In the spring of 1977, Revenue Canada announced its intention to proceed in 1978 with a plan to impute a taxable benefit on interest-free and low-interest loans provided to employees. Such loan arrangements are often an important aspect of the compensation packages provided by many companies to their employees. Since the original announcement, there have been many submissions to Revenue Canada opposing this change, and the Finance Minister has now brought down a compromise solution with the introduction of a proposed amendment to the Income Tax Act. The amendment, which would not take effect until the 1979 taxation year, would require an employee, a shareholder or a related person to include a benefit in income measured as the difference between the interest on any such loan computed at bank prime rate and any interest actually paid. Only the amount of such a benefit in excess of $500 in a particular year would be required to be included in income. Of particular interest is the exclusion from these benefit rules of loans up to $50,000 in respect of the purchase of a house on the relocation of an employee and loans provided for the purchase of shares of an employer corporation.

Synthetic fuels will be the first major development effort to feel the effects of a new set of opposition forces. These confrontations will not be of the same variety as those which occured in the 1970s. Instead the synfuels industry, particularly in the West, will find itself confronting a new coalition of local political, community, and state spokesmen. They will oppose synfuels because the projects will represent a threat to existing lifestyles, political structures, taxes, social life, water rights, economics, and other politically sensitive considerations. In short, they mean change -- usually dynamic, full of unknowns and always threatening. The battles themselves may be fought technically over environmental issues, law and regulations; often these will be the instruments of the opposition. The real underlying problems will likely lie much deeper. In many cases environmental groups will be enlisted as the standard bearers; however, this approach may simply reflect the fact that environmental objections are convenient or at times the only tools at hand.

The unexpectedly quick recovery in world crude steel production in the second half of 2009 was due almost entirely to increased production in China that began in late 2008. Previous peaks in monthly production in China were matched by April 2009. The rest of the world had still not reached pre-crisis production rates by May 2010. Chinese production drives growth, but there has been some growth in most other larger crude steel producing countries as well, compared to production in 2009. If the production rate of the first four months of 2010 continues, the total output of crude steel in 2010 will be somewhere around 1,410 Mt (1.5 billion st), the same as in the record year of 2007.

It is well known in both the research field and in commercial flotation processes that the grades and recoveries obtained from flotation plants are heavily influenced by the structure and height of the froths produced in the flotation cells. The development of steady-state mathematical models of flotation processes based upon practical and readily obtained parameters have demanded detailed information about the structure of flotation froths. The important parameters are the distribution of floating values, gangue and water in the froth with respect to froth height, cell pulp density, cell air flow rates and flotation inducing additives. Little work has been conducted in this field although considerable attention has been paid to bubble loading and other factors close to the cell froth/pulp interface. Laboratory batch tests are prefaced for the derivation of the above mentioned parameters for both practical and economic reasons. The standard laboratory flotation tests using a batch cell produces a froth of low height (1 to 3 cms generally) together with a varying cell pulp density as the test progresses due to the addition of top up water and the removal of froth from the cell. This form of test can be considered only as giving information about froth conditions close to the cell froth/pulp interface under conditions of widely varying cell pulp densities. In commercial processes the froth heights are much larger (frequently greater than 10 cms); therefore the laboratory batch test, although useful in many ways, does not directly yield parameters relating the state of the froth flowing over the cell lip to process operating conditions. To investigate flotation conditions, where more realistic froth heights are developed, an equilibrium type of batch cell has been developed at Warren Spring 1 Laboratory . In the vast majority of American coal mines, roof bolt holes are drilled dry, mainly because of mine operator concern with the spent water creating adverse working conditions. Wet drilling, however, can increase drilling rates and the effective lifetime of the drill bits used. This study, carried out as part of an ongoing cooperative research program between the U.S. Bureau of Mines and the University of Missouri-Rolla, shows that the large volumes of water conventionally used in wet drilling are not necessary, and the performance benefits from wet drilling can be achieved with total volume flows on the order of 0.4 L per hole. This conclusion is validated based on the measured respirable dust generated in drilling Berea sandstone. The results are confirmed using a variety of bit shapes, which are also shown to have a significant effect on penetration rate.

A programme of blast improvement was initiated at the Mt Whaleback iron ore mine by BHPIO management in early-1998. One component of that work was the need to improve wall control blasting practices to better achieve the designed pit slope elements. This paper describes the geological conditions in which pit walls are developed, the mine operating equipment, the blast design concepts applied to minimise blast damage, the techniques applied in an assessment of the blast performance and the operational procedures developed to ensure that the blast concepts are effectively implemented in the production environment. Substantial changes have been implemented in both technical and operational aspects of the mining operation in order to achieve the improvements in pit wall condition, in particular recognising the need for a more flexible approach to limits blasting in response to highly variable and complex geology. The benefits to the mine are not only an improved wall condition, but increased confidence on the part of mine management that mine plans may be implemented on design and on schedule.

Mineral Resources estimation plays a crucial role in the profitability of the future of mining operations. The conventional geostatistical methods used for grade estimation require expertise, understanding and knowledge of the spatial statistics, resource modelling, geology, mining engineering as well as clean validated data to build accurate block models. However, the geostatistical models are sensitive to changes in data and would have to be rebuilt on newly acquired data with different characteristics, which has proved to be a time-consuming process. Machine learning methods have in recent years been proposed as an alternative to the geostatistical methods to alleviate the problems these might suffer from in Mineral Resource estimation. In this paper, a systematic literature review of machine learning methods used in Mineral Resource estimation is presented. This has been conducted on such studies published during the period 1990 to 2019. The types, performances, and capabilities, of several machine learning methods have been evaluated and compared against each other, and against the conventional geostatistical methods. The results, based on 31 research studies, show that the machine learningbased methods have outperformed the conventional grade estimation modelling methods. The review also shows there is active research on applying machine learning to grade estimation from exploration through to exploitation. Further improvements can be expected if advanced machine learning techniques are to be used.

In 2011, the value of mineral production increased in the United States for the second consecutive year (Table 1). Production increased modestly for most mineral commodities mined in the United States, and price increases, especially for precious metals, resulted in increases in the value of production. Minerals remained fundamental to the U.S. economy, contributing to the real gross domestic product (GDP) at several levels, including mining, processing and manufacturing finished products. Minerals? contribution to the GDP increased for the second consecutive year. Trends in other sectors of the domestic economy were similar to those in mineral production and consumption rates. U.S. apparent mineral consumption (industrial) of 11 mineral commodities decreased substantially from 2005 to 2010 (aluminum, cadmium, cement, copper, iron, lead, salt, soda ash, steel, tin and zinc). Data for 2011 were not calculated, but the data show a sustained decrease (especially for the metals) preceding the recession through 2010, so consumption seems to be behaving differently than production and GDP. After continued decline following the 2008?2009 recession, the construction industry began to show signs of improvement during 2011, with increased production and consumption of cement, construction sand and gravel, and gypsum ? mineral commodities that are used almost exclusively in construction. Crushed stone production, however, continued to decline.

"IT enabled platforms are the key to provide an integrated view of the business activity or an enterprise as a whole. Attempts to integrate all functions in an enterprise such as mine-to-market initiatives, wherever and to whatever extent implemented, have provided significant benefits to the industry. The transformative potential of IT enabled integration platforms is illustrated in this communication from our own work in this field. TCS PREMAP (Platform for the Realization of Materials and Products) is a knowledge-driven engineering design and development platform which leverages modeling and simulation and artificial intelligence into the engineering design process. We illustrate the customization of this generic platform for the design and optimization of mineral processing plants in an integrated manner. TCS PEACOCK (Process and Equipment Analytics for Optimization and Control) has been developed to enable automation of data analytics in the operating plants. We illustrate its utility and power in improving the plant performance with the help of case studies from our work on pelletization of iron ores and optimization of flotation plants. INTRODUCTION We are living in an exciting digital era. With the advent of cloud computing and social media on the one hand and rapid advances being made in several research areas of interest to us in the minerals and metals industry such as artificial intelligence (AI) & machine learning, robotics, unmanned vehicles including drones, big data analytics, 3D printing, sensor technologies, renewable energies and internet of things (IoT), many disruptive transformations in our industry are on the horizon. Recent advances in information technology (IT) and knowledge engineering, in combination with appropriate domain expertise, that is, our enhanced understanding of the underlying science of mining and mineral processing operations and the availability of a variety of powerful modeling-simulation tools make it possible to address the challenging problems facing the mining and mineral processing industry, in an integrated manner."

A synthesis of reported All-In Sustaining Costs (AISC) for 57 Australian gold mines in the period 2014–2016 reveals for the first time the clear influence of grade upon cost performance, most evident in gold-only underground mines. Past syntheses of costs on a single quarter basis have viewed grade as potentially subordinate to other factors such as production scale, mine geometry, mineralisation style and a combination of other mining-related costs. Better understanding of the grade to cost relationship on both an individual mine and whole-of-portfolio portfolio basis is needed. Insight into the roles and trade-offs between other cost-determining factors will aid the future sustainability of the gold mining sector in Australia and assist in targeting prospects for future resource growth and development. While the overall trend is toward higher-grade mines displaying lower costs and vice versa, the grade to cost functions appear radically different between mines based on time-series data. The median cost of Australian gold production in the final quarter of 2016 was A$1081/oz. The threshold for lowest cost quartile production was A$965/oz. Underground production now dominates Australian gold output – with 71 per cent of ounces originating from operations that are either entirely underground or hybrid pit/underground mines. Scale economies are evident, with smaller mines predominately among the higher cost producers. For mines of equal grade, open pit mines are lower cost than underground operations. Reserves are modest, with a median mine life for underground operations of 4.7 years based on current production rates. Reserve additions at mines are likely constrained not only by the finite nature of mineralisation at each mine but also by the geometrical difficulty of accessing suitable drilling locations to test for reserve extensions.CITATION:Ulrich, S, Trench, A and Hagemann, S, 2017. Rock-dusting of coal mines is a most important safety measure for preventing or limiting the propagation of explosions. The Bureau of Mines has recommended for many years that rock dust be distributed on the top, ribs, and floor of mine entries and other workings of all bituminous coal and lignite mines in sufficient quantities to maintain the incombustible content of the dust above the minimum requirements. Rock-dust barriers constitute a secondary safeguard used occasionally to complement generalized rock dusting at entrances to panels and side entries or at other locations. In general, rock dust can be applied effectively with modern rock-dusting machines. However, in thin coal beds, in certain back entries, and in some other areas, rock-dusting machines cannot be used conveniently. Furthermore, many small mines find the purchase of machines costly. In such cases, rock dust is not used at all, or else it is distributed by hand, a relatively slow and costly procedure. In recent years some coal mines have started applying rock dust with the aid of permissible explosives. This may be done in various ways. One method consists in placing a stick of explosive on the floor of a room or entry midway between the ribs and covering the stick with two bags of rock dust that are slit on top and set crosswise one above the other. The explosive is then fired, causing the rock dust to be distributed on the nearby roof, rib, and floor surfaces. The procedure is repeated at desired intervals until the entire area is rock dusted. The method is claimed to be rapid, safe, and inexpensive.

The risks associated with operating water reservoirs and tailings storage facilities (TSFs) are different because of their different purposes, methods of construction and operation, and characteristics of the materials impounded and their flow behaviour. Regardless of the differences, these two types of structures are often put in the same category when it comes to risk assessment and the application of relevant methodologies, which may result in unrealistic outcomes. In this paper we investigate whether it is possible to apply the risk ranking methodology designed for water reservoirs to TDFs and overview the key differences between these two types of structures. We also provide a comparative analysis of the results obtained by conducting a risk assessment of the operation of a TSF, applying the method recommended by the International Commission on Large Dams (ICOLD), and analyse the results using the failure mode and effects analysis (FMEA) technique. It is concluded that a more realistic evaluation of risk levels can be obtained by adopting a systematic approach to risk assessment in accordance with the traditional risk definition on which the FMEA technique is based.

This work demonstrates the feasibility of using confocal surface profilometry to measure and characterize wear of graphite anode surfaces. This method was tested using anode samples that were electrolyzed for 24 hours in a laboratory-scale magnesium cell with a high oxide molten salt electrolyte. The oxide produced accelerated wear on anodes designed for low oxide electrolytes. Contour maps, which are effective at displaying non-uniform wear, and total graphite consumption values were generated from the collected surface coordinates. Along with both qualitative and quantitative analysis capabilities, this measurement system was shown to have a fine resolution and a low detection limit.

At thyssenkruppCSA, a positive heat balance at BOF process is faced, mainly because of low utilization of scrap and plant design. A singular logistic concept for hot metal transport between blast furnace and steel plant was established to optimize transportation and energy balance. Up to 80 kg of iron ore pellets/t steel is necessary for 340t BOF heat balance. In order to accomplish this challenge a stable blowing process, intensive operational development have been successfully executed: slopping rate reduction of 80% achieved without changing the blowing time. This paper describes steps and results of this development.

This paper is one of a series being prepared by the United States Bureau of Mines on tunneling methods. The tunneling methods described are those used at the Ojuela unit of the Compania Minera de Penoles, S. A., the Mexican subsidiary of the American Metal Co., Ltd., of New York. The Ojuela unit is situated some 4 miles southeast of Mapimi, Durango. Mexico, the latter place being connected by a 15-mile narrow-gage railway with the standard gage railroad at Bermejillo, some 40 miles to the north of Torreon, the location of one of the company's smelters.

The recovery of rare earth elements (REE) is fast becoming of significant interest globally. Modern research and development programs (outside China) towards the optimization of REE mineral recovery by flotation have been lacking. Due to the mineralogical nature of many hosting deposits, the separation and recovery flotation flowsheets can be very complex. As part of a research project, a selected suite of hydroxamic acid collectors (Naphthoyl, Cyclohexyl, Benzoyl, Octyl, Terta-butyl benzoyl, Salicylic) were tested in order to examine their potential for recovery and selectivity. Micro flotation tests were conducted on a feed sample, recovery and grade of the products were used to evaluate their relative flotation efficiency and selectivity and these results (flotation with the hydroxamate collectors) were compared to a phosphoric acid/sulphonate collector mix(shorten as "mixed"). In the testing, the flotation response with the hydroxamate collectors was significantly better than the "mixed" collectors on freshly ground (no slimes removed) samples. Furthermore the tests revealed that for most of the hydroxamate reagents tested, their dosage requirements to achieve recoveries at the same levels was less than that for the "mixed" reagents. Product assays show that recovery of both La and Ce is significantly better for using the salicylic hydroxamate and that Nb, Y and Zr recovery are favored by using octyl hydroxamate. These results indicate mineral flotation selectivity could be achieved by using selective hydroxamtes. Spectral fingerprinting by TOF-SIMS surface analysis has allowed for the identification of reagent species. TOF-SIMS surface analyses of grains analysis confirmed that REE bearing grains reporting to the concentrates are doing so in response to collector attachment whereas grains reporting to the tails are doing so in response to a lack of collector. The TOF-SIMS surface data bas been used to examine the factors promoting flotation stream partitioning.

T HIS has been a most momentous year in the annals of the Institute. We have been in the midst of a situation which, were it not for the convulsions of social unrest with which life is surrounded on every side, would have attracted the attention of the world at large. I do not refer to the desperate campaign for new members. That has gone on much as usual except that, this being leap year, the annual proposal to the M. & M. Society has been omitted. Nor do I refer to the desperate situation which we found in other directions, the spread of Bolshevism, the burning of the Engineers' Club, the fact that the selling of copper appears to have become one of the lost arts. No, I speak of the great question which has to be. settled once and for all, as to whether this great Institute should adopt simplified spelling. The whole trouble started in the ranks of the California Hysterical Society. It appears, while most of the San Francisco members can read and write, several of them cannot spell. It also appears that the Secretary, in editing the Transactions, has perhaps made just a little bit too much of a point of employing the correct Stoughton idiom. At any rate, the rebels filed an amendment to the constitution, and the stage was set for civil war, with perhaps more stress on war than on civil.

"Autoclaves were first used in the metallurgical industry in 1893 to recover alumina from bauxite. In the 1940s and 1950s, several high temperature and pressure processes were invented in the laboratory of Professor Frank Forward at The University of British Columbia, in parallel with advances in equipment and processes by the Chemical Construction Corporation. Sherritt Gordon Mines Limited enlisted these groups to help develop the nickel sulfide ammonia leach process that was commercialized in 1954. Autoclave processes that have since been commercialized include high-pressure acid leaching of laterites, zinc pressure leaching, and pressure oxidation of refractory gold feedstocks. RÉSUMÉ En 1893, l’industrie métallurgique est la première à utiliser les autoclaves pour l’extraction de l’alumine dans la bauxite. Dans les années 1940 et 1950, plusieurs procédés à haute température et à haute pression sont inventés dans le laboratoire du Pr Frank Forward de l’université de la Colombie-Britannique (UBC) ; parallèlement, la Chemical Construction Corporation fait de grands progrès en matière d’équipement et de procédés. They are used in metallurgical refineries throughout the world to take advantage of the increased reaction kinetics and different reaction products that can be obtained in aqueous systems above the boiling temperature at atmospheric pressure. The word autoclave comes from the French “auto” and the Latin “clavis” and literally means self-locking—that is, the core distinguishing feature of an autoclave is that it includes a means for pressure regulation (e.g., a pressure relief valve). Denis Papin (Figure 1a), one of the inventors of the steam engine, was the first to make use of a safety valve to control steam pressure. He is credited with inventing the autoclave in 1679. Papin’s “digester” (Figure 1b) was a type of pressure cooker that was originally used to liquefy bones. Most commercial autoclaves are horizontal, multicompartment vessels with mechanical agitation, as shown in Figure 2a; however, the steam-agitated Pachuca vessels used to leach laterite ore in Moa, Cuba (Figure 2b), are also classified as autoclaves according to the self-locking definition provided above."
