A 9-meter-long drift was constructed in the unsaturated-fractured tuff at Yucca Mountain to evaluate the potential for water seeping into an underground opening. Forty seepage tests were performed by releasing a finite volume of water at a constant rate into short test intervals located in boreholes positioned above the drift. The seepage threshold flux, defined as the liquid-release flux at and below which water will not drip into the opening, was determined for 10 test intervals. The seepage data, observations, and model results indicate that a seepage threshold exists because a capillary barrier diverts water around the opening.

The ability to recognize visual cues commonly associated with roof and rib hazards is fundamental to the prevention of groundfall accidents. The perceptual skills that miners possess to visually search and assess hazardous ground conditions differ considerably. This U.S. Bureau of Mines report summarizes recent investigations on the use of stereoscopic (3-D) slides as a training aid for improving the ability of miners to recognize the various geologic and mining-induced irregularities that cause ground-falls. The feasibility of using 3-D slides for training and their effectiveness for representing roof and rib hazard conditions are discussed. Information is presented on equipment and procedures for creating a 3-D slide program that can be updated by mine trainers. Recommendations are made on selection of 3-D equipment and on the use of 3-D slides for training miners to recognize roof and rib hazards.

THE American oil 'industry has reached the critical stage where the demand exceeds the supply with no hope of permanently bettering the situation through the development of new fields in the United States. Remedies may be sought along three lines: 1. Securing a foreign source of supply. 2. Curtailment of the use of oil and its derivatives. 3. Improvement in methods of recovery (including the recovery of shale oil), refining, and utilization. The oil companies with proper government support will push the acquiring of foreign territory; the price of oil and oil products will enforce a curtailment in use; it remains for the producers and refiners to brings about improvements and economy in recovery, transportation and refining; the general public must be instructed in utilization. The solution of the problem, therefore, rests largely in the hands of the technologists of the industry -the drillers, engineers, geologists, chemists, etc. Only through an exchange of the ideas of the individuals who are conducting the industry will its technology be advanced. , Among the agencies at work to bring about this result are the United States Bureau of Mines, the American Petroleum Institute, and the A. I. M. E. The Bureau of Mines has a trained staff of experts, maintains experiment stations and a field force of technologists, and issues many technical papers helpful to the industry. The Petroleum Institute is a clearing house for useful statistics and is now. organizing a research division under the able direction of Doctor Manning, but its principal field of activities is in the realm of co¬ordinating ?the financial and commercial activities of the` oil' companies.' It remains for the American Institute of Mining and Metallurgical Engineers to organize the individual technologists of the industry and provide them with means of exchanging and disseminating ideas through meetings and publications. It is the aim of the Petroleum Committee of the American Institute of Mining and Metallurgical Engineers to foster this exchange of ideas among oil men by enlarging the membership of the Institute among the field and office technical forces of the oil companies and thus arouse their interest in the vital problems of the oil business.

The Chairman of this afternoon's session is Dick Carter. This afternoon is the culmination of this conference. We've looked in the first session at regulation; in the second session at valuation techniques and this session we look at valuation in practice. Dick's involvement in the mineral industry has been wide ranging and distinguished. Dick has worked with BHP since 1960, when he joined BHP Steel as a commercial trainee. Dick holds a B.Comm. from the Newcastle University College of the University of New South Wales and was educated at the Australian Administrative Staff College and Harvard Business School Advanced Management Programme. During the past decade, he has headed the minerals group's Aluminium Divison, Resource Planning and Development, Non-Ferrous Metals and Business Development Organisations. Dick currently serves as Executive Director of BHP Gold Mines Limited and Managing Director of Ok Tedi Mining Limited. His experience covers Australian Manganese Company, Mineral Deposits Limited, Northern Rivers Rutile, Tasmanian Electrometallurgical Company Limited, Mount Newman Joint Venture, Worsley Aluminium and Carnilya Hill Joint Venture Operating Committee. The war story of the engineer corps at home and in France is told officially for the first time in the advance sheets of the War Department's brief history of American war efforts. IN the past 75 years industrial engineering has been highly developed in many fields, but the coal mining industry has just begun to realize its potential for cutting costs. To receive the maximum benefit, a company should apply industrial engineering from the time a new installation is contemplated, but the principles can also be used to reduce and control the costs of an established operation. One company that had been mechanized for seven years reduced its total labor cost 57 pct by industrial engineering. Of this reduction, 20 pct was brought about by a preventive maintenance, rebuilding, and scheduled lubrication program that eliminated 80 pct of the delay caused by mechanical and electrical failures. Thirty percent of the cost reduction was attributed to rearranging the work force into crews of the most effective size, changing working methods, and training all mine supervision in the principles of the cost reduction program. The remaining 7 pct reduction was brought about by a wage incentive program for all the men in the mine. The productivity of this coal mining operation was increased from less than 8 tons per payroll man to 20 tons. This increased productivity was brought about while using the same equipment, men, and supervision.

Substantial progress has been made over the last ten years in the development of uniform national and international standards covering the definition, estimation and public reporting of mineral resources and mineral reserves. Agreement between the major participating countries has been reached, which include the requirement that a Competent Person prepares and approves publication of mineral resources and reserves. Most national regulatory organizations have accepted the new standards and have included them in the rules that must be followed by mining companies operating under their jurisdiction. These developments are the result of a concerted effort on the part of professional societies, national regulatory agencies, international organizations, and many dedicated individuals. The historical development of these standards is summarized in this paper. Accepted definitions of mineral resources and mineral reserves are discussed, as well as the definition and role of the Competent Person. Additional effort is needed before the international standards are fully understood, accepted and followed by mining companies, regulatory agencies, the investment community and the general public. Steps being taken toward development of a Mineral Reserves International Reporting Code Template (International Template) that will be available for all countries to use in deriving their specific country reporting codes, are outlined

The thermodynamic data presented in the literature for zirconium compounds are incomplete. Among the compounds for which adequate data are Zacking are zirconium fluoride and sulfate. This paper reports experimental heat-content values determined by the Bureau of Mines for these two zirconium salts throughout the temperature range of 273° to 1,200° K. No crystalline transformations were found in the two compounds investigated, and neither of the compounds melted over the temperature range studied. MATERIALS TESTED The Oak Ridge National Laboratories, Oak Ridge, Tenn., supplied the two zirconium salts used in this investigation. The zirconium fluoride was high- purity reactor grade material. The zirconium sulfate contained between 0.01 and 0.10 percent hafnium and calcium, and other elements in concentrations below 0.01 percent, A spectrographic analysis of the two compounds is given in table 1. Before use the compounds were dried at 400° C. for several hours to removed adsorbed moisture.

"The Construction Group is responsible for the construction of all of Placer Dome’s major projects and contributes to the development of most major feasibility studies. This group includes an international collection of Placer Dome people who have built mines in Papua New Guinea, Australia, Chile, the United States and Canada. This paper outlines the changing role of the Construction Group from the early days of single projects to today, when several projects are in various phases from feasibility to construction. The projects’ total annual budgets have from time to time exceeded one billion dollars. IntroductionAs the competition increases globally between the major gold mining companies, the impetus continues to build mines at the lowest cost with the shortest construction schedule. Placer Dome has more than met that challenge by building mines around the world at a pace that was not contemplated 15 or 20 years ago. Since 1960, Placer Dome has built 30 mines and expansions at a cost of nearly 4.5 billion dollars.In the last six years alone, Placer Dome has built 14 mines and expansions, worth 2.6 billion dollars. The company’s success is due primarily to Experience, Innovation, People and Standards.The diversity between projects, let alone the pace, has been a challenge. Placer Dome has built mines around the world in a variety of extreme climates and distinctive cultures. The construction experience gained from these projects has allowed Placer Dome to develop an extensive knowledge and data base making it easier to “fast track” projects.Through the years Placer Dome has developed a human resource base. It now has an experienced and adaptable core team of people able to set up construction projects and build mines anywhere in the world. By developing standards and systems to support the projects they can act as soon as a new project is approved, and complete the projects quickly and effectively. The result is that Placer Dome now has the construction expertise to build its own mines, giving them the competitive advantage that allows them to design and construct a mine in the least time at the lowest capital cost. This was demonstrated in March 1997 with the completion of the construction of two new mines in 12 months."

About 15 years ago the debate on the reliability of sampling procedures for agricultural food and feed commodities was initiated by a few brave scientists who questioned the representativeness of what, at the time, were routine sampling procedures established exclusively on the basis of tradition and practical feasibility. Over time several national and international organisations contributed to the discussion, developing standards and publishing papers either to underline the fact that sampling is always a source of error, in itself, which cannot be overlooked, or to minimise the relevance of sampling on the basis of argumentations linked to time and money limitations. The latter dominated, but is nevertheless impossible to accept from both a scientific and a responsible management perspective. Here the author presents an historical overview of these past 15 years, illustrating the most controversial issues, reporting major achievements in food/feed sampling, highlighting milestones, as well as unresolved problems that still need the attention and contribution from the sampling community. The need to incorporate Theory of Sampling (TOS) into food/feed safety assessment (pre-market), as well as into food/feed safety monitoring (post-market) has recently been highlighted, and the practical applicability of TOS to base food/feed safety decisions on representative sampling, has been explored and documented via concrete examples of risk analysis in different areas of food/feed industrial production chains. Now it is time to move forward and ensure that TOS is fully integrated into the well-established Food and Agriculture Organization (FAO) / World Health Organization (WHO) risk assessment approach, in order to guarantee a transparent and correct universal frame for risk assessment and the subsequent management decision-making process. WCSB8 offers the ideal platform to explore the best way to do so, switching from a theoretical discussion of correct sampling principles for food and feed agricultural commodities to practical recommendations in the interest of consumers, worldwide. These 15 years have also been a personal journey of interesting dimensions, indeed a veritable roller-coaster ride in-and-out of the scientific, technological, industrial and (last but not least) regulatory worlds. The start was WCSB2 in 2004, when I flew to Australia to discover if in other areas sampling had been identified as an unavoidable issue and, if so, what the solution was. There, I found a good travel companion who today is still on my side, to assemble the puzzle and explore how to shape the future, to concretely answer to the 15 years’ quest for proper sampling in the assessment and monitoring of food/feed safety.CITATION:Paoletti, C, 2017. In an experimental study by the Bureau of Mines, in cooperation with National Lead Co., the roast-flotation process was found to be an effective means of upgrading certain cobalt-nickel stockpiles. The research was undertaken to determine whether the process could yield an enriched feed, with a minimum cobalt content of 6.0 percent, for the company refinery. The stockpiles (products of the company Fredericktown, Mo., milling operations) were essentially complex sulfides of cobalt, nickel, copper, lead, and iron, 1 sample of which contained 2.84 percent Co and 3.57 percent Ni. After a controlled oxidizing roast at 400° C., laboratory flotation with conventional sulfhydric reagents yielded an enriched concentrate analyzing 9.22 percent Co and 11.43 percent Ni, with recoveries of 84.9 and 85.8 percent, respectively. These are typical laboratory data; other data indicated higher grades were possible but at reduced recoveries. A brief, continuous campaign verified the applicability of the process to the raw material in question but was not continued long enough to establish optimum conditions. As a consequence, the results of the large-scale tests did not equal those obtained in the laboratory but definitely confirm the beneficiation possible from the roast-flotation process.

This paper outlines the complete failure of the U.S. in status and relevance in Rare Earth Oxides (REO). Although rare earth oxides are strategic and critical in their own right, refining these REOs into elements and alloys is even more important for the development of "Green Technologies" and advanced weapons systems. America does not have an active domestic source of rare earth oxides. America does not have any heavy rare earth elemental or alloy capabilities. The magnitude of this failure continues to become more apparent as the manufacture of REO based electronics and magnetic components moves eastward towards China. China has succeeded in outmaneuvering the United States and the world in its quest to control the rare earth oxides, elements and alloys, and the many industries dependent upon REO. What can be done?

The Bureau of Mines designed a chlorination apparatus to prepare CrCl2 free of CrCl3 by the direct reaction of chlorine and chromium. Equipment and procedures were developed for routine preparation of 25-pound batch quantities of anhydrous CrCl2. Calcium, iron, nickel, and silicon impurities were in the 0.01 to 0.05 percent range, and all other impurities were below 0.01 percent.

In this study, thorium mineral that found in the complex ore deposit bearing bastnasite, fluorite, and barite from Eskisehir - Sivrihisar district has been tried to extract by using HCl and H2SO4 leaching. Ore sample of approximately 3 tons taken from the ore deposit has been homogenized in order to obtain composite samples by means of ore preparation techniques for experiments. Results of chemical analyses of composite samples are as given; 40.8% CaF2, 35.35% BaSO4, 2.01 Ce, 1.5% La, 0.39% and 0.1% Th. HCl and H2SO4 leaching processes have been performed to gain Th in the ore. For determining the optimum particle size, the samples have been ground under controlled conditions and brought to the sizes of 0.065, 0.2, 1 and 3 mm. Leaching experiments have been carried out in both HCl and H2SO4 acids without roasting and roasting at the temperature of 900°C for 1, 3 and 6 h retention times for all particle sizes determined before. In the experiments, the highest Th recoveries reached are as follows; 78.74% Th when H2SO4 and 1 mm particle sized sample used, and 1 h roasting applied and 73.38% Th when HCl and 1 mm particle sized sample used, and 3 h roasting applied.
