"The Eglinton-Crosstown Light Rail Transit line is a 19-kilometre corridor with a 10-kilometre underground portion currently being constructed by Metrolinx in Toronto through a densely populated urban environment. Tunneling works are being completed through two separate design-bid-build contracts that include consideration for a phased handover to a follow on contractor who will take ownership of the tunnels, including warranties, and will complete the stations and remainder of the system through a PPP delivery model including maintenance of the system for 30 years. Warranty provisions, settlement apportionment, tunnel leakage, potential delays and conflicts between contractors are just some of the risks the team managing tunnel contract integration had to consider when developing the PPP contract. This paper will present an overview of how these risks were assessed and allocated through the contracts and the strategies adopted to minimize risks to Metrolinx while ensuring successful procurement was maintained. INTRODUCTION The Big Move is a 25 year, $50 billion ($-CAD) plan for coordinated and integrated transportation in the Greater Toronto and Hamilton Area (GTHA) in Ontario, Canada. This plan has been initiated by Metrolinx, a division of the provincial government of Ontario, and its vision, goals and objectives are rooted in creating a high quality of life; a thriving, sustainable and protected environment; and a strong, prosperous and competitive economy for the GTHA. The Big Move will triple the length of rapid transit service in the GTHA to 1,725km, significantly increase the percentage of the GTHA population living within two kilometers of rapid transit, reduce commute times to an average of 77 minutes per person per day and decrease greenhouse gas emissions from passenger transportation per person by 29%. Work is currently underway on several projects and more than $16 billion ($-CAD) of the planned investment has already been committed. A key project that forms part of this commitment is the Eglinton Crosstown Light Rail Transit (LRT) Project which is being delivered in the City of Toronto under Metrolinx’s Rapid Transit (RT) Program. This complex and sizeable undertaking has been broken into a number of separate contracts comprising: LRT Vehicles contract; Eglinton West Tunnels Project; Eglinton East Tunnels Project; and a Public-Private-Partnership (PPP) contract to complete the underground stations, at-grade stops, all rail infrastructure and systems and to maintain the entire system for 30 years. The PPP contract, which includes an initial capital portion of approx. $5.1 billion ($-CAD), has recently been awarded to Crosslinx Transit Solutions, a Special Purpose Vehicle (SPV) consortium comprised of SNC Lavalin, Aecon, Dragados and EllisDon."

The selection of a particular machine for production drilling is the most critical drill evaluation the pit engineer is called upon to make. It is a true engineering design problem requiring value judgments. Generally, the procedure follows these steps: (1) Determine and specify the conditions under which the machine will be used, including such service factors as labor, site, weather, etc. (2) State the objectives for the rock-breakage phases of the production cycle of operations--considering excavation and haulage restrictions, crushing capacity, production quota, and pit geometry-in terms of tonnage, fragmentation, throw, etc. (3) On the basis of blasting requirements, design the drill-hole pattern (hole size and depth, in- clination, burden, spacing, etc.) (4) Determine the drillability factors and select the drilling methods which appear feasible for the kind of rock anticipated. (5) Specify the operating variables for each system under study, considering drill, rod, bit and circulation fluid factors. (6) Estimate and compare performance parameters, including costs. Major cost items are bits, drill depreciation, labor, maintenance, power and fluids. (7) Select the drilling system that best satisfies all requirements with the lowest over-all cost.

Bench stoping operations at the Isa Lead mine have been underway for over 11 years. They were implemented to address safety, productivity and mining cost concerns noted with cut and fill mining operations which were then being used to extract ore from the Racecourse orebodies. This paper describes the main features of benching operations at the Isa Lead mine and identifies the key elements for the success of the method. Four case histories are presented which highlight several of these factors.

In the movement of self-controlled direct-current machinery, particularly shortwall cutting, machines, from one place to another in coal mires, "nipping" or it stinging" has been practiced quite commonly. These terms refer to the method of obtaining current for propelling or tramming the machines along trolley haulageways by sliding the trolley trip (hook or nip), which terminates one conductor of the trailing cable, along the trolley wire. This is usually done by the machine operator or runner while sitting on the machine truck and holding the nip terminal against the trolley wire as the machine travels along the rails. This procedure is objectionable for several reasons. Under the best conditions, the area of contact between the nip and trolley wire is snail end, consequently, sparking and flashing ore most likely to be continuous as the machine proceeds. This is undesirable, not only because of the detrimental effect of electric flashes upon eyesight, but because of the pitting and roughening the trolley wheels which decrease the efficiency of current collection by locomotive trolley wheels and shoes and at the same time shorten their useful life by increased wear.

Screening is a critical part of many mineral processing circuits and keeping the aperture of the screening media within specification is vital to ensure efficient performance of the processing plant. Typical ways of estimating and/or measuring the wear of the screening media vary from very subjective methods (for instance, using the human eye) to manually checking the width of a few of the more severely worn gaps with a measurement device. Subjective methods can be flawed by human error while manual checking can distort the polyurethane or rubber materials that are used in several types of screening media. All of these errors can cause either premature replacement of panels or, even worse, poor screening of the material.Metso Process Technology and Innovation (PTI) and Metso Screening Media Solutions (SMS) have developed an innovative method that measures screen aperture using advanced image processing techniques. Field trials of the device are presented in this paper, which shows the comparison between the different methods of measuring apertures. Case studies demonstrate how the system, when combined with ScreenTrack, MetsoÆs industry leading maintenance system, and screening media, is providing users with the best possible screening solutions.

Cancrinite and sodalite are characterized by high capacity of adsorption due to its porous structure. The aim of this work was to use kaolin from Borborema-Seridó/Brazil as a source of aluminium and silicon to hydrothermal synthesis of sodalite and cancrinite and to evaluate the best conditions to the formation of these phases. Therefore, kaolin was heated at 700 and 900 °C for 2 h in order to transform kaolinite in metakaolin. Thereafter, experiments with the calcined kaolin’s were carried out between 150 and 230 °C for 30–270 min on a stainless steel pressure vessel using NaOH, Na2CO3 and H2O. The samples were characterized by X-ray diffraction, nuclear magnetic resonance, scanning electronic microscopy, thermogravimetry, and Zeta potential. The most pure sodalite phase was obtained at 230 °C, with the kaolin/NaOH ratio of 1:1, low concentration of Na2CO3 and smaller time of synthesis (30 min). On the other hand, for the synthesis of cancrinite phase at 230 °C, it was necessary to use kaolin heated at 900 °C, a longer time of synthesis (270 min) and a higher concentration of Na2CO3.

A considerable interest in the subject of superlattices has been manifested by many papers and reviews that have recently appeared, both in physical and metallurgical publications. This interest is due largely to the apparent simplicity of the ordering process, which permits the explanation of many phenomena on the basis of elementary theory. Moreover, ordering may cause important changes in the physical properties of alloys. In this paper, we shall discuss the causes of superlattices in terms of simple properties of the elements that give rise to them, together with a series of experiments performed to test our conclusions. Evidence is presented that in some cases the process of ordering is more complex than might be supposed. While the different species of atoms are usually found in random positions in alloy lattices, in some cases unlike atoms tend to be nearest neighbors. Bethe's1 "order of neighbors" is a statistical measure of thib tendency. At suitable compositions it is possible for atoms in large regions to be regularly arranged, which causes superlattice lines to appear. in X-ray diffraction patterns. Bragg and Williams2 haw dealt with this "long-distance order" in their fundamental work 011 superlattices. Excellent discussions of superlattices are to be found in current reviews TheRmodynamic Considerations Thcrmal vibration tends to destroy order. The magnitude of the effect can be determined from the entropy of mixing, which is calculate from first principles. Since the ordered state has the lower entropy, it must also have a lower internal energy to be stable at any temperature. The rational and optimal determination of the design of a mining exploitation is a very intricate and difficult problem : the parameters are numerous, some technical, some economic or technico-economic which cannot be fully controlled; beside, deposits are estimated from very limited information and the choice criteria are not always quantitative, the economic context has to be anticipated by several years, and even the technological limits can change tomorrow. So, although very clever and performing numerical algorithms have been developed in recent years for open-pit design, we consider that this problem has not really been solved satisfactorily until now. The reasons are that people have concentrated their efforts on informatical algorithmical problems, and have assumed that the technical and economical data are well defined at the time of the study, which is generally not true. In particular, the mere fact of assigning dollar- values to blocks in order to maximize the total cash-flow is generally unrealistic because of the uncertainty of the data used. Consequently, the significance of the unique pit obtained as a result of these algorithms is questionable.

El Abra is one of the world’s premier copper de-posits. The project is located in northern Chile, 140 km (87 miles) inland from the Pacific coast. It has the same geologic age and structural setting as the world-class Chuquicamata copper mine located 42 km (26 miles) to the south. The current development plan for El Abra extracts798 Mt (879 million st) of high-quality oxide ore. This will require building a solvent extraction/electrowinning(SX/EW) facility that can produce 225 kt/a (248,000stpy) of cathode copper. This will make El Abra the largest SX/EW copper operation in the world, and the world’s seventh-largest copper producer.

Virtually zero gas emission smelting is promoted as a means for securing environmental advantages and the general public’s acceptance. Concerns about climate change will increasingly make it more difficult for new primary metals projects to come to fruition unless greenhouse gas emissions are decreased. Assuming a sustainable market for sulphuric acid is not locally available, the next best option is high temperature reaction of strong SO2 with limestone or dolomite. This is followed by CO2 liquefaction and disposal either underground or in the deep ocean. The Voisey’s Bay nickel project is cited as an example where appropriate location of a new smelter close to large dolomite or limestone deposits would lead to a virtually zero gas emission operation. Most of the electrical energy required for producing technically pure oxygen and for liquefying CO2 and transporting it to disposal can be derived from smelting a bulk sulphide concentrate and then reacting SO2 at high temperature. Provided the smelter gases are properly cleaned before sulphur fixation, the sulphated stone should be uncontaminated and environmentally benign and possibly of use in the building and construction industry.

The cost of transporting mineral raw materials and products will receive greater attention in the next 10-20 years because raw material sources and markets are changing. Today, shipping costs may equal 20%-80% of the landed or delivered cost of raw materials and products. Companies are learning that total costs are what count to the company and customers. Transportation has historically been priced at "What the traffic would bear" and little real effort has been made to analyze the shippers problem and provide them with effective and low cost transportation. This climate existed in both ocean and rail transport. The shiplines and railroads did not understand the shipper's problems and few shippers understood transportation and how to buy it. Recently more consideration has been given to the advantages between the American Merchant Marine- American Flag and Foreign flag vessels. The discussions held focused on what action is desirable to encourage American flag operations. Based on extensive studies made by both A. E. Gibson, Maritime Administrator and R. J. Blackwell, Deputy Maritime Administrator, the resulting statistics show that the potential for ocean transport is as follows: U. S. Foreign trade is estimated at 620 million long tons annually in the early 1980's. It was 418 million tons in 1968. In 1968 only 6.4% of the U.S. ocean borne trade was carried on American Flag vessels. About 50 million tons of early 1980's trade will go ill container ships. That leaves over 500 million tons to go as bulk or "neo-bulk" cargo.

INTRODUCTION In this paper, we are describing a current concept for placing intercontinental ballistic missiles (ICBMs) in sites deep underground to be used as a strategic Future Secure Reserve Force (FSRF). The objective of such concepts is to utilize soil and rock cover to protect high value strategic weapons from destruction by nuclear attack. The burial deep underground achieves two purposes. First, it imposes a miss distance upon the attacking weapon equal to the depth of burial minus any penetration capability the weapon might have. This tends to offset increasing accuracy of weapon delivery. The other purpose is to absorb as much of the weapon's energy as possible, thus reducing the effects of powerful weapons. This use of soil or rock cover over military facilities began with the development of man's capability to loft projectiles. Until recently, underground military installations, by their nature, performed defensive functions. Since they are not mobile and their weapons in the past had very limited range, an enemy would have to approach them before an engagement could take place. The Sixtieth Regular Meeting of the Rocky Mountain Coal Mining Institute convening at the Stanley Hotel in Estes Park, Colorado, was declared in session at 10:10 a.m. by Past President Mike Zakotnik, Jr., General Superintendent, The Kemmerer Coal Company, Frontier, Wyoming. Mike introduced Claude P. Heiner, President, Minerals and Development Corporation, Salt Lake City, Utah; and President of the Rocky Mountain Coal Mining Institute. President's Address Members of the Rocky Mountain Coal Min- ing Institute, guests, visitors and friends: I feel this is a distinct honor to talk to you on the occasion of this 60th regular meeting of the Institute. I once assumed this would be the Institute's 60th birthday, but later found that the first meeting was held in the State Capitol at Denver on November 12, 1912, at which time a comparatively small group of operators duly organized the Institute; a Mr. Weitzel of Colorado Fuel & Iron Company was then elected president and our late and dearly remembered Fred W. Whiteside, whose wife Gussie now carries Fred's work forward, was elected secretary. From Fred's records, early meetings were held semi-annually at rather irregular intervals, so that this 60th meeting is approximately the 52nd birthday of the organization and I am number 44 to serve as president. This latter development, I am sure, was conjured up last year by certain members at Glenwood Springs when I was absent. Anyway, I am honored and trust 'that these sessions will be both interesting and instructive in helping us on our way in the coal business.

During the past year, geochemical prospecting appears to have come of age as an exploration method, and its acceptance by the mining industry is widespread. There is a growing recognition that applied geochemistry is a scientific tool and must be performed and interpreted by scientific personnel who are trained in its utilization. At present, most personnel training is done by geochemical departments in government organizations and industry groups. Most schools in the United States and Canada do not offer geochemical training, particularly at graduate levels, due to faculty limitations, lack of budgetary support and the erroneous impression that applied geochemistry is not sufficiently academic. As a result, some companies have found it expedient to send selected personnel to European schools for advanced training. A critical personnel shortage now exists will probably continue into the near future. Indications are that the rate of development of new geochemical techniques has levelled off, and the probability of new breakthroughs is not high. Present research is essentially limited to efforts by government agencies and a few private companies. Progress has been the most rapid in the development of analytical techniques, but the need remains for investigation into sampling technology and the development of more quantitative methods for the interpretation of geochemical results. Geochemists need a better understanding of the numerous physical and chemical factors which affect and control primary and secondary dispersion phenomena in all geologic environments. Detailed studies must be made of the relationship between geologic, geochemical and geophysical factors. With better interpretive techniques, the return on the geochemical exploration dollar will increase.

THE Western phosphate field, virtually ignored for 40 years, has been undergoing a rapid climb to economic importance. Until World War II there seemed to be no reason for developing the phosphate rock region of the Intermountain Empire. But the tremendously increased demand for food production and the needs of many branches of the chemical industry changed all that. Quite suddenly a report made by the U. S. Geological Survey at the turn of the century became important. The survey showed that 60 pet of the nation's phosphate reserves were in the western phosphate field. Simplot Fertilizer Co. was one of the first to become actively interested in the development of the area. In August, 1945 the company began exploration of the Phosphoria Formation on the Fort Hall Indian Reservation. The result was the Gay Mine, about 18 miles east of Indian Agency Headquarters at Fort Hall, Idaho, developed to supply high grade phosphate rock for processing into superphosphate fertilizer at the company's Pocatello plant. Six ft of high grade oolitic phosphate rock (ranging from 32.5 to 34.5 pet P2O5) were discovered at the base of the Phosphoria Formation by diamond drilling and dozer trenching. High quality and thickness, plus the fact that the formation lay flat and near the surface made strip and open pit mining possible. In one year of mining, starting June 1946, a total of 53,000 tons of main bed oolitic phosphate rock was hauled to Pocatello for processing into supersulphate. The first year's operation was in

Results of research on the hydrothermal precipitation of zirconium oxide from the Bureau of Mines' zirconyl chloride-sulfate strip liquors indicate that nuclear grade material can be prepared by this process. Greater than 99% of the zirconium value can be precipitated at 250-260°C in short (5-10 minutes) reaction time without consumption of acid value of the liquor. Thus, precipitation of zirconium dioxide on a continuous basis, i.e., the zirconium dioxide is precipitated in a continuous mode of operation by pumping the strip liquor through a heated pressurized reactor and recycle of the acidic (spent) liquor to the process stage are favored. The results of accompanying studies of liquod/solid separation, product washing and dewatering, product purity, and chlorination of the product are presented and discussed.

When this prototype is placed on stream next to a conventional grinding mill as you suggest how do we estimate the power requirements and the grind which will be achieved?ReplyLet me explain the Macassa circuit. The tower mill here was running in parallel with one of the ball mills. The feed entering the tertiary system is scalped in a primary cyclone. The finial cut is made in a secondary cyclone. The actual feed to the tower mill is the underflow from the two cyclones and was split to the ball mill and tower mill. During the testing we were unable to isolate the tower mill to determine its contribution to the overall system. We then started to look at the amount of material produced across the mill. We entered the mill at between 17% and 20% finished material and exiting at between 36% and 40% finished material. We were able to project, with a high efficiency classification system, and arrived at 6 Kwh/ton or better."

1. INTRODUCTION. THE general impression regarding the preparation of merchantable anthracite is that it is confined to a colossal, grimy structure, called a "coal-breaker." This name is misnomer; for the desired result is not to break the coal, but to prevent its being broken. Preparation may be said to begin at the face of the chamber, with the mining and loading of the coal. Local conditions vary, not only in the same field or basin, but also in the same mine, so that there is no fixed empirical rule governing the method of blasting or cutting coal. Tests should be made, when possible, to determine the explosive, or the mechanical coal-cutter, which will produce the largest percentage of what are locally known as " lump " and " prepared sizes " of anthracite. The prepared sizes are those mostly consumed for domestic purposes. All other sizes might be called by-products of the anthracite industry; for they are not especially desirable, being the degradation resulting from the mining and handling of a brittle or laminated material. Being low in volatile combustible matter, anthracite burns most successfully when nearly of a uniform size, permitting the easy passage of air through the voids. This accounts for the large number of sizes into which the coal is separated. Table I. gives the various sizes, the diameter of ring over and through which each size is made, and the usual purpose for which it is employed.
