This report reviews the regulatory environment as it pertains to waste rock management and disposal from mining operations, excluding coal and placer gold operations, in the \irate of Alaska. It is based on the EPA's staff position on an effective program to regulate mining waste as presented in the May, 1990 Strawman II document. The unique conditions which occur in pans of the state, including a fragile environment, high seismicity and permafrost, are identified. The special waste management practices which are necessitated by these conditions are delineated. The report provides a detailed outline of the current technologies that are suitable for designing, constructing, operating and closing a waste rock facility to meet environmental protection objectives. Cost implications to the mining industry of potential regulatory actions, such as the degree of groundwater protection, are examined.

"Treatment of oxide, e.g. roasted gold ores has received relatively less attention than sulphidic ones and recently, handling of oxide gold ores is becoming essential. In this study, the influence of roasted gold ore (RGO) slurry (at 35% solid ratio) on the electrochemical dissolution of gold has been examined using pure gold and iron oxide minerals (hematite, maghemite, and magnetite) as disc electrodes by zeroresistance ammeter mode either in one or two separate containers. The presence of slurry decreased galvanic currents, i.e. corrosion rates due to the release and increase in the amount of soluble and/or insoluble species that could retard further the anodic behaviour of gold. Higher galvanic currents were observed in two separate containers than that in one container indicating the primary importance of galvanic interactions. SEM-EDS results observed iron hydro/oxide coatings on gold surface in case of magnetite test. However, in case of RGO electrode it is not a perfect passivation, although somewhat decreasing trend was observed on gold dissolution. These findings have revealed that passivation is not only a laboratory phenomenon, but also it could be responsible for the slowdown of gold dissolution in industrial practice.INTRODUCTIONThe cyanidation of gold is an electrochemical corrosion process thus; the dissolution of gold can readily be studied by electrochemical techniques. The outcome/summary of previous electrochemical studies of gold leaching can partially be summarized as follows: Filmer (1982) and Lorenzen and van Deventer (1992) reported the negative effect of pyrite and pyrrhotite on gold leaching due to the galvanic interactions; Aghamirian and Yen (2005) studied gold galvanic corrosion in presence of sulphide mineral electrodes only in one cell using zero-resistance ammeter (ZRA) mode; Dai and Jeffrey (2006) discussed, individually, the anodic and cathodic behaviours between gold and sulphide minerals, and Azizi et al. (2010, 2011) used a bed reactor to examine the influence of sulphide minerals on gold dissolution in one and two separate cells. Accordingly, a slowdown in gold leaching has generally been attributed to the passivation phenomenon, although the indication of this phenomenon is still an undergoing debate. For instance, Mrkusic and Paynter (1970) identified the passivation as the film formation of dissolved species from calcine, Crundwell (2014) explained passivation, in the case of corrosion of metals, as the formation of a layer which is composed of a new chemical species on the mineral surface and this layer inhibits or blocks further reactions. He suggested that passivation is related to the oxidation of the metal, and the formation of a passive layer that retards the rate of dissolution by several orders of magnitude. Consequently, galvanic interactions, passivation phenomena, or combinations of them are considered significant electrochemical factors affecting gold dissolution (van Deventer, Reuter, Lorenzen, & Hoff, 1990; Azizi, Petre, & Larachi, 2012). It is important to note that generalizing the influence of a mineral/metal on gold dissolution may not be correct in all cases, since contrary behaviours/results (for pyrite) have been observed (Aghamirian & Yen, 2005). Therefore, electrochemical study of gold is still a subject of research and need to be examined further in detail."

In India, despite its natural abundance, demand for coal exceeds its countrywide supply due to failure to achieve high production targets, especially in opencast mines, which are responsible for 94.98 percent of total raw coal production in the country. Employment of technological solutions, such as surface miners, is key to achieving higher coal production and productivity in an environmentally friendly manner, especially in populated areas adjacent to the mining zone. This technology eliminates blast hole drilling, blasting and primary crushing units, thus reducing related environmental hazards like ground vibration and fly rocks.

The following paper is one of a series on mining methods and practices being published by the United States Bureau of Mines, and deals with the sinking of the Pim shaft (No. 7) of the St. Louis Smelting and Refining Works of the National Lead Co. in the southeast Missouri lead belt. The shaft was sunk in 1922 and 1923 on a tract several miles south of the company's main plant located at St. Francois, Mo., in St. Francois County. The author is indebted to W. H. Comins, local manager of the company, with whose permission this article has been written, for his helpful criticism; and to E. T. Campbell, geologist, and M. Friction Rock Stabilizers, trade name II Sp 1 it Sets'" have been under research and development by the author and the Ingersoll-Rand Company since February of 1973. The United States Bureau of Mines and the Mines Enforcement and Safety Administration as well as many mining companies have cooperated in field testing the device. Split Set rock anchors are distinctively different from the widely used mechanical rock anchors or fully grouted rock anchors. They control ground movement internally in a manner that allows controlled deformation during the early phase of the ground reaction curve but then, as secondary creep develops, anchorage per unit length increases and they serve to strengthen and stabilize the opening for long periods of time. The history of research and development of the Scott Split Set rock anchor system with accompanying laboratory and field test data is presented in this paper.

Presented in this volume are the basic mining techniques and production operations associated with underground bituminous coal mining. Chapter 2, "Multiflow Process Charts", presents, in sketch form, a description of the various operations characteristic of conventional and continuous mining. In order to focus attention upon the major components and operations in each work cycle, certain items are not shown in the sketches, e. g., machine electrical cables, brattice, and rib posts. The elapsed time shown for each sketch is considered representative for the various work elements summarized by the sketch. More detailed work element times can be found in Chapter 3, "Typical Work Cycle Times", and Chapter 4. "Standard Time Data".

In addition to the normal work and that pertaining to strategic minerals, the Metallurgical Division has been made responsible for carrying on major investigations in the development of processes' for the treatment of low-grade domestic manganese ores that heretofore have failed to yield products suitable for the preparation of ferromanganese, an alloy essential to every ton of steel produced. These investigations are particularly important at this time because of their part in tucking this country self-sufficient with regard to manganese when the stock-piled ore becomes e exhausted and as foreign shipments of ferro-grade ore are cut off. The results indicate that there is a good probability of accomplishing this objective, while at the same time conservation may be promoted through the use of normally useless material from the large, low-grade ore deposits.

The occurrence of oil seepages in Venezuela has been known since the early days of Spanish occupation. It was not until 1912, however, that any serious exploration work was undertaken. In that year, the Caribbean Petroleum Co., then a subsidiary of the General Asphalt Co., employed a large staff of geologists to make a systematic survey of large areas in eastern and western Venezuela, selecting the most desirable localities out of the immense area covered by the Valladares concession. This preliminary work was completed in the fall of 1913, and in February, 1914, the company completed its first commercial well at Mene Grande. Development work has progressed slowly, for various reasons, but petroleum in quantity has been encountered in nine widely separated localities. The Mene Grande field has been put on a producing basis and approximately 4,000,000 bbl. of oil is being shipped annually. Increasing quantities of oil are now being drawn from El Mene and La Rosa. In the light of these developments, the world's need for oil reserves, and the proximity of Venezuela to the United States, American capital is being attracted more and more to Venezuela. Although considerable careful geological work has been done in Venezuela by the various oil companies now operating, most of the data is buried in the company files, and the published literature has been extremely meager. The most valuable contribution to date has been a map and report by Jahn, which, as it was printed in Spanish, is not generally available to the American oil public. Edward Thomas (U.S. Bureau of Mines, Washington, D. C.)—This excellent article on an ingenious and successful installation of wooden rock bolts loses much of its effectiveness through an attempt by the authors to establish the general adaptability of this type of support. Possibly because they have only local experience as a guide, they imply erroneously in the first paragraph that the Bureau of Mines has been opposed to wooden bolting, although later in the article reference is made to a Bureau publication on the subject. In 1947 the Bureau of Mines decided to sponsor experiments in roof bolting in coal mines because the experience of the St. Joseph Lead Co. had indicated that this type of roof support appeared to be a roof-fall accident-prevention measure that might be adopted and also effect economies in operating cost. Justification for this belief has been borne out, particularly in coal mining. This program has been carried out under the following general program: 1—The Roof Control Section of the Bureau of Mines has advocated and initiated underground experiments under controlled conditions with many different ideas related to rock bolting since 1947. In no instance has cooperation in developing an idea been refused, no matter how ridiculous it may have seemed at first glance, if it has been requested by a mining company. 2—The Bureau of Mines has no police powers over the selection of roof-support devices and seeks none. 3—At the request of an operator, the Bureau of Mines will make comparative tests on various types of bolts underground and will submit resultant data for the operator's consideration. 4—Wherever possible, the Bureau publicizes successful installations, so that others may benefit from this experience; however, it is careful not to discriminate between manufacturers of bolts or bolt-installation equipment. Unsuccessful experiments probably should also be publicized, but from a practical standpoint it is usually not feasible. In other words, the role of the Roof Control Section of the Bureau is in line with the original purpose for which the Bureau was first organized: to serve industry through gathering, analyzing, and disseminating factual data. Pin Piles are small diameter, bored, cast-in-place piles used to underpin structures. They were first employed over 40 years ago in Italy, and have been used in the U.S. since the late 1970's. However, it is only in the last few years that their full potential in terms of load holding capacity has been exploited: whereas 100 kip working loads typified former practice, ultimate loads approaching 700 kips have recently been recorded for Pin Piles founded in sand. In order to better understand the actual performance of these piles, fundamental research has been conducted by a consortium of industry and academia. This paper describes the advances made in the laboratory and full scale field testing programs. In particular, the extensive field tests have been conducted in a variety of materials in which different pile configurations have been cyclically tested to failure. By using this test method, the elastic performance of the piles has been examined and so the progressive interfacial debonding phenomenon has been studied. This has led to the development of the Elastic Ratio concept which is proving extremely useful in analyzing and predicting Pin Pile performance. Data are provided from the full scale Test Pile Programs conducted at Mobile, AL and Port Vancouver, WA. Given that Pin Piles are usually installed in areas of low headroom or restricted access, and through difficult, occasionally contaminated soils, the paper also describes key aspects of construction.

The Telégrafo copper – gold deposit is located in the Centinela district of the Antofagasta region in northern Chile. Telégrafo is a porphyry copper deposit of Eocene – Oligocene age which has a total mineral resource in measured, indicated and inferred categories equal to 2.6 billion tonnes with an average grade of 0.38 per cent copper.Currently the project is in the prefeasibility study phase, including an infill drilling campaign to improve the knowledge of the deposit that should result in an improvement of the mineral resource classification. In this context was decided to review the classification criteria in order to optimise the drill hole density necessary to support the project.This paper presents an application of conditional simulation to evaluate the risk related to drill hole spacing, using a geostatistical approach that mimics the process of evaluation of resources from the perspective of geological modelling and grade estimation. The first step of the approach is the generation of conditional simulations using the available samples to generate several plausible scenarios of the deposit in terms of copper grades and geological units. These scenarios are considered as the unknown reality of the deposit and sampled by synthetic drill holes in order to replicate the geological model process and copper resource estimation. In this way it is possible to establish differences between the possible scenarios and the generated resource estimation models for several simulated drill hole spacing alternatives. These differences or errors can then be quantified in terms of estimated mean, metal content and tonnage over different production volumes.The resulting errors were useful in assisting the decision making process related to the design of drill hole spacing for each category of mineral resource in the Telégrafo project, and to redistribute the budget associated to the drill campaigns for the next stage of the project.

Sulfide-rich tailings accumulated in a 4l-hectare impoundment at the Waite Amulet minesite near Noranda, Quebec, have undergone partial oxidation and destruction of the principal sulfides (pyrite and pyrrhotite) in the vadose zone. Mineralogical studies and whole-rock chemical analyses of 18 samples from 3 boreholes along a cross-section of the tailings pile indicate that the principal chemical manifestations of the alteration are a pronounced depletion in sulfide-sulfur, and an enrichment in total Fe as Fe203' Other elements such as Al, Mn, Mg, Ca, Na, and K in the solids show erratic or inconsistent variations, but a trend to Si enrichment in the oxidation zone is clear. The trend is interpreted to be a relative enrichment whereby the proportion of the stable silicate minerals has increased as a consequence of the consumption of pyrite and pyrrhotite in the oxide zone.

Germanium is widely used in many fields, and the production of germanium is very important. The effects of initial sulfuric acid concentration, liquid to solid ratio and other parameters on the leaching rate of germanium and zinc from germanium-bearing zinc oxide has been studied. The occurrence and form of germanium and other elements in the leach feed and the leach residue were studied by EPMA, XRD and chemical analyses. The experiments showed that the leaching rate of germanium and zinc was 91% and 88%, respectively under optimal conditions. Wurtzite was the main limiting factor for the leaching rate of zinc while the leaching rate of germanium was limited by insoluble germanium compounds. Furthermore, it was found that some germanium was bound up in galena in the leach residue. These results may be helpful for further improving the leaching rate of germanium in germanium-bearing zinc oxide.

The growing need for development of thinner, more erratic, or less easily- mined coals in the Appalachian region requires more detailed analysis of conditions and factors controlling or influencing deposition of these seams. The value of depositional modelling in evaluation of such coals has been demonstrated in many recent studies and publications. Such modelling may be applied to allow prediction of factors varying from regional coal occurrence trends to very local areas of seam discontinuities, but requires thorough utilization of all available types of data. Mapping of general depositional energies, as derived from basic geophysical and driller's logs, can be applied to specific prediction of coal occurrence, and projection of particular facies as representative of unique depositional features or conditions often proves more applicable to coal character delineation than does mapping of the coal itself. Depositional modelling and trend projection may also serve as a guideline in reserve classification and confidence-levels in reserve estimations.

The Bureau of Mines is investigating the potential for in situ leach mining "(ISM) of gold and silver mineralization. This preliminary study examined samples from several types of deposits using light optical microscopy and the electron microprobe to characterize the ore and gangue minerals and their microscopic characteristics, including the spacial relations between the target minerals and likely natural fluid channelways. Low grade disseminated deposit types from the western U.S. were found to contain fracture-hosted or matrix-hosted gold and silver minerals, some of which are encapsulated by quartz or pyrite. Geologic features readily observed microscopically include ore and gangue mineral identity, size, and their association with each other and with fractures. Successful ISM application to gold and silver deposits needs this data to: (1) select the proper lixiviant based on chemical reactivity of the host rock, ore, and gangue minerals, (2) determine potential permeability characteristics when designing lixiviant flow patterns, and (3) understand potential problems of the lixiviant reaching encapsulated ore minerals. Careful examination of the geologic characteristics of each ore body is required because of the observed diversity of characteristics in deposits from the same "class" and even within the deposit itself.

Monday, August 29, 1927, in the County Court House at Trinidad, Colorado, the Vice-President, F. L. Peart, presiding. After a few words from John F. Carmody, Editor of Goal Age, J. Q. McNatt, Division Engineer of the Colorado Fuel & Iron Company, read a paper on "Coal Geology." In the afternoon, Prof. C. B. Carpenter, of the Colorado School of Mines talked on the work in Fuel Engineering being developed at the Colorado School of Mines. W. C. Holman, of the Phelps Dodge Corporation, then read his paper on "Developing a Pit Car Design." L. M. Kuhns, Safety Engineer of the Gallup American Coal Company, read his paper on "Safety Methods at Gallup American No. 5 Mine." After discussion the meeting adjourned for the day.

Regional synergies concern the capture, recovery and reuse of by-products, water and energy between industrial operations in close proximity. The Centre for Sustainable Resource Processing (CSRP) undertakes applied research to further advance regional synergies in the Kwinana Industrial Area in Western Australia in order to achieve greater efficiencies in water, energy and materials consumption and reduction in waste and emission generation. The Kwinana Industries Council (KIC) and its member organisations recognise water consumption and disposal as key environmental issues. Some 30 companies in Kwinana consume a total of more than 35 000 ML/yr of fresh water. Over the past years significant progress has been made towards the reduction of water consumption and improvements in effluent disposal. As part of the CSRP Kwinana Synergies Project, water balances for the ten major water consuming companies have been completed, including workshop sessions with company staff on water synergy opportunities. This work resulted in a set of synergy opportunities which are currently being pursued. In parallel to the Kwinana project, the CSRP has commissioned a supporting project that delivers a toolkit to guide a more targeted and less resource intensive way to identify feasible water synergy opportunities. One of these tools focuses specifically on water, and takes count of input and output water flows within a given industrial area to deliver listings of prioritised water synergy opportunities. This paper discusses the water mapping and workshop approach taken in Kwinana and its outcomes, which are to identify and evaluate water synergy opportunities. The results from the trial application of the developed Regional Eco-Efficiency Opportunity Assessment Toolkit are also presented.

The explosives industry is about to reach a critical turning point in human resources. The average age of employees of the largest US explosives company is over 50 and an estimated 5,000 engineers are due to retire from the mining industry over the next decade, with less than 200 mining graduates per year nationally. Not just in the USA, this is a worldwide problem. In Canada the Mining Industry Human Resources Council (MIHRC), reported that older mining engineers are retiring early – at the age of 59.5 on average. It predicts that mining companies will need to hire 370 mining engineers by 2016 and 665 by 2021. The Minerals Council of Australia has predicted the need for an additional 86,000 mining professionals and skilled mine workers by 2020, and the Indian mining industry is also facing a shortage of between 2,500 to 3,000 engineers per year.
