30 miles (48 km) of consolidation sewers to route CSO control flows to the tunnels; and associated diversion/inflow control structures and drop shafts. Final design and construction of the initial phases of the LTCP are completed or underway. Advanced planning of the final phases began in April 2013. This paper summarizes this advanced planning process and, specifically, how hydraulic performance and tunnel design and construction considerations were balanced to eliminate unnecessary projects and shafts, reduce implementation risks, and reduce program costs by approximately $650 million. BACKGROUND The Northeast Ohio Regional Sewer District (District) serves an area of approximately 350 square miles (SM) (907 km2), including combined (81 SM; [210 km2]) and separate (269 SM [697 km2]) sewer systems that discharge to three wastewater treatment plants in the greater Cleveland area. The service area, shown in Figure 1, is divided into three districts—Easterly, Westerly, and Southerly—each having its own interceptor system and treatment plant, ranging in wet weather treatment capacities from 100 to 735 million gallons per day (MGD) (378.5 million to 2.8 billion L/day). The system includes 124 permitted combined sewer overflow (CSO) outfalls overflowing into the region’s tributary streams, Cuyahoga River, and Lake Erie."

The application of oil to coal for-the reduction of dust has greatly increased the consumers' satisfaction with solid fuels, especially those for domestic use. The combination of oil-treated coal and automatic firing by a small stoker has made possible clean, automatic heating with bituminous coal. This, with the added pressure of competition by other fuels, has caused a rapid development of oil treating practice. A variety of materials derived" from petroleum oils is available from which one may choose for treating a par-ticular coal. Until recently, however, little information had been published to guide the choice. It is most im-portant that the proper type and amount of oil be used in order that all coals marketed as "dustless" will be reason-ably dustless, and thereby maintain a good reputation for oil-treatment. During the past two and one-half years, an investigation of a number of the problems related to the treatment of coal with oil has been conducted at Battelle Memorial Institute. This project was jointly sponsored by Bituminous Coal Research. Inc., Standard Oil Company of New Jersey, Sun Oil Company, and Viking Manufacturing Company. A progress report giving the principal results of the work of the first year was presented before the American Society of Mechanical Engineers in December 1937.1 The present paper is a summary of the entire inves-tigation.

The current version of the computer program ADINA/BM (Automatic Dynamic Incremental Nonlinear Analysis for the Bureau of Mines) for linear and nonlinear, static and dynamic finite element analysis of mine structures is described. The complete report is divided into four parts. In Part A the program solution capabilities, the finite element library, the logical construction of the program and storage allocations are discussed. In Part B the theory and numerical techniques used in the program are summarized. In Part C brief problem descriptions and solution results for some sample solutions that have been transmitted as data cases with the program are presented. In the last section of the report, Part D, the users? manual of the program is presented. Program ADINA/BM is a general effective tool for coal mine structural analysis. The program is an extension of the computer program NON SAP (which was developed under an earlier contract with the U.S. Bureau of Mines). The important additional capabilities of ADINA/BM are: (1) the occurrence of all elements is time dependent, (2) all elements can be used in geometric and material nonlinear analysis, (3) the truss element can be used in elastic-plastic analysis, (4) the three-dimensional element can be employed in orthotropic, elastic-plastic and cracking and crushing analysis, (5) the program executes an out-of-core solution and thus allows the analysis of very large and complex coal mine models, (6) the truss elements can be employed as 2-4 variable-number-nodes elements, (7) a rock material model has been implemented, (8) displacement constraint equations can be imposed in the solution, (9) more flexibility in specifying the incremental solution strategy and an acceleration procedure in the equilibrium iteration are available

Shear tests were performed on several prepared samples of granular and powdery bulk materials to investigate the following parameters: Particle size and distribution, particle movement, moisture content, consolidation of material, bulk density, void ratio, porosity, volume change, and strain rate. A series of shear tests was performed with weight-percent-ratios of minus 0.185-inch tertiary sand and 1-1/2-by l/2-inch tertiary gravel mixtures, and weight-percent-ratios of minus 200-mesh limestone (rock dust) and minus 200-mesh bituminous float coal dust. A comparison was made for shear test results obtained with rectangular and circular shear cells utilizing the large and small direct shear testers. Specifically, the shear results obtained include the angle of internal friction or shear strength of the tested material under known consolidating pressures, and the kinematic angle of friction or coefficient of friction between the interface of a bulk material and a sample wall material. The experimental procedure, tests, and results are given for each parameter investigated.

The group of gems included under the general name "feldspar" occupies only a minor place in jewelry. Feldspars, with the possible exception of quartz, are the most important of rock-forming minerals, but most occurrences are of quite ordinary varieties, without striking color and unattractive. Few specimens are suitable for use as gem stones, but occasional crystals that exhibit unusual brilliance or play of color are cut into various shapes for personal adornment or for architectural decoration. The best known of the feldspar gems, and probably the most important in point of production, is the moonstone. Amazon stones, labradorite, sunstone, and a number of less common varieties have been produced in various parts of the world.

The goal of the Pittsburgh Research Laboratory's training research is to explore the relationship between valid instruction and improved worker performance. Studies summarized in this paper include: (a) the development and assessment of training techniques that strengthen miners' ability to act competently in emergencies; (b) investigations of classroom simulations that enhance the perceptual, judgment and decision making skills of workers confronted with mine hazards; and (c) field studies of the linkages between financial investments in occupation at skills training and measurable outcomes.' The authors maintain that better ties between training and performance will aid long-term human resource development. The best way to establish this connection is through the use of objective and reliable data.

In Chile there are significant amounts of gold in flotation tailings that could be recovered, being heap leaching the most promising alternative. In order to determine the feasibility of treating these tailings by this method, a detailed study is carried out using 4 representative samples. After defining the best conditions an economic evaluation is done for a plant treating 200 tpd, sensibilizing with respect to parameters such us gold price, tailing grade and capital costs. The results show that it is technically feasible treat these gold tailings by heap leaching with gold extractions over 70 %. It is also economically feasible for gold grades higher than 0.5 g/t and gold prices over 350 US/oz.

A survey of the role of the United Nations Special Fund in the field of mining and metallurgy. An aircraft, manned by Canadians and crammed with modern scientific instruments, crisscrosses over the dense rainforests of tropical Surinam at Y4 kilometer intervals, prospecting for valuable mineral deposits. Mill head samples of Burmese lead and zinc ores arrive at a Colorado laboratory for analysis and experimentation to determine the best milling and ore-dressing techniques. At the new Institute for Applied Geology in Manila, Philippine mining engineers receive instructions from a Finnish petrologist. These scenes illuminate only a fraction of the exciting work in the mining and metallurgical fields being carried out by the United Nations Special Fund.

Alternatively are they a necessary evil'? Exploration geologists are a much higher profile group but then again the higher they are the bigger they Bill. At a mine site they are reluctantly being accepted as equals by mining engineers given the requirements of the `Code' in the reporting of Ore Reserves. How best can mining geologists service their customers? Are more revealing questions to be answered in who are their customers? In the past mining geologists lived isolated existences pouring over plans and sections, now with user-friendly software packages available and the use of LAN, mining geologists and mining engineers talk electronically - God forhid what the future might hying - they might even talk to accountants and metallurgists!

The term ground breaking is taken to include the process of so loosening the ground as to enable it to be readily loaded into buckets or cars and hoisted from the shaft or drift. In the Joplin district are encountered two varieties of ground, the hard and the soft. Hard ground consists of massively bedded rock requiring heavy blasting to loosen it. Such ground is to be found throughout the district in the same localities as the soft ground but more extensively, even to the exclusion of the appearance of soft ground in the sheet formation in the vicinity of Webb City. The Yellow Dog Mine at Webb City and the Grace mine on the Granby land at Joplin furnish well known examples of hardground mining which has become the most extensive in the district.

This study of underground mine water inflow was initiated by the U. S. Bureau of Mines in March 1980. The objective of this study is to evaluate the hydrologic variables associated with surface water and ground water systems that affect the inflow of ground water into an underground mine. Data collection techniques are reviewed for their applicability for quantifying these hydrologic variables. Innovative techniques are also investigated. Existing analytical and numerical procedures for predicting underground mine water inflow are reviewed and evaluated. Over 300 computer models were reviewed for their applicability to modeling underground mine water inflow. The model UNSAT2 is utilized for modeling inflow to a shaft and tunnel or drift. This model and the techniques developed in this study are applied to two existing mines.

Thiele Kaolin Co. has invested much time and money in achieving and maintaining its IS0 9002 certification. Through a regimen of process control and documentation, routine audits and a commitment to quality management, this kaolin producer is a competitive pigment supplier in a worldwide market. Background In 1987, the International Organization for Standards developed the ISO 9000 quality management system. This series of standards is used as a means to ensure customers that a quality management system is in place. Certification of a company does not mean that an individual product is of high quality. Rather, it demonstrates a supplier's ability to meet its customers' product and service needs. It also shows that a company has documented records to assure product consistency. The ISO 9000 system was begun in England during the early 1980s. During the mid-1970s, the British manufacturing industry was experiencing low quality. In an attempt to boost quality standards, the British government established the BS 5750 standards system. In 1987, BS 5750 was incorporated into ISO 9000. The ISO 9000 series consists of three levels of certification. ISO 9001 is the model for quality assurance in "design/development, production, installation and servicing." This standard applies to companies that rely on research and development to bring products that frequently change to market. ISO 9002 involves "production and installation" only. This standard is relevant to industries that produce a specific product according to specifications - either their own or their customer's. ISO 9003 is the model in "final inspection and test." This standard is the least detailed of the 9000 series. It is also the most applicable to companies that purchase, inspect or sort and resell. The quality system requirements for certification are outlined in the 18 elements of ISO 9002. These include: 4.1 - Management responsibility. 4.2 - Quality systems. 4.3 - Contract review. 4.4 - Design control. 4.5 - Document and data control. 4.6 - Purchasing. 4.7 - Control of customer-supplied product. 4.8 - Product identification and traceability. 4.9 - Process control. 4.10 - Inspection and testing. 4.11- Control of inspection, measuring and test equipment. 4.12 - Inspection and test status. 4.13 - Control of nonconforming product. 4.14 - Corrective and preventive action. 4.15 - Handling, storage, packaging, preservation and delivery. 4.16 - Control of quality records. 4.17 - Internal quality audits. 4.18 -Training. Continuous improvement, though implied in maintaining these requirements, could potentially be included in the quality system requirements in the next revision. Mining coal under deep cover conditions is certainly the proper phrase to use in describing one of our newest operations. Located in the southwest corner of Virginia is this operation which is the Beatrice Mine of the Beatrice Pocahontas Company, a joint venture of Republic Steel Corporation and Island Creek Coal Company. The mine is working in the No. 3 Pocahontas seam in an assigned area of over 9500 acres containing over 60 million tons of recoverable, high quality, low volatile coal. The site of the mine opening was at Keen Mountain, Virginia, where the seam lay 1350 feet below the surface. This depth, greater than anything attempted thus far in the coal industry on this continent, would pose some problems, we felt, with which we had not previously had to contend.

The Bertha zinc-mines of the Bertha Zinc and Mineral Company are in that part of the State of Virginia popularly known as Southwest Virginia, and are included in that division of the " Great Valley " named in recent years the " New River-Cripple Creek Mineral-Region of Virginia." The mines lie wholly in the southeast part of Wythe county, two miles from Pulaski county on the east, and three miles from Carroll county on the south. The only other zinc-mines that are opened in the region are those of Manning & Squier, which adjoin the Bertha zinc-mines on the northeast, and the mines of the Wythe Lend and Zinc Company, at Austinville, eight miles to the southwest. A little farther southwest of Austinville, near Ivanhoe, a new company is preparing to mine zinc-ores. The mining properties named are included within a distance of ten miles along a direct line, bearing north 55' east, on the south side of New river, which here flows northeastward in a tortuous course. The greatest distance of any of the mine-openings from the river is a little less than two miles. It is not the magnitude of the operations in zinc-mining in this particular region, as compared with that of other well-known districts, that merits especial notice. With the dawning of a new century came the beginning of a new era in the coal industry. Instead of the traditional practice of only buying and selling produced coal in the United States, a coal futures market was established. The New York Mercantile Exchange began trading coal futures in July 2001. But, even in this new era, many of the old is-sues that have beset the coal industry still remain, as was evident in2001. Coal production increased to are cord level during 2001, according to preliminary data from the US Energy Information Administration(EIA). Production in 2001 rose by4% to 1.01 Gt (1.12 billion st), compared with 2000 (Table 1). This barely surpassed the previous record level of 1 Gt (1.11 billion st)set in 1998. Coal consumption remained unchanged. The additional production was used to replenish the depleted stockpiles that had resulted after two years of declining coal production and increasing coal consumption.

The room temperature tensile properties of commercially pure titanium and seven titanium alloys prepared by skull casting were determined in the as-cast and heat-treated conditions. Data were compared with property data from tensile tests on wrought alloys of the same compositions in the as-worked and heat-treated conditions. The alloys evaluated were Ti-5Al-2.5Sn, Ti-6Al-4V, Ti-6Al-4V-lSi, Ti-6A1-2Sn-4Zr-2Mo, Ti-6A1-6V-4Zr-4Mo, Ti-6A1-6V-2Sn, and Ti-11.5Mo-6Zr-4.5Sn. Test specimens were prepared from both static and centrifugal castings and from plate fabricated by forging and rolling vacuum-melted ingots. The data indicate that the alpha and alpha-beta alloys have strength properties in the as-cast condition that are reasonably close to the strength properties of their wrought counterparts in the as-worked condition. An exception to this was the Ti-6A1-6V-4Zr-4Mo alloy for which insufficient data were available to form any firm conclusions. Fine-grained cast structures of Beta III (Ti-11.5Mo-6Zr-4.5Sn) were shown to be generally stronger in the as-cast condition than the wrought alloy in the as-worked condition except for the yield strength of one structure that was unusually low. Heat treatment of this alloy produced properties that were unpredictable. Indications are, however, that optimization of heat treatment parameters for each cast structure could produce strength properties equal to that of wrought materials.

Molybdenum has been successfully cast into static and rotating molds in conventional equipment used for casting titanium and zirconium. Melting was accomplished by using an arc potential of 36 to 40 volts with a current of 10,000 amperes. Pouring efficiency, after a skull had been formed in the crucible, averaged 70 percent. Techniques are described by which four successful castings were made. Tensile properties on specimens cut from one centrifugally cast tube averaged: Tensile strength, 39,800 p.s.i.; yield strength (0.1 pct. offset), 35,300 p.s.i.; elongation, nil; reduction in area, nil; impact strength, 2 ft.-lb.; hardness DPH (diamond pyramid hardness) 180. Mold reaction was not evident in shapes cast in machined graphite. This was not true, however, for rammed graphitic-base molds.
