The great variability of mineral and energy prices has motivated some governments to incorporate a windfall profits tax into their mineral taxation regimes. Windfall profits taxes are a means for governments to capture additional mineral revenue when mineral prices are considered higher than some historic level. Governments need to be aware of the effects of such contingent taxes on the exploration, development and operating decisions of mining companies. Mining companies need to be able to calculate the full impact of windfall profits taxes on the economics of their projects. This paper examines the valuation of a multi-phase copper-gold project in the presence of a windfall profits tax. Real options Monte Carlo simulation is used to characterise the different exposures of the mine owner and of the government to the risky cash flow streams that they receive from the project. The results highlight that Monte Carlo simulation paired with the real option valuation method is able to account appropriately for the differing risk exposures, while the traditional discounted cash flow valuation model is not. Our key conclusion for governments and mining companies is that the impact of contingent tax and royalty terms can and should be assessed using advanced valuation techniques, and the results used to improve contract designs under the constraint of actual and perceived fiscal system stability.

Newmont Gold Company uses centralized carbon handling facilities to strip loaded carbon from five mills and four leach facilities located along a 38 mile stretch of the Carlin Trend in Nevada. Both Zadra and AARL elution processes are employed at this centralized facility which is located near the company's Gold Quarry operations. The Zadra elution circuit was commissioned in 1985 and later expanded in 1987. This circuit can strip carbon at a rate of 24 tons per day. The AARL elution circuit, commissioned in 1988, also has the capacity to strip 24 tons of carbon per day. Two horizontal, rotating, regeneration kilns are used to reactivate approximately 60% of the stripped carbon before it is returned to the mills or leach facilities. One kiln is located in the Zadra plant, while the other is located in the AARL plant.

"No true conception of the Park City mining district can be obtained without first giving consideration to the part it has played as a consistent producer of mineral wealth. Its position in this regard is almost unique in the annals of a lead silver camp. For over fifty years it has been a continuous producer of lead and silver and for twenty years it has added to the world's supply of zinc. Few camps with its productive history are so little known to the mining fraternity for the reason that its life has never been punctuated by periods of ""boom"" which serve to attract general attention, neither has it been the field of operation for promoters who temporarily focus attention upon their scene of action. Its history is one of legitimate mining operations. These were at first carried on by a number of smaller companies. A period of consolidation followed and at the present time the entire production of the camp is in the hands of two major companies and one smaller company. These are flanked by a number of prospecting properties, which are at this time actively engaged in the search for ores and later events will doubtless put some of them in the producing class.A technical discussion of the ore occurrence and mining operations in the camp will be the subject of a paper to be read before this meeting of the Institute. The mission of this article is to supply a ""Baedeker"" where Baedeker is lacking.The town of Park City is a typical, up-to-date, western mining camp which owes its existence as a town of 4,500 inhabitants solely to the mining industry. The camp is located 7,000 feet above sea level, thirty-two miles east of Salt Lake City. It is situated on the Victory Highway seven miles from its junction with the Lincoln Highway and has the benefit of excellent automobile communication with the metropolis of the state. Both the Denver and Rio Grande and the Union Pacific Railroads give daily train service to the camp and effectively solve the transportation problems of the mining companies."

HARRY HINDS: Our second speaker today is Rich Perry. Rich is the manager of leach and dewatering at Newmont Gold Company's Carlin operations. He has been the operator of Newmont's refractory leach development program for the past three years. Prior to joining Newmont in 1994, he was plant superintendent at the Big Springs and Jerritt Canyon Roasting Mills for Independence Mining Company. He graduated from the University of Nevada's Mackay School of Mines, and has lived with his wife and three children in Elko, Nevada, for the past 12 years. Please welcome Rich as he presents "New Facility Design Engineering: On-Site Versus Engineering Companies' Offices." RICH PERRY: Newmont Gold Company has been mining and processing gold ore at its Carlin, Nevada, operations since 1965. Processing is done using oxide milling, heap leaching, and whole ore roasting methods. Newmont began development of refractory leach processing technology at its research and development facility in 1988. The R&D staff focused on developing processing methods for low-grade refractory gold resources at Carlin that could not be economically processed by refractory milling methods. The term refractory ore refers to those ores that contain quantities of sulfides and/or organic carbon that result in low recoveries using conventional cyanide leaching. The R&D staff developed two potential processes deemed worthy of further testing: heap biooxidation to liberate gold occluded by sulfides and ammonium thiosulfate leaching for gold recovery from carbonaceous preg-robbing ores. These were piloted in small heaps by the staff of the R&D and Carlin metallurgical labs from 1990 through 1994. By 1994, Newmont's R&D and metallurgical staffs had unlocked the chemistry and kinetics of the two processes, and it was decided that the operations group would be brought in to begin development of a commercial plant. A project manager at Newmont's Denver office was assigned to the project. Scale-up issues such as biooxidation leach pad design; on/off heap heights; handling of various ore types during stacking and reclaiming; operating costs; and environmental, health, and hygiene concerns using a new process chemistry remained unanswered.

This is the final report of work accomplished during 1973-75 under U. S. Bureau of Mines Contract No. H0242015, "System for Handling Underground Mine Supplies and Materials." The purpose of the contract was to develop a mechanical device which could safely perform handling tasks that are normally done manually in underground bituminous coal mines. The report discusses studies leading to construct-ion of a battery-operated, three-wheel vehicle with a six-degree-of-freedom manipulator. Supportive design studies included collection and analysis of production, manual functions, and injury data on the underground bituminous coal mining industry. Transfer tasks in section storage and working places were the prime candidates for mechanical handling. Functional specifications were developed for two handling devices (one to handle existing unit loads and one to handle repackaged unit loads) and for a vehicle to mount the handling device. Design concepts for nine different handling devices were developed and a cost/benefit evaluation made for each. Detail design, capital and operating costs, and method improvement savings data were developed for two battery-operated vehicles and for two different manipulators. The three-wheel vehicle with anthropomorphic manipulator was chosen for development.

The producing formation in the South Field, or "Golden Lane" structure of Mexico, is a buried ridge of reef limestone of Comanchean age overlain unconformably with sediments of Upper Cretaceous, Eocene and Oligocene. The structure extends in a long sweeping arc, with the convex side toward the west, from San Geronimo, Vera Cruz, to San Isidro, south of the Tuxpam River, which it crosses at the town of Alamo. It is 52 miles long and averages 3/4 mile in width. The surface of the producing formation of El Abra limestone consists of a series of minor parallel highs which are separated longitudinally by synclinal troughs and laterally by structural saddles. The presence of these highs has been of utmost importance in the development of the field, especially in recent years when the salt-water level has risen above the synclines and confined the oil to the isolated highs. In many cases, faulty information and interpretation of the subsurface has resulted in drilling costly dry holes and salt-water wells. Development The development of the Golden Lane was started by the Mexican Eagle Oil Co. in 1906. San Diego No. 3, usually known as Dos Bocas, the first producing well on the structure, was completed on July 4, 1908. This well came in unexpectedly for an estimated daily production of 129,000 bbl., and, as the casing was not properly set, the well flowed wild into the Tamiahua Lagoon, causing a loss of several million barrels of oil. In flowing wild the well formed a crater which covers an area of 48 acres, out of which salt water and small quantities of gas still flow. Casiano No. 2, the Huasteca Petroleum Co., which yielded 200 bbl. of oil daily, and which was completed in November, 1909, was the next producing well to be drilled on the structure. In 1910, the same company completed Casiano No. 7, with an initial production of 50,000 bbl. daily, and Casiano No. 1, which produced 200 bbl. daily. In the same year, the Mexican Eagle Oil Co. completed its Potrero del Llano wells 1, 2 and 4, with initial productions of 500, 400 and 100,000 bbl. respectively. The Highland Uranium Operations of Exxon Company, U.S.A. is a large uranium mining and processing complex situated in the Powder River Basin of East-central Wyoming. Surface mining and chemical processing of a large relatively low-grade ore body began in late 1972. An underground mine was later developed and began production in November of 1977. Figure 1 shows the location of our operations. During the planning stages of the project, it was recognized that hiring and retaining quality employees would be a significant problem. Other operations in similarly isolated locations were experiencing high turnover rates and were forced to employ inexperienced and poorly trained operators. In an attempt to attract employees, many of the companies provided mobile home or bunk- house facilities, but these costly peripheral ventures did not prove to be noticeably successful.

"Durability design for underground structures is an increasing focus of designers and owners in the underground construction industry. Many owners have expanded their requirements for durability design, with specific requirements for structure lifecycle and designer certification of structural durability. This paper describes current trends and best practices including: defining the underground structure lifecycle, historically durable underground structures, design methods for underground structure durability built of reinforced concrete, and durability of materials. Criteria to be used for defining end of structure life and owner’s maintenance responsibilities are crucial to lifecycle contract requirements. Current practices of several major owners are presented. Design methods are presented including United States code requirements. Current best practices for enhancing the durability of materials used in underground construction are discussed including: low permeability concrete, steel reinforcement concrete cover, the use of steel fiber, and testing for verification. INTRODUCTION Durability design is increasingly being recognized as an essential component of good design practice. Infrastructure owners recognize that to serve the public interest, constructed facilities must be lasting and durable. The public understands that structures with limited service life result in increased costs and add to their daily inconvenience with frequent repair and reconstruction. Engineers are increasingly asking not only is the structure strong enough but will it last for generations. Durability design requirements are no longer just adherence to some accepted practices, but are based on analytical approaches, with results that can challenge our beliefs in what construction materials and details result in a durable structure. This paper describes current industry requirements and practices for durability design of underground structures, and offers some suggestions regarding future trends and developments. SERVICE LIFE DEFINITION The service life of a structure is the sum of the time to onset of deterioration, called initiation period (ti), and the subsequent time period of deterioration ending when the structure is no longer functional, called propagation period (tp). Figure 1 shows a conceptual service life diagram. These time periods can be substantially affected by the level of maintenance performed during the life of the structure."

Technology has no recognized rank in what is called polite literature; the subject-matter of engineering is not supposed to lend itself to artistic treatment; we are the hewers of wood and drawers of water to the high-priests of learning that live on the cold summit above our humbler dwellings. Therefore the hierophants smile at the notion of 'style'- “that curiously personal thing”--in technical writing. The "great art" of Pater, the "inevitable phrase" of Raleigh, the "note of distinction" that Arnold demanded are said to be beyond the scope, as they are supposed to be beside the need, of a writer on geology or engineering. This is a narrow view. Science, no less than belles lettres, calls for the best exercise of the human intelligence; the art of writing should be employed as skilfully and as earnestly in a description of the structure of the Sierra Nevada, or of the construction of a tunnel through the range, as in a rhapsody welcoming the rosy fingers of the dawn. The idea still lingers that fine writing does not befit technology, even though the masters of the Victorian period- Huxley, Tyndall, Ruskin-proved that science is worthy to be arrayed in the best robes that the looms of thought can weave. At the beginning of these lectures I quoted Barrie's remark touching the inability of the scientific man to express himself. That imputation has been passed to the technologist, whose utilitarian pursuits are supposed to make him too clumsy for the refinements of human speech. We may not have acquired the self-consciousness of those writers on Art whose "power of expression is so cultivated that their sensual caterwauling may be almost mistaken for the music of the spheres"; nor can we imitate the politicians, who have the ability to speak far beyond anything that they may have to say; but we too have a litera-

The key-note of good writing, as of good manners, is B natural. Sincerity is the first requisite for effective writing. When a man says what he knows or believes, he is likely to be interesting, because each human being possesses an individuality, a point of view, or a range of sympathy that makes him different from his fellows. To say or to write what you do not think, for the mere sake of talking or writing, is a verbal exercise that must be performed with extraordinary skill if it is to be attractive. Affectations are rarely attractive, rarely effective. To be natural is to be yourself, not a poseur; to give the reader the best of yourself, instead of re-warming the baked meats of yesterday. Quotations-which are second-hand thoughts-will serve occasionally when the thing you want to say has been said so well by another that it would be waste of energy to try to say it better; gut, as a rule, the utterance of the writer himself is more interesting than the quotation, because the writer brings something of himself to bear on the subject, and for the moment is more in touch with the reader than any dear departed author. Therefore, say things as best you can in your own way, neither in borrowed words nor in the phraseology that mimics another. Write as if you were speaking to a person whom you desire to persuade or convince. You will then write better than you speak, because, in the first place, you can be more deliberate, and, secondly, you can revise what you have written. In the Northern Rhodesia copper fields the size of the orebodies and the exceptionally consistent values over great distances made it possible to outline the ore with drill holes spaced at 1000-ft. intervals; in some cases, 2000-ft. intervals. Owing to the fact that the size of the deposits made it very evident that much outside capital would have to be called in to develop them and, owing to the wide spacing of the holes, it was essential that the sampling of drill holes be as accurate as possible, so that outside examining engineers could adopt the results as trustworthy within the limits of accuracy of the drilling method. With this object in view, the field staffs of the Selection Trust group of companies have studied for the past three years, and are still studying, drill sampling in a very thorough manner, and for this reason it is felt that these notes may be of interest to engineers or students who are, or in the future may be, in charge of drilling operations. The orebodies in this field lie in shales and sandstones, more or less indurated, in the lower strata of the Roan series, and the copper mineralization is in the form of sulfides predominantly, with some oxidized copper minerals. These interested in the geology and history of the area can find full details in a recent paper by Anton Gray and Russell J. Parker.' In some formations core recovery was good—between 90 and 100 per cent.—and where any difficulty occurred in recovering sludge, as in fissured ground, this was not insisted upon; but the samplers' difficulties, both practical and theoretical, do not commence until core recovery drops and sludge recovery becomes important, for if core is being ground up it is recoverable only as sludge, and naturally the sludge sample, which theoretically should contain only the material cut from the annular ring around the core, is being salted, in a sense, by the ground-up core. An examination of 60 mines, 11 illumination hardware manufacturers, and Q mobile face-equipment manufacturers was conducted to determine the state of the art of mine-illumination hardware, define lighting system installation and maintenance problems, and assess personnel acceptance of lighting. Longwall and mobile face-machine illumination were studied. Major problems on room and pillar installations include damage of exposed components, electrical failures, and reduced lamp life, with extreme variability in the degree of these problems. Most longwall systems had low or moderate maintenance requirements, cable damage being the most significant problem. Most mobile face-equipment operators liked their machines' lighting systems, but many complained of glare and other problems. Longwall lighting was unanimously accepted by face personnel, and most complaints were minor. Based on the survey, general installation and maintenance guidelines have been established, addressing hardware design aspects, approaches proved effective to minimize problems, and improper practices noted which are detrimental to effective lighting.

"IntroductionTHE PURPOSE of this paper is to present .a summary of the evidence given before the Petroleum and Natural Gas Conservation Board in support of applications to it for permits to export natural gas from Alberta.I will attempt to be objective in my statements, despite the fact that my main interest in the hearings before the Board was to advance the interests of my own clients, the Westcoast Transmission Company, Limited.The hearing of the export applications •commenced before the Board in January, 1950, with the .application of the Westcoast Transmission Company. Joint hearings were commenced in September, 1950, and completed on December 14th, 1951. The Board heard evidence in support of six applications for export, one application to build a gathering system in Alberta, and three interveners, the .latter being the City of Calgary, the local gas companies, .and the coal interests, including both operators of coal mines and the Unions.The evidence comprised better than 8,400 pages, over two million words, and occupied 92 days before the Board.The Interest in Natural GasThe natural gas industry is one of the newer industries. It is not yet twenty years •old. In the United States, the expansion •of pipeline facilities has been phenomenal in the last fifteen years, and particularly in the last three years, when a total of over two billion dollars was invested in pipeline facilities. There are approximately 250,000 miles of gas transmission pipelines in the United States at this time, with additional lines constantly being pressed."

The Mission Unit of American Smelting and 'Refining Company is located in Pima County, Arizona, approximately twenty miles southwest of the City of Tucson. The Unit consists of an open pit copper mine and concentrator. The concentrate is shipped by rail to Company Smelters at Hayden, Arizona, or El Paso, Texas Mine stripping began at Mission in the fall of 1959, and construction of the 15,000 tons per day concentrator gas started in the spring of 1960, The first ore was treated in mid summer of 1961 and full ore production was reached in August of 1961. At that time over 46,000,000 tons of material had been moved from the pit. Current production (ore and waste) averages over 100,000 tons per day. Total production to date (ore and waste) over 120,000,000 tons.

The paper discusses the legislative and practical approach adopted to problems of management of environment in relation to coal mining in a very sensitive area of the south coast of New South Wales. The environmental problems are complicated in this area due to multiple and very often conflicting land usages. The environmental approach in relation to water quality maintenance, noise control and air quality is discussed and methods adopted meet stringent requirements. Requirements of New South Wales Regulations on Environmental Impact Statements (EIS) are described.

High ambient temperatures combined with high surface humidity in the north of Australia and, in particular, the northern areas of the Northern Territory can make underground workplaces relatively inhospitable at certain times of the year. . Woodcutters' silver/lead/zinc mine, situated some 80 km south of Darwin, would be the most northerly underground operation of any significance in Australia. As such, during the build up to the wet season, it has a particular problem of ventilating a deep underground mine with already high dry and wet bulb temperatures at the surface. The Mine Management Act and Regulations mention only that workplaces shall be 'in a fit state for a person to work in or occupy'. Woodcutters therefore set in progress a Heat Stress Program to endeavour to set standards which would be more measurable and justifiable. The aim of the program was to compile a record of ambient atmospheric conditions in the working areas such that areas and/or work activities generating high ambient temperatures and humidities could be identified, quantified and qualified. Once the analysis stage of this program was completed, Woodcutters compiled a set of recommendations for the continued monitoring for, and control of, heat stress conditions to ensure that no underground employee was placed at risk from 'heat stress'. These recommendations are discussed in this paper.

A mathematical model of plastic deformation occurring in cold plug drawing of mother tubes with initial cross-sectional wall thickness variations (CSWTV) has been developed. The main provision of the model is that eccentricity em is of such value that projection of all forces acting upon the plug in the deformation zone along the axis perpendicular to the drawing axis equals to zero. Calculations have proven that with other conditions being equal increase in the die cone angle and the deformation cycle number reduces CSWTV. The formation and development of voids in both the single-phase ferritic steel DC04 and the dual-phase ferritic-martensitic steel DP600 are discussed. Various mechanisms and kinetics of void formation are considered regarding the influence of dislocation glide, precipitates and other parameters. Different characteristic locations in the microstructure are investigated at which strain concentrations during plastic deformation can occur and cause the formation of voids and microcracks. For the specimen preparation ion slope cutting is applied. Voids and cracks revealing ductile damage are analyzed by Scanning Electron Microscopy (SEM). Stress concentrations in consequence of plastic deformation could be shown by extinction contours on images recorded by Transmission Electron Microscopy (TEM).
