Introduction Net Present Value (NPV) techniques are becoming widely used in industry as a standard analytical tool in making capital budgeting decisions. However, NPV techniques are often misused in "common practice." A comparison was made between the use of NPV techniques in common practice and an Adjusted Net Present Value (ANPV) approach to capital budgeting in the financial analysis of a mining project. The comparison was made by applying both methods to a hypothetical copper project. The intent of the analysis is to provide an example for practitioners to follow when financially analyzing mining (or other) projects. To maintain the thrust of the analysis, the project has been evaluated as a stand alone, total project. No consideration has been made of the division of cash flows accruing to various owners over the life of the project. This omission will not affect the comparative nature of the analysis. This discussion assumes that the reader is familiar with present value as a concept and as a tool in capital budgeting. Finance theory has embraced NPV analysis as the correct way to evaluate capital budgeting alternatives. Many articles have been written expounding the virtues of NPV over other capital budgeting methods, such as Internal Rate of Return (IRR), Payback, Accounting Rate of Return, and others. It is not the purpose of this article to review all of the literature in this area; suffice it to say that in academic circles NPV concepts are accepted as the norm. A survey by Schall, Sundem, and Geijsbeck (1978) indicates that major US companies are finally following in academia's footsteps. Fifty-six percent of the companies responding to the survey use NPV techniques in their capital budgeting process. Further, some 86% of the companies surveyed use discounted cash flow methods (NPV or IRR) for capital budgeting decisions. This compares with a survey by Klammer (1972) that showed 57% of companies using both techniques, a considerable increase in seven years. With the increasing use of NPV techniques in industry, there are certain uses in common practice that can give misleading results. Five common errors in NPV analysis of large projects are: • No distinction is made between real and nominal cashflows. • The discount rate(s) used in the NPV analysis is not formally adjusted for risk. • There is no distinction of possible differences in the riskiness of different project cash flows; i.e., revenue vs. depreciation. • There is no recognition of the cash benefits to the project from interest tax shields (interest payments on the project's debt that are tax deductible). • There is no clear recognition of subsidies to the project from concessionary debt financing. No Distinction Between Real and Nominal Cash Flows Often, expected cash flows for a project are stated as a mixture of real (in constant dollars) and nominal (in current dollars) cash flows. For example, expected revenue cash flows may be stated in real terms and depreciation may be stated in nominal terms. If cash flows are added together to give an after tax cash flow, and this single cash stream is discounted, care must be taken to ensure that cash flows are consistently stated. All cash flows should either be stated in nominal terms or in real terms. In addition, the discount rate used must be stated in the same terms as the cash flows being discounted. Real cash flows must be discounted using real discount rates and nominal cash flows using nominal discount rates. The design of pile foundations is much more commonly verified by means of a full-scale test, than is the design of other foundation units. The reason is not that our knowledge of pile behavior is more uncertain than our knowledge of other foundation types making the verification necessary, but more that the loads in a structure are more concentrated to single foundations in a structure founded on piles as opposed to structures on footings or mats. Therefore, should a pile cap fail or move, the adverse consequence of this is often drastic, as the piled structure has little freedom to transfer its need for support to other foundation units. Consequently, it becomes important to assure the design of piled foundations. In many, maybe in most instances, the static pile loading test is routine and geared toward determining an at least capacity, only. However, in these times there is an ever increasing liability of the professional, demands for increased economy of the foundation, and frequent lack of the involvement in the test of the experienced old-timer exercising good judgment. Furthermore, modern pile design is leaving the single, simple concept of capacity and requires more information from the test to assist in determining aspects of long-term behavior and settlement. Therefore, even the straight forward, routine static loading test requires improved planning, execution, and analysis.

The DeLamar Silver Mine is a Joint Venture between Earth Resources Company, the Canadian Superior Mining Company and the Superior Oil Company. The property is a consolidation of several old operations in the district. The more widely known are the DeLamar and Sommercamp Mines. The location is 20 miles northeast of Jordan Valley, Oregon and 55 miles southwest of Boise, Idaho. The mine is on the south slope of DeLamar Mountain in the Owyhee Mountains of southwest Idaho Initial interest started in 1969 with serious exploration beginning in 1970. The feasibility study was completed in 1974, and in 1975 Mountain States Engineers were retained to design and build the plant. Processing of ore began in March of 1977 with the first bullion poured in April of that year. The plant is currently processing some 2200 TPD of ore with a grade of four ounces of silver and 0.03 oz. of gold per ton of ore. Cyanide consumption is 2.5 lb/ton, zinc consumption of 0.3 lb/ton and flocculent consumption of 0.5 lb/ton. A flowsheet is shown as Figure I. The grinding circuit is of two stage design. The primary mill is an 18 ft. dia. by 9 ft. long semi-autogenous unit. The secondary mill is a 9 1/2 ft. dia. by 15 ft. long overflow ball mill. The mill discharges are combined and sent to 15 in. cyclones for classification. Cyclone overflow reports to leaching with the underflows reporting to the ball mill. The cyclone feed pump is an 8X6 metal case pump. The primary mill has 1000 installed horsepower and rotates at 68% of critical speed. The ball mill has 700 installed horsepower and rotates at 72% of critical speed. Because the primary mill is horsepower limited the ball charge is varied to maintain the desired throughput. The mill power is held at 980-990 HP by modifying the feed rate. Four inch forged steel balls are added any time the ore feed fails to reach 100 tons per hour for four hours. During periods of extremely hard ore, the ball charge has been as high as 14 v/o and at other times the mill has operated fully autogenous for weeks.

"Coal dust in an underground mining environment has always been a health and safety issue, especially with longwall faces. Efforts to integrate a flooded bed scrubber within a longwall shearer are underway at the University of Kentucky (UK) in order to reduce worker exposure. Small scale physical modeling, along with numerical modeling and full-scale experimentation, are engineering tools being used by the authors for simulating operating conditions underground. Recent advances in affordable 3D printers offer a means for fabricating accurate, scale models for obtaining timely insights prior to building large, expensive test setups. Comparing scale-model results with those of numerical modeling, such as computational fluid dynamics (CFD), lends guidance and confidence in a proposed design. This paper discusses the small scale physical modeling of a longwall shearer with an incorporated flooded-bed dust scrubber in its operating environment. A tracer gas was used in the model in lieu of dust to measure dust-capture efficiency. Results obtained from the physical model are presented and compared with those of CFD model. The small scale model and the CFD results demonstrate good agreement. Dust capture results show the usefulness of the approach in advance of actual design implementation. INTRODUCTION Dust generation is an undesirable, but innate, byproduct of all mining processes. It is particularly problematic in underground coal mining, where coal dust poses potential hazards from two fronts – health and safety. Coal workers’ pneumoconiosis (CWP), commonly referred to as black lung, is a chronic lung disease that results from the long-term overexposure to respirable coal dust. Although the prevalence of CWP has steadily and significantly declined over the three decades following the Federal Coal Mine Health and Safety Act of 1969, a study by the National Institute for Occupational Safety and Health (NIOSH, 2008) indicates that significant health hazards associated with respirable dust still exist within the coal mining industry. In addition to being a health hazard, coal dust can also create a potentially catastrophic safety hazard. Dust that is not captured or removed at its source is suspended and transported throughout a mine by the ventilation airstream. This float dust is subsequently deposited on all mine surfaces along its travel path. Without adequate application of rock dust to these surfaces, forces from a localized methane ignition can reintroduce settled coal dust into the airstream creating an explosive mixture. Therefore, capturing and removing coal dust at its source mitigates the probability of two major hazards that continue to plague the mining industry."

Design of an open pit backfill requires an understanding of highly varied processes including slope stability, hydrogeology, pit lake chemistry, climate, runoff, and mine waste behavior. Dynamic systems modeling (DSM) provides flexibility to the designers of open pit backfill, allowing them to directly integrate many different physical processes and varying levels of complexity. DSM also provides for the efficient application of uncertainty analysis to define a range of possible results, the sensitivity of the results to uncertainties in model inputs, and the value of additional data. This paper presents the results of an analysis using DSM to evaluate a pit backfill design at an Arizona mine. The objective of the partial backfill was to stabilize an active slope that threatened facilities adjacent to the pit. DSM was used, in part, to develop a pit lake water balance model for evaluating the influence of the backfill on the ability of the pit to maintain passive hydraulic containment of groundwater and surface water inflows and for evaluating costs for various backfill scenarios.

Deep sewer tunnels are required to meet future growth demands of the City of Austin?s down-town redevelopment. The tunnel is 18,000 ft long and varies in finished diameter from 54 inches to 96 inches. The tunnel crosses under Austin?s Town Lake three times and there are four main work shaft sites. Geology, groundwater, foundations, downtown redevelopment, and an active, healthy community put significant constraints on the design. This paper discusses a major underground project for downtown Austin and discusses the risk considerations and the opportunities the design team took toward optimizing the project design for the construction phase.

THE Newport mine, located at Ironwood, Gogebic county, Mich., on the Gogebic iron-range, is owned and operated by the Newport Mining Co., for the mining of iron-ore. I. GEOLOGY. The general geology of the Gogebic range has been determined and recorded at different times by well-known geologists,) and their work will be referred to briefly in connection with the local conditions in the mine. The strike of the formation across this property is about 15° north of east. The, general dip is 68° to the north. At the base of the formation on the south lies the granite. Looking north, at right angles to the strike of the formation, we have the foot-wall of quartz-slates and quartzite about 400 ft. wide; the iron-formation about 800 ft. wide, and the hanging-wall of black slates. The iron-formation is composed of banded jasper and quartzite together with iron oxide and concentrations of iron-ore. In character the ore is a soft red hematite, with occasional masses of hard blue "steel ore." The formation is crossed in many places by diorite dikes, which cut through at various angles, the larger or main dikes dipping into the foot-wall in a SE. direction at angles varying from 15° to 30°, while numerous small dikes occur which strike through the formation in a vertical plane and at approximately right angles to the main dikes. There are various theories concerning these dikes, especially as to the time of their origin with relation to the ore-deposition. The commonly-accepted theory is that the dikes were there first, but there are some who contend that they were formed

Bureau of Mines Research has demonstrated that it is technically feasible to segregate oxidized copper ores by use of a direct-fired, refractory-lined rotary kiln. Previously, the segregation process had been effected only in much more complicated indirect-fired, stainless steel kilns, The method comprises heating crushed ore premixed with small quantities of salt and carbonaceous material, such as coke, to about 830° C to produce copper as fine flake and metallic films on the surface of the coke particles. After grinding of the cooled furnace calcines, the copper is recovered by conventional flotation. During direct-fired segregation it was necessary to closely control the air-gas mixture in the burner. Good copper recoveries were obtained only when adding air in the limited range of 1.15 to 1.2 times the theoretical amount required for combustion of the natural gas. Batch trials of the new technique on quartzite-, limestone-, sandstone-, and limonite-type oxidized copper ores containing from 1.4 to 6.2 percent copper yielded flotation concentrates containing from 3.7 to 45 percent copper, representing 84 to 95 percent recoveries. Analyses of the furnace gases showed that loss of copper by volatilization was negligible. The preliminary direct-firing segregation studies were complemented by continuous runs on the quartzite ore, containing 1.4 percent copper, in an integrated segregation-flotation pilot plant having a 60 pound-per-hour capacity. In a typical test, 84 percent of the copper was recovered in a cleaner flotation product containing 25 percent copper. The study will be continued to further delineate the conditions for good segregation as effective use of standard ceramic-lined kilns will render the process more attractive from a commercial standpoint.

Uncertainty quantification of a spatially distributed variable at any scale can be handled through geostatistical simulation. Large computation time, storage, and post-processing of the realizations are required to obtain a final assessment of block uncertainty. Multi-Gaussian kriging is a flexible alternative to simulation. The idea is to compute the conditional distribution of uncertainty after normal score transformation of the original samples. Under the multi-Gaussian assumption, all marginal and conditional distributions are Gaussian, hence fully defined by their mean and variance. The parameters of the conditional distributions are obtained by simple kriging and can be back-transformed to the original units of the variable of interest. An estimate and any summary of uncertainty can be easily retrieved. The main disadvantage of performing multi-Gaussian kriging is that change of support is not straightforward, that is, calculating uncertainty of block grades. We propose a methodology to overcome this limitation by considering a matrix simulation to generate multiple probability fields. Each probability field is used to draw spatially correlated point values from the point-support conditional distributions, and multiple realizations of the average can be obtained. This permits the calculation of the average over the block and its uncertainty. These blocks may correspond to selective mining units or to volumes from longer production periods relevant for engineering decisions. They can even be disjoint blocks, such as when several faces are mined at the same time. POSTMG, a Fortran program to perform these calculations, is described and a case study is provided.

With point protection, piles can be driven through boulders, layered rock, garbage dumps, and waterfront debris to provide dependable support for all types of structures. Splicers for pipe piles can be tapered for a water-tight drive-fit that does not require welding. The pipe splicer can be made applicable to precast concrete piles. Splicers for H make the long pile as strong as an unspliced length with only simple welding. Transition splicers quickly connect different types or sizes into efficient composite piles.

The Welcome Creek Wilderness has small, dispersed gold placers. Pockets in the 25.5 million yd3 (19.5 million m3) of alluvium along Welcome and Rock Creeks have as much as $5.61 gold/yd3 ($7.34/m3) at $500/troy oz ($16.08/g). All the alluvium averages 20.1 cents gold/yd3 (26.3 cents/m3). Because of the low average gold content large-scale placer mining would not be economically feasible. Small-scale selective pocket mining, however, may be profitable. The alluvium along the streams in the Wilderness has little apparent potential for production of sand, gravel, or stone because alternate sources are closer to markets. The four lode prospects known within the Wilderness appear to have low mineral potential. No oil, gas, uranium, or geothermal energy sources are known to be present.

INTRODUCTION Historically, pollution control in the metal-ore mining industry has been very limited. Unless mine water contained large quantities of solids, it was generally discharged without any treatment. If treatment was used to control solids, it was principally the provision of a settling basin in the form of a tailings impoundment used in conjunction with an associated metal ore dressing facility. Recently, however, a growing awareness of the adverse environmental impacts of mine drainage, coupled with strict environmental laws, has prompted the mining industry to look at new technologies and to refine the existing methods to further treat the wastes generated. This industry is unique in that waste loadings are extremely variable, and a "typical facility with typical waste loads" does not exist. Consequently, one waste- water treatment system cannot be utilized on an industry wide basis; rather, each treatment system must be designed specifically for the pollutants in each individual discharge. Public Law 92-500, the Federal Water Pollution Control Act (FWPCA) Amendments of 1972, became effective on Oct. 18, 1972. This law completely restructured Federal laws and philosophies underlying the Federal approach to water pollution control. Prior to the 1972 amendments, the principal Federal regulatory tool had been water-quality standards based on a designated use for a particular body of water. The concept was that waste disposal into water bodies is a desirable and acceptable use of the water body if it does not interfere with other beneficial uses. This had the effect of requiring various degrees of treatment and, consequently, various economic hardships on industries de- pendent upon their location. In many waterways. it is very difficult to quantitatively relate discharges to water quality. The 1972 amendments changed the basic philosophy, as stated in the Senate Committee report on the bill, to ". . . no one has the right to pollute . . . that pollution continues because of technological limits, not because of any inherent right to use the nation's waterways for the purpose of disposing of wastes." Pursuant to Sections 301, 304(b), and 306 of the FWPCA Amendments of 1972, the US Environmental Protection Agency (EPA) was required to establish effluent standards applicable to all industrial discharges. These standards must be based upon the application of the "best practicable control technology currently avail- able" (BPT) and the application of the "best available technology economically achievable" (BAT). The BPT and BAT levels must be achieved industry-wide by July 1, 1977, and July 1, 1983, respectively. WASTE SOURCES The waste-water situation in the mining segment of the ore mining and dressing industry is unlike that encountered in most other industries. Most industries (e.g., the milling segment of this industry) utilize water in the specific processes they employ. This water frequently becomes contaminated during the process and must be treated prior to discharge. However, in the mining segment, process water normally is not utilized in the actual mining of ores (exceptions are hydraulic mining operations and dust control), but it is a natural occurrence that interferes with mining activities and must be removed before mining can commence. Water enters mines by ground-water infiltration and surface runoff, and it comes into contact with materials in the host rock, ore, and overburden. The underground mine must pump large quantities of ground water to prevent flooding of the mine. Water from surface mining operations generally occurs as a result of surface runoff of rainwater. Generally, mining operations control surface runoff through the use of diversion ditching and grading to prevent, as much as possible, excess water from entering the working area. Nevertheless, some surface runoff does come into contact with the working area and may become contaminated. The quantity of water from an .ore mine is unrelated, or only indirectly related, to production quantities. De- pending upon its quality, the mine water may require treatment before it can be discharged into the surface drainage network. The variability of water quality from mines can best be demonstrated by looking at Table 1. This table shows the range of pollutant concentrations in untreated discharges from three different categories of mines (as categorized by EPA in the development of BPT and BAT effluent standards for the metal-mining industry). Data for this table were obtained during EPA's preparation of effluent standards for this industry. The parameters shown on the table are the pollutant parameters of primary interest in this industry; blanks in the table indicate that data were not available, and the parameter is not expected to be present in significant quantities. Other pollutant parameters are present in mining waste water, but they are either incidentally removed in the treatment process or are found only in trace amounts. The three categories comprise more than 90% of the metal production value in the United States and approximately 95% of the total mine discharges. It is important to note that not all parameters are found in significant concentrations at all locations. IMPACT ON WATER QUALITY One of the most troublesome mine-drainage problems is acidity. Although generally associated with coal mining, acid mine drainage frequently occurs from other types of mines. Although the exact mechanism of acid mine drainage is not fully understood, it generally is believed that pyrite (iron sulfide, FeS,) is oxidized by oxygen (Eq. 1) or ferric iron (Eq. 2) to produce ferrous sulfate (FeSO4) and sulfuric acid (H2SO4) . The mining of ores associated with pyritic material exposes the pyrites to water and oxygen and grossly accelerates the natural oxidation processes, resulting in the significant production of acid mine drainage.

Water & Earth Technologies, Inc. (WET), Habitat Management, Inc. (HMI) and Chevron Mining, Inc. (CMI) together developed a solution for reclaiming steep southwest facing slopes in mining Area 12C that have historically been prone to excessive erosion, low vegetation establishment and continuing maintenance. Area 12C is located in the east wing of the Chevron McKinley Coal Mine, 27 miles northwest of Gallup, New Mexico, on Navajo Nation land administered by the Office of Surface Mining (OSM). Mining in this area was completed in May of 2007. Challenges encountered for this reclamation project included the need to reclaim graded material on a slope of 18-35% with southwest facing aspect, the presence of undisturbed rock outcropping that needed to be avoided during reclamation, the operational need to limit bulldozer pushes and the inability to import or export additional materials for construction. Two different reclamation alternatives were considered for Area 12C. The first alternative would use a traditional reclamation approach including three levels of draining terraces designed to convey water on a 3% slope to a single riprapped down drain. Terracing and down drains have been used to reclaim areas with similar terrain conditions elsewhere at the McKinely Mine and have failed to adequately control erosion (Williamson 2006). Terrace overtopping and down drain blowouts have been issues in maintenance and functionality for the mine. Maintenance routines consist of cleaning out terraces where they have filled in with sediment and repairing damaged or blown out terraces and down drains.

In an effort to improve efficiencies and reduce costs, AngloGold has embarked on a process to develop and deliver consistent, high quality, tailings based support or construction products to stopes and tunnels on request. A three-phase approach of product conceptualisation, design and delivery has been adopted. To date a substantial amount of laboratory development has taken place with promising results, indicating that the project aims are achievable. Discussion of the paper Of JAMES JOHNSTON, presented at the New York meeting, February, 1914, and printed in Bulletin No. 85, January, 1914, pp. 107 to 133. CHAIRMAN E. GIBBON SPILSBURY.-I would like to call attention to the fact shown in this paper that less than five years or perhaps seven years ago nobody had thought it possible to cyanide with success silver ores. The cyaniding of silver and gold ores was first of all started in Mexico, and gradually extended to this country in the case of the silver ores alone. The average extraction, I think, for the metals in Mexico, in the case of the silver ore, is less than 85 per cent., whereas here, in the case of a very complex ore, carrying a high percentage of sulphur and arsenic, and other objectionable elements, the ore has been treated so as to extract an average of 95 per cent. of the silver contents of the ore. It is really a phenomenal revolution in the metallurgy of silver ores which has been demonstrated and worked out at the Nipissing mines. GEORGE A. PACKARD, Boston, Mass.-I would like to suggest a slight modification, perhaps, of the statement which is made that no one considered cyaniding of silver ores up to five, or perhaps seven years ago, because in 1897, when I was at Mercur, Utah, one mill near there was operating on silver ores. It did not operate very successfully from a commercial standpoint, because they did not have a great deal of ore, but the extraction, I was told, was very satisfactory, and I am quite confident that it was, because, as suggested by the name, Chloride Point, the ores were silver chloride ores, and of course very easily soluble. Some years before that, in 1892, I made some tests myself. I spent three months making tests on more or less complex silver sulphide ores at Virginia City, Mont., and while our tests on the plain sulphide ores, finely ground, were quite successful, on account of the presence of a small amount of copper we did not work out a satisfactory solution of the problem at that time; although since then a cyanide plant has been erected and for at least eight years these ores have been treated by cyaniding at Virginia City, and the mill is still in operation. The period of five to seven years should, therefore, be modified considerably, in justice to the pioneers in the cyanide processes. REGINALD E. During the commissioning phase, which is usually the most exciting part of a project involving the design and construction of metallurgical plant, the commissioning engineers interact between the client and the project management. The client wants to see whether all the equipment that he has bought and that, in his opinion, has taken far too long to erect will actually work. Project management expects the commissioning people to con¬vince the client that this is the best design ever developed and that never before have time and money been spent so well. The commissioning team has to fulfil these expectations. Commissioning work is a `shirt sleeve' function, with little of the glamour that is normally associated with fields such as engineering and operations. The team usually works in a partially completed plant with more temporary than permanent services and little (if any) office accommodation, normal working hours do not apply, and the demands made on the team change suddenly and dramatically. This article outlines the activities of the commissioning group and the systems used to smooth the commissioning path.

Column flotation technology was introduced to the market place about thirty ago years as a device capable of producing concentrates that were lower in impurities than those produced by other types of flotation machines. The ability to operate columns with significantly deeper froth beds and the provision of a froth washing system were the main reasons cited for the improved metallurgical performance. Column cells are now well accepted by the industry for cleaning applications, but there continues to be considerable skepticism about their use as roughers. There have been several documented cases of rougher installations which fell well short of predicted metallurgical performance. The reasons for the shortcomings vary from case to case, however they can be generally attributed to incorrect sizing, inappropriate application and or a lack of understanding of how column cells must be integrated into an existing plant or new project. Columns may not be the best choice for every application. In this sense, this paper discusses some of the important considerations that designers must take into account when contemplating the use of columns as roughers.
