There are a couple of dozen junior platinum mining companies coming into existence in Southern African and most intend to mine, concentrate the PGM?s in a flotation product and sell the concentrate to one of the major producers in South Africa. The price they will receive for their product and hence the return they achieve for their investment will depend upon the large number of factors that influence the market for such a product. Unfortunately the number of buyers is severely limited as it is dominated by the two major local producers, Impala Platinum and Anglo Platinum. Furthermore the current smelting technology has limited capacity for UG2 concentrates and high nickel concentrates will quickly fill any available base metal refining capacity. Few if any overseas buyers can compete for the bulky flotation concentrate produced. This paper will explore those factors such as metal recoveries, metal prices, operating costs, capacity constraints, deleterious elements, transport issues, metal premiums and discounts that are in play, types of flotation concentrates, processing capital costs, PGM grades, etc and their impact up on what smelters and refiners might be prepared to pay for such PGM concentrates. Ultimately simple graphs and equations can be developed for probably payment terms for such concentrates. Those who negotiate well will move to the higher return section of the envelope and those who use the concentrator facilities to produce the most saleable combination of flotation concentrates will enhance their returns. A deep and firm understanding of the issues surrounding this market is necessary in order to negotiate the best possible price for the seller.

"The concept of risk is well established in the mining industry. It is acknowledged when estimates of reserves are expressed as proven or probable, when mining and metallurgical recoveries are applied to the ore, and when contingencies are added to costs. However, it is difficult to provide a quantitative assessment of risk. The significant sources of risk in a mineral project and how these are addressed in project evaluations are discussed. The discount rate is examined as a fundamental means of reflecting risk in discounted cash flow evaluations. Current industry practice is discussed, and a methodology for the analysis of risk levels is proposed that assesses the constituent components of the discount rate: real interest, mineral project risks, and country risk.IntroductionThis paper examines the components of the discounted cash flow discount rate and proposes a method of estimating project-specific discount rates. The motivation for this work comes from experience of project evaluations in which owners and purchasers had agreed on virtually every aspect of the evaluation except how much the project was worth. Agreement was reached on reserves, grad~, recovery, capital costs, operating costs, taxes, and, by combining these components, even on the fmal cash flow values. The only difference in opinion concerned the discount rate to be used in the calculation of the net present value. Depending on the life of the project, such differences of opinion can cause a variation of more than 50% in the value placed on a project! This is illustrated in Figure 1."

The function of the c1assifier in modern fine-grinding practice is to remove a finished product from the grinding-mill discharge, leaving material that needs further comminution. The classifier, therefore, makes two products: (1) "finished" product, which overflows the rim of the classifier tank, sometimes referred to as "slimes" or as "classifier overflow," and (2) "unfinished" product, which settles to the sloping bottom of the classifier tank and is removed by dragging or raking. This product is generally referred to as "sands" or "oversize." One of the outstanding features of the closed-circuit classifier is its ability automatically to return the unfinished product of the ball-mill discharge to the feed end or scoop box of the ball mill. This is a distinct advantage because it avoids dilution of the ball-mill feed, and, furthermore, the particu1ar method of removing the settled sand, by raking it up the inclined bottom of the classifier, gives a classifier discharge containing a minimum of water. This leads to maximum classifier efficiency, in this type of classifier, because the maximum volume of water is displaced upward by the settling sands. The closed-circuit classifier is required to deliver a finished pulp of closely specified density requirements, therefore added hydraulic water generally is not permitted. Relation of Classifier Efficiency to Grinding Efficiency The energy of crushing, and therefore the cost, according to Rittinger's Law,l is proportional to the new surface exposed in crushing. Since the new surface produced in crushing is nearly proportional to the reciprocals of the diameters crushed to, it is obvious that the cost of crushing in the finer sizes is tremendously greater than in the coarser sizes for equal ratios of reduction. High circulating load of finished sand in the circuit of the classifier and grinding mill is therefore obviously expensive practice. It is the classifier's function to reduce this to a miniMum.

Introduction In the aggregate, directly and ?indirectly, the pulp and paper industry ? consumes very large quantities of a variety of minerals, or compounds prepared from minerals. This is especially true in the manufacture of news-print, but fine papers, also, account for some of this consumption, in the processes of loading, coating, and otherwise improving the finish. The more important of the minerals used in the industry in Canada are briefly dealt with in the following pages. The list is by no means exhaustive, however. Thus, barite, lithopone, zinc oxide, zinc sulphide, and titanium oxide are used in small quantities in Canada in filling and coating paper. Up to the present time, however, the quantities of these materials used in the paper industry have not sufficed to encourage their manufacture in Canada. In the case of barite (barium sulphate)-or of witherite (barium carbonate)-it may be said that, should deposits of commercial size be discovered in Canada, the ore would have considerable export value, for use in the paper and other industries. China-Clay (Kaolin) Considerable quantities of china-clay are used for brightening and improving the finish of paper, and there is a growing tendency to use larger amounts of this material in newsprint manufacture. No china-clay suitable for paper manufacture is at present produced in Canada, but samples have been forthcoming recently from a deposit near St. Remi d'Amherst, Labelle county, Que., about thirty miles north of the Ottawa river and approximately midway between Montreal and Ottawa, and plans are under way to conduct large-scale tests with this material. Present sources of supply are the United States, England, and Russia.

It still rains in the Choco! I well remember one evening a dozen years ago, while traveling toward the town of Negua in a small champa or dug-out canoe, the rain fell so heavily that I had to work my hardest to bail out the water with a large totuma or gourd in order to keep the canoe afloat, the native boatman meanwhile plying his paddle in the stern. If any one thinks bailing is easy work, let him scoop out a quart or more at a stroke, 40 times a minute for half an hour, and I venture that he will change his opinion. These small canoes required only one paddler to make the 3 miles an hour which is the standard rate of aquatic progress on the Choco. Another time, on the Atrato river, about six o'clock in the afternoon, the rain fell so heavily that an empty gourd, 9 in. in diameter and 4.5 deep, was filled to the brim in 90 sec., timed by a watch. Such downpours are typical, but unless caught in one it is not specially noticed. These downpours seldom last more than an hour, and frequently cover only a limited area, occasionally falling on one bank of a river and not on the other. During the night-time, the rain, if gentle, will usually last until dawn, and sometimes an intermittent drizzle will keep up all day as well, although, as a rule, it rarely rains during the day. The rise of the rivers, due to the rain-fall, varies from a few inches to several feet. One night in August, 1899, the spuds of the dredge Margaret, operating on the Atrato river, showed a rise of 16 ft., and for 3 days thereafter occurred the greatest flood known in that district for 32 years. At the request of the Idaho Congressional Delegation, the U.S. Bureau of Mines Western Field Operations Center investigated the mineral resources of the 140,000-acre Red Mountain roadless area, located northeast of Lowman, in central Idaho. The area includes U.S. Forest Service Red Mountain RARE II area (4-063). The highly mineralized road less area is underlain mainly by granitic rocks which are transected by a northeast-trending fault system. Associated with the granitic rocks and fault system are gold and black sand mineral resources. At least 1,395 ounces of gold and 858 ounces of silver have been recovered from six lode and placer mines within the roadless area. A total of 525 tons of columbium-tantalum, 2,049 tons of euxenite, 83.5 tons of columbite, and 54,862 tons of ilmenite concentrates have been produced from a nearby black sand mineral placer. Mine workings and facilities in the roadless area consist of two dismantled mills, 15 open and caved underground excavations totaling about 2,900 ft of workings, seven large pits and quarries, over 166 smaller dozer-and hand-dug prospect pits and trenches, and in excess of 66 drill holes. The mineralized sites in the roadless area are covered by about 690 current (1992) mining claims. About 130 individuals are holding the claims. Also within the roadless area are four patented lode mining claims. Twenty-five of the 54 mineralized sites identified during the study of the roadless area have, or likely have, mineral resources. One has gold and three have black sand mineral resources that are marginal or subeconomic. There also are two hot springs with thermal water resources, some veins that could be sources of decorative quartz, and dimension stone which was quarried in the past and could be again.

This report provides the results of a two year study of the projected time and cost requirements for new mine development in Wisconsin and is based on a unique blend of information from mining company officials, state regulatory agency officials and contractor experience. Through formal cooperative and review agreements with Kennecott Copy per Corporation, Exxon Minerals Co., U.S.A. and Noranda Mines Ltd., and the Wisconsin Department of Natural Resources plus informal arrangements with knowledgeable Wisconsin persons, lists of the tasks and subtasks required to plan a new mine in Wisconsin were developed. Times and costs were assigned to all tasks and subtasks and these data reviewed by all cooperators. Critical Path Method Diagrams were then developed for a generalized mining project. Total time and cost for the premine planning process was estimated to be 25..1 years and 223 person-years of professional time excluding public affairs effort respectively. By eliminating redundancies in the process and by increasing project efficiency through early public review and participation, recom¬mendations were made to lessen the time and lower the cost of premine planning. The streamlining recommendations could shorten the overall critical path length to 18.16 years and lower the cost to 208 person-years of professional time excluding public affairs effort. The estimated distribution of professional effort (cost) for mine planning in Wisconsin approximates 50.5% for traditional mine engineering tasks, 36.6% for environmental-regulatory tasks and 12.9% for traditional geological-exploration tasks.

The rates of return on investment are examined for several major Canadian mining companies. Because we are dealing with a highly cyclical industry, subjected to widely fluctuating metal prices, rates of return are examined over a 20-year period. Conveniently, the first decade examined reflects the period when the industry enjoyed incentives to develop deposits; during the second decade, incentives were reduced and the industry became the most heavily taxed industry in Canada. The high rates of inflation since 1973 have distorted the real rates of return on investment if one considers replacement cost.

This Information Circular describes the development of block-caving methods and practices by the Miami Copper Co. ar the Miami mine in Gila County, Arizona. It is one of a series published by the Bureau of Mines on mining methods, practices, and costs in various mining districts of the United States. This report gives a history of the district and outlines early prospecting and exploration including methods of sampling and estimation of ore tonnage and value at the Miami mine. Early mining methods are described, particularly those that influenced developments in the caving method. Mine exploration, development, and operating methods for block caving are described with particular attention to those factors, physical, economic, engineering, and managerial that have improved efficiency in the mining operations over a long productive period. Extraction, ventilation, wage system, safety, water supply, power plant, and shop facilities are discussed. The last section gives a brief summary of such costs as are available for publication.

There is much ongoing work in research and development of new processes for the recovery and recycling of met.a.ls and other materials from various waste and scrap streams. Commercialization of such new technologies requires the bringing together and successful execution of a considerable effort involving a variety of activities. These include process conceptualization, research and development, detailed design and construction, and then plant startup and operation. Processes evolve through all of these steps by engineering due diligence, making objective and critical analyses of results, and troubleshooting processing steps to, hopefully, arrive at a sequence that has the best chance to succeed operationally and economically. After a summary review of the above steps, several processes will be described in more detail that provide mostly successful examples of the above procedures. Finally, some observations will be made on areas that will become critical in the near future to the success of new processes for wastes and residues.

"The Wabush Mines project was formed in 1956 to develop a large iron ore property in Western Labrador. The town of Wabush along with the mining and concentrating facilities are located 640 air miles from Montreal, and 734 air miles from St. John's. The operation has been in production since late 1964.While mining and concentrating operations are located in Labrador, the pelletizing facilities are situated 275 miles south at Sept-Iles, Quebec. Dedicated in 1965, Wabush produces six million tons of high quality iron ore pellets annually. The company employs 1, 550 people at Wabush and the Pointe Noire plant at Sept-Iles.Wabush Mines is an unincorporated joint venture of three companies -The Steel Company of Canada, Dominion Foundries and Steel Ltd. and the remaining 58% by the Wabush Iron Co. Ltd. Wabush Iron Co. Ltd. is in turn owned by six companies: The Youngstown Sheet & Tube Company, Inland Steel Company, Interlake Inc., Wheeling Pittsburg Steel Company, Finsider International S.A. and Pickands Mather & Company which is also managing agent.The town of Wabush is set in a remote part of Northern Canada accessible only by rail and air transportation. But this in no way has hindered the growth and development of the area. Modern housing units, shopping facilities, airport and of course, recreational facilities are all patt of every day living amenities, an accepted aprt of southern communities, but quite unique for northern isolated mining localities."

Minerals have played a prominent role in the affairs of man and nations since time immemorial but with the advent of the industrial revolution, expanding use of the products of the mineral kingdom became synonymous with the material progress of mankind. Individuals and business groups have recognized this fact so have been aggressive in searching for and utilizing mineral resources, with notable success. Indeed, their achievements are primarily responsible for the present Machine Age. On the other hand, until recently the body politic has failed to grasp fully the essentiality of minerals although, at times, access to mineral supplies has been an important factor in the political maneuvers of nations. This chapter is concerned primarily with the broader political and economic relationships of mineral resources to the world economy, and with the internal and external actions of nations in the field of minerals. Many factors that condition the mineral economy of regions and the world as a whole, influence the internal and external affairs of individual nations. The more important of these are: 1. The nature of man's dependence on minerals. 2. The problems resulting from the unique characteristics of mineral occurrence. 3. Geopolitical concepts. 4. Minerals and world power. Actions of individual nations affecting their mineral economy seek two basic objectives : 1. Attainment and maintenance of prosperity. 2. Military security. Other objectives may be cited but on careful analysis they become integral parts or extreme phases of the two points noted above. For example, the twentieth century aggressions of the USSR, Germany, Italy, and Japan might be considered as direct bids for world power but they also can be interpreted as exaggerated or mistaken efforts toward military security and peacetime prosperity. Lack of sufficient publication funds has resulted in the accumulation of considerable unpublished experimental work on copper metallurgy by the Bureau staff . The present report gives extended abstracts of this work , as well as a discussion of the best direction for future efforts . The experimental work reported in this series of papers was done in cooperation with the University of Arizona , Tucson , Ariz . The investigations covered in the third , fifth , and seventh papers were done under the direction of G. L. Oldright and the remainder under the direction of V. H. Gottschalk .

ASBESTOS is a name applied to a group of naturally fibrous minerals. As indicated in a later section devoted to a detailed discussion of the early history of asbestos, the tern may be defined as a. fibrous form of serpentine or amphibole. It does not include fibrous forms of other minerals, such as wollastonite, nemalite (fibrous brucite), or the fibrous forms of calcite or gypsum. A material that has the characteristics of silk or cotton and at the same time will not burn is unique. Because it combines these qualities with other advantageous properties, asbestos has specialized uses for which no substitutes are yet available. Asbestos furnishes a major raw material for a great variety of essential products and their manufacture constitutes a vast industry. The United States leads all countries in the manufacture of asbestos products. The value of such commodities manufactured in 1952 exceeded $332 million. They are not only of vast importance to budding construction and industry but axe absolutely, essential to certain important fields of use, for example, steam packings and friction materials, such as brake-band linings on automobiles.

St. Marys Cement Company operates two cement plants in Southern Ontario, Canada. The original plant, located at St. Marys, a town 20 miles north of London, Ontario, began operations in 1912. A second plant, located at Bowmanville, Ontario, 40 miles north east of Toronto, began operations in 1967. In June 1973, St. Marys Cement began feasibility studies of modernizing their wet process plant at St. Marys. Over its 61 year life, this plant had been expanded from 335 m. tons per day (375 s. tons per day) to 2000 tpd (2200 s. tons per day), with all the original equipment retired several years ago. The objectives of the feasibility study were to develop a conceptual plan for a dry process plant and to de-, fine the appropriate process method and equipment. This study proceded along four fundamental fronts: a) How could the clay raw material, a glacial till with up to 20% boulder content, be processed in dry form and beneficiated? b) Were the raw materials suitable for the most efficient form of dry process kiln, the 4-stage preheater? If a 4-stage preheater kiln is selected should it utilize a precalciner? c) What type of clinker cooler should be used? d) What environmental constraints would be imposed on this plant and how can they be reconciled with capital and operating limitations? During the feasibility stage, pilot plant work was done on two possible solutions to the clay problem, operating plants in Europe were visited and discussions held with kiln and mill vendors.

Radioactivity, the property of radium that led to its isolation more than 30 years ago, is the characteristic that makes it of value in the treatment of disease. Tyler3 gives the following brief history of the investigation: The way to the discovery of radium was opened in 1895 by Rontgen, who found that the glow from a Crooke's tube contained penetrating rays, which .he called X rays. Prof. Henri Bequerel, while investigating the effect of various phosphor¬ escent substances, found that uranium salts produced photographic impressions even when enveloped with opaque substances. To Marie Sklovouski, a young Polish student, who later became Madame Curie, Professor Bacquerel delegated the task of learning how and why uranium possessed power to emit these peculiar rays, which he had proved to be electrical in character. Madam Curie, examining by electri¬ cal methods the radioactivity of a large number of minerals containing uranium and thorium, discovered that some specimens of pitchblende had about four times the activity of the metal uranium; that chalcolite, the crystallized phosphate of copper and uranium, was twice as active as uranium; that autunite, a phosphate of calcium and uranium, was quite as active as the same weight of pure uranium. In order to check these discoveries, she prepared chalcolite artificially, starting with pure products, but found that this artificial chalcolite had only the acti¬ vity represented by its composition, or, roughly, 40 per cent of the activity of uranium. This led to the conclusion that there was some element or substance in the residue from uranium minerals that possesses a high degree of activity. After an exhaustive chemical investigation of pitchblende from Joachimsthal, she found that this mineral contained not only uranium but also another radioactive sub¬ stance, to which she gave the name of polonium, in honor of her native land. Later in 1898, Monsieur and Madame Curie found still another element, which, when brought to a state of concentration, was several million times as active as uranium, and to this was given the name of radium. Debierne afterwards found a fifth radio¬ active substance, actinium; and in 1906 Boltwood isolated the metal ionium. Strict¬ ly pure radium chloride was first produced in 1902. The first radium was produced commercially from the uranium residues obtained from the mines of Joachimsthal, Bohemia. Tyler calls to attention that, as the ores were a government monopoly, search was begun at once for sources in other parts of the world. As a result, radium-containing ores have been found in about 10 countries.

In dealing with transformational aspects, the South African Constitution aspires for a balance between attempts to broadly represent the country’s demographics in the way in which organizations are structured and the need to maintain the necessary skills to ensure continual retention of skills for optimum and efficient organizational performance. Through the Mining Charter, government aimed to redress gender and racial imbalances in the mining industry as part of transforming the demographic representation of mining companies to include black people, women, and people living with disabilities in all job levels up to top management. While the Constitution calls for an appropriate balance between demographic representation and competency, this aspiration for mining poses challenges for companies due to the proficient and competent skills needed in this industry. To this end, the South African mining industry has been subjected to substantial criticism from government regarding the slow progress of transformation. The mining industry justifies its slow pace of transformation by pointing at inconsistent, varying legislation and definitions governing transformation, limited skills available from historically disadvantaged groups, and cautioning not to compromise the sustainability of mining companies by marginalizing white males and white youth with the objective of addressing racial imbalances. This lack of understanding between industry and the government has led to considerable confusion regarding the accountability of stakeholders in transforming the industry. This article presents the perspectives of ten mining executives on transformation in the South African mining industry. The theoretical description of transformation, as well as other mining stakeholders’ interpretations of transformation. is presented. Qualitative data from interviews with mining executives demonstrates their understanding of transformation through rich descriptions, interpretations, and implications in their contexts. The findings demonstrate that transformation in the mining industry is not simply about race and gender, but about cultural change, a change in mind-sets, embracing diversity, equalizing rights and opportunities, and attaining social justice. Moreover, transformation is clearly a gradual process. The article concludes with a recommendation for the definition of transformation to be corroborated with the views of mining executives and that of the Constitution of South Africa. This will create an overarching, simplified definition of transformation that can be accepted and interpreted by all stakeholders.
