"The optimal profile of a rock slope under given geometry constraint is investigated by means of the upper bound method of limit analysis. The optimal condition corresponds to maximizing stability factor. It is assumed that rock failure condition is suitably described by the Hoek-Brown criterion. Genetic algorithm is applied for locating the optimal profile. The optimal profiles turn out to be concave profiles but there are heaps around the toes of the slopes. Compared with plane profiles, the percentage of increase in stability factor can reach up to nearly 50%. The key geometry parameters of the optimal profiles are provided for practical use. The new upper bound formulation is capable of computing the stability factors of slopes of any shape, thus the stability status of a slope under man-made excavation can be monitored during the whole construction period.INTRODUCTIONIn mining industry, man-made slopes are excavated to create working surfaces. It is important to optimize the slope profile in order to maximize slope stability under certain geometry constraint. For instance, when the height and width of an excavation are assigned, a plane profile AC (see in Fig. 1) is widely applied in engineering practice, but it has been proved not the best one in terms of safety (Utili & Nova, 2007; Cala, 2007). A vertical profile ABC is the one with least stability. Thus, it can be deduced that there is a profile within the domain of the rectangle ABCD providing the highest stability. Cala (2007) compared the difference of convex and concave profiles in stability using strength reduction technique. According to Cala (2007), circular concave slopes can increase the maximum slope inclination under given factor of safety. Besides, based on upper bound theory of limit analysis, Utili & Nova (2007) assumed a logarithmic spiral profile to prove it is more stable than a plane profile in terms of the stability factor. Although the above studies attempted to seek the best circular or logarithmic spiral profiles, none of them considered the arbitrary shape of the optimal profile and its contribution to enhance slope stability."

The leaching characteristics of a number of Australian uranium ores were determined under acid and alkaline conditions. Ores from the Ranger, Nabarlek and Koongarra deposits in the Northern Territory were readily leached in dilute sulphuric acid. Suitable processing conditions were: leaching at 35-40°C, pH 1·52·0 and redox potential -475 mV for periods of 16-24h with ore ground to 50 per cent -200 mesh CB.S.S.). Ore from the Roxby Downs deposit in South Australia required leaching at 55°C and a redox potential of -650 mV to achieve a satisfactory recovery. All ores contained refractory minerals which were not leached under conventional conditions, limiting uranium extraction to 86-96 per cent.Carbonate leaching of carnotite in calcrete ores from Yeelirrie and Lake Way in Western Australia yielded uranium extractions of at least 98 per cent. Leaching rates were considerably faster than those reported for other applications of alkaline leaching as the slow oxidation step was not required.

The mining engineer must be able to predict the structural behavior of the rock around underground openings so that he can answer questions relating to safety and economics. With the present status of rock mechanics knowledge, exact predictions cannot be attained and approximate idealizations are made. As a first approximation, structural design makes use of theory, laboratory testing of rock properties, and available experience from excavations in similar rock formations. However, realistic design can usually be obtained only after in-situ observations and measurements are made. After all the information is collected, judgement and experience play a most important role in the final formulation of the design. This paper describes part of a geotechnical program which was instrumental in obtaining information for the design of large oil shale pillars. The work was carried out during 1971 and 1972 in the experimental mine of the Colony Development Operation. Colony is an oil shale venture formed between Atlantic Richfield Company, Operator, The Oil Shale Corporation, Cleveland-Cliffs Iron Company, and Sohio Petroleum Company to conduct research and development in mining and retorting of oil shale, The property is located in the southern edge of the Piceance Creek Basin in northwestern Colorado, approximately 250 miles west of Denver (Figure 1) . Mining was conducted by the room-and-pillar method in a 60-ft high portion of the Green River Formation at a depth of 600 to 850 ft, Pillar dimensions are approximately 60 ft by 60 ft. The mine site is in the eastern face of the canyon containing the Middle Fork of Parachute Creek, The distance from the mine to the side of the mountain varies from 500 to 1,200 ft, and its height above the stream floor is approximately 700 ft.

A new method for estimating ground vibrations caused by pile driving was developed as a result of a vibration monitoring program performed for a large pile driving project. The method is accurate, rational and theoretically based starting with energy actually transmitted to the pile (not the rated or operating hammer energy). This energy is then assumed to be transmitted to the soil in the form of surface waves that attenuate from both geometric and material damping. The main input parameters for this method include the energy transmitted to the pile and the dynamic properties of the soil (wave velocity, material damping, and unit weight). In this study we concurrently measured both: (1) pile driving of 14-in.-square, 65-ft-long precast concrete piles with a Pile Driving Analyzer?, and (2) vibration levels at various distances away from the piles during driving. A geotechnical study for the site was also performed that included measurement of the dynamic soil properties using both crosshole and seismic cone testing. This paper presents the data obtained from the study and compares the results to the values estimated using this new method. Vibrations from pile driving is a serious matter that impacts virtually every pile driving project. It is important that accurate methods for estimating ground vibrations be available to engineers and contractors.

In Southern Ontario, Canada, piles are frequently driven through competent clayey soils to obtain end bearing on extremely dense till or bedrock. One reason for this is the difficulty at assessing the adhesion of the clayey soils. This is illustrated by texts, such as the Canadian Foundation Engineering Manual, which is the standard of practice in Canada, that indicate that theoretical analysis of the adhesion values of such soils are unreliable. In this paper, the results of high strain dynamic testing have been used to estimate the shaft resistance of 11 closed end pipe piles driven in overconsolidated very stiff to hard clayey tills at four sites by means of the CAPWAP wave equation analysis. More than twenty-five years of experience with bearing capacity predictions by such means have developed considerable confidence in its accuracy. The results were found to correlate reasonably with the average Standard Penetration Resistances of the clays at the sites. There was a linear relationship between an adhesion of 64 kPa at 20 blows per 300 mm and 192 kPa at 60 blows per 300 mm. At one site, 6 piles were tested and found to have a wide range of Standard Penetration Resistance and estimated adhesion in the same stratum. While there was significant scatter of the results, piles would have been safe at design loads obtained from the relationships established by the analysis carried out for this paper after applying appropriate factors of safety.

When Oryx Mine down-scaled in 1994, focus was placed on development, with the primary aim being the exposure and proving of ore reserves. In order to achieve this aim, development ends had to be advanced to reef at the maximum possible rate. This in turn called for support methods which could keep up with the advancing faces, taking up minimum space and time for installation, while providing on the face a real coverage and effective long-term support. In the majority of the development ends which were located in fairly competent ground, the grouted rod development support proved to be adequate until such time as secondary support in the form of meshing and lacing could be installed. The ends developing towards the eastern boundary of the mine, especially in the ?C? block, encountered extremely adverse ground conditions due to the presence of smectite zones within the footwall quartzites. Smectites are a group of montmorillonite clay materials, mainly composed of hydrous aluminosilicates. They occur as minute platy crystals in the rock mass and are especially notable for their ability to absorb liquids. Generally, the zones are found in between the bedding planes of the host rock, and may vary considerably in thickness over short distances. Wherever the smectites were exposed by the development blasting, the rockwalls weathered as the smectites absorbed water and the condition of the tunnel rockwalls deteriorated rapidly. When the smectites were left exposed and allowed to weather, it became almost impossible to install secondary permanent support such as meshing and lacing at a later stage. To minimise the exposure time and subsequent deterioration of the smectite zones, it was recommended that all development ends encountering smectites be shotcreted as soon as possible after blasting. In developing a shotcreting support methodology, both a drycreting and wetcreting system were investigated. The situation at the time ruled out the use of a wetcreting system on the basis of the extensive and costly infrastructure required, as well as its limited manoeuverability. Instead, it was decided to opt for as maller scale but more manoeuverable drycreting system. The system utilized a number of portable drycrete machines with pre-bagged cement, which could support several development ends in close proximity. Initial trials using normal 30 MPa shotcrete on 19level proved successful and the system was implemented.

INTRODUCTION The Washington Metro, a rapid transit system that will serve the District of Columbia, Virginia, and Maryland, has been under construction for about two years. Construction of the Metro by the Washington Metropolitan Area Transit Authority involves a large amount of cut and cover, soil tunnel, and rock tunnel construction. To aid initial construction and improve future designs, performance observations were undertaken on tunnels in the initial construction phase. The University of Illinois Department of Civil Engineering was engaged to carry out a comprehensive program of field observations and measurements for this purpose. One part of the program was on the first soft ground tunnel constructed in the system. The tunnel is a 2200-ft (670 m) twin-bore section, designated Contract A-2, in downtown Washington. Two objectives of this program were to determine the relationship of construction procedure to settlements and to observe the pattern of soil movement around the tunnel as an aid in evaluating underpinning criteria for nearby structures. A test section, consisting t three instrument lines located across the tunnel path, was established prior to mining in Lafayette Park to measure in detail both vertical and lateral soil displacements as the tunnel was mined through the section. The site was selected because it is free from surface structures and access for installation and reading of the instruments was convenient. Load and distortion measurements on the lining were also made within the test section; observations of construction procedure were maintained throughout construction.

Jacked pile is the only piling system in which the load capacity of the pile, at any penetration depth, could be monitored directly during its installation process. Each installed pile could have a graph of jacking load versus depth of penetration. For safety purposes, the maximum applied jacking load during installation of a pile could be assumed as the minimum load capacity of the pile. This load capacity will increase with time since the drop in soil strength due to the installation process will recover later on. In order to determine accurately this jacking load, a research was carried out by comparing the load capacity of a pile at certain depths to the jacking load recorded during the installation process. The load capacity could be calculated using cone resistance, qc, and local friction, fs, from Dutch Cone Penetration Test. A graph could be drawn of the load capacity against the depth. By applying a correction factor, a, to the data of local friction, the calculated graph could be matched to the graph of recorded jacking load. The a factor is found to depend on the soil type, which is in this case, represented by the magnitude of cone resistance. The soil type is divided into 3 categories according to qc values (qc < 500 Kpa; 500 Kpa < qc < 2000 Kpa and qc > 2000 Kpa). Graphs of the a factor versus depth and a sample of calculation are presented in this paper for easy application.

The chemical and physical properties of samples from ten sedimentary zeolite deposits. (representing chabazite, clinoptilolite, erionite and mordenite types), have been determined as a prelude to the development of a wet beneficiation process. The mineralogical composition of each deposit and such properties as morphology, size, apparent density, surface area, pore volume, relative hardness and zeta potential in solution have been determined. Some of these properties, especially apparent density and relative hardness, were found to differ significantly from textbook values. Based on differences in properties between the zeolites and their associated gangue minerals, a wet beneficiation process has been developed which makes use of selective grinding, sizing, sorting and gravity concentration. Additionally, an alternative upgrading process using flotation has been developed for one of the deposits.

Eminent domain overview Eminent domain is the power of the Government or a municipality to take property for public use without the consent or acceptance of the owner. Typically, the agency taking the prop¬erty will make an offer, hoping the owner will immediately accept and allow work to begin. If a mutual resolution regard¬ing its value cannot be reached, how¬ever, the municipality will institute a condemnation action in court seeking possion of the property. This is when the problems begin. The power of the Government to take the subject property is limited by Federal and state constitu¬tional requirements to pay "just com¬pensation" for the property. The exact nature of an owner&apos;s prop¬erty has been the subject of much debate and discussion. It is generally under¬stood, though, that property is consid¬ered to be "every kind of right or inter¬est, capable of being enjoyed and recog¬nized as such, upon which it is practi¬cable to place a money value" (US vs. 53 114 Acres of Land). A taking, for condemnation purposes, is considered to occur whenever there is a substantial interference with the free use and enjoyment of the property. Rarely is the necessity for the taking ever challenged and more rarely is the taking ever successfully challenged. When a taking occurs, it is not only the fee owner who is entitled to compen¬sation. Every person holding an interest in the subject property will be recog¬nized. Thus, all persons who at the time of taking have a compensable interest in the property will be made parties to the case (Swanson vs. US). Minerals, like all other interests in land, are recognized as property rights, giving the owner the power to dispose of them as he or she sees fit. Thus, the only remaining considera¬tion is only "just compensation." Ex¬actly what "just compensation" is has been difficult to define. Generally, it is that amount of money that will "put the person in as good a position as the per¬son would have been in had the taking not occurred." The owner must not be forced to sacrifice or suffer by receiving less than full and fair value for the prop¬erty. Every element that effects the value of the land and that would influence a purchaser must be evaluated. Courts have employed a variety of techniques to determine just compensa¬tion but have generally relied on market value as the standard for measuring compensation to the owner. The deter¬mination of market value is based on sales, income, costs, and use. These factors have been employed in various ways but can be summed up as: -The highest estimated monetary price the property will bring if exposed for sale in the open market with a reason¬able amount of time allowed to find a purchaser who is buying with knowl¬edge of all the uses and purposes to which it is adapted and for which it is capable of being used. • The amount the property would bring if it were offered for sale by one who desired, but was not obliged, to sell, and was bought by one who was willing, but not obliged to buy. • What the property would bring in the hands of a prudent seller, at liberty to fix the time and conditions of sale. • What the property would sell for in negotiations resulting in sale between an owner willing, but not obliged to sell, and a buyer willing, but not obliged to buy. • What the property would be rea¬sonably worth on the market for a cash price, allowing a reasonable time to affect a sale. (Michigan Standard Jury Instructions). Special consideration regarding mar¬ket value is given when the taking is only partial, rather than complete. An example of this partial taking is when a state highway cuts across the northern half of a parcel of property, leaving the rest behind for the owner. A variety of problems can be immediately seen. In a partial taking, the owner is permitted to recover not only for the property taken, but also for any loss in the value of the remaining property. The measure of compensation for partial taking purposes is generally the difference between the market value of the entire parcel before the taking, and the market value of what is left of the parcel after the taking (Michigan Stan¬dard Jury Instructions). Determining the partial taking value for mineral bear¬ing lands is the difficult issue.

"Comminition process costs, which typically represent an important contribution to mining operating costs, can themselves be divided roughly between energy and liner /charge wear. As such, developing the ability of predicting mill wear will allow a more accurate estimation of wear costs and therefore their control. In this paper and based on the possibility of estimating energy dissipated in impact and abrasion by using a discrete element charge motion model for mill charge motion simulation, media wear will be investigated principally as a function of three wear mechanisms : impact, abrasion and corrosion. Experimental results will be used to identify a total media wear model. Model results will be compared with real mill data from three operating Australian mines. These preliminary results show for the cases tested that the overall average error, as compared with the observed cases, is 0 % with a standard deviation of 66.1 %. Results from the Bond abrasion index tests, for the same cases investigated, give an overall error of 73 % and a standard deviation of 192.5 %. Further work is in progress to improve test procedure, validity and confidence.INTRODUCTIONComminition process costs, which typically represent an important contribution to mining operating costs, can themselves be divided roughly between energy and line / charge wear. In Greenfield situations where the estimation of operating costs is critical in determining project feasibility, the level of confidence in such estimates becomes quite important. With regards to media wear, the Bond abrasion test currently serves as the standard media wear prediction device. However, as shown [l, 21 test results once compared with actual wear rates can vary greatly. Figure 1 shows test results as compared with 15 cases. Average error over this data is 73 % with a standard deviation of 192.5 %. As such, developing the ability of more accurately predicting mill wear will allow greater confidence in wear cost estimation and therefore their control."

Sublevel open stoping is a low-cost method that has been successfully employed in many large underground mining operations. Where ore body characteristics are suitable, extensive mechanization and the use of large-scale stoping techniques can considerably reduce operating costs. However, careful long-term planning of mine layouts and large capital commitments in development are required prior to production. Implementing precise mine design procedures and carefully controlling operations can result in considerable benefits. This article describes methods to achieve these objectives based largely on mining operations at Mount Isa, where sublevel open stoping has been used since 1932. Ore won by this method accounted for a very large percentage of the total tonnage produced at Mount Isa. Major costs associated with sublevel open stoping can be classified as drilling, explosives and charging, and LHD costs. In this article, analyses of these costs are made with particular reference to stope design. Parameters such as burden, drill hole diameter, explosive density, specific charge, etc., are considered in establishing the interrelationship of unit operating costs, as well as total costs of sublevel open stoping.

This chapter presents an overview of fatal and nonfatal injuries reported to MSHA during 1986-1995. Reportable injuries follow the criteria for reporting specified in 30 CFR 50. These criteria are listed in appendix A. The data used for these analyses came from the MSHA accident, injury, and illness data closeout files for the years 1986-1995. The MSHA data are described in appendix A and methods used in data analysis in appendix B. There may be slight discrepancies between the figures presented here and other presentations of MSHA data for the following reasons: (1) injuries to nonemployees have been excluded from analysis; and (2) injuries identified by MSHA after the files were closed out are not included. Within the MSHA data, there are differences in reporting requirements for operators and contractors. Contractors are required to report only those injuries that occur during certain categories of work (described in appendix A). For this reason, data on injuries among employees of operators and contractors in the MSHA database should not be considered directly comparable. As discussed in the "Introduction," the MSHA data on fatal injuries differ from the CFOI data (chapter 1) because of varying definitions used for the mining industry. As compared to the CFOI data, MSHA data exclude injuries that occurred off of mine property and include injuries occurring at mills and processing plants on mine property. Tables 4-1 through 4-9 and figure 4-1 provide comparisons of injury frequencies and rates among the commodities. These comparisons are followed by sections 4A through 4E, which provide more detailed tables and figures for each commodity separately. The method used to calculate injury rates is described in appendix B. Since denominator data for occupations (lob titles) were available for 1986 only, estimates of rates by occupation for the entire 10 year period are based on extrapolation from 1986 data. For this reason, estimates of injury by occupation should be interpreted with caution. Fatal Injuries A total of 1,078 fatal on-the-job injuries were reported to MSHA during the 10-year period 1986- 1995. The average annual fatal injury rate for all commodities combined during this period was 30.9 per 100,000 full-time equivalent workers. Mine operators accounted for 908 (84%) of the fatalities and had an average annual fatal injury rate of 28.2 per 100,000. While mine contractors comprised only 16% (n = 170) of the total number of fatalities, their average annual fatal injury rate was 2.3 times higher than that of mine operators (65.0 per 100,000). Table 4-1 presents the number and rates of fatal injuries by commodity for operators and contractors. Contractors in metal, nonmetal, stone, and sand and gravel are grouped together, since MSHA data on employment were not available for rate calculations for these commodities separately. The highest average annual fatality rate for the period, 66.5 per 100,000, occurred among metal and nonmetallic mineral mining contractors, followed closely by coal contractors (63.1 per 100,000). Among mine operators, the highest average annual fatal injury rate was in coal (38.9 per 100,000); the lowest was in nonmetal (14.3 per 100,000). Table 4-2 shows the average annual fatal injury rate by type of operation for each commodity for mine operators only. Of commodities with underground mines, all except stone had higher fatality rates at underground than at surface operations of these mines. The highest fatality rate for any operation occurred in surface operations at underground stone mines (124.5 fatal injuries per 100,000 workers). Stone had the second highest fatality rate for underground operations at underground mines (77.9 per 100,000). The highest rate for underground operations at underground mines occurred in metal (87.6 per 100,000). Table 4-3 shows the number and rate of fatal injuries by U.S. Bureau of the Census occupational groups (described in appendix D) for the 10 occupation-commodity groups with the highest fatal injury rates. These data should be interpreted with caution because the denominator used in calculating the rates was based on an extrapolation from data for the year 1986 only, as described in appendix B. Extractive occupations are represented in this group for three commodities: coal, metal, and sand and gravel. Construction trades are included for coal, sand and gravel, and nonmetal. The distribution of fatal injuries by commodity and work activity for mine operators is presented in table 4-4. A description of the work activity categories is in appendix C. Overall, the leading work activity at the time of injury was using or operating tools and machinery (26.4%) followed by constructing, repairing, and cleaning (24.0%), vehicular operations (18.8%), and materials handling (12.6%). The distribution varied by commodity. The largest percentage of fatal injuries occurred while operating tools and machinery in both coal and stone; during vehicular operations in metal; and during constructing, repairing, and cleaning activities in nonmetal and sand and gravel. Table 4-5 shows the distribution of fatal injuries by commodity and MSHA accident classification for mine operators. A description of the MSHA accident classifications appears in appendix E. "Falconbridge’s Raglan Concentrator, located at the northern limit of Quebec’s Nunavik Region, has been in operation since December 1997. Originally designed to process 800,000 tonnes per year of high grade nickel ore, plant capacity is currently approaching 1,000,000 tonnes per year. Optimization of the ABC grinding circuit has proven to be the most challenging component of this capacity increase. Concurrent flotation circuit modifications have allowed concentrate grades to increase from 16 to 18 percent nickel, while maintaining recoveries. Concentrate drying problems encountered during the first 15 months of operation have been addressed through equipment upgrades. The challenges associated with surface deposition of filtered tailings in an arctic environment are now better understood, and detailed design of the progressive reclamation cover is underway.GRINDINGCircuit OverviewOre from open pit and underground mining operations is introduced to the underground ore handling system via surface and underground truck dumps. Two underground bins with a combined capacity of 4000 tonnes provide roughly a day of live capacity for ore storage. Ore from the two bins is conveyed to a 150 tonne surge bin immediately ahead of the grinding circuit in the concentrator.The Raglan grinding circuit has a conventional ABC configuration (Figure 1) with a design capacity of 100 mtph (800,000 tonnes per year). The 24’ AG mill is powered by a 3000 hp motor with variable speed drive. AG discharge is sized on a 8’x16’ single deck vibrating screen, with screen oversize recirculating to a 5 %’ short head cone crusher (400 hp) before returning to the AG mill. Screen undersize is combined with ball mill discharge to feed up to 5 15” Krebs hydrocyclones. The ball mill is a 14’x 21’ overflow mill driven by a 3000 hp motor at 73% critical speed. Target Pgo for the grinding circuit product is 65 microns"

Vatukoula, the Fijian equivalent of gold rock, is the name of the community embracing the gold mines owned and operated by Emperor Gold Mining Company Ltd., Loloma (Fiji) Gold Mines, N.L., and&apos; Dolphin Mines Ltd. It is situated in the Tavua Goldfields approximately five miles from the northern coast of Viti Levu, the largest island of the Colony of Fiji.The climate is sub-tropical, there being a definite wet and dry season. The wet season is somewhat variable in length but usually extends from December to March, during which time most of the rainfall for the year is recorded.Although the average annual rainfall is 71 in., more than twice this amount has been recorded. Precipitation at the rate of 5 in. per hour is not uncommon and 15 in. of rain has been registered in 24 hours. The mining methods adopted, therefore, had to suit these wet conditions.The occurrence of gold in the Tavua area has been known since 1872, but it was not until 1932 that discoveries were made which led to the formation of the present operating companies. In 1934 the Emperor Gold Mining Company Ltd. commenced operations, followed in 1935 by the Loloma (Fiji) Gold Mines, N.L., and later by the Fiji Mines Development Ltd., now known as the Dolphin Mines Ltd. A new automated post-disaster signaling system, intended to use through-the-earth EM propagation, was demonstrated in the laboratory at an input SNR of -34 dB. The system presently available requires an input SNR of +6 dB, and uses a human-ear detector. The work here demonstrated coherent integration, for the automated system, in multiples of 17 s, up to 1088 s (18 minutes). A repeating pseudorandom (or pseudonoise) signal is used, which offers an ideal auto-correlation at the receiver matched-filter output. A novel decision-variable algorithm achieves the estimate of noise level by using those matched-filter output samples that occur between the signal auto-correlation peaks. This work included corraboration that the received signal power decreases as distance to the tenth power, for through-the-earth propagation. Thus, the above 40 dB reduction in required input SNR permits an automated system to have a range 2.5 times that of the present system. IN the development of the incandescent electric lamp one aim of the investigators has been to establish the fundamentals of lamp design, so that the performance of any new lamp may be accurately predicted. The study of the temperature relations in lamps has done much toward establishing these fundamentals. The outstanding differences are the filament form and the bulb shape. The ideal lamp is one in which the filament operates at a uniform temperature throughout its length. The amount of cooling at the supports and terminals affects the over-all efficiency of the filament as a light producer. THIS PAPER deals with the analysis of results from axial testing of vertical single piles, i.e. the most common field test per-formed. Despite the numerous tests which have been carried out and the many Papers which have reported on such tests and the analysis thereof, the understanding of pile test loading in current engineering practice leaves much to be de-sired. The reason for this is that the engineers have concerned themselves with mainly only one question: "Does the pile have a certain least capacity?", finding little of practical value in analysing the actual capacity and the pile-soil interaction. This Paper aims to show that engineering value can be gained from elaborating on a pile test ? during the actual testing in the Held, as well as in the analysis of the results. The first portion of the notes make use of an earlier Paper by the author (Fellenius. 1975). However, additional views and recent literature have been incorporated.

Additionally, supra-regional transportation routes such as long distance water diversion schemes are the challenges for the future. All these projects are as demanding as they are characterized by a tight time schedule.

THE PROBLEM Two and a half years have gone by since the December, 1976 Civil Engineering article on subway costs caused such a furore. What has happened in this interval? Even after discounting the crushing inflation rate, costs are still increasing, and there is no sign of a turndown, even in the rate of increase. Some steps outlined in the article have been taken. In April this year, the first D.O.T.-sponsored Peer Review Group, made up of managers of other transit properties, met in Boston to review MBTA&apos;s $500 million Red Line Extension-Northwest for cost effectiveness. While the impact of a review at the end of the design phase, with substantial segments under contract, cannot be as effective as a review early in the design phase, it is nevertheless a start. This first meeting will be followed by a review of Boston&apos;s Orange Line relocation, the final design for which is just underway. In the industry at large two facts are evident: 1. We are failing to reduce underground construction costs. 2. Underground construction is in danger of pricing itself out of the market place. It has always been a greater challenge to design a Chevvy than to design a Cadillac, but it is the Chevvy we need today. Much attention has been focussed in the past on engineering design in the narrow sense: areas such as ground loading conditions and concrete design.
