The development of the mineral industry of Jamaica has been guided by an unwritten policy which has nevertheless been reflected in various pieces of mining legislation and by case-by-case approvals of incentive packages for non-bauxite minerals. An effort has now been made to bring together in one minerals policy document, all the policy elements that have guided our laws and actions thus far and to upgrade the final version to meet the challenges of the next century. In this regard, industrial minerals will be placed on a more equal footing with bauxite, especially in terms of investment incentives.

Copper anode slime is an increasingly significant resource for precious metals such as Au, Ag and Pd. The extraction of Au, Ag and Pd from decopperized anode slime by different pretreatments and different lixiviants including cyanide, chloride, thiourea and thiosulfate have been investigated. When oxidizing roasting pretreatment was carried out under the conditions of roasting time 120min and temperature 625 ℃, the removal ratios of S and Sb could reach 82.18% and 98.52%, respectively. And the following alkaline leaching of calcine could result in the dissolution of 46.40% Cu and 98.48% Pb. The optima leaching ratios of Au, Ag and Pd reached 99.48%, 97.69%, 94.79% by cyanide leaching, and 95.01%, 79.84%, 96.59% by chloride leaching, and about 95.21%, 95.66%, 48.79% by thiourea/thiosulfate leaching.

An important activity of the Safety Division of the Bureau of Mines , in its efforts to reduce accidents , is the safety inspection of mines . Inspections are made at the request of the operators and are not connected with the inspections by the various State departments of mines . The operating management is furnished with a confidential report of the results of the Bureau's inspections , with recommendations for elimination of the hazards found . These mine - safety inspections include a study of mining practices , conditions , and equipment and in some cases the sampling and analysis of mine air and coal dust . The Bureau of Mines has no regulatory powers , therefore the recommendations made in these reports are merely suggestions , and operators are not required to adopt them . Mine inspections are a check on safety standards , methods , and practices and are essential to any accident -prevention program . A foreman or superintendent may be sincere in his efforts to operate a mine safely and believe that he has done everything possible to attain this end . However , experience has shown that because of his familiarity with the mine and the consequent " nearness " of its various features many unsafe conditions may be , and in most cases are , overlooked ; an inspector , particularly an outsider who is trained to look for hazards , can point out the unsafe conditions overlooked by the foreman or superintendent . Some companies employ safety engineers who make regular inspections of their mines , report substandard conditions and hazards found , and make recommendations for correcting them . Unless these recommendations are carried out the inspections have little value . In making recommendations , due consideration should be given to the feasibility of carrying them out ; the management may and very often does consider a recommendation impracticable because of the

"To minimise mine shaft maintenance over the long-term, some potash mine shaft sinking projects have required the provision of a continuous fully welded waterproof steel liner over a substantial depth to achieve zero water ingress. This brings many challenges, including the implementation of a bottom-up construction sequence incorporating extensive waterproof welding and how to ensure the integrity of the welded liner when subject to substantial temperature fluctuations that are likely to occur with a composite steel-concrete liner placed within an artificially frozen shaft excavation. This paper highlights the key challenges and discusses multiple mitigation measures including vertical shaft movement joints and a combined structural-thermal analysis approach. INTRODUCTION Whilst the application of combined steel and concrete shaft liners using a fully welded steel liner is not new and has been used in several previous projects, most notably at Lanigan (Storck, 1968 & Roesner, 1980), recently the need to provide a continuously welded steel waterproof liner for over 800 m length of shaft for a potash mine has been considered. The need for a fully continuous welded steel liner arises from the perceived benefits of providing a fully dry shaft environment to; increase the life expectancy of the shaft; reduce routine maintenance particularly combatting salt accretion and minimising wash down practices; and improve long-term ground stability by preventing salt dissolution. Whereas previous projects have employed discontinuous sections of steel liner, when a fully continuous liner is employed longitudinal shaft strains from thermal changes result in significant deformations that must be either explicitly accommodated or resisted. Note, these thermal vertical expansion forces are more than capable of lifting the shaft collar and head frame structures should they be fixed in place. Typically, shafts are designed to resist vertical forces (collar loads and self-weight) by creating mechanical interlock with the adjacent ground. In competent rock this occurs incrementally with the construction of the shaft liner, and occasional hitch/crib structures are constructed as intermediate foundations to guarantee the transfer of vertical forces at distinct horizons. Usually this means cribs are constructed at first rock head, above the station level, and at the sump, although sometimes additional cribs are formed when entering and exiting weak strata or when a change in shaft liner construction is required."

THAT neither the Reconstruction Finance Corp. nor its subsidiary, the Metals Reserve Corp., are in competition with private enterprise was stressed by Charles B. Henderson in an informal talk before the N. Y. Section, A.I.M.E., on Sept. 23. Among other things, the speaker stated that the R.F.C., since its establishment, had authorized loans of $12,000,000, of which over $8,775,000 has actually been distributed. Of this amount, over $6,600,000 has been repaid. None of this money was appropriated by Congress, the sole assistance from that body being the initial authorization of $500,000,000 capital stock.

L HISTORY. THE Pierrefitte mines, situated in the South of France, in the district of the Hautes-Pyrenees, owe their name to the fact that the first mining operations of any extent, and of comparatively recent date, were carried out in the neighborhood of the vil¬lage of Pierrefitte, which is a branch terminus of the Midi railway. The Pierrefitte mines, however, embrace a wide extent of country and several different concessions, on most of which comparatively little exploration-work has been done. The portion of the property presently to be described is a zone running roughly E-W., over a distance of about 5 miles from the valley of Cauterets to the valley of Estaing, the ridge dividing these valleys being a spur of the main chain of the Pyrenees, and running more or less at right angles to it. According to local tradition, which various indications tend to confirm, these mines are of ancient date, the first workings being attributed to the Romans, who are supposed to have sought not only the lead but also the silver which is contained in the ore. Old slags have been found in the neighborhood which might well have been produced from the cupellation of lead-ores. These old workings, while of considerable extent at times, do not seem to have extended beyond a depth of 100 ft., even this depth being somewhat exceptional. The old notarial records of the district show that mines were known to exist, and that they were even worked, in the sixteenth century, but since the mines were abandoned (by the Romans or others) considerably prior to this period, very little

Possible New U.S. Half-Dollar. - Tile George Washington Commemorative Coin Act, H.R. 3133, was introduced in the House and approved by the House Banking Committee. It would allow the minting of at least 10 million commemorative silver half-dollars the size of the same coin produced before 1965. A companion bill, S. 1228, was introduced in the Senate. The Bureau of Mines Helium Field Operations has developed a simple and accurate method for calculating the viscosity of gas mixtures. Only the composition of the mixture and the molecular weights and viscosities of the pure components in the mixture are required. The momentum fraction of a mixture is calculated from the composition. The fluidity is calculated as a quadratic function of the momentum fractions. The efficiency factor for transfer of momentum in collisions between bodies of different masses is derived and used with one empirical constant. The viscosity is the reciprocal of the fluidity. Results of the method are compared with 752 reported viscosities for 40 dilute binary systems at temperatures from -78 to 276.9°C. Using this method the average absolute deviation is 1.29%, the root-mean-square deviation is 1.99%, and the average deviation is -0.84%.

For more than sixty years the rich oil shale formations of Colorado, Utah and Wyoming have been evaluated as a future source of petroleum. After many false starts the commercial production of shale oil is near. Union Oil and Colony (Exxon and Tosco) have begun construction of commercial plants. Occidental and Rio Blanco (Gulf and Standard of Indiana) are well along in the development of modified in situ (underground) processes. A number of other companies and groups are in advanced stages of development. This paper will review some of the major elements involved in the production of shale oil with emphasis on means available to express the efficiency of production of pyrolysis liquids and gases from oil shale rock.

To many people, the word cartel implies illegality. However, although it is illegal in the US, cartels are an effective and legal way to conduct business elsewhere in the world. But be-fore we continue, what is a cartel? The American Heritage Dictionary defines a cartel as "a combination of independent business organizations formed to regulate production, pricing, and marketing of goods by the members." However, that definition does not fit many of the "cartels" we are examining today. The International Tin Council is an organization of both consumer and producer nations--no individual companies are represented. The buffer stock is used by the ITC to provide protection for both producers and consumers, and has only been in effect since 1955. (Earlier tin producers groups date back to 1921 when the Federated Malaysia States and the Netherlands East Indies formed the first intergovernmental tin agreement, known as the Bandoeng Pool, which only lasted three years.) The International Bauxite Association only dates back to 1974 when seven nations--Australia, the Dominican Republic, Ghana, Guinea, Guyana, Haiti and Jamaica--agreed to three main objectives: 1) to promote the orderly and rational development of the bauxite industry; 2) to secure a fair and reasonable return on the raw material for the benefit of the nations' citizens; and 3) to safeguard the interests of member countries in relation to the international bauxite industry. 1 Again this organization is composed of nations, not separate firms. This generally follows the pattern that the oil producing countries (OPEC) chose since the nations' mineral product-ion is controlled and often owned by the state. However, the group I am going to discuss fits the more classic mode of a cartel. The informal lead-zinc producers' cartel can be dated as far back as to Roman times when Romans are said to have imposed a quota system on British lead production to safeguard their Spanish lead mines. Also, the lead-zinc producers group is composed only of individual companies, not do not include any lead-zinc consumers. Finally, the activities of the group are not open to public scrutiny, and details are only now available due to a leak in the Australian government. At this point, it is necessary to split the two metals since while many of the members of the cartels produce both lead and zinc they do have different histories and marketing arrangements.

IT was just five minutes past midnight, on Wednesday, Jan. 5, 1938, that Mrs. Cosgrove and I sailed from New York City. Our trip was to completely circle the globe, to cover over 40,000 miles and stop at thirty ports-from New York to Trinidad, to South America, via South Africa to the Orient, to India, to the Malay States, to Indo-China, the Philippines, Australia, New Zealand, Fiji, and across the Pacific home via Honolulu. It is not my intention to make this a complete, technical study of coal or coal mining in the various countries that .we visited but more to outline the general in- formation that the mining engineer and coal operator would absorb in his travels. Coal is the universal fuel and is in use wherever there is commerce and industry. Even on our ship, which, like practically all ocean liners was an oil-burner, a considerable quantity of coal was used for cooking.

The ability to fire multiple blasts simultaneously can provide significant benefits to any open pit mining operation. Reduced blast-related downtime by reducing blast events can increase equipment utilization and maximize material movement. Significant sequencing benefits can also be delivered, associated with reduced equipment relocation. This paper describes the work completed in partnership between Orica and Oyu Tolgoi to successfully demonstrate that combined production-trim and midsplit blasting could be implemented successfully while successfully managing the risk of increased damage to the final walls. The paper details the methodology used to assess key performance measures linked to final wall damage and compares the performance between the following blasting methods. • Free face trim blasting vs. combined production-trim blasting • Presplit blasting vs. midsplit blasting. The results of the initial trial blasts are presented, along with the method agreed by the key site stakeholders for ongoing application. The method used to keep the risk of final wall damage to an acceptable level is explained, along with the benefits delivered to Oyu Tolgoi operations associated with the initial 12 months of application.

BACKGROUND Before addressing the above topic in any detail, it is pertinent to provide some background on Australia for those people who have not been there or who have a limited knowledge of our continent. Australia is approximately the size of the continental U.S.A. (excluding Alaska) covering an area of approximately 7 million square kilometres. It has a very dry climate which has led to a concentration of people in major cities scattered around the continents perimeter. Australia's population is currently approximately 15 million. Of the work force of 6.3 million, 72% work in tertiary industries, 20.2% in manufacture, 6.5% in agriculture and 1.3% in mining. Agriculture accounts for 46% of exports, mining for 31% and manufacturing for 23,. Economic activity is based on:- Agriculture This is capital intensive and covers extensive areas and is reliant on low cost farming. A.range of foods and fibres are produced with over 70% of production being exported. Such products are of course subject to the usual vagaries of world market demand and market access, particularly in regard to the operation of trade blocks such as the E.E.C. Mineral Resources A wide range of minerals and an abundance of iron ore, coal, gas and uranium resources provide an increasing volume of exports. However, Autralia's oil resources at present only supply approximately 70% of local requirements. Industry This is diverse and encompasses the processing of agricultural products and mineral ores as well as helping to supply the consumer and capital goods needs of the whole community. However, the small scale of local markets, the geographic isolation of Australia and relatively high wage costs have limited the scale of Australia's industry. Advanced technology has overcome some of these difficulties and high tariff and import quotas protect local producers from the full force of international competition. In 1980/81 Australia's Gross Domestic Product amounted to $130 billion with approximately 24% of this being devoted to investment. In the past decade Australia has experienced inflation rates ranging from 5% to 17% and only modest real growth rates ranging from 0.4% to 5% per annum. We have also experienced, as have many other industrialised nations, continuing wage and price increases. Unemployment presently stands at 6%. MINERAL DEVELOPMENT As the above figures indicate, Australia's continuing prosperity is very dependent on the mineral and agricultrual sectors of our economy. The dependence on these sectors is highlighted by the table below which indicates our position in a global context. This prominence in the world mineral production has largely been achieved in the last 15 - 20 years. In fact, in the early 1960's, Australia had only 2 major mining export centres, Broken Hill in New South Wales and Mt. Isa in Queensland. This growth is highlighted by the fact that in 1963, for example, we exported only 9 tonnes of iron ore and less than 4 million tonnes of coal. In 1980/81 we exported 75m. tonnes ',of iron ore (valued at $1,117m.) and 47m. tonnes of coal valued at $1,965m.). The growth in our mineral industry has come about because of a number of factors. (Cleveland Meeting, October, 1912.) THE structure of iron and steel, though the object of so much study and research for the past 25 years, is by no means thoroughly understood. In the first place, we have three or more distinct iron-carbon thermal diagrams, each with its own supporters, and each representing a theory of the structure and constitution of cast-iron. In the second place, by reason of the fact that austenite, the solid solution of carbon in iron, decomposes in the solid state into ferrite, or pure iron, and cementite (Fe3C), and that quenching from above this transition-range, no matter how rapid, cannot entirely prevent the change and thus preserve the austenite by itself at ordinary temperatures, it happens that under the microscope we find, in addition to the ferrite, Fe3C, and austenite, which the thermal diagram of steel requires, it series of transition-products with distinctive structures, to which have ,been given the names martensite, troostite, sorbite, etc. Now these transition-products, in addition to the solid solution, austenite, have been the source of much controversy, at times very bitter. One side would insist that, say, troostite was an entity, which the other side would deny, pointing out that it must be a transition-mixture, with a particular structure. That austenite was a solid solution of carbon in iron has been denied by one school ; we have been told that Fe24C dissolved both Fe3C and Fe, and thus gave rise to a whole series of quenching-products-all this in spite of the fact that no matter how the thermal diagrams differ in regard to cast-iron, they all agree in regard to the solid solution, austenite, for Fe24C finds no place on the diagram. Vibrations as a result of blasting practices in mining engineering are a complex phenomenon controlled by many variables. Mine blast vibration modeling and prediction is becoming more important as a consequence of interactions by mining activity with an ever closer public. Many communities (all over the world) close to mining activity often complain about airblast and vibrations produced from blasting activity. It is important for the mining industry to have tools and understandable methodologies to model and predict blast vibration. These tools can then be used to predict and control vibration at neighboring structures.

The neural networks modelling approach is one of the most elegant black-box type methods to model industrial processes. In this paper, this approach is applied to model the performance of the CEZ zinc electrowinning plant. The model that was built was found to exhibit an excellent predictive ability for voltage and current density. The model was also used to investigate the sensitivity of the process to various key variables such as temperature, current density, zinc and sulphuric acid concentration, etc. Optimal regimes for zinc production were identified from the power consumption standpoint.

The purpose of the project is to divert flood flows of North Potato Creek. The project is located in the southeast corner of Tennessee near Copperhill, approximately 160 kilometers north of Atlanta, Georgia. The project consists of: a 28-meter high dam, a 90-centimeter diameter outlet conduit; an emergency spillway; and a 4.0-meter diameter hard rock trans-basin diversion tunnel. This floodwater management system was part of Cities Service Company mine safety program for the Cherokee orebody which is partially located within the stream channel. The following paper describes the entire project development from feasibility studies to design and construction management.

An outline of the current world's known sources and resources of cobalt, looking at both land and possible undersea deposits, is given as a prelude to an examination of current and historical actual world production on geographic/company basis. These production figures will be compared to apparent consumption by segments, both geopraghically and end-use based. Consumption of cobalt has been regarded as price sensitive and a historical look at prices against all other figures will be considered. Previous papers (1, 2) pertaining to the treatment of uranium-bearing ores were concerned with the flotation of the radioactive minerals. In this investigation, the application of flotation to the removal of acid-consuming minerals from uranium ores was considered. Two pitchblende-bearing ores, which, because of the presence if dolomite were abnormally high acid consumers, were studied. In both in-stances commercial reagents of widely varying fatty acid composition proved satisfactory as flotation col-lectors, particularly at a pH of 10.5, for the carbonate minerals. From an economic viewpoint, however, Neo-Fat 42-12 was favoured. A mixture of sodium tripolyphosphate and citric acid was an effective depressant for the pitchblende in the ores. The tailings remaining after the removal of the dolomite by flotation contained, in one case, 88.5 per cent of the uranium in the original sample, and, in the other, 93.8 per cent. Analyses conducted on these tailings and on the original ores showed that
